Sixteen ZANU PF members have been suspended for five years for supporting independent candidates in their constituencies during the 2023 harmonised elections.
The majority of the suspended members—15 in total—are from ZANU PF’s Masvingo province, with the 16th member from Manicaland.
The suspensions were outlined in the Central Committee report presented by ZANU PF First Secretary and President, Emmerson Mnangagwa, at the 21st ZANU PF National People’s Conference held last month in Bulawayo.
The suspended members from Masvingo include: Gracious Mapurisa, Jainos Mudonhi, Blessing Hwititi, Wilson Hwafa, Rebecca Matanga, Wellington Hove, Josiel Gumbo, Tavaona Dube, Chamunorwa Ndlela, Simbarashe Pen, Nomsa Masaga, Godknows Moyo, Antalia Ngwenya, Silandekani Khalamesi, and Hlamulo. The member from Manicaland is Batsirai Pemheni.
Some of the suspended members had contested as independent candidates in the National Assembly and local authority elections.
Former ZANU PF members who ran as independents but were not elected include: Thomas Munjoma (Mutare West), Zivanai Peter Musanhu (Mt Darwin West), Eunice Mangwende (Murewa North), George Vhengere (Gutu East), Tafadzwa Shumba (Mwenezi West), Jeremiah Ndlukuwani (Gokwe Chireya), and Siphathisiwe Mathema (Nkayi North).
Their decision to stand as independents resulted in their expulsion from ZANU PF, although none of them were successful in securing a seat in the election.

Opposition political parties in Zimbabwe have welcomed a proposal from the Zimbabwe Electoral Commission (ZEC) to require all political parties to be legally registered through an amendment to the Electoral Act.
Under the current law, political parties only need to inform the ZEC of their existence without going through a formal registration process.
In an interview this week, ZEC Chief Elections Officer Utloile Silaigwana said the registration of political parties was one of the recommendations made during the recently concluded annual conference. Said Silaigwana (via <a href="https://www.newsday.co.zw/local-news/article/200033111/zec-pushes-for-political-party-registration">NewsDay</a>):

The Zimbabwe Electoral Commission would like to express its gratitude to stakeholders for the successful conduct of the post-2023 harmonised elections review conference in Nyanga recently.
The goal of the conference was to reflect on the 2023 harmonised elections in order to adequately prepare for the 2028 electoral cycle. The overarching guiding questions at the conference interrogated what worked well and what did not.
The conference came up with recommendations to improve the legal framework governing the country’s elections and the administrative framework.
It is hoped that these recommendations, including the one that seeks the registration and regulation of political parties become part of the electoral law.

Promise Mkwananzi, the spokesperson for one of the three factions of the Citizens Coalition for Change (CCC), said the registration of parties would assist in resolving disputes regarding the leadership of political parties. He said:

We await the proposed modalities. What we want is an enabling environment for multiparty democracy and an end to stealing [Nelson] Chamisa’s parties by ZANU PF stooges and mercenaries.
All MPs and councillors elected through Chamisa’s ticket must be answerable to Chamisa’s party and the political finance due to him and his party must be duly disbursed to him and his party.
If the registration achieves this end and removes any chance for the masquerades, then it will be desirable. 
What we do not want is a registration process that seeks to stifle rather than facilitate multipartysm, that gives political parties the latitude to define their own internal democracy and systems not prescribe for them or seek to impose or influence who their leaders will be and how they should lead.

Lloyd Damba, the spokesperson for Movement for Democratic Change (MDC) president Douglas Mwonzora, said there is nothing objectionable about the registration of political parties. He said:

In other countries within Africa, we have similar laws that require the registration of political parties, in particular Kenya. They have their reasons for that and I do not see anything wrong with that particular move.
It becomes sinister when a body that is not mandated by any law to advocate for the registration of political parties when its duties are clearly stipulated in the Constitution [sic].
They want politics to be a game of the rich in particular those that are looting mineral resources and tenderprenuers.

Meanwhile, Silaigwana urged Zimbabweans to move past the 2023 harmonised elections and concentrate on the upcoming 2024-28 electoral cycle.
He said those with grievances should seek resolution through appropriate channels, such as Parliament and the courts, while the commission maintains its right to address any serious allegations made against it.

Opposition Endorses ZEC's Proposal For Party Registration

Disputed Citizens Coalition for Change (CCC) acting president Welshman Ncube has described it as “madness” for opposition parties to continue participating in elections without electoral reforms, which he believes will result in rigged outcomes favouring the ruling ZANU PF party.
Speaking at CCC’s victory celebrations for Tsholotsho Ward 1 councillor Witness Khumalo, Ncube referenced the late Movement for Democratic Change (MDC) leader Morgan Tsvangirai, who often emphasized the futility of participating in elections in an unsuitable environment.
During his leadership of the MDC from 1999 until his passing on February 14, 2018, Tsvangirai frequently threatened to boycott elections until electoral reforms were implemented.
Ncube also criticised the country’s new currency, ZiG, labelling it not only rare but worthless, as it has rapidly depreciated on the parallel market due to a shortage of foreign currency. He said (via <a href="https://www.newsday.co.zw/local-news/article/200032721/mugabe-was-better-than-ed-welsh">NewsDay</a>):

Tsvangirai used to say if you see yourself doing the same thing and bearing the same results over and over again, in English, it is the very definition of insanity. This means you are mad.
You participate in elections in 2000, then there is a dispute and the country keeps going down. You do the same thing for years over and the country keeps on dwindling.
You end up not having a stable currency for the country. Who among you have ever laid eyes on this money called ZWG (formerly ZiG)? If you have seen it before, what does it buy?
I stay in both Harare and Bulawayo, but I have never seen the ZiG with my own eyes. The country’s wealth keeps dwindling and yet we are busy doing slogans.
Second republic, third republic, the country is built by its own people, but it is still the same and there is no change.
We should all ask ourselves whether we want to reach 2028 knowing very well that the same people are going to be at the top stealing and they go back using both police and soldiers’ power.
When we reach 2028, you start talking about 2033 and in 2033, you start talking about 2038. Is that not total madness?

The CCC secured victory in Ward 1 of Tsholotsho during the August 2023 harmonized elections. At that time, Nelson Chamisa was the leader of the opposition party.
However, Chamisa announced his resignation from the party in January 2024, alleging that ZANU PF had infiltrated the CCC through its proxies.

In simple words, Welshman Ncube from the opposition CCC says it's crazy to keep joining elections without changes, because the results will be unfair. "Madness For Opposition To Participate In Elections Without Reforms, Says Welshman Ncube

Advocate Thabani Mpofu, who represented then-MDC Alliance presidential candidate Nelson Chamisa in the 2018 presidential election challenge at the Constitutional Court, has dismissed the collation of the 2023 presidential election results published by Freeman Chari.
Chari, a US-based software engineer and long-time opposition activist, had claimed to have collated results from 84% of the V11 forms (the official vote tallying forms) and asserted that President Emmerson Mnangagwa won the election by well over 50%.
In a statement released on Friday, August 23, 2024 – exactly one year after the polls – Chari said his team had “done the best we could to collate results” and that citizens had “amazingly” sent in V11 forms from their polling stations.
He stated that within the first two days, they had collated about 75% of the polling stations, eventually reaching 10,250 stations, representing around 84% of all polling stations used. Said Chari:

We did the best we could to collate results. And citizens did amazingly great by sending us the V11s from their polling stations.
Within the first 2 days, we had collated about 75% of the polling stations. We eventually were able to collate 10 250 polling stations in which we could verify their results.

We got a lot of dubious results from Mashonaland East, Central and West. Those polling stations have been excluded.

