The Zambezi River Authority (ZRA) has allocated a total of 27 billion cubic meters (BCM) of water for power generation in 2025, up from 16 BCM it allocated for 2024.
This water will be shared equally between Zambia’s ZESCO Limited and the Zimbabwe Power Company (ZPC).
ZRA announced this update on September 27, 2024, which includes information about water allocation at Kariba Dam, the outlook for rainfall in the Kariba Catchment area, and current water levels in the reservoir.
In making this allocation, ZRA considered the weather forecast from the Southern African Climate Outlook Forum (SARCOF), which predicts conditions for the Southern African Development Community (SADC) region during the 2024/2025 rainfall season. Said ZRA:

During the Southern African Climate Outlook Forum (SARCOF) held in Harare, Zimbabwe in August 2024, local, regional and international weather experts provided the forecast for the upcoming 2024/2025 rainfall season.
The forum predicted that the Southern African Development Community (SADC) region, which includes the Kariba Catchment, is likely to experience Normal to Above- Normal rainfall during the 2024/2025 rainfall season. Furthermore, it was indicated that the season would commence during the last quarter of 2024.
In addition to the SARCOF projections, the Meteorological Departments of Zambia and Zimbabwe provided the associated downscaled forecasts.
Both forecasts indicate that the Kariba Lower Catchment (covering northern Zimbabwe) and the North-eastern Angola section of the Zambezi River Catchment are likely to receive Below-Normal rainfall from October 2024 to January 2025.
This could negatively impact river inflows into Lake Kariba during that period.

ZRA added that based on hydrological simulations and consultations, it has decided to allocate a total of 27 billion cubic meters (BCM) of water for power generation at Kariba Dam in 2025.
This water will be divided equally, with ZESCO Limited and the Zimbabwe Power Company (ZPC) each receiving 13.5 BCM.
This water allocation will be reviewed at the end of March 2025, considering the actual rainfall, river inflows, and current water levels in the dam.
In December 2023, ZRA had allocated 16 billion cubic metres of water for 2024, also shared equally between ZESCO and ZPC.
As of September 23, 2024, the usable water storage in Lake Kariba was only 7%, compared to 22.88% on the same date in 2023.
In recent months, ZPC has been generating a maximum of 215 MW of power at the Kariba South Hydro Power Station after ZRA reduced the water supply to the two power plants.

Zambezi River Authority Increases Water Allocation For Power Generation In 2025

The Meteorological Services Department (MSD) has forecasted colder temperatures from September 19 to September 24, 2024, signalling the end of the winter season.
In an advisory issued at 4 PM on Tuesday, September 17, the MSD said that some regions may experience light rain and drizzle. The department stated:

As if to close off winter with a final blast, a significant strengthening of cool winds from the southeast coast of Southern Africa is expected on Thursday evening, September 19, 2024. This will bring a cool and moist southeasterly airflow into Zimbabwe on Friday, September 20, and Saturday, September 21, resulting in cloudy, windy, and cool weather across Matabeleland South, Masvingo, Manicaland, and the southern part of the Midlands, with light rain and drizzle in some areas.
On Sunday, September 22, scattered clouds and mild conditions are expected to move into Bulawayo Metropolitan, the southern parts of Matabeleland North and Midlands, as well as Harare and Mashonaland East. Warmer temperatures will return starting Tuesday, September 24, as the clouds begin to break.
</blockquote>
The MSD advises the public to keep warm during this period and to ensure proper ventilation if using a brazier or fire for heat while indoors.

Get ready for cold weather this weekend! The Meteorological Services Department says the temperatures will drop from September 19-24, marking the end of winter. Some areas may have light rain or drizzle. Strong cool winds are coming from the southeast on Thursday. Friday and Saturday will be cloudy, windy, and cool in certain areas with light rain. Sunday will have scattered clouds and milder weather in other regions. Starting Tuesday, it will get warmer as the clouds go away. Remember to stay warm and ventilate properly if using fire for heat indoors.

"Chilly Weather Ahead", MSD Predicts Cold Snap Over The Weekend

Zimbabwe and other countries in Southern Africa are expected to experience normal to above-normal rainfall in the latter half of the 2024/25 rainy season, according to regional weather experts.
The Southern African Development Community (SADC) region is forecasted to receive normal to below-normal rainfall from October to December 2024, followed by normal to above-normal precipitation between January and March 2025.
This was said by meteorologists during the 29th Southern Africa Regional Climate Outlook Forum (SARCOF-29), held from Monday to Wednesday.
Zimbabwe has been classified in “Zone 2,” indicating an increased likelihood of normal to below-normal rainfall from October to December, transitioning to normal to above-normal rainfall from January to March.
This classification also applies to regions such as central DRC, northern Zambia, eastern Malawi, Tanzania, and parts of Mozambique.
In a statement, SARCOF-29 noted that the forecast aligns with the known effects of La Niña on the regional climate, marking a shift away from the El Niño weather phenomenon.
El Niño typically results in warmer and drier conditions in Southern Africa, while La Niña brings cooler temperatures and increased rainfall to the region. Reads the statement from SARCOF-29:

The bulk of the SADC region is likely to receive normal to above-normal rainfall for most of the period of October to December 2024, including Mauritius and central Madagascar, apart from the north-western part of the Democratic Republic of Congo where above-normal rainfall is expected.
The remainder of the region is likely to have normal to below-normal rainfall during this period of the 2024/25 season, including the island states of Comoros and Seychelles.
The period January to March 2025 is expected to have normal to above normal rainfall for most of the region except for, the south-western fringes of South Africa, south-eastern and westernmost of DRC, north-western Angola, Tanzania, northern Zambia, northern Malawi, northern Mozambique and central western tip of Madagascar where normal to below-normal rains are expected, including Comoros and Seychelles.

During the period November to March, Zimbabwe together with Zambia, Botswana, most of Namibia, western Malawi, central to southern Mozambique, Eswatini and north-eastern South Africa are expected to receive normal to above normal rainfalls.

