The National Competitiveness Commission (NCC) has said the Intermediated Money Transfer Tax (IMTT) is undermining business competitiveness and pushing the economy towards greater informalisation.
In its latest report analysing the IMTT’s impact, the NCC noted that while the tax initially helped boost state revenue, it continues to create price distortions, hinder financial inclusion, and stifle economic growth.
The NCC’s recent submission contributes to the growing consensus among economic stakeholders that the levy on electronic transactions should be abolished. Said the NCC:

High IMTT on digital transactions discourages the use of plastic money and boosts the holding of currency outside of bank.
This practice will undermine the financial intermediation role of banks, thus local industry failing to access concessionary funding, which is critical for enhancement of national competitiveness.
</blockquote>
The Zimbabwe National Chamber of Commerce (ZNCC) and the Confederation of Zimbabwe Industries (CZI) have also raised concerns about the impact of IMTT on business.
The IMTT was introduced in 2018 but has been adjusted several times to balance revenue generation with economic dynamics and stakeholder feedback. 
Currently, the IMTT rate is 2% for transactions in local currency and 1% for transactions in US dollars. A flat fee of US$10,150 applies to transactions of US$500,000 or more, while transactions up to US$10 are exempt.
NCC said the IMTT has led to a cascading tax burden, increasing the cost of doing business. This has made Zimbabwean goods and services less competitive in both local and international markets.
The tax is also driving economic activity toward cash-based transactions, particularly in the informal sector, where goods are sold at lower prices to avoid the levy. This shift reduces the use of formal financial services and affects the effectiveness of monetary policy.
Comparisons with other countries in the region show that Zimbabwe’s 2% rate for local currency transactions is higher than rates in Tanzania (0.5%), the DRC (1%), Cameroon (0.2%), and Uganda (0.5%).
The report recommends that the government reduce the IMTT rate to align with regional standards, allow it as a deductible expense, and provide exemptions for essential transactions.

The Minister of Finance, Economic Development, and Investment Promotion, Mthuli Ncube, has called on African nations to prioritise debt restructuring with international creditors.
Ncube warned that rising debt levels and the increasing cost of capital present a significant threat to economic stability across the continent.
He said the growing burden of unsustainable debt is being further compounded by external shocks, including climate change, inflationary pressures, and tightening global financial conditions. Said Ncube:

We need to understand the changing global landscape, where debt levels are rising, the cost of capital globally is also increasing, and climate shocks continue to impact countries, costing between 2% and 5% of GDP.

Several African countries, including Zimbabwe, Ghana, Zambia, Egypt, Nigeria, Kenya, Ethiopia, and Angola, are grappling with severe debt distress.
There are growing concerns that, without decisive action, the situation could escalate into a full-blown economic crisis, potentially leading to social and political instability.
Debt restructuring is a process in which a government renegotiates the terms of its sovereign debt to ease financial distress and make the debt more sustainable. This typically occurs when a country struggles to meet its debt obligations due to economic challenges such as a recession, low revenues, or excessive borrowing.
During sovereign debt restructuring, the government works with international creditors—including foreign governments, international financial institutions, and private bondholders—to modify repayment terms.
Possible restructuring measures include extending the repayment period, reducing the principal amount, lowering interest rates, converting debt into equity, or deferring payments for a specified period.
The objective of sovereign debt restructuring is to alleviate the debt burden, restore economic stability, and ensure that creditors recover a portion of what is owed.
Ncube also emphasized the need to reform the G20 Common Framework, a global initiative aimed at helping developing countries restructure their debt. He said:

We need to reform the framework so that countries can receive the necessary support in restructuring their debt.
Additionally, African nations must support each other in these efforts to ensure long-term financial sustainability.

Zimbabwe’s total public debt is approximately US$21 billion, which includes both domestic and external debt. The external debt alone is estimated at US$13 billion, owed to various international creditors.

Mthuli Ncube Urges African Nations To Prioritise Debt Restructuring

National Housing and Social Amenities Minister Zhemu Soda (MP) has welcomed the progress made at the Dabuka Village Project in Goromonzi District, Mashonaland East Province, where 400 housing units are set to be built.
The Dabuka Village Project, which was launched in 2023, followed the issuance of a letter of support for prescribed asset status by the Ministry of National Housing and Social Amenities.
During a recent tour of the project, Soda applauded the project developers for ensuring that essential infrastructure is in place before the construction of homes begins.
He said that such initiatives contribute significantly to addressing the rise of informal settlements, which are costly and challenging to regularise. Said Soda:

I have seen that you have already put in place sewer, water reticulation, roads and storm water infrastructure and also adhered to the dictates of the Zimbabwe National Human Settlements Policy on densification.
You have also provided a settlement were people can work, play, live and shop which is what we want to see in our trajectory to modernity.
We are saying as government, no settlement should be established unless all compliances have been met to ensure that we give dignity to our people in their settlements, so that they are able to get water, sewer facilities, access to roads and transport services, health among other developments.
This is a self-contained village with all the services. Our call is to have many more like you who are complying with Government policy.

The promoter of the Dabuka Village Project, Never Mhlanga, also commended the Government for swiftly facilitating the letters of support for the initiative.
Mhlanga further acknowledged the backing of CBZ Holdings, through their subsidiary Datvest, for their crucial financial support in advancing the project’s progress.
Speaking on the sidelines of the tour, Datvest Managing Director Tendai Muzadzi said the project’s goal is to provide essential housing infrastructure in alignment with the Government’s efforts to address Zimbabwe’s housing needs, while also presenting an attractive investment opportunity for pension funds.
Muzadzi revealed that US$10 million had been allocated for phase 1, which focused on the construction of sewer systems, roads, and water-related infrastructure. He noted that phase 2, which includes electricity reticulation, will begin once the superstructures are in place.
He also revealed that US$12 million is earmarked for the construction of a hospital, US$15 million for a shopping centre, another US$15 million for the gated community, US$5 million for the primary school, and US$150,000 for the construction of 250 freestanding units. Muzadzi said the aim is to develop a green-certified project.
The gated community will consist of 34 blocks of flats, each with four units, along with 250 medium-density standalone homes.
It is designed to offer residents a secure and exclusive living environment, complete with a commercial centre that will provide a variety of services.
The project, located along the Mutare-Harare highway, benefits from a high volume of travellers between Harare and Mutare, making the commercial centre a convenient stop for essential amenities and services.

