A commission of inquiry appointed by President Emmerson Mnangagwa to investigate suspected financial mismanagement and corruption in Harare has faced a major setback with the death of Dr Funny Machipisa, a crucial witness who was expected to testify about corruption at the town house, reported <a href="https://businesstimes.co.zw/blow-for-ed-probe-team/">Business Times</a>.
Machipisa, who was the District Administration Manager, had gathered a dossier detailing instances of corruption, including irregular allocations of residential and commercial stands by councillors and officials.
Council announced on Monday that Machipisa passed away on Sunday without revealing on the cause of his death.
Before his death this week in Harare, Machipisa had alleged that there were attempts to demote him to a lower position as a tactic to silence him and hinder his testimony.
Thabani Mpofu, the lead investigator for the commission, expressed shock at Machipisa’s passing. He said:

I am devastated because he was expected to appear (before the commission of inquiry) soon.
</blockquote>
In a letter dated 9 July 2024, Machipisa said he was forced out because he opposed the councillors’ plan to have residential and commercial stands in wealthy suburbs instead of their own wards. He said:

After I had worked hard in processing reports to council for the allocation of 2 224 residential stands I informed the 59 councillors that they were to be allocated residential stands within their respective wards in terms of the government directive of 2020.
This did not go down well with the councillors as they said they wanted to be allocated stands in leafy suburbs such as Borrowdale, Highlands, Greendale, Mt Pleasant, Malbereign where stands had been created.

Machipisa said he warned the councillors that they were in breach of a government directive. He wrote before his demise:

I am the focal person on housing matters in the department and their plan to remove me from office is to avoid my submission of information to the commission of inquiry which is currently investigating the City of Harare on various issues.
Any new person as my replacement will obviously have no information to submit and can be coerced to profess ignorance on housing matters.
Cartels and cabals have been employed to settle scores against both councillors and officials.

Machipisa had served the council for 41 years before his passing.
Mpofu raised concerns about losing contact with senior council official Matthew Marara, who is supposed to testify regarding corruption in the capital.
Marara is involved in a controversial US$ 300,000 payout from the council before his controversial reinstatement.
The situation has implicated councillors, who now face accusations of complicity.
Meanwhile, in a statement issued on Thursday afternoon, the Harare City Council said Machipisa was due to retire at the end of 2025. It said:

The late head of Council District Administration Dr Funny Machipisa was buried yesterday at his Bvochora homestead in Guruve. He passed away on 13 October.
Dr Machipisa was due for retirement on December 31, 2025. He had been with the City of Harare for 41 years.
Dr. Machipisa left a legacy that will forever be cherished in council. Dozens of workers including senior management from the City of Harare attended the ceremony.

The residents, represented by the Chitungwiza Residents Trust (CHITREST), have sent a letter of demand to the Chitungwiza Municipality, protesting the local authority’s failure to provide adequate, safe, and clean water to residents.
In the letter, which was written to Chitungwiza Municipality on 10 October 2024 by the residents association’s lawyers Tinashe Chinopfukutwa and Kelvin Kabaya of Zimbabwe Lawyers for Human Rights (ZLHR), CHITREST argues that the municipality’s failure to provide adequate, safe, and clean water violates the residents’ constitutional right to water and their right to a safe and healthy environment.
The water crisis worsened after the closure of the Prince Edward Water Treatment Plant, leaving Chitungwiza with only 1-3 megalitres of water during weekends, against a daily demand of at least 75 megalitres.
This dire situation has resulted in all 25 wards of Chitungwiza not receiving running and potable water, forcing residents to resort to unsafe sources like shallow wells and potentially contaminated boreholes, exposing them to waterborne diseases.
CHITREST has demanded that the municipality immediately provide clean water through bowsers, supply and equip all boreholes with chlorine tablets or chlorinators, and furnish the residents with a long-term plan to address the water crisis.
Failure to comply with these demands could result in CHITREST taking legal action against the local authority to compel it to address the unending water problems.

Chitungwiza Residents Confront Council Over Water Shortages

Several Harare City Council (HCC) committee chairpersons lack basic qualifications and do not understand the demands of their roles, reported <a href="https://www.newsday.co.zw/local-news/article/200033581/unqualified-councillors-burden-hcc">NewsDay</a>.
This emerged last week during the ongoing commission of inquiry into the City of Harare’s operations, chaired by Retired Judge Justice Maphios Cheda.
The commission was appointed by President Emmerson Mnangagwa in May to investigate the council’s system since 2017.
Council committees include business, environment, information and publicity, audit, educational health, housing and community services, and licensing.
For instance, HCC audit committee chairperson, Ward 29 councillor Blessing Duma, confirmed during questioning that they lacked qualifications.
Duma admitted to chairing the audit committee despite having qualifications in journalism and wildlife management.
Justice Cheda questioned Duma’s qualifications for chairing the audit committee, suggesting he might be better suited to other tasks. Said Cheda:

Don’t you think you are better off running after elephants? You have no qualifications in accounts.
</blockquote>
In response, Duma said that elected councillors often lack the necessary qualifications for their roles, noting that even individuals with minimal education can be elected. He said:

Even one with a Grade 1 qualification can be elected a councillor. If you go through the curriculum vitaes of councillors at the Town House you would be shocked. We only know about someone’s qualifications later on.

Commissioner Thabani Mpofu criticised George Mujajati, the human capital resources committee chairperson, for lacking the necessary qualifications. Mujajati admitted to learning on the job, having no prior HR experience.
The commission was also surprised that the business development committee is chaired by Lovemore Makuwerere, who only has an Ordinary Level qualification and couldn’t provide financial details. 
Cecelia Chimbiri, the environment management committee chairperson, was unaware of her committee’s role in regularising stands and struggled to explain the importance of wetlands, citing fear and inexperience.

Harare City Council Committee Chairpersons Lack Necessary Qualifications

The Chitungwiza Municipality has blamed the ongoing water crisis in the dormitory town on the El Niño-induced drought, which led to the early decommissioning of the Prince Edward Water Treatment Plant—four months earlier than in 2023.
The Harare City Council provides Chitungwiza with water from this plant, which was shut down in August after the Harava and Seke supply dams ran dry.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200033598/crisis-as-chitungwiza-runs-dry">NewsDay</a> over the weekend, Chitungwiza Municipality spokesperson Tafadzwa Kachiko said the water crisis required urgent intervention. Said Kachiko:

We are witnessing the effects of the El Nino-induced drought. During this period last year, we were receiving an average of 14 megalitres per day and we could manage rationing the water.
The Prince Edward plant was decommissioned on December 5 last year, and we had just a month of dry spell because the situation went back to normal in January this year.

Kachiko said the council has reached out to the government for assistance and plans to convene a multi-stakeholder meeting to discuss the water crisis and develop short-term solutions.
Marvelous Khumalo, the spokesperson for the Chitungwiza Residents Association, urged the government to expedite the construction of the Kunzvi Dam, which is anticipated to alleviate the water challenges faced by both Harare and Chitungwiza. Said Khumalo:

The City of Harare water is also failing to meet its increasing demand for water thereby affording to offer Chitungwiza less than 10 megalitres per day against a daily demand of about 70 megalitres.
We hope the central government will prioritise finalisation of the Kunzvi dam project and other strategic dams so as to increase the raw water supply to the Harare metropolitan province whose population continues to expand rapidly.
Reliance on underground water is but just a stop-gap measure which is not sustainable.

Chitungwiza Business Community Trust chairman Tendai Mareya urged the council to scrap charges for borehole drilling and reduce fixed water rates.
Last week, Chitungwiza Mayor Rosaria Mangoma disclosed that the council has been receiving only one to three megalitres of water from Morton Jaffray on weekends—far below the required 75 megalitres per day.
She urged residents to source water from trusted alternatives to minimise health risks.

