The Zimbabwe Teachers Association (ZIMTA) has called upon the government to increase teachers’ salaries saying they were supposed to be getting a salary of US$1000, but they have been receiving less than half of that amount. The association is calling on the government to increase teachers’ salaries to at least US$700 to improve their living standards.
ZIMTA’s secretary-general, Goodwill Taderera, told <a href="https://www.newsday.co.zw/local-news/article/200021104/teachers-demand-us700-salary">NewsDay</a> that this demand is in line with President Emmerson Mnangagwa’s promise to improve teachers’ welfare. Taderera stated:

Right now, we know that we are supposed to be getting upwards US$1,000, but teachers have not been able to get even half of that.
We hope that this time around, the government will meaningfully improve our salaries by giving us at least US$700.
Our last proposal was US$800 and we appreciate how the government involves us during social dialogue. We hope the government (continues) to prioritise social dialogue that will yield positive results.

Taderera also highlighted the need for non-monetary incentives, which have been discussed but have not been implemented. He stressed that paying salaries in US dollars would be the best approach. He added that ZIMTA has written to the government, requesting a seat at the negotiating table, but they have not received a response.
Since 2019, teachers, doctors, nurses, and other government workers have periodically gone on strike to demand that the government restore their salaries to the levels they were before October 2018, which were around US$500. The government started paying salaries in Zimbabwean dollars after the reintroduction of the local currency in June 2019. Initially, authorities claimed that the Zimbabwe dollar was equal to the US dollar. However, over time, the value of the local currency decreased, leading to a decline in workers’ salaries. As a result, some workers chose to resign and seek better job opportunities abroad.

"We Know We Are Supposed To Be Getting US$1,000" - Teachers

The Ministry of Primary and Secondary Education has announced that it will conduct a nationwide 2023 Curriculum Review Consultation with its clients and internal stakeholders on May 23 and 24, 2023, from 8:30 am to 5:00 pm.
The consultations will take place in every school, and the ministry is encouraging internal stakeholders to participate in shaping the country’s education for socio-economic development.
The ministry says it aims to provide equitable and inclusive 21st-century quality education, leaving no one and no place behind. The announcement requests that the word be spread to ensure that internal stakeholders do not miss this opportunity to improve the Competence-Based Curriculum and support the Ministry’s mission.
The Ministry of Primary and Secondary Education’s Deputy Minister, Edgar Moyo, announced in the <a class="MarkdownLink_linkifiedLink__KxC9G">National Assembly</a> last week Wednesday that a <a href="https://www.pindula.co.zw/2023/05/16/zimbabwe-reviews-school-curriculum-amid-concerns-over-cala/">curriculum review process was underway</a>. The curriculum’s seven-year cycle has ended.
The training for those conducting the reviews was to finish that week, and a <a class="MarkdownLink_linkifiedLink__KxC9G">national review session</a> would take place on May 16th to receive recommendations from stakeholders, including on the <a class="MarkdownLink_linkifiedLink__KxC9G">Continuous Assessment Learning Activities</a> (CALA) procedure introduced in 2021.
Critics of CALA claim it burdens pupils, teachers and parents, lacks clarity and standardisation, and may widen the gap between urban and rural, and private and public schools.
Meanwhile, several teachers’ unions have criticised the government’s curriculum review process, calling it flawed, rushed and lacking in consultation. The unions have expressed concerns that the review process could have devastating effects on the education sector if due diligence is not applied.
The unions claim that the ministry did not consult widely and that the process lacked consultation with important stakeholders such as teachers, teacher unions, parents and pupils.
The ministry has denied the charges, stating that they have been meeting and talking to a lot of stakeholders.

Education Ministry To Hold Nationwide Curriculum Review Consultation, May 23-24

The Public Service Commission has announced a new pay structure for civil servants noting that they will be paid according to their academic qualifications, experience and seniority starting this month.
The government is apparently reactivating a policy that promotes the advancement of public workers which was abandoned in 2012.
The advancement policy will start to be operational this month, <a href="https://www.sundaynews.co.zw/new-pay-structure-for-civil-servants/">The Sunday News</a> reported citing a statement issued on Friday, by Public Service Commission (PSC) Secretary Dr Tsitsi Choruma. Reads the statement:

Following engagements in the context of the National Joint Negotiating Council, Government resolved to reactivate the advancement of all civil servants in terms of the applicable advancement procedures. Accordingly, the Public Service Commission embarked on and finalised the placement of all civil servants in their respective grades by the end of December 2022. All civil servants will, therefore, be paid the salaries that reflect their advancement and placement within their grades with effect from January 2023.
In pursuit of the foregoing, all the Heads of Line Ministries are implored to submit all relevant higher qualifications obtained by civil servants under their ministries and departments to the Public Service Commission to facilitate the completion of the advancement exercise by 31st March 2023.