A project called Dabuka Village in Goromonzi will have 400 new houses. The project started in 2023 with support from the Ministry of Housing. The government is happy with the project because it has everything people need like water, roads, and shops. The company building the houses also thanked the government and a financial supporter. They plan to build a hospital, a shopping center, a school, and more homes. The project will have flats and standalone houses in a safe community. It is located on a highway for easy access to services.

400 Housing Units To Be Constructed As Part Of Dabuka Village Project In Goromonzi

The Zimbabwe Defence Forces (ZDF) has warned the public not to wear military uniforms, as it is against the law for civilians to do so.
This follows the recent appearance of expelled ZANU PF Central Committee member, Blessed Runesu Geza, in a video circulating on social media, where he called for mass protests while wearing military attire.
In a statement released on Friday, March 21, the ZDF urged people to avoid buying or wearing military-style clothing saying anyone caught breaking the law will be prosecuted. The statement reads:

UTTERANCES ON SOCIAL MEDIA AND ABUSE OF MILITARY UNIFORM BY MEMBERS OF THE PUBLIC
The Zimbabwe Defence Forces further note with concern, the continued misuse of military uniform by some members of the public.
The public is advised that according to the Defence Act (Chapter 11:02), the abuse of military uniform is an offence which prohibits and criminalises the wearing of military uniform by individuals who are not members of the Defence Forces.
Section 99 (2) (c) of the Defence Act (Chapter 11:02) further states tnat:
“Any person who without authority wears or uses any decoration supplied to or at thorised for use by any member of the Defence Forces or other military forces or any decoration so nearly resembling such decoration as to be likely to deceive shall be guilty of an offence.”
Members of the public are therefore urged to desist from acquiring or wearing any items of military uniform or apparel resembling such. Those caught on the wrong side of the law will be prosecuted.
Members of the public are also urged to report to the Zimbabwe Republic Police or the Zimbabwe Military Police any persons seen wearing military uniforms outside cantonment and other designated areas, or those committing crimes on the pretext that they are members of the Zimbabwe Defence Forces.
In this regard, the Zimbabwe Defence Forces appeal to members of the public to report anyone known to be a civilian but wearing military uniform for whatever reason.

ZDF Warns Civilians Against Wearing Military Uniforms

President Emmerson Mnangagwa has declared the Dzivarasekwa accident a National Disaster. Eight people were killed and eleven others were injured when a kombi, driven by an unlicensed driver, collided with a haulage truck and a UD truck.
The accident happened at the intersection of Bulawayo Road and Dzivarasekwa Road on 19 March 2025, around 5:30 AM.
In a statement issued on Thursday, 20 March, Mnangagwa announced that the victims of the accident would receive state-assisted funerals. He said:

Government has declared this horrendous accident a National Disaster and will offer state assistance to the victims. 
I express my heartfelt sympathy and condolences to the families and relatives who have lost their loved ones, and I pray for a speedy recovery for all those injured and hospitalised.

Mnangagwa urged all public transport operators and motorists to remain cautious at all times, especially when approaching intersections. He said:

I implore the commuting public and transport operators to avoid using intersections and other dangerous spots along the roads as pick-up and drop-off points.
I also appeal to all motorists to avoid reckless driving and to exercise extreme caution for the safety of all road users.

As of Thursday, seven of the eight victims had been identified by their families. One of the victims, an adult male, had not been identified. His body is at Sally Mugabe Mortuary, waiting for a post-mortem.

The President of Zimbabwe declared a big accident a National Disaster. Eight people died and eleven got hurt when a van crashed into two big trucks. The accident happened early in the morning at a road intersection. The President said the victims will get help with their funerals. He also asked everyone to be careful when driving, especially at intersections. Most of the victims were identified, but one person's body is waiting for a post-mortem. Everyone is sad about what happened and hopes for a quick recovery for the injured people.

Mnangagwa Declares Dzivarasekwa Accident A National Disaster

Most of us are aware of Mr. Blessed Mhlanga who is charged with two counts of contravening Section 136 of the Criminal Law (Codification and Reform) Act [Chapter 9:09]. This charge pertains to the transmission of data messages that incite violence or damage to property.
The arrest of Blessed Mhlanga is a prima facie case of unlawful detention, as it ostensibly contravenes the sacrosanct provisions of the Zimbabwean Constitution. 
A combination of international human rights agreements and Zimbabwe’s constitution support the necessity of granting journalists unrestricted freedom to voice their opinions.
International Covenant on Civil and Political Rights (ICCPR), ratified by Zimbabwe in 1991, safeguards the right to freedom of expression in Article 19, which provides that “everyone shall have the right to hold opinions without interference” and “to seek, receive and impart information and ideas of all kinds.
The African Charter on Human and Peoples’ Rights, to which Zimbabwe is a signatory, explicitly protects the right to freedom of expression in Article 9, which states that “every individual shall have the right to receive information” and “to express and disseminate his opinions within the law.”
Section 61 of the Constitution of Zimbabwe Amendment (No. 20) Act 2013 unequivocally guarantees the right to freedom of expression, stating that “every person has the right to freedom of expression, which includes… freedom to seek, receive and communicate ideas and opinions” 
Does it then follow that journalists are safe, and why then are there rampant arrests of journalists in Zimbabwe? The legal framework governing journalism in Zimbabwe includes several laws that ostensibly protect press freedom but are often misused to suppress dissent.
Some borrowed aspects of the Access to Information and Protection of Privacy Act (AIPPA) and the Criminal Law (Codification and Reform) Act contain provisions that can be interpreted broadly to criminalize journalistic activities deemed unfavourable by authorities. These laws create an environment where journalists operate under constant threat of legal repercussions.
The Zimbabwean government’s penchant for utilizing specious allegations, such as “publishing false information” or “inciting violence,” to effect the wrongful and arbitrary detention of journalists has been a pervasive phenomenon over the past decade.
This pernicious practice constitutes a blatant infringement of the rights to freedom of expression and opinion, as well as the right to liberty and security of the person, as enshrined in the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights. 
The case of Hopewell Chin’ono, who was repeatedly detained on spurious charges of communicating falsehoods prejudicial to the State for exposing government corruption, exemplifies the measures employed to stifle critical reporting and dissenting voices.
The widespread condemnation of Chin’ono’s detentions by human rights organizations globally underscores the grave risks faced by journalists who dare to challenge official narratives.
For the past two decades, the lexicon of treason, sedition, incitement to violence, and dissemination of false information has been ubiquitously invoked to stifle journalistic freedom and dissenting voices.
It is axiomatic that every journalist must be cognisant of the perilous landscape they navigate, wherein deviation from the norm is oftentimes conflated with perfidy.
The chilling effect of this paradigm is exemplified by the myriad of journalists who, despite their desire to provide comprehensive coverage of the Geza issue, are intimidated into self-censorship.
The spectre of prosecution for putative offences such as “supporting insurrection” or “subversion” hangs precariously over their heads, effectively muzzling their freedom of expression and quashing their journalistic integrity. 
In a putative democracy such as Zimbabwe, where the sacrosanct provisions of the Constitution guarantee the inviolability of fundamental rights and freedoms, the liberty of journalists to articulate their sentiments and opine on pertinent issues ought to be untrammelled by the machinations of censorship and the panopticon-esque surveillance apparatus, which insidiously seeks to extort conformity and submission.

