The Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA Holdings, says the prepaid electricity token purchase system will not be available from the 5th to the 6th of May 2023.
Initially, ZETDC had said its prepaid electricity token purchase system will not be available from 5 to 7 May, but apparently, the period has been reduced.
In a public notice issued this Saturday, ZETDC advised its customers that they will not be able to buy the prepaid electricity tokens from 4.30 PM on 5 May to midnight on the 6th of May 2023. Reads the notice:

This notice serves to advise all Valued Clients on the unavailability of the prepaid electricity token purchase system from 5 May 2023 at 1630 hours to 6 May 2023 at 2400 hours.
This is to allow for major system maintenance on the prepaid vending system.
Clients are therefore advised to make arrangements to purchase sufficient electricity tokens to sustain them during the service disruption period.
The inconvenience caused is sincerely regretted.

ZETDC Prepaid Token System Will Be Down From 5 To 6 May

President Emmerson Mnangagwa on Friday said Western-imposed sanctions are actually good for Zimbabwe as they have almost turned the country into an attraction for foreign exhibitors.
Mnangagwa made the remarks while addressing journalists soon after touring stands at the Zimbabwe International Trade Fair (ZITF).
He was being accompanied by visiting Eswatini King Mswati III who officially opened the fair. <a href="https://www.zimlive.com/mnangagwa-says-western-imposed-sanctions-are-good/">Mnangagwa said</a>:

People get excited by sanctions; that is why they come here to see what happens under sanctions.
In fact, you see that sanctions are very good. Numbers are increasing, increasing, and increasing.

You see, perhaps they (international exhibitors) heard that His Majesty (King Mswati) is coming.
That’s why they are here. In fact, if that is the reason next year he is going to come again.

Zimbabwe has been subject to various sanctions by Western countries such as the United States, the United Kingdom and the European Union, for alleged human rights abuses, political instability, and economic mismanagement.
In 2001, the United States enacted the Zimbabwe Democracy and Economic Recovery Act (ZDERA).
ZDERA imposed targeted sanctions on Zimbabwe, including travel bans and asset freezes on senior Government officials, and also restricts US support for international financial institutions providing assistance to Zimbabwe.
Sanctions have contributed to Zimbabwe’s economic decline by restricting access to foreign investment, credit lines, and trade partners.
Sanctions are, however, not the only factor contributing to Zimbabwe’s challenges.
Other factors, such as corruption, mismanagement, and political instability have also contributed to Zimbabwe’s socio-economic problems.

Mnangagwa Says Sanctions "Are Good" For Zimbabwe

Former Vice President Kembo Mohadi is still carrying out crucial duties at national level and enjoys all the privileges that are associated with his former office such as cars, security or salary and allowances, reported <a href="https://thenewshawks.com/mohadi-continues-with-vp-duties-despite-resignation/">The NewsHawks</a>.
There are indications that Mohadi will be reinstated in his former office if President Emmerson Mnangagwa manages to win general elections later this year.
Mohadi, who is the ZANU PF’s second secretary and vice president, has been using the motorcade he had during his tenure as Vice President.
He has also been enjoying protection from the Presidential Guard, a military unit that protects members of the executive.
An unnamed senior government official told The NewsHawks that Mohadi has been engaging traditional leaders across the country on behalf of Mnangagwa. Said the official:

Since his resignation, Mohadi has done a lot of groundwork to boost Mnangagwa’s re-election bid.
He has travelled throughout the country meeting party structures and key stakeholders to focus them on the elections.
Among those that Mohadi has been engaging on behalf of Mnangagwa are traditional leaders.
He has met village heads, headmen and chiefs countrywide and facilitated that they get US dollar allowances and salaries.
He has also directed the party’s grassroots structures to work closely with traditional leaders in all their activities.
Traditional leaders have a lot of power in rural areas and what he is doing will certainly help Mnangagwa.
So come 2023, you will see him back as vice president if the President wins the elections. He is the President’s man.
In any case, he lost the title of the country’s vice-president but has maintained all other privileges, be it cars, security, or salary and allowances.

Mohadi resigned in 2021 in shame following allegations he was using his office for sexual encounters with his aides, including married women.
However, on 18 April this year, he was the guest of honour and officiated at the Independence Cup trophy presentation where Highlanders edged rivals Dynamos 5-3 on penalties.

Kembo Mohadi Continues To Enjoy VP Privileges Despite Resignation

Citizens Coalition for Change (CCC) leader Nelson Chamisa says President Emmerson Mnangagwa has taken Zimbabwe back to Rhodesian-era oppression following the conviction of political activist Jacob Ngarivhume on public violence incitement charges.
Chamisa said Ngarivhume’s conviction is a betrayal of the gains of the liberation struggle, namely freedom, choice, and justice.
Posting on Twitter, Chamisa lamented what he described as the weaponisation of the law to punish Government critics. He wrote:

The Jacob Ngarivhume conviction is a reminder of what’s broken about Zimbabwe. The liberation struggle was about freedom, choice and justice.
It is ridiculous and scandalous that chambers of justice have been turned into chambers of politics and guillotines of justice.
The weaponization of the law against critics is a replica of the Rhodesian regime template of oppression. ED has taken us back to Rhodesian oppression.
It mustn’t be criminal to oppose those who abuse power and authority. Zimbabwe shall be free! We’re fixing all this. Get ready!

Ngarivhume was on Friday sentenced to four years in jail following his conviction the previous day of public violence incitement charges.
He was convicted by Harare magistrate Feresi Chakanyuka after a full trial that lasted almost three years.
Ngarivhume’s defence team led by Lovemore Madhuku said they are going to appeal both the sentence and conviction at the High Court.

Mnangagwa Has Taken Zimbabwe Back To Rhodesian Oppression - Chamisa

The Government through the Environmental Management Agency (EMA) says it will assist the families of the 10 men who lost their lives in a veld fire incident in Umzingwane District last year.
The affected families are set to receive a bereavement package, which includes an education fund to put the children of the deceased through school.
Mhlaliswa Ngwenya, who survived the fire disaster, will also receive a US$1 000 token of appreciation.
In a speech read on his behalf by Environmental Management Agency board chairman, Ambassador Zenzo Nsimbi, Environment, Climate, Tourism and Hospitality Industry Minister Mangaliso Ndlovu said:

The death of the 10 men was a loss not only to their immediate families but to the entire nation. Such a loss is not felt by the immediate families only but by the entire nation.
This relief involves payment of a once-off condolence token to the next of kin for the three victims without spouses and children, payment of a once-off bereavement relief to the surviving spouses of seven victims, and payment of a once-off token of appreciation to the sole survivor of the fire disaster.

