The government owes schools ZiG57 million under the Basic Education Assistance Module (BEAM), a programme designed to support the educational needs of disadvantaged students.
This was revealed by Minister of Finance, Economic Development, and Investment Promotion, Mthuli Ncube, during a pre-budget seminar in Bulawayo last week. Said Ncube:

I acknowledge the challenge and Treasury commits to clear the outstanding arrears in the near future. So far, we have prioritised the clearance of ZiG57 million arrears which was owed to special schools.
</blockquote>
Ncube also said that three out of every ten primary and secondary learners in Zimbabwe are supported by the BEAM programme. He said:
<blockquote>
Let me take this opportunity to inform the House that of the 4,5 million primary and secondary students in the country, 30% are under BEAM.
In line with a number of recommendations, perhaps there is a need to (have a) relook at the BEAM programme to improve its modus operandi to ensure that intended beneficiaries benefit from the programme.
</blockquote>
The BEAM funds are allocated by the Treasury, but the Ministry of Public Service, Labour, and Social Welfare is responsible for paying fees and clearing any outstanding arrears.
School heads across the country have become hesitant to enrol more learners under the scheme, citing delays in payments that have been pending since as far back as last year.
Despite the outstanding payments, the government has warned schools against turning away BEAM students for non-payment, saying the Constitution guarantees the right to education and prohibits denying students access to school.
For years, the government has promised free basic education, but it has struggled to implement this policy.

Government Owes Schools ZiG57 Million Under BEAM Programme

The Zimbabwe School Examinations Council (ZIMSEC) has reported that the 2024 Grade 7, Ordinary, and Advanced Level examinations have been conducted smoothly, with no leakage of examination papers.
In the past, ZIMSEC exams have been plagued by incidents of cheating, including cases of individuals writing exams on behalf of candidates and others being arrested for leaking exam papers.
In an interview with <a href="https://www.herald.co.zw/zimsecs-tight-security-measures-pay-dividends/">The Herald</a>, ZIMSEC’s Public Relations Manager, Nicolette Dlamini Moyo, credited the success of this year’s examinations to enhanced collaboration, improved security measures, and heightened awareness efforts.
She particularly commended the National Association of Primary School Heads (NAPH) and the National Association of Secondary School Heads (NASH) for their role in implementing stringent security protocols and safeguarding the integrity of the examinations. Said Dlamini Moyo:

The 2024 Ordinary and Advanced Level November session is now midway through, and so far, there have been no reports of pre-access to examination question papers.
ZIMSEC has worked tirelessly over the years to safeguard the integrity of our examinations, with support from the Ministry of Primary and Secondary Education, the police, and State security agencies.
We also appreciate the support from school administrators, through NAPH and NSH, who have been instrumental in implementing these security measures and upholding the integrity of the examinations.

NASH President Arthur Maphosa praised ZIMSEC for its improved security measures and governance, saying this has eradicated exam leaks this year.
He added that, unlike previous years when leaks affected the credibility of exams, critical subjects like English and Mathematics were written without any incidents.
Maphosa acknowledged the collaborative efforts between schools and ZIMSEC to ensure the integrity of the examination process and also commended ZIMSEC and all examination centres for their hard work in maintaining security.

ZIMSEC 2024 exams went smoothly without any paper leaks. In the past, there were cheating problems, but this year was different. The exams had more security and collaboration with schools. ZIMSEC worked hard to make sure the exams were fair and honest. The National Association of Primary School Heads and Secondary School Heads played a big role in keeping the exams secure. The President of NASH praised ZIMSEC for their improved security. This year, critical subjects were written without any problems, unlike in the past. Everyone worked together to make sure the exams were done right.

No Paper Leakages Reported During 2024 ZIMSEC Examinations

Tragedy struck on Thursday when a kombi carrying students from Nyangani High School crashed along the Mutare-Juliasdale Road, near the 62-kilometre peg. One student was killed, and 15 others were injured in the incident.
According to police, the kombi, which is owned by the school, was carrying 19 passengers when it veered off the road, overturned, and landed on its side. Police said:

The ZRP confirms a fatal road traffic accident involving students from Nyangani High School which occurred on 07/11/24 at the 62-kilometre peg along Mutare-Juliasdale Road.
A student was killed while fifteen others were injured when a school Toyota Hiace Kombi with 19 passengers on board veered off the road and overturned before landing on its side.
The body of the victim is at Bonda Mission Hospital for post-mortem while the injured are admitted at the same hospital and Victoria Chitepo Provincial Hospital.
</blockquote>
Unconfirmed reports indicate that the students were returning from an event held to commemorate Africa Youth Day and the Youth Empowerment Forum at the Magamba Training Centre in Mutasa South constituency, which was attended by President Emmerson Mnangagwa.
Before delivering his speech, Mnangagwa reportedly led the crowd in chanting ZANU PF slogans, with some schoolchildren seen following suit.

Applications for the three-year Diploma Nurse Training are invited by the Ministry of Health and Child Health Care. Applicants should be suitably qualified holders of the following qualifications:

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has welcomed the government’s decision to release annual bonuses for public sector workers in two instalments.
However, the union believes this gesture does not adequately address the ongoing economic hardships that teachers and civil servants are experiencing.
In a statement issued on November 5, ARTUZ said rising inflation and the increasing cost of living have eroded teachers’ purchasing power.
They stressed that recent salary adjustments and promised bonuses are insufficient to meet the challenges faced by educators. ARTUZ said:
<blockquote>
Staggering the payments may help ease strain on banking systems, but it does little to resolve the immediate and pressing challenges experienced by our members.
Teachers face unique struggles, including low and inconsistent salaries, poor working conditions, and limited access to essential services.
The announced salary adjustment, though an effort to offset devaluation, has not been sufficient to safeguard teachers’ purchasing power amid relentless inflation and rising costs of living.
The piecemeal approach to addressing the needs of public servants, particularly those in rural education, highlights a persistent issue of undervaluation of teachers’ contributions to national development.
ARTUZ remains committed to advocating for meaningful reforms that truly reflect the hard work and dedication of Zimbabwe’s teachers, who are integral to the nation’s future.

