The Government has pledged to exercise extra due diligence in the issuance of passports within South Africa and other foreign countries, to ensure that such documents are only provided to bona fide Zimbabwean citizens.
This was said by Transport and Infrastructural Development Minister Felix Mhona, who was acting Leader of Government business in Parliament on Wednesday, June 26.
In response to a question from Silobela Member of Parliament Jonah Nyevera of ZANU PF, who had inquired about the measures implemented by the Government to ensure that only Zimbabwean citizens benefit from the facility, Minister Mhona said:

I want to assure the August House that we have our Embassy in that respective country, where they do due diligence before issuance of passports.
Whatever they will be doing in the foreign land, they will be corresponding with officials in Zimbabwe and in this particular case, our headquarters here in Harare.
I want to assure the Honourable Member that transparency, accountability and due diligence will be upheld.

Govt Pledges Due Diligence In Passport Issuance In South Africa

Statement by the Consul-General at Zimbabwe’s Embassy in Johannesburg Eria Phiri on Consulate relocation and the roll-out of the e-passport processing centre:

CONSULATE RELOCATION/ CHANGE OF PHYSICAL ADDRESS AND UPDATE ON THE ROLL OUT OF THE E-PASSPORT PROCESSING CENTRE IN JOHANNESBURG
Reference is made to the above captioned and the Consulate’s Public Notice dated 15 June 2024 on the rollout of the E-Passport Processing Centre in Johannesburg.
The Consulate wishes to advise members of the public that it will relocate from 13A Boeing Road West, Bedfordview, Johannesburg to 20 Ernest Oppenheimer Road, Bruma, Johannesburg with effect from 24 June 2024.
Please be further advised that the System Test/Trial Run period has been extended from 21 June 2024 until further notice.
As already communicated in our previous Public Notice dated 15 June 2024, clients interested in participating in the trial run should take note of the following conditions, prior to visiting the Consulate (at its new address): –
1. The Cost of the E-Passport in Johannesburg: – In compliance with Statutory Instrument 1 of 2024 (Citizenship (Passport Fees) (Amendment) Regulations, 2024 (No.1) the cost of the Ordinary Passport shall be USD150.00 converted to South African Rands on the basis of the previous week’s average USD/ZAR exchange rate.
2. An additional fee of USD20 shall be charged for every electronically readable passport application to obtain a quick response (QR) code (the same conversion rate as in 1 above shall apply.
3. The E-Passport application requirements will be as follows:

<li>Original Birth Certificate</li>
<li>Original Identity Document (ID), (metal, plastic or paper IDs are acceptable).</li>
<li>Passport, needed if it is valid. It is not required if it is expired.</li>
<li>Original Marriage Certificate (for married women).</li>

N.B: Photos/pictures are not required when applying for an E- Passport.
4. Turn-Over Period/Date of Collection of the E-Passport in Johannesburg: the E-Passport is expected to be ready for collection at the Consulate (at its new address) after seven (7) working days.
Please take note that the trial run will run parallel to the old passport application system.

Zimbabwe's Consulate In Joburg Relocated, E-Passport Trial Run Period Extended

South Africa’s Constitutional Court on Tuesday, 18 June, dismissed an application by the Minister of Home Affairs, Aaron Motsoaledi, for leave to appeal a June 2023 Pretoria High Court judgment which held that the Zimbabwean Exemption Permit (ZEP) had been unlawfully terminated.
In June 2023, the Pretoria High Court ruled that the termination of the ZEP had been unlawful and unconstitutional.
The High Court ruling ordered the minister to reconsider the termination of the programme and follow a fair, lawful and consultative process.
Motsoaledi then appealed the ruling but it was dismissed by the Supreme Court of Appeal on the grounds it had no prospects of success.
Subsequently, the Minister turned to the Constitutional Court, essentially on the same grounds, asking that it adjudicate over the issue.
In the application lodged in the Constitutional Court, Home Affairs director-general Livhuwani Tommy Makhode, who was the second applicant after the minister, sought leave to appeal against the whole June 2023 judgment of the Pretoria High Court.
The Helen Suzman Foundation (HSF), a non-governmental organisation, opposed the application by the Minister.
In a statement issued this Wednesday, 19 June, HSF confirmed the dismissal of Motsoaledi’s appeal by the Constitutional Court. It said:

Yesterday, the Constitutional Court dismissed an application by the Minister of Home Affairs (Minister) for leave to appeal a June 2023 Pretoria High Court judgment which held that the Zimbabwean Exemption Permit (ZEP) had been unlawfully terminated.
That June 2023 judgment was unequivocal in holding that the Minister is obliged to follow a fair consultation process, which duly considers the rights of those affected by terminating the ZEP before he be lawfully allowed to do so.
The Constitutional Court’s order affirms with finality that this most basic of legal duties binds the Minister, notwithstanding changes in office that may occur once a new government is formed when deciding the ZEP’s future.
It is a vital affirmation – for ZEP holders and South African citizens alike – that principles of fair hearing and rational government are indispensable to our constitutional democracy.

South Africa's Constitutional Court Dismisses Appeal By Home Affairs Minister Against ZEP Judgment

The Zimbabwean Consulate in Johannesburg, South Africa, is conducting a trial run of the electronic passport (e-passport) processing centre.
In a public notice, the Consul-General at Zimbabwe’s Embassy in Johannesburg Eria Phiri said the the roll-out of the e-Passport Processing Centre will be in two stages. Reads the statement:

<h2>ROLLOUT OF THE E-PASSPORT PROCESSING CENTRE AT THE CONSULATE IN JOHANNESBURG</h2>
Reference is made to our Public Notice dated 15 March 2024 on the roll-out of the e-Passport Processing Centre in Johannesburg.
The Consulate is pleased to advise that it has begun the gradual and phased rollout of the e-Passport application process. The rollout will be in two stages and the anticipated timelines will be as follows: –
<h2>Phase 1: System Test/ Trial Run</h2>
The rollout is currently in its first phase, which entails preliminary processes, among them; the training of Consulate staff (successfully concluded on 15 June 2024) and the System Test/ Trial Run period, which is scheduled to commence from 18 to 21 June 2024.
The trial run period will be open to a limited number of clients, randomly chosen from the existing pool of clients visiting the Consulate at 13 A Boeing Road West, Bedfordview, for passport application under the outgoing system.
The trial run will allow the Consulate to gauge the level of system responsiveness and effectiveness in a real-world environment before the full rollout to the public.
<h2>Phase 2: Full rollout and opening of the e-Passport Processing Centre to all members of the public.</h2>
Before the conclusion of the System Test/ Trial Run Period, i.e. 21 June 2024, the Consulate will issue another public notice with information on the operationalization of the e-Passport Centre to all members of the public.
Clients interested in participating in the System Test/ Trial Run during the period 18 to 24 June 2024, should take note of the following conditions, prior to visiting the Consulate: –
1. Zimbabwe Commences Trial Run Of Electronic Passport Processing Centre In Joburg

Renowned clinician and Chief Executive Officer (CEO) of Arise Hospital in Indiana, United States of America (USA) Sadock Mashindi has built a clinic in his rural village in Zaka, in Masvingo Province.
Mashindi told <a href="https://masvingomirror.com/us-based-clinician-builds-clinic-in-zaka/">The Mirror</a> that Nyamandlophu Clinic, which is located in Dahwa Village in Zaka Ward 31 under Chief Bota, will be commissioned later this year and it will be offering free services.
<h2>His Motivation</h2>
Mashindi, who is also a pastor in the Church of Christ, revealed that he was motivated to build the clinic after losing his relatives including his father from treatable diseases due to a critical shortage of clinics. He said:
<blockquote>
I lost my father and relatives because we used to travel long distances with patients to other clinics and on the way some people died before accessing the clinic.
I started this project five years ago and the clinic will be officially opened this year. We are doing that as a way of helping the communities through our Christian values.
</blockquote>
Nyamandlophu Clinic is expected to serve at least 5,000 villagers in Ward 31, the new resettlement area, the Dzoro area, the Bota area, and parts of Zaka South and East.
<h2>Source of Funds</h2>
Mashindi said he used his own resources and also got help from family and friends to complete the project.
The project is part of his Social Corporate Responsibility (CSR) to his village of origin. Said Mashindi:
<blockquote>
My idea is to establish a mission in my rural village. We want to build a primary and a secondary school as part of the mission and the establishment of an orphanage is always on the cards. As you know we have only two mission schools in Zaka and I want to establish a third one.
I want to thank my family, friends and church members for supporting me to establish this project. They supported me from day one.
My wife who is a medical doctor supported me and my kids sacrificed in a big way to build my faith-based clinic.
</blockquote>
<h2>Other acts of charity</h2>
Mashindi said he donated medication and equipment to Machiva Clinic. He is currently assisting villagers through mobile clinics with a team of doctors.
Mashindi was a teacher at Dewure High School in Gutu before relocating to the USA where he worked as a Regional Clinician Counselor before establishing his own hospital.

U.S. Based Zimbabwean Medical Doctor Builds Clinic In Zaka, To Offer Free Services

The Zimbabwean government has initiated the processing of e-passports in South Africa for citizens residing in the neighbouring country.
A senior government official told <a href="https://www.herald.co.zw/zim-starts-processing-e-passports-in-sa/">The Herald</a> on Monday that a team of officials from the Registrar General’s office, along with other consultants, is currently in South Africa, providing training to consulate staff who will be handling the e-passport processing.
Home Affairs and Cultural Heritage Permanent Secretary Raphael Faranisi said:
<blockquote>
The process of issuing the e-passports is already ongoing. As I speak, the e-passports are already being processed and there is training.
Once the consultants leave, our consulate staff can take care of any problems that emerge.
The commissioning will be done at a date to be advised and the proposal is that our Minister and the Minister of Foreign Affairs and International Trade commission the project.
It would have been done earlier but you are aware that in South Africa they are still in an electoral period. Just like any other country, you don’t go and commission by yourselves because that’s foreign land.
What we expect is, that when our ministers go there, they will invite the host ministry responsible for immigration matters and then they commission in their presence.
The commissioning will be done soon. Once there is a new Government, then we will arrange with our embassy on the most suitable date to do the commissioning. There will be two issues, commissioning the new building as well as the e-passports.

A report by the Zimbabwe National Statistics Agency (ZIMSTAT) in 2022 stated that there were 773,246 Zimbabweans residing in South Africa.
However, some observers believe this figure is too conservative, as a significant number of Zimbabweans in South Africa reside there illegally, pushing the estimated count beyond 3 million.

This call comes as the Zimbabwean consulate in South Africa has issued a public notice for a final call for Zimbabweans in the neighbouring country to submit their input for the review of the 2016 National Diaspora Policy by May 17, 2024.
The review of the 2016 National Diaspora Policy is scheduled to begin during the week of June 17 to 21, 2024.
In an interview with <a href="https://cite.org.zw/zimbabweans-in-sa-push-for-parliamentary-representation/">CITE</a>, the Chairperson of the Zimbabwe Community in South Africa, Ngqabutho Nicholas Mabhena, said:

Last year or the year before, we made our submissions towards the National Diaspora Policy and asked for parliamentary representation.
Given the number of Zimbabweans in South Africa who contribute to the economy in Zimbabwe through remittances and purchasing building materials, which boosts the construction industry and creates employment, we said there is no proper linkage between the diaspora community and Zimbabwe at a legislative level.

Mabhena stated that people in the Diaspora must be personally represented since the embassy or ambassador represents the president of the home country in the host country. He said:

Therefore, with a huge population of Zimbabweans in South Africa, we felt there was a need to have one of them sitting in the National Assembly as a diaspora MP.
Having legislative representation will enable Zimbabweans in the diaspora to contribute through their representative in Parliament regarding legislative discussions…
Measures on trade or imports affect the Diaspora community because we import goods from South Africa to Zimbabwe. We felt there was a need for the Diaspora to be represented in Parliament.

Mabhena argued that if the government can allocate quota seats for women and youth, “surely they can do so for its citizens based abroad.” He added:

We said if you have a quota for women and youth in the Zimbabwean Parliament, it is also possible to have the Diasporans elect one of their own to represent them in the National Assembly.
While we recognise the embassy and the consulate, these arms at a legislative level don’t represent the Diaspora because the embassy represents the president.

