Tropical Cyclone Bheki continued its southwest movement over the southern Indian Ocean towards Mauritius on November 18, with maximum sustained winds reaching 201 km/h, though it slightly weakened.
According to <a href="https://reliefweb.int/report/mauritius/mauritius-reunion-tropical-cyclone-bheki-update-gdacs-meteo-france-la-reunion-echo-daily-flash-19-november-2024">Reliefweb</a>, as of November 19 at 6:00 UTC, the cyclone’s centre was located approximately 1,000 km northeast of Mauritius and 1,220 km northeast of Réunion, France, with maximum sustained winds of 137 km/h.
Bheki is expected to continue southwest as a tropical storm on November 19-20, passing close to Rodrigues Island, Mauritius, early on November 20 with maximum sustained winds of 75 km/h.
The cyclone is forecast to approach Mauritius and Réunion closely on the morning of November 21, maintaining the same maximum sustained winds.
Heavy rainfall is expected over Mauritius, Rodrigues Island, and Réunion over the next 96 hours.
The first storm of the 2024-2025 cyclone season in the southwest Indian Ocean, named Ancha, was designated by the Comoros. Following this, the cyclone Bheki was named by Eswatini.
If another storm forms before the season ends, it will be called Chido, a name provided by Zimbabwe.
Subsequent names include Dikeledi, designated by South Africa, and Yemurai, which is also from Zimbabwe, for the 25th storm of the season.
Each year, tropical cyclones are named in alphabetical order, alternating between male and female names.
The list of names is proposed by the National Meteorological and Hydrological Services (NMHSs) of the World Meteorological Organization (WMO) members in a specific region and is approved by the corresponding tropical cyclone regional bodies during their annual or biannual sessions.

A new tropical cyclone named BHEKI has formed over the southern Indian Ocean and is currently moving south-west.
According to <a href="https://reliefweb.int/report/mauritius/mauritius-reunion-tropical-cyclone-bheki-gdacs-meteo-france-la-reunion-jtwc-echo-daily-flash-18-november-2024">ReliefWeb</a>, as of 18 November at 6:00 UTC, the cyclone’s centre was located in the sea, approximately 670 km northeast of Rodrigues island, Mauritius, with maximum sustained winds reaching 155 km/h.
BHEKI is expected to continue its southwest trajectory, passing north of Rodrigues Island on 19 November. On 20 and 21 November, it will approach Mauritius as a tropical storm and later near Réunion as a tropical depression.
As a result, heavy rainfall and strong winds are anticipated across Rodrigues Island on 19 November, followed by similar weather conditions for Mauritius and Réunion on 20 and 21 November.

Tropical Cyclone Bheki: Heavy Weather Expected For Mauritius And Rodrigues

President Ilham Aliyev of Azerbaijan, the host country for COP29, made headlines at the UN climate conference by describing oil and gas as a “gift of God” and defending his country’s fossil fuel reserves.
In his speech, Aliyev criticized what he referred to as “Western fake news” regarding Azerbaijan’s emissions, asserting that nations with fossil fuel resources should not be blamed for their existence, reported <a href="https://www.bbc.com/news/articles/cpqd1rzw9r4o">BBC News</a>.
Azerbaijan, which plans to expand its gas production by up to a third over the next decade, has faced scrutiny in the lead-up to COP29.
Observers worried that Azerbaijani officials may use the conference to promote investment in the national oil and gas sector, particularly given the prominence of the country’s oil industry in its economy.
The conference’s chairman is Azerbaijan’s Minister for Ecology and Natural Resources, who has a background as a former oil executive with 26 years of experience at Socar, Azerbaijan’s state-owned oil and gas company.
On the second day of the conference, Aliyev responded to criticisms, claiming that Azerbaijan had faced “slander and blackmail” from Western media, charities, and politicians ahead of the event.
He argued that Azerbaijan’s share of global gas emissions is minimal, stating that it accounts for “only 0.1%.” Said Aliyev:

Oil and gas are widely recognized as major contributors to climate change, as they release greenhouse gases like carbon dioxide when burned for energy.
Despite this, Aliyev’s comments—calling oil and gas a “gift of God”—are unlikely to derail the behind-the-scenes efforts aimed at securing funding for poorer countries’ climate initiatives.
Developing nations are pushing for the creation of a climate fund, potentially totalling $1 trillion, which would combine both public and private financial resources to support their climate resilience and mitigation efforts.
This has become one of the central issues of COP29, as nations from the Global South demand more substantial financial commitments from wealthier countries.
However, key leaders from some of the world’s largest polluters, including U.S. President Joe Biden, French President Emmanuel Macron, and Indian Prime Minister Narendra Modi, were absent from the conference in Baku.
This absence has raised questions about the level of commitment from major polluting countries to tackle climate change on the global stage.
At the conference, Burkina Faso’s environment minister, Roger Baro, stressed the urgent need for increased financial support to help countries in the Sahel and other regions combat the devastating impacts of climate change, including droughts, floods, and disease outbreaks.
The Sahel region, in particular, has been reeling from extreme weather events, including a heatwave that saw temperatures soar to 45°C—an event that scientists have attributed to climate change.
Meanwhile, the UN’s World Meteorological Organisation has warned that 2024 is on track to become the warmest year on record.
COP29 is set to continue until November 22, but with complex and contentious issues on the agenda, reaching a final agreement on climate finance and other critical matters remains uncertain.

Oil And Gas Are A "Gift Of God", Says UN Climate Summit Host

A Grade 3 learner from Mahindi Primary School in Mberengwa District, Midlands Province, tragically lost her life when a grocery store collapsed while she was seeking shelter from heavy rain on Monday evening.
Mberengwa District Development Coordinator Vafias Hlabati confirmed that the girl, wearing her school uniform, was struck by falling rubble and died on the spot.
Meanwhile, at Zvemukonde Secondary School, 14 other learners were injured when a classroom block lost its roof due to the storm.
Hlabati said that the learners were hit by roofing sheets and were taken to Zvishavane District Hospital for treatment.
Fortunately, by Tuesday morning, all the injured learners had been treated and discharged.
The severe weather caused significant damage across the district, affecting 21 schools, two district hospitals, and 54 homesteads.
The district has reached out to the provincial office for assistance, as lessons and examinations at the impacted schools have been disrupted.
In addition to the classroom damage at Zvemukonde Secondary, Hlabati said Mnene Hospital, the main referral health facility in the district, also suffered damage, with some wards losing their roofs and water tanks being affected. He said:

It’s a serious disaster, we also have over 50 homesteads which were damaged and villagers are staying in the open. We are mobilising tents and food for the affected families but we are overwhelmed.