"El Niño Drought Worsened Chitungwiza Water Crisis"

Villagers in Gutu East Constituency are accusing acting Chief Chitsa (real name Nyika Chibvongodze) of extorting money from them through various levies.
According to <a href="https://masvingomirror.com/outcry-over-chief-chitsa-s-us15-grave-levy/">The Mirror</a>, the traditional leader is allegedly demanding his subjects pay him US$10 for every burial and US$15 for each tombstone unveiling.
The villagers say they are struggling with other expenses like school fees and food due to the drought, and claim Chief Chitsa is making the situation worse.
The matter was raised by Chitsa’s Council of Advisers at a meeting, and the minutes are with The Mirror newspaper.
However, Chief Chitsa denies the allegations, claiming it is the work of his enemies. He said:

This is one of the biggest chieftainships in Gutu and there are people trying to fight and tarnish my name. I would never do such a thing.
</blockquote>
A prominent lawyer in Masvingo, who spoke to the publication on condition of anonymity, said that it is illegal for a chief to raise money in this manner as he has no such authority under the Traditional Leaders’ Act. Said the lawyer:

</blockquote>
The Council of Advisers’ minutes allege that since 2019, Chitsa has been swindling villagers by collecting US$10 per village from 120 villages for an annual traditional festival, but only buying one beast and pocketing the rest.
The minutes also show that the chief has been collecting US$15 per village in 2020 to buy cement for bridge rehabilitation, but not doing the work.
It is further alleged that Chief Chitsa collected US$2,400 from 2022-2023 for a ZimParks project to deal with hyenas, but the project never happened.
The Provincial Chiefs Council Chairperson, Chief Chitanga of Mwenezi, born Feleni Chauke, said he was not aware of the issue. He said:

I am not privy to that information and as such I cannot comment on something that I don’t know.
</blockquote>
But one of the chief’s advisors told The Mirror that the acting chief’s corrupt behaviour is putting the chieftainship into disrepute. He said:
<blockquote>
We sat down as the chief’s advisers and agreed that the acting chief’s corrupt behaviour should come to an end.
We don’t hate him. All we want is for him to stop swindling and abusing struggling villagers. He is putting the chieftainship into disrepute.

Chief Chitsa’s alleged accomplices named in the minutes are Jealousy Chibvongodze, Julias Chibvongodze, Kenny Mushoriwa, and Nyengerai Mudyiwa.

Gutu Villagers Accuse Chief Chitsa Of Demanding Burial And Tombstone Levies

The Government of Zimbabwe has increased the monthly allowances for mayors and councillors across the country. Mayors have seen their monthly allowance increase from US$ 47 per month to US$90 per month.
According to Circular No. 12 issued on September 26, 2024, by the Minister of Local Government and Public Works, July Moyo, the new allowance structure is as follows:
<ul>
<li>Mayors and Council Chairpersons will now receive US$90 per month, up from the previous US$47.</li>
<li>Deputy Mayors and Vice-Chairpersons will receive US$82.50 per month.</li>
<li>Chairpersons of Committees will receive US$78 per month.</li>
<li>Councillors will now receive US$75 per month.</li>
</ul>
The circular further states that although the allowances are pegged in United States Dollars, they are payable in any currency within the country’s multi-currency basket. Reads the circular in part:
<blockquote>
Town Clerks/Secretaries and Chief Executive Officers are to ensure that the allowances are paid as specified.
The payment of allowances will be subject to audit and any overpayment will be recovered. The allowances will be pegged in United States Dollars (USD) payable in any currency within the multicurrency basket. No other allowances are payable including sitting allowances.
In addition to a monthly allowance, councillors are entitled to travel and subsistence allowances for travel outside of Council area only.
The exception to this would be the payment of this allowance to Rural District councillors attending Council meetings because of the distances involved. The rates are to be calculated at the current Government rates plus 50%.
No allowances other than those specified in the Treasury Circular may be paid, including “out-of-pocket allowance”.

Commenting on the development, Bulawayo Mayor David Coltart said that only payments made to mayors and councillors beyond the allowances gazetted by the Minister are per diem allowances when they travel to authorised meetings or workshops. Coltart posted on X:

It is important for the public to know that for those Councillors who are not corrupt – and there are many of them across the country – this is all they get.
In my case, as a Mayor of a city of just under a million people, with a budget of some US$308 million next year, I will now receive a total of US$90 per month.
The only payments above that are per diems when I travel to authorised meetings or workshops on 
City of Bulawayo business.
Some may not believe that this is the case but it is true. For many of us serving our local communities is simply a labour of love.
</blockquote>
The former Mayor of Harare, Bernard Manyenyeni, argued that the US$90 monthly allowance being provided to mayors is inadequate. He wrote on Facebook:

For a proper Mayor doing a proper job, fully committed mayoral job to the eight-days-a-week calling, this USD 90 monthly pay will not even cover his phone bill.
In my time at Council ZOL had to rescue my phone bill from embarrassing disconnecting – they took up mayoral phone bill. Starlink is $100 per month
For Councillors, in high-density suburbs in particular, this pay will be swallowed by community begging – helping with food, medicines, funerals, kombi. All aspiring Cllrs must be means-tested
They must show the financial capacity to look after themselves first – from whatever honest means they can declare.
Those with financial means to do civic work can not and will not readily avail themselves to the political brutality of elected municipal service.

The City of Bulawayo has announced the extension of Town Clerk Christopher Dube’s employment contract.
The extension follows a formal communication from the Local Government Board regarding a request for his contract extension.
In a statement issued this Thursday, 10 October, Bulawayo Mayor Councillor David Coltart confirmed that Dube’s service tenure has been extended by another year, effective from October 1, 2024. He said:

The City of Bulawayo has received communication from the Local Government Board acceding to Council’s request regarding the extension of the contract for the Town Clerk of the City of Bulawayo, Mr Christopher Dube.
Consequently, therefore, residents, stakeholders and members of the public are advised that the service tenure for the Town Clerk has been extended by a further one year with effect from 1 October 2024.
In line with conventional practice on succession planning, the City of Bulawayo will commence the recruitment of the successor Town Clerk in due course in accordance with the enabling legislation.

Last week, the local authority announced that the Local Government Board had not renewed Dube’s contract, as his four-year contract was set to end on September 30. The council said at the time:

Whereas council had resolved (7 February 2024) to extend the contract subject to approval by the Local Government Board, a request of approval was sent to the Local Government Board on 25th March 2024. However, by the end of day on 30 September 2024 such approval had not been obtained.

The Town Clerk of Bulawayo, Christopher Dube, had his contract extended by a year starting from October 1, 2024. This decision was made after the Local Government Board received a request for the extension. The City of Bulawayo will start looking for a successor for the Town Clerk according to the law. Earlier, the Local Government Board didn't renew Dube's contract, which was supposed to end on September 30. The council had requested an extension back in February, but approval was not given by the end of September. Now, Dube will continue his role for another year.

Bulawayo Town Clerk Christopher Dube’s Contract Extended

The City of Harare has confirmed that Shepherd Mandishona, previously employed as a Senior Environmental Health Officer (SEHO) in the Environmental Health Division, was dismissed from the council effective June 12, 2024.
In a statement issued on Wednesday, Harare Town Clerk, Phakamile Mabhena, warned residents that despite his dismissal, Mandishona is masquerading as a Council official, misleading others about his position.
Mabhena urged residents and business owners to report any approach by Mandishona to the City of Harare or the nearest police station. Reads the statement:

This serves to notify residents and stakeholders that Mr Shepherd Mandishona who was employed in the 
Environmental Health Division of the City Health Services Department as a Senior Environmental Health Officer (SEHO) ceased to be an employee of City of Harare with effect from 18 June 2024. A Disciplinary Hearing ruled that he should be dismissed from Council service.
It has come to our attention that Mr Mandishona continues to masquerade as a Council official from City Health Services Department facilitating the acquisition of Business Licenses and Health Registration certificates in an elaborate scheme of corruption and self enrichment. He is not representing the City of Harare in any way.
If this man approaches any business person, urgently alert the City of Harare or the nearest police.