The union urged the government to focus on sustainable solutions that provide fair compensation, timely payment, and improved working conditions for all public sector workers.

The ARTUZ union is happy that the government will give bonuses to teachers. But, they say the bonuses are not enough to help with the problems teachers face. The union thinks that teachers need more money to buy things because of inflation. They want the government to pay teachers better and on time. They want to make sure teachers have good working conditions and can get the services they need. The union will keep working to make sure teachers are treated fairly and get a good education in rural areas.

ARTUZ Welcomes Civil Servants' Bonus Announcement, Pleads For Fair Compensation

Parliament has said there is a need to improve the welfare of teachers as a key measure to revitalise the country’s education system, ultimately fostering innovation and development, reported <a href="https://www.newsday.co.zw/local-news/article/200034565/parly-moves-on-teachers-welfare">NewsDay</a>.
This call was made by several Members of Parliament during a workshop hosted by the Zimbabwe Teachers Association (ZIMTA) in Harare on Monday, November 4.
Primary and Secondary Education Parliamentary Portfolio Committee chairperson Ophias Murambiwa said:

Teachers are the heart of our education system. Investing in their continuous professional development, improving their welfare and providing them with the necessary resources are fundamental to achieving educational excellence.
An empowered and motivated teaching workforce can transform challenges into opportunities for growth and innovation.
</blockquote>
Murambiwa added that there is a need to increase efforts to expand classroom space, improve learning environments, and incorporate digital technology into all areas of teaching and learning.

Higher and Tertiary Education Parliamentary Portfolio Committee chairperson Minehle Gumede said:

Sifiso Ndlovu, the ZIMTA chief executive officer, urged lawmakers to establish national commissions that include teacher unions and the government to address critical education issues and monitor recommendations.
ZIMTA called for an amendment of the Public Service Act to enable Collective Bargaining, and for the Ministry of Primary and Secondary Education to urgently introduce a Bill in Parliament for the Teaching Service Commission.
The union asserted that education is a human right and a public good, urging authorities to protect it from corporate greed and influences.

Parliament Calls For Improved Teacher Welfare

A teacher based in Hwange has come under police investigation for allegedly biting his students during a lesson.
Oscar Ndlovu, 49, who teaches at Neluswi Primary School in Jambezi, is accused of biting 23 of his Grade Seven learners as a form of punishment for their inability to define a word.
The situation escalated after a 12-year-old female student reported the incident to the authorities, prompting the police to initiate an investigation.
Inspector Glory Banda, spokesperson for the Zimbabwe Republic Police (ZRP) in Matabeleland North Province, confirmed the development to the <a href="https://www.chronicle.co.zw/teacher-goes-berserk-bites-23-learners/">Chronicle</a>, saying the report from one of the victims revealed this alarming behaviour. He said:

I can confirm that on October 23, 2024, at 1200hrs the complainant made a report of assault at ZRP Jambezi to the effect that she was bitten by an accused person who is her school teacher.
Circumstances are that on October 3, 2024, at around 1300hrs at Neluswi Primary School in Jambezi, Ndlovu was teaching his Grade Seven class of 23 pupils.
The accused asked the class the meaning of the word “dynamic”. However, the learners failed to explain the meaning of the word and the teacher became furious.

Insp Banda said that the teacher assaulted the complainant, a female, by biting her once on the right shoulder, and also bit the 22 other learners.
The complainant reported the matter at ZRP Jambezi and Police attended the scene. Added Insp Banda:

Efforts are being made to locate other victims and record statements. Accused is yet to be arrested and the complainant was referred to Victoria Falls Hospital for medical examination.

A teacher in Hwange, Zimbabwe is in trouble for biting 23 students. The teacher, Oscar Ndlovu, bit the students because they couldn't define a word. The students who were bitten will be checked at the hospital. It's not okay for teachers to hurt their students.

Hwange Teacher Faces Arrest For Biting 23 Grade 7 Students As Punishment

Rusununguko High School, owned by ZANU PF and located near Goromonzi, has come under fire for demanding up to US$120 per child as top-up fees without prior consultation with parents and guardians, reported <a href="https://www.zimlive.com/parents-cry-foul-after-rusunguko-school-demands-us120-fees-top-up/">ZimLive</a>.
According to a notice sent by CEO Maone Veremu via a WhatsApp group, the school was asking for a US$30 top-up from students whose entire term fees of US$605 were initially paid in US dollars.
For those who opted to deposit US$400 and pay the remaining US$205 in ZiG at the interbank rate, a US$120 top-up was being requested.
Veremu explained that this decision was made to address a deficit caused by the recent sharp decline in the value of the ZiG.
He said the supplementary budget was aimed at covering the costs of running the school’s diesel generator, which he claimed consumes 140 litres of fuel daily, operating from 2 AM to 8:30 PM.
He further stated that the generator has become the primary source of energy for the school due to ongoing power outages in the country.
Veremu asserted that the decision had been approved by both the District Schools Council (DSC) and school authorities, with parents expected to pay the top-up by Saturday, October 26, 2024.
However, in a subsequent development, the school announced that it would charge a uniform US$30 top-up fee for all learners. In correspondence seen by ZimLive, ZimFep’s director of communication wrote:

The responsible authority ZimFep has approved the fee top-up of US$30 per learner to enable the school to complete the term.
The plight of the parents has been considered at the same time not compromising the welfare of the learners.
</blockquote>
A parent with children at the school felt relieved but still sceptical when Rusununguko High School suddenly reduced the extra fee from $120 to $30 without explaining why.
Rusununguko High School in Melfort outside Harare is operated by the Zimbabwe Foundation for Education with Production (ZimFep), an education wing under ZANU PF.
Unlike Rusununguko, other schools under ZimFep haven’t asked for any extra fees.