Mberengwa District is seeking approval to arrange alternative shelter for examination candidates who have been left stranded due to damage to their schools.
Besides Zvemukonde Secondary, several other schools were affected, including Masase High, Mnene High, Mbuyanehanda High, Jena Primary, Chimbapire Primary, Ngezi Primary, Chebvute Primary, and Chemakudo Primary.
Hlabati said that he held an emergency meeting with the Provincial Civil Protection Unit to address the situation.
The Meteorological Services Department has forecast localised downpours across the country from Monday through Friday.

Grade 3 Learner Dies In Grocery Store Collapse

The Meteorological Services Department (MSD) has forecast widespread rainfall and localised downpours across Zimbabwe from Monday, 12 November to Friday, 15 November.
In a weather advisory issued on Sunday, 10 November, the MSD warned that heavy rainfall, exceeding 50mm, is expected in the southern parts of Mashonaland West, Mashonaland East, and Harare Metropolitan Provinces on Wednesday. Said the MSD:

A cloud band entered the country from the west on Sunday the 10th of November 2024 bringing moisture over all Matabeleland and Bulawayo Metropolitan provinces.
On Monday evening, 11 November more moisture should be driven in from the South-East coast of Southern Africa.
This should result in more rainfall in Matabeleland South, Masvingo and Manicaland Provinces on Tuesday 12 November 2024.
By Wednesday 13 November, the rain-showers should be heavier in the southern parts of Mashonaland West, Mashonaland East and Harare Metropolitan Provinces; with some of the rainfall being in excess of 50mm in 24 hours from Tuesday 12 to Thursday 14 November 2024.

During this period, the MSD has warned that lightning, hailstorms, and strong wind gusts are expected to affect the entire country.
Members of the public are urged to exercise caution, particularly around flooded rivers, low-lying bridges, and waterways. People are advised not to attempt crossing flooded rivers, as conditions could be hazardous.
Additionally, there is a risk of fallen trees, damaged rooftops, and billboards being blown off due to the strong winds.

Met Department Forecasts Widespread Rainfall And Heavy Downpours

The Meteorological Services Department (MSD) has forecasted mostly cloudy and rainy conditions across much of the country for Thursday morning, November 7.
On Wednesday, November 6, thunderstorms were reported nationwide, attributed to a cloud band moving in from the west.
The day began mild but warmed up by afternoon. Windy and cool conditions followed in the south as additional moisture was drawn in from the southeast coast of Southern Africa.
In its latest weather report, the MSD confirmed that on Thursday, the public can expect cloudy, rainy, thundery, and windy weather throughout much of the country. It said:

Mostly cloudy conditions and rain are expected over much of the country, mild at first. Thundery activity is probable in Matabeleland North, Northern parts of Midlands, Harare Metropolitan and all Mashonaland Provinces, though windy in Bulawayo Metropolitan, Matabeleland South, southern parts of Midlands, Masvingo and Manicaland.

In the afternoon, isolated thundershowers are expected under mostly cloudy skies across the country, with warm temperatures in most areas.
The Meteorological Services Department has predicted these isolated thundershowers alongside predominantly cloudy conditions. However, it will be windy in Matabeleland South, Midlands, Masvingo, and Manicaland.
Looking ahead to Friday, the forecast indicates mild, mostly cloudy, and windy conditions in the southern regions, while the north will experience cooler, partly cloudy weather in the morning.
Isolated thunderstorms are anticipated in areas such as Matabeleland North, Matabeleland South, Midlands, Mashonaland West, and Manicaland, with cloudy and cool conditions expected over the south in the afternoon.

Met Department Forecasts Cloudy And Rainy Conditions

International weather forecasters have downgraded predictions for La Niña’s formation and intensity, suggesting that southern Africa may not receive as much rainfall as initially hoped.
Last summer’s El Niño caused severe drought and crop failures, resulting in widespread food aid requirements.
There were high hopes that La Niña would follow, bringing good rains, but forecasts have become increasingly pessimistic.
In its bi-weekly outlook, the Australian Bureau of Meteorology issued a bleak report on Tuesday about La Niña forming in 2024, raising concerns about another poor season for summer grain crops in southern Africa. It said:

… the chance of a La Niña event developing in the coming months has decreased compared to recent outlooks.
If a La Niña were to develop, it is likely to be relatively weak and short-lived, with all models forecasting neutral values by February.
</blockquote>
The El Niño-Southern Oscillation (ENSO) is a natural climate pattern affecting global weather. ENSO is currently in its neutral phase.
The El Niño phase occurs when ocean waters in the central and eastern Pacific Ocean become warmer than usual, leading to increased rainfall in some areas (like the western coast of South America) and droughts in others (like Southern Africa).
La Niña, the opposite phase, is characterised by cooler-than-normal ocean waters in the same region and often brings drier conditions to South America and wetter conditions to Southern Africa.
In the neutral phase, ocean temperatures and weather patterns are closer to average, with no significant warming or cooling.
The Australian Bureau of Meteorology suggests that if La Niña forms, its impact may be limited and could dissipate by February.
Other global forecasters are also adjusting their expectations for La Niña. A US government forecaster recently indicated that the likelihood of La Niña forming has been reduced and, if it does occur, it is expected to last until March.
A weak La Niña or a summer in the neutral zone does not necessarily mean this region will experience another drought.