Meteorologists are saying that Southern Africa, including Zimbabwe, will get lots of rain in 2024/25. It will start with some rain from October to December, then more rain from January to March. This is because of a weather pattern called La Niña. This is good news for farmers who need rain for their crops. Some areas might get less rain, but overall, it looks like there will be enough water for everyone. So, people in Southern Africa should be prepared for a wetter season next year.

Meteorologists Predict Normal To Above-Normal Rainfall For Southern Africa In 2024/25

The Meteorological Services Department (MSD) has forecasted reduced daytime temperatures in most parts of the country from Sunday, 23 June, to Friday, 28 June 2024.
In a weather alert released on 22 June in conjunction with the Department of Civil Protection, the Met Department said areas that will be affected by the relatively cold afternoons include Matabeleland South, Bulawayo Metropolitan, Midlands, Masvingo, Manicaland, Mashonaland East and Harare Metropolitan provinces.
Subdued daytime temperatures, cloudy, windy and cold weather conditions, as well as drizzle in some places, are expected during the period.
According to the MSD, these weather conditions are attributable to a cold and moist south-easterly airflow sweeping across the country.
During the period, the public has been advised to stay warm and wear appropriate clothes and where there is a need to use a brazier (mbaura/imbawula) or fire to keep warm, rooms should be well-ventilated to prevent carbon monoxide (CO) poisoning. Reads the alert:

Chances of catching a cough, influenza, or a cold, increase during this winter period. Please consult your health practitioner for any health-related ailments.

Carbon monoxide poisoning occurs when there is an excessive buildup of this gas in the blood. It is caused by incomplete combustion of fuels like firewood and charcoal and symptoms include headache, dizziness, nausea, vomiting, confusion, drowsiness, fatigue, chest pain, shortness of breath, and loss of consciousness.

Met Department Forecasts Low Daytime Temperatures Up To 28 June

The Meteorological Services Department (MSD) has forecasted the current cold spell to persist until Wednesday when temperatures are expected to rise slightly as clouds break up.
The maximum temperatures are forecast to be below 20 degrees Celsius and minimums to fall as low as 3 degrees Celsius in the early morning.
Cold temperatures were felt on Friday in parts of Matabeleland South, Masvingo Province and Manicaland in south-east Zimbabwe.
South-easterly winds will extend the cold and cloudy conditions to Bulawayo and Harare Metropolitan, along with southern Midlands and Matabeleland North and Mashonaland East by Sunday.
According to the MSD, Matabeleland South, Masvingo, and Manicaland provinces were expected to experience cloudy, windy, and cold conditions for most of today, with a chance of light rain and drizzle in some areas.
In a notice on Friday, the Met Department said that a significant rise in wind pressure was expected over the southeast coast of Southern Africa.
This was expected to drive a cold and moist south-easterly airflow into Zimbabwe. It said:

Before the clouds set in, anticipate a cold and relatively dry southerly airflow on Friday with moderate ground frost and early morning temperatures below 3 deg Celsius in frost-prone areas such as Matopos, Gweru, Lupane, Masvingo, Marondera and Nyanga.

The MSD said from this Saturday, the weather should become cloudy, windy and cold over Matabeleland South, Masvingo and Manicaland Provinces for much of the day with light rain and drizzle in some places. It said:

These conditions should extend into Bulawayo Metropolitan, southern parts of Matabeleland North and Midlands, as well as both Harare and Mashonaland East Provinces on Sunday and only become slightly warmer on Wednesday as the clouds break.

The MSD warned members of the public that chances of getting a cough, influenza or a cold increase during this transition period towards winter, hence people should dress warmly and ensure that vulnerable members of society are kept warm both early morning and late evening.

Met Department Forecasts Chilly Weather, Cold Spell Expected To Linger Until Midweek

The Zambezi River Authority (ZRA), a body corporate jointly established by Zambia and Zimbabwe to manage the Zambezi River Basin, has noted a slight rise in the water level at Lake Kariba.
In its latest update on Wednesday, April 17 2024, ZRA said that the Lake level has steadily been increasing with records of fluctuations being observed due to low outflow from the reservoir.
While the lake level recorded on April 17 2024 (13.88% usable live storage) was significantly lower than was recorded on the same day in 2023 (23.47% usable live storage), there has been a slight increase compared to last week.
On Wednesday, April 10, 2024, ZRA said the lake level had steadily been decreasing, due to low inflow and reduced rainfall activity on and around the lake. The usable live storage last Wednesday was 13.59% but rose by 0.29% during the week to 13.88% today.
Last month, ZRA revealed that it had decided to maintain the 16 BCM water allocation over the first quarter of 2024 to Zimbabwe and Zambia’s power utilities, ZESA and ZESCO respectively, for power generation. ZRA said:

Given that the outcome of the rainfall forecast is generally below normal, the Authority has maintained the 16 BCM water allocation over the first quarter of 2024, providing for a combined annual average power production of 428MW, shared equally.
Based on the water allocation of 8 BCM per power utility, translating to an average power production of 214MW per Utility to the end of March 2024 when the 1st Quarter 2024 hydrological review falls due as per the standing operational framework for Kariba dam reservoir operations.

Kariba Lake Level Rises As ZRA Reduces Water For Power Generation

President Emmerson Mnangagwa has officially declared the El Niño-induced drought, which severely impacted the 2023/24 summer cropping season, as a state of disaster. This declaration aims to mobilize resources and prevent the looming threat of widespread starvation.
In a national address delivered from the State House on Wednesday morning, President Mnangagwa invoked Section 27, Subsection 1 of the Civil Protection Act (Chapter 10:6) to address the crisis effectively. He said:

The country had put a total of 1 728 897 hectares under maize crops and other cereals. Ordinary this could have guaranteed a mouthful harvest in our country. Further worsening the season characterised by poor rainfall was the outbreak of four army worms across the country.
The Zimbabwe livelihoods assessment committee report for 2023 revealed that approximately 2.7 million people were expected to be food insecure from April until the end of March 2024.
While we have been able to far to fend for this food insecure population, the El Nino drought has now compounded our current situation with food insecurity levels going beyond the projected 2.7 million people.
Following our agricultural and food systems strategies, we are ordinarily a nation capable of feeding ourselves with strategic grain reserve of 189 568 tonnes of cereals. Our nation faces a food deficit of nearly 680 000 tonnes of grain. This deficit will be bridged by imports…
To that end, I do hereby declare a nationwide State of Disaster, due to the El Nino- induced drought. Accordingly, I now invoke Section 27, Subsection 1 of the Civil Protection Act (Chapter10:6), which provides that: ‘if any time it appears to the President that any disaster of such a nature and extent that extra ordinary measures are necessary to assist and protect the persons affected or likely to be affected by the disaster in any area of the country, the Presidency may, in such a manner as he considers fit, declare that, with effect from a date specified by him , a state of disaster exists within an area or areas specified by him in the Declaration’ President.