However, in a post on X (formerly Twitter) on Monday, August 26, Mpofu strongly dismissed Chari’s election results. 
He argued that the figures published by Chari were the same “compromised” results that had been released by the Zimbabwe Electoral Commission (ZEC).
Furthermore, Mpofu rejected Chari’s claim that he had utilised an election-monitoring app, Mandla, during the voting process, saying the app was never actually deployed. Said Mpofu:

The results published by Freeman Chari are explicitly identified as ZEC results, derived from the stamped V11 forms, which have been compromised. These results merely confirm what we already know and do not provide any new insights.
Importantly, since these results are from ZEC itself, they cannot be used to validate the accuracy of ZEC’s own announcements. August 2023 remains a fraud.
Interesting fact: Freeman Chari and MANDLA were never affiliated or associated with each other. Moreover, MANDLA was never actually deployed or utilized in any capacity in August 2023.

Meanwhile, UK-based Zimbabwean lawyer Brighton Mutebuka said Chari and his team for “an exceptional job under extremely hazardous circumstances.” He wrote on X:

7. FAZ’s strategy in brazenly intimidating villagers in rural areas through noting down their names before &amp; after voting at Polling Stations. Some registered voters in opposition strongholds were even turned away.
8. ZEC’s criminal conduct in conspiring to disenfranchise huge numbers of registered votes in Harare, Bulawayo &amp; other opposition strongholds via very late deliveries of ballot papers &amp; botching extending the voting time.
9. Charges of FAZ manned Polling Stations sprouting last minute in hidden &amp; inaccessible locations, including farms of War Vets &amp; ZANU PF politicians.
10. The above should be revisited once the ground has shifted so criminal charges can be preferred.
11. The above means that the scale of the prejudice cannot be numerically quantified, rendering the result a sham.
12. ZEC itself failed to publish verifiable results.

Freeman Chari, a US-based software engineer and opposition activist, has made a surprising admission regarding the 2023 harmonised elections in Zimbabwe.
Chari, who previously worked with the election monitoring group Team Pachedu and later developed the election-monitoring app Mandla, has confirmed that President Emmerson Mnangagwa secured more than 50% of the presidential vote.
In a statement released on Friday, August 23, exactly one year after the polls, Chari claimed to have collated results from 84% of the V11 forms (the official vote tallying forms).
His analysis showed that President Mnangagwa garnered 52% of the vote. Chari also acknowledged that his tally excluded many votes from ZANU PF strongholds in the Mashonaland provinces, suggesting that Mnangagwa’s actual vote share was even higher.
This revelation appears to explain why Nelson Chamisa, the CCC candidate who had disputed the election results, chose not to file a formal election petition challenging the outcome.
Some political analysts believe Chari’s data-driven admission has undercut the opposition’s claims of electoral fraud. Wrote Chari on X:

Fortunately, none of our volunteers were affected but they operated under great danger to themselves. Having more than 50 people’s lives at stake was a huge burden.
We did the best we could to collate results. And citizens did amazingly great by sending us the V11s from their polling stations.
Within the first 2 days, we had collated about 75% of the polling stations. We eventually were able to collate 10 250 polling stations in which we could verify their results.
These represent about 84% of all polling stations used. We did receive a lot of results from other polling stations which we could not authenticate or verify.
I have excluded those results from this spreadsheet. The results on this spreadsheet only represent the polling stations we could back with signed and stamped v11s.
We got a lot of dubious results from Mashonaland East, Central and West. Those polling stations have been excluded.
We chose also not to even release these results in 2023 in the backdrop of the SADC report because we felt we were not in the business of legitimizing sham elections.
We hoped CCC would reject the whole election in toto. Unfortunately, some decided to go to parliament and councils.

US-Based Opposition Software Engineer's Data Confirms ED Won 2023 Election

Zimbabwe Electoral Commission (ZEC) chairperson, Justice Priscilla Makanyara Chigumba, has called for the mandatory registration of political parties to prevent a recurrence of issues experienced during the 2023 harmonised elections.
In the run-up to the polls, electoral courts were inundated with a high volume of cases where candidates challenged the rejection of their nomination papers.
Chigumba stated that the Electoral Act should be amended to make it compulsory for all political parties to be formally registered with the authorities.
Alternatively, Chigumba suggested that there should be a cap on the timeframe within which candidates can appeal their candidature before elections, even in the absence of a party registration requirement.
The ZEC chairperson made these comments during a joint induction workshop of the Justice, Legal and Parliamentary Affairs Committee and the Thematic Committee on Human Rights, which was held in Bulawayo over the weekend. She said (via <a href="https://www.herald.co.zw/parties-should-be-registered-justice-chigumba/">The Herald</a>):

To solve the chaos around the nomination process, I made two recommendations: to register political parties or give time limits on electoral court challenges.
This means the electoral court will not accept any court challenges 30 days before election day.
The problem in Zimbabwe, as part of the electoral law, is that we have no legislation on the registration of political parties.
What we have are individuals notifying ZEC that they have established a political party and requesting to be added to the database.

Chigumba argued that the lack of mandatory political party registration in Zimbabwe has led to a concerning lack of accountability.
She explained that when individuals make decisions on behalf of a political grouping, there is no clear entity that can be held responsible.
In contrast, Chigumba noted that in many other countries, political parties are required to register, similar to how companies are registered.
This, she said, makes these political entities more accountable, as they risk being deregistered if they fail to adhere to the necessary regulations and standards. Said Chugumba:

Chigumba Calls For Compulsory Political Party Registration

The Zimbabwe Electoral Commission (ZEC) has reinstated Mashonaland East Proportional Representation (PR) Member of Parliament Constance Chihota (Citizens Coalition for Change – CCC) following a High Court order instructing Parliament to reinstate the MP.
Chihota was among several CCC MPs who were recalled from Parliament by Sengezo Tshabangu in November 2023. The others recalled were:

Through General Notice 1184 of 2024, ZEC chairperson Priscilla Chigumba announced the reinstatement of Chihota to the National Assembly. Reads the notice:

Constance Chihota as a Citizens Coalition for Change (CCC) party member of Parliament representing Mashonaland East Province.
The Honourable member had been erroneously recalled by her sponsoring party on 7th November 2023. She is a member of the National Assembly by virtue of section 124(1)(b) and of the Constitution. The public is therefore informed that no vacancy exists among party-list members of the National Assembly following the said order.

ZEC Reinstates CCC MP Constance Chihota After High Court Order

The Zimbabwe Electoral Commission (ZEC) has responded to a request from lawyer Thabani Mpofu to publicly condemn the claims made by Lieutenant General Anselem Nhamo Sanyatwe regarding the military’s ability to impose “command voting” in elections.
Last month, the Zimbabwe National Army (ZNA) commander, Lt. General Sanyatwe, was quoted as stating that the army will employ “command voting” in elections and that the ruling ZANU-PF party would “rule forever.”
In a letter dated 12 July 2024, Mpofu challenged ZEC chairperson Justice Priscilla Chigumba to issue a firm public statement refuting Sanyatwe’s claims and providing assurances that ZEC is not beholden to or influenced by the army’s directives.
Mpofu gave Chigumba a seven-day deadline to address Lt. General Sanyatwe’s assertions about the military’s ability to manipulate the electoral process.
In response, ZEC chief elections officer Utoile Silaigwana, in a letter dated 19 July 2024, stated that it is the duty of the Zimbabwe Republic Police (ZRP) to investigate crimes and the National Prosecuting Authority (NPA) to prosecute offenders.
Silaigwana argued that ZEC cannot condemn an alleged act of electoral malpractice pending proper investigation and conviction using the procedures prescribed by law. Wrote Silaigwana:

We acknowledge receipt of your letter dated 12 July 2024 and note the contents thereof which allege the commission of an electoral malpractice.
As I am sure you are well aware, the core function of the Commission is that of election management. While the obligation to implement provisions of the Electoral Act is that of the Commission, the investigation and prosecution of electoral offences created by the law does not fall within its remit.
The investigation functions are constitutionally allocated to the Zimbabwe Republic Police while the power to institute criminal procedures lies with the National Prosecuting Authority.
The Commission feels that it cannot condemn an alleged act of electoral malpractice pending proper investigation and conviction using the procedures prescribed by law.