Weather experts have changed their minds about the rainy season in southern Africa. They thought a weather pattern called La Niña would bring lots of rain, but now they are not so sure. Last year, a different pattern called El Niño caused a terrible drought in the region. If La Niña doesn't bring enough rain, there could be another drought this year. La Niña is when the sea is cooler than usual, leading to dry conditions in southern Africa. But right now, the sea is normal and there is no guarantee of lots of rain. Downgraded La Niña Forecasts Spark Fears Of Another Drought In Southern Africa

Isolated thunderstorms accompanied by strong winds have caused damage in various parts of the country this month.
While precipitation has generally been light, Kwekwe recorded 15mm and Nyanga reported 44mm of rainfall.
In a statement, the Ministry of Local Government and Public Works said the thunderstorms have affected several schools across the country.
At Chirumba Secondary School in Bikita District (Masvingo), strong winds caused a fallen tree to damage the roofs of Blair toilets and teachers’ houses on Thursday, but no casualties were reported.
Heavy rains and strong winds at Mataga Growth Point in Mberengwa District led to the roofs being blown off the classroom blocks at Chamakudo and Remiti Primary Schools, affecting nearby homesteads as well.
In Mashonaland East, a strong wind on Wednesday blew off the roof of a computer laboratory block at Kagande Secondary School in Mutoko District.
The following day, a violent storm in Hwedza District damaged classroom blocks at Joseph Munzverengi Secondary School by blowing off the roof.
In Matabeleland South, heavy rains and strong winds in Matobo District (Ward 23) damaged six homesteads, with four suffering severe damage.
A storm in Ward 7 of Beitbridge District destroyed solar panels and crops valued at approximately R100,000 at an irrigation scheme in Luwade Village, Beitbridge West Constituency.
Recently, James Ngoma, the head of forecasting at the Meteorological Services Department, said that the department anticipates rainfall levels returning to near-normal as the El Niño phenomenon begins to fade. He said:

Earlier this year, we experienced El Niño conditions, but we are now transitioning into a neutral phase, which should bring us closer to typical rainfall patterns.
We expect to see more normal to above-normal rains as we progress into the sub-seasons of the main season.

For the first time in 50 years, the Sahara Desert experienced severe flooding following two days of continuous rainfall in southeastern Morocco last week, dramatically altering the landscape.
According to <a href="https://timesofindia.indiatimes.com/etimes/trending/rare-rainfall-in-the-sahara-desert-after-50-years-heres-why/articleshow/114178120.cms">Times of India</a>, the regions around Tata and the village of Tagounite, approximately 450 kilometres from Rabat, were among the hardest hit, with Tagounite receiving 100 millimetres of rain in a single day—more than the annual rainfall for many areas.
The significant rainfall led to the filling of Lake Iriqui, which had been dry since 1925, showcasing a stunning transformation captured in satellite images.
Meteorologists indicate that this rare rainfall may signal changing climate patterns, with experts noting that such heavy rains have not been observed for decades.
While the rains provided relief after a prolonged drought for local farmers, they also resulted in at least 18 fatalities and significant crop destruction.
In response to the disaster, the Moroccan government has initiated emergency relief efforts, particularly in areas still recovering from last year’s earthquake.
Despite the immediate benefits of replenishing groundwater and aiding farmers, experts warn of increased risks from extreme weather due to global warming in the expansive Sahara Desert.
Celeste Saulo, head of the World Meteorological Organization, highlighted the unpredictable nature of the global water cycle, posing challenges for regions worldwide as extreme weather events become more frequent.

Sahara Desert Experiences First Floods In 50 Years

Washington Zhakata, acting Permanent Secretary for Environment, Climate, and Wildlife, has been appointed vice board chair of the Adaptation Fund under the United Nations Framework Convention on Climate Change (UNFCCC), reported <a href="https://www.herald.co.zw/zhakata-lands-top-un-fund-post/">The Herald</a>.
The Adaptation Fund finances concrete adaptation projects and programmes in developing countries that are parties to the Kyoto Protocol and particularly vulnerable to the effects of climate change.
Since its inception in 2010, the Adaptation Fund has committed over US$1.2 billion to climate change adaptation and resilience projects, benefiting more than 45 million people through over 176 localized projects in vulnerable communities.
The fund pioneered the Direct Access model, allowing countries to directly access funding and develop projects through accredited national implementing entities.
The Environmental Management Agency (EMA) of Zimbabwe has been accredited as a National Implementing Entity to manage climate funds from the Adaptation Fund.
Approved projects include a US$5 million project aimed at “enhancing resilience of communities and ecosystems in the face of a changing climate in arid and semi-arid areas of Zimbabwe” and is being implemented through EMA.
Another US$5 million project focused on “increasing local communities’ adaptive capacity and resilience to climate change through increased groundwater exploitation in Zimbabwe” has also been approved and is being implemented through UNESCO.
Another US$10 million window is still available for Zimbabwe.
Zhakata is the Director of the Climate Change Management Department and vice chair of the Radiation Protection Authority of Zimbabwe, which handles nuclear security.
He holds a Master of Science degree in Atmospheric Physics, along with other postgraduate qualifications. 
Zhakata has extensive experience, having previously worked for the Meteorological Services Department and served as a lecturer in the Geography and Environmental Science Department at the University of Zimbabwe for nearly 15 years.
He also worked as the National Programme Coordinator for Climate Change with UNDP.

Washington Zhakata has been chosen as the vice chairman of the UN Adaptation Fund. This fund helps countries affected by climate change. Since 2010, it has given over $1.2 billion to projects helping 45 million people. Zimbabwe is one of the countries that has received funding for climate projects. Zhakata has a lot of experience in climate work and holds a Master's degree in Atmospheric Physics. He is excited to help countries deal with the effects of climate change.

Zhakata Appointed Vice Board Chairman Of UN Adaptation Fund

The Meteorological Services Department (MSD) has forecast thundery weather for the northern regions of the country from Sunday, October 13, until Wednesday, October 16, 2024.
In a weather advisory issued on October 11, the MSD warned that the southern parts of the country—specifically Masvingo, Manicaland, Matabeleland South, and the southern areas of the Midlands provinces—should expect cloudy, cold, and drizzly conditions starting Tuesday evening and continuing until Thursday morning. Said the MSD:

Moisture is expected to drift into the northern parts of the country namely Matabeleland North, Mashonaland West and Mashonaland Central provinces early on Sunday morning, 13 October 2024.
This should quickly spread into the northern Midlands, Harare Metropolitan and all Mashonaland provinces and intensify slightly, on Tuesday 15 October 2024, resulting in isolated light showers coupled with lightning and thunder and windy.
Anticipate a significant strengthening of relatively cool winds, from the south-east coast of Southern Africa, on Tuesday evening.
This should steer a cool and moist southeasterly airflow into Zimbabwe resulting in cloudy, windy and cool weather over Matabeleland South, Masvingo and Manicaland provinces as well as southern part of the Midlands on Wednesday 16 October 2024. Light rain and drizzle is probable in (some) places.