Last week, the government established a purchasing price of US$390 per tonne for surplus grains during the 2022/23 agricultural season, concurrently launching a grain mop-up initiative to strengthen grain reserves.
Meanwhile, Zambia and Malawi recently declared the drought as a national disaster. President Hakainde Hichilema of Zambia said the country’s agricultural sector has been devastated leaving more than one million families requiring food aid. He said the drought had already affected 84 of the country’s 116 districts.
Malawi declared a state of disaster over drought in 23 of its 28 districts. Malawian President Lazarus Chakwera also revealed that the country needed more than US$200 million in humanitarian assistance.

President Mnangagwa Declares El Niño-Induced Drought A State Of Disaster

The Meteorological Services Department (MSD) has said Tropical Storm Filipo which is currently on the south-east coast of Mozambique will not cause any damage in Zimbabwe as it is expected to only bring some winds and moderate rain.
In a statement, MSD head of forecasting James Ngoma said the public should not panic. He said:

Tropical Storm Filipo will not affect Zimbabwe much. More information is in the weather report and forecast but do not panic, Zimbabwe is safe.

In a weather update on Tuesday, 12 March, the MSD said Tropical Storm Filipo brought rainfall amounts of less than 15mm in some parts of the country. The MSD said:

Tropical Storm Filipo made landfall over Mozambique in the early hours of this morning. The highest was 62mm in Beira, Mozambique while Massangena, more inland Mozambique, received 33mm, as Filipo lost strength and headed further southward.
In Zimbabwe, the rainfall due to Filipo was below 15mm [14mm (Chipinge) and 11mm (Mukandi)] in the East Highlands, with windy and cloudy conditions in Manicaland and Masvingo.
Meanwhile, Filipo is also drawing moisture into the country from the north, this resulted in isolated thunderstorms in the Mashonaland Provinces with the highest recorded in these provinces being in Kotwa with 29mm and 12mm in Dotito.
The Meteorological Services Department will continue to monitor and keep the nation advised on any developments.

Zimbabwe Safe From Tropical Storm Filipo

Severe Tropical Storm Filipo made landfall on the city of Vilankulo in southern Mozambique on Tuesday morning.
The city’s mayor, Joaquim Quinito Vilanculos told Lusa News that the storm affected hundreds of houses and also several public buildings, in addition to leaving several roads impassable.
<a href="https://clubofmozambique.com/news/vilankulo-houses-and-public-buildings-affected-as-filipo-makes-landfall-in-mozambique-mayor-255517/">Club of Mozambique</a> quoted the president of the municipal council of Vilankulo in Inhambane province as saying the situation was “most complicated” in the neighbourhoods. He said:

We could be talking about hundreds of affected houses, which were left without roofs because it is there in the neighbourhoods that the situation is most complicated.
We are carrying out a survey, but we also have several public buildings affected.
</blockquote>
Mozambican authorities estimate that around 525 000 people could be affected by the weather system which is battering central and southern Mozambique with strong winds and rain.
The Severe Tropical Storm is expected to exit into the Indian Ocean on 14 March, after tracking over the provinces of Inhambane, Gaza and Maputo.

Tropical Storm Filipo Makes Landfall In Mozambique

Tropical Storm Filipo which was projected to make landfall over northeastern Ihambane Province in Mozambique early Tuesday, 12 March resulted in thunderstorms in the Mashonaland provinces on Monday.
In a weather update on Monday, the Meteorological Services Department (MSD said moisture being drawn into the country from the north due to the low-pressure weather system brought 36mm of rainfall to Guruve, which is in Mashonaland Central Province.
The MSD also said districts in the eastern parts of the country such as Chipinge, Chiredzi and Chimanimani were also expected to have localised heavier downpours of above 30mm this Tuesday, again due to tropical storm Filipo. It said:

Given the current trajectory which can be exemplified by that of Tropical Cyclone Freddy, the effects of the storm (strong winds, cloudy conditions and moderate rains) are slowly encroaching on the extreme south-eastern parts of the country and might only affect those parts.

Tropical storm Filipo is not expected to affect Zimbabwe much, with cyclone trackers showing its path affecting parts of Mozambique before it heads back into the Indian Ocean.
The UN Office for the Coordination of Humanitarian Affairs (OCHA) <a href="https://reliefweb.int/report/mozambique/mozambique-tropical-storm-filipo-flash-update-no-1-11-march-2024">yesterday said</a> Tropical Storm Filipo was expected to make landfall over Govuro and Vilankulo districts, Inhambane province on 12 March.
The National Institute of Meteorology reported that Tropical Storm Filipo is set to strengthen into a Severe Tropical Cyclone.
Filipo was forecasted to make landfall over Inhambane province in the early hours of 12 March and to exit into the Indian Ocean on 14 March, after tracking over the provinces of Inhambane, Gaza and Maputo.
On 12 March, between 100 and 250 mm of precipitation are expected in Inhambane, Gaza and Sofala provinces.
On 13 March, between 50 and 100 mm of precipitation is expected in Gaza and Maputo provinces.

