The Zimbabwe Revenue Authority (ZIMRA) employees have announced their intention to strike due to the failure of their representatives and the employer to reach a consensus on salary matters.
Represented by the Zimbabwe Revenue &amp; Allied Workers Trade Union (ZIMRATU), the workers stated that Collective Bargaining Negotiations were conducted on the 13th of March 2023, 23rd of March 2023, 20th of April 2023, and 9th of May 2023. Unfortunately, a deadlock was declared by the Negotiating Committee during the last session.
Throughout both formal and informal discussions, both parties presented proposals, including the request to receive Housing and Transport Allowances in United States dollars (USD). Additionally, various proposals were put forth, such as considering the Salary Value Presentation Model, all in an effort to reach an agreement. Regrettably, these attempts were unsuccessful.
In light of the impasse, the matter was referred for conciliation after the full council of the NEC (National Executive Committee) failed to resolve the issue.
In a show of solidarity, the <a href="https://www.pindula.co.zw/Zimbabwe_Banks_and_Allied_Workers_Union" title="Zimbabwe Banks and Allied Workers Union">Zimbabwe Banks and Allied Workers Union (ZIBAWU)</a> expressed support for the ZIMRA workers and their collective job action. They encouraged all workers to stand together and support the strike until their demands are adequately addressed. They posted on Twitter:

The revenue collector used to be a renowned employer of choice, largely due to generous salaries. However, employees now contend that the devaluation of the Zimbabwe dollar has made it impossible for them to fulfil their daily work obligations. They assert that providing basic necessities such as housing, transportation, food, and education fees for their families has become an unattainable dream, despite their pivotal role in revenue collection for the government. The workers are additionally frustrated by the insufficient transport allowance, which fails to cover even half of the required monthly payment of US$104 due to the continuous depreciation of the Zimbabwean currency. These concerns have led the workers to accuse the revenue collector of disregarding their grievances.

ZIMRA Employees Announce Strike Over Salary Disagreements With Management

The Zimbabwean banking sector has agreed to pay backdated 50% US dollar component salary payments from April 1, 2023, in an agreement that is expected to boost morale in the sector. The employers had previously refused to pay the US dollar component of salaries, despite making huge profits in US dollars over the years. However, after negotiations with the Zimbabwe Banks and Allied Workers Union (ZIBAWU), the employers agreed to the payment. 
The Collective Bargaining Agreement (CBA), entered into by the Banking Employers Association of Zimbabwe (BEAZ) and ZIBAWU, concluded negotiations for the period April to June 2023 and agreed to increase basic salaries by 45.9% on March ZWL. The agreement will run for three months until June 30, 2023, and is subject to renegotiation or amendment during this period. The agreement includes payment in Zimbabwe dollars indexed at the prevailing inter-bank rate on the date of payment, with some workers earning a foreign currency portion of their salaries. The parties have concluded negotiations for the period April to June 2023 and agreed to increase basic salaries by 45,9% on March ZWL which are inclusive of housing and transport allowance.
Further parties agreed that 50% of the Salary balance be paid in ZWL indexed at the prevailing inter-bank rate on the date of payment.

As per the agreement, workers in the least grade A2 will receive ZW$611,275 and a minimum of US$280.43. Drivers will now earn ZW$693,186 plus a foreign currency allowance of US$294.46.
Middle-grade banking sector workers in grades C, B, and A will earn approximately ZW$800,000 and a foreign currency portion of US$370.
Senior grades from DPI to DPV will earn between ZW$909,978 to ZW$1.1 million with US dollar allowances ranging from US$417 to US$507.44.

Zimbabwean Banks Agreed To Backdate 50% US Dollar Salary Payments

The Zimbabwe Banks and Allied Workers Union (ZIBAWU) Monday threatened a crippling job action, as they escalated demands for United States dollar-indexed salaries.
Bank workers have joined a growing list of sectors pushing for foreign currency-denominated salaries, saying Zimbabwe dollar salaries were now “useless”.
The domestic currency has been on the decline on both the official and parallel market since its reintroduction in 2019 thereby eroding workers’ buying power.
Last year, ZIBAWU said it was not in agreement with a wage increase of about 350% tabled by banks.
The trade union yesterday said the minimum wage in the sector should be US$900. ZIBAWU president Tawanda Mutemi said:

The banking sector workers want their salaries restored to the 2018 era where the least paid worker got an average of US$900.
Workers in the banking sector are not happy with the salaries that they are earning. It is also true that Zimbabwean banks no longer pay their workers an adequate wage. The same banks are making lots of money in United State dollars. What is more painful is the fact that top management in the banking system are awarding themselves US dollar salaries but are not considering their subordinates.

He also said ZIBAWU had submitted its demand for foreign currency-indexed salaries to banks adding that workers were going to embark on a job action until their grievances were addressed.
A ZIBAWU official told Bloomberg recently that since the start of the COVID-19 pandemic, the industry has shed nearly 500 jobs and 17% of 300 branches have been closed as banks increasingly rely on digital platforms.