Former Harare Council Senior Environmental Officer Accused Of Defrauding Residents

Powerful military and political figures are allegedly shielding Harare City Council officials from jail, as they have benefitted from extensive corruption and looting at the Town House.
As reported by <a href="https://businesstimes.co.zw/military-chefs-shield-corrupt-council-officials/">Business Times</a>, the Harare City Council has been embroiled in corruption for years, with millions of dollars reportedly misappropriated while the alleged perpetrators remain uncharged.
Investigations by Business Times indicate that key military figures, including a very senior official, are protecting the council officials. Some of these officials include former military personnel.
The publication cited multiple sources as saying the council officials exhibit untouchable arrogance, defying elected officials, due to their connections with top military officials. Said a source:

The senior managers (names withheld) enjoy protection from their military boss. They do not hide their close links with him and that makes some officials and even councillors fear them.
</blockquote>
The report claims that influential figures within the ruling ZANU PF party and military bosses have effectively taken control of the Harare City Council.
Currently, several council officials, including Town Clerk Engineer Hosea Chisango, are facing multiple charges of abuse of office and corruption in court.
Last week, Chisango clashed with Mayor Jacob Mafume after reporting for duty despite being suspended earlier that day.
Observers noted that Chisango’s unexpected presence at the full council meeting was seen as a “show of force.”

In a statement issued on Wednesday 09 October, Chitungwiza Mayor Rosaria Mangoma said that the town is experiencing a water crisis due to the decommissioning of the Prince Edward Water Treatment Plant by the City of Harare at the end of August.
The treatment plant was decommissioned because the twin dams, Harava and Seke Dam, which supply water to the plant, have dried up.
Mangoma said since the decommissioning, the council has been receiving only 1 to 3 megalitres of water on weekends from Morton Jaffary, which is far below the demand of at least 75 megalitres per day.
She said the limited water supply makes it difficult for the council to distribute water to all residents effectively.
As a result, the council is seeking assistance from the government for potential intervention to address the water crisis.
Mangoma said to help residents, the council is maintaining community boreholes as an alternative water source and encouraged residents to draw water from safe and trusted sources. She added:

Chitungwiza Appeals For Help To Address Water Crisis

A massive fire engulfed Mbare Musika, the market, and several surrounding shops on Tuesday night, the City of Harare has confirmed.
In a statement, the council reported that the Fire Brigade was working to control the blaze, with three fire tenders dispatched to combat the flames.
The volunteer group Emergency Help Group mobilised tankers of water to ensure that the fire tenders would not need to return to the depot for refills.
The cause of the fire has not yet been determined, but videos shared on social media showed a large blaze burning in the distance, with thick billows of smoke visible in the night sky.
The City of Harare, however, complained that some people were obstructing fire tenders and firefighters from reaching the blaze, as some bystanders had begun looting. Said the council:

In a subsequent update on its social media pages, the Harare City Council announced that the fire had been brought under control thanks to the combined efforts of the police and the Emergency Help Group. It said:

A big fire happened at Mbare Musika and some shops on Tuesday night. The city of Harare said the Fire Brigade was trying to control the fire. Three fire trucks were sent to help. Dexter Nduna, the chairperson for resource mobilisation and revenue generation in the ZANU PF Central Committee, has withdrawn his attempt to take over parking operations in Harare.
City Parking (Private) Limited, which is fully owned by the City of Harare, currently manages the collection of parking fees from motorists.
Nduna had announced that his group, Team Chapter, would assume control of parking in Harare starting October 7.
However, in a subsequent post on his X account, he stated that he had deleted his earlier tweet regarding the takeover, saying he had not conducted the necessary due diligence. He wrote:

On Saturday, the City of Harare said it had not engaged Nduna to take over parking in the CBD.
Early this year, ZANU PF’s First Secretary and President, Emmerson Mnangagwa, appointed Nduna to the position of chairperson for resource mobilisation and revenue generation for the party in the Central Committee.
Nduna’s duties include undertaking business ventures that financially benefit ZANU PF, as well as spearheading the party’s efforts to create wealth through mining, agricultural, and other commercial enterprises.
Critics argue that Nduna’s attempt to take over parking operations in Harare is a strategy to generate funds for ZANU PF as the party gears up for its annual conference.
Nduna is a former member of the National Assembly, having represented the Chegutu West constituency for two consecutive terms.
He was first elected in 2013 and re-elected in 2018. Although he lost to the MDC Alliance’s Gift Konjana in 2018, errors by the Zimbabwe Electoral Commission (ZEC) allowed him to claim the seat.
Following the 2018 election, Konjana challenged Nduna’s victory in court, citing ZEC mistakes that led to Nduna’s “undue return” to parliament. However, the case was ultimately dismissed on a technicality.
Last month, Nduna made headlines for falsely claiming he had graduated with a law degree from the University of Zimbabwe.
In reality, he had failed three courses and purchased a cap and gown to sit among the graduates on graduation day, creating the illusion that he had completed his degree.

The City of Harare and City Parking have dismissed claims made by disgraced former Member of Parliament Dexter Nduna regarding his group, Team Chapter, taking control of parking in Harare starting October 7.
Before he attempted to assume authority over vehicle parking in the city, Nduna made headlines for falsely asserting that he had graduated with a law degree from the University of Zimbabwe.
In reality, Nduna had failed three courses and later purchased a cap and gown to sit among the graduates on graduation day, creating the illusion of having completed his degree.
In a statement issued over the weekend, the Council reaffirmed that City Parking is responsible for managing parking in Harare and has no agreements with Team Chapter or National Eye Security. Reads the statement:

i. The Urban Council Act Chapter 25:15 Part XIV Section 189 to 191 refers to creation of parking space; prepaid parking fees, delegation of the parking mandate and utilization of parking fees. The City of Harare is guided by this provision.

iii. City Parking Private Limited is a strategic business unit wholly owned by the City of Harare.
iv. The relationship between the City of Harare and City Parking is still subsisting.

Members of the public are advised not to entertain Team Chapter but to continue dealing with City Parking Private Limited to avoid any inconveniences.

In a statement issued on Saturday, October 5, City Parking warned motorists that paying parking fees to Nduna, his company, or any of his agents would put their money at risk. Reads the statement:

It has come to our attention that Mr Dexter Nduna (Nduna) is spreading falsehoods on social media regarding parking management in Harare and we wish to set the record straight as follows:
1. City Parking (Private) Limited (City Parking) is a private company owned 100% by City of Harare with full mandate to manage parking in Harare.
2. Parking fee payments are payable to City Parking marshals only.
3. City of Harare has not engaged Nduna or any other company or individuals to collect parking fees.
4. The threat by Mr Nduna to disrupt parking operations is not a threat to City Parking only, but to businesses and property laws and shall be met with law enforcement and legal action. There is no place for anarchy, hooliganism and lawlessness in Zimbabwe.
5. It is unfortunate that left unaddressed, Nduna’s behaviour taints the image of the government and the political party he purports to be a part of. Regrettably, such reckless utterances have the potential to scare off investors.
6. Nduna has no locus standi or legal basis to make such proclamations and as such we urge the public to ignore his baseless inflammatory utterances. We caution members of the public not to risk their money by making payments to Nduna, his company or agents.