Mpofu has shared the letter on his X page (formerly Twitter) with a critical commentary.
In his caption, Mpofu noted that “In ZEC’s considered opinion, a reasonable suspicion exists that Gen Sanyatwe’s comments constitute a criminal offence.”
However, he argued that this view “still falls far short of condemnation of his utterances” and does not “repair ZEC’s tattered credibility.”
Mpofu concluded his post by stating that he is “proceeding with cautious haste,” implying that he intends to take further action against ZEC’s refusal to condemn Sanyatwe’s utterances.

ZEC Responds To Thabani Mpofu's Request to Denounce Lt. General Sanyatwe's "Command Voting" Claims

UK-based Zimbabwean lawyer, Brighton Mutebuka, says there is a looming “final showdown” between President Emmerson Mnangagwa and Vice President Constantino Chiwenga over the control of the ruling ZANU PF party and the Zimbabwean government.
Mutebuka, in a post on the social media platform X, has suggested that despite ZANU PF’s denials, there are ongoing power struggles between the two senior political figures.
This comes after President Mnangagwa recently claimed that he is not seeking a third term in office, which Mutebuka believes should not be taken at face value.
The lawyer asserts that Mnangagwa is now racing against time and has to execute a plan to remain in power beyond 2028 within the next 18 months.
The speculation around a power struggle between Mnangagwa and Chiwenga has been the subject of much debate within Zimbabwe’s political landscape. He wrote:

11. ED’s hand is being forced by his shrinking political clock which dictates the necessity of executing key &amp; calculated political steps to beat the deadline imposed by the expiry of his term in 2028.
12. In actual effect, given where we are now, he has to execute his mission with deadly precision &amp; ruthlessness within the next 18 months or so, if he is to have the chance of seeing it through.
13. I have always argued that the odds are heavily stacked against him. At the very least, constitutionally at least – even with the benefit of Malaba in his corner – the route to his endgame is highly combustible.
14. Then there is the added political intrigue that arises from the inevitable &amp; high-octane pitting of wily deep-state actors on either side in dangerous duels in Zimbabwe’s equivalent of ancient Rome’s Colosseum.
15. The more political scandals tumble out of ED’s political closet – cue the current &amp; previous state capture &amp; corruption scandals – the more ED will be primed to fight to the death given the fear he is likely to have over the potential consequences of a catastrophic loss of power.
16. The duel pits Alpha male against Alpha male. One thing clear from ED’s Mutare speech is that he did not expressly or officially endorse or identify Chiwenga as his successor – this despite the “blood brothers” narrative they have sought to portray over many years.
17. I previously commented that there was something churlish about ED’s Chikomba speech – where he did a roll call of his cabinet &amp; asked it to line up &amp; endorse his 3rd term agenda via chanting his slogan in front of Chiwenga – before holding and hoisting Chiwenga’s hand while bizarrely &amp; needlessly introducing him as Zim’s VP – as if such an introduction was necessary or appropriate – either in that moment or in Chikomba of all places.
18. I consider that roll call to be blood-curdling, reckless, extremely provocative &amp; dangerous to a tee. Brazenly executed in broad daylight in Chiwenga’s home ground, on his own turf, it’s difficult not to interpret it as a crude but powerful attempt at subjugation and projection of untrammelled power.
19. The stream of choreography we are now witnessing, from General Sanyatwe’s reckless utterances to the cacophony of deafening alarm bells from the Bocha VaPostori Passover charade is part of that act of intimidating all internal opponents in ZANU PF.
20. There are also attempts at generating massive goodwill &amp; performance legitimacy from the gullible through a sustained flurry/campaign of public works – such as road repairs, new buildings and other “ED Works”, to generate a sense of indispensability or creation of a messianic complex &amp; justify the 2030 Project, as if another ZANU PF candidate can’t continue on the same trajectory.
21. The more many organs of ZANU PF &amp; state officials join the chorus, the more the 3rd term agenda is presented as a fait accompli – to the likes of Chiwenga, so that they can be psychologically whipped into line to capitulate without any further salvos being fired – thereby achieving another version of a bloodless palace reverse coup!
22. ED’s Mutare Juice speech’s reference to a party-chosen successor as opposed to a carefully scripted Chiwenga coronation dramatically &amp; powerfully demonstrated the fissures in their claimed close relationship.
23. It’s a not-so-subtle lightning rod to ED’s Lieutenants and the politically discerning – the equivalent of Prof Moyo’s then explosive BBC Hardtalk interview when he declared that ED’s then elevation to the state Vice Presidency did not mean that he was a shoo-in Bob’s successor.
24. So we now have our answer to the Mutare Juice speech. ED simply wanted to lure in his ambitious rivals into choppy waters and a false sense of security – while unfurling the old &amp; worn out dictator’s script of pretending to be reluctant &amp; unwilling to stay in power while secretly marshalling their proxies to continue pushing their naked political ambition from behind the scenes!
25. In scenes akin to a deadly game of Russian Roulette, ED has effectively raised the stakes &amp; marked his territory – daring Chiwenga to enter the dungeon &amp; settle their score. At some point, the latter will have to take the plunge, which is when it will become hair raising &amp; cause teeth to gnash! If it previously never was, it’s now immediately clear that the much-vaunted Coup Protocol either never existed or was never taken seriously by ED.
<h2>Conclusion</h2>
ED is going nowhere. Battle lines are now drawn everywhere. In SADC, in ZANU PF and all state institutions. The unfinished business of November 2017 has returned to haunt Zimbabwe.
The showdown is looming. It’s how ED’s political journey was always going to unfold. He was always incapable of giving up power voluntarily.
Had his Mutare speech been sincere, we would have seen a tectonic shift in Zim’s political terrain through the loosening of his grip over party &amp; state affairs, genuine delegation of power/decentralisation and a lowering of the political temperature.
Instead, we have seen the exact opposite! You would think it was ED’s first term. There are so many political scandals engulfing ED as to disincentivise him from vacating the seat of power. One gets the impression that he is committed to rolling the political dice to the bitter end!
Virtually every current political event in Zim seems to be attributable to the intractable succession saga. From mysterious arsons to senseless arrests of political opponents &amp; exceptionally cruel &amp; prolonged denial of bail even to the disabled and infants – such jarring heartlessness &amp; callousness!
We are also increasingly seeing the unusual spectacle of children of high-profile regime officials getting arrested – which heightens the political intrigue involved!
It’s a bumpy road ahead, everyone needs to buckle up &amp; fasten their seatbelts, especially the leading protagonists &amp; those around them!

Zimbabwe's President Mnangagwa and Vice President Chiwenga are in a big fight for power in the ruling ZANU PF party. A lawyer, Mutebuka, says they are heading towards a final showdown. Mnangagwa wants to stay in power beyond 2028, but Chiwenga is trying to stop him. Mnangagwa has to make some big decisions in the next 18 months to stay in power. There is a lot of tension and political drama in Zimbabwe right now, and it looks like things are going to get even more intense.

