A tragic incident occurred in Gokwe, where a family of three was swept away by a flooded river when their canoe capsized. The incident happened on January 21 at around 7 pm as Simbarashe Kanyonde (27), his wife Lucia Dzimba (23), and their seven-day-old baby girl were trying to reach Chidamoyo Hospital for medical help for their sick baby.
When they arrived at the Sanyati River, they entered a canoe to cross to the other side. Unfortunately, the canoe overturned in the middle of the river, and the family was carried away by the strong current. Lucia Dzimba, who had her baby strapped to her back, was found by villagers about 700 meters downstream. Tragically, the husband, Simbarashe Kanyonde, is still missing, and a search operation is underway to find him.
The Midlands provincial police spokesperson, Inspector Emmanuel Mahoko, confirmed the incident and stated that the bodies of Lucia Dzimba and her baby were taken to Gokwe North District Hospital mortuary, <a href="https://www.newsday.co.zw/local-news/article/200022339/family-swept-away-by-flooded-sanyati-river">NewsDay</a> reported.
Damaging Rainy Season 
The 2023-24 rainy season in Zimbabwe has so far caused significant damage across the country. In Budiriro, 90 families had their houses flooded on December 26, 2023, due to incessant rains. This is not the first time Budiriro residents have faced flooding, as similar incidents have occurred since 2020. The floods affected homes built on a wetland along the Marimba River, as well as other high-density suburbs and low-lying areas in Zimbabwe. The floods were devastating, causing havoc to homes and belongings and tragically resulting in the death of a six-year-old child. Many residents were displaced, with over 100 families forced to evacuate their homes and seek shelter in temporary accommodations. The loss of their homes and possessions left them in distress, their lives profoundly impacted by the floods.
The heavy rains and floods also impacted other provinces in Zimbabwe, resulting in deaths, injuries, and property and infrastructure damage. The Department of Civil Protection reported various incidents, including collapsed dwellings, damaged houses, and blown-off roofs in different districts. The public has been urged to exercise caution and avoid crossing flooded rivers and bridges.

Family Swept Away In Tragic Canoe Incident Amid Zimbabwe's Damaging Rainy Season

The Meteorological Services Department (MSD) of Zimbabwe has forecasted that dry and cool conditions will continue throughout the week. In their recent evening weather report and forecast issued on Wednesday, January 24, 2024, the MSD, in collaboration with the Civil Protection Department, stated that a high-pressure system from the south caused cloudy weather with rain and drizzle in the southeastern parts of the country, specifically in Manicaland, Masvingo, and the southern parts of the Midlands. The highest rainfall was recorded in Chisengu (16mm), Chipinge (14mm), and Mukandi (10mm). The rest of the country experienced partly cloudy and mild conditions.
Today, most of the country experienced cloudy and windy weather due to cool moist air coming from the southeast coast.
The forecast for tomorrow, Thursday, January 25, 2024, predicts that Masvingo, Manicaland, and the southern parts of the Midlands will be cloudy, windy, and cool in the morning, gradually becoming less cloudy as the day progresses, with a chance of light rain and drizzle. Matabeleland North and South, the northern areas of the Midlands, Harare Metropolitan, and Mashonaland East Provinces are expected to start off cool and partly cloudy, becoming mostly sunny and warm in the afternoon. The remaining areas, namely Mashonaland West and Central, are likely to be mostly sunny and warm throughout the day, although mild in the morning and evening.
The MSD advises people to take certain precautions based on the weather conditions. Temperature fluctuations, especially in the southern parts of the country, may impact the health of individuals, particularly the young, elderly, and those who are currently ill. Lightning, even when the sky appears clear (known as lightning from the blue), may occur, especially in mountainous regions such as the Eastern Highlands, where thunderstorm clouds can be hidden on the other side of the mountain.
To stay prepared, it is important to ensure that the elderly are dressed appropriately for the expected weather conditions, as temperatures will fluctuate, especially in the southern provinces. Conservation methods for soil moisture are recommended, and farming activities like the application of fertilizers and pesticides should be done in consultation with local Agritex Officers, considering the reduced rainfall period. It is also advised to seek shelter indoors when thunder is heard and to protect property, including livestock, from lightning using lightning conductors whenever possible.

The Meteorological Services Department (MSD) has forecasted that starting tomorrow, January 19, 2024, there will be a long period without rain until February 2. In a statement seen by the <a href="https://www.chronicle.co.zw/prolonged-dry-spell-from-tomorrow-until-early-february/">Chronicle</a>, MSD said:

On Thursday, January 18 (today), there will be localised heavy rains and thunderstorms coupled with windy and mild conditions. From Friday (tomorrow), the atmosphere becomes less moist leading to mostly sunny and hot conditions from January 21.

In recent days, there have been heavy rains and thunderstorms in some parts of the country. While the available moisture could be enough to sustain crops during the dry spell, farmers could take necessary measures to cope with the lack of rainfall. They could prioritise irrigation to provide water to their crops and explore water-saving techniques like mulching and proper soil management.

MSD Has Forecasted A Prolonged Dry Spell

The Meteorological Services Department (MSD) has forecasted heavy rains across much of the country from 11 January to 17 January.
In a weather alert issued on Wednesday, 10 January, the MSD warned of heavy rains above 50mm along the main watershed.
It said the heavy rainfall is caused by the Inter-Tropical Convergence Zone combined with a cloud band coming from the western parts of the country. Read the forecast:

The Inter-Tropical Convergence Zone (ITCZ), which has been active over the northern parts of the country is expected to combine with a cloud band, which is moving from the west to the east covering the whole country.
As a result, the combined effect of the two should result in precipitation amounts over 50mm in areas along the main watershed.