Rusununguko High School, owned by ZANU PF, asked for US$120 extra fees per child without asking parents first. They said it was needed because of money issues caused by ZiG value drop. The school runs on a diesel generator due to power outages. The school later reduced the fee to US$30 for all students. The decision was made by ZimFep, an organization under ZANU PF. Some parents were relieved by the fee reduction, but still unsure why the fee was initially so high. Other schools under ZimFep did not ask for extra fees.

ZANU PF-Owned School Demands US$120 Per Child As Top Up Fees

Twelve learners at Chirimutsitu Primary School in Makoni South, Manicaland Province, narrowly escaped death after being struck by debris from their classroom roofs. This incident occurred last Tuesday when a whirlwind swept through the school.
The powerful winds blew off asbestos roofing sheets while classes were in session, causing students to run in different directions to find safety.
Unfortunately, the twelve students were hit by pieces of asbestos and sustained various injuries.
George Chidhakwa, the Makoni District Schools Inspector, confirmed the incident to <a href="https://www.manicapost.co.zw/pupils-cheat-death-as-wind-blows-classrooms/">The Manica Post</a>, although he could not provide further details as he was away on official duty. He said:
<blockquote>
Right now I am not in the district, but I have heard that one of our schools was damaged by strong winds, and some learners were injured.
</blockquote>
Makoni Rural District Council Ward 18 representative, Councillor Simba Muzariri said:
<blockquote>
There were strong winds that swept across the area, and affected the school on Tuesday afternoon around 12-midday.
The wind blew roofing sheets from two classrooms, and scattered them to the next block, damaging three classrooms’ asbestos in the process. Five classrooms were extensively damaged.
Learners and teachers were still in their classrooms when the incident happened.
12 learners were injured. They were hit by asbestos debris as they scurried for cover.
One learner suffered a deep cut on the head, and is admitted at Rusape General Hospital where his condition is stable. The other 11 were treated at Sangano Clinic and discharged.
Council officials and an independent contractor have carried an assessment which revealed that the cost of repairing the damage is US$4 130.
We are appealing to well-wishers, and development partners to come to the rescue of the school.
Council will play its part to repair the damaged classrooms, but we will welcome assistance from various quarters so that the school business quickly returns to normalcy.

Martin Chaburumunda, chairman of the Zimbabwe Rural Teachers’ Union, urged authorities—including the government, local councils, and churches—to improve school infrastructure through regular maintenance and upgrades.
He expressed sadness over the injuries sustained by 12 students at Chirimutsitu Primary School due to violent winds that blew off classroom roofs.
Chaburumunda acknowledged that while the incident was a natural disaster, there is a need for regular inspections to ensure the safety of classrooms and staff houses.
He said many school buildings are ageing and constructed from sub-standard materials, requiring urgent revamping.
Chaburumunda recommended planting trees around school grounds to serve as windbreakers and reduce the risk of similar incidents.

12 Learners Injured As Whirlwind Blows Classrooms In Makoni South

The Ministry of Primary and Secondary Education will open the electronic enrollment process for Form One pupils seeking placements in boarding schools on Friday, November 1.
This enrollment system, managed through the Electronic Ministry Application Platform (EMAP), will remain open until December 31, 2024.
In a circular signed by the Ministry’s Secretary, Moses Mhike, and addressed to Provincial Education Directors, Responsible Authorities, District Schools Inspectors, Church Education Secretaries, CHIZ, and all school heads, it was stated that the application platform will go live on November 1. Each applicant will have the opportunity to apply to a maximum of five schools.
Once a placement is offered by one school, applicants will no longer be eligible to apply to or be considered by other schools unless they decline the initial offer. Reads the circular in part:

The electronic platform for enrolling Form One (1) boarding places for 2025. Parents/guardians who wish to send their children to boarding schools are advised to start applying through the platform (www.emap.co.zw) with effect from 1 November up to 31 December 2024.
Each applicant will be allowed to make a maximum of 5 active applications at any given time.
An applicant who has been offered a place at one school will not be eligible to apply or be considered for a place at any other school unless the offer is declined.
Successful applicants will be notified through short message service (sms) by the respective School Heads.
Parents/guardians are, however, advised that there are limited boarding places and should therefore have alternative arrangements to avoid challenges if a boarding place is not secured.

Once an application is submitted to a school, it may display one of the following statuses:

<li>Pending: This indicates that the application is still under consideration.</li>

A fire broke out at the Diamond Hostel of Midlands State University’s Zvishavane Campus on October 19, 2024.
In a statement released on Sunday, October 20, MSU Registrar Tinashe Zishiri confirmed that there were no casualties, although students did lose their personal belongings. He added that the cause of the fire is currently under investigation by experts. Said Zishiri:

We are relieved to report that there were no casualties, however, the resident students unfortunately lost their personal belongings.

