The South African Police Service (SAPS) has revised its estimate of the number of illegal miners trapped in an abandoned mine shaft in Stilfontein, North West.
Initially, a local community member had reported that around 4,000 to 4,500 miners were underground, but SAPS now estimates that between 350 and 400 miners are refusing to resurface.
The situation remains tense, with reports suggesting that several miners may have died, though only one body has been retrieved so far.
Police spokesperson Brigadier Sabata Mokgwabone had initially told SABC News on Tuesday that the estimates from the community could not be confirmed.
However, on Thursday, national police spokesperson Brigadier Athlenda Mathe told Newzroom Afrika that the earlier figure of 4,000 to 4,500 miners was “exaggerated.” <a href="https://www.citizen.co.za/news/south-africa/crime/400-illegal-miners-refuse-resurface-stilfontein/">Said Mathe</a>:

Police have managed to estimate the numbers to be between 350 and 400. We don’t dispute that there are hundreds of illegal miners that are underground and refuse to resurface.
We’re only disputing the exaggeration of the thousands that are still stuck underground.

Despite repeated efforts by police to convince the illegal miners to resurface, Brigadier Mathe confirmed that their pleas have been ignored. Said Mathe:

We have been making the call to the miners to resurface and as a responsible government. We have gone to great lengths to try and communicate to ensure that all these illegal miners resurface safely.
We have gone as far as writing posters and sending them down to the shafts. Police sent a negotiator as well and allowed food and water to be delivered down to these illegal miners to allow them to gain strength so that they will be able to come out. But those efforts fell on deaf ears.
Police are now in a situation where these illegal miners refuse to resurface and cooperate with the SAPS. We have no choice but to stamp the authority of the state.
We are not backing down as law enforcement, we have the responsibility to combat and prevent all incidences of criminality and illegal mining is one of them.

Opposition leader Venancio Mondlane had called for a nationwide shutdown, targeting border posts and ports, but according to <a href="https://www.news24.com/news24/africa/news/children-used-in-economic-sabotage-mozambique-govt-charges-as-opposition-protests-falter-20241114">News24</a>, by Thursday morning, the protests appeared to be losing momentum.
Key trade routes, including the Lebombo border post with South Africa, were processing goods again.
On Wednesday, protests had closed critical trade routes, including the Lebombo border post, and disrupted traffic between Beira and Zimbabwe, which relies on Mozambique for access to the Indian Ocean.
The Southern African Development Community (SADC) heads of state are scheduled to meet in Harare, Zimbabwe, for an extraordinary summit this weekend to discuss the political and economic crisis in Mozambique.
Nyusi thanked the security forces for their conduct during the protests but urged the security forces to desist from using force against demonstrators and instead “prioritise dialogue with the population and that their actions prioritise the protection of the lives and property of Mozambicans”.

Ramathuba’s remarks, made in August 2022, were directed at a Zimbabwean patient at Bela Bela Hospital, where she was serving as the Health MEC at the time.
She expressed frustration about the strain on the health system due to foreign nationals seeking treatment in South Africa.
Ramathuba made the comments while visiting Bela Bela Hospital, wearing her doctor’s scrubs, during an interaction with the Zimbabwean woman, who was undergoing surgery. She said:

You speak Shona, how do you find yourself in Bela Bela Hospital when you are supposed to be with [Zimbabwe President Emmerson] Mnangagwa?
You know he doesn’t give me money to operate on you? I am operating on you with my limited budget. You are killing my health system.