City Of Harare Resists Dexter Nduna's Attempt To Hijack Parking Management

Government has said civil servants will get a USD salary raise and a annual bonus this year. The information was revealed in the state-controlled weekly publication, The Sunday Mail, today.

The purpose of the raise is said to be to “to mitigate the impact of the recent devaluation of Zimbabwe Gold (ZiG) against the US dollar.”
The government recently revised the rate of the Zig against the USD from 1:14 to 1:24.

Last week, Finance Minister Mthuli Ncube <a href="https://www.pindula.co.zw/2024/10/03/civil-servants-to-get-salary-increase/">indicated government was reviewing civil servants’ salaries.</a>
The lowest civil servant earns a total of US $375, which comprises a basic salary of $218, transport allowance of US $66 and housing allowances of US $91.

Civil servants will get more money in their salaries and a bonus this year. The government wants to help lower-income workers the most. This is to help with the change in the value of Zimbabwe Gold compared to the US dollar. The government has already put money aside for this. The bonus will be announced later but it will happen. The Minister of Public Service, Labour, and Social Welfare said they want to help all civil servants, especially the ones who earn less.

Civil Servants to get USD Salary Increase and Bonus

Greatman Gwaze, a Harare resident and musician who uses a wheelchair, has given the City of Harare (CoH) a 2-week ultimatum to ensure full and equal access to public and private amenities for people with disabilities.
Gwaze’s lawyer sent a letter to the CoH Town Clerk, stating that Gwaze has suffered prejudice due to lack of accessibility at various locations including shopping malls, restaurants, and police stations.
In the letter written to CoH on 27 September 2024 by Gwaze’s lawyer Moses Nkomo of Zimbabwe Lawyers for Human Rights (ZLHR), Gwaze said that the lack of universal design and accessibility has prevented him from living independently and participating fully in public life, forcing him to rely on others for assistance.
Gwaze cited the provisions of section 56(3) of the Constitution which states that every person has a right not to be treated in an unfairly discriminatory manner on such grounds as their nationality, race, tribe, place of birth, ethnic or social origin, language, class, religious belief, political affiliation, opinion, custom, culture, sex, gender, marital status, age, pregnancy, disability or economic or social status, or whether they were born in or out of wedlock.
According to Gwaze, section 83 of the Constitution guarantees the rights of persons with disabilities and these rights include the right to be self-reliant.
He also argued that section 22 of the Constitution provides that the state and other institutions of government at every level must within the limits of resources available, assist persons with physical or mental disabilities to achieve their full potential and to minimise the disadvantages suffered by them.
The musician demanded that CoH provide its Disabled Persons Policy, Building By-Laws plans for implementing universal design, and timelines for compliance by building owners.
Gwaze warned that he will take legal action against CoH if the requested information was not provided within 14 days.

Musician Greatman Gives Harare Council Ultimatum To Ensure Equal Access For Disabled Citizens

The City of Bulawayo has begun the search for a new Town Clerk following the expiration of Christopher Dube’s four-year contract at the end of last month.
In a statement released on Wednesday, October 2, Acting Bulawayo Mayor Councillor Edwin Ndlovu said the Council had decided to extend Dube’s contract on February 7, 2024, pending approval from the Local Government Board.
He added that a request for this approval was sent to the Local Government Board on March 25, 2024, but it was not granted by September 30, the date Dube’s contract ended. Said Ndlovu:

The Town Clerk’s (Mr Christopher Dube) four-year contract with the City of Bulawayo ended at midnight of Monday, 30 September 2024.
Whereas Council had resolved (7 February 2024) to extend the contract subject to approval by the Local Government Board, a request for approval was sent to the Local Government Board on 25 March 2024.
However, by the end of the day on 30 September 2024, such approval had not been obtained. In the circumstances therefore the Town Clerk vacated office at midnight on 30 September 2024 by expiration of contract.
The City of Bulawayo will soon commence the search for a new Town Clerk and in the meantime, as provided in the Urban Councils Act, Chapter 29:15, the Chamber Secretary (Mrs Sikhangele Zhou) will be Acting Town Clerk until a substantive Town Clerk is appointed.

Bulawayo Starts Search For New Town Clerk

The Ministry of Transport and Infrastructural Development in Zimbabwe has announced that there will be an official unveiling of the Masvingo-Glen Norah Loop and Mbudzi Interchange projects next week.
According to a statement obtained by Pindula News, the opening ceremony will be led by the Honourable Minister of Transport and Infrastructural Development, Felix Tapiwa Mhona (MP), accompanied by other dignitaries. The event, set for September 16, 2024, at the Mbudzi Interchange Site Offices, will feature prayers, introductions, speeches, and a project tour.
The Mbudzi Interchange venture, initiated in 2022 with a completion deadline of July 31, 2024, has encountered setbacks, failing to meet its initial target. 
Authorities claim that the total cost of constructing the Mbudzi Interchange flyover amounts to US$88 million. This includes US$65 million allocated for the interchange structure and US$23 million for various project components such as detour roads, relocation expenses, royalties, surveys, and professional fees. They say the US$65 million figure was quantified by the internationally accredited firm DNMZ, based in South Africa.

Zimbabwe's Ministry of Transport is opening new road projects in Masvingo and Glen Norah. The Minister will lead the ceremony on September 16, 2024. The Mbudzi Interchange project started in 2022 but faced delays. The total cost of the project is US$88 million with US$65 million for the structure and US$23 million for other expenses. Zimbabwe Announces Unveiling Of Masvingo-Glen Norah And Mbudzi Interchange Projects

Some 11 villagers in Nkayi, Matabeleland were flogged and forced to sing war songs in Shona by Zimbabwe Republic Police officers, human right lawyers have said.
Posting on X today, Zimbabwe Lawyers for Human Rights (ZLHR) said the villagers were beaten as part of “a brutal crackdown” apparently to investigate theft of diesel.
Said the <a href="https://x.com/ZLHRLawyers/status/1833478133162643927">ZLHR post</a> in part:

The Nkayi villagers have asked ZRP authorities to take remedial action against some delinquent police officers, who ill-treated them by severely assaulting them &amp; coercing them to sing some liberation songs…
In a letter of complaint written to the Officer-In Charge of Manoti Police Station by the Nkayi villagers’ lawyers Jabulani Mhlanga &amp; Prisca Dube of ZLHR, the villagers protested against the conduct of the police officers for conducting a violent operation across 3 homesteads belonging to the Sibanda, Ncube &amp; Lunga families, under the pretext of investigating a case of alleged theft of diesel belonging to Oscar Mawarire, local entrepreneur.
Mhlanga &amp; Dube stated that the ZRP officers, who were armed with a rifle, truncheons &amp; whips, unlawfully assaulted the villagers including a minor, using excessive force &amp; without just cause. In addition, Mhlanga &amp; Dube stated that the villagers were coerced into singing some liberation songs in Shona language &amp; were further assaulted for allegedly failing to sing the songs correctly.
The ZRP officers, Mhlanga &amp; Dube said, rummaged through the villagers’ homesteads even though they did not have search warrants authorising their actions &amp; proceeded to seize various tools from the homesteads, alleging that they were weapons that were used by the villagers in committing some criminal activities. 
The human rights lawyers said although Mawarire, who is the complainant in the matter, informed the ZRP officers that the villagers were not the people whom he suspected of stealing his diesel, the law enforcement agents insisted on arresting the villagers &amp; subsequently, 7 of them were apprehended &amp; taken to a police post located at Kana Mission. The villagers, Mhlanga &amp; Dube said, were not given an opportunity to wear their shoes or warm clothing &amp; neither were they informed of their rights at the time of being apprehended.
The ZRP officers reportedly threatened to make an example of the villagers in order to deter “Ndebele thieves” from crossing into “Shona territory” &amp; were once again subjected to further physical abuse &amp; forced to sing more liberation songs. At the police base, the villagers were made to sleep on concrete floors, without the provision of blankets and with no ablution facilities, with men being handcuffed to each other.
The villagers were all released on 15 July after being ordered to pay US$30 each per person by a police officer, who only identified himself as Dube but were not issued with any receipts acknowledging payment of what was supposed to be an admission of guilt fine &amp; were also not furnished with some request for medical report forms in order for them to seek medical attention at government-run medical facilities.
The villagers only received medical treatment for their injuries at a private medical facility and afterwards engaged Mhlanga &amp; Dube, who on 1 August wrote a letter of complaint to the Officer in Charge of Manoti Police Station demanding that the law enforcement agency conduct an investigation into the ill-treatment &amp; assault of the Nkayi villagers &amp; take remedial action against the perpetrators of such brutality.
The human rights lawyers protested against the violation of the villagers’ fundamental rights including the right to liberty, right to dignity, the right to bodily &amp; psychological integrity, protection from cruel, inhumane or degrading treatment &amp; the right to equality &amp; non-discrimination, all enshrined in the Constitution. The conduct of the ZRP officers, Mhlanga &amp; Dube said, amounts to a serious breach of their constitutional mandate &amp; hence the perpetrators of the brutal assault of the villagers should be prosecuted to the fullest extent of the law.

