Leaders from a faction of the Citizens Coalition for Change (CCC) party, who were recently removed from their positions in Parliament by the party’s disputed secretary general, Sengezo Tshabangu, have filed an urgent High Court application challenging his decision.
As reported by <a href="https://www.newzimbabwe.com/ccc-leaders-dismissed-from-parliamentary-posts-by-tshabangu-file-an-urgent-application-with-the-high-court/">NewZimbabwe.com</a>, leaders involved, including interim party leader Welshman Ncube, deputy leader Lynette Karenyi Kore, Sesel Zwidzai, and Edwin Mushoriwa, have named their party as the first applicant in the case.
Tshabangu, who assumed control of the CCC after the 2023 general elections, has been advocating for a reshuffle of chairpersons in parliamentary portfolio committees held by the party.
Some critics argue that this reshuffle seeks to replace current holders of influential positions with his supporters.
The Speaker of the National Assembly, Tshabangu, and Senator Nonhlahla Mlotshwa have been named as respondents in the court papers.
The applicants are requesting a court declaration that Tshabangu’s decision to remove them from the Standing Rules and Orders Committee (SROC) is unlawful and exceeds his constitutional authority.
They are also challenging the appointment of Mlotshwa as the CCC chief whip, claiming the position is not recognised under Section 151 (2) of the Constitution.
Further, they are contesting the reshuffling of various CCC members across parliamentary committees.
The applicants seek an order to prevent the Speaker from announcing these changes in the National Assembly.
In support of their application, Ncube filed an affidavit asserting that Tshabangu lacked the authority to make such decisions and that disciplinary action will be taken against him.
Ncube argued that Tshabangu violated a previous court order that barred him from recalling party members, claiming the reshuffle was effectively a recall.
Ncube’s affidavit further argued that Tshabangu’s actions were an overreach of power, and disciplinary proceedings would follow. Said Ncube:

His actions (Tshabangu) do not represent the collective decision of the CCC.
He was on a frolic of his own and what he did does not reflect the collective and correct position of the 1 Applicant (CCC).
He is a non-entity and it is surprising that the Speaker keeps entertaining him instead of the party.
I firmly contend that Tshabangu has disguised recalls as redeployments in violation of a court ruling.

The matter is yet to be heard in court, and no official date has been set for the hearing. Until the case is heard, the status quo remains.

Ncube says Tshabangu is going against the party's decision, and the matter is still waiting to be heard in court.

Ncube Sues Tshabangu Over Parliamentary Reshuffle

Political commentator Brighton Mutebuka has hit back at Freeman Chari’s assertion that Nelson Chamisa, the former leader of the Citizens Coalition for Change (CCC), personalised the movement with his doctrine of “Strategic Ambiguity.”
Chari, a veteran opposition activist based in the United States, who has had extensive involvement with MDC, MDC-T, MDC Alliance, and CCC, claimed that when the movement was first founded, there was a collective consensus on the importance of having a constitution and structured organisation.
However, he argued that Chamisa’s principle of Strategic Ambiguity led to the abandonment of those initial agreements, effectively disregarding the foundational promises.
In a sharp response posted on X, Mutebuka accused Chari of exposing sensitive, private discussions to the public. He criticized Chari for breaking confidentiality and airing internal matters outside the party.
Mutebuka further revealed that Chamisa was never interested in working with former senior MDC officials who had left the party under the leadership of the late Morgan Tsvangirai.
Notable figures such as Welshman Ncube, Tendai Biti, and Job Sikhala, who departed at various points, later returned to join the MDC Alliance—something Mutebuka suggests Chamisa did not fully support. Wrote Mutebuka:

For the record, we all agreed on the fundamentals. Where we differ is our understanding of the dynamics involved &amp; how to resolve them.
Confidential &amp; private discussions should always be kept under lock &amp; key to engender enduring trust &amp; relationships.
Even disagreements aren’t enough to move away from that caveat. This is a cardinal rule in politics.
My assessment, which I have highlighted consistently, is that there was no love lost btn Chamisa &amp; his erstwhile colleagues from the Tsvangirai era.
He was forced to embrace them when he inherited the MDC-A from Tsvangirai. That’s also where the likes of Tshabangu came from.
With trust &amp; confidence low, and the by-elections of March 2022 a mere 2 months after CCC’s formation, there was never enough time to complete the formalities of adopting a party Constitution at the time.
None other than Prof Ncube himself confirmed this to me in 2022. The draft remained just that.
The lack of trust was terminal, with many lying in wait to pounce &amp; break away soon after the elections.
Chamisa was clearly aware of this. It’s what informed Strategic Ambiguity &amp; the adoption of the Constitution that I criticised.
So the two were forced on him, as extreme measures / strategies which he hoped would be sufficient to stem infiltration &amp; hijacking of the party – with Mwonzora’s then recent antics still raw.
Let’s not forget echoes of a haunting past involving Biti &amp; Ncube’s damaging break aways from Tsvangirai as well.
Every strategy has got it’s pros &amp; cons. SA succeeded in exposing ED’s hand in the infiltration of CCC using state machinery.
However, it came at a heavy price of reputational harm domestically &amp; internationally vis-a-vis a perceived lack of adherence to democratic norms.
Many hadn’t bargained for ED being that brazen &amp; going to such extremes in pursuit of a life presidency.
The paralysis Freeman refers to post election is attributable to ED’s infiltration.
Chamisa succeeded in exposing the regime for conducting a sham election, which was confirmed by SADC’s SEOM Final Report.
That’s the best he could do under the circumstances with a hopelessly compromised party.
Freeman is unable or unwilling to accept that Ncube &amp; his crew’s behaviour is consistent with those that have been co-opted.
By breaking free &amp; starting afresh, Chamisa has got one final chance to start a project on his own terms &amp; for which he will be ultimately responsible!
It won’t be a walk in the park, but it’s for the best that a line be drawn in the sand concerning a very painful &amp; traumatic past!

Nelson Chamisa did not want Welshman Ncube and Tendai Biti in his new party, the Citizens Coalition for Change. Some people say Chamisa didn't want to work with them because he didn't trust them. Others say he wanted to stop his party from being taken over by his enemies. Chamisa had to make tough choices to protect his party from being controlled by others. Now, he has a chance to start fresh with his own project and show that he can lead on his own terms.

Chamisa Did Not Want Welshman Ncube And Tendai Biti In CCC, Says Mutebuka

Three factions of the Citizens’ Coalition for Change (CCC) party are embroiled in a struggle for control over funds allocated by the Treasury under the Political Parties (Finance) Act.
The ruling ZANU PF party received the largest share, with approximately ZiG$48 million, while the CCC was awarded just over ZiG$22 million.
One CCC faction, led by Jameson Timba, has filed an urgent High Court application seeking an order to prevent the Justice, Legal and Parliamentary Affairs Minister, Ziyambi Ziyambi, from disbursing the funds until the party’s leadership disputes are resolved.
In response, Welshman Ncube, the leader of another CCC faction, has applied to be joined as a party to the proceedings, arguing that he has a real and substantial interest in the matter but was omitted from the initial application.
Meanwhile, Sengezo Tshabangu, the leader of a third CCC faction, has filed a notice of opposition challenging Ncube’s claim to be the acting president of the party.
Tshabangu argues that Ncube’s claims are baseless and not supported by any facts. His notice reads in part:

The deponent is not the acting president of the applicant. He has not attached any annexure to substantiate his averment.
It is trite that in motion proceedings, an applicant stands and falls on his or her pleadings of the facts of his or her case.
No facts have been pleaded generally, and specifically with reference to the first applicant’s constitution, same attached on page 101 if the Applicants application, to support the deponent’s averment that he is in fact the acting president of the applicant.
On the version of the deponent, and in particular paragraph 27, the deponent alleges that he became acting president on account of the resignation of the then president, Mr Nelson Chamisa.
He does not aver that there was an extraordinary Congress of the applicant as peremptorily required by the 1ts applicant’s constitution, and by law.
In the result, and again on his version, the deponent is not, and has never been the lawful acting president of the first applicant.