The HPCSA is investigating whether Ramathuba’s conduct violated any professional or ethical standards, particularly in her capacity as a healthcare provider.
In 2023, the Health Professions Council of South Africa (HPCSA) found that Phophi Ramathuba had acted in an “unprofessional” manner, noting that it was “unbecoming of a medical professional” to shout at a patient’s bedside.
Despite the findings, the HPCSA extended an olive branch to Ramathuba, stating that accepting the penalty would not result in a conviction and would not appear on her professional record.
Ramathuba rejected the preliminary findings and the offered penalty, which led to the initiation of a formal inquiry into her conduct.
She attempted to block the inquiry by seeking an interdict in the Gauteng High Court in Pretoria, but she lost the case, allowing the HPCSA inquiry to proceed.
Speaking to TimesLIVE, ANC Limpopo spokesperson Jimmy Machaka defended Premier Phophi Ramathuba, agreeing with her view that the HPCSA should not have investigated the matter.
He argued that Ramathuba made the comments in her capacity as the Health MEC, not as a medical professional, and therefore, the inquiry was unwarranted. Said Machaka:

In the court case, Judge Anthony Millar ruled that Ramathuba had not deregistered as a medical practitioner, meaning the HPCSA had the right to investigate her.
He said that her role as MEC was political, while her medical registration was professional, and these roles were not mutually exclusive.
Millar rejected the argument that her conduct should be judged based on “which hat” she was wearing at the time, stating that it was inconsistent with constitutional values and the law.
He ruled that since Ramathuba remained registered with the HPCSA, she was subject to its jurisdiction, and the only way to avoid this would have been to deregister.

A recent poll by the Institute for Race Relations (IRR) reveals that political parties within South Africa’s Government of National Unity (GNU) have seen increased support since the general election on May 29, 2024, reported <a href="https://www.news24.com/citypress/politics/gnu-partners-thrive-as-da-and-anc-gain-support-eff-mkp-decline-new-poll-shows-20241112">City Press</a>.
Partners such as the ANC, DA, IFP, Patriotic Alliance, and Freedom Front Plus have all experienced growth in support, according to the poll.
In contrast, opposition parties like Jacob Zuma’s uMkhonto weSizwe Party (MKP) and Julius Malema’s EFF have seen a decline in support. The MKP dropped from 15% to 12%, and the EFF from 10% to 7%.
The IRR poll was conducted in September and October 2024, via telephone with 604 registered, demographically representative voters. The margin of error is 5%.
A majority of 52% of respondents expressed a preference for a GNU with the DA and IFP as the ANC’s main partners. Only 27% preferred a coalition with MKP and the EFF.
Two-thirds (66%) of respondents believe that the GNU will complete its full five-year term, lasting until the next general election in 2029.
A large majority (83%) of respondents prioritized job creation over further distribution of social grants. This aligns with the ANC’s election campaign, which focused on income grants.
53% of respondents agreed that appointments should be based on merit, with special training for previously disadvantaged groups.
A smaller proportion (23%) felt appointments should be strictly merit-based, while 20% supported prioritizing black people in appointments.
According to Hermann Pretorius, head of strategic communications at the IRR, the growth in support for GNU partners reflects a cautiously optimistic voter sentiment toward the coalition government. He said:

Before the elections, the DA was afraid that a quarter of its voters would leave if they worked with the ANC, but this poll shows that this quarter of DA voters is willing to give cooperation with the ANC a chance. ANC voters also give their party the benefit of the doubt regarding the GNU.

Pretorius suggests that the growth in support for smaller parties within the Government of National Unity (GNU) indicates that being seen as a “constructive political player” is key to sustainable political relevance.
He warns that polling data on job creation and Black Economic Empowerment (BEE) sends a clear message to the ANC: it must focus on pragmatic, bread-and-butter issues.
He believes the ANC could regain voter support by returning to its more pragmatic policies of the late 1990s and early 2000s when it prioritised economic growth and job creation.
Pretorius attributes the EFF’s decline in support to Jacob Zuma’s return to politics, which has overshadowed Julius Malema’s image as the champion of the oppressed.
He also criticizes Malema’s decision to dismiss top EFF officials over a public relations failure, including their inability to fill buses for the EFF’s birthday event in Soweto.
Pretorius blames the decline in support for Jacob Zuma’s MKP on the party’s erratic leadership changes, particularly the appointment and dismissal of leaders under Zuma’s influence.
However, he notes that the party is starting to build its structures, though Zuma’s personal influence remains a significant factor in its support.

