A Mandaza Bus Services coach travelling to Harare was completely destroyed by fire on Sunday morning after experiencing a mechanical fault.
In a statement, the Zimbabwe Republic Police (ZRP) reported that the incident occurred at the 195-kilometre mark along the Harare-Masvingo road at approximately 10 AM.
The bus was carrying 58 passengers, all of whom managed to escape without injury. The ZRP said:

The ZRP confirms a fire incident involving a Mandaza bus which occurred at the 195-kilometre peg along Harare-Masvingo road on 15/12/24 at around 1000 hours.
The bus which was travelling towards Harare with 58 passengers on board caught fire after developing a mechanical fault and was burnt to shell. All passengers escaped unhurt.

A Mandaza Bus going to Harare caught fire due to a problem with the engine. It happened on the road at around 10 AM. The bus had 58 passengers, but everyone got out safely. 58 Passengers Safe After Mandaza Bus Catches Fire

A fire extensively damaged the Zimbabwe National Army (ZNA) headquarters in Harare in the early hours of Sunday morning.
ZNA spokesperson Colonel Alphios Makotore reported that no injuries occurred during the blaze at the army complex located at Josiah Magama Tongogara Barracks, formerly known as KG6. <a href="https://www.zimlive.com/early-morning-fire-at-zimbabwe-army-headquarters-causes-extensive-damage/">He said</a>:

The incident occurred in the early hours of December 15, 2024, at around 2:50 AM. Firefighters were dispatched and managed to contain the blaze. There were no reported casualties at the barracks.
Investigations into the cause of the fire will soon be launched. The ZNA will continue giving updates as more information becomes available.

George Charamba, the Deputy Chief Secretary-Presidential Communications, writing on X, said “damage to buildings and other valuable property was extensive.” He wrote:

Major Fire At Zimbabwe National Army Headquarters

The Zimbabwe Revenue Authority (ZIMRA) has announced that effective January 1, 2025, insurance companies must verify a valid tax clearance certificate before issuing vehicle insurance to public transport operators. This requirement is part of the Finance Act No. 2 of 2024.
The regulation applies to vehicles registered under the Road Motor Transportation Act for both goods and passenger transport.
ZIMRA urged insurance companies to comply with this regulation and to assist operators in obtaining the necessary tax clearance certificates. 
A letter dated 06 December 2024, addressed to the Commissioner of the Insurance and Pensions Commission, by ZIMRA’s Acting Commissioner, Domestic Taxes, M. Chinanayi, reads:

RE: PRODUCTION OF VALID TAX CLEARANCE CERTIFICATES BEFORE INSURANCE OF VEHICLES UPON LICENCING – FINANCE ACT No. 2 OF 2024
Reference is made to the Finance Act. No. 2 of 2024 which was gazetted on 25 October 2024 and which amended the Income Tax Act [Chapter 23:06] by introducing new requirements that insurance companies need to comply with.
Please be advised that in terms of section 80A of the Income Tax Act, insurance companies are now required to ensure that effective 1 January 2025, no public transport operators are issued with vehicle insurance unless they produce a valid tax clearance certificate. The section reads:
“(5) Notwithstanding anything contained in the Road Motor Transportation Act [Chapter 13:15] and Insurance Act, the following persons who are certified, registered or licensed to operate the business of the omnibus or taxicab for the carriage of goods or passengers for hire or reward, in whose name the goods vehicle, omnibus or taxicab is or is required to be registered in terms of the Road Motor Transportation Act [Chapter 13:15] and Insurance Act shall not be certified, registered or licensed by ZINARA nor be eligible for vehicle insurance unless (at the time the certification, registration or licensing of the person concerned is effected or renewed) there is produced to the certifying, registering or licensing authority under the Act concerned a tax clearance certificate valid no earlier than thirty days before its production.”

ZIMRA says from 2025, public transport operators need a tax clearance certificate to get vehicle insurance. This is a new rule under a law passed in 2024. ZIMRA To Enforce Tax Clearance Certificate Requirement For Public Transport Operators

The Zimbabwean government has urged Members of Parliament (MPs), councillors, and business leaders to assist in the transportation of food aid to rural areas facing severe poverty.
During a Senate session on Thursday, Ziyambi Ziyambi, the Minister of Justice, Legal, and Parliamentary Affairs, said that the government is struggling to transport food from the Mashonaland provinces to areas in need.
Senator Sithabisiwe Moyo raised concerns during the session about the delays in food distribution. Said Moyo:

We heard that people will be given food, and food will be distributed to everyone throughout Zimbabwe, especially in rural areas.
People are not getting food in rural areas. The question is when is food going to be made available?

In response, Ziyambi acknowledged the logistical challenges involved in transporting food to distribution depots. He said:

The government had said that food would be delivered to the wards. Madam President, the challenge is that most of our food is being cultivated in Mashonaland West, Mashonaland Central, and Mashonaland East. The movement and transference of food to the depots are the main challenges.
We are facing a drought, and there might be challenges in transporting food to different communities.
Members of Parliament, councillors, and businesspeople should intervene so that food cascades down to the communities. Then we will be able to overcome this drought season.