The development has angered who have referred to this as “Gukurahundi all over again”.

ZRP officers in Zimbabwe beat up some villagers in Nkayi, Matabeleland, and made them sing war songs in Shona. The police were investigating a theft case. The villagers were hurt and forced to sing the songs by the officers. Human rights lawyers are now involved and demanding action against the officers. The villagers were arrested, mistreated, and made to pay money before being released. This incident has upset people, who are comparing it to a past injustice called Gukurahundi. It is considered tribalism and discrimination against the people of Matabeleland.

President Mnangagwa has said at least twice that he has <a href="https://www.pindula.co.zw/2024/08/08/im-a-constitutionalist-mnangagwa-vows-to-respect-term-limits/">no interest extending stay beyond his constitutionally provisioned 2 terms</a>. He is serving his last term which started in 2023 and will end in 2028.
Mnangagwa has said that he is a constitutionalist who believes in following the constitution to the letter.
Some quarters within Zanu PF, in the opposition and analysts have however said Mnangagwa is disingenuous in his claims. Some have said that it’s a well orchestrated effort to distract those campaigning against a third term while his supporters work to push for a change of the constitution to give him more terms in power.
Some have questioned why he has not castigated individuals pushing the “2030 Anenge Achipo” in public in order to stop the campaigns.
Others have however said that his own words about being constitutionalist who is not interested in changing the constitution to stay in power, can be used against him to ensure he leaves office in 2028.

Zanu PF is still promoting the idea of President Mnangagwa staying in power until 2030, even though he has said he will follow the constitution and only serve two terms until 2028. Some people think he is not being honest about not wanting to extend his stay, and that his supporters are trying to change the constitution to keep him in power longer. Even though Mnangagwa claims to be a constitutionalist who follows the rules, some worry that he might try to stay in power beyond 2028.

Zanu PF Continues To Push "2030 Anenge Achipo" Despite ED Claiming No Interest In Extending Stay

The Combined Harare Residents Association (CHRA) has warned about a potential humanitarian disaster in Harare and Chitungwiza following the decommissioning of the Prince Edward water treatment plant. This decision comes after the drying up of two critical water supply dams, Harava and Seke.
On Wednesday, 28 August, the City of Harare announced the closure of the water treatment plant, which processes water from the Harava and Seke dams for distribution to Chitungwiza and various parts of Harare, including Hatfield, Airport, Waterfalls, and Msasa.
The shutdown of the plant, located near Chitungwiza, is resulting in a daily loss of 70-80 megalitres of water, further exacerbating the already limited supply.
In a statement, CHRA warned that the decommissioning of the Prince Edward water purification plant could lead to serious health crises in both Chitungwiza and Harare. CHRA said:

The CHRA is warning of a serious humanitarian disaster if urgent contingency plans are not put in place following the decommissioning of the Prince Edward water purification plant by the City of Harare due to the lack of raw water in the Seke and Harava dams.
This has increased the water supply deficit in the city and worsened the ongoing water crisis, impacting the residents of Harare and Chitungwiza.
We reiterate that the lack of raw water in the Seke and Harava dams due to the El Nino-induced drought is a reality of the impact and effects of climate change, which require inclusive climate action and disaster risk reduction planning for resilience building.
</blockquote>
CHRA urged local authorities and the central government to work together to provide alternative water supplies to Harare and Chitungwiza residents. Reads the statement:

Given the deepened water crisis, the government and local authorities (City of Harare and Chitungwiza Municipality) must set aside an emergency fund for the provision of alternative water supplies (mobile water bowsers), installation of online chlorinators on all public boreholes and distribution of chlorine tablets.
Development of inclusive disaster risk reduction and climate action plans at the community level for local resilience building.
The government needs to disburse meaningful amounts of devolution funds to the City of Harare, and these funds should be channelled towards financing of improving water infrastructure, in particular reduction of non-revenue water currently standing between 40-50%.

On Friday, August 30, the Chitungwiza Municipality announced that it will start receiving water from Harare’s Morton Jaffray treatment plant every Friday through Sunday. The municipality plans to distribute this water to as many areas as possible upon its arrival.
Harare City Council’s water director, Phakamile Mabhena Moyo, recently informed the Parliamentary Portfolio Committee on Local Government that the water treatment capacity at Morton Jaffray is 614 megalitres (ML) per day.
In contrast, the capacity at Prince Edward is 90 ML per day. This brings the total capacity to 704 ML per day, intended to serve Harare, Chitungwiza, Norton, Ruwa, and areas extending to Inkomo Barracks.
Moyo noted that the daily water demand is approximately 800 ML, surpassing the production capacity of 704 ML.

Residents Association Warns Of Humanitarian Crisis After Dams Dry Up

The Chitungwiza Municipality is preparing to implement water rationing for residents after the decommissioning of its two supply dams, Harava and Seke, which ran dry earlier this week.
On Friday, August 30, the Chitungwiza Municipality announced that it will begin receiving water from Harare’s Morton Jaffray every Friday to Sunday, and it plans to distribute this water to as many areas as possible upon arrival. Reads the statement:

Chitungwiza Municipality wishes to inform residents that it will be receiving water from Harare’s Morton Jaffray every Friday to Sunday following the decommissioning of the Prince Edward treatment plant.
We are going to ration the water to ensure every location receives it, and we will try to distribute it to many areas when it comes.
We urge residents to use water sparingly.

Chitungwiza, a dormitory town of Harare, relies entirely on water supplied by the Harare City Council, which sources it from the two dams located nearby.
On Wednesday, 28 August, the City of Harare announced the decommissioning of the Prince Edward water treatment plant, which processes water from the Harava and Seke dams before distributing it to Chitungwiza and various parts of Harare, including Hatfield, Airport, Waterfalls, and Msasa.
The City council said that the Prince Edward plant will only be recommissioned once the dams refill, which is expected to occur during the upcoming rainy season.
It added that in the meantime, efforts are being made to enhance water supplies in affected areas through the Morton Jaffray Waterworks in Norton.

