Former Zimbabwe Football Association (ZIFA) executives Felton Kamambo, Philemon Machana, Stanley Chapeta, Joseph Mamutse, and Brighton Malandule have been acquitted of fraud allegations.
Presiding magistrate Taurai Manuwere found them not guilty of misrepresenting themselves as ZIFA officials and writing suspension letters while they were under suspension by the Sports and Recreation Commission (SRC).
The prosecution’s case collapsed due to a lack of incriminating evidence, and key witnesses Sébastien Garikai and Xolisani Gwesela’s testimonies actually cleared the suspects.
The five, represented by lawyer Admire Rubaya of Rubaya and Chatambudza Legal Practitioners, maintained their innocence and denied any criminal liability.
Gwesela, the State’s second witness, expressed surprise that the case was still progressing after the SRC withdrew as a complainant.
Gwesela conceded that the suspension of the five was null and void as FIFA continued to recognize them as the legitimate executive and suspended the country from all football activities.
He said he couldn’t prove the email he received was from the accused, suggesting the possibility of forgery in cyberspace.
Garikai, a senior member from the SRC, admitted there was no verification to prove the letters came from the five accused.
He also stated that the suspension letter did not outline specific conditions for what the accused were not supposed to do.
Despite the SRC’s suspension of the ex-ZIFA board members, FIFA dismissed their actions and banned the nation from all international football activities.
Garikai conceded that the SRC did not ascertain whether the five actually wrote, signed, and sent the letters but based their report on complaints from Gwesela and others.
Gwesela denied causing the reporting of the matter to the police, saying he only cooperated with the SRC as they were his employers.
He added that he had nothing against the five and had worked well with them.

Five former ZIFA bosses in Zimbabwe were cleared of fraud charges. They were accused of pretending to be ZIFA officials and writing suspension letters when they weren't supposed to. The case fell apart because there wasn't enough evidence, and even key witnesses supported the suspects. FIFA still recognizes them as the legitimate leaders, despite the suspension by the SRC. The case was based on complaints but couldn't be proven. In the end, the ex-bosses were found not guilty.

Kamambo, Four Other Former ZIFA Bosses Found Not Guilty Of Fraud

The Zimbabwe Football Association (ZIFA) Executive Committee led by acting president Gift Banda met on Friday 14 October 2022, in Harare and deliberated on a number of issues affecting local football.
The ZIFA Executive Committee resolved to hold an Extraordinary General Meeting (EGM) on the 29th of October 2022.
ZIFA Acting General Secretary Xolisani Gwesela said the agenda of the EGM will be the Executive Committee Report, the ZIFA Executive Committee and Congress tenure and the Forensic Audit Report. He added:

The Executive Committee deliberated on improving the standards of refereeing in the country citing that professional refereeing preserves the sacrosanct values of the game.
The executive committee applauded the referees’ committee and referees for improving refereeing standards through the continuous capacity development of referees, commissioners and referee assessors.

Meanwhile, ZIFA is still suspended from international football by FIFA following the November 2021 suspension of the elected ZIFA board that was led by Felton Kamambo by the Sports and Recreation Commission (SRC).
Recently, <a href="https://zero.pindula.co.zw/parliament-gives-minister-coventry-ultimatum-to-ensure-src-reverses-suspension-of-zifa-board/">members of Parliament gave Sports Minister, Kirtsy Coventry, a 31 October 2022 ultimatum</a> to ensure that the SRC reinstates the Kamambo-led ZIFA board.

ZIFA To Hold Extraordinary General Meeting On 29 October

The Zimbabwe Football Association (ZIFA) Executive Committee held a meeting at the ZIFA offices in Harare this Friday and deliberated on a number of issues.
Among other things, the ZIFA Executive Committee deliberated on the state of referring in the local game and also welcomed the sanctions imposed on former referees committee Secretary General, Obert Zhoya, by FIFA for sexual harassment.
A statement issued by ZAIFA Acting Chief Executive Officer Xolisani Gwesela after the meeting reads in part:

1. The Executive Committee deliberated on problems bedevilling refereeing in Zimbabwe and resolved to come up with a code of conduct, rules and regulations, and a policy document that will assist in improving refereeing standards in the country and preserve the sacrosanct values of the beautiful game.
2. The Executive committee noted and welcomed the penalty imposed by FIFA on former referees committee Secretary General, Obert Zhoya, for sexual harassment. The Executive Committee reiterated zero tolerance for sexual harassment and all forms of malpractices in football and urged all victims of such malpractice to report such incidents.
3. The Executive Committee discussed the strategic plan and appealed to all stakeholders to fully participate in order to ensure football development and proper structures in the administration of the game
4. Dates for the Annual General Meeting to be announced after consultation with all relevant stakeholders.

