Councils Responsible For Attracting Investment, Not Central Government - Mutsvangwa

ZANU PF spokesperson Christopher Mutsvangwa has urged local authorities to take the initiative in attracting businesses and capital to areas of their jurisdictions instead of solely relying on funding from the central government.

While appearing on a current affairs show on ZiFM Stereo, Mutsvangwa criticised councils, particularly those led by the opposition, for their perceived failure to draw investment. Said Mutsvangwa (via Business Times):

Look, when people come to invest in a country, they don’t necessarily look at the president. Investment is done in a local authority. You want to put your factory in a specific location within a particular ward.

If the people who are running the cities cannot learn from what is being done in Mvurwi or Marondera by the tobacco farmers, it is because they are not, they shouldn’t be in those jobs in the first instance.

Mutsvangwa said that it required national government intervention to clean up Harare after the city council failed to take action.

The government invested millions in rehabilitating several major roads, including Mazoe Road and Harare Drive, in preparation for the recent SADC Summit. Said Mutsvangwa:

The president and his government intervened, they cleaned up Harare and look now, Harare is as good as can be and this is not going to be the end.

Mutsvangwa dismissed claims made by some opposition mayors that they have encountered difficulties in securing resources from the central government, including funding allocations from the Zimbabwe National Road Administration (ZINARA). He said:

These mayors who we are talking about, simply don’t know their job. They don’t know, they think that money comes from the central government.

No, money comes from the hard work of their own populations who are working in businesses where the mayors and councillors have attracted businessmen to those places.

Meanwhile, the majority of mayors, chairpersons, councillors and staff from the country’s 92 local authorities, among them Harare mayor Jacob Mafume, are currently undergoing training at ZANU PF’s Herbert Chitepo School of Ideology.

Herbert Chitepo School of Ideology principal, Munyaradzi Machacha, who is also the ZANU PF National Political Commissar, is conducting the training.

When we talk of business and development it is not important to say ccc zanupf zanunonga so so we should bring up ideas of growth way forward with no political desecration. Zanu or ccc or nhingi it do not work but the structure so don't go on to say rubbish try to figure out your words before media. It's like when you say president only, you really undermine him as if you have a point yet you utter nonsense. Simply say' sorry ' first, together we have to work on teamwork basis, government is me and you councils president and the investor too. It seems you like minority rule and it's language learn to professionalise yourself to present professionally always. Mvurwi and Marondera you may acknowledge them also go to the citizens and see if they can agree with you, they are breathing smoke in order for you to say good towns. We should not live in colonial paths in order to develop. At times you need to take note of all sides and comment. Harare need to be divided for proper management no matter which party you end up blaming this that soo so. Think of Mutare Plumtree Rusape Gwanda they are on good slot with development. Just adjust your tongue and try it again 🙋‍♀️

Mutsvangwa is failing to grasp of the fact that all local authorities in Zimbabwe are performing far much better than the central gvt itself. Investors are not attracted by local authorities primarily but by the county's laws, state of the economy, political stability of the country. Local authorities do not determine the countries laws, economic situation or political stability but the central gvt. Mutsvanga is just a gobbledygook without even an iota of economics. Studying the Student Companion does not make one smart other that speaking what the people he is speaking to wont undestand

@Anonymous what is CZI? Whst js NCC there are just organs made up of people, some of which know nothing about businesses. Uts like wirjers committee and unions ki Zim Teachers Union, some of these are organs that are there to payphone none in the name of working. Whatever Oatz is saying is a great assertion. At the end of the day government has all tbe say and are the ones that pull the strings. Company will benefit Local authority by paying rates and sustaining tbe surroundings but chunk of funds will be taken by our governing body, Tax(Income taxes and Vat and other tax levies) , EMA licenses,
