Ex-NetOne CEO Kangai Says "It’s An Open Secret Bigwigs Are Involved In Most Corruption Cases"

Reward Kangai, a former chief executive officer of NetOne, a government-owned telecommunications company, says it is public knowledge that bigwigs are involved in most of the corruption cases that have affected Zimbabwe’s economy.

He made the remarks in response to a Pindula News article in which the chairperson of the Zimbabwe Anti-corruption Commission, Justice Loice Matanda-Moyo bemoaned the departure of skilled personnel from the commission. 

Kangai said those leaving the anti-graft organisation are afraid of being victimised for targeting political elites. Said Kangai:

Flight of staff after receiving training, is a clear indication that it’s not well within the organization. They are afraid of falling victim to acting on high-profile corruption cases. How does @ZACConline expect whistleblowers to come forward when their own staff are scared?

It’s an open secret that bigwigs are involved in most of the corruption cases that have blighted our country. @ZACConline is scared to take any action, hence its staff are leaving, once they get trained. I dare @ZACConline to prove me wrong on @NetOneCellular graft cases!
In December 2017 Kangai wrote a report to President Emmerson Mnangagwa alleging that Supa Mandiwanzira, then Minister of ICT, Postal and Courier Services, had captured NetOne and POTRAZ, both parastatals under the purview of his ministry.
The Zimbabwe Anti-Corruption Commission commissioner Goodson Nguni announced in January 2018 that Mandiwanzira had been cleared by the ZACC investigations and that instead, they wanted to arrest Kangai himself.
Kangai was subsequently arrested on 10 January 2018 but was released on bail the same month.

In 2019, ZACC investigated him for possible abuse of office, allegations which stemmed from a forensic audit conducted in 2016 by the Auditor General.

I want to back up Reward Kangai that bigwigs are the most perpetrators of corrupt activities which occur in Zimbabwe. In Zimbabwe corruption is deeply rooted in government departments, from Ministers themselves to the office cleaners. All workers must be subjected to regular transfers from one department to the other. I wonder why His Excellency Advocate President ED Mnangagwa has not reshuffled his cabinet meaningfully in the past 4 years. Transfers is one of the methods used to reduce corruption. This gvt is not serious about fighting corruption. First it's senior party and gvt officials that are ring leaders in corruption. Second these people leaving the commission are not well remunerated while some useless party people are living preety but not serving the country in any useful way. Third the investigators need protection similar to that of the VIPs because they deal with high profile people who can organise hits on them at the flip of a finger. ZACC needs more power than it has, power to arrest and prosecute not wait for NPA.
