President Emmerson Mnangagwa’s quest to extend his term beyond the constitutional limit in 2028 is likely to face resistance, as the military, which is the traditional political power broker in Zimbabwe is opposed such moves, reported The NewsHawks.
While Mnangagwa has repeatedly declared that he is a constitutionalist and will not seek an extension beyond 2028, critics remain skeptical of his intentions.
The NewsHawks has reported that military sources indicate Mnangagwa will be prevented from pursuing any constitutional changes aimed at prolonging his presidency, despite demands from his party, ZANU PF.
The report suggests that the military will leverage its institutional and hard power to thwart any attempts at altering the succession process. The NewsHawks quoted a military source on Friday as saying:
The army is clear on this issue. Very very clear. The President has to serve his constitutional second term and retire in 2028.
Let’s not forget that he was not supposed to run for a second term in the first place from the military perspective.
Although publicly he seems to be in agreement that he will retire in 2028, in political circles he is speaking a different language and giving different signals, clandestinely encouraging his core supporters to push for a constitutional amendment for him to stay on until 2030.
That has no takers in the security forces beyond a few individuals who agree with that for self-interest. Even among the public, it is not a popular proposal.
A recent report by the local think tank Zimbabwe Democracy Institute says the military will not remain a passive observer in the processes of selecting a new leader within ZANU PF and, ultimately, in the country. Reads part of the report:
It is abundantly clear that the military has played a decisive role in Zimbabwean politics. As ZANU PF continues to grapple with a colossal succession battle, the role of the military in intra-party politics will become apparent in the decisive phase, although at this moment that role has not been shown overtly.
Due to the politico-military nexus, the military will not be an innocent bystander in the processes to select a new leader in ZANU PF and ultimately of the Republic.
It is highly likely that, as the military has done before, it will exercise veto power in the election or selection of the ZANU PF leadership.
According to the military, the office of the head of state is a straitjacket whose incumbent must meet certain attributes, particularly possessing military credentials.
The same credentials can be said to also apply to the office of ZANU PF first secretary. Thus, the successor to President Mnangagwa is likely to be a military man, not a civilian politician.
Whether it will be Vice-President Chiwenga or not is a subject of further inquiry, but the likelihood of a military man or military-backed candidate is inevitable and inescapable.

seven more fresh charges
GRAY HOMES Construction directors couple Annavestah and Gray Mudiwa suffered a setback yesterday as regional magistrate Donald Ndirowei ruled that they are not suitable candidates for bail.
Magistrate Ndirowei ruled that it wouldn’t be just to grant them bail upon indications that they are flight risks.
District Public Prosecutor Tafara Chirambira had argued there’s a high likelihood that if granted bail, the couple would flee because they were intercepted and arrested at Beitbridge border post about to flee to South Africa.
In their defence, the couple argued that they had a pre-planned journey to attend a mining summit in Johannesburg.
“It wouldn’t be just to grant bail upon indications that they will abscond, they were arrested at the border post en-route to South Africa.
“No evidence has been placed before this court to prove that they intended to attend a mining expo in South Africa and in the absence of such evidence, the court has no choice but to agree with the State.
“There’s a likelihood of interference and it wouldn’t be in the interests of justice to release them, this court is convinced that they are a flight risk and are likely to interfere with witnesses and their bail application is hereby dismissed,” said magistrate Ndirowei.
They were remanded in custody until September 23.
The couple was brought back before magistrate Marewanazvo Gofa, who placed them on remand on seven fresh fraud charges.
In one of the charges, the complainant is Creative Itel Private Limited represented by Shalome Chigovanyika.
On that charge, Gray Homes is being charged together with Annavestah.
Allegations are that in September last year, Annavestah ordered 15 Itel 2160 phones valued at US$144 each, 480 Itel 5606 phones valued at US$5856, 84 Itel A04 valued at US$5292, 80 Itel A18 phones valued at US$4000, 42 Itel P40 phones valued at US$4284, eight Samsung A03 core phones valued at US$648, and eight Samsung A04 phones valued at US$736.
She allegedly misrepresented that the phones were meant for government officials knowing well that she had no such agreement with the Government of Zimbabwe.
She promised to settle the bill in 21 days but nothing materialized to date. In the other charge, Annavestah is appearing together with Gray Homes.
The complainant is Overexport Southern Africa Private Limited represented by Blessed Priscilla Soko.
Allegations are that between February 20 and September 4, Mudiwa allegedly duped Overexport into believing that she could pay for hardware goods that she ordered within 30 days.
The company dispatched the goods worth US$79000 and after receiving the goods, Mudiwa only paid US$39 860 and became evasive.
In the third charge, the court heard that on March 15, Osborn Tinokura Kudyanyemba of
Collare Investments was introduced to Annavestah by one Takunda Masenda.
She allegedly misrepresented to Kadyanyemba that she was running a viable hardware shop with fast and quick turnover.
Acting on the misrepresentation he went on to give Mudiwa electric switches, sockets display units, Chandelier lights down lights, and water dispensers all valued at US$31 723.
She promised to settle the bill within 30 days but became evasive prompting Kudyanyemba to file a police report
In the fourth count, the couple is appearing together with their company and it is alleged that in August last year, they connived and duped Marondera businessman Anyway Choto.
Choto is in the business of selling hardware.
They allegedly misrepresented to him that they could construct a warehouse and storage facility for him at US$ 135,000.
They promised to complete the project in 90 days.
He paid US$122 163 and after receiving the funds, the couple dug the foundation of the warehouse, diverted the funds to their own use and did not complete the project.
Choto lost US$105 963 and nothing was recovered.
Never Tembo, the Director of Virtuetrade Petroleum also fell victim to the couple and paid them US$390 000 on the agreement that they would construct a double-storey house for him in Glen Lorne.
They allegedly built the house to its ring beam and became evasive.
Tembo became aware of their whereabouts in the media when they were arrested two weeks ago.

