Lake Kariba’s Water Levels Drop Unexpectedly

The water level in Lake Kariba has begun to decline again, despite this being the time of year when it is usually expected to rise.

In an update on Monday, 24 March, the Zambezi River Authority (ZRA) said that while lake levels typically start to rise at this time, they are currently fluctuating due to outflows surpassing inflows. ZRA added:

On the same date last year, the lake level was slightly higher than it is today.

According to ZRA, on 24 March 2025, the lake level was 476.84m, and the usable live storage volume was 5.90 BCM, while usable live storage (for power generation) was at 9.12%.

In contrast, on 24 March 2024, the lake level was 477.52m, and the usable live storage volume was 9.08 BCM, while usable live storage (for power generation) was at 14.02%.

A few weeks ago, specifically on 3 March 2025, Lake Kariba had a higher water volume compared to this week, indicating that the water level has been declining after it started picking up in January.

According to ZRA, on 3 March 2025, the lake level was 476.89m, and the usable live storage volume was 6.21 BCM, with usable live storage (for power generation) at 9.60%.

Earlier this month, the Zimbabwe Power Company (ZPC), a unit of ZESA Holdings, increased power generation at the Kariba South Hydropower Station to mitigate a severe electricity crisis following the shutdown of two generators at the Hwange Thermal Power Station.

Since March 4, Kariba has been generating a maximum of 485 MW, a significant increase from the 185 MW it had been producing over the past several months due to low water levels at Lake Kariba.

On February 28, 2025, ZESA announced that two units at the Hwange Thermal Power Station would shut down for maintenance.

Unit 7, one of the two new units commissioned in 2023 and generating 300 MW, will undergo maintenance from March 2 to March 29, 2025. Unit 6, an older unit producing 150 MW, will be shut down from mid-March to May.

It is simply a lack of long-term planning between Zambia and Zimbabwe. The dam was built in the 1950s, and the two countries failed to maintain it. They relied almost 100% on the dam for electricity without contingency plans for drought. Both countries are experiencing more than 12 hours of load shedding. Education does not seem enlighten our leaders!

Very disingenuous report. Theboeak flow if the Zamhedi does not reach Ksriba until early April. Flows in the upper Zambedi have peaked late butbtheybarebhigh.

The very idea of Kariba is unsustainable. Here we have two countries competiting to utilize the resource. Obviously the incentive is to maximize utilization irrespective of the consequences to the resource, something called the Tragedy of Commons. In this case its Tragedy of Nations. Remember, down stream water levels are also precariously low in Mozambique Cahora Bassa. What is then the solution? Well no woman can be married to two men at the same time!

Unbelievable and sad to hear that the water level is dropping in March. I think one contributing factor to this is man himself who Continuously disturbs nature and the natural layout of the rivers. People sitting along the Zambezi are destroying the river in their daily activities. Some are widening the river, meaning the waters flows very fast than usual. This a serious matter which the Zambezi River Authority [ZRA] must take interest and make patrols in the river to make sure that there's order in the people use our resources. Zimbabwe is doing it at their half side, let there be a combined team to create sanity and restore water levels.

The Zimbabwe National Water Authority has a very strict 30 metre so Bild zone on rivers and their tributaries that is well enforced except by special permission for docking etc.

Young & fresh ideas now needed in all areas of leadership. Zimbabwe energy problem are easy to solve if the leaders are to focus on energy sources like Solar. -During the day they shut down Kariba & turn to Solar. At night Kariba comes into life.

It's not unexpected! In a hydroelectric dam, the more electricity you generate, the greater the outflow of water, which can lead to a decline in the dam's water level. This highlights the critical need for a balance between the amount of electricity being generated and the dam’s water storage capacity. If this balance is not carefully managed, it can result in long-term sustainability issues, reduced power generation capacity, and environmental consequences. Effective water management, forecasting, and regulation of water flow are key strategies to ensure that the dam can continue to operate efficiently and sustainably over time. Zimbabwe is exerting too much pressure on Kariba by unsustainable power generation because they have no reliable alternatives. Kariba needs to refill first over a number of years!