Fire Breaks Out At MSU's Zvishavane Campus Hostel

A whirlwind reportedly entered a classroom at Zhomba Secondary School in Gokwe North District, disrupting over 30 pupils writing their Zimbabwe School Examinations Council (ZIMSEC) Combined Science Paper 1. The incident occurred last week.
The whirlwind swept away a candidate’s answer sheet, which was later found 500 meters from the classroom.
Gokwe North District Schools Inspector Douglas Samunyaka confirmed the incident to <a href="https://masvingomirror.com/whirlwind-blows-away-gokwe-pupils-zimsec-answer-sheet/">The Mirror</a>.
He said the affected pupil continued the exam and was impacted because he was seated by an open window. Said Samunyaka:

Thirty (30) learners at Findale School in Eastview, Harare, were unable to sit for their Ordinary Level Zimbabwe School Examinations Council (ZIMSEC) exams this week after the school owner allegedly misappropriated their exam fees.
According to a report by <a href="https://www.zbcnews.co.zw/president-mnangagwa-intervenes-in-findale-school-exam-saga-30-learners-will-now-seat-for-o-level-exams/">ZBC News</a>, President Emmerson Mnangagwa has intervened to pay the examination fees for the affected learners, enabling them to write the remaining subjects.
The Minister of Primary and Secondary Education, Torerai Moyo, confirmed this development during a visit to Findale School in Eastview, Harare, on Wednesday. Said Moyo:

I want to thank His Excellency the President for coming to the rescue of all these learners because their fundamental right, education, had been violated through this theft by the owner of this school.
What is most important is the fact that the proliferation of unreasonable schools is a challenge to us as the Ministry of Primary and Secondary Education, and we are going to take measures against all those schools that are operating illegally.

ZIMSEC Chief Executive Officer, Dr Lazarus Nembaware confirmed the centres where learners will be sitting for their examinations. Said Nembaware:

30 Students Fail To Sit For O' Level Exams After School Owner "Steals" Exam Fees

Zimbabwe’s National Schools Feeding Programme is facing serious challenges, as schools only receive mealie-meal without relish, placing financial strain on parents.
This issue was raised in Parliament by Warren Park MP Shakespeare Hamauswa (CCC) after legislators conducted public consultations with their constituencies.
He said the programme has become unsustainable, with some schools asking parents to contribute one dollar for relish. Said Hamauswa (via <a href="https://cite.org.zw/parents-step-in-to-fund-school-meals/">CITE</a>):

We learnt during public consultations that schools are receiving mealie-meal without any relish, which is resulting in parents being asked to contribute a dollar each so that they buy relish for their children.
Sometimes you find a bucket of beans, which is then processed so that they have enough food.
My request is that the responsible Ministry and the Minister of Social Welfare should look into the issue so that the programme becomes beneficial to children because we are told they are getting mealie-meal and you cannot eat sadza (isitshwala) without any relish.

Hamauswa called for effective solutions to ensure the school feeding programme fulfils its goal of combating hunger and keeping children in school.
He pointed out that despite a US$15 million allocation for relish, students are still eating sadza (isitshwala) without relish. Said the legislator:

This is bad enough because some children are not going to school because of lack of food… I am also informed that there is US$15 million which is earmarked for buying relish but surprisingly, those children who can read newspapers that there is an allocation of US$15 million, might be asking where the US$15 million is whilst they are eating sadza without relish.
This programme is a flagship of our government programmes which shows the national outlook of the interventions that are made by the government but this programme might not achieve the intended or desired results.

Parents Step In To Fund School Feeding Programme

A 67-year-old retired baker from Hwedza South, Mashonaland East Province, is pursuing Advanced Level studies at Gumbonzvanda High School.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200033500/zims-unlikely-student-high-school-at-67">NewsDay</a>, Helex Njara said he has now obtained nine Ordinary Level subjects, having recently passed his Biology exam.
Njara recounted his challenging upbringing in Malawi during the late 1970s, where it was difficult for him to access education.
As a child, his foster parents could not afford to send him to school, forcing him to drop out after completing Grade Six.
Determined to continue his education, Njara supported himself by taking on various menial jobs, and saving money until he was able to return to school. Said Njara:
<blockquote>
I remember I was doing Grade Six in Malawi when I stopped school. I started doing menial jobs in other people’s homes and managed to save money to go back to school. It worked.
During the holidays, I would travel to Lake Kazuni (Malawi) to buy fish for resale. It also worked and I managed to complete Grade 7.
</blockquote>
Njara later relocated back to Zimbabwe, where he enrolled for secondary education at age 27. He said:
<blockquote>
I returned back to Rhodesia (now Zimbabwe) and went straight to Wedza, where my father was staying. I wanted to enrol for Form 1, but I was blocked due to my age. I had to go for Form 2 in 1983 at the age of 27.
In 1986, I sat for my O Level examination and only passed Agriculture. The reason for my failure was that I was doubling school and pastoral work.
My father then took me to Wedza High School at Wedza Centre and I passed five subjects. I only failed Mathematics and English.
</blockquote>
Njara then moved to Murambinda, where he worked at a bakery and acquired certificates in bakery and confectionery over time. 
However, due to Zimbabwe’s well-documented and prolonged economic challenges, the bakery where Njara was employed eventually closed down, prompting him to return to his home.
Undeterred, Njara seized the opportunity to start his own bakery shop at the Gumbonzvanda Shopping Centre.
Concurrently, Njara attended Biology lessons and sat for the final examination, which he successfully passed. Said Njara:
<blockquote>
My wife would laugh at me, but this did not deter me from attending lessons. The good thing is that Biology has worked so efficiently in our farming life.
For example, our chicken project has boomed due to cross-breeding, part of the knowledge I acquired by attending biology lessons.
</blockquote>
Njara’s deep passion for learning and education is evident in his life choices. He married at the mature age of 34, and he now has three children and three grandchildren.
Driven by his love for books and academic pursuit, Njara is currently enrolled in Advanced Level studies, focusing on the subjects of Biology and Crop Science.
He plans to sit for the public examinations in 2025, further expanding his educational achievements. Said Njara:
<blockquote>
I am doing this at home. I could have enrolled at Gumbonzvanda, but there are some people who called me promising scholarships for me to study Health Sciences at tertiary level.
</blockquote>
A professor at a university in Zambia has offered to provide him with a scholarship, while others have pledged to enrol him in a nursing school.
Njara said he desires to become a nurse or pursue a career in the health field.