Zimbabwean Expatriates In South Africa Want Representation In Parliament

The International Organisation for Migration (IOM) has said Zimbabwe is the largest source of migrants residing in southern Africa.
In a speech delivered on behalf of IOM Chief of Mission Dyane Epstein, Migration Health Chief and Officer Thomas Kalasani said that more Zimbabweans have emigrated from their home country compared to other countries in southern Africa. The speech was delivered during the official launch at the Old Memorial Hospital in Bulawayo on Wednesday. Said Kalasani (via <a href="https://www.newsday.co.zw/local-news/article/200027066/zimbabweans-top-migrants-list">NewsDay</a>):

The current global projection is that there are approximately 281 million international migrants in the world accounting for 3,6% of the global population.
According to the World Report 2020, Zimbabwe is the largest source of migrants residing in southern Africa.
Furthermore, in search of economic gains, Zimbabweans are migrating to other regions like the Middle East, where the Zimbabwean government has intervened to ensure that its people can return home after falling victim to human trafficking.

Millions of Zimbabweans, both documented and undocumented, have left the country with arguably the majority living in South Africa as economic refugees.
Home Affairs and Cultural Heritage Minister Kazembe Kazembe told NewsDay that the Government wanted Zimbabweans living outside the country to access passports with ease. He said:

We have already started decentralisation of the passport offices which will assist migrants to access national documentation easily.
We have also started the processes to ensure that applications for these vital documents can be done online to facilitate the ease of doing business both locally and for our citizens abroad.

The Government said it will start processing e-passports at its embassy in South Africa this week, with officials from the Registrar General’s department being deployed to assist consulate staff.
Permanent Secretary for Home Affairs and Cultural Heritage, Raphael Faranisi, said all was in place to start the issue of e-passports at the e-passport processing centre in Johannesburg this week.

Govt Engages Diaspora, Seeks Input For 2016 Policy Review

Zimbabwean-born British politician, Nicolle Ndiweni (35), has been elected as Police and Crime Commissioner (PCC) for Derbyshire after beating incumbent Angelique Foster by nearly 30,000 votes.
<a href="https://www.bbc.com/news/uk-england-derbyshire-68952338">BBC</a> reported that Ndiweni, a Labour candidate earned 93,260 votes, nearly 30,000 more than the incumbent, Angelique Foster of the Conservatives, who received 65,293.
Reform’s Russell Armstrong came in third place with 32,944 votes, with Liberal Democrat David Hancock receiving 22,540.
A total of 803,297 voted in the election, with a turnout of 26.6%.
Ndiweni’s election as the PPC for Derbyshire <a href="https://mzansi27.co.zw/2024/05/04/zimbabwean-born-nicolle-ndiweni-elected-as-derbyshires-new-police-and-crime-commissioner/">signifies</a> a shift towards greater diversity and representation in law enforcement and policymaking in the United Kingdom (UK).
Posting on X (Twitter) after her win was confirmed, thanked voters who elected her and promised to put their needs first. She wrote:

Zimbabwean-born Nicolle Ndiweni (35), Elected as Police And Crime Commissioner For Derbyshire, UK

A Zimbabwean national, Ashley Simbarashe Maparura (34), was recently granted leave to remain in the United Kingdom despite several convictions for drugs and violence.
He has appeared in court yet again on weapons charges.
As reported by the <a href="https://www.northantstelegraph.co.uk/news/people/zimbabwean-caught-with-hammer-in-corby-given-asylum-despite-dreadful-record-of-68-convictions-for-drugs-violence-and-blackmail-4614745">Northamptonshire Telegraph</a>, Maparura appeared before Northampton Crown Court this week on weapons charges where the court heard that he has 68 previous convictions committed across several counties.
It is alleged that on 16 February 2024, at 1.50 AM, CCTV operators in Corby spotted two men behind the shops in Gainsborough Road, Corby.
Maparura, of Nether Jackson Court, Northampton, was allegedly carrying a hammer and his colleague Reece Cruickshank was carrying a wrench.
The court heard that the CCTV operators followed the men on their screens as they caused a “commotion”. They were then seen running away from the scene.
Initially, Maparura and his companion were accused of an attempted robbery but the victim declined to cooperate with the investigation.
As a result, only charges of possession of offensive weapons were brought before the court. He gave a no-comment interview to police.
Prosecutor Carrie-Ann Garness also told Judge Rupert Mayo about a separate offence committed in February 2023.
During that incident, Maparura was arrested on other matters and was found to be carrying a twisted cigarette between his penis and testicles containing heroin and cocaine for personal use.
The court heard that his record includes robbery, supplying and smuggling drugs and drug dealing, committed across several different counties.
The court also heard that Maparura was found guilty of knife possession in 2017. He also has five convictions for failing to comply with court orders.
In 2018, he was jailed for 16 weeks for shoplifting and cannabis possession. While serving that sentence he was again jailed for hitting a motorist with a hammer but he denied that element of the charge.
Maparura was also convicted of possession of cocaine in 2019.
In July 2019 Maparura stole two vacuum cleaners at Curry’s in Kettering and poured a clear substance outside the store, which turned out to be an incapacitant spray. He was jailed for a year.
In 2020 he was jailed again for smuggling drugs into a detention centre.
The same year, he was jailed for ramming into police cars that were chasing him.
Then in July 2022, he was given a three-year sentence for controlled drugs offences and breaching a suspended sentence order.
In July 2023 he was jailed for 31 weeks for possession of a hammer and a meat cleaver.
After his release, in October 2023 Maparura was jailed for 16 weeks for possession of cannabis, pregabalin, diazepam and zopiclone.
On November 23 he was given a suspended sentence at Northampton Magistrates’ Court for possession of an offensive weapon.
But just weeks later he was in Corby and committing the latest offence.
Maparura’s lawyer, Rajesh Pabary, told the court that his client had children aged 10, 11, and 12 but admitted he had a “long and extensive history of offending.” He said:

This is partially to do with drugs and partially to do with funding himself as he was not initially allowed to work when he arrived in this country.
</blockquote>
Pabary told the court that “the situation resolved itself two months ago” when he was given leave to remain in the UK. This means Maparura can now find legitimate work.
His lawyer also said he had managed to get clean from drugs while in prison and was attempting to gain his forklift ticket and “turn around his life” and wanted to apologise for his actions. Judge Mayo said:

The courts take any public display of weapons very seriously when they’re brandished or used to present a threat to people out and about. You have a dreadful record for using weapons.
You have been an asylum seeker since you arrived from Zimbabwe and I am glad that you have now been allowed to remain in this country but during that time you have amassed a huge amount of antecedents and have been gripped by drugs. This is a dreadful catalogue of serious convictions.