Meanwhile, Civil Protection Unit director Nathan Nkomo said that a disaster contingency plan for the 2024/25 rainy season is already established.
He stated that a two-day planning meeting with over 70 participants from various sectors reviewed the current contingency based on SADC regional weather projections and MSD data. They are now prepared to implement the plan when the rains arrive.

The weather forecast said that the northern regions will have thunderstorms from Sunday to Wednesday. The southern regions will be cloudy, cold, and drizzly from Tuesday to Thursday. The winds will get stronger in the south, bringing cool weather. The Civil Protection Unit is ready for the rainy season with a contingency plan based on weather predictions. Over 70 people from different sectors met for two days to review the plan and prepare for when the rains come.

Met Department Forecasts Thunderstorms In Northern Regions, Drizzly Conditions For Southern Regions

The government has indicated that the start of the 2024/25 rain season will be delayed, with October—typically the month when rains begin—expected to remain relatively dry.
Minister of Environment, Climate and Wildlife, Sithembiso Nyoni, said that Zimbabwe will experience “normal to above normal rainfall” in 2024/25 starting next month.
According to a post-cabinet update from Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, October is projected to be drier than the long-term average. He said:

Cabinet also received a brief on the 2024/2025 Seasonal Rainfall Forecast for Zimbabwe as presented by the Minister of Environment, Climate and Wildlife, Honourable Dr Sithembiso Nyoni.
Cabinet would like to advise that during the 2024/2025 summer season the country is expected to receive normal to above normal rainfall.
However, the month of October is expected to be drier than the long term average, but from November onwards the forecast is for normal to above normal rainfall.

Zimbabwe faced its most severe drought in 40 years during the 2023/24 season, which weather experts linked to El Niño.
The inadequate rainfall from the previous season impacted agricultural yields, putting 20 per cent of the country’s 15 million residents at risk of famine, according to the World Food Programme.

Zimbabwe Faces Delayed Start To The 2024/25 Rain Season

The Meteorological Services Department (MSD) has forecast a decrease in daytime temperatures across Matabeleland South, Masvingo, Manicaland, and the southern parts of Midlands Province from Monday, September 30, to Thursday, October 3.
In a weather advisory issued on Friday morning in collaboration with the Department of Civil Protection, the MSD indicated that maximum temperatures are expected to remain below 19°C.
During this period, the southern Midlands, Matabeleland South, Masvingo, and Manicaland provinces are anticipated to experience windy, cool, cloudy, and drizzly conditions from September 30 to October 2.
Starting Thursday, October 3, the weather is expected to become less cloudy and warmer. Said the MSD:

A significant strengthening of relatively cool winds, from the south-east coast of Southern Africa, is expected on Monday evening 30 September 2024. 
This should steer a cool and moist southeasterly airflow into Zimbabwe on Tuesday 01 October 2024, resulting in cloudy, windy and cool weather over Matabeleland South, Masvingo and Manicaland Provinces as well as southern part of the Midlands on Tuesday 01 and Wednesday 02 October 2024. Light rain and drizzle is probable in places.
Anticipate scattered clouds and mild conditions to drift into Bulawayo Metropolitan, southern parts of Matabeleland North and Midlands as well as both Harare and Mashonaland East Provinces on Wednesday 02 October 2024.
It will only become warmer from Thursday 03 October 2024 as the clouds break.

Met Department Predicts Temperature Drop Across Southern Zimbabwe

The Zambezi River Authority (ZRA) has allocated a total of 27 billion cubic meters (BCM) of water for power generation in 2025, up from 16 BCM it allocated for 2024.
This water will be shared equally between Zambia’s ZESCO Limited and the Zimbabwe Power Company (ZPC).
ZRA announced this update on September 27, 2024, which includes information about water allocation at Kariba Dam, the outlook for rainfall in the Kariba Catchment area, and current water levels in the reservoir.
In making this allocation, ZRA considered the weather forecast from the Southern African Climate Outlook Forum (SARCOF), which predicts conditions for the Southern African Development Community (SADC) region during the 2024/2025 rainfall season. Said ZRA:

During the Southern African Climate Outlook Forum (SARCOF) held in Harare, Zimbabwe in August 2024, local, regional and international weather experts provided the forecast for the upcoming 2024/2025 rainfall season.
The forum predicted that the Southern African Development Community (SADC) region, which includes the Kariba Catchment, is likely to experience Normal to Above- Normal rainfall during the 2024/2025 rainfall season. Furthermore, it was indicated that the season would commence during the last quarter of 2024.
In addition to the SARCOF projections, the Meteorological Departments of Zambia and Zimbabwe provided the associated downscaled forecasts.
Both forecasts indicate that the Kariba Lower Catchment (covering northern Zimbabwe) and the North-eastern Angola section of the Zambezi River Catchment are likely to receive Below-Normal rainfall from October 2024 to January 2025.
This could negatively impact river inflows into Lake Kariba during that period.

ZRA added that based on hydrological simulations and consultations, it has decided to allocate a total of 27 billion cubic meters (BCM) of water for power generation at Kariba Dam in 2025.
This water will be divided equally, with ZESCO Limited and the Zimbabwe Power Company (ZPC) each receiving 13.5 BCM.
This water allocation will be reviewed at the end of March 2025, considering the actual rainfall, river inflows, and current water levels in the dam.
In December 2023, ZRA had allocated 16 billion cubic metres of water for 2024, also shared equally between ZESCO and ZPC.
As of September 23, 2024, the usable water storage in Lake Kariba was only 7%, compared to 22.88% on the same date in 2023.
In recent months, ZPC has been generating a maximum of 215 MW of power at the Kariba South Hydro Power Station after ZRA reduced the water supply to the two power plants.