Chitungwiza is going to have less water because the two dams that supply it are dry. They will now get water from another place and will ration it to make sure everyone gets some. Chitungwiza To Implement Water Rationing After Dams Run Dry

The City of Harare has temporarily decommissioned the Prince Edward Water Treatment Plant near Chitungwiza.
In a public notice issued this Wednesday, the council announced that it can no longer draw water from the Harava and Seke dams, which supply the plant, as they have dried up. The City of Harare said:

The City of Harare wishes to inform residents that we have temporarily de-commissioned the Prince Edward Water treatment plant near Chitungwiza as the two dams that feed into waterworks – Harava and Seke have dried up. We can no longer draw water from the two dams.

Areas that are likely to be affected include among others, Chitungwiza, Hatfield, Airport, Waterfalls and Msasa.

Prince Edward Water Treatment Plant Shut Down As Dams Run Dry

The National Railways of Zimbabwe (NRZ) has refuted recent claims circulating on social media regarding its property holdings.
According to a statement released on Sunday, August 25, NRZ categorically denies owning an extensive portfolio of properties stretching from South Africa to London.
The NRZ also clarified that it does not possess any rights or control over properties associated with the NRZ Contributory Pension Fund.
The statement further addressed rumours about the extent of land ownership along its railway lines.
The NRZ asserted that it does not own or have legal rights to a 2-kilometre-wide strip of land on either side of its railway tracks.
Instead, the accurate information, according to the NRZ, is that the parastatal’s jurisdiction is limited to a Railway Reserve Land strip measuring 45 meters on either side of the tracks. Reads the statement:

CLARIFICATION ON SOME SOCIAL MEDIA MISCONCEPTIONS REGARDING NRZ PROPERTIES
The NRZ wishes to clarify certain misconceptions which have been trending on social media recently. Firstly, the NRZ does not own any shares and has no direct or indirect link, right or benefit from the London Stock Exchange.
Furthermore, NRZ does not own any property in the UK as some X users have claimed. NRZ has often been confused with the NRZ Contributory Pension Fund, especially on matters relating to property ownership both within and outside Zimbabwe.  The two are separate entities that are accountable individually.
NRZ has no rights nor control over properties owned by the Pension Fund. The relationship between the NRZ and the Pension Fund is that the NRZ is the sponsoring employer and as such, is adequately informed that the fund’s 
offshore properties are well-managed and proceeds are benefiting the membership.
The NRZ clarified this position in a recent presentation to the Joint sitting of the Parliamentary Portfolio Committee on Foreign Affairs and Transport and Infrastructural Development.
Secondly, there are claims that the NRZ owns and has a legal right to 2km of land on either side of the railway line. Nothing can be further from the truth.
The correct position is that 45 metres of land on either side of the tracks is regarded as Railway Reserve Land and is legally gazetted as such. Such land is reserved for future railway expansion.
Further to that, the NRZ does not own an inch of land in Johannesburg and has no properties in, Zambia and Botswana.
Thirdly, Rhodesia Railways used to own properties in Zimbabwe, Botswana and South Africa. The Rhodesia Railways assets were shared between successor railway entities, Zambia Railways Limited and National Railways of Zimbabwe.
The properties were being managed by a joint committee from both Zimbabwe and Zambia called the Higher Authority.
The Botswana line and properties as well as a few houses in Mafikeng, South Africa were thus disposed by the Higher Authority to the Botswana Government and sitting tenants respectively in the 1990s.
The mining rights in South Africa that were given to Rhodesia Railways by the late Cecil John Rhodes are jointly owned by NRZ, Zambia Railways and South Africa’s state mining entity called Africa Exploration Mining and Finance Corporation (AEMFC) at 33.33% shareholding apiece.
These are managed by an entity called Pan African Minerals Development Company (PAMDC). It should be noted that these are only mining rights excluding land ownership and that South African citizens have title deeds on the farms where the mining rights are sitting.
Lastly, it is correct that NRZ used to own houses in most Suburbs in cities like Bulawayo, Harare, Gweru among others.
However, it should be noted that these were disposed to sitting tenants, both before and after independence.
The last such massive employee empowerment programme through selling houses to sitting employee tenants having been done in the 1990s.
It is therefore not true that NRZ still retains ownership of all or most of the houses in these suburbs.

Clare Katiyo, the Services Administrator at Gokwe South District Hospital, faces serious allegations of misconduct and mismanagement. According to sources within the hospital, Clare Katiyo supposedly mishandled three hospital vehicles, leading to severe damages that required towing them back from service. It is claimed that she utilises political influence to dictate hospital operations, allegedly causing staff conflicts and even the resignation of a District Medical Officer.
Accusations against her include document forgery, misappropriation of funds intended for patient care, hindering essential medical equipment installations, and falsifying records of non-existent vehicles for financial gain. Sources told Pindula News that despite being found guilty of misconduct in two cases this year, determinations were allegedly overturned by ZANU-PF officials. A source said on condition of anonymity:

The first case involved forging documents and diverting funds intended for purchasing mealie meal for patients to buy drinks for a ZANU-PF gathering.
In the second case, she was overwhelmingly found guilty of gross misconduct, including refusing a South African donor’s installation of an autoclaving machine, being difficult to work with in the district health establishment (DHE), failing to adequately maintain vehicles, and submitting fake claims for ghost vehicles participating in programs (non-existent vehicles purportedly partaking in events, with funds collected). Gokwe South District Hospital's Administrator Accused Of Misconduct, Maladministration

Controversial political activist Sengezo Tshabangu, who claims to be the Secretary General of the Citizens Coalition for Change (CCC), has defended the mandatory two-day ideological training for mayors and local authority chairpersons at ZANU PF’s Herbert Chitepo School of Ideology in Harare.
The compulsory training programme has been condemned by human rights lawyers and civil society groups, who argue that this basic orientation training constitutes a serious violation of constitutional rights, including the rights to impartial and non-partisan administrative conduct, as well as freedom of assembly and association.
However, in an interview with <a href="https://cite.org.zw/tshabangu-backs-controversial-ideology-training-for-mayors-dismisses-recall-fears/">CITE</a>, Tshabangu asserted that the training is a positive initiative aimed at building the capacity of councillors and aligning local governance with national policies.
Tshabangu, known for unilaterally recalling scores of CCC MPs and Councilors, said he does not intend to recall those who boycotted the training. He said:

I can assure you that there are no plans for recalls, and we are focused on supporting our mayors and council chairpersons in their roles.
This training is part of the government’s efforts to enhance capacity building and align local governance with national policies.
Ultimately, this training enables mayors and council chairpersons to deliver improved services to our communities, aligning with national policies and upholding the principles of good governance for the benefit of our citizens.

Bulawayo Mayor David Coltart and his deputy Edwin Ndlovu did not attend, so the city’s Town Clerk and Finance Director attended in their place.

Tshabangu says the training is good for building skills and following national policies. He will not punish those who did not attend. Tshabangu Endorses ZANU PF's Mandatory Ideological Training For Mayors

ZANU PF spokesperson Christopher Mutsvangwa has urged local authorities to take the initiative in attracting businesses and capital to areas of their jurisdictions instead of solely relying on funding from the central government.
While appearing on a current affairs show on ZiFM Stereo, Mutsvangwa criticised councils, particularly those led by the opposition, for their perceived failure to draw investment. Said Mutsvangwa (via <a href="https://businesstimes.co.zw/mutsvangwa-lambasts-opposition-led-councils/">Business Times</a>):

Look, when people come to invest in a country, they don’t necessarily look at the president. Investment is done in a local authority. You want to put your factory in a specific location within a particular ward.
If the people who are running the cities cannot learn from what is being done in Mvurwi or Marondera by the tobacco farmers, it is because they are not, they shouldn’t be in those jobs in the first instance.

Mutsvangwa said that it required national government intervention to clean up Harare after the city council failed to take action.
The government invested millions in rehabilitating several major roads, including Mazoe Road and Harare Drive, in preparation for the recent SADC Summit. Said Mutsvangwa:

The president and his government intervened, they cleaned up Harare and look now, Harare is as good as can be and this is not going to be the end.