Tropical Storm Filipo Brings Relief To Mashonaland

Parts of Southern Africa suffered the driest February in decades that severely affected agriculture, and electricity generation and threatened to push up food prices that were already high.
As reported by <a href="https://techcentral.co.za/southern-africa-driest-february-on-record/241025/">TECHCENTRAL</a>, in February 2024, large parts of Zambia, Botswana and Zimbabwe had the least rainfall — or close to it — since records began in 1981, according to data released by the University of California Santa Barbara’s Climate Hazards Centre.
The centre based its preliminary appraisal mainly on satellite-based rainfall estimates, with a final assessment due this week that will include more rainfall gauge observations.
The dry spell has been blamed on the El Niño weather phenomenon. Scientists have warned that extreme weather events are becoming increasingly frequent and severe because of climate change.
Zambian President Hakainde Hichilema recently declared the drought a national disaster.
An estimated 45% of planted areas in Zambia have been destroyed just as the staple maize crop should be maturing.
In Zimbabwe, some farmers have given up trying to grow and harvest their crops, allowing cattle to graze on what’s left.
Water flows in the Kariba Dam, which powers turbines that Zimbabwe and Zambia rely on for electricity, are less than what they were during the same period last year.
In Botswana, the Botswana Meteorological Services (BMS) said that the vast majority of the country was receiving significantly less rain than normal.
Farmers who receive government support planted less than half the area in the current season than they did in the previous one.
In Namibia, water levels in dams are already at dangerously low levels and the main reservoir supplying the capital, Windhoek, is only 11% full and dropping.
In a statement issued on 05 March, the World Meteorological Organisation (WMO) said the current El Nino is one of the five strongest ever recorded and has contributed to drier and warmer conditions in parts of Southern Africa.
The WMO said temperatures were 4-5ºC higher than the February average.

A Large Part Of Southern Africa Just Had Its Driest February On Record

The Zambezi River flows have been falling over the past several weeks, and as of 06 March this year, the flow at Chavuma gauging station was about a third of the flow recorded on the same date in 2023.
The Chavuma gauging station is situated on the left bank of the Zambezi River, approximately 2 kilometres upstream from the Chavuma Falls and accounts for about 40% of the water that is recorded at the Victoria Falls.
The low water flow recorded at the station shows that the Kariba Catchment at Kariba Dam received below-normal rainfall during the current 2023/24 summer season.
According to the Zambezi River Authority (ZRA), Chavuma registered a peak flow of 530m3/s on 23 January 2024, after which the flows started to recede.
On 06 March 2024, Chavuma recorded a 357m3/s flow, compared to the flow of 992m3/s recorded on 06 March 2023.
The Zambezi River flow at Victoria Falls gauging station was 794m3/s on 06 March 2024, compared to the flow of 2 569m3/s recorded on the same date last year. ZRA said in a statament:

The Zambezi River flows at one of the key Authority’s flows monitoring gauging stations, Chavuma, rose from a flow of 350m3/s recorded on 1st January 2024, registering a peak flow of 530m3/s recorded on 23rd January 2024, after which the flows have receded down to 357m3/s recorded on 6th March 2024, compared to the flow of 992m3/s recorded on 6th March 2023.
The Zambezi River flows at Victoria Falls rose from 492 m3/s recorded on 1st January 2024 to a flow of 800 m3/s recorded on 4th March 2024 after which the flows have been receding, subsequently recording a flow of 794m3/s on 6th March 2024, compared to the flow of 2,569m3/s recorded on the same date last year.

The gauging stations along the Zambezi River help ZRA track seasonal variations, floods, and droughts and monitor inflows and outflows in the dam. The data guides decisions on hydropower generation, irrigation, and flood control.

Zambezi River Flows Fall Alarmingly

The Zambezi River Authority (ZRA) said that Kariba Dam has less stored usable water (live storage) as of 06 March 2024, compared to the same date last year as the lake level continues to recede due to reduced inflows and reduced rainfall activity.
ZRA is a corporation jointly and equally owned by the governments of Zambia and Zimbabwe, whose primary function is to operate and maintain the Kariba Dam on the Zambezi River.
In a statement issued on Wednesday, 06 March, ZRA said on 6 March 2024, the dam had 15% usable storage, while on the same date last year, stored usable water was 15.15%. ZRA said:

Since 2013, Southern Africa has faced recurrent droughts, leading to a drastic decline in water levels at the Kariba Dam.
By 2019, the dam had fallen to a mere 11 per cent of its total capacity, severely affecting electricity generation.
On 28 November 2022, Zimbabwe ceased electricity generation at the South Power Station of the Kariba Dam (Kariba South).

The Zambezi River Authority (the Authority) hereby informs the public in the two Contracting States (the Republics of Zambia and Zimbabwe) that in line with its mandate, it has continued to monitor the hydrological outlook of the Kariba Catchment closely.
Zambezi River Flows at Chavuma
The Zambezi River flows at one of the key Authority’s flows monitoring gauging stations, Chavuma, rose from a flow of 350m3/s recorded on 1st January 2024, registering a peak flow of 530m3/s recorded on 23rd January 2024, after which the flows have receded down to 357m3/s recorded on 6th March 2024, compared to the flow of 992m3/s recorded on 6th March 2023.
Zambezi River Flows at Victoria Falls
The Zambezi River flows at Victoria Falls rose from 492 m3/s recorded on 1st January 2024 to a flow of 800 m3/s recorded on 4th March 2024 after which the flows have been receding, subsequently recording a flow of 794m3/s on 6th March 2024, compared to the flow of 2,569m3/s recorded on the same date last year.
Kariba Lake Levels
The Lake level rose from a 1st January 2024 recorded level of 477.24m with 7.80 Billion Cubic Meters (BCM) of stored usable water, representing live storage of 12%, to a peak of 477.87m with 10.68 BCM of stored usable water or 16.49% live storage recorded on 29th January 2024.