Rain above 50mm is expected in Bulawayo, plus Matobo, Umzingwane, Insiza, and parts of Mangwe in Matabeleland South and Umguza and Bubi in Matabeleland North.
Zvishavane, Shurugwi, Kwekwe, Kadoma, Chirumhanzu and Mberengwa in Midlands and Chivi, and Gutu in Masvingo are also expected to receive rainfall exceeding 50mm.
In the north, the 50mm rainfall is likely in Harare Metropolitan, Chegutu, Zvimba, Bindura, Shamva, and Uzumba-Maramba-Pfungwe in Mashonaland West and Chikomba, Seke, Wedza, Marondera, Murehwa and Mutoko in Mashonaland East.
The rest of the country, although expected to receive heavy rains, will likely record below 50mm.
The MSD has warned the public that lightning and hailstorms are probable in some places.
Members of the public have been advised to stay indoors during thunderstorms unless it is an emergency, and also not to attempt to cross flooded rivers on foot or in vehicles.

Met Department Issues Heavy Rains Warning

Rains are expected to return to parts of Zimbabwe starting Monday, bringing relief to the country after a brief period of dry weather. According to forecasts, widespread rainfall is expected from Wednesday and will continue into the following weekend. This news comes after some areas of Zimbabwe experienced heavy rain in the past weeks, which resulted in certain houses in wetlands being partially submerged in water. Additionally, the excessive rainfall caused damage to roads across the country. However, amidst these challenges, farmers were able to take advantage of the favourable conditions and planted crops.
In a report released by the Government in consultation with local and regional experts, it was stated that forecasts for Southern Africa indicate increased chances of normal to above-normal rainfall from December 2023 to February 2024. This encouraging forecast has prompted farmers to utilize meteorological advice on climate patterns to mitigate risks associated with weather conditions.
The Southern African rainfall forecast for December to February suggests normal to above-normal rainfall for the next three weeks. Consequently, experts recommend that farmers be proactive in managing pests, diseases, and weeds, as well as in fertilizer management. Farmers who planted their crops in October and November should have already completed the first round of fertilizer application during the early stages of crop growth to support root development and overall plant growth.
Due to the heavy rains experienced in the last week of December and the first week of January, farmers are advised to consider a second top-dressing application of fertilizer. Read the report in part:

Organic and inorganic fertilisers are crucial for field crops as they are a primary component of chlorophyll essential for photosynthesis. It promotes robust plant growth, enhances vegetative development, and contributes to the formation of proteins, enzymes, and genetic material. 
Top-dressing fertilisers for crops like maize and sorghum work best when applied at the correct crop growth stage and the recommended rate. The recommended rate should be based on soil sampling results and crop requirements. 
Farmers should consult extension officers on crop fertiliser requirements in the absence of soil results. An important consideration is the level of soil moisture.

For farmers who planted their crops from October to November, experts recommend applying the second half of ammonium nitrate fertilizer (150-250 kg/ha) and CAN (Calcium Ammonium Nitrate, 150-250 kg/ha) to moist soil. If manure or basal fertilizer has been recently applied, rates can be reduced. Care should be taken to place the fertilizer 5-10 cm away from the plants to avoid burning them. For farmers who planted in the second and third week of December, a split application approach is advised, starting with a modest amount and adjusting based on crop growth and weather patterns.

Lake Kariba is vital for providing hydroelectric power to Zimbabwe and Zambia. The water from the lake is used to generate electricity in the Kariba Dam. When the water levels are higher, more power can be produced. This helps ensure a steady supply of electricity for the people, making it more reliable. However, in recent years, Lake Kariba has been facing a water shortage, which has caused problems for power generation. The Zambezi River Authority (ZRA) has restricted the amount of water that can be used from the lake by Zimbabwe and Zambia. Unfortunately, this restriction has worsened the power outages in Zimbabwe. The reduced water supply means that there isn’t enough electricity being generated, leading to more frequent power cuts in the country.
Lake Kariba is also vital for irrigation. Moreover, the lake’s diverse ecosystem benefits from high water levels, preserving aquatic habitats and supporting biodiversity. Also, as a popular tourist destination, increased water levels attract visitors for boating, fishing, and wildlife viewing. This boosts local tourism, the economy, and job creation. Lake Kariba is also an important water source for domestic and industrial needs, ensuring sufficient supply for drinking, sanitation, and industries like agriculture, manufacturing, and mining.

Water Levels Have Risen At Lake Kariba - ZRA

The government of Zimbabwe has said it is taking measures to prepare for Cyclone Alvaro, which formed off the coast of Mozambique. Although the storm initially headed towards Madagascar, there are concerns that it may change direction and return to the Mozambican coast.
Nathan Nkomo, the director of the Civil Protection Department, emphasized the need for preparedness, as tropical storms can be unpredictable. He told <a href="https://www.newsday.co.zw/amp/local-news/article/200021624/zim-braces-for-another-cyclone">NewsDay</a>:

Given the time we are in at the moment, we are in the rainfall season and we remain activated. What we only need to do because of the Cyclone Alvaro is to escalate our preparedness to a greater level now given that we are at the peak of the cyclone period.
l have talked (to) the meteorological department and they said the trajectory is going eastwards towards Madagascar, but we cannot take chances.
It’s a natural phenomenon. Look at what Cyclone Freddy did to Malawi, destroying unexpectedly. The way Cyclone Alvaro is going might not be the final one.

In addition to the cyclone threat, Zimbabwe also faces the risk of landslides due to ongoing heavy rains. Zimbabwe’s Department of Civil Protection (DCP) estimates that around 250,000 people are at risk of being affected by adverse weather conditions, including cyclones, floods, landslides, and hailstorms.
Harsh weather conditions caused severe damage, affecting 5,000 people, killing 13 people and injuring 16 in the region last year. In 2022, Southern Africa experienced 11 cyclones, including one that caused significant destruction and displaced over 100,000 people in Mozambique, Malawi, and Madagascar.
Zimbabwe has experienced the devastating impact of cyclones in recent years, with Cyclone Idai causing significant destruction and loss of life in Chipinge and Chimanimani districts.