Government Appeals For Help In Transporting Food Aid

Finance Minister Mthuli Ncube has admitted that Zimbabwe’s mounting debt crisis is severely undermining efforts to stabilise the economy.
Speaking in Harare this week, Ncube said that the country’s ballooning debt, stagnant revenues, and shrinking fiscal space were the major issues.
Zimbabwe’s public debt has surged to over US$21 billion, nearly 90% of the country’s GDP. Major creditors include the World Bank, the African Development Bank, the Paris Club, and the non-Paris Club. Said Ncube (via <a href="https://businesstimes.co.zw/debt-crisis-chokes-mthuli/">Business Times</a>):
<blockquote>
If there is anything that keeps me awake at night as the Finance Minister it’s this debt crisis. The issue of debt is critical and albatross that we need to remove from our necks so that the economy can move forward. This issue occupies me for the most of my time [and it’s taking a toll on me].
What is more worrisome to me is that Zimbabwe’s average growth of around 6% is way lower than the interest rates growth.
This means that our debt will continue to be increasing. That’s why we have to restructure our debt to ensure that the debt does not accumulate.
</blockquote>
The country’s growing debt burden limits the government’s ability to fund public services and stifles economic growth prospects.
To tackle the crisis, Ncube revealed plans to divest from underperforming State-Owned Enterprises (SOEs) to raise funds for debt repayment.
The Zimbabwean government has also engaged with international financiers through a high-level dialogue platform led by African Development Bank (AfDB) President Dr Akinwumi Adesina and former Mozambican President Joaquim Chissano.
However, these initiatives have faced challenges due to delays in implementing essential governance reforms, which are crucial for the arrears clearance and debt resolution agenda.

Zimbabwe's Mounting Debt Crisis Is A Barrier To Economic Recovery, Says Mthuli Ncube

The Death Penalty Abolition Bill has successfully passed through the Senate and is now awaiting President Emmerson Mnangagwa’s approval to become law, reported <a href="https://www.newzimbabwe.com/death-penalty-abolition-bill-sails-through-senate/">NewZimbabwe.com</a>.
The last execution in Zimbabwe occurred nearly two decades ago, in 2005, and currently, there are over 60 prisoners on death row.
Mnangagwa has publicly opposed capital punishment, sharing his own experience of having a death sentence commuted to 10 years in prison for a crime committed during the 1960s.
After a lengthy debate in the Senate, the Bill was read for the second time with minimal amendments and subsequently read for the third time without any further changes before being passed.
Before the Senate’s approval, Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi warned members about the sensitivity of the issue. He said:

I stand before this House to seek the abolition of the death penalty. The deliberation will be emotional.
Not of this or that other human being but as part of human beings whose crimes are such of a heinous nature that our society is called to legislate that they must die if found guilty by the court of law.
Almost all cultures in Zimbabwe have marked out certain crimes to be deserving capital punishment. Our indigenous culture had less problems and messier than any foreign culture. The deserving of death has been perceived to be inhuman.
Culturally and historically, before colonisers came to our country, we had no death penalty. In vernacular, we would say “Mushonga wengozi kuiripa, kwete kuuraya”.
Our culture does not allow us to kill someone because they have murdered someone. In Shona we would say, “Ngozi inoripwa”. That is the point that I am trying to put across Mr. President.
Can the death penalty actually deter crimes or not? Also, let us not forget that the death penalty is irreversible.

Senator Sukai Tongogara described the death penalty abolition as a “landmark piece of legislation” aimed at fundamentally transforming Zimbabwe’s criminal justice system.
She said the Bill reflects a global trend toward abolishing capital punishment and highlighted the responsibility of legislators to uphold justice and human dignity.
Tongogara noted that 112 countries have abolished the death penalty for all crimes, with 142 being abolitionist in law or practice.
By adopting this Bill, she argued, Zimbabwe would reinforce its commitment to human rights and position itself as a progressive nation.
However, Senator Linda Sibanda shared her personal connection to the death penalty abolition.
She revealed that her cousin, Hilary Muleya, had recently been murdered, and the perpetrator remains unknown.
Sibanda, who will soon attend her cousin’s funeral, conveyed her pain at the thought of sparing a murderer who shows no remorse for their actions, particularly towards vulnerable people. She said:

It is so painful to just spare a murderer who does not even show any remorse to a helpless young lady on the streets who just knocked off from work.

One senator said it will transform Zimbabwe's justice system. Another senator shared a personal story about a murder in her family. The Bill reflects a global trend to end the death penalty. Some senators worry about letting murderers go free. It is now up to the President to make it a law.

Zimbabwe Senate Approves Death Penalty Abolition Bill

Harare Mayor Jacob Mafume said that the local authority has suspended the licensing of service stations and will soon consult with the Environmental Management Agency (EMA) and the Zimbabwe Energy Regulatory Authority (ZERA) on the issue.
This decision follows complaints from residents concerning the proliferation of service stations in the city, particularly in residential areas.
Many residents suspect that corruption among officials has played a role in the approval of numerous service stations.
In an interview with <a href="https://businesstimes.co.zw/war-over-service-stations/">Business Times</a>, Mafume confirmed that the local authority has halted the issuance of permits for the construction of fuel service stations. He said:
<blockquote>
We have ordered that they stop giving any permits for a service station until a meeting is held with EMA, ZERA and the council so that we understand what is going on.
We are going to write a letter to stakeholders through our parent ministry for them to come on board and discuss the process involved.
</blockquote>
Despite widespread disapproval from councillors and Mayor Mafume’s recent stance, acting Director of Town Planning Samuel Nyabeza said that the proliferation of service stations is not problematic.
He claimed that the process is transparent and essential for the local authority’s revenue generation. Said Nyabeza:
<blockquote>
We consult experts and neighbours and decisions are made with full council endorsement.
The vehicle population in the city is increasing daily. We now have around 1.5 million vehicles in Harare compared to less than a million five years ago. The proliferation of service stations is simply a matter of supply meeting demand.
A decision is made which is endorsed by full council then a payment is granted with several conditions. But before the service station is built, before building plans for service stations are submitted, we will require that the applicant goes to EMA to apply for an environmental impact assessment approval.
Before they grant the certificate, they invite stakeholders around that area to a meeting to hear their views.
They do thorough interrogations about the safety, about the issues pertaining to underground water, safety of the neighbours, safety of the public before they grant the EIA certificate.
Then they will now be able to start submission of building plans.
</blockquote>
However, Precious Shumba, Director of the Harare Residents Trust, told Business Times that many service stations are being established in residential areas, wetlands, and hazardous locations near intersections, indicating that corruption may be influencing these decisions. He said:
<blockquote>
There is a lot of corruption in the local authorities and there is also a lack of monitoring by EMA.
We expect the Regional Town and Country Planning Act to be implemented fully. However, most service stations are being established in residential areas, wetlands, and hazardous locations near intersections.
This poses serious challenges in emergencies such as fire outbreaks or unforeseen leaks that could pollute the environment.
So this is caused by massive corruption involving councillors and technocrats within local authorities.
The weakness we have also noted is the issue of environmental impact assessments that are undertaken by the owners of the service stations and they always come out with a positive report which disregards environmental protection.