Update of the 2023/2024 Seasonal Rainfall Outlook
To-date, the Kariba Catchment has recorded below-normal rainfall owing to the persisting effects of El Niño weather conditions globally and over the Southern African region, in particular. According to the predictions published by the 28th meeting of the Southern Africa Regional Climate l Outlook Forum (SARCOF-28) at the end of January 2024, indications were that the larger part of the Kariba Catchment was likely to receive Normal-To-Below-Normal Rainfall during the peak of the 2023/24 rainy season i.e. February to April 2024. Practically the whole of the Kariba Catchment has received Below-Normal Rainfall and this has been projected to extend to the period of March to May 2024.
As announced in December 2023, based on the rainfall outlook from an ensemble of climate centres of excellence available in Quarter 4 of 2023, the Authority allocated a total of 16 Billion Cubic Meters (BCM) of water for power generation operations at Kariba for the year 2024, to be shared equally between the two Kariba Power Generation Utilities; namely, ZESCO Limited (ZESCO) and Zimbabwe Power Company (ZPC)/Kariba Hydro Power Company (KHPC).
Way Forward
Given that the outcome of the rainfall forecast is generally below normal, the Authority has maintained the 16 BCM water allocation over the first quarter of 2024, providing for a combined annual average power production of 428MW, shared equally.
Based on the water allocation of 8 BCM per power utility, translating to an average power production of 214MW per Utility to the end of March 2024 when the 1st Quarter 2024 hydrological review falls due as per the standing operational framework for Kariba dam reservoir operations.
The hydrological review will among other factors considering the actual performance of the 2023/2024 rainfall season and the resulting inflows into the lake over the first quarter of the year 2024.
The results of the hydrological simulations could result in an increment, reduction or the keeping of the prevailing 2024 water allocation as is.
The Authority will continue monitoring the hydrometeorological performance of the Kariba Catchment as evolving under the prevailing El Niño climate conditions and keep the public informed of any new positive or negative developments.
Given that the Kariba inflows are so far below average, with a possibility of registering as one of the lowest on record, the Power Utilities have been advised to maintain strict adherence to their respective water allocation thresholds to sustain generation to the end of the year.
The Zambezi River Authority is a Bi-National organization mandated to contribute to the economic, industrial, and social development of the Republics of Zambia and Zimbabwe by obtaining the greatest possible benefits from the natural advantages offered by the waters of the Zambezi River (between Zambia and Zimbabwe) through the most economical and effective means of providing water for generation of electricity and for other purposes which the Contracting States may decide upon.

The Meteorological Services Department (MSD) has forecasted a heatwave from today until 12 March, with temperatures expected to rise as high as 41 degrees, although some isolated thundershowers are expected this week.
A heatwave is when the maximum and minimum temperatures are unusually hot over 3 days.
In a statement issued on Tuesday, 05 March, MSD urged people to stay hydrated as the heatwave could cause health-related complications, including sudden death for vulnerable citizens. The Met Department said (via <a href="https://www.chronicle.co.zw/victoria-falls-airport-tightens-security/">Chronicle</a>):

These extremely hot conditions are caused by a combination of factors, such as the persistent northerly air mass or wind flow that originates from the low-pressure system at the surface of the atmosphere and a high-pressure system at upper levels with a strong subsiding motion that prevents the heat energy from escaping into the outer atmosphere.
In addition to these uncomfortably and unbearably hot conditions, thundershowers are expected to occur over some areas of the country.

Met Department Warns Of Heatwave

According to the Meteorological Services Department and the Civil Protection Department, the weather across Zimbabwe on Friday, 15th February 2024, was mostly stormy and hot, with temperatures ranging from 40 to 42 degrees Celsius. These hot and sunny conditions continued into today. Currently, there is a slight increase in pressure along the southeast coast of the subcontinent.
The forecast for tomorrow, Sunday, 18th February 2024, predicts mostly clear skies with mild mornings and hot midday conditions in most parts of the country. However, Matabeleland South, Masvingo, and Manicaland Provinces may experience brief periods of cloudiness. Temperatures will start off mild and become very warm in the afternoon. A gentle breeze will be felt across the country.
It is important to take certain actions due to the hot conditions:
1. Stay hydrated by drinking enough water. Consult a certified health practitioner for specific advice. 
2. If you need to be outdoors for a long time, wear a sunhat or use sunscreen to protect yourself from the sun.

Zimbabwe Evening Weather Report And Forecast - 17th to 19th February 2024

A tragic incident occurred in Gokwe, where a family of three was swept away by a flooded river when their canoe capsized. The incident happened on January 21 at around 7 pm as Simbarashe Kanyonde (27), his wife Lucia Dzimba (23), and their seven-day-old baby girl were trying to reach Chidamoyo Hospital for medical help for their sick baby.
When they arrived at the Sanyati River, they entered a canoe to cross to the other side. Unfortunately, the canoe overturned in the middle of the river, and the family was carried away by the strong current. Lucia Dzimba, who had her baby strapped to her back, was found by villagers about 700 meters downstream. Tragically, the husband, Simbarashe Kanyonde, is still missing, and a search operation is underway to find him.
The Midlands provincial police spokesperson, Inspector Emmanuel Mahoko, confirmed the incident and stated that the bodies of Lucia Dzimba and her baby were taken to Gokwe North District Hospital mortuary, <a href="https://www.newsday.co.zw/local-news/article/200022339/family-swept-away-by-flooded-sanyati-river">NewsDay</a> reported.
Damaging Rainy Season 
The 2023-24 rainy season in Zimbabwe has so far caused significant damage across the country. In Budiriro, 90 families had their houses flooded on December 26, 2023, due to incessant rains. This is not the first time Budiriro residents have faced flooding, as similar incidents have occurred since 2020. The floods affected homes built on a wetland along the Marimba River, as well as other high-density suburbs and low-lying areas in Zimbabwe. The floods were devastating, causing havoc to homes and belongings and tragically resulting in the death of a six-year-old child. Many residents were displaced, with over 100 families forced to evacuate their homes and seek shelter in temporary accommodations. The loss of their homes and possessions left them in distress, their lives profoundly impacted by the floods.
The heavy rains and floods also impacted other provinces in Zimbabwe, resulting in deaths, injuries, and property and infrastructure damage. The Department of Civil Protection reported various incidents, including collapsed dwellings, damaged houses, and blown-off roofs in different districts. The public has been urged to exercise caution and avoid crossing flooded rivers and bridges.