Over 100 families have been evacuated after flash floods struck the Budiriro and Kuwadzana suburbs in Harare. The floods have forced residents to seek shelter in temporary accommodations. Harare Mayor Jacob Mafume has called for immediate action and a comprehensive approach to tackle the city’s housing crisis.
<a href="https://www.pindula.co.zw/2023/12/28/floods-alert-harare-mayor-mafume-urges-residents-in-low-lying-areas-to-evacuate-their-houses/">During a press conference in Harare</a>, Mayor Mafume revealed that approximately 100 families have taken refuge at Budiriro 3 Primary School, while six to seven families have sought shelter at Kuwadzana 2 Primary School. The Civil Protection Unit (CPU) has provided essential supplies such as dry food for the affected families. Mayor Mafume mentioned that once the necessary sanitary facilities are in place, the families will be relocated to a vocational centre, as the schools are scheduled to reopen soon. He added:

We encourage families that are in those areas to go to these areas. Should flooding occur in other areas we will work with CPU to provide places for them to take people. They have provided transport and food and we as council have provided meat.”
Some of the flooded areas were newly allocated council residential stands.
For those that were allocated land legally and it is within an area where you cannot construct we are going to give them alternative land.
For those that have gone and invaded land illegally. We are becoming uneasy as a council with the process of regularization of illegalities. We need to come up with a robust plan.
We need to come with a ministry of housing. We have a national housing crisis as a country and as a city.

Over 100 Families Evacuated After Flash Floods Struck Harare Suburbs

The Sesame Bridge which links Nembudziya and Gokwe South District, was recently destroyed by heavy floods. As a result, travellers on both sides of the bridge were left stranded and unable to cross. 
Ms Netsai Mushauri, the chairperson of the civil protection committee in Gokwe South District, confirmed the unfortunate incident and warned travellers about the dangerous conditions. She said:

Please be advised that Sesame Bridge (after CMB, on way to Nembudziya) has been swept away cutting passage of vehicles and pedestrians. Please do not attempt to cross the flooded river by any other means as it is very dangerous. You are therefore advised to use the Kadoma Sanyati Road to access Nembudziya.

Information Secretary Nick Mangwana also verified the destruction of the Sesame Bridge.

Unfortunately, some people even lose their lives while attempting to cross flooded rivers where bridges have been destroyed.
The destruction of roads and bridges by rains has a profound impact on the affected communities. It disrupts transportation, making it difficult for people to access essential services such as schools, hospitals, and markets. This isolation can have severe consequences, especially in emergency situations when timely access to medical care or supplies is critical.
Furthermore, the destruction of infrastructure hampers economic activities in the affected areas. Sesame Bridge Which Links Nembudziya And Gokwe South District Destroyed By Heavy Floods

Floods Alert: Harare Mayor Mafume Urges Residents In Low-lying Areas To Evacuate Their Houses

The Zambezi River Authority (ZRA) has divided 16 billion cubic meters (BCM) of water equally between ZESCO Limited and Kariba Hydro Power Company (KHPC) for power generation in 2024. This decision is based on weather forecasts indicating normal to below-normal rainfall in the Kariba Lower Catchment and normal to above-normal rainfall in the Kariba Upper Catchment. The ZRA CEO, Mr Munyaradzi Munodawafa, has advised both power companies to explore alternative sources of power in case there is a shortfall in power generation due to the limited water allocation. <h3>WATER ALLOCATION FOR POWER GENERATION AT KARIBA FOR THE 2023/2024 HYDROLOGICAL YEAR</h3>
Lusaka, 28. December 2023 – The Zambezi River Authority (the Authority) hereby announces that it has allocated 16 Billion Cubic Meters (BCM) of water to be shared equally between ZESCO Limit. (ZESCO) and Kariba Hydro Power Company (KHPC) for their power generation operations at Kariba for the year 2024.
The 2024 water allocation was informed by the 2023/2024 rainfall forecasts made by the Southern Africa Climate Outlook Forum-27 (SARCOF-27) and the corresponding downscaled projections by the National Metrological Agencies of Zambia and Zimbabwe, which all showed a high probability of a normal to below normal 2023/2024 rainfall season for the Kariba Lower Catchment and normal to above normal rainfall season for the Kariba Upper catchment. This general outlook is highly influenced by the increasing occurrence of El Nino weather conditions, which are expected to significantly impact negatively, the rainfall season in Southern Africa. The 2023/2024 rainfall profile outlook implies a high likelihood of below-normal Zambezi River inflows into Lake Kariba.
Hydrological simulations carved out by the Authority using the Kariba Inflow Forecasting System (IFS) that is based on satellite rainfall measurements and numerical weather forecasts, providing short-term and seasonal flow forecasts, considered the high likelihood of a below-average rainfall season which, in turn, will likely result in below average inflows into Lake Kariba thereby negatively impacting the volume of water available for power generation during the year 2024. Accordingly, Power utilities have been advised to consider alternative sources of power to complement generation at Kariba in order to fill any power generation deficit that could arise due to the lower water allocation at Kariba for the year 2024.
Zambezi River Flows Monitored at Victoria Falls and Chavuma Gauging Stations
The Zambezi River flows recorded at key gauge reading stations have been lower since the commencement of the 2023124 rainfall season. 
The flows recorded at Victoria Falls have shown signs of minor increase in levels. The flow recorded on 27. December 2023 was 472 m3/s, slightly lower than the flow recorded on the same date in 2022 which was 482 m3/s.
For Chavuma, the flow recorded on 27. December 2023 was 324 m3/s, 41 rn,/s hoer than the flow recorded on the same date in 2022 which was 337m3/s.
Zambezi River Flows Monitored at the Kariba Dam
Lake levels at the world’s largest man-made lake continue to recede during this period of the season, mainly due to lower inflows than outflows from Lake Kariba with isolated fluctuations being observed recently due to sporadic rainfall activity on the Lake. The 2023/24 rainfall season performance of the lower Kariba Catchment thus far has been poor, resulting in below-normal inflows into Lake Kariba. On 27th December 2022, Ume, Sanyati and Gwayi Rivers of the Kariba lower catchment recorded 0 m3/s, 53 m3/s and 0.2 rn3/s respectively, while on the same date this year (2023), Ume recorded 8 m3/s; Sanyati recorded 53 m3/s and Gwayi recorded 0 rn3/s. The recorded lake level on 27. December 2023 was 477.12m with 7.25 BCM 01 11.18% live storage.
With the two power generation utilities generating power within the confines of their respective water utilisation plans for the year 2023, the lake is projected to close the year 2023 at 477.23rn with 7.78 BCM of live storage which translates to 12% live storage. It is recommended that the highest possible live storage be maintained going /510 2024 as a buffer against the anticipated below-normal inflows. Accordingly, the Authority continues 18 000891 the two utilities through the weekly Joint Technical Committee meetings to ensure that they continue to adhere to their approved water utilisation and water for power generation to ensure sustainable management of the Kariba reservoir.
The Zambezi River Authority is a 8/-National organization mandated to contribute to the economic, industrial, and social development of the Republics of Zambia and Zimbabwe by obtaining the greatest possible benefits from the natural advantages offered by the waters of the Zambezi River (between Zambia and Zimbabwe) through the most economical and effective means of providing water for generation of electricity and for other purposes which the Contracting States may decide upon.