Any attempt to discuss the Bulawayo water crisis with residents of the city is bound to raise the ire of a people who have lost faith in those charged with the responsibility of fulfilling a fundamental human right enshrined in the Zimbabwean constitution – the right to water.
Residents have listened to distressing stories of how over a century ago, in 1912, the colonial regime mooted the idea of constructing a 450-kilometre pipeline from the Zambezi River to the city of kings, as a permanent solution to then projected water challenges.
The move was to be followed by various initiatives, notable after independence, being the Matabeleland Zambezi Water Project which had so much momentum that the “wild” dream of a greenbelt in the dry Matabeleland region almost transformed into reality.
But, alas, the massive Gwai Shanagni Dam project, the key to the success of the “mighty” Zambezi Water Project has turned into a lucrative campaign bait for votes by those jostling for political positions.
The bottom line is, the people of Bulawayo are tired of “lies” about everything to do with resolving the water crisis.
The Zimbabwe Union of Journalists (ZUJ), perhaps the last stakeholder expected to come to the table to discuss efforts to resolve Bulawayo’s water woos, has done the unexpected.
Day in day out, journalists write stories on how the water challenges have affected the city, including the exit and relocation of key industries and that is as much as the media is expected to go. But ZUJ had other innovative ideas when it organized a general meeting to zero in on Bulawayo water challenges and possible solutions.
ZUJ Secretary General Perfect Hlongwane said the meeting was meant to bring journalists, residents and authorities together to share ideas on how best to deal with the elephant in the room.
“We felt its time we should ask ourselves as journalists – are we doing enough in reporting on the water crisis in Bulawayo? Are we doing it correctly?” Hlongwane said the media introspection process was designed to have active participation of residents with council authorities giving an update on the dire situation”
“Residents are angry and they use vulgar language each time we try to talk to them about this water issue,” said Thamsanqa Ndlovu, chairperson of the Residents Charter Africa initiative.
Ndlovu says the initiative was established to bring a neutral player in engaging authorities on challenges that residents of Bulawayo are facing.
“People are tired of this blame game where council accuse government of not doing enough to support the city, with government on the other hand, pointing a finger at the city fathers over the glitches. We don’t want to hear about that confusion, they should resolve their differences and ensure good service delivery to the people,” said Ndlovu.
Ndlovu said it would be prudent for council to suspend all other development projects and exert all efforts on water and sewer management.
Engineer Siphiwe Mareya who represented the Bulawayo City Council gave the usual depressing report on the dam levels saying the six supply dams now hold just 29.5 percent water capacity with Ncema dam having already been decommissioned.
She said council has tightened water rationing and was using six water bourses to supply water to clinics and some residential areas. With the assistance of non-governmental organizations, council was rehabilitating boreholes and the city has a total of 423 functional boreholes.
One resident who identified himself as Mathonsi from Magwegwe North said he was tempted to be vulgar but respected the audience. “My issue is that I have to wake up at 1am to fetch water each time water trickles in. Why are you doing this to us?”
Media lecturer and veteran journalist, Methuseli Moyo who analyzed media performance in reporting on the Bulawayo water story, said the story has been highly politicized and journalists should look at fresh angles.
“Let’s now apply solution-based journalism where we, for instance interrogate possibilities of utilizing water from Khami dam and the issue of pre-paid water meters as an option to conserve water.”
Moyo said journalists should also apply the gender lense to the story considering that women bear the brunt of sourcing water for their families.