The ten people died at a farm known as Lot 43 of Essexvale, near Falcon College, while trying to put out a raging veldt fire.
Veld fires are a significant problem in Zimbabwe, particularly during the dry season between May and October.
They are are often caused by human activity, such as improper disposal of cigarette butts or burning of fields for agricultural purposes.

Govt Offers Bereavement Package To Esigodini Veld Fire Victims

President Emmerson Mnangagwa has taken delivery of a US$54 million presidential jet – a Dassault Falcon 7X.
According to a <a href="https://www.zimlive.com/mnangagwa-buys-swanky-us54-million-presidential-jet/">ZimLive</a> report, the aircraft was delivered in March, but it was not put into service until this week.
The jet, bearing the registration P4-SIM, appears brand new and its first known flight, according to tracking service FlightRadar24, was a flight from Paris in France to Johannesburg, South Africa, on 01 March.
Mnangagwa (80) used the aircraft for a flight to Victoria Falls on Wednesday where he hosted the Transform Africa Summit attended by four other African leaders.
He again flew on the aircraft to Bulawayo on Friday for the official opening of the Zimbabwe International Trade Fair (ZITF). ZimLive quoted a source as saying:

The aircraft arrived in early March and initially landed at the Robert Gabriel Mugabe International Airport.
It was subsequently flown to the Air Force of Zimbabwe’s Manyame Airbase where it is being kept.

Mnangagwa Buys Luxurious US$54 Million Presidential Jet

The Zimbabwe Energy Regulatory Authority (ZERA) has warned members of the public against using some 48kg cylinders that are being brought into the country illegally and others whose brand identifications have been tampered with.
In a public notice, ZERA also warned LPG wholesalers who fill cylinders that do not belong to them, saying they will be penalised. Reads the notice:

The Zimbabwe Energy Regulatory Authority (ZERA) wishes to advise the public that there are some 48kg cylinders that are being used unsafely and illegally for the distribution of LPG in the country.
This includes 48kg cylinders smuggled from neighboring countries and others whose brand identifications have been tampered with.
Such cylinders are unsafe as no one in the country bears responsibility for their maintenance and safety.
In terms of LPG regulations and for safety reasons, only brand owners of 48kg cylinders or their authorized agents, are entitled to fill and maintain them.
It is a license condition that LPG wholesalers own and refill their own branded 48kg cylinders or obtain permission from brand owners if they need to fill cylinders that do not belong to them.
ZERA will not hesitate to act against wholesalers violating this license condition.
Some of the cylinders shown below have no licensed owners in Zimbabwe and some were smuggled from South Africa and Botswana and are circulating in Zimbabwe without the owners’ consent and support.

Consumers are encouraged to approach licensed LPG wholesalers and retailers for good quality gas and safe cylinders.
ZERA is working with fellow regulators to eliminate the menace of smuggled cylinders in the market and urges LPG retailers and consumers to report any LPG wholesaler they find filling or selling smuggled 48kg cylinders.

LP Gas can be dangerous if not handled properly. Some potential dangers associated with LP gas are fire and explosions, carbon monoxide poisoning, burns, and asphyxiation.

ZERA Warns Against Using Unsafe 48kg LP Gas Cylinders

President Emmerson Mnangagwa has conferred liberation hero status on the late Vice President Simon Muzenda’s late son, Tongai Muzenda.
In a letter to the Chief Secretary in the Office of the President and Cabinet Dr Misheck Sibanda dated 28 April, ZANU PF Secretary for Administration Obert Mpofu wrote:

His Excellency, the President and First Secretary of Zanu PF, Cde Dr E.D Mnangagwa has conferred a liberation hero status to the late Cde Tongai Muzenda who died on 26 April 2023 and will be buried at Chingito Farm, Tariro Village, Gutu.
The family can be contacted through our Masvingo Provincial Office. I shall be most grateful if you would make the usual arrangements for his burial and payment of benefits to his family. He is from Masvingo Province.

Muzenda, who was the Minerals and Marketing Corporation of Zimbabwe general manager, was killed in a car crash on Wednesday night.
He was a former Deputy Minister of Labour and Public Service and also served as a Member of Parliament for the Gutu West constituency.

Mnangagwa Confers Tongai Muzenda With Liberation Hero Status

Journalist Hopewell Chin’ono has said political activist Jacob Ngarivhume is being persecuted for fighting corruption.
Ngarivhume, who was represented by Professor Lovemore Madhuku, was convicted by Harare Magistrate Feresi Chakanyuka on Thursday on charges of inciting public violence after a full trial.
On Friday, Ngarivhume was sentenced to four years imprisonment by Chakanyuka but 12 months were conditionally suspended, according to <a href="https://twitter.com/zimlive/status/1651966094490456065">ZimLive</a>.
Posting on Facebook, Chin’ono said it was not only Ngarivhume who was on trial, but every Zimbabwean’s constitutional rights guaranteed by the Zimbabwean constitution was also on trial. He wrote:

As Zimbabwean political activist Jacob Ngarivhume awaits his sentence this morning after being convicted yesterday for something underwritten in our constitution, we should all remember that Jacob is only a symbol.
What was on trial and is being sentenced today is everyone’s right to exercise YOUR constitutional rights guaranteed by the Zimbabwean constitution.
It is that very same constitution that was on trial and is being sentenced.
Consequent to understanding that reality should also make us know that selective solidarity shows that we are not yet ready to fight for everyone’s rights and the national cause, we are still fighting for personalities.
It means we are not yet ready to fight for OUR and EVERYONE’S freedom.
Stand tall Jacob knowing that your persecution is everyone’s persecution.
All those who are genuinely pursuing respect for the rule of law and constitutionalism stand with you.

We take comfort as ordinary citizens in seeing all the messages of solidarity from some bold opposition leaders who understand what this is about.