Mnangagwa, Chiwenga Set For "Final Showdown", Says Mutebuka

Prominent lawyer and advocate Thabani Mpofu has written a letter to the Chairperson of the Zimbabwe Electoral Commission (ZEC), Justice Priscilla Chigumba, challenging her to publicly refute the claims made by Lieutenant General Anselem Nhamo Sanyatwe regarding the military’s ability to impose “command voting.”
Last month, the Zimbabwe National Army (ZNA) commander, Lt. General Sanyatwe, was quoted as stating that the army will employ “command voting” in elections and that the ruling ZANU PF party would “rule forever.”
In a letter dated July 12, 2024, Mpofu demanded that Chigumba issue a firm public statement refuting Sanyatwe’s claims and providing assurances that ZEC is not beholden to or influenced by the army’s directives.
Mpofu has given Chigumba a seven-day deadline to address Lt. General Sanyatwe’s assertions about the military’s ability to manipulate the electoral process to ensure ZANU PF’s perpetual rule in Zimbabwe. Wrote Mpofu:

I am writing to bring to your attention concerning remarks made by General Sanyatwe, the Commander of the Zimbabwe National Army about elections in Zimbabwe. I have in my possession videographic evidence of him uttering words to the following effect:
“… Zanu (PF) shall rule until donkeys grow horns, whatever your stated and expressed wishes. I am now speaking as the Commander of the Army. We shall use what is called Command Voting. . . Do we understand each other?”
In these remarks, General Sanyatwe not only wades into issues beyond his constitutional remit but also asserts, his as well as the army’s preparedness to undermine the vote and not respect its sanctity. Your Commission’s ability to deliver a credible election has been put in issue by remarks that suggest its complicity in undermining the popular will.
I wonder whether there is any truth to the sting of General Sanyatwe’s assertion.
If you consider this assertion false, I kindly request that you publicly refute it with a firm assurance that your commission is not on the army’s back and call.
If you choose reticence, I kindly request that you account for it, the statement considered. General Sanyatwe’s statement undermines the trust and confidence of the electorate in the electoral process. This as you are aware, has been no small issue.
A clear and prompt refutation of this assertion will help to maintain the integrity of the electoral process and reassure the public that the Electoral Commission is committed to upholding the sanctity of the vote.
Your attention is drawn to sections 155(1), 156(c)(i), 233 and 239 of the Constitution of Zimbabwe, 2013 and to the obligations that have been triggered by this tainted tale.
The failure to call out this constitutional delinquency most indubitably has consequences.
I would appreciate your attention to this grave matter within 7 days.

On July 3, 2024, Mpofu wrote to Sanyatwe demanding an unequivocal withdrawal of his previous remarks regarding the military’s ability to employ “command voting” to ensure ZANU PF’s perpetual rule.
Mpofu stated that Sanyatwe’s comments violated Zimbabwe’s national constitution, the Defence Act, and the Electoral Act, and he gave the military leader a seven-day deadline to retract his claims.
Today, Mpofu has reiterated his demand, clarifying that he is giving Sanyatwe a full seven days, excluding weekends, to publicly retract his statements.

Lawyer Thabani Mpofu Calls On ZEC Chairperson To Refute General Sanyatwe's "Command Voting" Remarks

The Zimbabwe Electoral Commission (ZEC) has denied ever engaging Wicknell Chivayo and his erstwhile business associates to procure election material on its behalf in the run-up to the 23 August 2023 general elections.
This follows media reports of a fallout between Chivayo and his former business partners, Mike Chimombe and Moses Mpofu, allegedly over the sharing of millions of USD fraudulently acquired from ZEC through inflating invoices.
Mpofu and Chimombe have accused Chivayo of fraudulently changing their contract with South African company Ren-Form and Better Brands to supply voting material to ZEC, and in the process, pocketing the proceeds of corruption alone.
However, Chivayo has denied the charges, saying Chimombe and Mpofu used advanced Artificial Intelligence to fabricate voice notes purportedly recorded and shared by the former, making it appear as if he self-incriminated.
In a statement issued on Friday evening, ZEC said that it never engaged Chimombe, Mpofu and Chivayo, saying all its procurements were above board. Reads the statement:

We have noted with great concern social media posts and rumours circulating online, that are causing public alarm and despondency and we would like to put it on record that the Zimbabwe Electoral Commission (ZEC) has no contract nor did it procure any election material from or through individuals being mentioned in the reports.
All materials procured for the 2023 Harmonised Elections were obtained in line with procurement regulations and there was due diligence as all tender processes were subjected to oversight.
We challenge all those alleging that the Commission has a contract with the three individuals to come forward and present the same.
We want to also publicly declare that the actual amounts used for the procurement of all the election materials were far less than the figures being mischievously circulated on social media. All election materials procured during the 2023 Harmonised Elections were delivered on time.
The Commission has also checked with the supplier who categorically stated in writing that they did not have any contract with the same individuals for the supply of election materials during the 2023 Harmonised Elections.
Furthermore, there were no third parties between the Commission and all election material suppliers.
Any statements suggesting a contractual link between ZEC and these individuals for the supply of the 2023 Harmonised Elections materials are inaccurate, misleading and mischievous and therefore should be dismissed with the contempt they deserve.
The Commission assures all its stakeholders that all procurements were above board.

We Never Engaged Chivayo For Election Material Procurement, Says ZEC

Citizens Coalition for Change (CCC) legislator Chalton Hwende says Zimbabweans should forget about the Southern African Development Community (SADC) intervening in the disputed 2023 harmonised elections.
Hwende’s remarks contradict CCC’s former leader Nelson Chamisa who recently claimed he was in contact with SADC leaders to intervene and “resolve the governance crisis” in Zimbabwe.
Speaking in an X space, Hwende, a former close ally of Chamisa, said that no intervention would come from SADC, adding that the matter is a closed chapter. Said Hwende (via <a href="https://www.newzimbabwe.com/sadc-will-not-intervene-in-zimbabwes-electoral-dispute-says-hwende-vows-to-resign-if-regional-body-ever-helps-opposition/">NewZimbabwe.com</a>):

We met the executive secretary of SADC. We went to meet the executive secretary in Botswana and during the same meeting, I then raised the issue of Zimbabwe to say we are waiting for you in Zimbabwe because we think according to your report the elections were a sham, it was rigged and you need to come and help the country to resolve that issue and they all laughed including the executive secretary.
A whole country can not wait for a SADC that is not coming. They said that the case is closed and we are not coming to Zimbabwe.
At that time they were claiming they had not received a letter and I knew advocate Chamisa had written them a letter but this is the contempt these bodies have for opposition politics.
There is no SADC that is going to come. I am willing to put my head on the chopping block. If you ever see SADC can force an election in Zimbabwe I will resign as a politician.

Since the SADC Elections Observer Mission (SEOM) delivered its final report on Zimbabwe’s election, there has been a deafening silence from the regional body as far as resolving the dispute is concerned.
SADC is set to hold its 44th Head of State summit which will be hosted by Zimbabwe with President Mnangagwa assuming the chairmanship of the regional bloc.
Hwende said SADC did its part and the onus is now on Zimbabweans to implement the recommendations that were made by SEOM. He said:

SADC spoke very well. Their report is very clear that the elections did not meet the expected standards that are expected.
That to me is as far as what SADC can do. It is now up to Zimbabweans to organise ourselves and enforce that resolution from SADC.
SADC has no history of ever ordering fresh elections anywhere else it will have to start in Zimbabwe but the preparations that they are doing to install Mr Mnangagwa to be a chairperson of SADC clearly shows you that there is no appetite in SADC to go beyond their report.
To them, their work is done. The biggest challenge we have is we are afraid of organising ourselves and demanding our own rights that are enshrined in the constitution that is why everyone is hiding behind SADC.
There is no SADC that is going to come. I am willing to put my head on the chopping block. If you ever see SADC can force an election in Zimbabwe I will resign as a politician.

SADC Will Not Intervene In Zimbabwe's Electoral Dispute - Hwende

The State has withdrawn charges against 39 Zimbabwe Election Support Network (ZESN) and the Elections Resource Centre (ERC) staff members who were arrested on 23 August 202023 for allegedly violating provisions of the Electoral Act.
In a statement issued this Thursday, 30 May, ZESN said the charges have been withdrawn due to lack of evidence. It said:

The charges against ZESN and ERC Staff and volunteers arrested on 23 August 2023 for purportedly attempting to announce the results of the 2023 Harmonised General elections have been withdrawn due to lack of evidence.