The Zambezi River Authority will give more water to make electricity in 2025. They will give 27 billion cubic meters of water, up from 16 billion in 2024. Zambia and Zimbabwe will split the water equally. The decision was based on weather forecasts predicting normal to above-normal rainfall. The water will be reviewed in March 2025. In September 2024, Lake Kariba had very little water compared to the year before. The power companies will get the water they need to generate electricity.

Zambezi River Authority Increases Water Allocation For Power Generation In 2025

The Meteorological Services Department (MSD) has forecasted colder temperatures from September 19 to September 24, 2024, signalling the end of the winter season.
In an advisory issued at 4 PM on Tuesday, September 17, the MSD said that some regions may experience light rain and drizzle. The department stated:

As if to close off winter with a final blast, a significant strengthening of cool winds from the southeast coast of Southern Africa is expected on Thursday evening, September 19, 2024. This will bring a cool and moist southeasterly airflow into Zimbabwe on Friday, September 20, and Saturday, September 21, resulting in cloudy, windy, and cool weather across Matabeleland South, Masvingo, Manicaland, and the southern part of the Midlands, with light rain and drizzle in some areas.
On Sunday, September 22, scattered clouds and mild conditions are expected to move into Bulawayo Metropolitan, the southern parts of Matabeleland North and Midlands, as well as Harare and Mashonaland East. Warmer temperatures will return starting Tuesday, September 24, as the clouds begin to break.

"Chilly Weather Ahead", MSD Predicts Cold Snap Over The Weekend

Zimbabwe and other countries in Southern Africa are expected to experience normal to above-normal rainfall in the latter half of the 2024/25 rainy season, according to regional weather experts.
The Southern African Development Community (SADC) region is forecasted to receive normal to below-normal rainfall from October to December 2024, followed by normal to above-normal precipitation between January and March 2025.
This was said by meteorologists during the 29th Southern Africa Regional Climate Outlook Forum (SARCOF-29), held from Monday to Wednesday.
Zimbabwe has been classified in “Zone 2,” indicating an increased likelihood of normal to below-normal rainfall from October to December, transitioning to normal to above-normal rainfall from January to March.
This classification also applies to regions such as central DRC, northern Zambia, eastern Malawi, Tanzania, and parts of Mozambique.
In a statement, SARCOF-29 noted that the forecast aligns with the known effects of La Niña on the regional climate, marking a shift away from the El Niño weather phenomenon.
El Niño typically results in warmer and drier conditions in Southern Africa, while La Niña brings cooler temperatures and increased rainfall to the region. Reads the statement from SARCOF-29:

The bulk of the SADC region is likely to receive normal to above-normal rainfall for most of the period of October to December 2024, including Mauritius and central Madagascar, apart from the north-western part of the Democratic Republic of Congo where above-normal rainfall is expected.
The remainder of the region is likely to have normal to below-normal rainfall during this period of the 2024/25 season, including the island states of Comoros and Seychelles.
The period January to March 2025 is expected to have normal to above normal rainfall for most of the region except for, the south-western fringes of South Africa, south-eastern and westernmost of DRC, north-western Angola, Tanzania, northern Zambia, northern Malawi, northern Mozambique and central western tip of Madagascar where normal to below-normal rains are expected, including Comoros and Seychelles.

During the period November to March, Zimbabwe together with Zambia, Botswana, most of Namibia, western Malawi, central to southern Mozambique, Eswatini and north-eastern South Africa are expected to receive normal to above normal rainfalls.

Meteorologists Predict Normal To Above-Normal Rainfall For Southern Africa In 2024/25

The Meteorological Services Department (MSD) has forecasted reduced daytime temperatures in most parts of the country from Sunday, 23 June, to Friday, 28 June 2024.
In a weather alert released on 22 June in conjunction with the Department of Civil Protection, the Met Department said areas that will be affected by the relatively cold afternoons include Matabeleland South, Bulawayo Metropolitan, Midlands, Masvingo, Manicaland, Mashonaland East and Harare Metropolitan provinces.
Subdued daytime temperatures, cloudy, windy and cold weather conditions, as well as drizzle in some places, are expected during the period.
According to the MSD, these weather conditions are attributable to a cold and moist south-easterly airflow sweeping across the country.
During the period, the public has been advised to stay warm and wear appropriate clothes and where there is a need to use a brazier (mbaura/imbawula) or fire to keep warm, rooms should be well-ventilated to prevent carbon monoxide (CO) poisoning. Reads the alert:

Chances of catching a cough, influenza, or a cold, increase during this winter period. Please consult your health practitioner for any health-related ailments.

Carbon monoxide poisoning occurs when there is an excessive buildup of this gas in the blood. It is caused by incomplete combustion of fuels like firewood and charcoal and symptoms include headache, dizziness, nausea, vomiting, confusion, drowsiness, fatigue, chest pain, shortness of breath, and loss of consciousness.

Met Department Forecasts Low Daytime Temperatures Up To 28 June

The Meteorological Services Department (MSD) has forecasted the current cold spell to persist until Wednesday when temperatures are expected to rise slightly as clouds break up.
The maximum temperatures are forecast to be below 20 degrees Celsius and minimums to fall as low as 3 degrees Celsius in the early morning.
Cold temperatures were felt on Friday in parts of Matabeleland South, Masvingo Province and Manicaland in south-east Zimbabwe.
South-easterly winds will extend the cold and cloudy conditions to Bulawayo and Harare Metropolitan, along with southern Midlands and Matabeleland North and Mashonaland East by Sunday.
According to the MSD, Matabeleland South, Masvingo, and Manicaland provinces were expected to experience cloudy, windy, and cold conditions for most of today, with a chance of light rain and drizzle in some areas.
In a notice on Friday, the Met Department said that a significant rise in wind pressure was expected over the southeast coast of Southern Africa.
This was expected to drive a cold and moist south-easterly airflow into Zimbabwe. It said:

Before the clouds set in, anticipate a cold and relatively dry southerly airflow on Friday with moderate ground frost and early morning temperatures below 3 deg Celsius in frost-prone areas such as Matopos, Gweru, Lupane, Masvingo, Marondera and Nyanga.