Harare City Council Suspends Licensing Of Fuel Service Stations

Former Gokwe-Nembudziya MP Mayor Justice Wadyajena (ZANU PF) has been shortlisted for public interviews next Thursday to select new commissioners for the Zimbabwe Anti-Corruption Commission (ZACC).
Parliament has published the names of 47 shortlisted candidates, with several affiliated with ZANU PF.
Among those set for interviews are Tongai Matutu, Gabriel Chaibva (a frequent interviewee), and former ZANU PF MPs Berita Chikwama, Zalerah Makari, and Kindness Paradza. Former ZEC commissioner Qhubani Moyo is also in the running.
Parliament received a total of 145 nominations for potential appointments to ZACC.
The vacancies arose due to the expiration of terms for all sitting officers this year.
Every five years, the Committee on Standing Rules and Orders selects and submits 12 nominees to the President, who appoints eight to the commission. The President also consults the committee to select the chairperson.
The terms for the eight ordinary members sworn in 2019 ended, prompting the new round of nominations advertised in August.
ZACC chairperson Michael Reza’s term is unaffected, as he was appointed in March this year to replace Justice Loice Mutanda-Moyo, now the Prosecutor General.

Former MP Mayor Justice Wadyajena is being considered for a role in the Zimbabwe Anti-Corruption Commission (ZACC). There are 47 people being interviewed for this role, some from the ZANU PF party. The current commissioners' terms have ended, so new people need to be selected. The President appoints 8 people and selects a chairperson based on recommendations from the Committee on Standing Rules and Orders. This process is done every five years. The chairperson of ZACC, Michael Reza, will not change as his term is still ongoing.

Wadyajena Among Candidates For ZACC Commissioner Role

Citizens should prioritise their safety when filming in public spaces, according to Zenzele Ndebele, Director of the Centre for Innovation and Technology (CITE).
His remarks follow the arrest of several people in Bulawayo this week for recording police officers during a crackdown on mushikashika and unlicensed commuter omnibuses.
Speaking on This Morning on Asakhe, a CITE X-Spaces current affairs programme, Ndebele advised citizens to avoid interfering with emergency personnel. He said:
<blockquote>
People should know that, generally, to practice as a journalist, you need to be accredited. While you can still practice without accreditation, you won’t have access to official information.
However, since everyone has a cellphone, and according to the Zimbabwe Media Commission guidelines, any Zimbabwean can register as a journalist.
With phones, people can record events, but there are areas protected by laws like the Official Secrecy Act that citizens may not be aware of.
When filming or taking pictures, you should not obstruct first responders such as the police or fire brigade. By doing so, you not only endanger them but also yourself.
It’s acceptable to use cameras to expose wrongdoing, such as cases where police overuse force or beat civilians. Such footage can serve as evidence against abuses of power.
</blockquote>
Ndebele warned that filming police activities could result in legal charges, including criminal nuisance. He said:
<blockquote>
If you’re arrested for filming the police, you may face charges of criminal nuisance. This puts your family under financial strain as they’ll have to hire a lawyer. Is it worth it?
If the police are chasing a suspect, give them space to do their work. Citizens need to remain aware of the risks and act responsibly.
Citizens must not endanger their lives just for a picture. Unfortunately, Zimbabwe has a system where accountability is lacking.
Many cases of police shootings go unresolved, with no consequences for those responsible.

Citizens Urged To Prioritise Safety When Filming In Public Spaces

Time Bank of Zimbabwe (Time Bank) has offered a US$3.5 billion compensation package to Zimbabwe’s liberation war veterans as part of its broader US$38 billion syndicated loan proposal to the government, reported <a href="https://www.theindependent.co.zw/local-news/article/200036183/time-bank-offers-war-vets-us35bn">Zimbabwe Independent</a>.
The US$38 billion proposal aims to cover Zimbabwe’s sovereign debt obligations to key creditors, including compensation to various groups such as previous farm owners.
In October, the veterans wrote to Time Bank, requesting inclusion in the pay-outs, citing their contributions during the liberation struggle.
Recently, the bank announced it had agreed to the war veterans’ demands. However, the inclusion is conditional: the veterans must support the bank’s broader initiative to compensate other listed beneficiaries.
These beneficiaries include pensioners, depositors, ex-farm workers, and recipients of the social welfare fund, among others. The bank said:
<blockquote>
An additional compensation of about US$3,2 billion will be paid for the land by donors without obligations to the government, and Time Bank will assist PFOs (previous farm owners) raise such donations.
Compensations to the first group of indigenous Zimbabweans hereinafter referred to as the first group of people or their representatives in terms of Section 295 (1) of the Constitution of Zimbabwe for their land which was acquired by the State without compensation before 1980.
This amount will be paid to organisations that benefit many people, namely, Social Welfare Fund of US$3 billion for ordinary people, Veterans of Liberation Struggle Compensation Fund of US$3,5 billion, Venture Capital Fund of US$2,5 billion, Financial Inclusion Fund of Other Groups US$1 billion, (among others).