Retired Baker, 67, Returns To School For Advanced Level At Gumbonzvanda

The Federation of Zimbabwe Educators Union (FOZEU) has vowed to push for amendments to the Public Service Act following a recent High Court decision to dismiss their application, along with other unions, to have collective bargaining enforced as the legitimate negotiating process between civil servants and their employer, the government.
The FOZEU and the other unions had sought to challenge the legality of the government’s use of the National Joint Negotiating Council (NJNC) as the platform for wage negotiations, arguing that it undermines the civil servants’ constitutional right to collective bargaining.
They sought a declaratory order based on section 85(1) of the Constitution, which guarantees this right.
In the ruling, High Court Judge Justice Lucy Mungwari dismissed the application, saying the applicants needed to provide additional arguments if they wished for the court to consider their case. She said:
<blockquote>
Put simply, the respondents allege that the applicants did not plead any consequential or tangible benefit they would obtain from such a declaration.
There is no dispute between or among these parties. The contestation raised is academic. The applicants do not allege that the respondents have in any way barred them from exercising the rights conferred by the particular sections of the Constitution which they cite.
They cannot base their motion for the declaration of constitutional invalidity of the said sections on an academic apprehension. If the court were to grant the order they seek, it will be nothing but an order in the abstract.
</blockquote>
Responding to the court’s ruling, the FOZEU expressed disappointment that the judge did not examine the substantive merits of their application.
Instead, the court concurred with the respondents’ position that the FOZEU’s application was merely academic and that there was no live dispute for the court to adjudicate. Said FOZEU:
<blockquote>
We maintain that there is a live dispute. We have demanded a restoration of the pre-2018 salaries of US$540 which was never granted. We are currently demanding a fair wage of US$1 260.
Because of this dispute, we have declared incapacitation and teachers are embarking on a sit-in, which is prejudicing more than 6 million learners. Unfortunately, the learned judge did not view this as a dispute.
The employer has been using the National Joint Negotiating Council, NJNC to portray a semblance of normalcy in the sector, where they meet their “sweetheart unions” and hold “pity parties” and proclaim that there has been a negotiation.
We maintain that the NJNC is an improperly constituted illegal entity.
</blockquote>
FOZEU has vowed to continue boycotting the NJNC process and instead will engage the second session of the 10th Parliament to advocate for progressive amendments to the Public Service Act.
The union said the goal is to incorporate key labour rights guaranteed by the constitution, such as the right to collective bargaining, the right to a fair wage, and the right to strike, among other relevant provisions.

Teachers Vow To Push For Public Service Act Amendment

The Ministry of Primary and Secondary Education has increased security measures to prevent leaks of public examination papers.
As the Zimbabwe School Examinations Council (ZIMSEC) prepares to commence Ordinary and Advanced Level examinations this month, authorities aim to avoid the issues of paper leaks that have plagued previous exam sessions.
According to Ministry spokesperson Taungana Ndoro, new security protocols include delivering exam papers to schools with compromised security just minutes before the exams begin.
Cluster centres have been established at schools with robust security infrastructure to securely store examination papers, ensuring their safe distribution to nearby schools on exam day.
Moreover, real-time monitoring will be implemented, with ZIMSEC dispatching monitors to all examination centers to detect and prevent any potential leaks. Said Ndoro (via <a href="https://www.herald.co.zw/zimsec-upgrades-examinations-security/">The Herald</a>):
<blockquote>
We have enhanced security around examination processes and we are very confident that they will be written without any glitches, incidents or issues across the country. We can even say that the ZIMSEC exams are now more secure than those of Cambridge.
The Grade 7 examinations were conducted and completed successfully without any incident and we expect the same when it comes to the O and A level examinations.
Some of the measures that have been put in place are that ZIMSEC monitors have been deployed to all centres across the country to ensure adequate measures informed by the ZIMSEC standards are adhered to.
In terms of transport and storage of the examination material, firstly the papers are transported to provinces, districts and then cluster centres and from cluster centres they will be transported to the examination centre on the day of the exam.
When we say a cluster centre we mean a school with better security infrastructure within a certain area, that means a cluster centre in rural areas might cover up to 10 or more schools but in urban areas, a cluster will cover maybe two schools.
The morning paper will be transported in the morning and collected soon after, while the afternoon paper will be transported in the afternoon and collected the same day. The expenses will be catered for by the examination fees.

This year marked the final examinations for learners under the Continuous Assessment Learning Activities (CALA).
Starting next year, students will be assessed based on a new heritage-based curriculum, which emphasizes five pathways: science, technology, engineering, and mathematics (STEM), visual and performing arts, technical and vocational education and training, humanities, and commercials.