Three groups in the CCC party are fighting over money given by the government. ZANU PF got ZiG$48 million while the CCC got ZiG$22 million. Jameson Timba wants to stop the money from being given out until their leadership issues are fixed. Welshman Ncube also wants to be part of the decision because he thinks he has a say in the matter. Sengezo Tshabangu is against Ncube saying he is the president of the party. They are all fighting over who should control the money.

CCC Factions Fight Over Money

Disputed Citizens Coalition for Change (CCC) acting president Welshman Ncube has described it as “madness” for opposition parties to continue participating in elections without electoral reforms, which he believes will result in rigged outcomes favouring the ruling ZANU PF party.
Speaking at CCC’s victory celebrations for Tsholotsho Ward 1 councillor Witness Khumalo, Ncube referenced the late Movement for Democratic Change (MDC) leader Morgan Tsvangirai, who often emphasized the futility of participating in elections in an unsuitable environment.
During his leadership of the MDC from 1999 until his passing on February 14, 2018, Tsvangirai frequently threatened to boycott elections until electoral reforms were implemented.
Ncube also criticised the country’s new currency, ZiG, labelling it not only rare but worthless, as it has rapidly depreciated on the parallel market due to a shortage of foreign currency. He said (via <a href="https://www.newsday.co.zw/local-news/article/200032721/mugabe-was-better-than-ed-welsh">NewsDay</a>):

Tsvangirai used to say if you see yourself doing the same thing and bearing the same results over and over again, in English, it is the very definition of insanity. This means you are mad.
You participate in elections in 2000, then there is a dispute and the country keeps going down. You do the same thing for years over and the country keeps on dwindling.
You end up not having a stable currency for the country. Who among you have ever laid eyes on this money called ZWG (formerly ZiG)? If you have seen it before, what does it buy?
I stay in both Harare and Bulawayo, but I have never seen the ZiG with my own eyes. The country’s wealth keeps dwindling and yet we are busy doing slogans.
Second republic, third republic, the country is built by its own people, but it is still the same and there is no change.
We should all ask ourselves whether we want to reach 2028 knowing very well that the same people are going to be at the top stealing and they go back using both police and soldiers’ power.
When we reach 2028, you start talking about 2033 and in 2033, you start talking about 2038. Is that not total madness?

The CCC secured victory in Ward 1 of Tsholotsho during the August 2023 harmonized elections. At that time, Nelson Chamisa was the leader of the opposition party.
However, Chamisa announced his resignation from the party in January 2024, alleging that ZANU PF had infiltrated the CCC through its proxies.

In simple words, Welshman Ncube from the opposition CCC says it's crazy to keep joining elections without changes, because the results will be unfair. He talked about a past leader who said the same thing. Ncube also said the new currency in the country is useless and losing value. He warned that if things don't change, the same problems will keep happening. The CCC won an election in Tsholotsho in 2023, but later their leader, Nelson Chamisa, left the party, claiming ZANU PF had interfered.

"Madness For Opposition To Participate In Elections Without Reforms, Says Welshman Ncube

Former MDC Secretary General Welshman Ncube, who currently serves as the interim leader of one of several CCC factions, said on Wednesday that the harm inflicted on the party by former leader Nelson Chamisa surpasses the impact of the recalls conducted by Sengezo Tshabangu.
Tshabangu unilaterally recalled scores of CCC MPs and councillors, and fired them from the party, thereby allowing ZANU PF to attain a two-thirds majority in the National Assembly.
Addressing the journalists at a CCC national council meeting in Harare, Ncube said that under Chamisa’s leadership, the opposition party strayed from its democratic principles, abandoning both accountability and transparency.
Ncube also rubbished the stance of his erstwhile CCC colleagues that Tshabangu was an imposter, saying the latter was in the CCC’s top hierarchy and assumed the position of “interim secretary general” through strategic ambiguity. He said:

We acknowledge that contrary to what some of us have said in the past that we didn’t know Senator Tshabangu, we did. He was a member of the national executive and national council.
He attended the fateful meeting of January 22, 2022, but he was not secretary general. He assumed that position under strategic ambiguity.
Our competitive advantage in electoral terms relates to who we are as agents of democratic change. Not just in terms of what we say, but also in terms of what we do.
The damage is there. But the biggest damage is how far back this period (under Chamisa) has taken us in the struggle for a democratic alternative.
</blockquote>
Ncube said it will take many years and hard work to undo the damage inflicted on the opposition movement by Chamisa. He said:
<blockquote>
It will be years and years before we can restore the agenda that the opposition is a democratic alternative to ZANU PF. We are not underestimating the task that faces us. It is huge. The damage is huge.
This council has made a call that whatever it takes, we must understand that the ideals of the liberation struggle are upheld.

Some of the officials elected at the 2019 Gweru Congress of the MDC-Alliance, which was nullified by the courts, attended the meeting.
They included Lynette Karenyi-Kore (co-vice president), and Chalton Hwende (secretary-general).

Welshman Ncube Claims Chamisa's "Strategic Ambiguity" Harmed CCC More Than Tshabangu's Recalls

CCC acting president Welshman Ncube has accused former party leader Nelson Chamisa of autocracy and authoritarianism and turning the party into a theocracy before he resigned last month.
In a wide-ranging interview with Bulawayo-based online news outlet CITE on Tuesday, Ncube said Chamisa’s leadership style created the crisis bedevilling the Citizens’ Coalition for Change (CCC) party. He said:
<blockquote>
We got here because we now had a situation where(by) collectively, the democratic collective leadership no longer worked as one and we were unable to meet as elected individuals, as elected leadership, to address the challenges that we were facing.
We had suspended meetings of the national council. Some of us believe that we are fighting ZANU PF which is authoritarian, which is undemocratic and which has one centre of power. We must demonstrate that we are the opposite of ZANU PF.
We must do while in opposition things we are expected to do when we get into government, not running an autocratic, an authoritarian, theocratic opposition then expect sincere genuine people to believe that once in power, you no longer believe in autocracy and theocracy.
These are the differences we had in opposition.

Ncube was recently appointed CCC president, albeit on a rotational basis alongside Tendai Biti and Lynette Karenyi Kore.
The three politicians were elected MDC Alliance vice presidents at the party’s Elective Congress held in Gweru in 2019, with Chamisa as the president.
They remained in their positions until January 2022 when the MDC Alliance rebranded to CCC but gradually lost their influence as Chamisa began to increasingly centralise power in his hands.
Ncube said he was elected to be the first acting president of the opposition because of his seniority. Ncube said:

Now that the president of the party had resigned and dissociated himself from the party, we needed to step up to the plate, take responsibility and ensure that the party is brought back on track, and hence that we will rotate.
The standing committee decided that I would go first as being the most senior of the three vice presidents as elected at Gweru, therefore, I have been mandated in the next 90 days to do all that I can, working with the other vice presidents, working with the secretariat of the party, working with the rest of the departments of the party to address the challenges that the party face today.
</blockquote>
Ncube revealed that he last spoke to Chamisa two months ago. He also distanced himself from the recall of dozens of CCC MPs and councillors that was spearheaded by Sengezo Tshabangu.

Chamisa Turned CCC Into A Theocracy - Welshman Ncube

CCC’s acting president Welshman Ncube has taken a subtle dig at the party’s former leader Nelson Chamisa saying he will not run away from the challenges facing the party.
Chamisa unexpectedly left CCC on 25 February this year, saying the party had been infiltrated and hijacked by ZANU PF using its agents.
Chamisa’s decision to quit CCC came after State institutions such as Parliament, the courts and the Zimbabwe Electoral Commission (ZEC) enabled Tshabangu to field double candidates during elections and by-elections and also to recall the party’s representatives in defiance of Chamisa.
Speaking to <a href="https://cite.org.zw/ncube-denies-controlling-tshabangu-blames-him-for-ccc-recalls/">CITE</a>, Ncube said he will not run away from the challenges currently bedevilling the opposition but will face them head-on. He said:
<blockquote>
The Tshabangu issue is not in the past. The fact that you have pending court cases is not in the past. All of these things are current, and we have a mandate to address them.
We are not going to run away from these challenges. We are going to confront them head-on. It is our job as politicians to solve problems, to confront problems, and we hope that we will succeed.