FULL TEXT: Water Allocation For Power Generation At Kariba For 2023-2024

The Civil Protection Unit (CPU) has urged communities in flood-prone areas to be on high alert as heavy rains coupled with hailstorms are expected throughout the country until 30 December 2023.
In a recent statement, the Meteorological Service Department (MSD) said heavy rains are expected in the northern parts of Manicaland, Mashonaland East, Mashonaland Central and Harare, before spreading across the country by Saturday.
The Met Department warned that low-lying areas such as Muzarabani and the Zambezi Valley among other areas were at a high risk of flooding.
According to the <a href="https://www.chronicle.co.zw/flood-prone-areas-on-high-alert-as-heavy-storms-forecast/">Chronicle</a>, in the Matabeleland region, Tsholotsho and Binga have pockets that are always susceptible to flooding, while in Bulawayo, areas that include parts of Nkulumane, Nketa and Cowdray Park suburbs often experience flooding during heavy storms.
The MSD said an anticipated cloud band that would bring along heavy rains landed in the country yesterday and the Matabeleland region received the heavier rains. It said:

The much-anticipated cloud band has fallen into Zimbabwe and this morning the western half of the country recorded some significant falls. The highest measured amounts of rainfall were at; Bulawayo Goetz Observatory 31mm, Binga 21mm, Lupane 15mm, Victoria Falls 14mm, Kariba 13mm and Joshua Nkomo International Airport 10mm. Meanwhile, the cloud band is sweeping across the country from the West to the East.
The western parts of the country should be affected first then by 30 December the whole country should have been affected. Localised heavy downpours with rainfall above 50mm in 24 hours are anticipated in some places with strong winds, lightning and hailstorms.
All areas are expected to receive localised rainfall amounts of 50mm or more in 24 hours and flooding is probable in low-lying areas such as the Muzarabani, Save, and Zambezi valley.

The MSD warned members of the public against crossing flooded rivers, saying people can be swept away by water above their ankles while a 30cm depth of flowing water can even sweep away large vehicles.
The MSD also urged the public to avoid being in fields, hilltops, tall trees, and bodies of water and remain indoors during thunderstorms to avoid being struck by lightning.
Meanwhile, the CPU, which deals with natural disasters in the country, said it has activated all its sub-national structures to deal with rain-related eventualities. CPU director Nathan Nkomo said:

As per our tradition, we have activated all our sub-national structures and we have done our educational awareness campaigns. We usually say if you see your programme being adopted by traditional leaders then you would be satisfied.
So we have communicated with the traditional leaders’ structures on issues governing disasters.
We might not have given them adequate resources but it is very very critical information spreads in communities.
It is our motto that disaster prevention begins with information and we have spread the information.

Flood-prone Areas On High Alert As Met Office Forecasts Heavy Downpours

The Meteorological Services Department (MSD) has issued a weather forecast for Saturday, stating that most parts of the country will experience cloudy conditions. Thundershowers are possible in some areas.
On Friday, there were isolated thunderstorms with heavy rainfall in certain regions due to an influx of moisture from the northern parts of the country. The rest of the country had mild mornings and warm daytime temperatures with partial cloud cover.
The forecast for Saturday indicates that Matabeleland North, Mashonaland West, Harare Metropolitan, and the northern parts of Midlands and Manicaland provinces can expect partly cloudy conditions with a chance of isolated showers. Other areas will be briefly cloudy in the morning, turning partly cloudy in the afternoon with warm temperatures.
The MSD advises caution, as lightning strikes pose a threat to humans, livestock, and infrastructure. Localized heavy rains may reduce visibility, and there is a risk of flash flooding in areas with impervious grounds, wetlands, and river basins.
To stay safe, it is important to avoid crossing flooded rivers and swollen streams. It is also recommended to wait for the water to subside before attempting to cross. During thunderstorms or heavy rains, it is advised not to seek shelter under trees. Zimbabwe Weather Report And Forecast 22-24 December 2023