The MSD said from this Saturday, the weather should become cloudy, windy and cold over Matabeleland South, Masvingo and Manicaland Provinces for much of the day with light rain and drizzle in some places. It said:

Met Department Forecasts Chilly Weather, Cold Spell Expected To Linger Until Midweek

The Zambezi River Authority (ZRA), a body corporate jointly established by Zambia and Zimbabwe to manage the Zambezi River Basin, has noted a slight rise in the water level at Lake Kariba.
In its latest update on Wednesday, April 17 2024, ZRA said that the Lake level has steadily been increasing with records of fluctuations being observed due to low outflow from the reservoir.
While the lake level recorded on April 17 2024 (13.88% usable live storage) was significantly lower than was recorded on the same day in 2023 (23.47% usable live storage), there has been a slight increase compared to last week.
On Wednesday, April 10, 2024, ZRA said the lake level had steadily been decreasing, due to low inflow and reduced rainfall activity on and around the lake. The usable live storage last Wednesday was 13.59% but rose by 0.29% during the week to 13.88% today.
Last month, ZRA revealed that it had decided to maintain the 16 BCM water allocation over the first quarter of 2024 to Zimbabwe and Zambia’s power utilities, ZESA and ZESCO respectively, for power generation. ZRA said:

Given that the outcome of the rainfall forecast is generally below normal, the Authority has maintained the 16 BCM water allocation over the first quarter of 2024, providing for a combined annual average power production of 428MW, shared equally.
Based on the water allocation of 8 BCM per power utility, translating to an average power production of 214MW per Utility to the end of March 2024 when the 1st Quarter 2024 hydrological review falls due as per the standing operational framework for Kariba dam reservoir operations.

Kariba Lake Level Rises As ZRA Reduces Water For Power Generation

President Emmerson Mnangagwa has officially declared the El Niño-induced drought, which severely impacted the 2023/24 summer cropping season, as a state of disaster. This declaration aims to mobilize resources and prevent the looming threat of widespread starvation.
In a national address delivered from the State House on Wednesday morning, President Mnangagwa invoked Section 27, Subsection 1 of the Civil Protection Act (Chapter 10:6) to address the crisis effectively. He said:

The country had put a total of 1 728 897 hectares under maize crops and other cereals. Ordinary this could have guaranteed a mouthful harvest in our country. Further worsening the season characterised by poor rainfall was the outbreak of four army worms across the country.
The Zimbabwe livelihoods assessment committee report for 2023 revealed that approximately 2.7 million people were expected to be food insecure from April until the end of March 2024.
While we have been able to far to fend for this food insecure population, the El Nino drought has now compounded our current situation with food insecurity levels going beyond the projected 2.7 million people.
Following our agricultural and food systems strategies, we are ordinarily a nation capable of feeding ourselves with strategic grain reserve of 189 568 tonnes of cereals. Our nation faces a food deficit of nearly 680 000 tonnes of grain. This deficit will be bridged by imports…
To that end, I do hereby declare a nationwide State of Disaster, due to the El Nino- induced drought. Accordingly, I now invoke Section 27, Subsection 1 of the Civil Protection Act (Chapter10:6), which provides that: ‘if any time it appears to the President that any disaster of such a nature and extent that extra ordinary measures are necessary to assist and protect the persons affected or likely to be affected by the disaster in any area of the country, the Presidency may, in such a manner as he considers fit, declare that, with effect from a date specified by him , a state of disaster exists within an area or areas specified by him in the Declaration’ President.

Last week, the government established a purchasing price of US$390 per tonne for surplus grains during the 2022/23 agricultural season, concurrently launching a grain mop-up initiative to strengthen grain reserves.
Meanwhile, Zambia and Malawi recently declared the drought as a national disaster. President Hakainde Hichilema of Zambia said the country’s agricultural sector has been devastated leaving more than one million families requiring food aid. He said the drought had already affected 84 of the country’s 116 districts.
Malawi declared a state of disaster over drought in 23 of its 28 districts. Malawian President Lazarus Chakwera also revealed that the country needed more than US$200 million in humanitarian assistance.

President Mnangagwa Declares El Niño-Induced Drought A State Of Disaster

The Meteorological Services Department (MSD) has said Tropical Storm Filipo which is currently on the south-east coast of Mozambique will not cause any damage in Zimbabwe as it is expected to only bring some winds and moderate rain.
In a statement, MSD head of forecasting James Ngoma said the public should not panic. He said:

Tropical Storm Filipo will not affect Zimbabwe much. More information is in the weather report and forecast but do not panic, Zimbabwe is safe.

In a weather update on Tuesday, 12 March, the MSD said Tropical Storm Filipo brought rainfall amounts of less than 15mm in some parts of the country. The MSD said:

Tropical Storm Filipo made landfall over Mozambique in the early hours of this morning. The highest was 62mm in Beira, Mozambique while Massangena, more inland Mozambique, received 33mm, as Filipo lost strength and headed further southward.
In Zimbabwe, the rainfall due to Filipo was below 15mm [14mm (Chipinge) and 11mm (Mukandi)] in the East Highlands, with windy and cloudy conditions in Manicaland and Masvingo.
Meanwhile, Filipo is also drawing moisture into the country from the north, this resulted in isolated thunderstorms in the Mashonaland Provinces with the highest recorded in these provinces being in Kotwa with 29mm and 12mm in Dotito.
The Meteorological Services Department will continue to monitor and keep the nation advised on any developments.

Zimbabwe Safe From Tropical Storm Filipo

Severe Tropical Storm Filipo made landfall on the city of Vilankulo in southern Mozambique on Tuesday morning.
The city’s mayor, Joaquim Quinito Vilanculos told Lusa News that the storm affected hundreds of houses and also several public buildings, in addition to leaving several roads impassable.
<a href="https://clubofmozambique.com/news/vilankulo-houses-and-public-buildings-affected-as-filipo-makes-landfall-in-mozambique-mayor-255517/">Club of Mozambique</a> quoted the president of the municipal council of Vilankulo in Inhambane province as saying the situation was “most complicated” in the neighbourhoods. He said:

We could be talking about hundreds of affected houses, which were left without roofs because it is there in the neighbourhoods that the situation is most complicated.
We are carrying out a survey, but we also have several public buildings affected.