The newly established US$3.5 billion fund for war veterans will be sourced from the previously proposed US$4.5 billion Financial Inclusion Fund.

Time Bank in Zimbabwe is offering US$3.5 billion to war veterans. This is part of a bigger plan to pay off US$38 billion in debts to different groups. The veterans asked to be included in the compensation, and the bank agreed as long as they support the whole plan. Other beneficiaries include pensioners, depositors, and ex-farm workers. The money will come from a fund called the Financial Inclusion Fund. The veterans are getting a big chunk of the money and must support the bank's plan to get it.

Time Bank Offers US$3.5 Billion Compensation Package For War Veterans

Phelekezela Report Mphoko, a prominent figure in Zimbabwe’s liberation struggle and former co-vice president from June 2014 to November 2017 passed away in India at the age of 84 after a prolonged illness.
His death came amid ongoing family tensions and divisions that may persist long after his passing.
Mphoko is survived by his wife, Laurinda (originally from Mozambique), and three children: Sikhumbuzo, Siqokoqela, and Siduduzo, along with several grandchildren.
According to The NewsHawks, Mphoko’s family has experienced discord, particularly between Mphoko and his son, Siqokoqela, who reportedly feels estranged from both his father and mother, as well as his two sisters.
The family conflict appears to stem from issues related to parentage, business dealings, and financial disputes, leading to a history of infighting.
Siqokoqela no longer believes Laurinda is his mother. His father said she is, but she says he has discovered she is not.
Tensions escalated during Mphoko’s vice presidency, particularly over the Choppies supermarket chain, which resulted in legal troubles for Siqokoqela and his wife, Nomagugu, who faced charges of fraud and extortion in 2018.
Although these charges were later withdrawn, the family continued to battle over control of Choppies and associated finances.
In a separate legal matter, Siqokoqela was arrested last year on charges of rape involving a minor relative, as well as for escaping lawful custody.
He pleaded not guilty but was convicted on all counts, receiving a 20-year prison sentence, which was later overturned on appeal.

An “inspection in loco” is a legal term meaning an inspection or examination conducted on-site, at the actual location relevant to a case or dispute.
This allows the magistrate or legal officials to directly observe and gather evidence from the physical location.
Mahaso said that the inspection would take place at both locations this Thursday.
The former First Family’s lawyer, Kudzanai Gombiro, confirmed the determination made at the Chinhoyi Magistrates Court on Wednesday. Said Gombiro:

Yes, Manongovere requested to show the court places where Mugabe family members are buried in Zvimba and a place they wanted him buried at Heroes Acre and the request was granted by the magistrate. We are going to the two places tomorrow.

Manongovere took Grace Mugabe, Mugabe’s widow, to Chief Zvimba’s traditional court, asserting that Mugabe was not buried according to their tradition and should be reburied at the National Heroes Acre.
Chief Zvimba ordered Grace to exhume Mugabe’s remains from their Kutama homestead and rebury them at the National Heroes Acre, where a mausoleum had been constructed.
The traditional leader found Grace guilty of violating tradition by burying Mugabe at his homestead.
In September 2021, a magistrate court confirmed Chief Zvimba’s ruling, despite Mugabe’s children arguing that the chief acted outside his jurisdiction.
Grace was ordered to facilitate the exhumation and fined five cows and two goats.
Mugabe died in September 2019 at age 95 and was buried at Kutama. There were attempts by President Emmerson Mnangagwa’s administration to have him interred at the National Heroes Acre in Harare.
This resulted in a stand-off between the government and Mugabe’s family that lasted nearly three weeks.

Victoria Falls residents gathered at Chinotimba Hall on Sunday to discuss the recent suspension of Town Clerk Ronnie Dube, who faces corruption allegations, reported <a href="https://vicfallslive.co.zw/victoria-falls-residents-demand-comprehensive-investigation-into-council-administration/">VicFallsLive</a>.
The meeting, convened by the Victoria Falls Combined Residents Association, revealed mixed feelings among the attendees.
Kelvin Moyo, the association’s representative, presented feedback to residents on their initial request to the mayor to suspend Dube over allegations of corruption, particularly related to land deals and contracts.
Moyo co-chaired the meeting with Herbert Ncube, chairperson of the Hwange Residents Association, who also believed that Dube should be removed from his position.
While some residents supported the suspension, others argued that Dube should not be prosecuted alone.
They contended that if Dube was involved in corrupt activities, other council officials must have been aware of and possibly involved in the crimes. A resident said:

However, not everyone agreed that the entire council should be investigated. A local business owner felt that Dube should be held accountable for his actions. Said the enterprenuer:

While I agree that corruption is a systemic problem, we cannot ignore the fact that Dube has been at the centre of these allegations. Inhlanzi iqala ukubola ekhanda… (A fish starts rotting from the head.) He should be investigated and prosecuted if found guilty.

Despite differing opinions, residents unanimously agreed that Dube’s suspension was necessary to pave the way for investigations.
They also vowed to stage a peaceful demonstration to ensure that Dube does not report to work until the investigations are completed.
Dube was suspended last Monday by Mayor Councillor Prince Thuso Moyo following allegations of corruption and abuse of office. Councillors formally endorsed the suspension in a full council meeting the next day.
The suspension was initially set for 14 days, after which a decision would be made based on the findings of an ongoing investigation into the allegations, as stated by Cllr Moyo.
The Mayor said he had received multiple complaints and allegations concerning Dube’s involvement in the illegal allocation of land, which led to the suspension.
However, on 06 December, the Minister of Local Government and Public Works, Daniel Garwe, ordered Cllr Moyo to reverse Dube’s suspension with immediate effect.