Zimbabwe Teachers Association (Zimta) president Mr Richard Gundani said the exercise is an issue of fundamental rights enshrined in the conditions of service.
Progressive Teachers Union of Zimbabwe (PTUZ) president Dr Takavafira Zhou said the review of grades would see civil servants getting what they deserved. He said:

If one is a headmaster, deputy or senior teacher, one should have something to show for that. What we only urge the Government is to walk the talk.

He said that while the intention is good, they usually disagree with the government on the implementation plan. He said the new police must be clear among the stakeholders.

Public Service Commission Announces New Pay Structure For Civil Servants

Unions representing teachers Wednesday said the salary issue is urgent and should be resolved before schools reopen in the new year.
Their remarks come after Finance and Economic Development Minister, Professor <a href="https://www.pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> said the government wouldn’t raise salaries as demanded by civil servants adding that the government tried its best to improve the salaries given the circumstances.
Public sector workers want pay hikes and have<a href="https://zero.pindula.co.zw/teacher-arrested-for-posting-whatsapp-message-complaining-about-poor-salaries/"> spent the past three years</a> <a href="https://zero.pindula.co.zw/teacher-arrested-for-posting-whatsapp-message-complaining-about-poor-salaries/">calling on the government to pay them their pre-October 2018 United States dollar salaries of around US$540.</a>
Throughout 2022, civil servants have been demanding a pay hike. Yesterday, some teachers’ unions said the parallel market rate was now $1 100 to US$1, which called for Ncube to pay teachers in US$.
Zimbabwe Teachers Association president Richard Gundani said it was unfortunate that Ncube was claiming that civil servants were well paid. He told NewsDay:

That statement is inaccurate; he should have said since I cannot pay them — they must stop going to work. This thing is always two-fold because when people go to work they get a salary, which is an enabler for them to continue to go to work. Coming into the new year, the salary issue is urgent and must be resolved to ensure good service delivery. The minister must know that service delivery must not be compromised. His statement that he has already incentivised civil servants is very unfortunate.

Amalgamated Rural Teachers Union of Zimbabwe president Obert Masaraure said there is likely to be a massive brain drain if the government does not pay teachers a living wage.
Progressive Teachers Union of Zimbabwe secretary-general Raymond Majongwe said the finance minister must use the surplus he “boasts of every time” to pay “the poor civil servants.”

"Coming Into The New Year, The Salary Issue Is Urgent" - Teachers

The government has refuted claims by the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) that about 63 per cent of rural pupils dropped out of school in 2022.
Ministry of Primary and Secondary education spokesperson Taungana Ndoro said the union was exaggerating the number. He responded to the report:

In its report titled: Beyond geographies of inequality: Public Education Financing in Post-COVID-19 Zimbabwe, ARTUZ said rural learners are behind their urban counterparts. Artuz researcher Tamuka Chirimambowa said:

There are 63% of school dropouts in the rural areas and most of them are girls at secondary schools. The level of dropouts of girls which is continuously increasing is so disturbing. So when we look at this, it actually raises questions.
There is a lack of reading skills with 85% of schoolchildren lacking reading skills, while 86% lack numerous skills compared to the urban schoolchildren where only 19% lack reading skills and only 14% lack numerous skills.
There is rural-urban divide inequality. In terms of digital infrastructure, schools in the rural areas lag behind. They are technologically behind. Physically, they don’t even have infrastructure like labs and this actually raises more challenges for the students. 
There is a shortage of school teachers. There is a shortfall of 20 000 teachers and this affects more rural schools because there are some teachers who wouldn’t want to go teach where there are poor services and poor infrastructure. Inappropriate teacher-pupil ratio is also worsening teachers’ incapacitation.

While Chrimambowa did not state the reason why pupils are dropping out of school, some reports observe that school fees and pregnancies are leading factors.