Solidarity gives those being persecuted strength to carry on, they are not fighting for themselves, they are fighting for all of us.
Understanding that is the beginning of political wisdom which should reside in all of us.

Incitement to public violence is defined as the act of urging, encouraging, or advocating for the use of violence by members of the public against other individuals or groups. The offense carries a maximum penalty of 10 years in prison.
The Government has been accused of using the charge of incitement to public violence to suppress dissent and opposition.
Several political activists, journalists, and other individuals who speak out against the ruling party or its policies have been arrested and charged with incitement to public violence.

Ngarivhume Being Persecuted For Fighting Corruption - Chin'ono

The Bulawayo City Council (BCC) has temporarily closed Hillside Road from 14th Avenue to 23rd Avenue / Burns Drive intersection and Samuel Parirenyatwa Street from 12th Avenue to 14th Avenue this Friday.
The road will be closed from 7 AM to 5 PM to facilitate the Official Opening of the Zimbabwe International Trade Fair (ZITF).
ZIFT will be officially opened by the King of Eswatini (formerly Swaziland), His Majesty King Mswati III.
In a statement, Bulawayo Town Clerk Christopher Dube advised motorists to use diversion routes. Reads the statement:

The City of Bulawayo would like to advise members of the public of a temporary closure of Hillside Road from 14th Avenue to 23rd Avenue / Burns Drive intersection and Samuel Parirenyatwa Street from 12th Avenue to 14th Avenue on Friday, 28th April 2023 between 07:00 hours and 17:00 hours.
This is to facilitate the Official Opening of the Zimbabwe International Trade Fair (ZITF).
The diversion routes between the 23rd Avenue / Burns Drive and 12th Avenue intersections will be signposted via the Matopos Road and 12th Avenue Extension.
Each junction off the Hillside Road between 23rd Avenue and 12th Avenue will be closed during the Official Opening and manned by Traffic Management Team.
If you approach Hillside Road within the closure area to travel east or west, the Traffic Management Team will ask you to turn around and use the diversion route.
If that is not possible, or if you need to access another junction or property within the closed area, the traffic management team will guide you safely through the closure.
Every effort has been made to ensure disruption to traffic, businesses and residents is kept to a minimum. However, the road closure will inevitably cause some disruption, and for this, the City of Bulawayo wishes to apologise in advance.
The motoring and the general public are advised to exercise extreme caution when entering and leaving the said locations and to observe all warning signs and to follow the instructions of the Zimbabwe Republic Police.

Eswatini monarch King Mswati III, who is on a State visit to the country, has called for the unconditional removal of sanctions imposed by the West on Zimbabwe saying they are hurting the whole of Africa.
Mtswati is expected to officially open the Zimbabwe International Trade Fair in Bulawayo this Friday.
Speaking after a meeting with President Emmerson Mnangagwa at State House in Harare on Thursday, Mswati said:

King Mswati III Calls For Unconditional Removal Of Sanctions

Reserve Bank of Zimbabwe (RBZ) Governor John Mangudya said that the gold-backed digital token set to be introduced in the coming weeks will act as a store of value and will also be used for transactions.
Speaking in an interview with <a href="https://www.herald.co.zw/rbz-gold-digital-tokens-to-hit-market-next-month/">The Herald</a> on Thursday, Mangudya said the introduction of the gold-backed digital token is expected to suck excess liquidity from the market and stabilise the Zimbabwe dollar which has been in free-fall on the parallel market. Said Mangudya:

Inflation, which has also declined in US dollar terms, is expected to further decline, so the outlook is very good.
Going forward, inflation will continue to decline due to stabilising local currency, as the RBZ expects to introduce gold-backed digital tokens.
The gold-backed digital token will act as a store of value, and secondly, they can be used for transactions.
By doing so, this will mop up all the excess liquidity in the market, and stabilise the currency.

The latest statistics from Zimbabwe National Statistics Agency (ZimStat) show that annual inflation declined by 12.4 percentage points to 75.2 percent in April 2023.
However, on a monthly basis, consumer prices increased by 2.4 percent in April, the most in six months, after decreasing by 0.1 percent in the prior month.
Zimbabwe’s annual inflation climbed to a two-year high of 284.94 percent last year while the monthly rate peaked at 30.2.
Since the beginning of 2023, ZIMSTAT has been measuring inflation using a weighted average of items priced in Zimbabwean dollars and United States dollars.
Previously the rate of inflation was based only on items in Zimbabwean dollars.
Last month, <a href="https://zero.pindula.co.zw/blended-inflation-rate-is-pure-undiluted-heresy-biti/">former Finance Minister Tendai Biti the government to measure inflation using a weighted average</a> of items priced in Zimbabwean dollars and United States dollars is insincere and an attempt to conceal rising inflation. He said:

Inflation is the measure of the price movement of a good over a period of time. Any good has one price so the blend rate is pure undiluted heresy and is a disingenuous attempt to muddle the ever-rising rate of inflation.

Digital Currency To Stabilise Zimbabwe Dollar - Mangudya

Zimbabwe National Liberation War Veterans Association (ZNLWVA) members have removed Christopher Mutsvangwa from his position as the chairman of the organisation.
War veterans accuse Mutsvangwa of unprofessionalism and failure to improve their livelihoods.
Addressing journalists in Harare on Wednesday, the ex-combatants said they have appointed a National Interim Committee with the Government’s blessing.
The interim committee’s vice chair, Ethan Matibela said the last ZNLWVA elective congress was held 10 years ago and Mutsvangwa’s tenure lapsed several years ago. Said Matibela:

The Association’s constitution dictates that the organization should be run and operated by an elected national executive whose mandate would last for five years and thereafter, an elective congress would be conducted.
On several occasions, the association has experienced a gross disregard for its constitutional processes, chief among them, the lack of professionalism, no functioning systems in place, undue interference, lack of accountability and no clear programmes to embark on during the life of the sitting committee.
</blockquote>
He added that the majority of war veterans are without access to basic healthcare services, a decent living pension and no decent accommodation.
Matibela applauded the late former chairperson Chengerai Hunzvi for pushing the Government to give war veterans a $50 000 gratuity each in the late 1990s. He said:

After this payment, the association suffered as management diverged from the core business of the private voluntary organisation’s welfare.
The ministry advised us to create a National Interim Committee to resuscitate the association by preparing an elective congress upon which a fresh mandate will be given to a new national executive to run the affairs of the association for the next five years.