Ncube acknowledged that the party is grappling with factionalism which has to be tackled. He said.
<blockquote>
There are fundamental differences in the party. There are differences in respect, out of which we no longer had a forum to address because we had suspended the meetings of the organs of the party as we knew them.
We had suspended meetings of the standing committee and the national council. The national council last met on the 22nd of January 2022.
We should not gloat over some of these differences if we are being honest and not deceitful politicians.
These differences do arrive in life and politics; they are genuine political and ideological differences.

Ncube also denied allegations that he was Tshabangu’s handler and responsible for the recalls of the party’s Members of Parliament and Councillors in 2022.
There were claims that Ncube and Tendai Biti were behind Tshabangu in a bid to push party leader Nelson Chamisa to resign.

Welshman Ncube Takes Subtle Dig At Chamisa, Says He Won't Run Away From Tshabangu

CCC acting president Welshman Ncube has denied allegations that he was Sengezo Tshabangu’s handler and responsible for the recalls of the party’s Members of Parliament and Councillors in 2022.
There were claims that Ncube and Tendai Biti were behind Tshabangu and were using him to decimate the opposition party to spite party leader Nelson Chamisa.
However, speaking to <a href="https://cite.org.zw/ncube-denies-controlling-tshabangu-blames-him-for-ccc-recalls/">CITE</a>, Ncube said he only got to know about the recalls when a friend based in the diaspora called to inform him. He said:
<blockquote>
The truth of the matter is that I, as an individual, first learned about the first wave of recalls from a friend in the diaspora.
They called me and said, ‘Nelson Chamisa has recalled people.’ I said, ‘No, that’s not possible.’ They insisted there was a letter in parliament recalling people.
I said, ‘It’s not possible. Give me the names of the people who have been recalled.’
They gave me the names, and I said, ‘Chamisa can’t recall the names of the people you are saying, because some of them are his closest friends and allies. It’s not possible.’
They said there was a letter, and they sent the letter signed by Sengezo Tshabangu.
I said, ‘But Tshabangu is not the interim SG of CCC.’ I called him asking if he signed it, and he said, ‘Yes, I wrote it.’
I said, ‘Like how? You do this without even telling some of us?’ He said, ‘We knew,’ using a plural pronoun, ‘we knew that you would not approve, but we did it.’

Ncube said the second wave of recalls occurred while he was mourning his late mother. He said:
<blockquote>
The people who came to the funeral said to me, ’73 people have been recalled,’ and I said, ‘Really?’ They said, ‘Yes, the letters have gone.’
I again called Tshabangu and said to him, ‘Have you recalled these people?’ He said, ‘No, I haven’t recalled people.’ 
So, I assured people that I had spoken to Tshabangu, and he said he has not recalled anybody.
Then when 23 people were recalled, I called him again. I said, ‘But you said you haven’t recalled anybody.’
He said, ‘No, I said I hadn’t recalled 73 people. I didn’t say I hadn’t recalled anybody.’
I said, ‘But surely you should have then said it’s not true that 73 people have been recalled, only 23 people have been recalled.’
So, this couldn’t have been happening if Tshabangu was not his own man. If Tshabangu was controlled by me, and I know for a fact that VP Biti didn’t control Tshabangu, he was as much in the dark as I was.

Chamisa eventually quit CCC alleging the party had been captured by ZANU PF through proxies.