An 11-year-old boy from Chitsuku Village, Marange, Mutare died on December 15th, 2023 when he was struck by lightning. The incident was confirmed by the Zimbabwe Republic Police (ZRP), who also reported that the boy’s siblings, aged 9, 13, and 15, were injured in the same lightning strike. The children had taken cover in a thatched kitchen hut while seeking shelter from the rain, but unfortunately, the hut caught fire and was burnt to ashes. The injured siblings are currently receiving medical treatment at Victoria Chiepo Hospital.
<h3>Advice regarding weather hazards:</h3>
The Meteorological Services Department (MSD) of Zimbabwe emphasises the danger of lightning strikes to both humans and animals, as well as the risk to infrastructure. To stay safe, the public is urged not to seek refuge under trees during thunderstorms or heavy rainfall. Instead, it is recommended to find shelter indoors and wait for at least 30 minutes after the thunderstorm has passed before venturing outside again.

An 11-year-old Boy From Mutare Dies After Being Struck By Lightning, Siblings Hospitalised

Elephants and other wildlife are dying in Zimbabwe, as an extended dry season has reduced once abundant water holes, to muddy puddles, the International Fund for Animal Welfare (IFAW) has said.
The 2023/24 rainy seaseon commenced very late due to the ongoing El Niño phenomenon, and dozens of elephants have already died in Hwange National Park, the county’s largest protected area home to about 45 000 elephants.
At least 100 elephants are already reported dead due to lack of water.
Phillip Kuvawoga, the Landscape Programme Director of the International Fund for Animal Welfare, said:

Elephants and other wildlife species will face a crisis if the rains don’t come soon. In 2019, over 200 elephants died in Zimbabwe due to severe drought; this phenomenon is recurring.

Despite having 104 solar-powered boreholes, park authorities say it isn’t enough and no match for extreme temperatures drying up existing waterholes, forcing wildlife to walk long distances searching for food and water.
Water-dependent mammals like elephants are among the most affected.
News of the tragedy comes during COP28, while global leaders gather to determine ambition and responsibilities and identify and assess climate measures at the global climate change conference in Dubai.
IFAW’s agenda at COP28 advocates for wildlife conservation as a nature-based solution to tackling climate change. Said Kuvawoga:

100 Elephants Succumb To El Nino-induced Drought

Heavy rains and strong winds blew off the roofing of a section of Whawha Prison in Gweru last Friday.
Whawha Medium Prison Officer in Charge, Superintendent Tineyi Makeredza told <a href="https://www.zbcnews.co.zw/?p=18163">ZBC News</a> that prisoners had to be moved to buildings that remained intact. He said:

The heavy winds came at around 2 PM. They blew away the roofs of nine cells. Around 100 prisoners had to be moved to other cells.
Our carrying capacity is 1 200 and we already had 1 460 prisoners, meaning we were overcrowded already. The situation has been worsened by this unfortunate incident.

Zimbabwe Prisons and Correctional Services (ZPCS)  Midlands Province Deputy Officer Commanding, Assistant Commissioner Clemence Chigogo said:

It is a very sad situation that occurred at this prison. My officers are still quantifying the amount of loss incurred.
We also have around 20 families of officers whose houses were affected in the camp.
This is the second time we have experienced such as it also happened sometime in 2016.
We didn’t anticipate this and as such we need materials from the corporate world so that we rectify the problem.

Chigogo said that alternative accommodation for affected officers and families has since been provided.
Zimbabwe is experiencing increased rainfall activity, with most of the rainfall events violent in nature.
Weather forecasts are predicting rainfall almost daily until after Christmas for much of the country.

Violent Thunderstorm Damages Whawha Prison Complex

The Meteorological Services Department of Zimbabwe (MSD) has forecasted heavier rainfall on Tuesday in some parts of the country.
In a weather report and forecast released this evening, MSD said thundershowers were observed in most provinces of the country, except for Mashonaland Central and Mashonaland East this Monday. The southern half of the country experienced heavier rainfall, with Gweru receiving 76mm, Buffalo Range 32mm, Mutare Fire Station 31mm, Chisengu Met Office 26mm, Zvishavane 23mm, and Bulawayo 21mm.
For Tuesday, light thundershowers are expected in Matabeleland provinces, Bulawayo Metropolitan, Midlands, Mashonaland West, and some parts of Mashonaland Central. Heavier rainfall is anticipated in Mashonaland East, Manicaland, and Masvingo provinces. It is important to note that high temperatures can lead to dehydration and related illnesses while fluctuating temperatures between night and day can cause health issues such as colds, influenza, fever, and asthma. Lightning strikes remain a danger to humans, livestock, and infrastructure.
It is advised to stay hydrated by drinking enough fluids, extinguishing any open fires, keeping warm at night, avoiding prolonged sun exposure, and having necessary medication for respiratory illnesses on hand. During thunderstorms, it is best to stay indoors as lightning can strike from a distance.
On Wednesday, most of the Matabeleland provinces, Bulawayo Metropolitan, Midlands, Masvingo, Mashonaland West, and parts of Mashonaland Central are expected to have mostly sunny and mild weather initially, later becoming cloudy with scattered afternoon thundershowers. MSD Forecasts Heavier Rainfall In Some Parts Of The Country