According to a statement issued by Zimbabwe Republic Police on 25 August 2023, the ZESN and ERC workers were arrested for disrupting the electoral process. The ZRP said at the time:

The Zimbabwe Republic Police, on 23rd August 2023, arrested 36 suspects following a raid at various safe houses and hotel rooms set up by certain individuals and civic organisations, including the Zimbabwe Election Support Network (ZESN), Election Resource Centre(ERC) and Team Pachedu, for subversive intentions.
The arrest followed a tip-off that the said persons had set up bases and gathered equipment to use for tabulating voting statistics with the intention of unlawfully announcing election results and transmitting same to foreign country for unknown reasons.
The coordinators of the information were hiding at the Holiday Inn Hotel in Harare and were in the process of feeding information to a location in The Grange, Harare, where the Presidential Election results were to be have been announced using a VPN System through a so-called “Apollo” concept.
The results were to be announced on 24th August 2023 at the instigation of Citizen Coalition for Change (CCC). This action was meant to preempt Zimbabwe Electoral Commission (ZEC), which is the sole constitutionally obligated board to announce election results.
The arrested persons are currently in Police custody. As the Zimbabwe Republic Police, we do not regret arresting people who engage in criminal and unlawful activities but in the spirit of promoting national harmony during our election season, the State will not oppose bail.

Charges Dropped For ZESN And ERC Staff Arrested In August 2023

Citizens Coalition for Change (CCC) disputed interim secretary-general, Sengezo Tshabangu, has recalled three councillors from Matabeleland North Province.
According to <a href="https://newsday.co.zw/southerneye/local/article/200027376/tshabangu-strikes-again">Southern Eye</a>, the councillors are Noliya Dube and Julia Mumpande from Binga Rural District Council, and Maria Phiri from Victoria Falls Municipality.
In a notice, Zimbabwe Electoral Commission (ZEC) chief elections officer, Utloile Silaigwana, confirmed the recalls. It reads in part:

Now therefore the public is hereby notified that the Commission has received notifications, in writing, of party list vacancies for the Binga Rural District Council and Victoria Falls Municipality due to the recall of incumbent members from the respective local authorities…
</blockquote>
Tshabangu started recalling CCC MPs and Councillors in October 2023 after he claimed to be the party’s interim secretary-general.
With the assistance of State institutions such as Parliament, Tshabangu took control of CCC, forcing the party’s leader Nelson Chamisa to quit the party in frustration in January 2024.
Through the recalls and subsequent by-elections, ZANU PF managed to attain a two-thirds majority in the National Assembly which it had failed to get in the 2023 general elections.

Tshabangu Recalls Three CCC Councillors

ZANU PF has increased its representation in the National Assembly, after its candidates, George Mashavave and Kiven Mutimbanyoka, won the Mt Pleasant and Harare East by-elections respectively.
The by-elections were held on Saturday, 27 April 2024 to fill in the vacants created by the resignations of Fadzayi Mahere (Mt Pleasant) and Allan Markham (Harare East), both from the opposition Citizens Coalition for Change (CCC).
In Mt Pleasant Constituency, ZANU PF’s George Mashavave garnered 3 205 votes, while independent candidates; Mamuse Nason and Ticky Brian garnered 945 and 220 votes each, respectively.
The percent poll for Mt Pleasant was 11.6%, with 206 rejected ballots.
In Harare East, ZANU PF’s Kiven Mutimbanyoka received 3 533 votes, Ropafadzo Cynthia Cheza, an independent candidate, polled 1 974 votes.
Harare East had 51 rejected ballot papers with a percentage poll of 15.2%.
In the 2023 harmonised elections, the Mt Pleasant National Assembly Constituency results were as follows: Mahere (12 863), Beadle Musatye Gwasira of ZANU PF (7 787), and Jonathan Machokoto, a CCC double candidate (5 510).
In the 2023 harmonised elections, the Harare East National Assembly Constituency results were as follows: Markham (15 642), Mavis Gumbo of ZANU PF (7 621), Malvin Razaru, a CCC double candidate (1 027), Musarurwa Stewart Mutizwa of the MDC-T party (108), and UZA’s Garikai Mlambo (84).

ZANU PF Wins Harare East, Mt Pleasant By-elections

ZANU PF has deployed members of the Forever Associates Zimbabwe (FAZ) organisation to Harare East and Mt Pleasant constituencies ahead of by-elections on Saturday, 27 April.
FAZ is a ZANU PF affiliate which gained notoriety during the August 2023 harmonised elections when its agents set up “Exit Polls” desks outside polling stations.
An exit poll is a survey conducted right after voters leave the polling stations. Pollsters inquire about the candidate and party preferences of voters as they exit the voting location.
According to <a href="https://www.newsday.co.zw/local-news/article/200026097/zanu-pf-deploys-faz-for-by-elections">NewsDay</a>, ZANU PF provincial vice-chairman for Harare Ephraim Fundukwa told Vice-President Constantino Chiwenga at a rally in Harare East recently that the party had deployed FAZ and Heritage Trust members at each polling station in the by-elections. He said:

I want to tell you Vice-President [Chiwenga] that the Harare province team is working hard. We have 50 polling stations for the by-election. On each of the polling stations, we have set teams of 20 members.
The teams are being led by provincial, FAZ, the Heritage Trust and Young Women for ED members who are campaigning.

FAZ president Kudakwashe Munsaka told NewsDay on Thursday that his organisation is always at ZANU PF’s service. Said Munsaka:

We have said umpteen times that we are an affiliate of ZANU PF and this has not changed. Yes, indeed, if the party deploys us to assist its campaign for any envisaged by-elections or any restructuring exercises for its organs, we will willingly oblige. We live to serve, as our motto aptly asserts.

FAZ attracted widespread attention during the ZANU PF restructuring exercise in 2022 and the party’s primary elections the following year when it was accused of rigging the polls in favour of particular candidates.
Foreign observer missions to Zimbabwe’s 2023 general elections, among them the European Union Election Observer Mission (EU EOM), the Commonwealth EOM, and the Southern African Development Community EOM, raised concern over the presence of FAZ in rural areas where its members allegedly intimidated voters.

ZANU PF Deploys FAZ Agents For By-elections

Brian Ticky, an Independent candidate for the upcoming by-election in Mt Pleasant National Assembly, has apologised for using former Citizens Coalition for Change (CCC) president, Nelson Chamisa’s face on his campaign material.
As reported by <a href="https://www.newzimbabwe.com/mt-pleasant-independent-candidate-apologises-for-using-chamisas-face-on-campaign-posters-disassociates-from-zanu-pf/">NewZimbabwe.com</a> comes after Chamisa’s close allies, including Gift Siziba, accused Ticky of receiving funds from ZANU PF for his campaign. Chamisa’s allies also threatened to take legal action against Ticky.
Addressing the media at a press conference on Tuesday, Ticky apologised for using Chamisa’s image on his posters, fliers, and other campaign materials. He said:

We felt like we had offended somebody in the course of our campaign. I would like to take this opportunity to apologise and also clear the rumours that my campaign is allegedly being funded by ZANU PF.
</blockquote>
Ticky said he is contesting for a parliamentary seat to fulfil Chamisa’s vision which he said was prematurely abandoned. He said:

I am getting into these by-elections in support of the former CCC president Nelson Chamisa’s vision because I see him as a charismatic leader who is simple of hope and the possibility of a better Zimbabwe for all.
It’s not a secret Chamisa is a loved man…putting him on our campaign material was never meant to discredit anyone or mislead the masses. Rather it was a way of showing people that we share the same vision with him.

Ticky also denied allegations that he is a member of the Forever Associates Zimbabwe (FAZ) or ZANU PF. He said:

I’m not a Zanu PF or FAZ. I am an independent candidate. The reason I’m disassociating myself with anything to do with ZANU PF is that I’m not proud to be associated with them. I do not support their governance.
These allegations are not only false but attempt to discredit my authenticity as a true representative of the Mt Pleasant constituency.
These allegations should be dismissed with the contempt they deserve.
We are not against the struggle of people from Mt Pleasant and Zimbabwe as a whole.

Mt Pleasant has two other candidates: George Mashavave (ZANU PF) and Naison Mamuse (Independent). The by-elections are scheduled for Saturday, with another one taking place in Harare East on the same day.