"Tshabangu Was Acting Alone", Welshman Ncube Denies Complicity In CCC Recalls

The National Standing Committee of the Citizens Coalition for Change (CCC) faction led by disputed interim Secretary General Sengezo Tshabangu, held a meeting in Bulawayo on Saturday to select an interim president for the party.
During the meeting, it was decided that <a href="https://www.pindula.co.zw/Welshman_Ncube/">Welshman Ncube</a>, <a href="https://www.pindula.co.zw/Tendai_Biti/">Tendai Biti</a>, and <a href="https://www.pindula.co.zw/Lynette_Karenyi/">Lynette Karenyi-Kore</a> would serve as interim presidents on a rotational basis. Each leader will serve for 90 days or three months before passing the responsibilities to the next leader. Welshman Ncube, a lawyer and former Minister of Industry and Commerce, will be the first to assume the role.
<a href="https://www.pindula.co.zw/Jacob_Mafume/">Jacob Mafume</a>, a lawyer and the Mayor of Harare, was elected as the party’s national spokesperson, a position previously held by Promise Mkwananzi since August 2023, after taking over from Fadzayi Mahere.
The meeting also decided to reactivate the MDC 2019 congress posts, which means Chalton Hwende (Kuwadzana East MP) will resume the position of secretary general.
These office-bearers will serve until the party holds its elective congress to choose permanent leaders.
The CCC has been facing a leadership crisis since the aftermath of the 2023 harmonised elections when Tshabangu claimed that he was the party’s interim secretary general. He recalled some Members of Parliament and councillors, arguing that they were imposed on the electorate by Nelson Chamisa, the former party president and that they had ceased to belong to the party.
As the recalls continued, Chamisa resigned from the party, stating that it had been infiltrated and taken over by the ruling ZANU PF party and its allies in the CCC. Since Chamisa’s departure, factions within the party have been vying for control. Promise Mkwananzi asserted that he was the acting president until the party congress, which is yet to be announced. Additionally, some members have resigned from the party Parliament and local authorities in solidarity with Chamisa.

Brighton Mutebuka, a Zimbabwean lawyer based in the UK, has provided an update on the <a href="https://www.pindula.co.zw/2024/01/30/mkwananzi-informs-parliament-hes-the-acting-president-in-ccc-hints-on-bringing-chamisa-back/">purported ascendancy of Promise Mkwananzi to the post of acting President</a> within Zimbabwe’s opposition movement. He stated that Mkwananzi denied being captured by the regime and stated that there were no genuine warrants against him. He said:

Promise was in touch yesterday following my post. He protested against any insinuation that he might have been captured by the regime. These are his exact words: ” …. you could have just asked about the warrants and I would have gladly answered you. There was never a genuine warrant against me that time. It was just a way to derail my political activity.”
He also assured me that his ascendancy was above board and in the best interests of CCC in its unadulterated form while I also made it clear to him that I would seek corroboration from other parties as well.

Mutebuka said he attempted to communicate with Promise but received no response. He said:

When I later sought to afford him an opportunity to address the above issues, they were blue ticked meaning he read my messages but they went unanswered. I tried to call him but the call went unanswered. I finally sent him a text asking him to let me know when he would be free to have a chat. That was also blue ticked but not responded to.

Mutebuka mentioned that he learned from Mkawananzi’s colleagues that when he declared himself as acting president of CCC, it was not his own idea. Others approached him to protect the interests of the remaining members of CCC. The situation changed during a recent CNA meeting, where Mr. Timba took over from Promise to safeguard those interests. They acknowledged that their current actions would involve engaging in strategic political moves with the regime. Mutebuka added:

vii. He has thus failed the credibility/probity test. Warrants aren’t just cancelled, even when they are bogus, especially by a regime such as the Zim one. There is a legal/administrative process that is followed.
viii. Tshabangu’s reign of terror has effectively come to an end but not without wreaking havoc on Zim’s body politic unseen in generations and perhaps not to be seen in our lifetime.
ix. Via Tshabangu, ED has his two-thirds in sight while Nelson Chamisa has been forced out of office. It is Chamisa’s exit which has helped to smoothen/unlock/accelerate processes surrounding the release of the long-suffering Job “Wiwa” Sikhala.
x. CCC is dead. A new project is required which reflects on and addresses the cause of it’s demise. Those left in CCC now trying to resuscitate it are flogging a dead horse – regardless of the sincerity of their belief in how just they think their cause is.

