The Masvingo City Council is considering enlisting the Zimbabwe National Army (ZNA) to address a growing issue with stray dogs, following reports of 87 residents being bitten since the start of the year.
The rise in dog bite incidents has raised fears of a potential rabies outbreak, alarming city officials.
This week, the council discussed a recommendation from the Health, Housing and Environmental Committee to involve the army in controlling the surge of dog bites.
Mayor Councillor Alec Tabe indicated that the recommendation was thoroughly debated but ultimately sent back to the committee for further consideration. Said Tabe (via <a href="https://www.herald.co.zw/masvingo-city-mulls-roping-in-army-to-kill-stray-dogs/">The Herald</a>):

The matter (of roping army to kill stray dogs) yes was debated but it was felt that it is outside the army’s constitutional mandate to do so and the matter was subsequently sent back to committee without adoption.
</blockquote>
The mayor suggested that it would be ideal for the city council to engage the Society for the Prevention of Cruelty to Animals (SPCA) in Masvingo to address the issue.
However, he acknowledged that the SPCA is currently under-resourced for such a task. As a result, the council plans to devise an alternative strategy to effectively manage the stray dog problem.
Meanwhile, the Ministry of Health and Child Care’s Disease Surveillance Report for the week ending October 13, 2024, revealed that there were 604 reported dog bite cases, with no fatalities, during the week under review.
Among these cases, 113 were attributed to vaccinated dogs, 105 to unvaccinated dogs, and 386 involved dogs of unknown vaccination status.
The highest number of dog bite incidents were reported in Mashonaland East Province (114 cases) and Masvingo Province (87 cases).
Overall, the cumulative total for dog bites stands at 22,383 cases, with no reported deaths.

The Masvingo City Council is thinking about using soldiers to help with a problem of stray dogs in the city. They are worried about people getting bitten and getting sick. The council talked about this plan, but some people think it's not the right thing to do. They might ask a group called the SPCA to help instead, but they need more resources. In a recent report, over 600 cases of dog bites were recorded, but no one died. The most cases were in two provinces in Zimbabwe. The council is still trying to figure out the best way to solve this problem.

Masvingo Council May Call On Army To Kill Stray Dogs

The Supreme Court has reinstated five members of the Zimbabwe National Army (ZNA) who had been fired from work for allegedly stealing food rations.
Supreme Court Justices Samuel Kudya, Joseph Musakwa and Susan Mavangira reinstated the five without loss of salaries, reported <a href="https://www.newsday.co.zw/local-news/article/200027827/supreme-court-reinstates-five-soldiers">NewsDay</a>.
The officers were dismissed despite being acquitted by the Court Martial.
The High Court had ordered the ZNA to reinstate Collen Chiba, Charles Mhuri, Bothwell Gorekore, Democracy Murambaroro, and Gibson Madzinga, a ruling which the ZNA appealed at the Supreme Court.
In its ruling, the Supreme Court bench said “A determination that is premised on the violation of a statute is void and of no legal effect”. Added the judges:

The respondents were neither provided with the record of proceedings nor the reasons upon which the decision was made.
They could not, therefore, impugn the correctness of the decision by appealing it.
Rather, they were aggrieved by the decision-making process, which entailed seeking a review…
Where a dismissal is set aside as being a nullity, the employee is reinstated as such notwithstanding the further disciplinary proceedings that the court may order by way of remittal or otherwise.
The respondents have generally succeeded. They are entitled to their costs of appeal, on the ordinary scale.

According to court documents, on August 17, 2017, the respondents were prosecuted but acquitted of theft of State property by General Court Martial.
However, the commander issued a convening order on April 4, 2018, for a board of suitability (BOS) to investigate the theft of rations by the respondents.
The order mandated the board to inquire into and determine the suitability of the respondents to remain as serving members of the army.
It was also directed to obtain documentary proof and a record of each member’s competence and conduct.
The board ruled that the officers were inefficient and unfit to remain in the ZNA.
The lawyers representing the soldiers then requested the record of proceedings from the BOS, but the latter refused.
They then approached the High Court seeking a review of the termination of their employment on the grounds that the determination was “irrational, illegal and unfair.”
The High Court ruled in their favour and ordered that they be reinstated, which prompted the board to approach the Supreme Court arguing that the lower court had erred.