Mt Pleasant Candidate, Brian Ticky, Apologises For Using Chamisa’s Face On Campaign Posters

A faction of the Citizens’ Coalition for Change (CCC) has distanced itself from reports claiming the opposition party is pushing for the postponement of general elections that are scheduled for 2028.
According to a statement posted on CCC’s social media pages, which are reportedly run by Promise Mkwananzi, who was appointed spokesperson by former party leader Nelson Chamisa in 2023, the opposition party is against the postponement of elections.
It accused the other faction led by Welshman Ncube and Sengezo Tshabangu of working with ZANU PF to subvert the will of the people. Read the statement in part:

The CCC would like to distance itself from the remarks attributed to the Ncube-Tshabangu group who obviously have been working with ZANU PF to give them a 2/3 majority to facilitate a third term by amending the constitution to force the postponement of elections in Zimbabwe. The CCC position is that the August 2023 elections were flawed and as such the outcome illegitimate.
This is the issue that needs to be resolved for the country to move forward. Zimbabwe needs to exorcise the ghost of disputed elections and end the cycle of disputed electoral outcomes, and that can only be achieved by dealing with the environmental issues through Electoral and political reforms leading to a fresh election. With political will, Electoral and political reforms can be concluded within 6 months from today.

The Jameson Timba-led faction also rejected plans by the Government to amend the constitution which will result in the transfer of voter registration responsibilities from the Zimbabwe Electoral Commission (ZEC) to the Civil Registry Department. It said:

The CCC position is that ZEC must continue to manage the voters’ roll including registration of voters. What the party has advocated for is the automatic registration of voters when they turn 18 by electronically and seamlessly linking the voters roll to the Civil registry database and not the transfer of the registration function to the Registrar General.

CCC Faction Accuses Welshman, Tshabangu Of Supporting Calls To Postpone Elections

The Zimbabwe Electoral Commission (ZEC) has declared it is ready to hold the National Assembly by-elections in Mt Pleasant and Harare East Constituencies on Saturday, 27 April 2024.
In an election notice issued this Monday, 22 April, ZEC Chief Elections Officer, Utloile Silaigwana said 42 300 have been printed for the Mt Pleasant by-election, and 38 850 ballot papers have been printed for the Harare East by-elections. Reads the notice:

Printing and Minting Company of Zimbabwe Pvt (Ltd) located at No. 1 George Drive, Msasa, Harare, was given the mandate to print ballot papers to be used for the National Assembly by-elections.
A total of forty-two thousand, three hundred (42 300) National Assembly ballot papers for Mount Pleasant Constituency and a total of thirty-eight thousand, eight hundred and fifty (38 850) for Harare East Constituency have been printed for the by-elections.

The candidates for the Mt Pleasant constituency are George Mashavave (ZANU PF), Brian Ticky, and Nason Mamuse who are both independents.
Kiven Mutimbanyoka (ZANU PF) and Ropafadzo Cynthia Cheza (Independent) are vying for the Harare East seat.
David Chitimbe of Changu Chimuti Chakapinda Chapinda (CCCC), who intended to run for the Harare East seat, failed to raise the required US$1,000 nomination fees.
The two seats fell vacant following the resignation from Parliament of Fadzayi Mahere and Allan Markham who had both been elected on the CCC ticket in the August 2023 harmonised elections.
Mahere represented the Mount Pleasant Constituency and submitted her resignation letter on January 29, 2024.
Markham, who was a Member of Parliament for the Harare East Constituency, resigned on January 31, 2024.
The two MPs resigned in solidarity with Nelson Chamisa, who had abruptly quit CCC a few days earlier claiming that the party had been infiltrated by ZANU PF.

81 000 Ballot Papers Printed For Mt Pleasant, Harare East By-elections - Silaigwana

Vice President Constantino Chiwenga has urged voters in Harare East constituency to vote for the ZANU PF candidate, Kiven Mutimbanyoka, in the upcoming by-election, saying they should correct “the mistake” they made in the August 2023 harmonised elections, <a href="https://www.newsday.co.zw/local-news/article/200025945/zanu-pf-shelves-thank-you-rallies">reported NewsDay</a>.
The seat was won by Citizens Coalition for Change (CCC) candidate Allan Markham in the harmonised elections.
Markham, however, resigned from Parliament after the party’s former leader Nelson Chamisa quit CCC towards the end of January this year alleging the party had been hijacked by ZANU PF.
Addressing ZANU PF supporters at a rally at Chikurubi Damview on Sunday, Chiwenga reminded voters of April 28, 1897, which he said marked the beginning of the Second Chimurenga.
The by-election will be held on 27 April, and Chiwenga told the country that April 28, a day after the by-elections, was the day when spirit mediums, Mbuya Nehanda and Sekuru Kaguvi, who inspired the First Chimurenga, were beheaded. Said Chiwenga:

The Harare East by-elections have allowed us to correct and restore the political status quo and correct the mistake of the August 2023 elections.
This opportunity must not be misused because our woes will not end. April 27 is an important day among the youth and all the adults.
It is the last day of Mbuya Nehanda and Sekuru Kaguvi in flesh because on the 28th when we will be celebrating Mutimbanyoka’s victory, that is the day they were beheaded along Tongogara Street after they had been sentenced to death.
On the 28th when we should be celebrating the victory is the day when the second liberation war started in Chinhoyi.
So those dates 27 and 28 are significant dates in relation to the by-election that we are looking forward to. We should remember where Zimbabwe came from.
Remember where the Zimbabwe that you want to sell out like you are selling tomatoes came from.

Mutimbanyoka will contest against Ropafadzo Cheza, an independent candidate for the vacant Harare East National Assembly seat.
Another by-election will be held in Mount Pleasant on 27 April after the incumbent, Fadzayi Mahere (CCC) resigned.
ZANU PF’s George Mashavave and two independent candidates, Naison Mamutse and Brian Ticky, are running for the Mount Pleasant seat.
ZANU PF political commissar Mike Bimha represented Vice President Kembo Mohadi at another rally in Mt Pleasant.
Meanwhile, ZANU PF Harare metropolitan provincial vice chairman Ephraim Fundukwa said that the party had deployed Forever Associates Zimbabwe (FAZ), Heritage Trust and Young Women for ED members to campaign for the candidates.

VP Chiwenga Tells Voters In Harare East To Avoid A Repeat Of August 2023 "Mistake"

The Zimbabwe Election Support Network (ZESN) has reiterated its call for comprehensive electoral reforms that will bring to an end the cycle of disputed elections in the country.
In its statement marking the country’s 44th Independence anniversary, ZESN noted the achievements brought about by self-rule, among them one man one vote which ensures universal suffrage.
ZESN said that since gaining independence in 1980, Zimbabwe has consistently conducted periodic elections at constitutionally set intervals.
The country established the Zimbabwe Electoral Commission (ZEC) to manage elections, where voting takes place in a single day, and results are counted at polling stations.
Additionally, the implementation of Biometric Voter Registration (BVR) has been a crucial step in enhancing the electoral process.
ZESAN, however, said that the 2023 Harmonised Elections were helped without significant electoral reforms. It said:

Independence Day also comes at a time when ZESN is advocating for electoral reforms, urging the government and all electoral stakeholders to reconsider proposals submitted by ZESN and various Civil Society Organizations (CSOS) during the previous electoral cycle to enhance the credibility and integrity of elections. This call comes against the backdrop of the 2023 Harmonised Elections, which were conducted without significant electoral reforms.
Although in 2022, the Zimbabwean government made amendments to the Electoral Act through the Electoral Amendment Bill, such as removing the driver’s license as proof of identity, ZESN believes these changes primarily addressed nominal and administrative reforms, overlooking crucial reforms essential for transparent and credible elections.
Substantive electoral reforms, which stakeholders had been advocating for, were omitted from the amendments to the Electoral Act.
Zimbabwe’s founding tenets are rooted in respect for the Constitution, the rule of law, fundamental human rights and freedoms, diverse cultural, religious and traditional values, gender equality, good governance and regular elections, stemming from the election results of 1980 that led to the transition to Independence.