Mutebuka concludes that the regime has successfully manipulated the opposition, causing them to fight amongst themselves for power, similar to a polygamous marriage where attention is sought.
<h3>Sihkala’s Release</h3>
The impact of<a href="https://www.pindula.co.zw/2024/01/30/job-sikhala-and-godfrey-sithole-handed-wholly-suspended-2-year-jail-sentences/"> Sikhala’s release</a> on the political landscape remains uncertain, as political figures like him are not typically released easily. Such a release can only happen with the approval of the political establishment, likely through a high-stakes arrangement on the political chessboard. Mutebuka believes that any such arrangement will not benefit the opposition, and the involvement of President <a href="https://www.pindula.co.zw/2024/01/31/tshabangu-negotiated-with-the-state-for-job-sikhalas-release/">Emmerson Mnangagwa’s lawyer and Tshabangu’s team signifies this.</a> Mutebuka says the timing and circumstances of Wiwa’s release are too conspicuous to be irrelevant, indicating a trade-off or political transaction behind the scenes. The nature of this trade-off will be revealed in due time.
Mutebuka suggests that Job’s release coinciding with Chamisa’s forced removal from CCC is too much of a political coincidence. The future will show whether their political paths will align or diverge. Zimbabwe Opposition Update: Promise Mkwananzi's Denial, Factional Struggles, And Sikhala's Release

Senior officials of the Citizens Coalition for Change (CCC) held a meeting on Sunday 28 January 2024 to address the leadership crisis that has worsened since the departure of Nelson Chamisa, the former leader. According to <a href="https://www.newsday.co.zw/local-news/article/200022432/ccc-to-name-chamisa-replacement-tuesday">NewsDay</a>, the party is set to announce Chamisa’s replacement on Tuesday, January 30, 2024. During the crisis meeting, Nqobizitha Mlilo was appointed as the new party spokesperson, with Caston Matewu and Discent Bajila as his deputies.

Chamisa left the main opposition in Zimbabwe, alleging that the party had been infiltrated and hijacked by the ruling ZANU PF and its allies within the CCC. Some CCC Members of Parliament and councillors have also left in support of Chamisa, who is reportedly establishing a new political group.
<h3>Rumours and more rumours</h3>
Karenyi Kore, Tendai Biti, and Welshman Ncube are considered the top contenders for the leadership position in the CCC. They were all elected as VPs by the <a href="https://www.pindula.co.zw/2019/05/27/mdc-congress-results-the-winners/">Gweru Congress of 2019.</a>
Meanwhile, there are reports that the party’s disputed interim secretary general, Sengezo Tshabangu, has reactivated the 2019 MDC Gweru Congress structures. However, Promise Mkwananzi, who has been the party’s spokesperson since August 2023, dismissed these reports and stated that the party would provide an official announcement.
Additionally, an unverified letter suggests that the party has decided to appoint Mkwananzi as the acting president until an elective congress is held within the CCC. The letter read:

Mkwananzi has not dissociated himself from the letter.
Former Information Minister Professor Jonathan Moyo commented on the situation, stating that the circus surrounding Mkwananzi’s claim as Chamisa’s successor reflects more on Chamisa himself and his attempts to create political distractions. Mkwananzi is known to be a close and trusted ally of Chamisa. He previously held the position of President of the Zimbabwe National Student Union (ZINASU) from 2006 to 2007. However, during his time as a student leader, Mkwananzi was expelled from the University of Zimbabwe. Mkwananzi greatly admires Nelson Chamisa whom he idolises.