Govt Refutes Claims That 63% Of Rural Pupils Dropped Out Of School In 2022

Teachers have said Finance and Economic Development Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> must allocate 20% of the 2023 national budget to the education sector in line with the Dakar Framework for Action.
In their 2023 pre-budget position paper to Parliament, teachers said the 13% allocated to the education ministry in 2022 was inadequate to solve problems bedevilling the sector.
Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president <a href="https://www.pindula.co.zw/Obert_Masaraure">Obert Masaraure</a> spoke to <a href="https://www.newsday.co.zw/local-news/article/200001543/teachers-demand-20-budget-allocation">NewsDay</a>:

Underfunding has led to multiple crises in the learning sector such as unaffordable education, lack of resources and paltry salaries for teachers resulting in incapacitation, dilapidation of infrastructure and 50% of youths dropping out of school.
The 2022 $55,2 billion allocated to education translated to US$674 million using 2021 rates. This was a big drop from US$1,162 billion allocated in 2019, US$905 million in 2018, and US$803 million in 2017.

Educators Union of Zimbabwe vice-president Tapedza Zhou said teachers’ salaries should be above a living wage.
His remarks were echoed by <a href="https://www.pindula.co.zw/Zimbabwe_Teachers_Association_(ZIMTA)">Zimbabwe Teachers Association</a> secretary-general Goodwill Taderera who said the majority of teachers were living under the poverty datum line.
Teachers have since 2019 been calling upon the government to restore their pre-October 2018 salaries which were in the range of US$540.
The government says it has no capacity to pay all of them in United States Dollars.

Teachers Want Finance Minister To Allocate 20% Of 2023 Budget To Education Sector

The <a href="https://www.pindula.co.zw/Zimbabwe_Teachers_Association_(ZIMTA)">Zimbabwe Teachers Association (ZIMTA)</a> has filed an urgent chamber application with the High Court seeking nullification of teacher suspensions. The government announced in February that it <a href="https://news.pindula.co.zw/2022/02/10/salary-industrial-action-government-suspends-striking-teachers-without-pay/">was suspending teachers</a> who went on industrial action when schools reopened on 7 February. Teachers were demanding restoration of pre-October 2018 salaries that were around US$540 and better working conditions. In a statement, seen by Pindula News, ZIMTA said the suspensions were in violation of the Constitution of Zimbabwe. We present the statement below:

<h2>ZIMTA Files Urgent Chamber Application Challenging Teacher Suspensions</h2>
Zimbabwe Teachers’ Association (ZIMTA) has filed an urgent chamber application with the High Court seeking to render suspension of teachers from duty null and void as the victims were not heard neither did, they make any representation before the imposition of the suspension orders by their respective district school inspectors acting as disciplinary authorities contrary to common law and the Administrative Justice Act.
The urgent chamber application was filed on 9 March 2022, with the Minister of Primary and Secondary Education and the Public Service Commission as the first and second respondent respectively.
In the application filed by Messers Matika, Gwisai and Partners, the suspensions were qualified as unlawful, unreasonable, disproportionate and both substantively procedurally unfair in violation of sections 65(1), 65(4) and 68(1) of the Constitution of Zimbabwe Amendment (No. 20) Act, 2013.
In addition, applicants are seeking a declaratory order to the effect that section 48(1) as ready with 49(3(b)(ii) of the Public Service and Regulations which were unto suspend the teachers be declared unconstitutional as they are inconsistent with sections 65(1) and 65(4) of the Constitution of Zimbabwe.
“There are financial implications to the suspensions as they will be on reduced earnings for the three months and they endure the strain as if they have been found guilty of any wrongdoings. They are likely to fail to meet personal financial liabilities and commitments and monthly subscriptions such as medical aid, pensions, funeral assurance and the likes may end up being suspended or potentially lapse a situation which may not be cured by any damages,” ZIMTA said justifying the urgency.
“The applicants have no other remedy or relief available to them other than approaching this court to aid in averting the violation of their constitutional and inherent right. In this premise we believe that this matter is urgent and ought to be delt with as such it can not afford to wait on the normal roll as this would attract perverse conduct from the employer”
Speaking on the sidelines, ZIMTA CEO, Dr Sifiso Ndlovu said the move was necessitated by the need to protect teachers who are being unfairly dismissed from duty.