The Ministry of Primary and Secondary Education in Zimbabwe is taking new steps to stop exam paper leaks. Security measures include delivering papers to schools just before exams start and setting up secure centers to store exam papers. From next year, students will be graded based on a new curriculum focusing on STEM, arts, vocational education, humanities, and commerce. ZIMSEC Adopts New Measures To Prevent Exam Paper Leaks

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has urged the government to abolish the Basic Education Assistance Module (BEAM) scheme and replace it with student grants.
On Tuesday, October 8, ARTUZ presented its education wish list ahead of Finance Minister Mthuli Ncube’s announcement of the 2025 National Budget next month, saying there was a need for increased funding to benefit both learners and educators.
Zimbabwe has struggled to meet the Dakar Declaration’s mandate that 20% of the national budget be allocated to education.
According to ARTUZ, Treasury allocations have been alarmingly low: 0.8% in 2020, 2.3% in 2021, 2.4% in 2022, 2.9% in 2023, and 2.8% for this year.
This decline in funding has contributed to a decrease in the quality of education, particularly in rural areas. The union said:
<blockquote>
A budget that meets these minimum standards is necessary to improve infrastructure, provide teaching and learning materials, and ensure fair compensation for educators.
In the context of rising prices and climate change, we recommend the scrapping of the now-defunct and inconsistent BEAM and be replaced with equity grants allocated to each learner to at least US$10 per school term (US$30 per year) per learner.
This funding will be essential in addressing the growing number of learners affected by declining family incomes and increasing poverty and climate-related disasters.

Launched in 2001, BEAM was designed to ensure that vulnerable children have access to education. Its primary objective was to reduce school dropout rates and provide support for children who had never attended school due to economic hardships.
In May this year, Ncube revealed that the government owed schools US$57 million in BEAM arrears by the end of the 2023 financial year.

The teacher's union in Zimbabwe wants to get rid of BEAM and give student grants instead. They say funding for education is too low. They want at least 20% of the budget to go to education, but it's been much less. This has made the quality of education worse, especially in rural areas. Teachers Propose Abolition Of BEAM In Favour Of Student Grants

Teachers in Zimbabwe have faced a setback in pursuing better salaries after the High Court dismissed their application for improved working conditions, reported <a href="https://www.newsday.co.zw/local-news/article/200033364/teachers-suffer-setback-in-salary-demands">NewsDay</a>.
Several teachers’ unions brought the case, including the Zimbabwe Teachers Association, Progressive Teachers Union of Zimbabwe, Amalgamated Rural Teachers Union of Zimbabwe and Educators Union of Zimbabwe.
The unions had sued the government over poor salaries and working conditions.
They cited the Public Service Commission, which established the National Joint Negotiating Council (NJNC), through the Public Service Act responsible for determining salaries and working conditions.
They also cited President Emmerson Mnangagwa, ministers Mthuli Ncube (Finance, Economic Development and Investment Promotion), Ziyambi Ziyambi (Justice, Legal and Parliamentary Affairs), July Moyo (Public Service and Social Welfare) and Attorney-General Virginia Mabiza as respondents.
In their application, the unions, represented by Matika, Gwisai and Partners argued that the NJNC violated their rights to collective bargaining.
They sought a declaratory order based on section 85(1) of the Constitution, which guarantees this right. 
However, High Court Judge Justice Lucy Mungwari dismissed their application. Ruled Justice Mungwari:

They did not plead a tangible benefit that they would obtain from the granting of the order that they seek. 
There is no background dispute against which the constitutionality and invalidity of the impugned provisions is anchored.
The applicants’ application be and is hereby dismissed in its entirety.

The teachers contended that they were denied their right to a collective bargaining process.
In 2022, civil servants abandoned the National Joint Negotiating Council (NJNC) after years of unproductive meetings aimed at negotiating salaries and working conditions.
At that time, they demanded at least US$540 for the lowest-paid workers, a request which the government did not fulfil.
Currently, they seek US$1,260 due to rising living costs, exacerbated by the depreciation of the local currency, the ZiG.
In July 2022, teachers’ unions under the banner Federation of Zimbabwe Educators Union withdrew from the NJNC, citing its failure to uphold labour rights as guaranteed in section 65(1) of the national Constitution.

High Court Ruling Stalls Teachers' Push For Better Salaries

The Zimbabwe Teachers’ Association (ZIMTA) has urged the government to review teachers’ salaries in accordance with the recommendations made during the United Nations Transforming Education Summit (TES).
TES called for better working conditions for teachers, including fair salaries, adequate resources, and supportive environments that promote teacher well-being and effectiveness, among other things.
In a statement commemorating World Teachers’ Day on October 5, ZIMTA said teachers are overworked, underpaid, and undervalued.
The union said this has resulted in demotivation and underperformance of educators. ZIMTA said:

Every Zimbabwean Child deserves to be taught by a qualified Teacher, therefore it is against this Right and Background that we call on our government to increase its pace in employing more qualified teachers in schools in order to cover the existing teacher deficit in our public schools.
ZIMTA also called on the Ministry of Finance and Economic Development to ensure that the education sector receives the mandatory minimum allocation of 20 per cent of the national budget. It said:

In a statement during commemorations of World Teachers Day over the weekend, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) demanded fair, safe labour practices and standards. The union also urged the government to provide a fair and reasonable wage for educators. ARTUZ said:

The employer should review salaries and pay a fair wage that enables teachers to cater for basics and have savings. A minimum of US$1 260 is all that teachers are demanding.

ARTUZ also urged the government to refrain from harassing and victimising teachers who participate in collective job actions. ARTUZ said:

Every employee has the right to participate in collective job action, including the right to strike, sit in, withdraw their labour and to take other similar concerted action, but a law may restrict the exercise of this right in order to maintain essential services.
The Public Service Act should be aligned in a manner that protects the right to strike. Job actions should be protected by the administrators of education.
The culture of persecuting teachers for embarking on job actions is against the spirit of the national Constitution.

In interviews with state media, Public Service and Social Welfare Minister July Moyo announced that the government plans to increase public workers’ wages in US dollars and provide bonuses to its employees this year.
Moyo said that the proposed salary adjustments will prioritize lower-income employees following discussions between the government and workers’ representatives.