The Meteorological Services Department (MSD) of Zimbabwe has forecasted that dry and cool conditions will continue throughout the week. In their recent evening weather report and forecast issued on Wednesday, January 24, 2024, the MSD, in collaboration with the Civil Protection Department, stated that a high-pressure system from the south caused cloudy weather with rain and drizzle in the southeastern parts of the country, specifically in Manicaland, Masvingo, and the southern parts of the Midlands. The highest rainfall was recorded in Chisengu (16mm), Chipinge (14mm), and Mukandi (10mm). The rest of the country experienced partly cloudy and mild conditions.
Today, most of the country experienced cloudy and windy weather due to cool moist air coming from the southeast coast.
The forecast for tomorrow, Thursday, January 25, 2024, predicts that Masvingo, Manicaland, and the southern parts of the Midlands will be cloudy, windy, and cool in the morning, gradually becoming less cloudy as the day progresses, with a chance of light rain and drizzle. MSD Has Forecasted A Prolonged Dry Spell

The Meteorological Services Department (MSD) has forecasted heavy rains across much of the country from 11 January to 17 January.
In a weather alert issued on Wednesday, 10 January, the MSD warned of heavy rains above 50mm along the main watershed.
It said the heavy rainfall is caused by the Inter-Tropical Convergence Zone combined with a cloud band coming from the western parts of the country. Read the forecast:

The Inter-Tropical Convergence Zone (ITCZ), which has been active over the northern parts of the country is expected to combine with a cloud band, which is moving from the west to the east covering the whole country.
As a result, the combined effect of the two should result in precipitation amounts over 50mm in areas along the main watershed.

Rain above 50mm is expected in Bulawayo, plus Matobo, Umzingwane, Insiza, and parts of Mangwe in Matabeleland South and Umguza and Bubi in Matabeleland North.
Zvishavane, Shurugwi, Kwekwe, Kadoma, Chirumhanzu and Mberengwa in Midlands and Chivi, and Gutu in Masvingo are also expected to receive rainfall exceeding 50mm.
In the north, the 50mm rainfall is likely in Harare Metropolitan, Chegutu, Zvimba, Bindura, Shamva, and Uzumba-Maramba-Pfungwe in Mashonaland West and Chikomba, Seke, Wedza, Marondera, Murehwa and Mutoko in Mashonaland East.
The rest of the country, although expected to receive heavy rains, will likely record below 50mm.
The MSD has warned the public that lightning and hailstorms are probable in some places.
Members of the public have been advised to stay indoors during thunderstorms unless it is an emergency, and also not to attempt to cross flooded rivers on foot or in vehicles.

Met Department Issues Heavy Rains Warning

Rains are expected to return to parts of Zimbabwe starting Monday, bringing relief to the country after a brief period of dry weather. According to forecasts, widespread rainfall is expected from Wednesday and will continue into the following weekend. This news comes after some areas of Zimbabwe experienced heavy rain in the past weeks, which resulted in certain houses in wetlands being partially submerged in water. Additionally, the excessive rainfall caused damage to roads across the country. However, amidst these challenges, farmers were able to take advantage of the favourable conditions and planted crops.
In a report released by the Government in consultation with local and regional experts, it was stated that forecasts for Southern Africa indicate increased chances of normal to above-normal rainfall from December 2023 to February 2024. This encouraging forecast has prompted farmers to utilize meteorological advice on climate patterns to mitigate risks associated with weather conditions.
The Southern African rainfall forecast for December to February suggests normal to above-normal rainfall for the next three weeks. Consequently, experts recommend that farmers be proactive in managing pests, diseases, and weeds, as well as in fertilizer management. Farmers who planted their crops in October and November should have already completed the first round of fertilizer application during the early stages of crop growth to support root development and overall plant growth.
Due to the heavy rains experienced in the last week of December and the first week of January, farmers are advised to consider a second top-dressing application of fertilizer. Read the report in part:

Farmers should consult extension officers on crop fertiliser requirements in the absence of soil results. An important consideration is the level of soil moisture.

For farmers who planted their crops from October to November, experts recommend applying the second half of ammonium nitrate fertilizer (150-250 kg/ha) and CAN (Calcium Ammonium Nitrate, 150-250 kg/ha) to moist soil. If manure or basal fertilizer has been recently applied, rates can be reduced. Care should be taken to place the fertilizer 5-10 cm away from the plants to avoid burning them. For farmers who planted in the second and third week of December, a split application approach is advised, starting with a modest amount and adjusting based on crop growth and weather patterns.

Water Levels Have Risen At Lake Kariba - ZRA

The government of Zimbabwe has said it is taking measures to prepare for Cyclone Alvaro, which formed off the coast of Mozambique. Although the storm initially headed towards Madagascar, there are concerns that it may change direction and return to the Mozambican coast.
Nathan Nkomo, the director of the Civil Protection Department, emphasized the need for preparedness, as tropical storms can be unpredictable. He told <a href="https://www.newsday.co.zw/amp/local-news/article/200021624/zim-braces-for-another-cyclone">NewsDay</a>:

Given the time we are in at the moment, we are in the rainfall season and we remain activated. What we only need to do because of the Cyclone Alvaro is to escalate our preparedness to a greater level now given that we are at the peak of the cyclone period.

In addition to the cyclone threat, Zimbabwe also faces the risk of landslides due to ongoing heavy rains. The Southern Africa Regional Climate Outlook Forum predicts that Southern Africa will experience <a href="https://www.pindula.co.zw/2023/11/05/at-least-13-cyclones-are-expected-to-hit-southern-africa-during-2023-2024-rainy-season/">at least 13 cyclones this season,</a> higher than the average of nine per season. Zimbabwe’s Department of Civil Protection (DCP) estimates that around 250,000 people are at risk of being affected by adverse weather conditions, including cyclones, floods, landslides, and hailstorms.
Harsh weather conditions caused severe damage, affecting 5,000 people, killing 13 people and injuring 16 in the region last year. In 2022, Southern Africa experienced 11 cyclones, including one that caused significant destruction and displaced over 100,000 people in Mozambique, Malawi, and Madagascar.
Zimbabwe has experienced the devastating impact of cyclones in recent years, with Cyclone Idai causing significant destruction and loss of life in Chipinge and Chimanimani districts.