Speaking to <a href="https://www.newzimbabwe.com/war-vets-feud-zanu-pfs-mutsvangwa-ousted-for-lack-of-accountability-unprofessionalism/">NewZimbabwe.com,</a> Mutsvangwa said it was wrong for war veterans to wash their dirty linen in public. He said:

I never feuded with my fellow war veterans during and after the liberation war. I am not going to feud with them now.
This is unbecoming for war veterans to feud in the public domain. I will never comment on what they are saying.

The ZNLWVA was founded in 1990 to represent the interests of war veterans. It has been involved in various activities over the years, including advocating for better benefits for war veterans and supporting and speaking out against perceived injustices.
However, critics say ZNLWVA has become too closely aligned with ZANU PF and that its leaders have used their position to promote their own interests rather than those of all war veterans.

War Veterans Oust Christopher Mutsvangwa

President Emmerson Mnangagwa has expressed shock over the death of the Minerals Marketing Corporation of Zimbabwe (MMCZ) general manager and former Deputy Minister, Tongai Muzenda.
<a href="https://www.zimlive.com/mmcz-boss-tongai-muzenda-killed-in-borrowdale-car-crash-aged-57/">ZimLive</a> reported friends of the late former Gutu West MP as saying he crashed his Toyota Prado into an electricity pole in Borrowdale at about 10 PM on Wednesday.
Muzenda was the son of the late Vice President Simon Muzenda. He was 57.
In his condolence message, Mnangagwa said the MMCZ is all the poorer without the late Muzenda: Reads the statement:

I learnt with a deep sense of shock, horror and grief of the death last night in a car crash of Cde Tongai Muzenda, son of our late Vice President, Dr Simon Vengai Muzenda. 
A promising and trustworthy young executive, the late Cde Tongai Muzenda had been put in charge of our strategic arm, the Minerals Marketing Corporation of Zimbabwe, MMCZ, at which he provided excellent leadership. Today the MMCZ is all the poorer without him.
The late departed served our country in various capacities, including that of a Deputy Minister of Government under the First Republic, and as a Member of Parliament for Gutu West Constituency. 
Before his political career, soon after his University studies, the late Cde Tongai joined the corporate world as a young executive. 
He acquitted himself remarkably well in all these roles, thus upholding the Family tradition of enterprise, public spiritedness and great service to our Nation. 
In that sense, he was a true chip off the old block, and we deeply mourn his untimely demise in such violent circumstances.
Alongside his peers, the late Cde Muzenda helped shape our mining sector, including playing the key role of policy sounding board at a time
when we seek to refashion this sector so it keeps pace with expectations of our Nation, and with emerging global mining trends and standards. He will be sorely missed by all of us in Government, especially by those operating at the level of initiating mining policy.

Mnangagwa Mourns The Late Tongai Muzenda

A 49-year-old man from Hwedza, Mashonaland East Province is on the run after allegedly killing his mother over allegations of witchcraft.
The suspect, Everisto Magaisa, reportedly attacked his mother Faustina Magaisa with an unknown object on Wednesday morning and left her unconscious.
He then informed his brother Francis, that he had assaulted their mother and left her unconscious.
Francis informed the village head who rushed and found the victim lying in a pool of blood.
Police were informed and and came and rushed her to Mt St Marys Hospital where she was pronounced dead on arrival.
ZRP seputy spokesperson for Mashonaland East Province Assistant Inspector Misheck Denhere confirmed the incident to The Herald. He said:
After assaulting his mother, he went to his brother’s homestead where he also indicated that he was looking for his cousin Jealous whom he accused of dating his wife some time back.
He also indicated that he was intending to confront his other brother whom he accused of telling him that he was a psychiatric person.
Mental illness is a significant concern in Zimbabwe and one of the biggest challenges the country faces is the lack of resources and funding for mental health services.
Another challenge is the stigma surrounding mental illness in Zimbabwe. 
Many people still believe that mental illness is a sign of weakness or spiritual possession, and this can prevent individuals from seeking help.
Economic hardship, unemployment, and poverty in Zimbabwe have contributed to a rise in mental health issues, including depression and anxiety.
The signs of mental illness include sudden or extreme shifts in mood, an increased desire to isolate oneself from friends and family, and unexplained aches and pains, headaches, fatigue, or other physical symptoms that do not have a clear medical cause.
Mentally ill people may experience thoughts of self-harm or suicide and abuse alcohol, drugs, or other substances.

Hwedza Man Kills Mum Over Allegations Of Witchcraft

The Zimbabwe Republic Police (ZRP) has said fourteen (14) people were killed in an accident involving a Zebra Kiss bus that occurred along Mutare-Masvingo road on Tuesday night.
In a statement posted on the ZRP Twitter page, Police said one Cephas Muringani aged 46 passed away at Howard Mission Hospital where he was admitted, bringing to 14 the number of people who were killed in the accident. Reads the police:

Reference is made to the ZRP press statement dated 18/04/23 on the fatal road traffic accident which occurred on 16/04/2023 at the 5 Kilometre peg along Chivhu-Buhera Road.
The death toll has risen to 14 following the death of Cephas Muringani (46) who was admitted at Howard Mission Hospital.

Police said the accident occurred at about 11 PM when a Zebra Kiss bus travelling towards Mutare veered off the road and landed on its left side.
Eyewitnesses reported that the Zebra Kiss bus driver lost control while negotiating a curve at Mutare Teachers College, possibly to avoid a collision with a truck.
This accident comes barely weeks after a Zebra Kiss bus driver was sentenced to two years in prison for reckless driving after a bus he was driving was involved in an accident that killed one person and injured several others earlier this year.
There are several factors that can contribute to bus accidents in Zimbabwe which include poor road conditions, overloading, driver fatigue, speeding, inadequate maintenance, reckless driving, and a lack of driver training.