Stella Mhlanga, the headmistress of Khumalo Primary School in Bulawayo, has been suspended following allegations that she insulted the deputy headmaster in front of staff and students.
The incident reportedly occurred in a school corridor, where a misunderstanding between the two escalated into a heated argument.
A teacher who preferred anonymity, speaking to <a href="https://bmetro.co.zw/khumalo-headmistress-suspended-for-insulting-deputy/">B-Metro</a>, described the scene, saying the headmistress publicly reprimanded the deputy headmaster in a manner that left onlookers taken aback. Said the teacher:

She got into an argument with the deputy headmaster and insulted him in front of the staff and learners. It was a shameful scene.

The deputy headmaster then lodged a formal complaint with the Ministry of Primary and Secondary Education. 
In response, ministry officials investigated the matter and took disciplinary action against Mhlanga. Said the source:

The officials suspended her for three months. The suspension was handed down on September 14 and will last until November 14.

Mhlanga is facing charges of “unbecoming behaviour” related to her conduct at the school.
Taungana Ndoro, spokesperson for the Ministry of Primary and Secondary Education, confirmed the suspension but declined to discuss the specifics of the incident. He said:

This is not the first time Mhlanga has attracted controversy. In 2021, she was charged with violating Section 26 of the Censorship and Entertainment Control Act (Chapter 10:04) for possessing prohibited articles.
The charge stemmed from an incident in which she was accused of accidentally sharing a revealing image of her private parts on her WhatsApp status.
In April 2022, Bulawayo magistrate Marygold Ndlovu acquitted Mhlanga, ruling that the State had failed to establish the essential elements of the charges against her.

Headmistress Suspended For "Insulting" Deputy Headmaster

The University of Zimbabwe (UZ) has confirmed that ZANU PF Central Committee member Dexter Nduna did not graduate with a law degree from the institution this year, despite his claims.
Nduna, a former Chegutu West MP and current chairperson for resource mobilisation and revenue generation within the ZANU PF Central Committee, did not meet the requirements for graduation, having failed several modules of his law degree.
He reportedly requested a remarking of his exams, alleging bias due to his political affiliation, but his appeal was unsuccessful.
As a result, he did not receive a results transcript indicating completion of his modules, nor did he obtain a certificate on graduation day like other graduates.
On social media, Nduna claimed to have graduated from UZ and shared a receipt for the graduation gown he purchased after confirming his place on the list of graduating students. He also congratulated himself on this achievement.
While Nduna paid the graduation fee and acquired a gown, he was seated in the audience rather than participating in the ceremony with his graduating class.
The UZ Faculty of Law has clarified the situation by releasing a list of students who did not graduate in 2024 due to outstanding courses. The notice states:

The following students were meant to graduate in 2024 but could not meet the graduation requirements since they had some outstanding courses. They are requested to register for the failed courses with the Students and Registration Office to repeat them in the 2024/2025 academic year.

Nduna, who was pursuing a Bachelor of Substantive Laws rather than the more prestigious Bachelor of Laws Honours Degree, is included in this list and is required to repeat courses.

In an interview with <a href="https://www.zbcnews.co.zw/unregistered-schools-put-on-notice/">ZBC News</a> during an event celebrating the private sector’s contributions to the country’s education system held over the weekend, Minister of Primary and Secondary Education Torerai Moyo said unregistered schools fail to meet required standards, which ultimately prejudices learners. He said:

We have also allowed private players, individuals, corporates, everyone through a public-private partnership to provide the best education in Zimbabwe.
My message to those who want to introduce private colleges is we want them to regularise their operations, they need to register with the ministry. We are the regulators so they are going to respect the laws of the country.
Those who are not registered should stay away from providing quality, from providing, opening their schools because the law will be applied against those who are operating illegally.

The Zimbabwean government plans to send teachers for training in Artificial Intelligence, robotics, and coding in Russia next month.
Minister of Primary and Secondary Education Torerayi Moyo announced this initiative during the commissioning of Mbizvo Christian Primary School in Kwekwe last Wednesday.
Moyo said that training will commence in October, with the first group of 25 teachers participating in online courses from a Russian university. Five teachers will travel to Russia for a fully funded week-long program focused on robotics and coding.

Addressing the Parliamentary Portfolio Committee on Public Service, Labour and Social Welfare in Harare last week, Public Service, Labour and Social Welfare Minister July Moyo said:

It is important to first note that arrears from 2022 were fully paid. Primary schools received payment for Term 1 and Terms 2 to 3 of 2022 on November 2nd, 2022 and December 2nd, 2022 respectively.
A total of ZWL$11 505 838 386 was disbursed to cover fees for 675 177 primary students. Additionally, ZWL$6 955 480 479 was paid to cover fees for 233 991 secondary students.
These schools were paid for Terms 1 to 3 of 2022 in December 2022. Thus, as of 2022, the Ministry has no outstanding arrears from schools that submitted complete claims documentation.

Minister Moyo, however, acknowledged the delays in the payment of BEAM arrears for 2023 and 2024, attributing them to financial constraints, adding that the Government remains committed to BEAM.
He also revealed the government’s debt to ZIMSEC, accrued in respect of 2023 and 2024, has ballooned to US$6.4 million.
Moyo said ZIMSEC was threatening to bar BEAM beneficiaries from sitting for the crucial examinations this year.

