A normal economy where opportunities are open to all can adopt that system. The current economy is not aducating people for the international economy where academic qualifications are in high demand. If we had a functional economy we would do away with these exams and focus on practical skills development. Graduates from the system would be innovators who would develop our industries. Our current setup where the economy is not a productive one does not help. People are happier importing from overseas inventors and innovators and will fight those that try to change that.