ZIFA Welcomes FIFA Ban On Former Referees Committee SG Obert Zhoya

Zimbabwe Football Association (ZIFA) Acting Chief Executive Officer Xolisani Gwesela has released the resolutions of the Executive Committee Meeting held on 15 July 2022:

1. The Executive Committee resolved that while it is desirable to engage FIFA and have the suspension lifted, local reforms are key to resuscitating and growing the beautiful game of football.
2. The Executive Committee noted with great concern that ZIFA has, for a long time, been operating without strategic direction and resolved to appoint a strategic planning committee to come up with a long-term strategic plan which will guide the Association’s activities and operations and consequently aid in growing football while producing competitive national teams. The committee will be made up of the following: –

5. The Executive Committee discussed age cheating and took great exception to the ghastly malpractice which threatens football’s development.
ZIFA has zero tolerance for age cheating and will ensure that such vices are eradicated in the sport.

Resolutions Of The ZIFA Executive Committee Meeting [Full Text]

Statement by the Zimbabwe Football Association (ZIFA) about a story published by The Herald on 1 June 2021.
The Zimbabwe Football Association (ZIFA) would like to set the record straight on the falsehoods peddled in the story titled ‘ZIFA turn down Mambas invitation’ published in The Herald on 1 June 2021 and written by their Senior reporter Eddie Chikamhi.
ZIFA did not receive an invitation from our colleagues at the Mozambican Football Federation for a friendly match.
Consequently, the letter that was cited verbatim in the story is a fictitious newsroom creation that casts a huge shadow on the credibility of The Herald as a reliable publicly owned newspaper.
We have also confirmed with Mozambique Football Federation Chief Executive Officer Hilario Madeira about the authenticity of the letter and he indicated that the letter is fake and it was never generated from their Federation.
We have requested the said letter from the Herald and the letter does not bear any signature, neither is it clearly addressed to the General Secretary. The crest on the MFF letterhead is also not correct.
The Herald Sports under Robson Sharuko has turned itself into a newspaper bent on propagating falsehoods and displaying dangerous agenda setting tendencies.
We are flabbergasted that such an experienced editor would publish fake stories without making an effort to verify with the Association.
The Herald has published a number of fake stories about ZIFA in recent months. In March, the paper lied that the Warriors had travelled to Botswana for an AFCON qualifier match by road while the team had actually flown to Francistown.
While we are an organisation open to constructive criticism, we cannot ignore deliberate efforts by individuals bent on jeopardising every good deed that ZIFA does.
The Herald’s false story not only tarnish the image of ZIFA, but that of our friends at Mozambique Football Federation with whom we have cordial relations.
The story also messes with bilateral relations between the governments of Zimbabwe and Mozambique because football is an important sport and social vehicle in both countries.
In these trying times, football and Zimbabwe can benefit a lot from the unity of purpose of all parties involved.
ZIFA continues to encourage all media practitioners to solicit for ZIFA’s comments to avoid publishing falsehoods.
In this case, it was also important for the writer, and their editor to also hear from both ZIFA and MFF.
We are merely a football development institution and that remains our chief priority, but we have to expose damaging misrepresentations from the media.
In this scenario, The Herald has not performed its informing role because it has misinformed the people of Zimbabwe who love and support the Warriors…

ZIFA Dismisses Herald's Fake Mozambique Football Federation Letter

The Zimbabwe Football Association (ZIFA) annual general meeting slated for Saturday 19 December 2020 currently hangs in the balance as there are talks of the football body’s plans to postpone the meeting, again, the Chronicle reports.
A source within ZIFA told the publication that:
<blockquote>Chances of the annual general meeting taking place are now slim, indications are that it will be postponed. The executive has also hinted towards the postponement but no reasons have been proffered so far although our suspicions are on the manner in which this meeting (December 19) was announced, remember the notice was given by the communications and competitions manager Xolisani Gwesela instead of the chief executive officer Joseph Mamutse.</blockquote>
According to the source ZIFA reportedly discovered they will likely be exposing themselves to legal challenges if they proceed with the meeting which was initially postponed from 16 May to 19 December.
When contacted for comment ZIFA Spokesperson Xolisani Gwesela said he is not aware of the decision to postpone the meeting.