Former Botswana President Mokgweetsi Masisi has claimed that Batswana will not receive what they expected from the Umbrella for Democratic Change (UDC), despite the opposition’s decisive victory in the recent elections.
Masisi, whose Botswana Democratic Party (BDP) has been in power since independence in 1966, faced a crushing defeat at the ballot box, with the UDC securing 36 parliamentary seats compared to just 4 for the BDP.
In his remarks, Masisi suggested that the BDP’s loss was partly due to the UDC’s lofty promises, which he argued may have led voters to expect more than what could realistically be delivered.

This is because our main source of money is diamonds and they are not being bought. Also their prices rise and fall from time to time and unfortunately for us, the prices fell during the elections cycle and we could not control it.

Masisi said he was proud that many BDP members still voted for the party, securing the second-highest number of votes nationwide.
He said if it was not for the First Past The Post system, they would be having more legislators. Masisi said:

The EFF, led by Malema, was the main party pushing for his impeachment.
Malatji suggested that Malema misjudged Zuma’s willingness to forgive his expulsion from the ANC and made a mistake.

Opposition leaders and their supporters, particularly in urban areas like Maputo, have taken to the streets, alleging that the elections were rigged.
ZANU PF has been accused of playing a role in the alleged election manipulation, particularly after reports surfaced of hundreds of Zimbabweans registering to vote in Mozambique’s elections. However, the ruling party has vehemently denied any involvement in election rigging.
In Zimbabwe’s Manicaland province, especially in areas like Nyanga, Honde Valley, Cashel Valley, and Mutare, residents are living in fear that violence could spill over the border.
Muchaenda Korera, a resident of Honde Valley, told <a href="https://www.newsday.co.zw/local-news/article/200034847/fear-grips-zimbos-over-moza-violence">NewsDay</a> that people in the area are anxious, fearing they may be targeted if the unrest intensifies. He said:

Zimbabweans Fear Spillover Of Mozambique Post-Election Violence

The government has suspended duty on fertiliser imports by approved importers with immediate effect. This is meant to ensure adequate supplies for the 2024-2025 summer cropping season.
The announcement was made by Minister of Finance, Economic Development, and Investment Promotion, Mthuli Ncube, through Statutory Instrument 178 of 2024, published in the Government Gazette on November 8.
Under the new regulations, licensed and approved importers who bring in duty-free fertiliser but then sell it at the same or higher price than those who have paid duty will be required to pay the full duty, along with penalties.
Minister Ncube also stated that the list of reputable importers authorized to benefit from the duty suspension will be approved by the Minister of Lands, Agriculture, Fisheries, Water, and Rural Development, Anxious Masuka. Said Ncube:

The Minister responsible for Agriculture shall approve a list of reputable fertiliser importers for the purposes of these regulations…
The Commissioner shall grant suspension of duty to an approved importer subject to compliance with section 34C of the Revenue Authority Act [Chapter 23:11].
The Commissioner shall not grant suspension of duty to an approved fertiliser importer where the importer does not have a licence issued by the Ministry responsible for Agriculture…
Any approved fertiliser importer who sells fertilisers for which duty would have been suspended at prices equal or higher than fertilisers on which duty is ordinarily payable shall be liable to pay the duty suspended and applicable penalties.

Ncube also said that approved importers will be allowed to exhaust the ring-fenced allocations of 100,000 tonnes of urea and 150,000 tonnes of ammonium nitrate.

A Zimbabwean armed robber was killed, and his two accomplices sustained gunshot wounds following a shootout with security agents on Wednesday after a robbery in Ekurhuleni, Gauteng province, according to the South African Police Service (SAPS).
SAPS claimed that the trio opened fire after being cornered while counting their loot in a rented room.
The police said the Zimbabweans were subdued by officers from SAPS and a security company in the early hours of Thursday this week. SAPS said:

One succumbed, while two others sustained some injuries.