Speaking in Parliament on Thursday, 19 September, Public Service Labour and Social Welfare Minister July Moyo said the government’s debt to ZIMSEC, accrued in respect of 2023 and 2024, has ballooned to US$6.4 million.
He said ZIMSEC was threatening to bar BEAM beneficiaries from sitting for the crucial examinations this year. Said Moyo:

An equivalent of US$6.4 million is owed to ZIMSEC as exam fees for 532,963 Grade 7, Forms 4 and Form 6 students.
Even now, I was being asked by the permanent secretary to say some students definitely are not going to write their examinations.
If we don’t give a promissory note to ZIMSEC, they will not be able to write.

Moyo said BEAM was covered in the national budget for this year but disbursement has not been done. He said:

In 2023, a partial payment was made in local currency totalling ZW$19.9 billion to cover fees for 434,705 primary school students.
However, no secondary schools were paid. Schools that submitted claims in United States dollars were not paid.
There are some schools which submitted and say ‘we were owed in USD, but that we have not paid’.
As of 2023, a total of USD$56.7 million, for primary and secondary schools, and US$83,825 for special schools remains outstanding. So we have huge arrears in 2023.

532,000 Students At Risk Of Missing ZIMSEC Exams Due To Unpaid BEAM Fees

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has urged the government to take on the debt burden of civil servants.
Prior to October 2018, civil servants earned US$540 per month. However, the government declared that USD bank accounts were no longer “real” USD, leading to the official introduction of RTGS dollars a few months later.
In his monetary policy statement on October 1, 2018, then Reserve Bank of Zimbabwe Governor John Mangudya directed banks to separate Nostro foreign currency accounts (FCAs) from local RTGS or Bond Notes.
This change meant that what depositors held in their bank accounts was effectively RTGS rather than USD.
Before this announcement, US dollars, RTGS, and Bond Notes were treated similarly by banks under a single account system established in 2009 when Zimbabwe dollarized.
As a result, from October 2018, civil servants’ US$540 salaries were no longer foreign currency but RTGS dollars.
Civil servants’ current earnings are roughly equivalent to what they received before October 2018, forcing many to incur significant debts to make ends meet.
In a statement on Tuesday, September 17, ARTUZ said that the average civil servant is losing over 50% of their income to debt servicing.
The union has called for the government to craft a “Civil Servants Debt Assumption Bill” while ensuring that state employees receive fair compensation. ARTUZ said:

We are calling upon the government of Zimbabwe to assume the debt burden of the Civil Servants of Zimbabwe.
Civil servants are trapped in debt with the average Civil Servant losing over 50% of income to servicing debt. This debt crisis has worsened the incapacitation among Civil servants compromising productivity.
The debt crisis was birthed from the violation of section 65(1) by the government of Zimbabwe. The government has failed to pay a fair wage since October 2018.
We are calling for the passing of a Civil Servants Debt Assumption bill to enhance productivity in the Civil Service.
To guard against reckless future borrowing by Civil Servants, a fair wage has to be paid and all Civil Servants have to have their loan proposals approved by designated government officials in different departments.

ARTUZ president Obert Masaraure said since civil servants have been contributing a mandatory Government Employees Mutual Savings (GEMS) monthly, the bank holding the funds can assume all civil servants’ debt and use GEMS to settle debts.

It is reported that Nduna paid the graduation fee and acquired a gown, but he merely sat in the audience rather than joining his graduating class.
A veteran lecturer from the UZ Faculty of Law described Nduna as a “comical spectator” attempting to mislead the public with his antics. Said the lecturer:

It’s common cause he did not graduate. Paying a graduation fee and wearing a gown during a graduation ceremony does not mean he graduated. Those are just antics, not full academic and graduation processes.
The fact is he was not on the graduation book, he did not get a transcript of results (he failed some modules) and was not awarded a certificate at the graduation ceremony.
This means that he did not graduate like others in his class. We have seen what he posted on social media, but he did not post his results transcript and certificate which would provide concrete proof that he finished his studies, passed and graduated.
Anyone can buy and wear a gown, and then sit next to those graduating without him or her actually graduating. Those are just antics.
The university will only get concerned and act if he posts a fake transcript and certificate. As it is, there is no real issue because it’s clear he didn’t graduate.

The report also alleges that seven students from the Faculty of Veterinary Science graduated after their marks were altered by their lecturers at the request of the university’s academic leaders.
Meanwhile, Buhera West legislator Tafadzwa Mugwadi (ZANU PF), who previously served as the party’s information and publicity director, successfully graduated with a law degree on Friday.

Seven students from the University of Zimbabwe (UZ) who allegedly failed their examinations graduated on Friday after their results were fraudulently altered by lecturers at the request of the institution’s academic leaders.
According to The NewsHawks, the forged marks were assigned to the students after lecturers were pressured to change the results on Monday, rather than organising supplementary examinations.
The seven students concerned were named as Linford Masotcha: Small Animal Medicine (41%); Anorld Mushayi: Small Animal Medicine (40%); Obey Kadyamajongwe: Small Animal Medicine (43%) and Small Animal Surgery (44%); Adeline Musunda: Small Animal Surgery (43%); Moses Madenga: Small Animal Medicine (46%), Small Animal Surgery (40%) and Herd Health (45%); Tadiwa Karumbidza: Small Animal Medicine (43%); Wright Zvomuya: Small Animal Medicine (40%) and Small Animal Surgery (40%).
UZ students recently received their exam results, and those who failed were expected to either repeat the subjects or sit for supplementary examinations after six weeks. However, the university’s academic leaders directed lecturers to alter the marks, allowing students to pass without retaking their exams.
According to university regulations, a student who fails certain subjects must sit for supplementary exams. Students who fail one or more modules may apply to repeat those modules, while those who fail a module other than Research Methods, Technical Writing, and Design Project may still proceed to the Dissertation phase.
It is alleged that lecturers were instructed to change the results, a move that many academics have condemned as fraudulent and criminal.