He gave Maparura a jail term of one year and four months.
Meanwhile, Reece Cruickshank, of Manor Meadows, Fotheringhay Road, Tansor, was charged with possession of a wrench in connection with the same incident.
He has pleaded guilty but was unable to be sentenced this week as he had no legal representation. He is set to be sentenced on May 28.
It is not known why Maparura was granted asylum. Still, Zimbabwe has a dreadful human rights record, with hundreds of opposition political activists forced to flee into exile to avoid imprisonment or abduction, torture and death.

Zimbabwean Man With 68 Convictions In UK Granted Asylum

The Patriotic Alliance (PA), a far-right South African opposition political party, says children of immigrants from Zimbabwe and other countries who were born and have lived in South Africa since birth, must be sent back to their countries of origin.

Said Kunene:

The problem of migrants … illegal migration is not perceived but it is real. It is practical. It is there. The child that is born in South Africa of migrants must go back home.
You have heavily pregnant women getting on buses at Beitbridge (or) in Lesotho going to Park Station, getting to Rahima Moosa hospital, and paying nurses R1,000 so that they can get on a bed.
South African pregnant women lie on the floor waiting to be attended. The child is born in South Africa. They get onto the bus, and take the child to Zimbabwe, Mozambique or Lesotho.
The fact that the child is now 17, does not matter, he or she is not a South African. They must all go back home with their illegal parents.

Kunene was reacting to a question posed by Nicholas Ngqabutho Mabhena, a prominent figure in the Zimbabwean community, who queried the PA’s position on children who were born to migrants but have attained the age of 17, living in South Africa.
However, RISE Mzansi’s Gauteng premier candidate, Vuyiswa Ramokgopa said children born in South Africa should be granted citizenship or resident status in South Africa. She said:

We have people who buy IDs at Home Affairs, we have all kinds of issues that are a function of a government that cannot enforce its laws.
We have a government which is unable to enforce the existing laws, which is why we have a perceived migration challenge right now.
The government itself cannot tell you how many illegal migrants are here and what are they doing etc. In my opinion, a child born in this country should be able to be a citizen or resident of this country.
They should be able to apply legally and receive legal permits. If that does not happen, they must go through the legal channels.

Kunene Insists Children Of Illegal Migrants, Born In South Africa, Must Be Sent To Their Home Countries

Zimbabwean businessman, Evans Katumba, who was abducted in Durban, South Africa, on March 22 has been found dead.
As reported by <a href="https://www.zimlive.com/missing-zimbabwe-tycoon-evans-katumba-is-found-dead-in-durban/">ZimLive</a>, South African police believe Katumba, who was in his mid-30s, was killed on March 24 soon after his family paid R1.5 million ransom in a bid to secure his release.
His body was found last week in a field in Hammarsdale, a township 50 kilometres west of Durban.
A relative who asked not to be named told ZimLive on Tuesday that the police confirmed that the body was that of Katumba after DNA tests were conducted on the remains. Said the relative:

It’s him, police have confirmed to the family. They think he was shot on the same day we handed over the ransom money.
</blockquote>
The family suspects Katumba knew his captors, and that could have been the reason why he was killed even after they paid R1.5 million of the R2.5 million ransom the kidnappers initially demanded.
Katumba is said to have arrived in South Africa over 16 years ago and initially worked as a truck driver for various companies in Durban.
He also worked as a petrol attendant before he set up his own fuel trading company in 2018.
Katumba was described by friends as “a nice guy” and “very humble” and was nicknamed Vardy for his goal-scoring prowess in social football much like the Leicester City Football Club striker, Jamie Vardy.
He ran a thriving diesel brokerage business and had recently purchased Yugo, one of Durban’s top nightclubs.
Katumba is said to have bought luxury vehicles including a R3.5 million Mercedes G63, a Ferrari and a sprawling mansion in Durban’s Yellowwood Park neighbourhood.
His friends believe that his decision to take over Yugo nightclub in February brought him unwelcome attention. The nightclub, now renamed Sky Premium Club, had only opened for one week when he was abducted.
It is alleged that Katumba was preparing to go to the nightclub on March 22 when he received a call at around 8 PM.
The family believes that the caller, who wanted a meeting, is someone whom Katumba knew.
He left home driving his brand new VW Amarok and picked up an artist who was due to perform at the nightclub that night before heading out to meet the mystery caller. Said a friend:

When they got to the place where this meeting was supposed to take place they were met by people armed with AK47s. They took him and the Amarok which was yet to be installed with a tracker.
</blockquote>
The artist who was travelling with Katumba was left at the scene.
His abductors made contact with his family two days later on March 24. They warned the family not to cooperate with the police and then demanded R2.5 million in cash. They promised to release Katumba within an hour after the ransom payment.
Katumba’s friends and his family raised R1.5 million which was dropped at an open field on the outskirts of Ballito, as instructed by the kidnappers.
However, after the cash drop, the family never heard from the kidnappers again.
South African police informed the family they believe Katumba was shot dead on the same day the money was paid.

Missing Zimbabwean Businessman Evans Katumba Found Dead In Durban, SA

Zimbabwean-born UK-based lawyer, Theo Mukamuri, alumnus of the School of Business and Law at Buckinghamshire New University (BNU), has featured in Universities UK’s (UUK) ‘100 Faces’ campaign.

In 2019, Mukamuri finally decided to pursue his greatest ambition and applied to Buckinghamshire New University. He said:

Despite criticism from some people due to my age, responsibilities, and having four children to look after, I was determined to pursue my dreams.
Studying law was daunting, and many people had shown ambition but failed. Being the first one in my family to attend university, I felt a lot of pressure on my shoulders.
While I had no blueprint alternative, I saw this as an opportunity to lead by example for my siblings and children.