Zimbabwe Bracing For Cyclone Alvaro

Over 100 families have been evacuated after flash floods struck the Budiriro and Kuwadzana suburbs in Harare. The floods have forced residents to seek shelter in temporary accommodations. Harare Mayor Jacob Mafume has called for immediate action and a comprehensive approach to tackle the city’s housing crisis.
<a href="https://www.pindula.co.zw/2023/12/28/floods-alert-harare-mayor-mafume-urges-residents-in-low-lying-areas-to-evacuate-their-houses/">During a press conference in Harare</a>, Mayor Mafume revealed that approximately 100 families have taken refuge at Budiriro 3 Primary School, while six to seven families have sought shelter at Kuwadzana 2 Primary School. The Civil Protection Unit (CPU) has provided essential supplies such as dry food for the affected families. Mayor Mafume mentioned that once the necessary sanitary facilities are in place, the families will be relocated to a vocational centre, as the schools are scheduled to reopen soon. He added:

We encourage families that are in those areas to go to these areas. Should flooding occur in other areas we will work with CPU to provide places for them to take people. They have provided transport and food and we as council have provided meat.”
Some of the flooded areas were newly allocated council residential stands.
For those that were allocated land legally and it is within an area where you cannot construct we are going to give them alternative land.
For those that have gone and invaded land illegally. We are becoming uneasy as a council with the process of regularization of illegalities. We need to come up with a robust plan.
We need to come with a ministry of housing. We have a national housing crisis as a country and as a city.

Furthermore, Mayor Mafume emphasized the need to reduce the cost of building houses. He proposed exploring cheaper building materials and construction methods to bring down the <a href="https://www.pindula.co.zw/2023/12/28/a-house-needs-to-cost-less-than-us5-000-mafume-on-housing-options/">cost of constructing a decent house to approximately US$5,000.</a> By implementing lower building standards, he believes that affordable housing can be provided on a larger scale, ensuring that residents have access to decent homes.

Over 100 Families Evacuated After Flash Floods Struck Harare Suburbs

The Sesame Bridge which links Nembudziya and Gokwe South District, was recently destroyed by heavy floods. As a result, travellers on both sides of the bridge were left stranded and unable to cross. 
Ms Netsai Mushauri, the chairperson of the civil protection committee in Gokwe South District, confirmed the unfortunate incident and warned travellers about the dangerous conditions. She said:

Please be advised that Sesame Bridge (after CMB, on way to Nembudziya) has been swept away cutting passage of vehicles and pedestrians. Please do not attempt to cross the flooded river by any other means as it is very dangerous. You are therefore advised to use the Kadoma Sanyati Road to access Nembudziya.

Information Secretary Nick Mangwana also verified the destruction of the Sesame Bridge.

Sesame Bridge Which Links Nembudziya And Gokwe South District Destroyed By Heavy Floods

The Mayor of Harare, Jacob Mafume, has urged people living in low-lying areas like Kuwadzana and Budiro Paddocks to leave their homes because of heavy rain and the possibility of flooding. This warning comes after two people died in Highfield and Budiriro last week. In Budiriro, a six-year-old boy was swept away by floodwaters and his body was found five kilometres away on Boxing Day. Floods Alert: Harare Mayor Mafume Urges Residents In Low-lying Areas To Evacuate Their Houses

The Zambezi River Authority (ZRA) has divided 16 billion cubic meters (BCM) of water equally between ZESCO Limited and Kariba Hydro Power Company (KHPC) for power generation in 2024. This decision is based on weather forecasts indicating normal to below-normal rainfall in the Kariba Lower Catchment and normal to above-normal rainfall in the Kariba Upper Catchment. The ZRA CEO, Mr Munyaradzi Munodawafa, has advised both power companies to explore alternative sources of power in case there is a shortfall in power generation due to the limited water allocation. <h3>WATER ALLOCATION FOR POWER GENERATION AT KARIBA FOR THE 2023/2024 HYDROLOGICAL YEAR</h3>
Lusaka, 28. December 2023 – The Zambezi River Authority (the Authority) hereby announces that it has allocated 16 Billion Cubic Meters (BCM) of water to be shared equally between ZESCO Limit. (ZESCO) and Kariba Hydro Power Company (KHPC) for their power generation operations at Kariba for the year 2024.
The 2024 water allocation was informed by the 2023/2024 rainfall forecasts made by the Southern Africa Climate Outlook Forum-27 (SARCOF-27) and the corresponding downscaled projections by the National Metrological Agencies of Zambia and Zimbabwe, which all showed a high probability of a normal to below normal 2023/2024 rainfall season for the Kariba Lower Catchment and normal to above normal rainfall season for the Kariba Upper catchment. This general outlook is highly influenced by the increasing occurrence of El Nino weather conditions, which are expected to significantly impact negatively, the rainfall season in Southern Africa. The 2023/2024 rainfall profile outlook implies a high likelihood of below-normal Zambezi River inflows into Lake Kariba.
Hydrological simulations carved out by the Authority using the Kariba Inflow Forecasting System (IFS) that is based on satellite rainfall measurements and numerical weather forecasts, providing short-term and seasonal flow forecasts, considered the high likelihood of a below-average rainfall season which, in turn, will likely result in below average inflows into Lake Kariba thereby negatively impacting the volume of water available for power generation during the year 2024. Accordingly, Power utilities have been advised to consider alternative sources of power to complement generation at Kariba in order to fill any power generation deficit that could arise due to the lower water allocation at Kariba for the year 2024.
Zambezi River Flows Monitored at Victoria Falls and Chavuma Gauging Stations
The Zambezi River flows recorded at key gauge reading stations have been lower since the commencement of the 2023124 rainfall season. 
The flows recorded at Victoria Falls have shown signs of minor increase in levels. The flow recorded on 27. December 2023 was 472 m3/s, slightly lower than the flow recorded on the same date in 2022 which was 482 m3/s.
For Chavuma, the flow recorded on 27. December 2023 was 324 m3/s, 41 rn,/s hoer than the flow recorded on the same date in 2022 which was 337m3/s.
Zambezi River Flows Monitored at the Kariba Dam
Lake levels at the world’s largest man-made lake continue to recede during this period of the season, mainly due to lower inflows than outflows from Lake Kariba with isolated fluctuations being observed recently due to sporadic rainfall activity on the Lake. The 2023/24 rainfall season performance of the lower Kariba Catchment thus far has been poor, resulting in below-normal inflows into Lake Kariba. On 27th December 2022, Ume, Sanyati and Gwayi Rivers of the Kariba lower catchment recorded 0 m3/s, 53 m3/s and 0.2 rn3/s respectively, while on the same date this year (2023), Ume recorded 8 m3/s; Sanyati recorded 53 m3/s and Gwayi recorded 0 rn3/s. The recorded lake level on 27. December 2023 was 477.12m with 7.25 BCM 01 11.18% live storage.
With the two power generation utilities generating power within the confines of their respective water utilisation plans for the year 2023, the lake is projected to close the year 2023 at 477.23rn with 7.78 BCM of live storage which translates to 12% live storage. It is recommended that the highest possible live storage be maintained going /510 2024 as a buffer against the anticipated below-normal inflows. Accordingly, the Authority continues 18 000891 the two utilities through the weekly Joint Technical Committee meetings to ensure that they continue to adhere to their approved water utilisation and water for power generation to ensure sustainable management of the Kariba reservoir.