Zebra Kiss Bus Accident Death Toll Rises To 14

The Civil Registry Department will conduct a countrywide mobile registration exercise from 01 May to 31 July 2023.
Mobile teams will work from 7 AM to 5 PM, during working days, while for static offices they will work from 7 AM to 7 PM.
On weekends and public holidays, the documents will be issued between 7 AM and 4 PM.
The Department said the exercise will target those who attained 18 years intending to register as voters and eligible voters with lost identity documents which are needed on voting day.
Those who are 18 years and above and require both birth certificates and national identity documents are also set to benefit during the blitz.
Home Affairs and Cultural Heritage Minister Kazembe Kazembe said that 129 mobile teams have been deployed across the country in addition to static registry offices. <a href="https://www.herald.co.zw/civil-registry-extends-national-mobile-registration-exercise/">Said Kazembe</a>:

Each team will be having a different number of people depending on the deployments.

Zimbabwe is scheduled to hold general elections between 26 July and 26 August this year.
Last month, the Civil Registry Department, for nine days increased the daily working times to 12 hours during weekdays and 10 on weekends to issue national documents required for voter registration.
The registration exercise had a $24 billion budget and was being conducted together with the Zimbabwe Electoral Commission (ZEC) mobile biometric voter registration blitz.

Civil Registry To Conduct Another Mobile Registration Blitz

Vice President Constantino Chiwenga has warned business executives not to engage in corrupt activities saying the Government has zero tolerance for corruption.
Chiwenga issued the warning on Wednesday during a speech to business leaders and investors attending the International Business Conference at the Zimbabwe International Trade Fair in Bulawayo. He said:

I urge you to embrace the tenets of good corporate governance. President Emmerson Dambudzo Mnangagwa has declared zero tolerance for corruption. Therefore, do not be found on the wrong side of the law.

Transparency International’s 2022 Corruption Perceptions Index ranks Zimbabwe among the most corrupt countries in the world.
Zimbabwe scored 23 on a scale from 0 (“highly corrupt”) to 100 (“very clean”). 
When ranked by score, Zimbabwe ranked 157th among the 180 countries in the Index, where the country ranked last is perceived to have the most corrupt public sector.
Corruption has been a longstanding problem in Zimbabwe and some of the key areas where it has been reported include public procurement, the mining sector, land redistribution, and the judiciary.
Corruption has undermined public trust in government institutions, eroded investor confidence, and resulted in the misallocation of resources.
Meanwhile, efforts to combat corruption have been limited, with many anti-corruption agencies such as ZACC and ZRP lacking the necessary resources and independence to effectively investigate and prosecute cases of corruption.

Chiwenga Warns Business Executives Over Corruption

Minerals Marketing Corporation of Zimbabwe (MMCZ) general manager, Tongai Muzenda has died.
He was 57.
Muzenda, who was a son of the late Vice President Simon Muzenda, was involved in a car accident on Wednesday evening.
His death was confirmed by Ministry of Mines and Mining Development Permanent Secretary Pfungwa Kunaka. <a href="https://www.sundaynews.co.zw/mmcz-general-manager-dies/">He said</a>:

I’m really saddened. The news reached me as a huge shock, Mr. Tongai Muzenda as the GM for MMCZ had become a pillar and cog in our quest for a US$12 billion mining industry.
We last spoke Monday afternoon when he indicated he would arrive in Bulawayo for the Zimbabwe International Trade Fair (ZITF) today (Thursday).

Muzenda joined the MMCZ in February 2019.
He was a holder of a Master of Business Leadership degree from the University of South Africa and BSc Honours in Economics from the University of Zimbabwe.
Muzenda worked for Anglo American Corporation Services Limited in different managerial capacities as well as Marketing and Commercial Director and Chief Executive Officer of Zimbabwe Alloys Limited.
He served as the Member of Parliament for Gutu West, Masvingo for five years.
Muzenda also served as a Deputy Minister of Public Service, Labour and Social Welfare for two years.
He leaves behind a wife Constance Muzenda and two children, a boy and a girl.

MMCZ General Manager Tongai Muzenda Dies In Car Crash

Zimbabwe’s electricity crisis will not end any time soon after the Zambezi River Authority (ZRA) this week cut the amount of water allocated to ZESA and ZESCO for power generation at Kariba Dam.
ZESA and Zambia’s power utility ZESCO, equally share water at Kariba Dam for power generation.
ZRA executive officer Munyaradzi Munodawafa told <a href="https://businesstimes.co.zw/setback-as-zra-cuts-water-allocation-at-kariba/">Business Times</a> that ZESA and ZESCO are now utilising 15 billion cubic metres each from 22.5 billion cubic metres, which was allocated for the year 2022.
Speaking to the publication on the sidelines of the Zimbabwe International Trade Fair International Business Conference on Wednesday, Munodawafa said:

We have cut the water allocation to 15 billion cubic metres each from 22.5 billion metres with immediate effect. 
Last week, we concluded our water allocation reviews and have since written to the power utilities to adhere to the new limits. We are also going to limit their generation load.
</blockquote>
According to Business Times, this is the second worst allocation in the history of ZRA.
The worst allocation was effected in 1995, when ZRA allocated 11 billion cubic metres to the power utilities.
Munodawafa said the reason for the cut is that the region as a whole did not receive normal to above normal as had been forecasted. He said:

But this did not happen. On the Zimbabwe side, Gwayi River did not register any flow into the lake Kariba. There were, however, some flashes from Sanyati River.
The Angolan catchment which usually supplies more water into Lake Kariba was also below what it used to do.
But what is funny is that the Kafue catchment in Zambia is actually spilling.
However, we will not be that strict until the end of the winter agriculture season in July.
After July, we will be tough with ZESA and ZESCO. Next year, it’s likely to be worse.

The water cuts come as ZESA this week said it has been engaging ZRA for “more water allocation”.
ZESA general manager, stakeholder relations, communications and welfare, George Manyaya said told Business Times they haven’t received the letter yet from ZRA on the latest water allocation cut.