Being a journalist in Zimbabwe is dangerous because the government often arrests them for speaking out. Even though the law says journalists should have freedom of speech, many are still arrested for things like "inciting violence" or "publishing false information." This makes journalists scared to report on important issues. People like Hopewell Chin'ono have been arrested for exposing corruption. Even though the law is supposed to protect freedom of speech, the government in Zimbabwe often uses it to silence journalists. This is unfair and goes against human rights. Journalists need to be careful and often censor themselves to avoid getting in trouble. It's important for journalists to have the freedom to share information without fear of punishment.

When Being Different Becomes Dangerous: Plight Of Journalism In Zimbabwe

Lecturers at the University of Zimbabwe (UZ) have announced an indefinite strike starting Monday, March 24, 2025, in protest over unresolved salary issues with the university administration.
The strike, organised by the Association of University Teachers (AUT), will continue until the lecturers’ demands for the restoration of pre-2018 salary scales are met.
AUT says that in October 2018, lecturers’ salaries were drastically reduced from US$2,250 per month for a junior lecturer to less than US$300 per month, plus a small local currency component that translates to less than US$200 when converted.
This cut represents an 87% reduction in their salaries, leaving lecturers struggling to cover basic needs such as housing, food, and transportation. Many say they can’t afford to pay for their children’s education at UZ or even basic daily expenses.
The AUT claims they have sent over 27 letters to the university authorities since 2018, asking for salary improvements, but have received only one response. Part of the statement reads:

Even as we struggled to do the bare minimum, the university management shamelessly awarded themselves lavish packages which include expensive cars for the Executive and hefty payouts in the order of thousands of united states dollars. The university has also prioritised non-essential projects in lieu of staff welfare.

The lecturers also say that the university has not fulfilled its contractual obligations, such as paying for funeral policies and health insurance.
According to a statement from the AUT on March 18, the strike follows legal procedures, with their “notice to strike” expiring on Friday, March 21, 2025.
The statement calls for members to gather at 9 AM on Monday in Lecture Theatre 3 to begin the strike. Protestors are encouraged to bring placards and peacefully express their discontent.

University Of Zimbabwe Lecturers Begin Indefinite Strike Over 87% Salary Cuts

The death toll from the Dzivarasekwa accident has increased to eight after one of the injured victims died from their injuries.
The crash, involving a Toyota Hiace kombi, a haulage truck, and a Nissan UD truck, occurred at the intersection of Bulawayo Road and Dzivarasekwa Road on 19 March 2025, around 5:30 AM.
Earlier, police had reported seven deaths and eight injuries. However, on Thursday, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi confirmed that the death toll had risen to eight, with eleven people now reported injured.
Police have released the names of seven of the eight victims, who have been identified by their families. They are:

<li>Blessing Banda, a male of number 1143/B, Gunyava Sreet Dzivarasekwa 3, Harare,</li>
<li>Takudzwa Musekiwa, a male adult of number 1034, Dzivarasekwa 3, Harare.</li>

Nyathi said that one of the victims, an adult male, has not been identified yet. His body is at Sally Mugabe Mortuary, waiting for a post-mortem.
The 11 injured victims are being treated at Parirenyatwa Group of Hospitals. Added Nyathi:

The Police assures the public that investigations are continuing in this sad road traffic accident.

A big accident happened in Dzivarasekwa and 8 people died. It involved 3 vehicles – a kombi, a truck, and another truck. Originally, 7 people died and 8 were hurt, but now 8 have died and 11 are hurt. The names of 7 victims were released, with one person still not identified. The injured are at the hospital. Police say drivers should be careful to prevent accidents and they are still investigating this terrible accident.

Dzivarasekwa Accident Death Toll Rises To Eight

The family of Detective Constable Cassandra Hove, a Zimbabwe Republic Police (ZRP) officer who was shot dead on March 6 while reportedly chasing armed robbers, has protested the secretive and unprofessional handling of her death.
Cassandra’s father, Chikauriso Hove, has hired lawyers from Zimbabwe Lawyers for Human Rights (ZLHR) to help the family seek justice.
On Wednesday, March 19, 2025, ZLHR sent a letter of complaint to the Officer In Charge at ZRP Bulawayo Central Police, giving the police a seven-day deadline to provide clear details about the circumstances surrounding Cassandra’s death. The ZLHR said in a statement:

The letter was also served on the Officer In Charge at Pumula Police Station, the Officer Commanding Bulawayo Province, ZRP Commissioner-General Stephen Mutamba and Home Affairs and Cultural Heritage Minister Hon. Kazembe Kazembe.
In the letter, Hove protested against the opaque and unprofessional manner in which the death of her daughter was being handled by ZRP.
Hove said he is aggrieved and pained by the conduct of ZRP, her deceased daughter’s employer, that she served diligently and dearly with her life, which had a duty to protect her, but was not forthcoming with sharing information to the family surrounding the circumstances which led to Cassandra’s death, which should help the grieving family to find closure.