A ‘Class of 2022’ graduate, Mukamuri completed his studies with a First in LLB (Hons) Law, acting as Valedictorian for his School. During his time at BNU, he co-founded the Mooting Society. Said Mukamuri:

Zimbabwean-born Lawyer Features In Universities UK’s Inspirational "100 Faces" Campaign

A 45-year-old Zimbabwean woman who has been living in the United Kingdom (UK) since 2001 has reportedly spent £12 000 on applications to stay in the European country but she keeps getting refused.
Patience Jamela moved from Zimbabwe 23 years ago to train as a teacher in the UK. She said she was drawn to studying in England because of the “state-of-the-art” teaching.
Jamela told the <a href="https://www.bristolpost.co.uk/news/uk-world-news/mum-who-lived-uk-23-9215644">Bristol Post</a> that she had planned to return to Zimbabwe but ended up making Britain her home after meeting a man.
She has reportedly applied to become a permanent citizen four times over the years – at £3k each time. She said she did not know why each time her application was turned down by the Home Office.
Jamela, a mother of three, said she wants residency as she struggles to get a mortgage and has, at points, had her travel restricted. She said:
I feel like my life is in limbo. I am a good citizen. I pay my taxes. I don’t understand why I should be penalised.
Jamela left Bulawayo, Zimbabwe’s second-largest city, to study for a PGCE at Canterbury Christ Church University in Kent.
She had planned to return to Zimbabwe after finishing her studies, but in 2004 she met her former partner through online dating.
Jamela became pregnant and the pair went on to have three children. Charlotte, now 18, Alissa, 17, and Jaden, 11.
She initially applied for permanent residence in 2012 but was turned away by the Home Office. She reapplied in 2015, 2018, and 2021, and is now preparing to submit another application this month.
However, each time she applies she’s told she doesn’t qualify for settlement and is given temporary leave-to-remain instead – which has to be renewed every three years. Said Jamela:

I have no criminal record. I don’t understand why they have not allowed me to stay. My life is on hold.
My children have never met their grandmother because she lives in Zimbabwe – we can’t afford to travel there. We have not had a holiday because of this situation. The last holiday was when the kids were small.
I can’t afford to move house because I am always thinking about the next application. My kids are anxious. They don’t know what’s going to happen.
This country’s their life. They have family, cousins and nieces here. This is all they have known.

Zimbabwean Mother Who Has Lived In UK 23 Years Has Paid £12 000 On Bids To Stay

Zimbabwe’s Ambassador to South Africa, David Hamadziripi, has said the e-passport centre in Johannesburg is now complete and will start offering services to Zimbabweans in that country this April.
Speaking to <a href="https://www.sundaymail.co.zw/joburg-passport-office-complete-to-open-soon">The Sunday Mail</a>, Hamadziripi said that the Johannesburg centre is now training staff before commencing services. He said:

The e-passport processing centre in Johannesburg is complete and ready to operate. What remains is the training of our staff, which we are currently working on.
Once our staff is trained, we will be in a position to deliver this much-awaited and anticipated service. We will announce at the appropriate time.
The centre has the technical capacity to process 18 passports at one go.
Expected turnaround time with one client is expected to be less than 10 minutes. We are capable of clearing at least 360 people in a day.

Last month, the Zimbabwean consulate in Johannesburg denied the social media claims regarding the purported launch of the e-Passport system at its offices.
In an official statement issued on March 15, titled “Rollout of the E-passport processing centre at the consulate in Johannesburg,” the Consulate clarified that the e-Passport System has not yet been implemented.
However, the statement also revealed that preparations for the launch of the e-Passport Centre and the e-Passport Processing System in Johannesburg are well underway, and the program is expected to be rolled out soon.
Meanwhile, an e-passport centre will also be opened in Gokwe South in the next few weeks as part of decentralising the services countrywide, and five passport offices abroad, including in the United Kingdom and the United States, will begin offering the same services to the Diaspora this year.
Locally, e-passports are now being processed at the Harare passport registry and provincial and district offices in Bulawayo, Gwanda, Gweru, Lupane, Marondera, Beitbridge, Chitungwiza, Hwange, Mazowe, Murewa, Zvishavane, Chinhoyi and Guruve.

Zimbabwean Passport Office In Johannesburg Complete, Set To Open Soon

Ngqabutho Nicholas Mabhena, Chairperson of the Zimbabwe Community in South Africa, advises beneficiaries of the Zimbabwe Exemption Permit (ZEP) not to readily believe Helen Zille’s statements regarding granting them citizenship in the neighbouring country.
Helen Zille, former leader and current Federal Council Chair of the Democratic Alliance (DA), expressed in a recent interview that ZEP holders should be regularized due to their long stay in South Africa and their significant contributions to the economy.
While Zille opposes revoking their permits, she emphasizes the need for proper laws and border control by the South African government.
However, Mabhena warned that political parties in South Africa may exploit the issue of migrants as one of their rallying points in their campaigns. Said Mabhena (<a href="https://cite.org.zw/zim-community-in-sa-urges-caution-over-zilles-citizenship-stance/">via CITE</a>):

South Africa is in the middle of an election campaign, whose elections will be held on May 29, 2024, and Zille has said holders of the exemption permits should be given citizenship.
Already, there is a court case which wants ZEP holders to be granted Permanent Residence Permits. Now she has taken it up to say give them citizenship.
We discussed an opinion poll by the eNCA and based on that opinion poll, it seems opposition parties are not attracting enough support to the extent that they will dislodge the ANC from power. This poll put support for the DA at 20 per cent.
While the DA is concerned about the borders it has not taken a tougher stance on migrants in SA. This is election season and migration is discussed.

Mabhena suggested that Zille could be using the burning ZEP issue to attract more funding from employers for her party. He said:

I am a member of the African Diaspora Forum (ADF) and know a lot of migrants will welcome what Zille is saying but we need to think deeply about the intentions in this election.
This is an election campaign right, is she trying to attract more funding from employers to her party in this election campaign?
She does make a point that migrants have made a contribution to the South African economy but what is her intention in raising this during the election campaign?
I’ve not seen the response from ActionSA which uses migration as its key message and we know ideologically ActionSA is liberal like the DA.
Is Zille trying to draw more funding from employers or is she genuine?