ZIMTA Approaches The Courts Over Teacher Suspensions

The Zimbabwe Teachers’ Association (ZIMTA) has called for sincerity in addressing teachers’ concerns ahead of schools opening on 7 February.
Teachers have been calling for the restoration of their October 2018 salaries when they were being paid about US$518. They currently earn an equivalent of just above US$100. 
ZIMTA statement is issued as the government is meeting with workers’ representatives to discuss salary issues that have been on the agenda since two years ago. Pindula News presents ZIMTA’s statement:

Teachers from public schools have cried foul over high transport costs and lack of or insufficient transport allowances from the employer that should enable them to safely travel back to their stations which they had temporarily left due to the Covid-19 restrictions. Many have also cited incapacitation due to inflation hit RTGS salaries.
The teachers’ unpreparedness for schools opening comes on the heels of an announcement from the government that all schools re-open on the 7th of February next week.
A survey conducted by Zimbabwe Teachers’ Association (ZIMTA) has revealed that teachers may not afford to travel to their respective work stations due to paltry incomes and high transport costs.
Contacted for a response the Acting Secretary-General, Goodwill Taderera confirmed that the biggest union of teachers in Zimbabwe was running marathon meetings to consult far and wide in order to consolidate its union position ahead of February 7 2022. 
However, in some interviews with school teachers, ZIMTA heard that some teachers were in urgent need of capacitation and transport cushioning from the employer.
A Matebeleland based teacher, Isaac Siyamahila said he could not cater for his travelling costs back to his station.” Myself and my colleagues, we are not ready for schools opening because some have to travel from different places for example, from Chimanimani to Binga and its very difficult because transporters demand forex which we don’t have. The USD75 that was said to be paid is very difficult to access, if you get to access it traveling is very difficult. We need some government cushioning.”
Mr Bhebhe, a teacher also in Matebeleland, said government must consider looking at the plight of teachers and offer meaningful salaries. He said,”We are not ready for schools opening because a review of salary remuneration and conditions of service remain a mammoth task. If only something could be done by government to alleviate our plight because as l speak now the USD75 and the salary is not enough. Government must intervene to protect the dignity of the learners and teachers because as it is we are stressed as we do not know what will happen next.”
Speaking in an earlier interview, Acting Secretary-General, Mr Goodwill Taderera urged government to be more considerate when it comes to teachers’ welfare.
“The current bread basket according to Consumer Council of Zimbabwe stands at $72 967 while ZimStats PDL stands at $48 046. All these figures are way above what the ordinary teacher is currently earning. Therefore we demand that government be more sincere in ensuring educators earn a decent living wage,” He said.
Government has announced that schools will re-open on the 7th of February 2022.

ZIMTA Calls For Sincerity In Addressing Teachers' Concerns Ahead Of Schools Opening

The Zimbabwe Teachers Union (ZIMTA) has declared that its members will report for duty only three days a week starting on the 6th of this month following a deadlock with the state over salaries.
Government workers, represented by the Apex Council, were demanding that their 2018 salaries, which were in United States dollars, be restored.
This is happening when schools have just reopened for the 2021 academic year.

2.2. This has been rejected by Apex Council and negotiations are now on the verge of collapsing to an irretrievable breakdown. 
2.3. Having given the employer a conditional and interim opening of schools and fifteen (15) days to address teacher incapacitation, we now rescind our promise to be in class beyond Easter holidays. 
2.4. Thus, beginning the 6″ of April 2021, our members will have a shorter working week to a maximum of three (3) days per week, i.e. Mondays, Tuesdays and Wednesdays only. 
3. CONCLUSION

ZIMTA Declares Members To Report 3 Days/Week After Another Salary Meeting Deadlock

The Zimbabwe Teachers Union (ZIMTA) has declared that its members will report for duty only three days a week starting on the 6th of this month following a deadlock with the state over salaries.
Government workers, represented by the Apex Council, were demanding that their 2018 salaries, which were in United States dollars, be restored.
This is happening when schools have just reopened for the 2021 academic year.
We present ZIMTA’s statement below.

2.2. This has been rejected by Apex Council and negotiations are now on the verge of collapsing to an irretrievable breakdown.
2.3. Having given the employer a conditional and interim opening of schools and fifteen (15) days to address teacher incapacitation, we now rescind our promise to be in class beyond Easter holidays.
2.4. Thus, beginning the 6″ of April 2021, our members will have a shorter working week to a maximum of three (3) days per week, i.e. Mondays, Tuesdays and Wednesdays only.
3. CONCLUSION

Zimbabwe Teachers Association ZIMTA has announced that teachers will not be able to report for duty next week on Monday the 28th when public schools reopen, ZimLive reports.
ZIMTA released a statement on the matter and said:
<blockquote>After a wide consultation of all our 42,000 members, the ZIMTA national executive hereby declares that educators will not be able to report for duty on September 28 2020, for the opening of schools as they are incapacitated</blockquote>
Teachers have constantly said inflation has risen to 761% but their salaries have not been reviewed upwards and they are still earning anything between $35 and $70 a month. Teachers have repeatedly called the government to give them a salary equivalent to the salaries they were earning in October 2018 which is equivalent to $520.