The late former vice president Phekelezela Mphoko is likely to be buried at his plot in Douglasdale, Bulawayo, despite being declared a national hero.
Mphoko, who died at age 84 in India while receiving treatment for an undisclosed ailment, was immediately declared a national hero by the government, paving the way for his interment at the National Heroes Acre in Harare.
Many of the country’s independence war figures are buried at the National Heroes Acre. However, Mphoko may be buried at his plot in Douglasdale, Bulawayo, according to his family’s wishes.
Mphoko’s former boss, Robert Mugabe, was buried at his rural home in Kutama per his wishes. Mphoko reportedly left instructions to his family that he does not want to be buried at the Heroes Acre.
Family spokesman Ndaba Mphoko confirmed to <a href="https://www.zimlive.com/mphokos-wish-was-to-be-buried-at-his-plot-in-bulawayo-family/">ZimLive</a> that his brother would be buried at his plot about 10km south-east of Bulawayo.
Ndaba Mphoko said he could not speak authoritatively over the former VP’s repatriation plans from India, as the government declaring him a national hero meant that the duty of bringing his remains home and subsequent burial was now a “dual responsibility between the government and the family.”
He said the family is currently looking to the government to take the lead.
Regarding the burial location, he confirmed the family wants him buried at his plot “as per his wishes.”
Ndaba Mphoko said the government had been informed of Mphoko’s wishes to be buried at his plot in Douglasdale, Bulawayo. He said:

We will perhaps formally submit some written communication to the government to confirm that there was such arrangement in place prior to his passing.

Ndaba Mphoko said he was not aware of any reasons why his brother chose to be buried elsewhere other than the national shrine.
The late Mphoko, who was the country’s vice president between 2014 and 2017, is the latest liberation war hero to choose not to be buried at the National Heroes Acre, a cemetery largely occupied by veterans of the 1980s independence war.
Mugabe, who presided over many burials at the cemetery, also chose not to be buried at the National Heroes Acre. Mugabe was buried at his rural home in Kutama.
Other notable figures who chose not to be buried at the national shrine include the late former Matabeleland North governor Welshman Mabhena, who preferred not to be buried there, and Dumiso Dabengwa, a former government minister who later became an opposition politician, who chose to be buried at his Ntabazinduna home.
The late former PF ZAPU stalwart and ex-minister Tshinga Dube, as well as former minister Edgar Tekere, also rejected burial at the National Heroes Acre before they died but were ultimately buried there by the government.
Many liberation war heroes who have chosen not to be buried at the national shrine have felt ostracized by the country’s leaders.

He said from April to September 2024, the City Council recorded only US$100 from tuckshops located in residential areas.
The paltry revenue collected from tuckshops raises suspicions of massive corruption within the council, given that almost every street in high-density residential areas has several tuckshops. Said Guni:

The revenue from tuckshops in residential areas is collected by our market officers, who go around to gather these funds.
If we collect as little as US$100, it indicates a failure on the part of those designated to collect the funds.
This level of performance is concerning, given the number of tuckshops around the city.

I would not confirm that the City Council owns tuckshops but it licenses privately owned tuckshops but what it owns are commercial buildings that are available for rental to the public.
The City made a resolution to collect tuckshop fees from those we see in our residential areas as long as they are compliant with the building inspectorate laws.
That figure does not mean nothing came but it is a percentage of a huge figure. What it means is that we are getting very low income.

Chamisa appeared before the commission on Monday after CCC councillor Blessing Duma accused him of instructing the City to fast-track the regularization of settlements in Harare.
In a post on X, Chamisa said he attended the inquiry out of courtesy and as an officer of the Court and Justice. Below is his statement in full:

1/ On Monday, I was requested to testify before (Rtd) Justice Maphosa Cheda at the Harare City Commission inquiry, a forum set up by Mr Mnangagwa.
2/ I have reservations about the foundation of the Commission. However, out of courtesy, and being an officer of the Court and Justice, I obliged.
3/ The Commission sought my response to claims purportedly made by a councillor mentioning my name in connection with the so-called “regularisation process” of the Harare City Council.
4/ I made it unequivocally clear: I have no locus to comment on local authority issues. I am neither a councillor, mayor, local government official, nor part of central government. Urban councils are statutory bodies governed by the Urban Councils Act. Decisions arise from council committees or full council motions—not external actors or political parties.
5/ An audio was played at the hearing, said to be of the councillor referring to me as a leader of a party. Its amateurish presentation, played from a phone, raised questions about its authenticity and veracity. Yet, I responded to avoid embarrassing the commission. For the record, I would not recognise the named councillor if we met face to face. The voice on the audio also mentioned Mr Mnangagwa. I pointed out that if my presence was deemed necessary, based merely on this audio, then the same courtesy should surely be extended to Mr Mnangagwa, whose name was also mentioned.
6/ The principle is clear: he who alleges must prove. It is unjust to summon private individuals based on unsubstantiated claims. The law demands evidence, not speculative accusations.
7/ I wish to state the following for the record; as a human rights defender, a justice champion and a consummate constitutionalist, I strongly condemn the destruction of people’s homes. Using bulldozers to erase lives and livelihoods is criminal, sadistic and inhumane. This is not justice; it is evidence a systemic leadership failure and a mockery of human rights.
8/ This is not the first time a commission has been used as a diversion from addressing real issues. In 2018, Mr. Mnangagwa established the Motlanthe Commission following disputed General Elections. I was summoned before the commission over a matter entirely unrelated to me. Now in 2023, the same pattern is repeated, where I am once again being drawn into issues far beyond my purview.
9/ This governance crisis cannot be resolved by malicious intent and unwarranted targeting of innocent individuals through commissions. It requires genuine accountability and action to address the root causes.
10/ Corruption, maladministration, and bad governance are eroding our towns, cities, and country. These cancers must be rooted out. Local governance has become a theatre of incompetence and impunity. It is a crisis compounded by a small grouping that weaponises inquiries to distract from its dire failures. It is time to hold accountable those truly responsible for this decay.