Mutsvangwa dismissed claims made by some opposition mayors that they have encountered difficulties in securing resources from the central government, including funding allocations from the Zimbabwe National Road Administration (ZINARA). He said:

These mayors who we are talking about, simply don’t know their job. They don’t know, they think that money comes from the central government.
No, money comes from the hard work of their own populations who are working in businesses where the mayors and councillors have attracted businessmen to those places.

Meanwhile, the majority of mayors, chairpersons, councillors and staff from the country’s 92 local authorities, among them Harare mayor Jacob Mafume, are currently undergoing training at ZANU PF’s Herbert Chitepo School of Ideology.

As reported by <a href="https://www.herald.co.zw/chitepo-school-of-ideology-empowers-mayors-chairpersons/">The Herald</a>, Herbert Chitepo School of Ideology principal, Munyaradzi Machacha, who is also the ZANU PF National Political Commissar, is conducting the training.
In his address during the basic orientation course, Local Government and Public Works Minister Daniel Garwe said:

The Ministry of Local Government and Public Works, through its mandate of monitoring, supervising, and capacitating local authorities in Zimbabwe conducts routine and custom-made training programmes for staff and policymakers in local authorities.
In this regard, the ministry will be rolling out a three-phased councillor induction program where mayors, chairpersons and councillors will be equipped for their role as stewards of their respective councils.
It is critical to note that during this process, the ministry notes the wide political dichotomy that exists among policymakers and staff as well as the narrow appreciation of basic but fundamental aspects of the nation’s history, identity and policy.

Mafume said that he fully subscribes to the nation’s founding ideology, which he believes is rooted in the aspiration for freedom for all. He said:

Mafume is a member of the opposition Citizens’ Coalition for Change (CCC) and was re-elected as the mayor of Harare following the 2023 general elections.
His re-election came after Sengezo Tshabangu controversially recalled his two predecessors, Ian Makone and Lovejoy Chitengu.
The Herbert Chitepo School of Ideology is named after Herbert Chitepo, a prominent nationalist and former chairperson of the Zimbabwe African National Union (ZANU).
The school focuses on topics such as patriotism, national security, and the history of Zimbabwe’s liberation struggle.

ZANU Political Commissar Trains CCC Councillors At Ideology School

Registered village heads from Nkayi in Matabeleland North Provinces have claimed that they have not received their allowances for over a year.
<a href="https://cite.org.zw/nkayi-village-heads-go-over-a-year-without-allowances/">CITE </a>reported sources as saying they were provided with NetOne sim cards in February, with the expectation that allowances would soon start being disbursed. Said one of the village heads:

We used to receive the allowance every month, but it has since stopped. During President Mugabe’s era, we earned around US$60.
When Emmerson Mnangagwa took over, the payments were converted to RTGS. Initially, when converted to USD, we received about US$7, but this amount gradually decreased to US$6, then US$5, and eventually to US$3, until the payments stopped altogether.
We were called to a meeting in Nkayi on February 15, where we were informed that the allowances would now be sent via One Money.
However, to date, we have not received any payments. When we inquire, we are told to wait, and that everything will be sorted out.
When we ask, we become targets, but how are we supposed to survive? We have families to support, and hunger is affecting us.
Nkayi has about 612 village heads, but you will find that those who are earning are just over 100.

The disgruntled village heads further alleged that the District Development Coordinator (DDC) informed them that the funds are now managed from Harare. Said a village head:

She said when we were receiving our payments regularly, the funds were managed from the Nkayi office. Now, the offices are in Harare.
When we try to raise these issues in the WhatsApp group, some village heads who are still receiving their allowances silence us.
</blockquote>
Contacted for a comment by CITE, the DDC Matilda Mlotshwa did not respond but later told the traditional leaders in their WhatsApp group that their position remains unchanged. She said:

Dear elders, we hear your complaints. The truth is, we are also trying as an office to ensure that everyone receives their dues. The problem is that it is now being done in Harare at the SSB.
When it was done here with us, you will agree that there were no such problems. We do not know what is happening there; many payslips came back with incorrect numbers, which is the current situation.
Slowly, people are getting their issues resolved. We hope that over time, everything will be sorted out.
Coming to the office does not help much because everything is done at the headquarters, which is beyond our control. We write and send the papers.
For now, let us be patient; it will be resolved. We apologize greatly, but the truth is that it will be resolved soon. Have a good day.

Village heads in Nkayi have not been paid their allowances for over a year. They used to get around US$60 a month, but now some are not getting anything. The payments are now managed from Harare, causing delays and confusion. The village heads are struggling to support their families and are hungry. Some village heads who are still getting paid are not speaking up for the others. The District Development Coordinator said they are trying to fix the problem, but it is taking time. The village heads are told to be patient and wait for their payments.

Nkayi Village Heads Go Over A Year Without Allowances

The Zimbabwe Lawyers for Human Rights (ZLHR) has written to the Ministry of Local Government and Public Works, urging it to cancel the basic orientation training for Mayors and Chairpersons scheduled for August 21 to 23, 2024.
ZLHR lawyer Harrison Nkomo, representing the Chitungwiza Residents Trust (CHITREST), wrote to the Ministry on Tuesday to verify the authenticity of a letter dated August 16 and signed by K. Ncube on behalf of the permanent secretary.
In the letter, CHITREST argued that this basic orientation training constitutes a serious violation of constitutional rights, including the rights to impartial and non-partisan administrative conduct, as well as freedom of assembly and association. A Statement issued by ZLHR on Tuesday reads:

On behalf of Chitungwiza Residents Trust, we have asked the Ministry of Local Government and Public Works to cease and desist from holding a so-called basic orientation training for Mayors and Chairpersons of local authorities scheduled to run for 2 days in Harare, which critics label as an indoctrination exercise.
The Ministry of Local Government and Public Works had on 16 August wrote an invitation letter to all Mayors and Chairpersons of all local authorities across the country inviting them to attend a two-day basic orientation training to be facilitated by the Chitepo School of Ideology, which is a ruling ZANU PF political party affiliated institution, in Harare from Wednesday 21 August 2024 to 23 August 2024.
The Ministry of Local Government and Public Works had justified the so-called basic orientation training as necessary to expose Mayors and Chairpersons of local authorities to the ideals of national security and patriotism as espoused by the Chitepo School of Ideology.
This incensed CHITREST, which on Tuesday wrote a letter to the Ministry of Local Government and Public Works seeking to confirm the authenticity of the letter and whether it had originated from the ministry.
In the letter written by Harrison Nkomo of the ZLHR to the Ministry of Local Government and Public Works and the Chitepo School of Ideology, CHITREST demanded that the two institutions should cease and desist from conducting the so-called basic orientation training.
CHITREST protested that the planned so-called basic orientation training offends several provisions of the Constitution and amounts to a grave violation of constitutional rights to impartial and non-partisan administrative conduct and the freedom of assembly and association.
The residents association said the contents of the invitation letter from Ministry of Local Government and Public Works to all Mayors and Chairpersons of local authorities were contrary to the spirit of the Constitution in several respects.