BEIJING, China – President Emmerson Mnangagwa’s huge entourage during his week-long trip to China included his son and brother-in-law, ZimLive has learnt.
Mnangagwa flew to China on August 28 aboard a Boeing Business Jet B737-77W operated by Royal Jet of the United Arab Emirates, returning home on September 7.
The aircraft, registration A6-RJU, has an hourly charter price of US$18,600, according to Paramount Business Jets, a charter services broker.
Mnangagwa’s delegation of over 45 people included his son, Collins, and his wife’s brother, Henry Kutyauripo.
Kutyauripo and the president’s twin son were present Mnangagwa visited Mao Zedong Square in Beijing, where he laid flower at the bronze statue of the iconic founder of the Chinese Communist Party.
The presence of the duo on an official trip will renew criticism of Mnangagwa for surrounding himself with time-servers and toadies who use their proximity to the Zanu PF leader for self-gain.
Collins, who studied in China and is fluent in Mandarin, has partnered several Chinese companies and would have used the trip for private business.
When asked about Collins’ presence on the trip, Mnangagwa’s spokesman George Charamba snapped: “It’s his son.”
On Kutyauripo, Charamba said: “He is a director, he is a government employee.”
He refused to state the department where Kutyauripo works, or explain his relevance on the president’s delegation to the Forum on China–Africa Cooperation (FOCAC) attended by over 50 other African leaders.

(Tribune News Service) — Iran would signal a “dramatic escalation” of support for Russia by providing ballistic missiles to aid its war in Ukraine, Central Intelligence Agency Director William Burns said.
Burns and his U.K. counterpart, Richard Moore, warned during a joint appearance in London that military cooperation between the two countries is deepening.
Bloomberg reported Friday that Iran sent ballistic missiles to Russia, defying months of warnings by U.S. and European officials. At a Financial Times event in London on Saturday, Burns declined to confirm that the transfer had taken place.
“Should Iran ship ballistic missiles of any kinds, close-range or other kinds, it would be a dramatic escalation of that defense partnership,” he said.
If they were used on the battlefield in Ukraine, “it will become very obvious,” said Moore, head of the U.K.’s MI6 foreign intelligence service. “This stuff lands, it explodes, it kills civilians, it destroys their energy infrastructure.”
“This is what Iran is choosing to do, it’s choosing to help Russia do these types of things,” Moore said.
Burns said the defense relationship between Moscow and Tehran is a “two-way street.”
“Russia has the ability to do a number of things that help perfect Iran’s ballistic missiles that make them more dangerous for use against our friends and partners across the Middle East,” he said.
Burns said U.S. President Joe Biden’s administration would continue to send weapons to Ukraine, but added that the risk of escalation with Russia shouldn’t be taken lightly.
He said there was a moment in the fall of 2022 when “there was a genuine risk of the potential use of tactical nuclear weapons,” but that the U.S. and its allies shouldn’t be intimidated by what he called Moscow’s saber-rattling.
Burns said he visited his Russian counterpart, Sergey Naryshkin, at the end of 2022 to “make very clear” the consequences of that kind of escalation.
Burns and Moore both criticized what they said was a campaign of sabotage by Russia’s intelligence services in Western countries, paying local criminals to carry out acts of arson and criminal damage in Europe.
“The fact they’re relying on criminal elements shows they’re a bit desperate,” Moore said. “I think Russian intelligence services have gone a bit feral, frankly.”
The two intelligence chiefs also expressed hope for a cease-fire deal between Israel and Hamas.
Burns reaffirmed U.S. plans for a proposal to end to hostilities in Gaza and the return of Israel hostages.
Resolving the conflict could lead to normalization between Israel and Saudi Arabia, which “would be the ultimate counter to Iranian ambitions,” he said.