What I am aware of, though, is that people’s houses were being destroyed and I had difficulties appreciating and understanding why a whole council would destroy people’s houses when they, in the first instance, had allowed people to construct those houses.
I take umbrage and great exception to people who then choose to undermine the rights of others in terms of the Constitution.
Naturally, I would have issues with any kind of disposition where people’s houses are destroyed. But as regards processes within the council, I am not a councillor, not a mayor, not even a council official.
In terms of the Urban Councils Act, there is no way individual citizens can actually have authority over the processes of council.
Because the council is a creature of statutes and council is a product of the law. Anything that happens within the council is governed by statutes, laws and procedures within that council.

Chamisa also said he has no control over the councillors and urged the Commission to hold accountable all those who have acted inappropriately. He said:

We are governed by the electorate. We are governed by the statutes. We are governed by the Urban Councils Act and on that score, then it becomes very difficult to bring to account, especially our councillors.
I just hope that the commission will appreciate that delinquent characters must, you know, account for their delinquency and name-throwing. There are many people who rape in the name of leaders.

Chamisa rejected the claims made by Duma, saying he did not even know who Duma was. He said:

I would never address a few people like a few councillors that have been mentioned. If I were to address, I would address maybe the entirety of the people.
I am sure the commission within the realm of due diligence was to adduce evidence from him where I say that. Either, voice or written or whatever, because there is always evidence that is supposed to back a claim.
It is another point I have been asked. If you were to show me I would not know him. I have over 2 000 councillors.
If I were to see him I would not know him. There are 2 000 councillors who were under the CCC ticket. I don’t know who is who. I would not know. There’s no reason for me to even address an individual councillor on any matter.

Chamisa Denies Involvement In Harare City Council Corrupt Land Deals

Zimbabwe’s industrial power users, including mining companies, have secured US$250 million from the African Export-Import Bank to build floating solar panels at Lake Kariba, the world’s largest man-made lake.
According to <a href="https://www.bnnbloomberg.ca/investing/commodities/2024/12/09/zimbabwe-power-users-raise-250-million-for-solar-plan/">Bloomberg</a>, the Intensive Energy User Group made up of mining companies including a former local unit of Rio Tinto and Mimosa, plans a 250-megawatt solar plant with the potential to expand to 1 gigawatt of solar capacity.
The plant is expected to be implemented within 18 months.
Edward Cross, the IEUG chairman, said that the group received “oversubscribed” interest for financing.
Zimbabwe is currently facing severe power shortages due to drought, with the Kariba Dam generating only 125 megawatts (around 11% of its capacity) due to low water levels.
IEUG holds a retail supply licence and a 20-year transmission agreement to connect to the national grid.
In a statement posted X, Afreximbank said that the project will integrate solar energy with existing hydropower infrastructure boosting Zimbabwe’s renewable energy capacity and ensuring reliable power. Reads the post:

Bulawayo councillors have raised growing concerns about the safety of food products sold in tuckshops, following reports of food poisoning incidents in neighbouring South Africa.
Several cases of food poisoning in South Africa have been linked to Spaza shops, particularly in Gauteng, where over 20 children have died after consuming contaminated food allegedly bought from these informal township shops.
This has led the South African government to declare the situation a national disaster.
During a recent Full Council Meeting, Ward 28 Councillor Ntandoyenkosi Ndlovu said that many of the food products sold in Bulawayo are imported from South Africa, which has raised fears about the safety and quality of the items being sold locally. Said Ndlovu:

In South Africa, this issue has become a public health emergency. They have recorded a high number of deaths of children caused by food they buy from spaza shops.
We are worried as a city because we know that most of the stuff that we sell in these grocery shops and tuck shops are products that we buy from the neighbouring country.

A member of the Health, Housing and Education Committee, Ward 2 Cllr Rendani Moyo, allayed the fears, saying there is adequate enforcement of the law to regulate the sale of foodstuffs in the city. Said Moyo:

We are making concerted and frantic efforts to make sure there is adequate enforcement of the law to regulate the activities at these locations. We also have environmental health personnel to inspect all outlets to ensure that operations are above board.
If you are a food handler there are rules and regulations you must abide by. Even in the operations of buying and selling groceries and food products, there are specifications that regulate all those who operate in the city.
While South Africa is one of our biggest trading partners as a city, we need to be on high alert to make sure all operations are above board.

Bulawayo Councillors Concerned Over Food Safety After South Africa Poisoning Deaths

The Zimbabwe Republic Police (ZRP) has released the names of five of the seven victims of the Inter Africa Bus accident which occurred at the 330-kilometre peg along Harare-Bulawayo Road on Sunday morning.
Police said the bus, which had 43 passengers on board, rammed into the back of a stationary Freightliner truck with no passengers on board at around 3:30 AM.
Seven people died on the spot while 22 others were injured. Of the 22 victims who were injured, six were treated and discharged and 16 others were admitted at Gweru Provincial Hospital.
The victims are Mutanga Brian, a male adult of Bocha, Marange, Manyise Madubeko (45), a male adult of 4th Street, Bulawayo, Ncube Sinqobile (43), a female adult of Xanti Village, Esigodini, Muchemwa Matienga (62), a male adult of Lasper Road, Harrisvale, Bulawayo and Mafukidze Edmen Collin (39), a male adult of Overspill Epworth.
The other two victims were yet to be identified by their next of kin.
Commissioner Paul Nyathi confirmed another road traffic accident which occurred on Sunday at around 1:30 AM at the 72-kilometre peg along Harare-Wedza Road.
The driver of a Nissan pick-up vehicle was killed while the passenger was injured when the vehicle veered off the road before hitting a stationary Scania truck with three passengers on board. Said Nyathi:

The body of the victim was taken to Marondera Provincial Hospital for post mortem while the injured person is admitted at the same hospital.
The Zimbabwe Republic Police implores motorists to exercise caution and be alert on the roads, especially when driving early in the morning or during the night.