FULL TEXT: Water Allocation For Power Generation At Kariba For 2023-2024

The Civil Protection Unit (CPU) has urged communities in flood-prone areas to be on high alert as heavy rains coupled with hailstorms are expected throughout the country until 30 December 2023.
In a recent statement, the Meteorological Service Department (MSD) said heavy rains are expected in the northern parts of Manicaland, Mashonaland East, Mashonaland Central and Harare, before spreading across the country by Saturday.
The Met Department warned that low-lying areas such as Muzarabani and the Zambezi Valley among other areas were at a high risk of flooding.
According to the <a href="https://www.chronicle.co.zw/flood-prone-areas-on-high-alert-as-heavy-storms-forecast/">Chronicle</a>, in the Matabeleland region, Tsholotsho and Binga have pockets that are always susceptible to flooding, while in Bulawayo, areas that include parts of Nkulumane, Nketa and Cowdray Park suburbs often experience flooding during heavy storms.
The MSD said an anticipated cloud band that would bring along heavy rains landed in the country yesterday and the Matabeleland region received the heavier rains. It said:

The much-anticipated cloud band has fallen into Zimbabwe and this morning the western half of the country recorded some significant falls. The highest measured amounts of rainfall were at; Bulawayo Goetz Observatory 31mm, Binga 21mm, Lupane 15mm, Victoria Falls 14mm, Kariba 13mm and Joshua Nkomo International Airport 10mm. Meanwhile, the cloud band is sweeping across the country from the West to the East.
The western parts of the country should be affected first then by 30 December the whole country should have been affected. Localised heavy downpours with rainfall above 50mm in 24 hours are anticipated in some places with strong winds, lightning and hailstorms.
All areas are expected to receive localised rainfall amounts of 50mm or more in 24 hours and flooding is probable in low-lying areas such as the Muzarabani, Save, and Zambezi valley.

The MSD warned members of the public against crossing flooded rivers, saying people can be swept away by water above their ankles while a 30cm depth of flowing water can even sweep away large vehicles.
The MSD also urged the public to avoid being in fields, hilltops, tall trees, and bodies of water and remain indoors during thunderstorms to avoid being struck by lightning.
Meanwhile, the CPU, which deals with natural disasters in the country, said it has activated all its sub-national structures to deal with rain-related eventualities. CPU director Nathan Nkomo said:

As per our tradition, we have activated all our sub-national structures and we have done our educational awareness campaigns. We usually say if you see your programme being adopted by traditional leaders then you would be satisfied.
So we have communicated with the traditional leaders’ structures on issues governing disasters.
We might not have given them adequate resources but it is very very critical information spreads in communities.
It is our motto that disaster prevention begins with information and we have spread the information.

Zimbabwe is poorly prepared for natural disasters such as floods due to the underfunding of the CPU and there is an acute shortage of equipment to rescue victims.

Flood-prone Areas On High Alert As Met Office Forecasts Heavy Downpours

The Meteorological Services Department (MSD) has issued a weather forecast for Saturday, stating that most parts of the country will experience cloudy conditions. Thundershowers are possible in some areas.
On Friday, there were isolated thunderstorms with heavy rainfall in certain regions due to an influx of moisture from the northern parts of the country. The rest of the country had mild mornings and warm daytime temperatures with partial cloud cover.
The forecast for Saturday indicates that Matabeleland North, Mashonaland West, Harare Metropolitan, and the northern parts of Midlands and Manicaland provinces can expect partly cloudy conditions with a chance of isolated showers. Other areas will be briefly cloudy in the morning, turning partly cloudy in the afternoon with warm temperatures.
The MSD advises caution, as lightning strikes pose a threat to humans, livestock, and infrastructure. Localized heavy rains may reduce visibility, and there is a risk of flash flooding in areas with impervious grounds, wetlands, and river basins.
To stay safe, it is important to avoid crossing flooded rivers and swollen streams. It is also recommended to wait for the water to subside before attempting to cross. During thunderstorms or heavy rains, it is advised not to seek shelter under trees. When thunder is heard, it is best to go indoors and stay there for at least 30 minutes after the storms have passed to minimize the risk of being struck by lightning.
The weather outlook for Sunday predicts partly cloudy conditions with isolated thunderstorms in Matabeleland North, Harare Metropolitan, and Mashonaland West provinces. The rest of the country is expected to have mild mornings and warm temperatures in the afternoon with brief cloud cover.