The ZEP, along with the Lesotho Exemption Permits, was extended until November 2025. This decision affects approximately 178,000 Zimbabweans currently living and working in South Africa.

ZEP Permit Holders Cautioned Regarding Hellen Zille’s Views On Citizenship

Prof. Dr. Thompson Chengeta, an Associate Professor in Law and AI Technologies at Liverpool John Moores University, and a Zimbabwean national, has been appointed a Commissioner for the Global Commission on Responsible Artificial Intelligence in the Military Domain (GC REAIM).
The GC REAIM is an initiative launched by the Government of the Netherlands during the 2023 REAIM Summit on Responsible Artificial Intelligence in the Military Domain held in The Hague.
It aims to address the challenges and opportunities posed by artificial intelligence (AI) in the military-strategic realm.
Chengeta expressed gratitude for his appointment to the GC REAIM, saying he was looking forward to working with other 14 Commissioners and 40 renowned experts and thought leaders from across the globe on the initiative. He said:

Thompson Chengeta Appointed Commissioner For Responsible AI In Military Domain

South Africa’s Minister of Home Affairs, Aaron Motsoaledi, has confirmed that a criminal case has been opened against Kudakwashe Mpofu, a Zimbabwean national.
Mpofu, who held the position of Chief Financial Officer (CFO) at the North West Development Corporation, is accused of fraudulently obtaining his permanent residence permit in South Africa.
Motsoaledi has taken decisive action by requesting the Special Investigating Unit (SIU) to investigate how Mpofu managed to secure a high-ranking job using a fake permit.
According to <a href="https://www.timeslive.co.za/news/south-africa/2024-03-17-north-west-government-entity-cfo-has-fraudulent-residence-permit-minister-aaron-motsoaledi/">TimesLive</a>, Motsoaledi stated that Mpofu was informed as early as June 23, 2023, that his purported permanent residence permit was fraudulent. Said Motsoaledi:

I’m here today to confirm that according to our records, Mr Kudakwashe Mpofu’s permanent residence document is fraudulent and was not issued by the Department of Home Affairs and we do not know where he obtained it.

We can further confirm that the control number appearing on Mr Mpofu’s purported document was not issued by the department to him but rather it was legitimately issued to somebody else.
As to how Mr Mpofu came across that control number, we do not know.

On March 10, the Sunday World reported that Mpofu was actively resisting deportation by the Home Affairs Department.
Mpofu also expressed frustration that the department had failed to respond to his court papers.
Minister Motsoaledi emphasized that it is disappointing that Mpofu was able to hold a high-level government position while using a fraudulent document. He said:

Additionally, Motsoaledi wondered why the human resources division within the North West Department of Economic Development failed to conduct due diligence in verifying Mpofu’s documentation during the hiring process.

Zimbabwean Man Secures Top Government Job In South Africa Using Fake Residence Permit

Two videos of a bullying attack on a boy identified as Zimbabwean in the UK has gone viral on social media. The bullying incident itself is said to have happened this week, in a place called Carlisle, Cumbria in the UK. 
In the two videos that were <a href="https://twitter.com/Oluomoofderby/status/1768752973042037239/">posted on Twitter</a>, a white boy rushes to the Zimbabwean boy and punches him several times, pushes him, and then asks him “Get on your knees and kiss my shoes”.
The visibly frightened victim gives in.

As the incident happens it seems there are several onlookers commenting and some of them laughing. It is not clear who recorded the video. The bully was not in school uniform so it is also unclear if he is a student at the same school as the Zimbabwean boy.
One source has told Pindula that he’s familiar with people known to the boy and that they are Zimbabwean. He also said that people close to the situation have suggested that the boy has always been bullied at school because of his visibly strong Zimbabwean accent.

<h2>Racism or just Bullying?</h2>
As the video circulated, there have been arguments on social media with some claiming it’s just regular bullying, while others said it’s a race issue.
The bully is a white boy. The Zimbabwean victim is an African.
The Twitter user who posted the videos, Olumo of Derby, commented:

There has been increased migration of Zimbabweans to the UK since the 2000, with many seeking greener pastures. Zimbabwe has seen at least 2 prolonged periods of hyperinflation and is currently in the middle of one. Professionals in the health sector have migrated the most in recent years especially following the COVID-19 pandemic.

The United Kingdom has banned international health and care workers from bringing their dependants to the country on work visas.
The UK Home Office announced the development in a post on its X account on Monday, 11 March. It said:

From today, care workers entering the UK on Health and Care Worker visas can no longer bring dependants. This is part of our plan to deliver the biggest-ever cut in migration.

A graphic banner accompanying the post reads “Banned: Overseas care workers from bringing dependants. 120 000 people who arrived last year would no longer be eligible under our new rules.”
In December 2023, the UK Home Office announced the plan to reduce levels of legal migration to the UK which it described as “unprecedented” and “unsustainable”.
James Cleverly, home secretary, said apart from the ban on bringing dependents, workers would need to earn at least £38 700 to obtain a visa, up from £26 200. He said:

We will stop overseas care workers from bringing family, dependants and we will require firms in England to be regulated by the Health Care Quality Commission in order for them to sponsor visas.
Approximately, 120,000 dependants accompanied 100 000 care workers in the year ending September 2023, but only 25% of the dependants are estimated to be in work, meaning that a significant number are joining public services rather than helping to grow the economy.
We recognize that healthcare workers do great work in our NHIS and health sector, but it’s also important that immigrants make a big enough financial contribution.
Therefore, it will increase the annual immigration healthcare charge by 66% from £624 to £1035 to raise, on average, £1.3 billion for the health services of the country every year.