Mozambican authorities estimate that around 525 000 people could be affected by the weather system which is battering central and southern Mozambique with strong winds and rain.
The Severe Tropical Storm is expected to exit into the Indian Ocean on 14 March, after tracking over the provinces of Inhambane, Gaza and Maputo.

Tropical Storm Filipo Makes Landfall In Mozambique

Tropical Storm Filipo which was projected to make landfall over northeastern Ihambane Province in Mozambique early Tuesday, 12 March resulted in thunderstorms in the Mashonaland provinces on Monday.
In a weather update on Monday, the Meteorological Services Department (MSD said moisture being drawn into the country from the north due to the low-pressure weather system brought 36mm of rainfall to Guruve, which is in Mashonaland Central Province.
The MSD also said districts in the eastern parts of the country such as Chipinge, Chiredzi and Chimanimani were also expected to have localised heavier downpours of above 30mm this Tuesday, again due to tropical storm Filipo. It said:

Given the current trajectory which can be exemplified by that of Tropical Cyclone Freddy, the effects of the storm (strong winds, cloudy conditions and moderate rains) are slowly encroaching on the extreme south-eastern parts of the country and might only affect those parts.

Tropical storm Filipo is not expected to affect Zimbabwe much, with cyclone trackers showing its path affecting parts of Mozambique before it heads back into the Indian Ocean.
The UN Office for the Coordination of Humanitarian Affairs (OCHA) <a href="https://reliefweb.int/report/mozambique/mozambique-tropical-storm-filipo-flash-update-no-1-11-march-2024">yesterday said</a> Tropical Storm Filipo was expected to make landfall over Govuro and Vilankulo districts, Inhambane province on 12 March.
The National Institute of Meteorology reported that Tropical Storm Filipo is set to strengthen into a Severe Tropical Cyclone.
Filipo was forecasted to make landfall over Inhambane province in the early hours of 12 March and to exit into the Indian Ocean on 14 March, after tracking over the provinces of Inhambane, Gaza and Maputo.
On 12 March, between 100 and 250 mm of precipitation are expected in Inhambane, Gaza and Sofala provinces.
On 13 March, between 50 and 100 mm of precipitation is expected in Gaza and Maputo provinces.

Tropical Storm Filipo Brings Relief To Mashonaland

Parts of Southern Africa suffered the driest February in decades that severely affected agriculture, and electricity generation and threatened to push up food prices that were already high.
As reported by <a href="https://techcentral.co.za/southern-africa-driest-february-on-record/241025/">TECHCENTRAL</a>, in February 2024, large parts of Zambia, Botswana and Zimbabwe had the least rainfall — or close to it — since records began in 1981, according to data released by the University of California Santa Barbara’s Climate Hazards Centre.
The centre based its preliminary appraisal mainly on satellite-based rainfall estimates, with a final assessment due this week that will include more rainfall gauge observations.
The dry spell has been blamed on the El Niño weather phenomenon. Scientists have warned that extreme weather events are becoming increasingly frequent and severe because of climate change.
Zambian President Hakainde Hichilema recently declared the drought a national disaster.
An estimated 45% of planted areas in Zambia have been destroyed just as the staple maize crop should be maturing.
In Zimbabwe, some farmers have given up trying to grow and harvest their crops, allowing cattle to graze on what’s left.
Water flows in the Kariba Dam, which powers turbines that Zimbabwe and Zambia rely on for electricity, are less than what they were during the same period last year.
In Botswana, the Botswana Meteorological Services (BMS) said that the vast majority of the country was receiving significantly less rain than normal.
Farmers who receive government support planted less than half the area in the current season than they did in the previous one.
In Namibia, water levels in dams are already at dangerously low levels and the main reservoir supplying the capital, Windhoek, is only 11% full and dropping.
In a statement issued on 05 March, the World Meteorological Organisation (WMO) said the current El Nino is one of the five strongest ever recorded and has contributed to drier and warmer conditions in parts of Southern Africa.
The WMO said temperatures were 4-5ºC higher than the February average.

A Large Part Of Southern Africa Just Had Its Driest February On Record

The Zambezi River flows have been falling over the past several weeks, and as of 06 March this year, the flow at Chavuma gauging station was about a third of the flow recorded on the same date in 2023.
The Chavuma gauging station is situated on the left bank of the Zambezi River, approximately 2 kilometres upstream from the Chavuma Falls and accounts for about 40% of the water that is recorded at the Victoria Falls.
The low water flow recorded at the station shows that the Kariba Catchment at Kariba Dam received below-normal rainfall during the current 2023/24 summer season.
According to the Zambezi River Authority (ZRA), Chavuma registered a peak flow of 530m3/s on 23 January 2024, after which the flows started to recede.
On 06 March 2024, Chavuma recorded a 357m3/s flow, compared to the flow of 992m3/s recorded on 06 March 2023.
The Zambezi River flow at Victoria Falls gauging station was 794m3/s on 06 March 2024, compared to the flow of 2 569m3/s recorded on the same date last year. ZRA said in a statament:

The gauging stations along the Zambezi River help ZRA track seasonal variations, floods, and droughts and monitor inflows and outflows in the dam. The data guides decisions on hydropower generation, irrigation, and flood control.
ZRA has 14 gauging stations located across the Kariba Catchment area.

Zambezi River Flows Fall Alarmingly

The Zambezi River Authority (ZRA) said that Kariba Dam has less stored usable water (live storage) as of 06 March 2024, compared to the same date last year as the lake level continues to recede due to reduced inflows and reduced rainfall activity.
ZRA is a corporation jointly and equally owned by the governments of Zambia and Zimbabwe, whose primary function is to operate and maintain the Kariba Dam on the Zambezi River.
In a statement issued on Wednesday, 06 March, ZRA said on 6 March 2024, the dam had 15% usable storage, while on the same date last year, stored usable water was 15.15%. ZRA said:

Since 2013, Southern Africa has faced recurrent droughts, leading to a drastic decline in water levels at the Kariba Dam.
By 2019, the dam had fallen to a mere 11 per cent of its total capacity, severely affecting electricity generation.
On 28 November 2022, Zimbabwe ceased electricity generation at the South Power Station of the Kariba Dam (Kariba South).