The Hove family is upset because they are receiving second-hand information and delayed updates about Cassandra’s case through unofficial channels.
Recently, the family learned that a police officer had reportedly confessed to killing their daughter. The ZLHR said:

Hove said Cassandra’s family is greatly concerned about the allegations that she may have met her fate at the hands of one of her colleagues.
In addition, Hove said Cassandra’s family is alarmed at the allegations raised about the conduct of one Lethokuhle Sibanda, who later on was known to be a colleague of the deceased law enforcement agent operating in the same unit with the late police officer, and who had reportedly completed some forms authorising the carrying out of a post-mortem on the body of the deceased person without consulting his family.
Hove also stated that his family had been advised that sometime after Cassandra had been shot, the same Sibanda had visited the deceased person’s residence, where she found the late law enforcement agent’s children and demanded certain information pertaining to her residential properties and demanded her mobile phones but her children refused to comply after getting guidance from their relatives.

Cassandra’s father added that Sibanda received R3,000 from residents of Luveve suburb in Bulawayo to contribute to Cassandra’s funeral. However, the money was not given to the family, which has raised concerns.
Hove also said the family had been informed that a suspect named Fikile Ncube was arrested by ZRP officers on the night of Cassandra’s death in connection with the case. However, this information was not officially shared with the family or relatives. Said the ZLHR:

On 8 March 2025, Hove said he attended a meeting together with his relatives with the Officer In Charge of CID Homicide in Bulawayo and other ZRP officials, where he was informed that the preliminary findings were that his daughter had been shot by a police issued firearm contrary to what the family had been told before and efforts to get full information as to what could have happened to his daughter were futile as the ZRP officials were not forthcoming.
Hove said Cassandra’s family had after much deliberation, reluctantly agreed to take her body as it was to be buried in Mberengwa while the family was promised by ZRP officials that they will be kept updated on the progress of investigations about her death.

After Cassandra’s burial on March 10 in Mberengwa, Hove said the family filed a murder case at ZRP Pumula Police Station on March 13, 2025, because they had not received any communication from the police and wanted answers about the incident.
A police officer accused of fatally shooting Detective Hove appeared in court on Tuesday, March 18, facing a murder charge.
Constable Nomore Muradzikwa, 37, from Hillside Police Station, was brought before Bulawayo Magistrate Maxwell Ncube.
He was not asked to plead and was told to apply for bail at the High Court. Muradzikwa, represented by Tinashe Tashaya of Sengweni Legal Services, was remanded in custody until April 1.
The prosecution, led by Nkanyezi Xaba, claimed that Muradzikwa fired at Fikile Ncube, a robbery suspect being investigated by CID Homicide, using a CZ pistol (serial number BSAP 44).
The shot allegedly hit Ncube on the left elbow, and the bullet ricocheted, striking Hove in the left breast, leading to her death.

Detective Cassandra Hove was killed by a police officer while chasing armed robbers. Her family wants answers and justice for her death. They are angry at the police for not sharing information with them and handling the case poorly. They suspect that one of Cassandra's colleagues may have killed her. The family is upset that they were not informed about a suspect being arrested. The accused police officer appeared in court and was charged with murder. A 17-year-old boy from Hwange tragically lost his life after being electrocuted by exposed electricity wires on downed ZESA poles.
Reports indicate that these fallen poles have remained unattended for an extended period, leading to several serious injuries among the local population.
Villagers are voicing their frustration over ZESA’s apparent negligence, alleging that live power lines have been left on the ground for over three years without any action taken to address the hazard.
In an interview with the Southern Eye, Ward 12 Nakabandana Councillor Jowan Chuma confirmed the alarming incidents, which have resulted in two people sustaining serious injuries, while the teenager’s death occurred in a separate incident last week. Said Chuma:

A 30-year-old villager was severely injured in the Kasese area sometime in November last year while two boys, aged 13 and 17, suffered an electric shock on March 2.
The first one got injured at around 4 PM, while the 17-year-old boy was hit an hour later. The three were taken to United Bulawayo Hospitals by the Zimbabwe Electricity Transmission and Distribution Company.

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA Holdings, is responsible for managing the infrastructure that supplies power to consumers, ensuring reliability, maintaining power quality, and promoting efficient electricity use.
Hwange East MP Joseph Bonda reported that villagers encountered live power lines while returning from herding cattle. He said:

The power lines cut across a way leading to our pastures and the challenge is that when ZESA workers restore power they do not alert villagers making it difficult for villagers to know when they are in danger.

The 13-year-old boy’s mother, Anala Mpala, said that her son, who is admitted to United Bulawayo Hospitals, suffered an electric shock while returning from herding cattle with other boys.
She revealed that ZETDC has offered to cover the boy’s medical bills and accommodation in Bulawayo. Mpala also said her son’s condition is improving.

Energy and Power Development Minister, July Moyo, said that the power utility, ZESA Holdings, has lost 6,000 transformers countrywide to thieves, making it difficult for the company to effectively deliver on its mandate.
Responding to Murehwa South legislator Noah Mangondo (ZANU PF) during a Question-and-Answer session, Moyo said the country currently doesn’t have the capacity to manufacture enough electricity transformers to replace those that have been stolen. He said:

The main problem we are facing is vandalism of infrastructure, and as we speak, 6,000 transformers were stolen countrywide. We have no capacity locally to produce enough to replace them timeously.
For the wooden poles, the policy we now have is that we replace them with concrete ones which are more durable.