ZRA Cuts Kariba Dam Water Allocation For Electricity Generation

Some disgruntled nurses are accusing Vice President <a href="https://wiki.pindula.co.zw/Constantino_Chiwenga">Constantino Chiwenga</a> of blocking salary and allowance increases in the health sector as punishment for past strikes and demonstrations.
This comes after the government increased salaries for teachers, police officers, the army, and pensioners, with no mention of the health sector.
A letter dated April 4, 2023, stated an increase in cushioning allowances to US$200 and a US$250 COVID-19 allowance, which nurses will not be receiving for unspecified reasons.
These increases were set by the National Joint Negotiating Council (NJNC), but negotiations for health sector employees who have threatened industrial action since Chiwenga’s appointment as Health Minister have yet to occur. Reads the government memorandum on the salary changes:

The approved review is as follows; 100% remuneration review to gross ZWL emoluments from Deputy Director and below for all sectors.
Reviewing Cushioning and Covid Allowance from US$200 to US$250 per month across all sectors, excluding health sector, whilst Government Pensioners will be paid US$100 per month in USD Nostro Accounts paid concurrently with ZWL$ salaries. Health Sector shall be paid a USD Allowance of US$200 in the same manner.
Teachers will receive US$80 teaching allowance payable at the prevailing inter-bank rate with effect from 01 April 2023. The Teaching Allowance has replaced the previously introduced School Fees payment facility hence the facility will be discontinued from second term.
Please note that the Transport, Housing, Representation and Special Civil Service Allowances have been consolidated to Administration and In-Service Allowances and is calculated as 30% and 70% of basic salary respectively.”

A nurse at Parirenyatwa Group of Hospitals, who wished to remain anonymous, said that many nurses believe that Vice President Constantino Chiwenga is punishing them for past strikes and demonstrations demanding better wages, working conditions, and allowances. The source also mentioned unconfirmed rumours of stricter verification for those seeking to leave the country. The nurse told NewZimbabwe:

The general feeling is that the Health Minister is punishing us.
Remember he once fired some of us, and was a key advocate for government to criminalise industrial action and is on record saying takajayidzwa (we were spoiled).
It does not make sense that all other civil servants would have their salaries and allowances increased and we do not get communication as to what government is thinking about us.

A doctor at Sally Mugabe Hospital has expressed frustration saying the Zimbabwean government was working tirelessly to demotivate the health sector.
Meanwhile, teachers have <a href="https://zero.pindula.co.zw/civil-servants-reject-100-salary-increment/">dismissed the salary increase</a> they received and are demanding US$1 260 per month to cover their monthly expenses, including rent, medical aid, funeral cover, transportation, food, school fees, and clothing.

VP Chiwenga Accused Of Blocking Salary Increases

The <a href="https://wiki.pindula.co.zw/Citizens%27_Coalition_for_Change">Citizens Coalition for Change (CCC)</a> is allegedly facing challenges in some rural wards where villagers are hesitant to stand as opposition candidates.
According to cluster leaders who spoke to <a href="https://www.newsday.co.zw/local-news/article/200010639/ccc-struggles-for-rural-candidates">NewsDay</a>, the party is having difficulty finding candidates in remote areas like Muzarabani, Mudzi, and Chimanimani. One party cluster leader who declined to be named is quoted as saying:

Things are not looking good on the ground. There are no takers in perceived Zanu PF strongholds because people are vulnerable and they do not know where to report if they are harassed or their houses burnt.
CCC has no established structures. In most rural communities, to be labelled an opposition attracts serious backlash.
</blockquote>
Reports indicate that the Citizens Coalition for Change (CCC) is facing difficulties in finding candidates for some wards, with only one candidate identified out of 22 Wards in Chimanimani and none in 24 wards in Mashonaland West province.
According to sources, some opposition leaders have focused on rural constituencies under the Mugwazo program but have opted for safer urban seats. 
<a href="https://wiki.pindula.co.zw/Chalton_Hwende">Chalton Hwende</a>, the interim secretary-general of CCC, who is eligible to represent the Mhondoro area chose to be nominated in Kuwadzana (Harare), while vice-president<a href="https://wiki.pindula.co.zw/Tendai_Biti"> Tendai Biti</a> who is eligible to contest in Murewa opted for a safe seat in Harare East constituency.
The party is also allegedly grappling with the issue of double nominations.
The CCC has also been accused of double standards after some candidates renounced their MDC membership at the last minute to be nominated under a CCC ticket. Former MDC Alliance Harare chairperson Zivanai Mhetu was allowed to be nominated in the Epworth North constituency.
The party’s selection process involves conducting surveys and preparing a report with nominated candidates’ names, scores, and stakeholder comments. The nominated candidates will be approached by the Citizen’s Candidates Independent Selection Panel (CISP) to confirm their willingness to be considered as candidates.
However, CCC deputy spokesperson <a href="https://wiki.pindula.co.zw/Gift_Ostallos_Siziba">Gift Ostallos Siziba</a> dismissed reports that the party was struggling to field candidates in rural wards. He said:

That is not true that we are failing to find candidates. We have residue of all the 1 970 wards in Zimbabwe. Those who are alleging that, maybe, they are saying so because of the nominations that come late. We are now moving to the citizens caucus stage.

The CCC’s spokesperson <a href="https://wiki.pindula.co.zw/Fadzayi_Mahere">Fadzayi Mahere</a> explained that the party’s candidate selection process has four stages, with the nomination being the first stage. After nomination, there will be a vetting process and consultation with key stakeholders. Next, there will be community consensus building where citizens will have the opportunity to choose their preferred candidate and ask questions about their eligibility.

CCC Allegedly Failing To Find Candidates For Some Rural Wards, Constituencies

Some Zimbabwe Open University (ZOU) employees are now getting negative salaries as their paltry earnings are gobbled up by deductions such as medical aid and funeral policies.
Negative net pay occurs when an employee owes more in deductions than earned wages.
It happens when an employee’s total gross earnings for a period are less than the total of all taxes and voluntary or involuntary deductions.
A memorandum dated 19 April 2023 and addressed to staff members, ZOU Deputy Registrar, Human Resources, reads:

Kindly be advised that it has come to the attention of the University that there are some staff members who are now getting negative salaries because their deductions are more than their earnings.
According to Labour Act, the aggregate permissible deductions should not exceed twenty-five percent (25%) of one’s earnings.
As a way to rectify the issue of negative salaries, the Human Resources Unit shall with immediate effect cease the deductions of those who are affected, in the following order;
1 Tuition fees exemptions
2 Other Voluntary personal deductions
3 Funeral policies
4 Medical aid for dependents.
Please note that the above-mentioned deductions shall be terminated without consulting the affected staff members whenever the salaries are in the negative.
To avoid negative salaries, members are encouraged to always monitor their voluntary deductions.