Today, partly cloudy conditions were experienced in all Mashonaland provinces, Matabeleland provinces and Bulawayo Metropolitan with light and isolated thundershowers. This was due to a weak cloud band that entered the country from the west, making it humid and hot.
Harare Metropolitan, Manicaland, Midlands and Masvingo started mostly sunny and mild in the morning becoming partly cloudy and hot in the afternoon.
FORECAST FOR TOMORROW, THURSDAY 07 MARCH 2024.
Anticipate isolated showers over all Mashonaland Provinces, Harare Metropolitan, Manicaland, Midlands, Matabeleland North and South as well as Bulawayo Metropolitan under briefly cloudy, humid and hot afternoon conditions. These showers could be thundery in places.

The Zambezi River Authority (the Authority) hereby informs the public in the two Contracting States (the Republics of Zambia and Zimbabwe) that in line with its mandate, it has continued to monitor the hydrological outlook of the Kariba Catchment closely.
Zambezi River Flows at Chavuma

Update of the 2023/2024 Seasonal Rainfall Outlook
To-date, the Kariba Catchment has recorded below-normal rainfall owing to the persisting effects of El Niño weather conditions globally and over the Southern African region, in particular. According to the predictions published by the 28th meeting of the Southern Africa Regional Climate l Outlook Forum (SARCOF-28) at the end of January 2024, indications were that the larger part of the Kariba Catchment was likely to receive Normal-To-Below-Normal Rainfall during the peak of the 2023/24 rainy season i.e. February to April 2024. Practically the whole of the Kariba Catchment has received Below-Normal Rainfall and this has been projected to extend to the period of March to May 2024.
As announced in December 2023, based on the rainfall outlook from an ensemble of climate centres of excellence available in Quarter 4 of 2023, the Authority allocated a total of 16 Billion Cubic Meters (BCM) of water for power generation operations at Kariba for the year 2024, to be shared equally between the two Kariba Power Generation Utilities; namely, ZESCO Limited (ZESCO) and Zimbabwe Power Company (ZPC)/Kariba Hydro Power Company (KHPC).
Way Forward
Given that the outcome of the rainfall forecast is generally below normal, the Authority has maintained the 16 BCM water allocation over the first quarter of 2024, providing for a combined annual average power production of 428MW, shared equally.
Based on the water allocation of 8 BCM per power utility, translating to an average power production of 214MW per Utility to the end of March 2024 when the 1st Quarter 2024 hydrological review falls due as per the standing operational framework for Kariba dam reservoir operations.
The hydrological review will among other factors considering the actual performance of the 2023/2024 rainfall season and the resulting inflows into the lake over the first quarter of the year 2024.
The results of the hydrological simulations could result in an increment, reduction or the keeping of the prevailing 2024 water allocation as is.
The Authority will continue monitoring the hydrometeorological performance of the Kariba Catchment as evolving under the prevailing El Niño climate conditions and keep the public informed of any new positive or negative developments.
Given that the Kariba inflows are so far below average, with a possibility of registering as one of the lowest on record, the Power Utilities have been advised to maintain strict adherence to their respective water allocation thresholds to sustain generation to the end of the year.
The Zambezi River Authority is a Bi-National organization mandated to contribute to the economic, industrial, and social development of the Republics of Zambia and Zimbabwe by obtaining the greatest possible benefits from the natural advantages offered by the waters of the Zambezi River (between Zambia and Zimbabwe) through the most economical and effective means of providing water for generation of electricity and for other purposes which the Contracting States may decide upon.

The Meteorological Services Department (MSD) has forecasted a heatwave from today until 12 March, with temperatures expected to rise as high as 41 degrees, although some isolated thundershowers are expected this week.
A heatwave is when the maximum and minimum temperatures are unusually hot over 3 days.
In a statement issued on Tuesday, 05 March, MSD urged people to stay hydrated as the heatwave could cause health-related complications, including sudden death for vulnerable citizens. The Met Department said (via <a href="https://www.chronicle.co.zw/victoria-falls-airport-tightens-security/">Chronicle</a>):

These extremely hot conditions are caused by a combination of factors, such as the persistent northerly air mass or wind flow that originates from the low-pressure system at the surface of the atmosphere and a high-pressure system at upper levels with a strong subsiding motion that prevents the heat energy from escaping into the outer atmosphere.
In addition to these uncomfortably and unbearably hot conditions, thundershowers are expected to occur over some areas of the country.

The Department advised people to drink more water or any hydrating fluids, avoid prolonged stays under the sun, stay in the shade and wear wide-brimmed hats or use umbrellas.

Met Department Warns Of Heatwave

According to the Meteorological Services Department and the Civil Protection Department, the weather across Zimbabwe on Friday, 15th February 2024, was mostly stormy and hot, with temperatures ranging from 40 to 42 degrees Celsius. These hot and sunny conditions continued into today. Currently, there is a slight increase in pressure along the southeast coast of the subcontinent.
The forecast for tomorrow, Sunday, 18th February 2024, predicts mostly clear skies with mild mornings and hot midday conditions in most parts of the country. However, Matabeleland South, Masvingo, and Manicaland Provinces may experience brief periods of cloudiness. Temperatures will start off mild and become very warm in the afternoon. A gentle breeze will be felt across the country.
It is important to take certain actions due to the hot conditions:
1. Stay hydrated by drinking enough water. Consult a certified health practitioner for specific advice. 
2. If you need to be outdoors for a long time, wear a sunhat or use sunscreen to protect yourself from the sun. 
3. Increase irrigation for crops and ensure that animals have proper shade and ventilation.
Looking ahead to Monday, 19th February 2024, the morning will be cloudy, windy, and mild. There may be light drizzle in Matabeleland Youth, Bulawayo Metropolitan, southern parts of Midlands, Masvingo, and Manicaland Provinces. As the day progresses, the clouds will decrease, and it will become warmer.
In Matabeleland North, northern parts of Midlands, all the Mashonaland Provinces, as well as Harare Metropolitan, mostly sunny and hot conditions are expected, although the mornings and evenings will be mild.