Mangondo had demanded to know the government’s policy on replacing damaged or vandalised electricity transmission infrastructure for learning institutions and health centres, which sometimes go months without power.
According to a recent report, ZESA reported losing over US$2 million in equipment to theft and vandalism between January and October 2024.
The power utility detailed the theft of nearly 30 tonnes of copper conductors worth US$600,000 and 10 tonnes of aluminum conductors valued at US$103,000. 
Additionally, 1,543 litres of transformer oil worth US$7,700 were stolen, and 136 transformers sustained damage costing US$848,558. Vandals also removed bolts and nuts from high-voltage pylons, leading to damages over US$4,300.
In total, ZESA recorded 1,317 incidents of theft and vandalism, resulting in losses of US$2,163,207.

According to Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi, the accident happened at the intersection of Bulawayo Road and the Dzivarasekwa turn-off, near Thuli Service Station.
The crash involved a Toyota Hiace Kombi, a haulage truck, and a UD 70 truck. Said Commissioner Nyathi:

The Esbank tollgate on Mazowe Road will soon be moved, and two separate tollgates will be created.
Transport and Infrastructural Development Minister Felix Mhona announced the decision in a Government Gazette on Friday. Reads the notice:

It is hereby notified, in terms of section 6 of the Toll Roads Act [Chapter 13:13] that the Minister of Transport and Infrastructural Development intends to relocate the Esbank tollgate to the following sites: One along Mazowe-Bindura Road Chainage 48,6 to 50,4; one along Mazowe-Mvurwi Road Chainage 46,2 to 47,2. 
Along Mazowe-Bindura Road, from the junction of Mvurwi Turnoff, the proposed site is at the stretch between eight to 9,8 kilometres and along Mazowe-Mvurwi Road, the proposed site is at the stretch between 5,6 to 6,6 kilometres from the junction.

In a related development, construction has begun on the Dema Toll Plaza along the Chitungwiza-Hwedza highway to replace the old Dema tollgate. 
Meanwhile, the Shamva tollgate was moved from the Harare urban area to the Juru Growth Point, and it is now operational.
The government is relocating these tollgates because urban expansion has moved them into residential areas, causing inconvenience for local residents who frequently pass through and face repeated toll charges.
Some tollgates in peri-urban areas have also led to financial losses for the Zimbabwe National Road Administration (ZINARA), as drivers often avoid paying the toll fees by using other routes.

The Esbank tollgate on Mazowe Road will be moved and two new tollgates will be created. Minister Felix Mhona announced this decision. The new tollgates will be on Mazowe-Bindura Road and Mazowe-Mvurwi Road. Construction has also started on the Dema Toll Plaza to replace the old Dema tollgate. Esbank Tollgate To Be Dismantled, Two New Tollgates To Be Created

Zimbabwe Republic Police (ZRP) Commissioner-General Stephen Mutamba has said he does not have the authority to permit or ban peaceful demonstrations in the country.
Mutamba made this clarification in response to a notification from the “Concerned Citizens of Zimbabwe,” who had informed him of their plans to stage nationwide protests on Thursday, March 20, 2025, over President Emmerson Mnangagwa’s government’s failure to address the nation’s persistent economic challenges.
In a letter dated March 18, 2025, which was shared on the ZRP’s official X (formerly Twitter) account, Commissioner-General Mutamba explained that the group’s communication had been misdirected. He said:

Reference is made to a correspondence date 14 March 2025 on the above subject, which was served at my office on the same date at 1537 hours.
Having perused the said correspondence, and particularly noting that the author(s) intended to ‘notify the Joint Operations Command (JOC)’ of an intended ‘peaceful demonstration countrywide’, l am certain that it has been misdirected to my office.

JOC is a high-level body responsible for coordinating state security. It includes senior officials from the Zimbabwe National Army, the Air Force of Zimbabwe, the Zimbabwe Republic Police, the Zimbabwe Prisons and Correctional Services, and the Central Intelligence Organisation.
Mutamba said the Maintenance of Peace and Order Act excludes his office from regulating mass gatherings such as demonstrations. He said:

The Legislature, in its wisdom, through the Maintenance of Peace and Order Act (MOPA)(Chapter 11:23), excludes my office from regulating public gatherings and demonstrations.
In fact, MOPA clearly outlines how these rights must be exercised. I, therefore, urge the concerned citizens, through their representatives, to ensure full compliance with the laws of Zimbabwe. Be guided accordingly.

The Maintenance of Peace and Order Act (MOPA) requires organisers of public gatherings, including demonstrations and processions, to notify the police in advance. The police are empowered to impose conditions on these gatherings to prevent any potential public disorder.
The Act holds organisers accountable for any damages or injuries that may result from the event, should they fail to take reasonable precautions.

Zimbabwe police boss Mutamba says he can't say yes or no to peaceful protests. People wanted to protest against the government but he can't approve. He explained this in a letter. There's a law that says how protests should be done. Mutamba can't control it. There is a group to keep things safe during these events. Hip-hop artist Holy Ten has made explosive allegations against Zimbabwe’s Ambassador-at-Large to Europe and the Americas, Uebert Angel, accusing the self-proclaimed prophet of being a womaniser who frequently asked him to find women for his pleasures.
In a shocking revelation during his recent appearance on DJ Ollah’s Podcast, Holy Ten also alleged that both Angel and musician Mudiwa Hood brought guns and condoms into the church.

Construction of the new Dema Toll Plaza along the Chitungwiza-Hwedza highway, which will replace the existing Dema tollgate, has officially begun.
The Ministry of Transport and Infrastructural Development has issued a notice informing the public about the temporary road closure at the 60km peg, from Harare CBD, to allow for the construction of the new toll plaza.
According to the public notice, the closure will be in effect for approximately five months, from March 17, 2025, to August 31, 2025. It reads:

The Ministry of Transport and Infrastructural Development, through its Department of Roads, is currently undertaking the construction of the Dema Toll Plaza and associated infrastructure along the Chitungwiza-Hwedza Highway.
This project is being carried out in accordance with Statutory Instrument 47 of 2021 (Declaration of State of Disaster, Road Infrastructure Network), with CMED Contracting serving as the contractor.
To ensure the safety of all road users and facilitate the safe execution of construction works, the following section of the road will be temporarily closed: Chitungwiza-Hwedza Highway at the 60km peg from Harare CBD. Closure Period: 17th March 2025 to 31st August 2025.
During this period, all road users are advised to utilise the constructed detour as an alternative access point.