Since the emergence of strong opposition in the 2000 elections, Zimbabwe has conducted disputed elections characterised by allegations of vote rigging and politically motivated violence. Said ZESN: 
<blockquote>
Despite the country conducting regular elections every five (5) years, ZESN emphasizes the need for the government and political parties to establish an environment conducive to upholding the basic tenets of democracy.
This includes promoting a multi-party democratic political system; conducting credible elections; enhancing the rights of all political parties and citizens; and promoting transparency, justice, accountability and responsiveness.
Elections play a pivotal role in allowing the electorate to select leaders for governance and decision-making positions.
</blockquote>
In the run-up to the 2023 general elections, ZEC conducted a controversial delimitation exercise. Later, ZEC clung to the voters’ roll and opposition candidates had to approach the courts to force ZEC to release an analysable voters’ roll without success.
ZESN also called on elected leaders to enhance accountability mechanisms to citizens as part of efforts to uphold the essence of good governance and democratic principles. It said:

In its quest for a Zimbabwe where democratic election principles are upheld, ZESN reiterates its call for comprehensive and timely strengthening of the progress made thus far in improving the quality of elections.
This includes aligning electoral laws fully with the Constitution; strengthening ZEC capacity and accountability to conduct electoral processes effectively and transparently; fostering a political environment conducive to holding free, fair, peaceful and credible elections; ensuring adequate representation of marginalized groups; electoral stakeholders to have access to justice, reduced election-related violence and adopting alternative dispute resolution mechanisms as well as instituting an efficient and transparent results management process.

ZESN Renews Call For Electoral Reforms As Zimbabwe Celebrates 44th Independence Anniversary

Independent candidates running for the Mount Pleasant and Harare East constituencies in the upcoming April 27 by-elections are calling on voters to support former Citizens Coalition for Change (CCC) leader Nelson Chamisa by casting their votes in their favour.
The vacancies in these constituencies arose after former CCC legislators Fadzayi Mahere (representing Mt Pleasant) and Allan Markham (representing Harare East) resigned from their party in protest against Parliament’s conduct.
Mahere and Markham stepped down just days after Nelson Chamisa, the former CCC leader, left the party, alleging infiltration by ZANU PF.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200025657/independent-candidates-ride-on-chamisas-coattails">NewsDay</a>, Independent candidates Nason Mamutse (representing Mt Pleasant) and Ropafadzo Cheza (representing Harare East), who openly support Nelson Chamisa, are now leveraging Chamisa’s perceived popularity to secure victory in the upcoming by-elections. In an interview during the weekend, Mamutse said:

I am contesting as an independent and for now, Chamisa is also an individual. I would have put any other person on my campaign posters but I chose Chamisa because I like him.
</blockquote>
Mamutse will square off against ZANU PF’s George Mashavave and Brian Ticky for the Mount Pleasant seat, whileCheza will contest against Kiven Mutimbanyoka for the Harare East constituency.
A CCC faction led by Jameson Timba has pledged its support for the independent candidates.
The other CCC factions, one led by Welshman Ncube, and another led by Sengezo Tshabangu did not field candidates for the by-elections.
The spokesperson of the CCC faction led by Timba, Promise Mkwananzi said the party supported the independent candidates “to ensure democracy finds its way in Parliament”. He said:

We did not field any candidates under the CCC because CCC candidates have been blocked in the past.
In our view, the citizens must vote for the CCC candidates to ensure that ZANU PF is stopped from gaining any further ill-gotten political ground.
Parliament is a platform for democratic debate but if ZANU PF had not recalled our MPs in Parliament we would have prevented it from acquiring a two-thirds majority.
There is a need for people to be represented so that the democratic movement in its totality continues to prevail in its liberated zones.
</blockquote>
CCC has been embroiled in self-destructive turmoil since last year. It all began when Tshabangu, a relatively unknown figure at the time, notified Parliament that he was the party’s interim secretary-general.
His actions led to the recall of CCC legislators, senators, and councillors, which in turn triggered a series of by-elections.
Meanwhile, ZANU PF has steadily secured its grip on power. Through a series of by-elections, they have achieved a commanding two-thirds majority in the lower house of Parliament, the National Assembly.

Independent Candidates For April 2024 By-elections Seek To Ride On Chamisa's Popularity

Self-exiled former ZANU PF Politburo member Jonathan Moyo has accused former Finance Minister Tendai Biti of cowardice following the latter’s announcement that he was taking a sabbatical from politics.
Moyo said opposition leaders in Zimbabwe tend to run away from responsibility.
This comes after the former CCC leader Nelson Chamisa quit the party in January this year, alleging infiltration by ZANU PF, followed by Fadzayi Mahere and Allan Markham who resigned from Parliament a few days later.
Posting on Twitter, Moyo said Biti is just like Chamisa, Mahere and Markham who “bolted out” and ran away from responsibility. He said:

Tendai Biti is cut from the same cloth. Only some 60 or so days after he boldly declared that he was CCC Vice President elected by that party’s congress and that he was “going nowhere”, now he says he is actually going somewhere after all; by taking “time out”; taking a “sabbatical” to go to Washington DC, of all places.
And he’s saying this at a time when he’s in fact due to take over – something he accepted to do when he knew at that time that he was due to go to the US by this fall – as CCC acting president under the ‘rotational’ arrangement they agreed to as the ‘leadership collective’ under the ‘Gweru Resolutions’.
Effectively, like Chamisa, Mahere and Markham, Biti is bolting out. He is running away from leadership responsibility. This makes sense of their mantra that they ‘need new leaders’!

Biti recently announced that he is temporarily stepping away from politics, despite earlier reports indicating that he was expected to assume the role of CCC president in rotation with the current leader, Welshman Ncube and Lynette Karenyi Kore.
Speaking on HSTV’s #FreeTalk show, Biti said he had withdrawn from politics to focus on other spaces but will remain driven to attain democratic change in Zimbabwe.

Biti Running Away From Responsibility, Says Jonathan Moyo

Five candidates have successfully filed their nomination papers with the Nomination Court ahead of the by-elections scheduled for April 27 in Mt Pleasant and Harare East.
According to <a href="https://www.newzimbabwe.com/five-successfully-file-nomination-papers-for-harare-by-elections-cccc-candidate-fails-to-secure-funds/">NewZimbabwe.com</a>, the submission of papers was halted precisely at 4 PM. However, the court continued its proceedings until approximately 8 PM after sitting throughout the day on Tuesday.
The candidates who successfully filed their papers include Mamuse Nason, an independent candidate, George Mashavave and Kiven Mutimbanyoka from ZANU PF, and Brian Ticky and Ropafadzo Cynthia Cheza, both independent.
David Chitimbe of Changu Chimuti Chakapinda Chapinda (CCCC), who intended to run for the Harare East seat, failed to raise the required US$1,000 nomination fees.

Five Candidates File Nomination Papers For Mt Pleasant And Harare East By-Elections

Disputed Citizens Coalition for Change (CCC) interim secretary-general Sengezo Tshabangu has said his party will support all government programmes. 
He said this at the commissioning of the Pupu memorial site monument in Lupane by President Emmerson Mnangagwa last week.
In an interview with <a href="https://newsday.co.zw/southerneye/local/article/200024703/tshabangu-ccc-differ-on-govt-projects">Southern Eye</a> at the event, Tshabangu, who is the CCC senator for Matabeleland North Province, said his party will support anything that is of national interest. He said:
<blockquote>
This is a very unique and important place and symbolic place for the people of Matabeleland, where the last battle of King Lobengula was fought, fighting imperialism and the whites.
This is where we say the people of Zimbabwe won in that battle, the reason why we are here, we are here to represent and compliment government programmes, we give it a thumbs up.
We are going to be visible in all events that are symbolic, anything that has a national interest we are going to support it.
</blockquote>
Meanwhile, CCC steering committee treasurer Mbuso Siso, dismissed Tshabangu’s assertions, saying it is not the party’s position. Said Siso:

According to the party, Tshabangu remains suspended from the party. Whatever he said at Pupu was not a statement from the party’s information desk, but his own personal statements.
His representation as the Senator of Matebeleland North (province) does not mean he represent the party.

