FULL TEXT: Harare Bans Trading At Traffic Intersections

The Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province has urged Harare City Council to enforce by-laws in order to effect a ban of trading at traffic intersections. In a statement, seen by Pindula News, Secretary for Provincial Affairs and Devolution – Harare Metropolitan Province in the Office of the President and Cabinet, Tafadzwa Muguti said the local government authority has the mandate to keep the city clean. Read the statement:

The Office of the Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province has repeatedly encouraged the City of Harare to enforce its by-laws in order to ensure that our Central Business District is clean, and most importantly orderly. We have noticed the increase in traders at traffic intersections and shop pavements, whilst some unscrupulous businesses are now also distributing their stocks at traffic intersections, also evading the tax authorities in the process. The City of Harare has been reminded of its sole mandate to ensure a clean and orderly Central Business, District, this is inline with its mantra of being a “world-class city by 2025”. As such all trading at traffic intersections, begging, distribution of flyers, trading from car boots and solicitation of any kind is strictly prohibited. The City of Harare has also been reminded of its sole mandate to fully operationalise its District Offices in order to ensure that the employees maintain a clean, orderly and healthy CBD whilst their District business inspectorate enforces business and health permits in all retail outlets. The City by-laws are very clear on the legal remedies and the prosecution of offenders.