Thomas Mapfumo, a Zimbabwean musician known for his politically charged songs, has alleged that the ruling Zanu-PF party revoked land that was allocated to him by the Harare City Council in the early 2000s.
The land, located in the affluent Borrowdale suburb, was part of a larger allocation that included prominent figures such as fellow musician Oliver Mtukudzi and footballer George Shaya. While the others received their land, Mapfumo claims he was denied his, with the government accusing him of planning to use the land to create a studio for producing anti-government music.
In an interview with Standard Style, Mapfumo revealed that despite being given official offer letters by the Harare City Council, he was later asked to surrender them, which he refused. He believes Zanu-PF officials were behind the revocation, spreading false claims that his studio would be used to produce politically sensitive content critical of the government.
According to Mapfumo, the land was situated near the residence of Patrick Chinamasa, a senior Zanu-PF official, and he had personally visited the property before the revocation occurred.
Zanu-PF, however, has denied Mapfumo's accusations. Farai Marapira, the party's director of Information and Publicity, dismissed the claims as baseless, pointing out that the Harare City Council is run by the opposition party, not Zanu-PF.
Marapira suggested that Mapfumo should direct his grievances toward the opposition councillors, who are often accused of corruption and land mismanagement, instead of blaming the ruling party for his problems.
In defense of Zanu-PF, Marapira emphasized that the party is focused on improving the country's economy and addressing the needs of the Zimbabwean people. He criticized Mapfumo for continually blaming Zanu-PF for his personal setbacks.
Marapira's comments deflected attention from the party's involvement, placing responsibility for land issues on the opposition-led council.
The Harare City Council, through its spokesperson Stanley Gama, responded cautiously to the claims, stating that a background check would be necessary before issuing an official response.
This ongoing conflict over the land reflects deeper tensions between Mapfumo, a vocal government critic, and the ruling party, as well as ongoing issues surrounding land allocation in Zimbabwe.

SELF-IMPOSED Citizens Coalition for Change (CCC) interim leader Sengezo Tshabangu will be smiling all the way to the bank after government disbursed more than ZWG22 million as part of political parties finance to the opposition party.
According to a notice published in the Government Gazette yesterday, Tshabangu’s party will receive ZWG22 116 500 of the ZWG70 million disbursed for political parties that participated in the August 2023 harmonised elections.
“The money shall be disbursed to political parties that qualify in terms of section 3(3) of the Act as follows: ZWG47 883 500 shall be paid to the Zimbabwe African National Union Patriotic Front (Zanu PF), which received 68,4049% of the votes cast; and ZWG22 116 500 shall be paid to the Citizen Coalition for Change, which received 31,5950% of the total votes cast,” read the notice issued by Justice minister Ziyambi Ziyambi.
Using the official rate, it translates to US$1 602 644, whereas on the black market at 1:24, it translates to US$921 520.
Tshabangu emerged from nowhere after last year’s election and dramatically took over the reins of the CCC from then leader Nelson Chamisa.
He proclaimed himself secretary-general of the opposition party and recalled a number of Chamisa’s legislators, plunging the nation into a second wave of election mode through by-elections.
Out of frustration, Chamisa early this year announced his resignation as CCC leader, accusing Zanu PF of hijacking the opposition party.