According to the statement, SAPS received a tip-off about a robbery in progress at a local filling station at Nhlazatshe Crossings.
Upon arriving at the scene, they learned that the suspects had fled with cash, cigarettes, and betting vouchers.
A follow-up investigation led the police and their counterparts to a rented room where the suspects were cornered.
SAPS Mpumalanga provincial spokesperson Captain Magonseni Nkosi said:

It was in this place where the three were cornered and we are informed that they were still counting the cash believed to have been stolen during the said business robbery.
Instead of complying, the suspects fired some shots from inside the room and police had no option, but to fire back while moving into the room.

Botswana’s new president, Duma Gideon Boko, wants undocumented Zimbabweans legalised by granting them temporary work and residence permits.
Speaking on the <a href="https://www.bbc.com/news/articles/c7v3l3zr63vo">BBC Africa Daily</a> podcast before his historic inauguration on Friday, Boko said Zimbabweans do jobs that would otherwise not get done.
Botswana is home to the world’s second-largest population of Zimbabweans fleeing their country’s economic crisis, and they are often met with resentment, leading to daily deportations.
The move may not be well received in the diamond-rich southern African nation, but President Boko, 54, who recently ousted the ruling party that had been in power for 58 years, sees it as a key part of his efforts to revive the economy.
He said managing the influx of thousands of Zimbabweans crossing through the long and porous border between the two countries has been a significant challenge. Said Boko:

They come in and are undocumented. Then their access to amenities is limited, if it is available at all, and what they then do is they live outside the law and they commit crimes – and this brings resentment.
So what we need to do is to formalise, have a proper arrangement that recognises that people from Zimbabwe are already here.

In response to a parliamentary inquiry earlier this year, a government minister revealed that between 2021 and 2023, 13,489 migrants were recorded, with 13,189 being Zimbabwean nationals.
Deportations of Zimbabweans are conducted daily by police stations across Botswana, targeting those without proper documentation or those involved in criminal activities.
They are often employed in low-wage jobs, primarily as domestic workers and farm labourers. Said Boko:

A lot of these workers from Zimbabwe perform tasks that the citizen finds unattractive… they do jobs that would otherwise not get done and so there’s no conflict there.
In any and every construction site in Botswana the majority of people with those skills are from Zimbabwe, so we need to do a twin programme of allowing them to come in and we utilise the skills that they have and in the process of utilising these skills we also engage in some sort of skills transfer.
We can’t stop people with skills from coming in when we don’t have the skills ourselves – we need to develop these skills and it takes time, so in the interregnum we need to have them come in properly, come in legally and be rewarded appropriately for the skills that they bring.

South Africa’s Border Management Authority (BMA) temporarily closed the Lebombo port of entry on Tuesday night due to violent protests in Mozambique.
BMA Commissioner Michael Masiapato said that seven Mozambican police officers had sought refuge with South African border security amid the unrest.
The protests, which began in late October in Maputo, were sparked by the disputed elections on October 9, in which the ruling FRELIMO party, led by Daniel Chapo, was declared the winner.
Masiapato confirmed incidents of violence in Ressano Garcia, a small area in Maputo Province near the Lebombo port and said the South African side remained unaffected. The incident occurred in the Palabek Refugee Settlement, which is home to over 80,000 refugees and asylum seekers, primarily from neighbouring South Sudan, according to the UN’s refugee agency.
This is not the first instance of such a tragedy in the region; four years ago, lightning struck in the city of Arua, also in northwestern Uganda, killing 10 children who were taking a break from a game of football.