ZOU Employees Now Getting Negative Salaries

The Insurance and Pensions Commission (IPEC) has directed that with effect from 1 July 2023, subscribers of funeral policies will now pay premiums amounting to US$6 000, or the equivalent in local currency, before their policies are deemed fully paid up.
This brings to an end all forms of perpetual premium payments by funeral policyholders.
The new regulations also mean that most premium funeral policy payouts will not exceed the US$6 000 ceiling. The directive reads in part:

Each funeral policy covering a single life shall be limited to a maximum sum assured not exceeding an amount of US$6 000 or the Zimbabwe dollar equivalent using the prevailing interbank exchange rate.
</blockquote>
IPEC has also directed all underwriters providing funeral assurance products to comply with Section 60 (1) (a) and (b) of the Insurance Act (Chapter 24:07), with regard to grace periods allowed before a policy lapses.
In terms of Section 60 of the Insurance Act, grace periods for funeral policies range from six months (for policies in duration of force of five years or over and less than seven years) to 60 months (for policies in duration of force of 25 years or over). IPEC said:

Where a policyholder has continuously paid premiums for an existing secondary policy and met all the terms and conditions of the policy, he/she is entitled to cash in lieu of service that is equivalent to the sum assured of the policy.
… Going forward, all annually renewable policies will have a limit of three years after which they become long-term policies with a maturity date and shall have a term not exceeding 25 years from the date of conversion from an annually renewable policy to a long-term policy.
The policy shall mature at the end of the premium paying term.
</blockquote>
The new regulations follow complaints by policyholders over the design of local funeral policy products and practices of funeral assurers.
Some of the issues raised by aggrieved policyholders include the design and sale of products and services (for example, funeral policies that do not mature), delays in settling valid claims, and high penalties for policy terminations, among others.

Reprieve For Funeral Policyholders As IPEC Announces New Regulations

Cases of January Disease, also known as theileriosis, have declined by more than 60 percent over the past three years.
According to the first quarter assessment report released by the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development recently, January disease-related deaths fell by 61.8 percent in the first quarter of 2023, compared to the same period in 2020.
Speaking to <a href="https://www.sundaymail.co.zw/january-disease-cases-decline">The Sunday Mail</a>, Veterinary Services Department (VSD) chief director Josphat Nyika, said:
The country lost 3 583 cattle to January Disease in the first quarter of 2023, compared to 9 382 cattle lost during the same period in 2020, which is our recent worst year.
It is in 2022 that notable improvement started to be felt after operationalising various programmes.
We lost 4 297 cattle during the same period.
Nyika said the dipping of cattle remains the most effective way to control tick-borne diseases. He said:

In January disease-outbreak areas, cattle are dipped three times in two weeks following the 5-5-4-day dipping interval to break the cycle of disease transmission; and even in the winter period, theileriosis hotspots continue on weekly dipping to prevent the build-up of brown-ear tick larval and nymphal stages responsible for winter outbreaks.
</blockquote>
Theileriosis is a group of tick-borne diseases caused by protozoan parasites of the Theileria genus. The symptoms of January Disease include fever, loss of appetite, weight loss, weakness, anemia, enlarged lymph nodes, difficulty breathing, jaundice, swelling of the lower limbs, and decreased milk production in dairy cows.

January Disease Cases Decline By 60%

The City of Bulawayo has appointed Sikhumbuzo Mangisi Ncube as the Director of Engineering Services.
In a statement released on Sunday, Town Clerk Christopher Dube said Ncube’s appointment is effective from 01 April 2023. Reads the statement:

The City of Bulawayo is pleased to announce the appointment of Engineer Sikhumbuzo Mangisi Ncube to the position of Director of Engineering Services with effect from the 1st of April 2023.
Eng. Ncube is a holder of an Executive Master of Business Administration Degree (2009 – 2011) and a Bachelor of Engineering (Hons) Degree in Civil and Water Engineering (1998-2003) from the National University of Science and Technology.
He also holds numerous professional and academic certificates from various courses and training.
He began his professional career as Student Engineer with Stewarts and Llyods – Bulawayo Office in 2002.
He then joined the Zimbabwe National Water Authority after his graduation where he worked as a Projects and Planning Engineer, and Water Supplies Engineer (2004 – 2006).
He also worked with Proplastics, a Division of Murray and Roberts as a Design and Sales Engineer and Acting Regional Sales Manager (2006-2007).
He thereafter joined World Vision Zimbabwe where he held several roles such as Water Sanitation and Hygiene (WASH) Engineer and Water and Sanitation Coordinator.
Eng Ncube joined the City of Bulawayo as a Senior Engineer – Waste Water in 2010 and also worked as a Senior Engineer – Water Distribution before his promotion to Principal Engineer – Strategic Planning (2015-2018).
He was further promoted to the position of Deputy Director of Engineering Services (Water and Sanitation) in February 2018 and has been Acting Director in the Engineering Services Department from January 2022 till his appointment.
Sikhumbuzo Ncube is a dynamic Engineer with demonstrated history and substantial experience in all aspects of civil engineering and water and sanitation project planning, implementation and management.
He has worked on a number of flagship projects including the Bulawayo Water and Sewerage Services Project (BWSSIP) funded by the African Development Bank as Coordinator and Technical Specialist, Local Coordinator with the Netherlands-funded WaterWorx project, Climate Change Expert, Nyamandlovu Aquifer construction, rehabilitation of earth dams and establishment of irrigation schemes and has represented the City in other national projects.
He has a lot of expertise in feasibility studies and proposal writing, project planning design and stakeholder participation and involvement for sustainable WASH Solutions.
He also has experience in contract management, project administration and exposure with different funding institutions.
Eng Ncube is a Corporate Member of the Zimbabwe Institute of Engineers, Professional Engineer with the Engineering Council of Zimbabwe, Committee Member of the Matabeleland Chapter (ZIE) (2017-2022), Committee Member of Bridge Building and Water Network Competition for National High Schools under Matabeleland ZIE (2017-2022), Former member of the Zimbabwe Emergency Response Team (ZERT) with World Vision (2008-2009) and Standards Association of Zimbabwe (SAZ) Committee Member (2018-2019). He is also a board member of various organisations and institutions.
Sikhumbuzo is married to Eng Mercy Ncube and together they have three children.