CCC has split into at least four factions since the August 2023 elections, with Tshabangu’s faction having done the greatest harm to the party by recalling dozens of elected representatives and handing the hard-won seats to ZANU PF on a silver platter.

CCC Will Support All Government Programmes - Tshabangu

George Mashavave and Kiven Mutimbanyoka have been selected to represent ZANU PF in the Mt Pleasant and Harare East constituencies, respectively, in the upcoming April by-elections.
Mashavave emerged victorious against Jaison Passade, Chris Chuchu, and Beadle Musatye Gwasira, as reported by <a href="https://www.herald.co.zw/mutimbanyoka-mashavave-win-zanu-pf-harare-primaries/">The Herald</a>. Mutimbanyoka secured the win against Lynette Mahlaba.
During the primary elections, ZANU PF assigned its spokesperson, Christopher Mutsvangwa, to oversee the process in Mt Pleasant, while Supa Mandiwanzira supervised the polls in Harare East.
Both officials expressed satisfaction with the conduct of the primary elections
Speaking at a press briefing on Sunday, March 24, the Party’s National Political Commissar Mike Bimha said Mashavave and Mutimbanyoka should proceed to prepare their nomination papers so that they are ready for the nomination court sitting on March 26. He said:

The primary elections were a demonstration of the democratic nature of ZANU PF. Now that the primary elections are behind us, we want all those competing to come together as we now campaign for ZANU PF representatives who will now battle it out with the opposition in the coming by-elections.

Mutimbanyoka, Mashavave Declared Winners In ZANU PF Harare Primaries

Fadzayi Mahere, the former Member of Parliament for Mt Pleasant (CCC), has announced that she will not participate in the upcoming by-election in her constituency. She cites the unchanged conditions that prompted her initial resignation.
In her statement on Thursday, March 21, Fadzayi Mahere highlighted several issues.
These include the “illegal” recall of Members of Parliament by Sengezo Tshabangu, as well as Speaker Jacob Mudenda’s refusal to engage in discussions on matters of national importance and his dismissal of points of order related to sensitive issues.
These factors contributed to her decision not to participate in the upcoming by-election. She said:

After many consultations and personal reflection, I have decided that I will not be running in the upcoming by-election. The conditions that drove me to resign in the first place have not changed.
The reasons for my resignation include the gross disrespect of the votes cast by citizens in August 2023, the refusal by the Speaker to hear arguments on points of national interest, hijacking of the whipping system, the refusal by the Speaker to entertain points of order on sensitive matters, the unleashing of violent riot police to attack opposition MPs during parliamentary sessions, the illegal recall of opposition MPs, the banning of opposition candidates, the disregard of standing orders and parliamentary privilege, the selective application of parliamentary rules, the repeated illegal suspensions of MPs and the hijacking of the opposition parliamentary caucus.
In fact, we see the further desecration of the August House by the swearing-in of characters such as Sengezo Tshabangu who were front and centre of spitting on the will of the people.
I maintain that, in its current form, Parliament does not represent the will of the people.
I remain committed to the cause of a truly democratic Zimbabwe and will remain active, engaged and vocal on the issues that matter to the common person.

Fadzayi Mahere Won’t Run In Mt Pleasant By-election Due To Unchanged Conditions

The Zimbabwe Electoral Commission (ZEC) has announced that the nomination court for the vacant Mount Pleasant and Harare East National Assembly constituencies will convene on March 26, 2024.
These two constituencies became vacant when former Citizens Coalition for Change (CCC) legislators, Fadzayi Mahere (Mt Pleasant) and Allan Markham (Harare East), voluntarily stepped down.
Mahere and Markham formally resigned in accordance with Section 129 (1) (b) of the Constitution.
They resigned in solidarity with former party leader Nelson Chamisa, who had also left the CCC.
In a recent statement, ZEC said the nomination court will sit on Tuesday next week.

On Tuesday 26th of March 2024, the nomination court for Harare East and Mount Pleasant National Assembly Constituencies will be receiving nomination papers. The nomination courts open from 10:00 hours to 16:00 hours.
Nomination papers can be submitted at any time soon after publication of the proclamation at the respective Harare Metropolitan Province Zec office during normal office hours.
On nomination day, that is, 26th of March 2024 nomination papers should be submitted at the respective nomination court sitting at the Magistrates Court, Rotten Row, Harare commencing at 10:00hours to 16:00hours.
The Commission urges candidates and political parties to take advantage of the window to submit nomination papers early so as to avoid inconveniences that result from non-reflection of funds on time and inadequate nominators, among others.

Nomination Court Sittings For Mt Pleasant, Harare East By-elections Set For March 26

The Zimbabwe Electoral Commission (ZEC) has announced the results of two by-elections that were held on 09 March 2024.
ZANU PF won both Local Authority seats that were previously held by the opposition Citizens’ Coalition for Change (CCC).
By-elections were held in Ward 4, Chinhoyi Municipality and Ward 36, City of Harare.
According to ZEC, in Harare’s Ward 36, ZANU PF candidate Hilda Ruzani won with 1 202 votes. Two other candidates, who were both independent candidates, Lovejoy Chitengu and Loveness Gomba, polled 1 115 and 289 votes, respectively.
Chitengu served for a short period as Harare mayor after he was reportedly handpicked by former CCC leader Nelson Chamisa.
Chitengu and his predecessor, Ian Makone, were both recalled by Sengezo Tshabangu posing as CCC Interim Secretary General.
In Ward 4, Chinhoyi Municipality, ZANU PF candidate Ignatius Zvigadza received 728 votes, Archbold Muzanenhamo (Independent), garnered 675 votes, and Ignatius Chari (Independent), won 13 votes.
A CCC faction led by Tshabangu, which triggered the by-elections after recalling councillors elected in the 23 August 2023 general elections, failed to field candidates for the two Wards.

ZANU PF Wins Two Council Seats In 09 March By-elections

President Emmerson Mnangagwa has proclaimed the date for the sitting of the nomination court, and the date for by-elections for Harare East and Mt Pleasant National Assembly constituencies.
The Harare East and Mt Pleasant seats fell vacant following the resignations of Allan Norman Markham and Fadzayi Mahere, respectively.
Both MPs were members of the opposition Citizens’ Coalition for Change (CCC).
In terms of Proclamation 1 of 2024 in Statutory Instrument 37A of 2024 published in the supplement to the Government Gazette Extraordinary dated 05 March 2024, the nomination court shall sit at the Magistrates Court Rotten Row, Harare on 26 March. The by-elections will be held on 27 April 2024. The proclamation by President Mnangagwa reads in part:

WHEREAS, in terms of section 129(1)(b) of the Constitution of Zimbabwe, the seats of members of Parliament for Harare East and Mount Pleasant have become vacant by reason of resignation of Markham Rusty and Mahere Fadzayi on the 20th of February, 2024, who were the elected members of Parliament for the respective constituencies;
AND WHEREAS it is provided by section 39(2) of the Electoral Act [Chapter 2:13], that after the President has been notified in terms of the said section of vacancies in the membership of Parliament, he shall issue a proclamation ordering a new election to fill the vacancies in the same manner, mutatis mutandis, as is provided in section 38 of the said Act in regard to a general election;

(a) order new elections for the constituencies of Harare East and Mount Pleasant; and
(b) fix Tuesday the 26th day of March, 2024, as the date on which the nomination court shall sit, commencing at 10 o’clock in the morning, at the Magistrates Court Rotten Row, Harare, for the purpose of receiving nomination of candidates for election as a member of National Assembly Constituencies for Harare East and Mount Pleasant; and
(c) fix Saturday the 27th of April, 2024, as the day on which a poll shall be taken if a poll becomes necessary in terms of section 46(17)(c) of the Electoral Act [Chapter 2:13].