ZIFA AGM Doubtful

<blockquote>ZIFA DISMISSES FALSEHOODS ON COVID-19 RELIEF DISBURSEMENTS
The Zimbabwe Football Association (Zifa) would like to correct an utterly fabricated and false story reported by Sikhumbuzo Moyo in today’s edition of the Chronicle newspaper.
This is one of the many false, malicious and outright defamatory articles published by the same paper and all written by the same journalist in recent days.
ZIFA wishes to dismiss the misleading story by stating the following factual positions:
1. It is not wrong, illegal or against corporate governance as alleged by the self-opinionated reporter, for Zifa to pay clubs or affiliates from its resources earmarked for other activities but not yet for use with an intention to set off the same once COVID funds have been received.
2. ZIFA acted proactively to assist clubs and affiliates in financial dire straits after Fifa had already written to the association and favoured us with guidelines as to how COVID funds could be disbursed.
3. ZIFA wonders whether the same reporter who is clearly abusing the daily newspaper and state resources understand the basics of accounting.
4. It has come to the understanding of ZIFA that the reporter has spoken to no one from FIFA and that FIFA has not and could never comment on their dealings with a member Association through the press.
5. It, therefore, comes as no surprise when the same article purportedly “quote” a faceless, nameless Fifa official allegedly questioning why ZIFA would have paid clubs well before receipt of COVID relief funds.
6. It is equally shocking that the same journalist who some few days ago was claiming that ZIFA is sitting on and delaying the disbursements of COVID relief funds when clubs were suffering. At that point in time, Sikhumbuzo Moyo alleged that he had confirmed from again nameless FIFA officials that the COVID funds had already been received by ZIFA.
7. It is therefore strange that the same journalist who looked worried on the delayed release of funds then now seem to be crying his voice loud on why ZIFA would have proactively disbursed funds to the very negatively affected clubs and affiliates.
8. ZIFA would like stakeholders and the world to know that we are very strict followers of good corporate governance and its transactions are above board, permissible and legal.
9. ZIFA does not carry out black market activities and all its transactions are converted in banks at prevailing interbank rates.
10. The payments to clubs and regions were done after funds were legally switched at the bank with no cash involved.
11. ZIFA, therefore, dismisses the malicious and unethical article by the Chronicle. It is worrying that a reputable media outlet deliberately did not solicit comments from ZIFA for a balanced, informed and objective story.
12. ZIFA respects the role of the media to publish the truth without fear or favour but frowns upon misleading and deliberately malicious false stories as recently written by Sikhumbuzo Moyo through the Chronicle.
13. It is baffling how FIFA could be alleged to have wanted to know where the money used to pay affiliates came from when the same article says the money was borrowed from the FIFA Foward 2.0 funds held by ZIFA.
14. ZIFA would like to inform the nation and all stakeholders that apart from the negative devastating effects of COVID 19, the Association has never been this stable. Today, ZIFA under the current Felton Kamambo led board has almost paid off the entire legacy debt, distributed football equipment to all affiliates and has continued to receive FIFA and CAF support because it is meeting the strict criteria required by such stakeholders.
15. The Association has also invested heavily in grassroots, youth and women’s football while making sure our national teams partake in all competitions.
16. It is sad that while many are seeing the good work including the proactive disbursements of COVID relief funds, one bad apple has sought to mislead the public by creating a fictitious crisis of governance when the whole world and FIFA included are seeing the positives the current board is doing to improve our football.
17. ZIFA reiterates that they will continue to work for the development of the game and would ignore sideshows from some who are perennially in the election mode. ZIFA is aware of the special and specific role Sikhumbuzo Moyo and a few others have been given by some who lost previous elections and a few from the regulators to cause problems for our football. It, therefore, comes as no surprise to see daily dossiers of fiction and unsubstantiated articles from Sikhumbuzo Moyo. ZIFA is also worried if this is the editorial policy of a reputable paper like the Chronicle to churn unsubstantiated and self-opinionated articles with no iota of the truth or maybe they are being misled by Sikhumbuzo Moyo.
18. ZIFA remains open to the dictates of accountability, good governance and transparency. We urge the public to dismiss the false article by Skumbuzo of the Chronicle with the contempt this deserves.
19. In conclusion, ZIFA will soon and with proof shame all those behind shenanigans to cause mayhem in our football. It is sad that some of those uncultured elements are mandated statutorily to assist sport. A lot is happening to target ZIFA Board members, councillors and secretariat all with the sole aim of destroying the game so as to gain relevance. In the goodness of time, such characters like Sikhumbuzo Moyo shall be exposed without fear or favour. ZIFA has and will continue to appraise Fifa with hard evidence of such negative interferences.

FULL TEXT: ZIFA Statement In Response To COVID-19 Relief Disbursements Claims

The Zimbabwe Football Association (ZIFA) says all football activities remain suspended despite the relaxation of lockdown conditions by the government.
In a statement to the media, ZIFA Communications and Competitions Manager, Xolisani Gwesela said the association stands guided by the government, CAF and ZIFA. He said:
<blockquote>As is the norm, the path to normalcy shall be derived from the policies implemented by the Government of the Republic and guidance from CAF and FIFA.
The Association in supporting the government decision notes that the only important issue at the moment is the safety and health of all football stakeholders and the nation as a whole.
ZIFA is confident that football action will return soon to play its part in the healing and resuscitating our beautiful.</blockquote>
Gwesela added that ZIFA was planning to resume football activities in August/September but will do so in consultation with CAF and FIFA. He said:
<blockquote>In its meeting on the 3rd of May 2020, the ZIFA Emergency Committee also noted that other football associations were planning to resume football operations around August/September 2020 and has tentatively set this date as to when our leagues will commence should our Government announce the complete end of the lockdown any day before the envisaged dates. The resumption of football activities will also be done in consultation with CAF and FIFA.</blockquote>