Supreme Court Reinstates Five Soldiers Dismissed For "Stealing" Food Rations

The Zimbabwe National Army (ZNA) has no tattoo policy, a senior official in the Office of the President and Cabinet (OPC), has said.
The Chief Director of Strategic Communications, Presidential Communications (OPC), Anyway Mutambudzi, was responding to an X user, Chofamba, who had asked about the ZNA’s policy on tattoos.
Chofamba asked the Government spokesperson Nick Mangwana and the Ministry of Information, Publicity and Broadcasting Services, to clarify the issue of tattoos, claiming that a young man had his recruitment rescinded by the ZNA because he had a tattoo on his arm. Chofamba wrote on X:

I have a question concerning some of the ZNA’s recruitment criteria. I was talking to a young man whose recruitment to the officer training programme has been rescinded because he was found to have a tiny tattoo on his arm.
The explanation he was given by ZNA recruiters for this denial of a life-changing career opportunity was that the army views people with any sort of tattoos as having anger management issues, emotionally unstable and therefore unpredictable and potentially dangerous under conditions of stress.
I’ve found that armies around the world do have prohibitions on tattoos and piercings, and some of these policies are being reformed. An example is the British army, which has updated its policy to bar tattoos that are “offensive, obscene or racist”.
I’m sure most young Zimbabweans who would like to join the military are unaware of these criteria. It would be great to publicise this in career guidance campaigns or incorporate it in civic education within the school system so that young people do not inadvertently disqualify themselves from careers in the armed forces.

Chofamba later pointed out that President Emmerson Mnangagwa’s son, Sean Mnangagwa, who is a Major in the ZNA, is tattooed.
In another question directed at Mangwana, Presidential Spokesperson George Charamba and Mutambudzi, Chofamba wrote: “What really is the Zimbabwe National Army’s policy on tattoos?”
In response, Mutambudzi, “There is no tattoo policy in the ZNA. Army is about shooting straight and taking the initiative from the enemy whether you have a tattoo or not.”

MultiChoice is set to launch another Zimbabwean television channel onto the DStv platform, bringing the number of local stations available to DStv viewers to five.
NRTV will be launched on DStv’s channel 288 on Tuesday, June 20, adding a further dimension to the range of Zimbabwean content being showcased on the DStv packages.
NRTV stands for Nkululeko Rusununguko Television. It is owned by Rusununguko Media (Pvt) Ltd, <a href="https://www.techzim.co.zw/2023/02/another-zim-station-nrtv-launches-on-dstv-today/">a company reportedly owned by the Zimbabwe National Army</a> (ZNA).
The station was licensed in 2020 with a promise to offer a diverse and innovative programme range that will enhance viewing enjoyment by local viewers.
Moses Matanda, General Manager for NRTV highlighted that Zimbabweans can look forward to content told differently but relatable globally from a predominantly young and funk, multi-cultural and multi-lingual team. He said:

Zimbabwe National Army Launches TV Channel On DStv

A Zimbabwe National Army (ZNA) truck veered off the road several times before plunging into a valley in Nyanga on Saturday.
Police said the vehicle was speeding and had twenty-five passengers on board who were coming from a funeral.
ZRP spokesperson in Manicaland Province, Inspector Nobert Muzondo confirmed the accident to <a href="https://www.manicapost.co.zw/new-25-injured-in-nyanga-accident/">The Manica Post</a>.
He said the accident occurred at the 24-kilometre peg along the Nyanga-Rwenya Road near Baines Farm. Said Insp. Muzondo:

The driver of the Zimbabwe National Army Ashok Leyland was driving along Nyanga-Rwenya Road with 24 passengers on board at around 5 PM.
They were coming from a funeral, and on approaching Baines Farm, the driver failed to negotiate the curve due to speeding and lost control of the vehicle.
The vehicle veered off the road to the right and overturned several times before plunging into a valley about 100 metres away from the tarred road.
The vehicle landed on its wheels and the passengers sustained injuries and were taken to Nyanga District Hospital.