Harare residents have petitioned the Harare City Council (HCC) for clarification on the local authority’s purpose in conducting a Consultative Meeting on the Cluster Housing Policy Formulation.
The petition, initiated on August 18 and submitted on August 20, 2024, was put forth by the Ratepayers and Residents of Mount Pleasant, Groombridge, Arundel, Northwood, Vainona, Pomona—areas encompassing Wards 17 and 19—and nearby suburbs. Below is the petition in full:

We, the Ratepayers and Residents of Mount Pleasant, Groombridge, Arundel, Northwood, Vainona, Pomona (all forming parts of Wards 17 and 19), and the surrounding suburbs, submit as follows:
1.   Preliminary
The Harare City Council must explain why they are carrying out this Consultative Meeting as we are concerned that it is just a ‘tick-box’ exercise. 
In December 2023 <a class="corgi-1ns4ej6" href="https://www.suburban.co.zw/council-cluster-houses-policy-rejected/" rel="nofollow noopener noreferrer" target="_blank">https://www.suburban.co.zw/council-cluster-houses-policy-rejected/</a> HCC had a consultation meeting with residents of Wards 17 and 19 on their new cluster housing policy which the residents rejected on the grounds that HCC must first upgrade existing infrastructure including sewer, water and road infrastructures as well as social amenities, EG schools and clinics, to cater for an increasing population. 
However, we have observed that HCC has continued to approve many new cluster developments in Wards 17 and 19 without taking into account our previously expressed concerns. As residents, we are therefore suspicious that this is just another ‘tick-box’ exercise for HCC to be able to record that they have consulted with residents but they will just continue with the adoption and implementation of a policy which does not take into account our concerns. 
2.   Objections to Current HCC Cluster Development Policy:
There are rules and regulations as stipulated in the relevant statutes and legislations that need to be adhered to when public/government or private developers build new housing clusters, some of which are included in the Regional Town and Country Planning Act (RTCP Act), Chapter 29:12 of 1976; the Urban Councils Act (Chapter 29:15); the Housing and Building Act (Chapter 22:07). They interact with the other sector-specific statutes and legislation for roads, water, building bylaws etc.
As ratepayers and residents, we are concerned at the manner in which HCC has continued to recklessly approve densification and cluster developments with no guidelines and no concern for, or interests, on behalf of residents on the following grounds:
(a) Character of our suburbs – Our suburbs are low density suburbs. As ratepayers and residents we want them to remain low density. We don’t WANT to live in a high or medium density suburb and our views must be respected. HCC and the Government are aware that Harare is already overloaded, in all respects, but the solution is not to pile in more people onto existing antiquated and dilapidated infrastructure without upgrading it first.  At the rate COH is operating, it can take weeks, months, years to get a broken water pipe repaired never mind an upgrade on an entire sewer system.  Despite all this, it is unfair to force residents, who have invested a lot of money for the privileged of living in a quiet, low density suburb to live in a higher density suburb which will cause property devaluation.
HCC is aware that there are not enough amenities in the existing areas to hold a greater population. Perhaps the answer is to create a medium/high density, cluster home type residential area out of the current city towards the area of “The New City”.  
(b) Sewer lines – The existing sewer systems are not designed to cope with numbers beyond what they were designed to carry when built many years ago. HCC has not upgraded any current sewer lines in our neighborhoods and yet they have approved cluster home developments such as the one under construction at the corner of The Chase and Pendennis Roads where HCC has connected the development to the existing sewer line which was already not coping with the existing population. The result will be burst sewer lines, which has already happened in parts of the neighborhood, and this can cause catastrophic health issues, such as a cholera outbreak as this raw sewerage can leach into our underground water supplies which most residents rely on.
(c) No water   – HCC has not upgraded the water supply system, which is unable to cope with the existing population since its inception. HCC water supply to our neighborhood (and all over Harare), is erratic and some areas have not received water for over 20 years. The residents that are fortunate enough to receive HCC water receive erratic supply, perhaps only once or twice a month and, due to lack of efficient chemical treatments, the water may not be correctly treated at source which can result in disease outbreaks such as cholera and typhoid. Many of us have resorted to relying on our drying up boreholes (which are drying up due to the excessive amount of boreholes drilled in the suburbs), while others have resorted to begging for water from a neighbor or buying from bulk water delivery companies whilst still being billed by HCC for nonexistent water supply. 
(d) Boreholes – Boreholes are having to be re-bored to greater depths in order to reach the water below. More and more boreholes are drilled daily to replace the lack of water delivery from HCC.  In addition, HCC is giving out land to developers to build on wetlands, further destroying the water table and polluting our river systems.  Bulk water transporters are delivering vast quantities of water to residents all over Harare, thus destroying our water tables even further.
“If water is not extracted through a well in a sustainable manner, the water table may drop permanently. This is starting to be the case around the world. Some of the largest sources of groundwater are being depleted in India, China, and the United States to the point where they cannot be replenished. Groundwater depletion occurs when the rate of groundwater extraction through wells is higher than the rate of replenishment from precipitation.”

(e) Roads – our roads are congested enough as they are. Adding on further population will congest them even more, particularly when 10 cluster homes are built on a small acreage with 5 people living in each cluster home. This will add on an estimated 30 vehicles on that particular road, daily. 
(f)  Amenities – the existing amenities which were built many years ago in the low density areas, are already overloaded.  With an ever expanding population, the necessary amenities must also be developed such as schools and sports fields, hospitals, clinics, gyms, shopping centers open spaces, sports clubs (all with adequate parking), etc. etc.  This cannot be done when there is already no space.
(g) Noise pollution – the added number of people in the suburbs will increase the noise pollution from many aspects.
(h) Crime –  an increase in crime rate can result due to the increased population.
3.   Recommendations for HCC Cluster Development Policy 
    We recommend that HCC must include the following in the cluster development policy:
(a) Views of current ratepayers and residents – Preferably, respect the wishes of current residents who have paid a lot of money to live in a low density area and don’t build more clusters in the existing low density suburbs.  HCC must preferably, create an area out of the current city to house cluster developments and provide amenities and facilities to go with them. “Cluster housing” is just a term used to get away from what the obvious is which is Densification.
(b) Upgrade existing infrastructure – It is a basic human right for residents to be provided with water, sewerage, adequate schooling, electricity etc.
(c) Moratorium on approvals for cluster developments – HCC must put an immediate moratorium on approvals of new cluster developments until they have ungraded existing water, sewer and road infrastructure, as well as making provision for more social amenities such as schools and clinics. As we know, there are no more open spaces available for this.  
(d) Guidelines – In our view, HCC has been reckless in approvals for designs of cluster developments, including in Closes, on wetlands, and also developments above two stories which results in the privacy of neighbours being invaded. HCC must develop guidelines on the types of existing roads where clusters can be built. (E.g. a cluster should not be approved for development in a Close), on a wetland, or above 2 stories under any circumstances.  HCC should also stipulate the size of stand that can be densified e.g. we do not believe that a stand size of less than 5000m2 should be approved for cluster developments.  The number of houses in the cluster development must also be considered.
(e) Moratorium on change of use application – HCC must put an immediate moratorium on all change of use applications from residential to another use until order is brought to the current chaos and they have put in place Guidelines that also take the concerns and needs of current residents into account. 
(f)  Increased scrutiny of change of use application – As ratepayers and residents we are also concerned about how Council approves change of use applications. There does not appear to be any scrutiny or due diligence. The Council sub-committees just sit and recommend change of use applications, and the motions are then very quickly passed in the full Council with no in-depth discussions and scrutiny. This must change. 
(g) Change in advertisement of change of use applications – as ratepayers and residents we also request that every change of use application should not just be published in the Herald or another newspaper. We request that these are uploaded to an online accessible Council site as well as the WhatsApp forums of ratepayers and resident’s associations.

Harare residents want to know why the Council is having a meeting about cluster housing. They are worried that the Council is not listening to their concerns. They are concerned about things like too many houses, not enough water, and crowded roads. They want the Council to upgrade existing infrastructure before building more houses. They also want the Council to involve residents in decision-making and share information better. Residents are asking the Council to stop approving new cluster developments until these issues are resolved. They also want guidelines for building new clusters and more scrutiny of change of use applications.