A Harare man was on Saturday whisked away by state security agents after he tried to confront President Emmerson Mnangagwa in Epworth.
According to <a href="https://www.newsday.co.zw/thestandard/news/article/200010574/harare-man-breaches-ed-security">The Standard</a>, the incident occurred as Mnangagwa was delivering a speech at the launch of the Presidential Title Deeds and Settlement Regularisation Programme in the dormitory settlement.
As the President was delivering his speech, a young man raced to the stage to confront Mnangagwa but was stopped by State security agents a few metres away.
He was then taken behind a VVIP tent where he was beaten up.
At the event, Mnangagwa handed over 265 title deeds to residents and promised them that more were coming. He said:

The regularisation of this settlement is a mammoth development project which must be collective in nature.
Every individual and household effort, skills and contribution counts. Nyika inovakwa nevene vayo/Ilizwe lakhiwa ngabanikazi balo’.
Let us remain focused, united and determined to see the success of this project.
We must transform Epworth and other human settlements while ensuring that benefiting households enjoy the real value of their properties and environments.

The Government says the 11 200 title deeds that are ready for Epworth residents are part of the targeted 38 000 for the sprawling suburb.
Thousands of ZANU PF supporters were bussed to the venue from various parts of Harare to attend the event.

Harare Man Breaches Mnangagwa Security At Epworth Event

Civil servants have rejected the Government’s 100% salary increment offer, accusing their employer of unilateralism.
Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) president CecIlia Alexander on Friday said no agreement was signed when Government representatives and civil servants met under the National Joint Negotiating Council (NJNC).
She also accused the Public Service Commission (PSC) of insincerity. Said Alexander:

ZCPSTU refused to sign the NJNC agreement because the PSC pre-empted through a circular written by the secretary who ordinarily should not have according to Statutory Instruments (SI) 141 of 1997.

She claimed that some State employees (uniformed forces) got their increment in February while others only received an increment in April. <a href="https://www.newzimbabwe.com/https-www-newzimbabwe-com-civil-servants-reject-governments-100-increment-offer/">NewZimbabwe.com</a> quoted Alexander as saying:

The effective date where other sectors got a salary increase two months earlier and other civil servants have no inflation-adjusted salary components.

Early this month, the Government approved a 100% remuneration review for civil servants except for the health sector.
The adjustment included an increase of the COVID-19 allowance from US$200 to US$250 per month across all sectors, excluding the health sector.
Teachers were awarded an US$80 teaching allowance payable at the prevailing inter-bank rate with effect from April 1, 2023. The school fees payment facility for children of teachers was scrapped.

Civil Servants Reject 100% Salary Increment

President Emmerson Mnangagwa has said all households in Epworth, Harare will eventually get title deeds for their properties.
Title deeds are legal documents that demonstrate ownership or title to a particular piece of property.
They are important for establishing a clear title to the property and can be used as evidence in disputes over ownership or boundaries.
The <a href="https://www.sundaynews.co.zw/all-households-to-get-title-deeds-president/">Sunday News</a> reported that on Saturday, 22 April, more than 265 title deeds were handed over to property owners in Epworth, with 11 000 more already processed.
The title deeds were handed over to residents by Mnangagwa at the launch of the Presidential Title Deeds and Settlement Regularisation Programme at Epworth High School.
Speaking at the event, Mnangagwa said the documents will provide security tenure for beneficiaries and protect them from land barons. He said:

The programme is one of the many responsive interventions by the Second Republic to improve the quality of life and livelihoods of our citizens.
The title deeds being issued today are an important empowerment tool and a legal document that gives beneficiaries several rights, which include ownership and security of tenure, and disposal and transfer of ownership from one person to another.
The title deeds also outline the land boundaries of the property and other related conditions.
I, therefore, call upon all the families being issued with title deeds to keep the documents in a safe and secure place.
The process of producing title deeds is very thorough and involves various ministries, agencies and departments working together under the Whole-of-Government approach.
This guarantees the security of the final title deeds and protects against counterfeit or fake documents.
The days when people would lose their hard-earned savings to unscrupulous merchants and land barons who sell land without any documentation are now behind us.

Mnangagwa said the programme was going to be rolled out in all the country’s 10 provinces. He said:

Following today’s historic milestone, the Presidential Title Deeds and Settlement Regularisation Programme is set to be rolled out to other provinces.
This event demonstrates that we have the political will and technical skills to deliver while sufficient resources are and available to support this exercise.
No one and no place or suburb or township will be left behind. Together, let us continue to build smart, sustainable and orderly human settlements.

He said a master plan which outlines the location of schools, clinics, hospitals, commercial and industrial sites has been developed for regularisation of suburb.
The President said the second phase will involve servicing of land, construction of roads, improvement of electricity and bulk water supply infrastructure, as well as modern sewer and waste management facilities.

All Epworth Households To Get Title Deeds - Mnangagwa

President Emmerson Mnangagwa says he has exempted Lands, Agriculture, Fisheries, Water and Rural Resettlement Minister, Anxious Masuka from constituency politics so that he solely focuses on reviving the country’s agriculture sector.
In March, Masuka, and Permanent Secretary in the Lands Ministry John Basera came out as the biggest winners in the 2022 performance evaluation results for Cabinet Ministers and senior Government officials.
The two were named best performers in their respective designations.
Writing in his weekly column for The Sunday Mail and Sunday News, Mnangagwa said Masuka will be a non-constituency legislator. He wrote:

I have released Minister Anxious Masuka from the distractions of constituency politics so his sole focus and sole politics relate to this one goal of transforming our agriculture for a food-secure Nation for all times.
He will be a non-constituency Member of Parliament, so he has enough time to live, think and dream of agriculture only.

In 2022, Zimbabwe achieved a record wheat harvest as farmers delivered over 375 000 tonnes to the Grain Marketing Board (GMB).
Before last year’s output, the highest-ever wheat output since commercial production began in the 1960s was 325 000 tonnes realised in 1990.
Meanwhile, several Cabinet ministers and deputies, among them Sekai Nzenza and Ziyambi Ziyambi, were defeated in ZANU PF primary elections that were held on 25 March 2023.