The African Group of Negotiators has expressed concerns about the lack of progress by the Global Goal on Adaptation (GGA) with less than four days remaining before the end of the United Nations climate summit.
The GGA focuses on mobilisation of funds towards enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change. It is a critical component of the Paris Agreement, a legally binding international treaty on climate change adopted at COP21 in France back in 2015.
African Group of Negotiators chairperson Collins Nzovu said though there is slow progress, he is hopeful that the adaptation funding framework will be delivered before the close of the summit, according to <a href="https://www.newsday.co.zw/local-news/article/200020704/africa-bemoans-slow-progress-on-adaptation-funding">NewsDay:</a> Addressing journalists during a press conference on the sidelines of COP28 at Expo City in Dubai, Nzovu who is also Zambia’s minister of Green Economy and Environment, said:

We are disappointed by the lack of progress on this important issue in the first week. Decisions we must reach at COP28 include, obviously first we are concerned about the lack of progress on various issues of importance to our group, particularly on finance and adaptation.
 However, with a few days remaining, we believe we can still deliver on the following work streams. On adaptation, we reiterate that adaptation is a key pillar for the African continent and the critical component in the implementation of the Paris Agreement.
</blockquote>
According to the United States Environmental Protection Agency, climate adaptation means “taking action to prepare for and adjust to both the current and projected impacts of climate change”.

Nzovu emphasised that adaptation is crucial for the survival of the continent. He expressed the need for action to help Africans adapt to the changing climate. With persistent droughts, devastating storms, and rising sea levels threatening their lives and livelihoods, Nzovu questioned how Africa could cope without proper adaptation measures. He also expressed his hope for tangible outcomes that reflect Africa’s aspirations, particularly in terms of enhanced climate adaptation. As the work program comes to a close at this session, Nzovu expects a strong framework on the global goal of adaptation outcome.
According to the United Nations Framework Convention on Climate Change, $133.6 million has been announced for the adaptation fund. However, Africans believe this amount is insufficient. Nzovu stated that billions, or even trillions of dollars, are needed for adaptation efforts in Africa. He emphasised that adaptation is an emergency in Africa and immediate action is required.
COP28, the current climate summit, is expected to complete the work on the Global Goal on Adaptation by launching a strong framework. This is seen as the most important outcome for Africa. Nzovu highlighted the need for the framework to recognize Africa’s developmental constraints and emphasized the importance of finance, capacity building, and technological transfer. African civil society groups and activists are calling for more funds to be directed towards the adaptation fund to support vulnerable countries such as Mozambique, Malawi, and Zimbabwe, which have experienced prolonged droughts and tropical cyclones in recent years.
Mohamed Adow, founder of Power Shift Africa, stated that the global goal for adaptation is not only for Africa but for all countries. He emphasized that adaptation is beneficial for the economy. Adow criticized rich countries for engaging in rhetoric without meaningful participation in the negotiations on the adaptation framework. He warned that the failure to deliver on adaptation at COP28 would be a global failure with significant consequences for vulnerable countries and the 3.6 billion people worldwide who are vulnerable to climate change impacts.

Africans Not Happy With Slow Progress On Funding Climate Adaptation Initiatives

The Meteorological Services Department (MSD) recently released the weather report and forecast for Zimbabwe. The report, issued at 1600 hrs on Tuesday, 5th December 2023, is valid until Thursday, 7th December 2023.
According to the MSD, Tuesday experienced mostly sunny conditions across the country, with temperatures rising as expected, especially in low-lying areas. Maximum temperatures ranged between 38 and 40 degrees Celsius. Meanwhile, pressure was slightly rising over the Southeastern coasts of South Africa.
The forecast for Wednesday, 6th December 2023, predicts mostly sunny and hot conditions in the northern areas of Zimbabwe. This includes Matabeleland North, all the Mashonaland provinces, the northern parts of Midlands and Manicaland, as well as the Harare metropolitan provinces. On the other hand, the southern parts of the country, including Matabeleland South, Bulawayo metropolitan, the southern parts of Midlands and Manicaland, as well as Masvingo provinces, are expected to experience windy, warm, and partly cloudy conditions.
The MSD highlighted that high temperatures can cause dehydration and other related diseases. It was also noted that hot conditions increase the extent of evapotranspiration and dehydration. Additionally, fluctuation of temperatures between night and day may affect the body’s health, leading to common colds, influenza, fever, and asthma.
The MSD encouraged the public to take enough fluids to compensate for water loss due to dehydration, with advice from medical doctors. Additionally, people were urged to put out any fires found in open veld fires and road-sides, and not to leave any fire unattended. It was also recommended to keep warm at night and avoid prolonged exposure to sunlight, especially during midday. For those prone to respiratory illnesses, having antihistamines, respirators, or inhalers on standby was suggested.
Looking ahead to Thursday, 7th December 2023, the MSD provided a weather outlook. It indicated that cool and cloudy morning conditions are expected over Mashonaland East and Central, Manicaland, Masvingo, Matabeleland South, and the Harare metropolitan provinces. However, as the day progresses, the cloud cover should break up, allowing temperatures to rise to the warm category. In contrast, the western provinces, including Matabeleland North, Bulawayo Metropolitan, Midlands, and Mashonaland West, are expected to remain mostly sunny and hot.

In a weather report and forecast released in conjunction with the Civil Protection Department, the MSD said there is a risk of lightning strikes during this period, even when clouds are distant.
MSD reported that on Tuesday, there were isolated thunderstorms in Matabeleland provinces. Wednesday started sunny and mild, temperatures became hot. Clouds developed throughout the day and there were some showers in some parts of the country. MSD reports that pressure is rising over the southeast coast of the subcontinent.
Tomorrow, Thursday, scattered thundershowers with heavy downpours are expected in Manicaland, Mashonaland, Harare Metropolitan, northern parts of Midlands, and Matabeleland North provinces. The southern parts of the country, including Bulawayo Metropolitan, Matabeleland South, Masvingo, and southern parts of Midlands and Manicaland provinces, will be cloudy, cool, windy, and drizzly. Daytime temperatures will be subdued in these areas.
There is a risk of lightning strikes during this period, even when clouds are distant. Hailstorms and strong winds are also possible.
To stay safe, avoid sheltering under isolated trees or sheds during thunderstorms. Seek shelter inside a home or large building. Even if lightning is seen in the distance, it may not be safe to be outdoors. If you see lightning and can’t count to 30 seconds before hearing thunder, you are not safe from the next lightning strike. Consider installing lightning conductors on buildings.
On Friday morning, Bulawayo Metropolitan, Matabeleland South, Masvingo, and southern parts of Midlands and Manicaland provinces will have cloudy conditions with patchy drizzle. The clouds will decrease throughout the day. Other areas will be partly cloudy with a chance of isolated showers, possibly thundery, in the afternoon.