UK Bans International Healthcare Workers From Bringing Dependants

Trey Nyoni finally made his debut for the Liverpool senior team in the Reds’ 3-0 win over Southampton in an FA Cup match played at Anfield on Wednesday night.
The 16-year-old had been an unused substitute in the last two games, in the Premier League against Luton Town, and against Chelsea in the Carabao Cup final, respectively.
The forward got his first minutes when he was introduced in the 77th to play in the “Mohamed Salah position”. He replaced Harvey Elliott.
Liverpool scored through 18-year-old Lewis Koumas (44′), who was making his full debut, and Jayden Danns (73′, 88′), another 18-year-old forward who came on as a second-half substitute.
Speaking to ITV after the match, Liverpool manager Jurgen Klopp hailed the teenagers who are carrying the Reds due to a long injury list of senior players. He said:

Nyoni played for the club’s under-21 side against Porto in the Premier League International Cup in December, while he was still 15.
The youngster joined the Liverpool Academy in August 2023 following his departure from Leicester City the previous month.
Nyoni has featured for the Three Lions (England) at youth level and scored and grabbed an assist on his debut for England Under-16s in a 3-2 friendly victory over Italy in 2022.

The Helen Suzman Foundation (HSF) has welcomed the Supreme Court of Appeal’s decision to dismiss the SA government’s application to set aside the High Court judgement on the unlawful termination of the Zimbabwean Exemption Permit (ZEP).
HSF is one of the Non-governmental organisations (NGOs) in South Africa that have been at the forefront in defending ZEP holders since the expiration of the permits a few years ago.
On Friday, 16 February, the Supreme Court dismissed the SA Department of Home Affairs’ (DHA) application to set aside the High Court judgement, which means that the Pretoria High Court’s judgement still stands, unless the matter is referred to the Constitutional Court. HSF said in a statement:

Meanwhile, the South African Government, through its Home Affairs Minister Aaron Motsoaledi, on Friday, 01 December 2024 announced two-year exemptions for special dispensation permit-holders from Zimbabwean and Lesotho nationals living and working in South Africa.
The exemption will benefit 178 000 Zimbabweans and more than 50 000 Basotho.

SA Supreme Court Dismisses Appeal To Dismiss ZEP Permits Judgement

United Nations Secretary-General António Guterres on Friday, 26 January announced the appointment of Zimbabwean national, Raisedon Zenenga, as his new Deputy Special Representative in the United Nations Assistance Mission in Somalia (UNSOM).
According to a statement issued by the United Nations, Zenenga succeeds Ghanaian nation Anita Kiki Gbeho. <a href="https://press.un.org/en/2024/sga2261.doc.htm">Reads the statement</a>:

Currently serving as Deputy Special Representative of the Secretary-General in Libya, where he also served as Assistant Secretary-General and Mission Coordinator of the United Nations Support Mission in Libya (UNSMIL) since 2020, Mr. Zenenga brings extensive experience in supporting political processes and mediation, managing complex peace operations, and working with Government and other key stakeholders in conflict and post-conflict settings.
He has over 30 years of experience in the United Nations, including with United Nations missions in Liberia, Libya, Iraq-Kuwait, Sierra Leone, Somalia and South Sudan, as well as at the United Nations Headquarters.
He previously held the positions of Deputy Special Representative of the Secretary-General in Somalia and Deputy Special Representative of the Secretary-General with the United Nations Mission in South Sudan (UNMISS).
He also served in other senior roles at the United Nations Headquarters supporting peacekeeping operations in Africa. Mr. Zenenga began his professional career in his country’s Diplomatic Service.
Mr. Zenenga graduated from the University of Zimbabwe, where he studied public administration and political science.

Zimbabwean National, Raisedon Zenenga, Appointed To United Nations Post

Several Zimbabwean nationals who went to the United Kingdom (UK) to work in the care sector are facing the risk of deportation because their sponsors have lost their licenses. Since November 2023, about 100 private social care providers had their licenses revoked, which means they can no longer hire workers from other countries.
Many providers violated the rules, leading to the loss of their licenses. Some common mistakes that providers make include not reporting changes about the workers they sponsored, like if the worker didn’t start their job on time or if a nurse didn’t complete their registration. Providers also failed to report changes within their organizations, such as changes in their registration or accreditation. They also didn’t keep proper records, like copies of work permits or background checks. Another mistake was not conducting proper checks to make sure workers had the right to work in the country, and not keeping track of when their visas expired.

If you are already in the UK, when your sponsor loses their license, your certificate of sponsorship is cancelled, and your visa is limited to 60 days or the remaining time left on your visa if it’s less than 60 days. You must leave your job and the UK unless you make a new visa application within that time.
If your sponsor’s license is suspended, the actions taken depend on whether you have already started working or applied to extend your visa. If you haven’t started working, you can start working. If you have already started working, you can continue working. If you have applied to extend your visa, your application won’t be processed until the suspension ends.
If your sponsor’s business is taken over or they don’t renew their license, your visa will be limited to 60 days or the remaining time left on your visa if it’s less than 60 days. Deportation Risk For Zimbabwean Nationals As UK Care Sector Sponsors Lose Licenses

The 81-year-old man from Tsholotsho who spent the past 61 years in South Africa before returning home will be taken to an old people’s home after his relatives showed a lack of interest in accepting him, reported the <a href="https://www.chronicle.co.zw/gone-for-61-years-moyo-to-be-taken-to-old-peoples-home/">Chronicle</a>.
Philip Moyo, who is now physically unwell and suffering from malnutrition, left his home in Nemane Tsholotsho for South Africa before Ian Smith’s far-right political party, the Rhodesian Front, unilaterally declared independence.
He is yet to find relatives willing to take him in when he is discharged from Mpilo Central Hospital in Bulawayo.
Moyo has spent the past five weeks at the hospital and is now awaiting discharge.
A woman who is aged 60 years and claims to be his daughter, recently visited the hospital and later disappeared.
The woman has not been seen after reuniting with her father whom she never saw or communicated with since she was born.
Moyo said he had a family in South Africa including four children who did not want to be part of his life anymore.
The octagenarian said he left Rhodesia (now Zimbabwe), without a passport as they were not required then and started a family with his wife who is from Botswana.
He also had a child in Rhodesia but he cannot remember the name of his girlfriend or the child.
Mpilo public relations officer Matron Norma Mabhena said the hospital will ensure that Moyo goes to an old people’s home since his relatives have failed to accept him. She said:

We are working with social workers to take him to an old people’s home and so far we have several promises.
His relatives haven’t come and his daughter came once and then cut off all communication with us.
The civic leaders have also tried to get the family members to communicate with Moyo without any luck and we are now working on taking him to a home.