Zimbabwe national team coach Michael Nees has responded to Kenya coach Engin Firat’s claims that Senegalese referee Adalbert Diouf favoured the Warriors in their encounter on Friday.
Speaking after the goalless draw in the Group J of the 2025 Afcon Qualifiers, Firat claimed the referee’s biased, saying:
“The referee should not help a team on the pitch.
“There were so many situations where I had no idea what he was seeing. Takwara should have been shown a red card for a dangerous foul in the second half.
“Billiat should have been sent off for a second bookable offense. Austin was fouled in the box, yet nothing was given. Why is it always us?”
In response to the criticism, Nees presented a contrasting perspective, praising the referee’s performance despite the high-pressure environment.
“Look from a coaching position, you don’t have the best view if the decisions are always right. You think you have the best view when it’s against your team, you protest, he must have made a mistake and so. But I think he officiated very calm.
“The yellow card against Khama [Billiat] was correct, yes. Against Gerrard [Takwara], yes, you can give. He didn’t overreact because their bench was always jumping up with every referee’s decision so he stayed calm. I think the referee had a good game. He didn’t get nervous or so.”
The gaffer added: “I think one time they wanted to die for a penalty. But the coaching bench position is not the best to really evaluate a referee’s performance. It’s very subjective. You maybe understand, had a better view. But solid, no real mistakes and good game from him.”

‘80% of ministers boycott Parliament sessions’

A heated debate broke out in the National Assembly on Thursday as lawmakers voiced their frustration over the frequent absenteeism of Cabinet ministers during question-and-answer sessions. This week, only a few ministers attended the session.
Acting Speaker of the National Assembly, Raymore Machingura, confirmed that more than 15 Cabinet ministers, including Finance Minister Mthuli Ncube and Energy Minister Edgar Moyo, had sent apologies for their absence.
Dzivarasekwa legislator Edwin Mushoriwa raised a point of order, noting that 80% of the ministers were missing, despite Wednesdays being reserved for questioning the Executive. He argued that this absenteeism undermines parliamentary scrutiny of the government.
“Our Standing Orders specify that Wednesday is for question-and-answer sessions,” Mushoriwa said. “From the list you just announced, it’s clear that 80% of ministers have decided to skip this session. This shows contempt for this House and denies us the chance to hold the Executive accountable.”
Mushoriwa further added, “The absence of the majority of ministers makes a mockery of these sessions. For ministers to keep sending apologies week after week undermines the very purpose of Wednesday’s session. Given the low attendance today, I suggest we suspend the session since the ministers are not here.”
However, ZANU-PF chief whip Pupurai Togarepi defended the ministers, pointing out that the Standing Orders allow them to send apologies if they are unable to attend.
“While I understand my colleague’s concerns, there is nothing in the Standing Orders that mandates ministers to attend if they have valid excuses. Ministers share responsibility in Cabinet, and any one of them can address issues from another ministry,” Togarepi argued.
Machingura acknowledged Mushoriwa’s concerns but ruled that suspending the session was out of order. He emphasized that, according to Section 107(2) of the Constitution, vice-presidents, ministers, and their deputies are required to attend Parliament and its committees.

The government has announced a new salary increment for all civil servants to be backdated to July 1, 2024, to honor the second phase of the NationalJoint Negotiating Council (NJNC).
According to the letter issued by Public Service Permanent Secretary Moses Mhike, civil servants are also set to receive an increase in their housing allowances.
Education Union of Zimbabwe had earlier announced to strike over the failure of the government to honour NJNC which it had agreed to implement in two phases. The first phase was to be implemented from March 1, 2023, to June 30, 2024, while the second phase was to cover July 1, 2024, to June 30, 2025.
In the new structure, the lowest cadre of civil servants will get a salary increase of USD150, which will see their payslips rise from USD320 to USD470.
Those in E2 will earn between USD 470 and USD 500 every month, while the highest paid will get between USD 550 and USD 750 per month.
“The second phase of the new basic salaries and salary scales, which form appendix I and II to this circular will be implemented for all civil servants with effect from 1st July 2024,” PS Mhike noted.
“The second phase of the reviewed house allowance which forms appendix III to this circular will be implemented for civil Servants with effect from 1st July 2024,” the PS added.
“The Salaries and Services Commission Bureau (SSB) has advised on the implementation of the Remuneration and Benefits for the Civil Service in accordance with the wishes of HE Dr ED Mnangagwa for Zimbabwe to attain Vision 2030" said the Permanent Secretary Mhike.