Scattered Thundershowers With Heavy Downpours Expected - MSD

The recent surge in temperatures across Zimbabwe has sparked concerns among health experts regarding the potential risks to public health. With the absence of rain, the consequential depletion of pastures for livestock and the drying of dams, particularly in the southern region, the situation has become increasingly worrisome.
Medical professionals have issued warnings about the possibility of life-threatening illnesses, including heat stroke, due to the extreme temperatures being experienced in many parts of the country. They are urging the public to take precautionary measures, with staying hydrated being of utmost importance. However, it is advised to avoid consuming alcoholic beverages, caffeinated drinks, and sugary beverages as they contribute to dehydration.
Bulawayo City Council health services director, Dr Edwin Sibanda-Mzingwane said the public should avoid direct exposure to sunlight as it may increase dehydration levels. He told <a href="https://herald.co.zw/be-wary-of-heatwave/">The Herald</a>:

People should drink a lot of water to avoid dehydration, which may result in blood pressure-related illnesses. When you are dehydrated it means you will not have enough water in the body, leaving the body largely with salt causing blood pressure.
So, instead of trying to measure the number of litres you drank, just check the colour of your urine.

Another medical health expert, Dr Misheck Ruwende, said the effects of the heat could be mild to severe.

The implications can be as mild as just headaches and I’m sure a lot of people are having headaches due to this weather.
You can have heat rash, heat burn going up heat cramps. You can also experience life-threatening ones for example heat stroke and heat exhaustion. 
So, we encourage people to drink water as much as possible. They should avoid alcohol, caffeine, and sugary drinks because those types of drinks make us lose water. We have to be as hydrated as possible.
The public should avoid leaving children, the elderly, and pets in the cars because the car can quickly heat up even if the windows can be slightly opened. 
You might have heard of children who died after being left in the car. That is a big problem and it can easily happen and we must never leave the elderly and minors in cars.
The people who are at higher risk and the elderly, people suffering from asthma and heart diseases. Their symptoms can be exacerbated by the heat and they have to stay away from heat as much as they can.

The morning of this Tuesday was characterised by mostly sunny and mild conditions. However, as the day progressed, it became partly cloudy to cloudy in most parts of the country. Some light thundershowers were experienced in specific provinces, including Matabeleland North, Mashonaland West, and Manicaland.
Moving on to the forecast for Wednesday, November 29, 2023, it is expected to begin with partly cloudy and mild conditions in the morning across most parts of the country. However, as the day progresses, cloud developments are anticipated, leading to scattered thunderstorms in the afternoon. These thunderstorms are a result of cloud systems approaching from the northwest.
During this period, the risk of lightning strikes is significantly increased, posing a potential danger to all areas. It is important to note that lightning can strike even when clouds appear distant, a scientific phenomenon known as lightning from the blue. The atmosphere is also conducive to localized hailstorms and strong winds.
To ensure personal safety, there are several actions that individuals should take. Rural households in Zimbabwe are starting to experience the negative effects of El Niño which is expected to drive high needs across Southern Africa through early 2025. Unfortunately, it appears that the weather has not been kind to people living in rural areas, making their lives very difficult.
Many farmers in Zimbabwe rely on the October rains to plant their crops, but the current situation is so severe that even those who work in the fields are not optimistic. This phenomenon, which is not new to Zimbabwe and the region, often leads to delayed and unpredictable rainfall, negatively affecting crops and livestock.
Rudo Mtetwa, a 32-year-old farmer from Chipinge, told <a href="https://www.newsday.co.zw/local-news/article/200020159/el-nino-zim-communities-sink-deep-in-poverty">NewsDay</a> that it has become challenging to produce anything on their farms due to the effects of climate change. As a result, they are forced to seek work in nearby irrigation farms just to survive, earning only $2 per day. Mtetwa added:

I am no longer able to send my children to school due to lack of funds and I feel that if I get a piece of land in the irrigation scheme, I will be able to take care of my family’s needs. I want to plant tomatoes and other crops but I can’t do that in my own field as a result of El Niño.

Talent Mutamakira, who is also from the same area, is urging the government to provide support to women in remote areas to lessen the effects of El Niño. She is asking for financial assistance to start income-generating projects like poultry farming. Mutamakira is appealing to the government to allocate land to women specifically for irrigation schemes, allowing them to grow horticultural products and earn a livelihood.
According to the 2023 Zimbabwe Vulnerability Assessment Committee’s assessments, a significant number of people in both urban and rural areas will face food insecurity in the coming years. On 8 November 2018, the Famine Early Warning Systems Network (FEWS Net) predicted that strong El Nino will drive high needs across Southern Africa through early 2025. 
Zimbabwe is already grappling with the consequences of climate change, such as erratic rainfall patterns, floods, and prolonged droughts. The upcoming El Niño event in 2023-2024 is expected to worsen the situation, leading to aridity and impacting food and animal production. Southern parts of Zimbabwe will be particularly affected. In a post on X seen by Pindula News, Bulawayo Mayor David Colatart said the city will also be affected. He said:

Zimbabwe Starting To Experience Negative Effects Of El Niño

Animals in Zimbabwe are suffering from starvation and dying at a young age due to longer droughts. According to <a href="https://www.pindula.co.zw/Tinashe_Farawo/">Tinashe Farawo</a>, spokesperson for the Zimbabwe Parks and Wildlife Management Authority (ZIMPARKS), the animals become stuck in mud as they desperately search for water.
In Gonarezhou National Park, signs of distress can be seen, such as damaged trees from elephants searching for food and water. Farawo has received reports of similar anguish from other national parks, indicating the severity of the situation. <a href="https://www.newzimbabwe.com/longer-droughts-in-zimbabwe-take-a-toll-on-wildlife-cause-more-frequent-clashes-with-people/">NewZimbabwe</a> quotes him as saying:

It’s normal for animals to die, but now they are dying young. They starve, they die. They get stuck in the mud desperately looking for water and they die. It’s heartbreaking.

According to Farawo, the Zimbabwe Parks and Wildlife Management Authority is still gathering data, but in Hwange, the country’s biggest park, 15 elephants and 16 buffaloes died in just one week this month. The dry periods are getting longer and harsher. In the past, Zimbabwe’s rainy season was consistent from October to March, but in recent years, it has become unpredictable, sometimes starting as late as December. He added:

Videos circulated on social media showing waterlogged roads and a man rowing a boat on a flooded road. Dubai police worked to manage traffic during the extreme weather. The heavy downpour was caused by convective clouds and cloud seeding, according to the UAE’s weather agency. As for the rest of the country, it should be mostly sunny and hot throughout the afternoon.

Zimbabwe Weather Outlook And Tips For Farmers

The ongoing El Niño event is expected to last at least until April 2024, the World Meteorological Organisation (WMO) said in a new update.
The WMO said the weather event is expected to influence weather patterns and contribute to a further rise in temperatures both on land and in the ocean. <a href="https://public.wmo.int/en/media/press-release/el-ni%C3%B1o-expected-last-least-until-april-2024">WMO said in a statement</a>:

As of mid-October 2023, sea surface temperatures and other atmospheric and oceanic indicators in the central-eastern tropical Pacific are consistent with El Niño, the warm phase of El Niño/Southern Oscillation (ENSO).
The El Niño developed rapidly during July-August and reached moderate strength by September 2023 and is likely to peak as a strong event in November – January 2024.
There is a 90% likelihood it will persist throughout the upcoming northern hemisphere winter/southern hemisphere summer.
</blockquote>
El Niño occurs on average every two to seven years and typically lasts nine to 12 months and is a naturally occurring climate pattern associated with the warming of the ocean surface in the central and eastern tropical Pacific Ocean.
The WMO report further states that most recent forecasts and expert assessments suggest a high likelihood of continued warming in the central-eastern equatorial Pacific for at least the next four overlapping 3-month seasons: November-January, December-February, January-March, and February-April 2024.
WMO Secretary-General Prof. Petteri Taalas noted that human activities contribute to rising temperatures associated with El Niño. He said:

El Niño impacts on global temperature typically play out in the year after its development, in this case in 2024.
But as a result of record-high land and sea-surface temperatures since June, the year 2023 is now on track to be the warmest year on record.
Next year may be even warmer. This is clearly and unequivocally due to the contribution of the increasing concentrations of heat-trapping greenhouse gases from human activities.
Extreme events such as heatwaves, drought, wildfires, heavy rain and floods will be enhanced in some regions, with major impacts.
That is why WMO is committed to the Early Warnings For All initiative to save lives and minimize economic losses.
</blockquote>
Predictions for rainfall in the forthcoming three months are similar to many of the typical impacts of El Niño.
Below-normal rainfall is predicted in most of northern South America, over much of Australia, and southern Africa.

El Niño Expected To Last At Least Until April 2024

The Southern Africa Regional Climate Outlook Forum predicts that Southern Africa will experience at least 13 cyclones this season, higher than the average of nine per season.
The Government of Zimbabwe has allocated ZWL$37 billion for disaster response and management, as the country is expected to be hit by two tropical cyclones during the rainy season. The Department of Civil Protection (DCP) estimates that around 250,000 people are at risk of being affected by adverse weather conditions, including cyclones, floods, landslides, and hailstorms.
Harsh weather conditions have already caused severe damage, affecting 5,000 people, killing 13 people and injuring 16 this year. In the previous year, Southern Africa experienced 11 cyclones, including one that caused significant destruction and displaced over 100,000 people in Mozambique, Malawi, and Madagascar. Responding to questions from <a href="https://www.sundaymail.co.zw/two-cyclones-forecast-250-000-at-risk-experts">The Sunday Mail</a>, the DCP said:

Due to increased cyclonic events, the country is likely to experience at least two tropical cyclones that will make landfall during the 2023-2024 rainfall season.
The impact of extreme weather conditions is estimated to directly and indirectly affect at least 250 000 people and their livelihoods, mainly in landslide- and flood-prone areas.
So far, at least 5 000 people have been affected, while 13 deaths and 16 injuries caused by extreme weather conditions have been reported.

Areas prone to flooding, such as Mbire, Tsholotsho, Muzarabani, Chipinge-Middle Sabi, Chimanimani, and Gokwe North, are put on high alert before the start of the rainy season. However, it is important to note that flash flooding can occur anywhere in the country depending on the intensity of rainfall and the condition of drainage systems. The risk of landslides is particularly high in the Eastern Highlands.
The government has developed a contingency plan to respond quickly to rain-induced disasters, including activating civil protection structures and providing resources to districts. The Meteorological Services Department will continue to monitor the season and provide timely forecasts and alerts to the Department of Civil Protection.