The police shared names of 5 out of 7 people who died in a bus crash. The bus crashed into a truck early in the morning. 22 people were injured, with 16 still in the hospital. Some victims' names are Brian, Madubeko, Sinqobile, Matienga, and Edmen. Two victims are not identified yet. There was another crash that killed the pickup driver and injured the passenger. ZRP Releases Names Of Victims In Sunday’s Inter Africa Bus Accident

Residents of Victoria Falls have vowed to prevent Town Clerk Ronnie Dube from returning to office, despite Local Government and Public Works Minister Daniel Garwe’s decision to overturn Dube’s suspension by Mayor Prince Tuso Moyo.
Moyo had suspended Dube over allegations of corruption related to land deals and contracts, but Garwe nullified the suspension.
Speaking at Chinotimba Hall, where hundreds of residents, including war veterans and members of the Hwange Residents Association, had gathered, Kelvin Moyo, chairperson of the Victoria Falls Combined Residents Association, insisted that Dube should remain suspended until the investigations into the allegations are concluded. Said Moyo (via <a href="https://vicfallslive.co.zw/victoria-falls-residents-vow-to-bar-town-clerk-from-office-despite-ministers-intervention/">VicFallsLive</a>):

The reason why we were here was to give the residents feedback that they had initially asked us to write to the mayor to say he should suspend the Town Clerk Ronnie Dube on the allegations.
People have resolved, after receiving feedback, that the letter written by the minister regarding the rescinding of their decision should be set aside. This letter was a resolution.
The section raised by the minister can only be invoked when he is protecting the interests of the residents. However, in this case, the interests of the residents are well known to us.
The residents themselves have stated that it is the right decision to suspend the Town Clerk in order to pave the way for the investigation.

The residents resolved to stage a peaceful demonstration to prevent Dube from returning to work until investigations into his alleged misconduct were completed. They plan to march to the council offices to physically block his entry.
Garwe’s decision to nullify Dube’s suspension was based on Section 139(4) of the Urban Councils Act, which grants the minister the authority to intervene in council decisions.
However, Moyo contends that this provision does not apply in this case, arguing that the minister is not acting in the best interests of the residents.
The controversy surrounding Dube’s suspension adds to a growing list of allegations of corruption and mismanagement at the Victoria Falls City Council.
Dube has refrained from commenting on the accusations since his suspension last week.
This is not the first time Dube has faced such allegations; he was suspended in 2021 over similar issues but was later reinstated.

Victoria Falls Residents Vow To Block Town Clerk's Return

The Minister of Local Government and Public Works Daniel Garwe has ordered Victoria Falls City Council Mayor Councillor Prince Thuso Moyo to reverse the suspension of Town Clerk Ronnie Dube with immediate effect.
In a letter dated 06 December 2024, and addressed to Moyo, Garwe the suspension was unprocedural. He wrote:

It has come to my attention that you suspended the Town Clerk Mr Ronnie Dube on 2 December 2024. On 3 December 2024 council convened a special full council meeting for ratification of the Town Clerk’s suspension.
I have noted that the resolution which council made is not in line with Section 139 (4) of the Urban Councils Act by constituting two bodies of inquiry which will financially prejudice the council.
The decision to pay the suspended Town Clerk allowances is also not supported by any council policy. 
I am therefore of the view that the resolution of the Council is not in the interest of the inhabitants of the council area considered and or public interest who are the taxpayers of the council.
With immediate effect, I hereby in terms of Section 314 of the Urban Councils Act [Chapter 29:15] direct the council to rescind the resolution made on 3 December regarding the suspension of the Town Clerk Mr R. Dube.

Dube was suspended last Monday following allegations of corruption and abuse of office, with councillors formally endorsing the suspension in a full council meeting the next day.
The suspension was initially set for 14 days, after which a decision would be made based on the findings of an ongoing investigation into the allegations, as stated by Cllr Moyo.
The Mayor said that he had received multiple complaints and allegations concerning Dube’s involvement in the illegal allocation of land, which led to the suspension.

Government Reverses Suspension Of Victoria Falls Town Clerk Ronnie Dube

The Bulawayo City Council (BCC) has resolved to have all trees on which suicide cases were committed pruned to prevent easy climbing and make them inaccessible to those intending to take their lives, reported <a href="https://www.sundaynews.co.zw/bcc-orders-pruning-of-suicide-trees/">The Sunday News</a>.
The resolution follows a petition by Old Lobengula residents written to the local authority requesting the cutting down of a tree where a suicide case occurred last month.
The residents argued that children or pupils from Nyamande Primary School, where the tree is located — might eat its fruit, which was taboo in terms of African tradition. Reads the petition:

We hereby apply to the concerned authorities to kindly help us cut down a tree (uMsawa tree), on which a suicide was committed on 5 November 2024. The tree is close to the school fence, and it is an edible tree (umsawa tree).
As concerned parents and guardians, we are very much concerned that the children/pupils might eat its fruit which in our African beliefs is taboo for fruits of such a tree to be consumed.
Since the tree is close to the school and also within the residential homes, it has a psychological effect on children and the community.
The family of the deceased also requested the removal of the tree as culture dictates. We hope our sincere request will receive your most urgent and favourable consideration.