In a statement, the Ministry explained that the process of acquiring a house involves several steps, which may differ depending on whether the property is being purchased from an individual, local authority, company, or the government. The statement reads:

Also ascertain if the property has architectural drawings, engineering drawings and also check if the plans were approved by the local authority. Conduct due diligence to ensure the property meets your requirements in terms of location, price, and conditions of payment.
2. Verify Ownership and Legal Status: Obtain a copy of the title deed. Conduct a title deeds search at the Deeds Registry Office to confirm ownership and check for any encumbrances (mortgages, disputes, or caveats). For properties without title deed, confirm with respective local authority for council land, respective government Ministry for Stateland.
3. Negotiate and Agree on Terms: Discuss the price, payment terms, and any conditions of the sale with the seller. Engage a lawyer or estate agent to facilitate negotiations.
4. Draft and Sign an Agreement of Sale: A lawyer or estate agent should prepare a formal Agreement of Sale outlining the price, payment method, and conditions. Both parties sign the agreement, and payment modalities are agreed.

Transport and Infrastructural Development Minister, Felix Mhona, said that a Public-Private Partnership (PPP) is being structured to address the rehabilitation of the Beitbridge-Bulawayo-Victoria Falls Road, which is currently in poor condition.
Speaking at a media briefing in Harare on Monday, 17 March, Mhona said the PPP arrangement is undergoing due process, including a feasibility study and other preliminary assessments.
He urged the public to be patient, saying the estimated timeline for completing the rehabilitation of this vital stretch of road is 36 months.
Mhona also emphasized the capital-intensive nature of such infrastructure projects, revealing that the global average cost for road reconstruction is approximately US$1 million per kilometre. He said:

Under normal circumstances, we would appeal to financiers for concessionary facilities with flexible grace periods to fund such projects. The Ministry of Transport recently announced that sections of the Bulawayo-Victoria Falls Highway, in urgent need of repair, are being addressed through a collaborative effort between the Department of Roads and Bitumen World. It added that work is already underway, with teams stationed in Hwange, Halfway, and Insuza.

The Beitbridge-Bulawayo-Victoria Falls Road is getting fixed with a PPP. It will take 3 years to complete. The Minister said it costs about US$1 million per kilometre to fix roads. Because of sanctions, Zimbabwe struggles to get funding for road projects. ZINARA helps with road fund collection. The Bulawayo-Victoria Falls Highway is also being repaired with the help of Bitumen World. Teams are already working on parts of the highway in Hwange, Halfway, and Insuza.

US President Donald Trump has signed an executive order to cut funding to the federally funded news organisation Voice of America (VOA), accusing it of being “anti-Trump” and “radical.”
A White House statement explained that the order aims to “ensure taxpayers are no longer footing the bill for radical propaganda” and included quotes from politicians and right-wing media that have criticised the broadcaster.
VOA, primarily a radio service, was established during World War II to counter Nazi propaganda. It now reaches hundreds of millions of people worldwide every week.
Mike Abramowitz, VOA’s director, revealed that he and nearly all of the network’s 1,300 staff members have been placed on paid leave.

Finance, Economic Development, and Investment Promotion Minister Mthuli Ncube has said the Government is set to introduce changes to taxes and regulatory fees in a bid to improve the ease of doing business and create a more investor-friendly environment in the country.
Currently, the formal business landscape is burdened by high tariffs and a complex regulatory framework that demands businesses comply with numerous tax and permit obligations across multiple agencies.
This cumbersome structure has led to increased operational costs, making it increasingly difficult for some businesses to remain sustainable.
In an exclusive interview with The Sunday Mail, Minister Ncube revealed that significant reforms are on the way.
He said some taxes and fees will be slashed by as much as 50%, while others will be completely eliminated over the next six months.
These measures are expected to ease the financial strain on businesses and encourage both local and foreign investment. Said Ncube:

The idea is to see which of these taxes and which of these regulatory fees ought to be reduced or scrapped, to make it easier for businesses to do business.
We have set up a committee within Government which is going to look into this matter and then we will make recommendations as to what should be removed and what should be reduced.
The cost of doing business in Zimbabwe is relatively high, and we are working to improve the business environment. Part of the solution lies in addressing regulatory fees and licensing costs.
Taxes are collected by the Zimbabwe Government, while regulatory fees tend to be collected by agencies.
I would not say taxes (are the problem) as such; I would actually say it is more to do with regulatory and licensing fees than the number of taxes.

Ncube said the Government wants to align the number of business licenses and taxes with regional and international standards, ensuring a more competitive and globally consistent business environment. He said:

We will streamline the taxes; we will cut out some of them; we will reduce the number of steps required to set up and run a business; and reduce the number of licences.
We are aware that in some countries in the region, businesses require about half the number of licences we do. A good target would be to cut the number of regulatory licences needed to start a business by half.
If we can achieve that — halving the number of steps and halving the cost of doing business — that would be a good target and that is a target that we are aiming for.
At this stage it would be premature to say, this one will be removed, this one will be scrapped, this one we’ll reduce, it would be too early to do that.
Our view is that in the next six months we will make progress. So, give us about six months. I would say about July, August this year, we should be able to have definitive information as to where we should cut and reduce.