During his initial interview with State media, Moyo said that he only remembers that his father was Sibambosobunyonyo and his mother was MaDawu and that his home was near Nemane Primary School in Tsholotsho in an area called Mandeya.
Civic leaders including Chief Gampu visited him in the hospital.
Millions of Zimbabweans have migrated to South Africa over the past several decades, with some settling there permanently.
Moyo’s predicament highlights the need for emigrants to keep in touch with their relatives back home so that they will have a place to go in case they are forced to leave their adopted country.

Tsholotsho Man Who Spent 61 Years In SA To Be Taken To Old People’s Home

Zimbabwean truck drivers who are facing xenophobia in South Africa are migrating to Poland where the entry-level salary is said to be about US$1 800 a month.
The head of the Zimbabwe Truckers Association of South Africa, Wellington Manyonda, was reported as saying Zimbabwean truckers feel they are not welcome in the neighbouring country.
About three hundred (300) Zimbabwean truck drivers have moved to Poland where the entry-level wage is about US$1 800. Said Manyonda (<a href="https://www.thesouthafrican.com/news/zim-truck-drivers-facing-xenophobia-in-sa-are-moving-abroad/">via The South African</a>):

It’s become clear to many Zimbabwean truckers operating in SA that they are not welcome here, and I am aware of about 300 of them who have moved to Poland where they are welcomed.
They can earn good money in Poland, where the entry-level wage is about $1 800 [R34 000 a month].

A truck driver who spoke to The South African shared his experience with license renewal, saying that the traffic department could not help him. He said:

I have a ZEP permit [Zimbabwe Exemption Permit], and by that token, they just told me to forget that I would be able to renew the licence anywhere in South Africa.

On 01 December 2023, the South African Government, through its Home Affairs Minister Aaron Motsoaledi announced the extension of ZEP by another two years to 29 November 2025.
Manyonda also raised concerns about the potential linkage of Traffic Register Numbers (TRN) licenses to the ZEP expiry date.
He said this results in the exclusion of many Zimbabwean truck drivers from the system and hinders their ability to earn a living in South Africa. Added Manyonda:

It’s clear this has to do with the upcoming elections in SA and the ruling party wants to win votes by scapegoating Zimbabweans, who are being falsely blamed for much that is wrong in SA, such as crime and unemployment.
It’s a sad commentary on the state of the country that we have to fight so many legal battles to protect the rights of Zimbabweans here, but we have no choice.

Advocate Simba Chitando has expressed concern over the denial of license renewals, saying:

Zimbabwean Truckers Facing Xenophobia In SA Are Moving To Poland

Two Zimbabwean nationals who recently arrived in South Africa after travelling for year-end festivities back home were admitted at different hospitals in South Africa’s Limpopo Province after they contracted cholera.
Provincial health spokesperson in Limpopo, Thilivhali Muavha said the two patients are men, aged 43 and 27. Muavha said (<a href="https://www.iol.co.za/news/south-africa/cholera-confirmed-in-limpopo-as-two-zimbabwean-nationals-hospitalised-40c9c083-1c3d-4d6c-a959-1504d7ccf7f4">via IOL</a>):

The Limpopo Department of Health would like to inform the public about two newly confirmed cases of cholera in the province.
The patients, both Zimbabwean men, aged 43 and 27, upon their return from the festivities, presented to Musina and Hellen Franz Hospitals, respectively, with cholera-like symptoms.

He said when the two men visited the Limpopo health facilities, they were “immediately” admitted and tested. Added Muavha:

Cholera is a highly infectious and potentially life-threatening disease caused by the bacterium Vibrio cholerae.
The most common symptoms include severe diarrhoea, vomiting, and dehydration. If left untreated, cholera can lead to severe complications and even death.

He said when staff at the two institutions became aware of the suspected cholera cases, immediate measures were taken to ensure the patients’ admission and treatment following established protocols. Said Muavha:

Our medical teams are closely monitoring their condition and providing the necessary medical care to facilitate their recovery.
We would like to emphasise that cholera is primarily transmitted through contaminated food and water.
Therefore, individuals must practice good hygiene, such as washing hands frequently with soap and clean water, especially before eating or preparing food.

He appealed for calm but urged the public to be vigilant, and to promptly seek medical attention if they or anyone they know experience symptoms consistent with cholera.
Zimbabwe is currently battling a cholera outbreak, with the Health and Child Care Ministry updating over the weekend that the disease had spread to 58 of the country’s 64 districts.
More than more than 17 700 suspected cholera cases and 318 suspected cholera deaths have been recorded.

Cholera: Two Zimbabwean Nationals Hospitalised In SA's Limpopo Province

Police in Wiltshire, England stopped a driver with a Zimbabwean licence in Swindon after noticing the car’s front and back plates did not match, reported <a href="https://www.swindonadvertiser.co.uk/news/24047792.driver-zimbabwe-licence-wrong-numberplates-stopped-swindon/">Swindon Advertiser</a>.
Officers from the Wiltshire Police’s Roads Policing Unit spotted the discrepancy at around 3.30 PM on Saturday.
The police officers spoke to the driver of the car about the vehicle’s registration.
They later discovered that one set of plates had expired around nine years ago and that the driver had no insurance.
This resulted in the acting officers reporting the driver, who was using a Zimbabwe licence at the time, for all of the offences.
Wiltshire Police’s Specialist Operations team posted a photo of the car on X (formerly Twitter) and said:

Roads Policing Unit have this vehicle seized in Swindon. Attention drawn as trade plates displayed on the vehicle did not match front and rear. One set expired in 2023, the other in 2015.

According to the Ministry of Transport and Infrastructural Development, Zimbabwean drivers can use their licences to drive on roads in Britain.
According to a report by <a href="https://www.allinzimbabwe.com/zimbabwean-drivers-in-the-uk-converting-your-license-the-ministry-of-transport-addresses-your-questions/">AllinZimbabwe</a>, there have been reports of some Zimbabweans using counterfeit metal driver’s licenses in the UK, which has prompted the Driver and Vehicle Licensing Agency (DVLA) in the UK to require Certificates of Competency. These certificates are now part of the conversion process.