He appealed to motorists to exercise caution on the roads.

Zim Army Recruiting Doctors, Pharmacists, Radiographers

A junior police officer, constable Levias Ngwenya stationed at Plumtree Police Station has been arrested and arraigned before the courts for rallying colleagues and members of the Zimbabwe National Army (ZNA) to defy orders by the government.
Ngwenya allegedly wrote on his Facebook account urging the police and soldiers to defy orders from their superiors to enforce lockdown regulations to allow the citizenry to participate in 31 July protests, in defiance of section 30 of the Criminal Law (Codification and Reform) Act.
Plumtree magistrate Tayengwa Chibanda heard Ngwenya posted urging soldiers and police not allow Zanu-PF and Government to use them to attack their fellow brothers and sisters. Ngwenya allegedly posted again on 9 August, saying:
<blockquote>Zimbabwe police officers and ZNA must wake up and smell the coffee. It is time to embrace change not to fight our fellow citizens. Zanu-PF Government is using you for nothing.
What can you achieve with a paltry ZW$10 000 and useless Covid-19 risk allowance of US$75, which is not even accessible in banks. Wake up guys.</blockquote>
He was released on $500 bail, remanded to August  28 for trial and was ordered not to access his social media accounts.
He was also ordered to continue residing at his given address until the matter is finalised and not to interfere with State witnesses as part of the bail conditions.

Police Officer Arrested For Urging Colleagues And Soldiers To Revolt Against Govt

A Zimbabwean soldier, Munyaradzi Kandawasvika (33) on Saturday appeared before Guruve resident magistrate Shingirai Mutiro facing murder charges after he allegedly hit his colleague with a canoe paddle while they were crossing the Zambezi River in Kanyemba, leading to his drowning.
The state alleges that Kandawasvika of 2.1 Battalion Force in Mt Darwin had an argument with Tinashe Mutizwa while crossing Zambezi River using a canoe on January 21.
Prosecutor Spiwe Makarichi who was representing the state added that Kandawasvika allegedly grabbed Mutizwa’s paddle and struck him once on the head.
Mutizwa reportedly lost balance, he fell into the water but failed to swim and drowned. The deceased’s body was retrieved downstream, leading to Kandawasvika’s arrest.

Soldier Kills Colleague Following Dispute

Commander-in-Chief of the Zimbabwe Defence Forces President Emmerson Mnangagwa has promoted 7 Colonels to the position of  Brigadier-General, effective February 16.
Addressing Zimbabwe National Army (ZNA) officers during the investiture ceremony held at Josiah Magama Tongogara Barracks, ZNA Commander Lieutenant-General Edzai Absolom Chanyuka Chimonyo urged the promoted colonels to be exemplary. Said Lt-Gen Chimonyo:

Mnangagwa Promotes Seven Colonels

In a statement yesterday, Zimbabwe National Army (ZNA) Public Relations Lieutenant-Colonel Alphios Makotore dismissed claims that they deployed soldiers in Nkayi, who were terrorising villagers. 
Said Lieutenant-Colonel Alphios Makotore :
<blockquote>Reference is hereby made to a story ‘Soldiers Causing Terror, Havoc in Nkayi’ which was published in an online edition on 23 January 2018.
In the story, it is stated that Zimbabwe National Army members have been accused of abusing villagers in Nkayi, Gwelutshena area ahead of this year’s elections. The ZNA would like to state that no members of the army are deployed in the Nkayi area or any of its surroundings. None of its members are therefore involved in the aforementioned activities.
Furthermore, the organisation is not involved in any ZANU-PF political campaigns as suggested by the article. Army Responds To Reports It Has Deployed Soldiers To Terrorise Villagers Ahead Of Elections

A Zimbabwe Electoral Commission (ZEC) Biometric Voter Registration (BVR) machine was damaged after soldiers went on a rampage in Victoria Falls. In the last few days, videos have emerged of members of the Zimbabwe Defence Forces (ZDF) abusing civilians and in at least two cases, the soldiers were assaulting civilians. Here is the police report from Victoria Falls:

The memorandum serves to put on record that:
1. On 10 December 2017 at around 0330 hours and at Victoria Falls Airport Police base, CORPORAL TSANA who is a member of the Zimbabwe National Army currently deployed at Victoria Falls International Airport military base came to the police base with his friend who is also a member of the Zimbabwe National Army whilst dressed in civilian attire. The two were drunk and by the time of arrival they were holding can beer drinks(sic).
2. Upon arrival at the charge office, they found number 075250S CST SHOKO manning the base whom they told to close the police base and proceed to the roadblock. CONSTABLE SHOKO tried to explain to the two that he can not leave the police base but they insisted that he should close and go to the roadblock. The two then went own to ask CONSTABLE SHOKO whether there were other police officers nearby and he led them to a room which is next to the police base where number 0716453 CST MAWERE, 072279N CST CHIBIKA and MISHECK CHADAMOY0 NR 26-070845-Z-26 who is a ZEC operator were charging their BVR kit.
3. Upon entering the room next to the charge office, the two ZNA members started harassing the police officers and they told them that one detail should remain behind and the other two details to proceed to the roadblock. The misunderstanding continued up to until the two ZNA members took a bucket full of water and poured water on the police details and they further went on to pour water on the BVR kit machine which was on the charger. The two ZNA members further went on to force MISHECK CHADAMOYO out of the police base.
4. During the altercation, two members of the ZNA a male and a female came and tried to refrain (sic) their two friends but they refused to leave. The two then left leaving behind their friends who then left after some time.
5. The condition of the ZEC material which has been poured water could not be ascertained as It further waits for experts to work on it.
6. A report was then made at Victoria Falls International Airport base. Victoria Falls report received book number 3165241 refers.

ZEC BVR Machines Damaged By Soldiers On Rampage

In a statement on Thursday, the Zimbabwe National Army (ZNA)’s director of army public relations lieutenant colonel Alphios Makotore dismissed a message circulating on social media that it has recommended the suspension of all demonstrations.
Makotore said the ZNA does not communicate through social media. Said Lt Col. Makonere:
<blockquote>The Zimbabwe National Army would like to advise members of the public that the WhatsApp messages concerning ‘the escalation of tensions in both the ruling party and in the opposition parties in Zimbabwe’ did not originate from the ZNA. The ZNA would like to categorically state that it does not communicate its activities and or intentions through social media. The social media article must therefore be discarded and dismissed with the contempt it so deserves.</blockquote>
The message circulating on social media reads:
<blockquote>The Zimbabwe National Army has noted with concern the escalation of tension in both the ruling party and in the opposition parties in Zimbabwe.
It is from the background of these intra-party and inter-party tensions that the Zimbabwe National Army has recommended the suspension of all demonstrations both political and civic from the 5th of October 2017 until the reassesment of the tension and see fit the resumption of such.
This is in pursuit of our constitutional mandate towards the constitutional mandate of Peace and National security. All stakeholders are obliged to adhere to this recommendation and any breach will attract remedial actions from the force.
For the avoidance of doubt the Zimbabwe National Army will not seat on its laurels and watch any threats to the security the nation state either caused by its citizens or foreigners. We are in defence of the constitution and the people of Zimbabwe.</blockquote>

ZNA dismisses social media message that it has "recommended the suspension of all demonstrations"

Lieutenant Colonel Alphios Makotore, the ZZimbabwe National Army Publiv Relations Director has decried the misuse of social media and revealed that messages circulating on social media are false. The messages state that the ZNA is emabrking on a recruitment drive which starts on Monday the 20th of February 2017.  Makotore said:
<blockquote>As from Friday 10 March 2017, there were false social media notices to the effect that there will be a mass recruitment of the Zimbabwe National Army recruits throughout the country. The army wishes to categorically emphasise that there is no such recruitment taking place. The ZNA would like to advise the public that it does not have recruitment agents and does not recruit through the social media
All ZNA recruitment programmes are advertised in the mainstream print and electronic media. Prospective applicants then respond through written applications after which selections are then carried out at the different military cantonments throughout all the country’s provinces.
The ZNA would like to warn members of the public that these notices are fake and false, hence, they must be dismissed with the contempt they deserve</blockquote>