Mthuli Promises Major Tax And Regulatory Fee Reforms In Six Months

Sheffra Dzamara, the wife of Itai Dzamara—a journalist and pro-democracy activist who was forcibly disappeared ten years ago—says she will never stop seeking answers until she knows the whereabouts of her husband.
Itai Dzamara was abducted on 9 March 2015 after publicly criticising the Zimbabwean government for its handling of the country’s worsening economic crisis. Since then, he has not been seen or heard from, and his fate remains unknown.
A decade later, Sheffra has opened up to Amnesty International, recounting the events of that tragic morning and the painful years that have followed, as she continues her relentless search for justice and closure. She wrote:

9 March 2015, the day Itai was abducted, was a normal day.
He went to the barbershop at 9am wearing black shorts and his Manchester United jersey. Looking back at that morning, there are so many things I wish I had said to him. 
As I was preparing his breakfast for when he returned, my brother came running in, and told me that my husband was taken from the barbershop, by men driving a white Isuzu with no registration number.
When I heard this, fear engulfed me. I knew that it was an abduction. It was bad, I started shaking and crying. 
I did not know what to do or who to call, but I wanted to hear the facts directly from the people who witnessed the abduction. 
I took my daughter and put her on my back – she was two years old then – and went straight to the barbershop. 
When I arrived, I was still shaking. Even the barber and his colleague were shaking too as they told me what happened.
It was very fast. Five men walked in and said they were looking for a cattle thief. While Itai was perplexed, the men grabbed him and said they were taking him to the police to be questioned. Itai has not been seen since then.
I walked back from the barber like a zombie. I felt the whole world falling down on me. My head was spinning. I was not myself; I was confused and did not know what to do. I was shattered. I wanted to scream and cry but when I looked at my daughter and son, I knew I had to control myself.
I got home and changed my clothes, not realizing that I was wearing my skirt inside out. That’s how confused I was. 
I left my kids with my sister, and went with Itai’s brother Patson, and our lawyer to report the case to the police, who promised to investigate.
When I returned home around 6pm, I was afraid to go through the gate thinking maybe the abductors would come back and abduct us as well. I had to be strong for my kids. 
I did not sleep that night. My heart was pounding so hard. At 4am, I left the house and went to the barbershop hoping, praying that maybe, they would have brought him back, but he was not there.
The next day, my kids and I were taken to an organization where we stayed for a month for our safety. I lost weight from fasting and praying for my husband to be released from his abductors. I could not eat or sleep. My heart was always beating fast. I would cry at night so that my kids didn’t t see me.
</blockquote>
Since Itai’s enforced disappearance, life has never been the same for Sheffra. She is constantly reminded of him whenever she looks at their children, as both resemble their father. She said:
<blockquote>
Life has not been the same since Itai was abducted. The last 10 years have been hard. I am reminded of him every time I look at my kids because both look like their dad. 
It hurts not to have Itai in my life and to see my kids missing him and growing up without a father who loved them so dearly. I don’t have any answers, but I feel blessed to have my two kids. When I look at them l feel God’s grace.
The police never came back to give any update. As far as I know, they never even investigated the case. They were not interested in finding Itai. 
Even the Zimbabwe High Court order could not get the police find my husband or tell us what happened to him.
As a family we did everything to get answers. For the past 10 years the government of Zimbabwe has ignored my requests and turned a blind eye to the demand for answers by everyone including friends, activists, civil society organizations, media and the international community.
I wish for Itai to one day walk through the front door and hug me and the kids or to wake up to find that this was all a bad dream. If I must live without him, then I need answers, I need to know where he is.

Sheffra Dzamara: "I Won’t Stop Until I Know Where My Husband Is"

The Mutare City Council has vowed to continue slashing maize crops planted by residents in areas not designated for urban farming.
Mutare Councillor Simon Chabuka emphasized the need to protect the environment and address the rising cases of city flooding, which have been exacerbated by unregulated farming in urban areas.
This decision follows a recent incident where council employees were captured on camera slashing a mature maize crop in Sakubva’s OTS Section. 
The video quickly went viral, drawing criticism from those who felt the council had lacked a compassionate approach to the issue.
However, during a full council meeting earlier this week at the Civic Centre, Councillor Chabuka defended the council’s actions, noting that, in his personal capacity, he had compensated some of the urban farmers whose crops were destroyed in Sakubva. He said:

The manner in which the issue of slashed maize crop was captured did not give a good picture of us as a local authority.
It dented our image, but the problem is not ours as council. The same residents who complain that their maize crop has been slashed are the same who approach us complaining about being mugged because of the cover that the maize crop provides to thieves and robbers.
Some of the crops, because the farmers plant right to the edge of the roads, make it difficult for drivers to have a clear vision, thereby causing unnecessary accidents.
My plea to councillors is that we should educate our people on the proper ways of securing urban farming land.
More importantly, we have been facing challenges related to flooding in the past two months as a city. This is all because people are planting crops in areas that are not designated for that.

Councillor Chabuka said that his visit to the areas where the maize crops were slashed in Sakubva was not on behalf of the local authority, but a personal gesture of kindness. He said:

I went to the areas that were captured on camera in Sakubva, and I went there as Councillor Chabuka, and not as a Mutare City Council representative.
I managed to agree with the affected people, and some of them were saying they lost a bucket or two of maize-meal, hence I had to buy them from my own resources.

Mutare Council Vows To Continue Slashing Maize Planted In Unapproved Areas

The Municipality of Marondera has introduced a new regulation requiring bicycle owners in the town to pay a compulsory annual fee of US$5.
In a public notice issued on Tuesday, 11 March, the Marondera municipality reminded cyclists that riding an unlicenced bicycle within the city’s jurisdiction is now considered an offence. The notice further warned that failure to comply with the new regulation could result in fines. The notice reads:

The Municipality of Marondera would like to inform all bicycle owners and cyclists that they are required to pay an annual bicycle license fee of $5 per year.
Cyclists and bicycle owners are hereby reminded that it is an offence to cycle an unlicensed bicycle within the municipal jurisdiction of any local authority.
Cyclists are being encouraged to license their bicycles to avoid any inconvenience. Cyclists who operate their bicycles without being licensed risk being fined in line with approved budget rates. Council looks forward to your continued cooperation.

The local authority did not provide further details on how the collected fees would be utilised.
However, businessman Busisa Moyo, who also serves as the chairman of the Zimbabwe International Trade Fair (ZITF), criticised the decision.
He argued that removing license charges on motorcycles and bicycles would be a more effective approach for decongesting roads and curbing the widespread importation of second-hand cars.