Teachers Will Not Be Able To Report For Duty On Monday - ZIMTA

<blockquote>Zimbabwe Teachers Association (ZIMTA) Chief Executive Officer, Dr Sifiso Ndlovu, has dismissed the recent June examination dates announcement by Zimbabwe School Examinations Council (ZIMSEC) as meaningless and an indulgance in risky practices for examination takers and invigilators because  of the lack of  corresponding preparations on health and safety measures taking place on the ground.
In a telephone interview, Dr Ndlovu said ZIMSEC was acting irresponsibly by trying to transfer the burden of administering safe examination to schools which were already struggling.
“ZIMSEC is acting like it has no responsibility in the way examinations are administered by pushing the buck to schools. At the present moment no school has assembled any health and safety logistics or facilities and the requisite manpower that can support Covid 19 protocols.
“The examinations body has clearly shown that it does not care about the health and safety of both the learners and the teachers as it has also not announced any supporting measures or protocols that it is going to facilitate to ensure that all stakeholders in the process are not exposed to Covid 19, yet Covid 19 is a real threat, everywhere,  and especially in Zimbabwean Schools,”he said.
The ZIMTA CEO also highlighted that there were also other unresolved administrative issues as well discussions pertaining to examiners allowances which needed clarification before the sitting of examinations.
“The issue of examiners allowances has not yet been concluded, and more so the heightened risk posed by Covid 19 is a cause for concern which ZIMSEC has to clarify to ensure the smooth flow of the examination process. Clearly speaking ZIMSEC has not made anything easier for us and is making all these announcements.
The ministry has not yet announced dates of re-opening schools yet ZIMSEC is already announcing dates creating the question who is subordinate to the other, ZIMSEC or the ministry? Schools belong to the ministry not ZIMSEC.” Ndlovu said
Commenting on the way forward Dr Ndlovu said the announcement is not implementable and therefore it will probably be disobeyed.
The Zimbabwe School Examinations Council has set new date for the June examinations with the ordinary level set to run from30 June to July 20, while the advanced level session will begin on 30 June and end on 23 July as  per a recent press release.

FULL TEXT: ZIMTA Dismisses ZIMSEC Announcement As Meaningless

Zimbabwean teachers are reportedly being cheated by their representative organisations who are taking advantage of the current economic crises. Teachers’ associations have been accused of fleecing their clients through bogus housing schemes.
A Herald article notes that ZIMTA is one of the associations that is cheating its clients. Part of the article reads:
<blockquote> But these intelligent men and women are being cheated by labour organisation that purport to lead them.
News within our earshot is that the Zimbabwe Teachers’ Association  (ZIMTA), has joined the legion of bogus organisations that have milked teachers dry in the past. After being duped by bogus organisations, e.g. non-existent Africa Home,  the teachers sought solace and protection from ZIMTA. But we gather, it has become a tale of from the frying pan into the fire.
Despite monthly contributions that sustain the organisation, with its leadership earning salaries that are too good to be true, the same organisation is fleecing the workers it is supposed to protect, through fake housing schemes. By the way, how much does ZIMTA chief executive Sifiso Ndlovu earn?</blockquote>
ZIMTA is reported to have allocated a group of teachers some stands in Thornicroft, Kuwadzana Phase Two, Stoneridge and Budiriro in Harare which have owners already. It is reported that the association continues to deduct money from teachers’ salaries for non-existent stands.

Teachers Being Cheated By Their Representatives

Zimbabwe Nurses Association (Zina) and the Zimbabwe Teachers’ Association (Zimta) have approached Government demanding to be paid in United States dollars.
Zina general secretary Mr Enock Dongo said they want to be paid in United States dollars because some shops are not accepting any other form of payment. He also called on Government to adopt flexible duties to reduce transport costs. Said Dongo:
<blockquote>We demand that our salaries be paid in United States dollars since some shops are not accepting any other form of payment. We also call on the government to adopt flexible duties for the nurses. For example, nurses can work from 7AM to 7PM working shifts for three days a week instead of the current 7AM to 4PM for five days a week to mitigate increased transport costs.</blockquote>
Zimta secretary general Mr Tapson Nganunu Sibanda said they want to be paid in foreign currency following the price increases. Speaking to The Chronicle yesterday, Labour and Social Welfare Minister Sekai Nzenza yesterday Government is engaging unions and a labour office to find a way forward.