The Zimbabwe Republic Police (ZRP) recently revealed that Bulawayo recorded 21 suicide cases from June this year, with 20 of them being male victims.
In a report, after councillors deliberated on the petition by residents, the local authority noted that there have been divergent views on the matter, adding the trees were not the problem but the challenges were deeper than that with the trees used as vehicles for suicide. Reads the report:

From an environmental management point of view, it was, however, within council’s mandate to prune trees and ensure they were safe.
This exercise could help mitigate the ease of tree access, removal of trees totally would be difficult given that it took 50 or more years to grow an indigenous tree, and many trees might be finished under such circumstances, considering the upsurge in deaths by hanging on trees in recent months.
Indeed the situation was bad. As such, a pragmatic and holistic approach was needed, not an emotional and reactive response.
The root cause should be addressed instead of just the removal of trees, which were difficult for nature under the climate-changed environment.

According to the report, one of the councillors who contributed to the debate, Councillor Siboniso Moyo, said the tree should be cut down, and not pruned. Reads the report:

Councillor Siboniso Moyo highlighted that the request was for the tree to be cut and not pruned. She agreed with the request citing that the edible tree was near a primary school and pupils from the school were eating the fruits from that tree.
Some pupils were even found with ropes dramatising what they saw on that tree. Tragedy might occur as pupils were taking it like kids’ play.

However, Councillor Dumisani Netha indicated that the preservation of trees was very important, therefore, the tree should not be cut down. Reads the report:

It was necessary to cut only the branch where the hanging took place. He felt that cutting down every suicide tree was not good for the environment.
He gave an example that at a park in Ward 14, five suicides occurred in a short space of time and all the trees were cut down resulting in an unfriendly environment.

Seven people lost their lives in a tragic road traffic accident involving an Inter Africa bus and a truck along the Harare-Bulawayo Road on Sunday morning.
Commissioner Paul Nyathi, spokesperson for the Zimbabwe Republic Police, confirmed the accident, adding that the total number of injured victims is still being assessed.
He said that the bus collided with the rear of a stationary truck at the 330-kilometre mark on the Harare-Bulawayo Road around 3:30 AM. Said Commissioner Nyathi:

7 Killed As Inter Africa Bus Hits Truck, Accident Scene Looted

Relatives of the late former president, Robert Mugabe, reportedly accepted Tonderai Robert Mugabe, a man who gained attention in 2015 after he was arrested for storming the State House, claiming to be Mugabe’s son.
<a href="https://www.thestandard.co.zw/news/article/200036009/mugabes-relatives-embrace-his-secret-son">The Standard</a> reported sources as saying Tonderai, born on April 20, 1977, at the Chimoio base in Mozambique during the liberation struggle, was released after intervention from Mugabe himself.
It is alleged that Mugabe instructed that Tonderai be taken to his Kutama homestead to meet the family, where the matter was privately discussed.
Mugabe is said to have believed that Tonderai and his alleged mother, Hilda Maeka, had perished in the Chimoio camp bombing.
Maeka, who died on September 29, 1995, was posthumously declared a liberation war hero by Mugabe on July 18, 2016.
The sources added that Mugabe’s younger brother, Chief Johannes Karigamombe Mugabe, was present when Tonderai was introduced to the family in Kutama. Chief Karigamombe confirmed this when contacted for comment by The Standard. He said:

I know him from his visits here, but there is nothing done traditionally on welcoming him.
There are many children who later come saying they are Mugabe’s children but some are doing it so that they know their family line and some are for material things.

Chief Karigamombe Mugabe revealed that Bona Mugabe, the executor of Mugabe’s estate, had not informed the entire family about the execution of the property.
Kaitano Mutandwa Mugabe, the son of Mugabe’s younger brother Donato, filed an affidavit acknowledging Tonderai Robert Mugabe as part of the family.
Kaitano’s affidavit, seen by The Standard confirmed that he was present when Tonderai was introduced to the family by Mugabe’s late sister, Bridget.
He said he witnessed the ceremony where Tonderai was accepted by the family. The affidavit reads:

In my capacity as the eldest son in the family, I have accepted and (taken) my younger brother Tonderai Gabriel Mugabe aboard.
Information that Tonderai is the son of Robert Mugabe came into our ears a long time before Tete Bridget, who is the last born of Ambuya Bona, passed on.
Tete Bridget is the one who introduced Tonderai to his late father at the State House.
I also witnessed this as the father of the family since all parents passed on.
I have taken all the responsibilities and he has already moved into the family.

In her affidavit, Bridget’s daughter Laurencia also confirmed Tonderai as Mugabe’s son. She said:

We separated when the mother took the child to Cde Fay Chung after the war. We thought he and his mother had died because we could not find him. Later on, he was found by my mother Bridget Mugabe. He is the son of Robert Mugabe.

Tonderai has approached the High Court, seeking a share of Robert Mugabe’s estate. DNA evidence has confirmed that he is a member of Mugabe’s clan. His application is set to be heard this week.
In his filing, Tonderai alleges that Bona has been trying to prevent him from benefiting from the estate. He has named Bona, the Registrar of Births and Deaths, and the Master of the High Court as the first to third respondent in the case.
Tonderai is requesting a declaration for the re-opening of Mugabe’s estate to formally include him as a beneficiary.

Two people were killed while 51 others were injured when a truck that they were travelling on was involved in an accident along Bulawayo -Victoria Falls Road on Friday.
According to the Zimbabwe Republic Police (ZRP), the accident occurred at around 6:40 PM at the 330-kilometre peg along Bulawayo -Victoria Falls Road.
Reports indicate that the Shackman Tipper truck, which was carrying 69 passengers, overturned and landed on its left side.
16 passengers were able to escape the incident unhurt.
Meanwhile, the bodies of the victims were taken to Hwange Colliery Hospital mortuary for post-mortem while the injured were admitted at the same hospital.