Marondera town is asking bicycle owners to pay $5 each year to keep their bikes. If not, they could get fined. The town wants them to follow this rule to avoid problems. They did not say what they will do with the money they collect. However, some people think this rule is not a good idea. They think not charging for bikes and motorcycles would be better. Marondera Municipality Introduces US$5 Annual Fee For Bicycle Owners

Former opposition MP Fadzayi Mahere has called on the government to address the root causes of the country’s economic struggles, arguing that once the fundamentals are fixed, citizens will have access to dignified employment opportunities and will no longer be forced into vending.
Mahere’s comments came in response to a 48-hour deadline issued by the government on Wednesday, demanding local authorities clear illegal vendors, particularly night traders, from undesignated areas in cities and towns across the country.
She argued that no one enjoys vending, but people are pushed onto the streets to engage in hawking because they have no other choice, given the severe unemployment crisis in the country. Said Mahere:

In the 80s, you didn’t have vendors on every street corner and in every road of Zimbabwe’s cities because the economy worked. 
One could get an education or skills then get employment or become an entrepreneur. Zimbabwe had a functional currency. 
We did not have 49% extreme poverty. The country was not bleeding US$2,2 billion annually to corruption and illicit financial flows. 
We had an extremely productive agricultural sector, a robust manufacturing sector and a decent service industry.
None of that is true today.
</blockquote>
The former Mt Pleasant MP believes that every Zimbabwean desires dignity and that Zimbabweans are inherently hardworking and resilient. 
However, she argues that they have been deprived of an environment that enables the average person to earn a decent living. Added Mahere:
<blockquote>
Nobody wants to wake up everyday and be a vendor nor does anybody want to spend the night buying and selling to survive. 
But what option do the masses have when they’ve been forced into this desperate position by a predatory, corrupt, incompetent, looting elite?
I can assure you that if the Govt fixes the fundamentals in our economy and people have opportunities and a dignified way to make a living, the vending crisis will take care of itself.
You cannot forcibly drive vendors off the street when you pushed them there with your incompetence, insatiable greed and destruction of the economy and the country.
</blockquote>
Mahere said government officials who issued the directive to remove vendors from the streets are out of touch with reality, as they are insulated from the economic hardships faced by ordinary Zimbabweans. She said:
<blockquote>
The detached political elites cannot even see the irony in chasing people off the street from the safety of their air-conditioned offices, big cars and lavish lifestyles that are the direct result of looting the very resources that should have been ploughed into the economy so that people aren’t forced into the pain and indignity of vending. Where is the empathy or accountability for the mess they created?
This is the most anti-poor, anti-productivity and anti-progress Govt this country has ever witnessed. It’s a mess.
</blockquote>
Minister of Local Government and Public Works, Daniel Garwe, who announced the 48-hour deadline, said the rapid growth of unregulated marketplaces has disrupted legally registered businesses. 
He also said these markets have intensified unfair competition and created unsanitary conditions, which pose a risk for disease outbreaks like cholera and typhoid.

Fadzayi Mahere, a former MP, says government should focus on creating jobs before removing street vendors. She says people sell on the streets because of high unemployment. In the past, the economy was better, and people had jobs. Mahere believes if the government fixes the economy, people will have better opportunities and won't need to be vendors. She thinks the government is out of touch with the struggles of ordinary people. The government says removing vendors is important due to health and unfair competition reasons.

Tackling Unemployment Must Come Before Crackdown On Vendors, Says Mahere

The Buhera community has been plunged into mourning following the sudden passing of Acting Chief Makumbe, Takudzwa Paul Chengeta, at the age of 30.
The traditional leader died in a road accident on Wednesday at around 4 PM on the Harare-Mutare highway, approximately 86 km from Harare. His Toyota Hilux GD6 collided head-on with a Gold Class bus in Marondera.
At the time of the accident, Chengeta, a final-year Civil Engineering student at the University of Zimbabwe, was travelling to Mutare from Harare with a friend.
According to his uncle, Tapiwa Chengeta, the family is still to announce the burial date. Chengeta was not married.
Paul was the eldest son of the late Chief Makumbe, Shepherd Chengeta, who passed away in March 2023. He was appointed Acting Chief Makumbe in 2024. Said Tapiwa:

He was driving towards Mutare with his friend when he collided with a Gold Class Express bus. The friend sustained minor injuries.
We are waiting for the necessary protocols and leadership guidance to decide on the official burial date, but it will most likely be on Saturday at his rural home in Buhera.

Following the accident, Chengeta’s body was transferred to Marondera Hospital’s mortuary, while his injured friend was rushed to the same hospital for medical attention.

Finance, Economic Development and Investment Promotion Minister, Mthuli Ncube, has said authorities will now treat all alcoholic and non-alcoholic beverages, as well as basic commodities like refined sugar, detergents, and dairy products, as smuggled items unless the owner can prove they paid customs duty.
This is being done to stop the influx of smuggled goods into the domestic market, which is hurting local industries by creating unfair competition.
Ncube’s remarks were delivered by Joseph Mverecha, the ministry’s chief director of economic affairs, during a presentation titled “Macro Economic Stabilisation Policies” at the Zimbabwe Staff College in Harare on Thursday, March 13, as part of the Joint Command and Staff Course.
Ncube said that while authorities have already launched a nationwide crackdown on smuggled goods, some counterfeit products are being made in local backyard industries.
Smuggled goods are in high demand because they’re cheap, as they don’t pay import duties or taxes. However, reduces demand for goods sold by registered operators, making it hard for them to stay viable, pay taxes, and create jobs.
Ncube said despite these headwinds, Zimbabwe is expected to grow by 6% this year, driven by a strong recovery in agriculture and good performance in mining and tourism. Said Ncube:

Alcoholic and non-alcoholic beverages, dairy products, washing powder, detergents and sugar, among others, are now deemed as smuggled unless sellers provide documentary evidence that customs duty was paid for.

Ncube said to address informalisation, the Government has taken steps to level the playing field. The introduction of a 5% withholding tax payable to wholesalers and manufacturers is aimed at improving tax compliance among unregistered small to medium enterprises.
He said the value-added tax registration threshold has been reduced from US$40,000 to US$25,000, encouraging more businesses to formalise their operations.