In his congratulatory message, Mnangagwa said that Boko’s victory in the October 30 election reflects the strong confidence that the people of Botswana have in his leadership abilities. Said Mnangagwa:

In contrast, during the recent Mozambique elections on October 9, Mnangagwa swiftly congratulated FRELIMO’s Daniel Chapo even before the final results were announced.
Political commentators suggest that Mnangagwa may have been hurt by the defeat of his close ally, as several high-ranking ZANU PF officials, including Patrick Chinamasa, actively campaigned for Masisi and his PDP party leading up to the elections.
Zimbabwean journalist Hopewell Chin’ono claimed that Masisi and Mnangagwa were friends long before they assumed the presidency in their respective countries. He wrote on X:

Zandile Khumalo, Kelly Khumalo’s sister, alleged that the men who killed Senzo Meyiwa were targeting Kelly, not Meyiwa himself.
Meyiwa was shot in the chest on 26 October 2014 during an alleged home invasion at Kelly’s residence in Vosloorus, while he was with her and friends.
Five suspects—Muzikawukhulelwa Sibiya, Bongani Sandiso Ntanzi, Mthobisi Prince Mncube, Mthokoziseni Maphisa, and Sifisokuhle Nkani Ntuli—are currently on trial for Meyiwa’s murder.

South Africa’s Minister of Sport, Arts, and Culture, who is also the leader of the Patriotic Alliance (PA), Gayton McKenzie, warned that synergy within the Government of National Unity (GNU) is crucial to prevent the “tsunami” of the uMkhonto weSizwe Party (MK Party), which is led by former President Jacob Zuma. 
In an interview with BizNews, McKenzie said that maintaining unity and cooperation among the diverse political parties in the GNU is essential to mitigate the potential disruptive influence of Zuma’s political party. He said:

However, election observer Tendai Mbanje of the African Centre for Governance Election Observation told <a href="https://www.aljazeera.com/news/2024/10/30/botswana-election-who-is-in-the-running-and-whats-at-stake">Al Jazeera</a> that there are fears of potential post-election violence due to increased political competition and shifting political dynamics
Botswana operates an indirect election system where voters elect members of parliament. The leader of the governing party is appointed as president after the vote count.
Voters will elect 61 members of the National Assembly and 609 local council seats across 16 local authorities, using a first-past-the-post or preferential voting system.
Botswana is a multi-party state, but the ruling Botswana Democratic Party (BDP) has dominated elections since 1969.
The BDP secured 38 of 57 seats in the 2019 election and is expected to perform strongly again in this election.
<h2>Who is running?</h2>
<h3>President Mokgweetsi Masisi</h3>
Representing the BDP, Masisi is running for another term at 63. Despite internal frictions, the BDP remains strong in rural areas and among the Tswana-majority. 
Masisi, initially handpicked by former President Ian Khama, fell out with him after taking office in 2018, leading to Khama’s exit from the party.
Masisi’s term has been marked by internal party conflicts and economic challenges, including rising inflation and unemployment due to a global diamond price downturn. Internationally, his stance on elephant hunting has been controversial.
Despite these issues, he renegotiated a favourable diamond agreement with De Beers. While Botswana has a history of peaceful elections, there are concerns about post-election tensions due to internal party struggles and dissatisfaction with Masisi’s economic policies.
<h3>Duma Boko</h3>
The 54-year-old lawyer leads a coalition of opposition parties under the Umbrella for Democratic Change (UDC). In 2019, the UDC significantly challenged the BDP, securing second place with 15 seats.
Boko remains the biggest threat to Masisi, as the usually weak Botswana opposition gains popularity. 
Some local analysts speculate that the election result might be too close to call, although opinions vary. 
Boko’s UDC is promising more lucrative jobs for young people and has tried to attract voters with the promise of government stipends.
<h3>Dumelang Saleshando</h3>
Saleshando, 53, leads the Botswana Congress Party (BCP), one of the main opposition parties. In previous elections, the BCP has secured between 10-20 per cent of the vote.