Leadership Crisis: CCC Officials Meet To Address Chamisa's Departure, Set To Announce Replacement

The Citizens Coalition for Change (CCC) is alleging that two of its councillors, Ian Makone and Lovejoy Chitengu, were recalled by the ruling party, ZANU PF, with the assistance of imposters within the CCC. The recalls were orchestrated by Sengezo Tshabangu, who claims to be the CCC’s interim secretary general. However, senior party leaders, including Nelson Chamisa, dispute Tshabangu’s claims stating that the secretary general position does not exist. They believe Tshabangu is colluding with ZANU PF to weaken the CCC and remove elected officials aligned with Chamisa.
Tshabangu has denied these allegations, asserting that the recalled individuals had ceased to be members of the party and were imposed on the electorate by Chamisa during the August 2023 general election. He also dared recalled MPs to <a href="https://www.pindula.co.zw/2023/10/22/prove-i-am-not-ccc-interim-secretary-general-tshabangu-dares-recalled-mps/">prove that he was not the party’s interim secretary general.</a> He claims to have an <a href="https://www.pindula.co.zw/2023/12/22/tshabangu-declares-chamisa-is-not-allowed-to-use-his-face-outside-ccc-even-if-he-forms-a-new-party/">affidavit which proves that he was appointed the interim secretary general</a> of the party. In a statement seen by Pindula News, the CCC party said:

<a href="https://www.pindula.co.zw/2023/11/09/ccc-says-recall-of-harare-mayor-ian-makone-city-councillors-invalid/">The recall of Makone</a> and <a href="https://www.pindula.co.zw/2023/12/14/tshabangu-recalls-harare-mayor-lovejoy-chitengu/">Chitengu</a> has resulted in Jacob Mafume, a member of the CCC, being elected as the new mayor of Harare. But the party did not congratulate him suggesting its disapproval of Mafume’s election. Some CCC officials claim that Mafume has been collaborating with Tshabangu to destabilize the party. They allege that since Tshabangu and Mafume previously worked together in the Tendai Biti-led PDP party before it merged with other parties to form the MDC Alliance, Tshabangu is recalling CCC officials in an endeavour to reinstate former PDP members to influential positions within the CCC.
They say the alleged alliance between Tshabangu and ZANU PF will result in the ruling party gaining a majority in Parliament and influence in local government authorities. Tshabangu has denied all of these allegations.
Divisions within the CCC began before the August elections when the party implemented a <a href="https://www.pindula.co.zw/2023/11/11/biti-speaks-on-strategic-ambiguity-recalls-and-failure-to-be-in-parliament/">strategy called “strategic ambiguity”</a>, which <a href="https://www.pindula.co.zw/2023/11/22/ccc-constitution-proves-that-has-never-been-the-interim-secretary-general-lawyer/">concentrated power in the hands of Nelson Chamisa</a>, the party’s president. This strategy faced opposition from some senior party officials such as Tendai Biti, Welshman Ncube, and Chalton Hwende. The party claimed that this strategy was adopted to prevent infiltration by ZANU PF and security service agents.
In response to a follower’s comment about sellouts within the CCC, Chamisa stated that they deliberately delayed allocating positions to sift out the greedy individuals. He expressed a desire for genuine and committed members, adding that the power-hungry will be exposed in the long run. He said:

The only publicly known positions within the party are President and Spokesperson. Biti and Ncube used to hold interim vice president positions, but it appears that these positions were abolished before the elections. Kuwadzana East Member of Parliament (MP), Chalton Hwende, has urged Nelson Chamisa, the leader of the Citizens Coalition for Change (CCC), the main opposition in Zimbabwe, to engage in a conversation with Tendai Biti, Welshman Ncube, and Job Sikhala, senior officials of the party.
This comes amidst reports of tensions between Chamisa and the rest, who are dissatisfied with his leadership style. They claim he disregards constitutionalism, the rule of law, transparency, openness, and collective leadership. Furthermore, they accuse him of <a href="https://www.pindula.co.zw/2023/11/28/biti-accuses-chamisa-of-creating-a-parody-account-to-attack-him/">employing social media trolls to spread false narratives about them</a>, aiming to oust them from the party.

On the other hand, these officials are <a href="https://www.pindula.co.zw/2023/11/11/biti-speaks-on-strategic-ambiguity-recalls-and-failure-to-be-in-parliament/">accused of collaborating with the self-proclaimed interim secretary-general</a> of the party, Sengezo Tshabangu, to recall CCC Members of Parliament and councillors. However, they deny these allegations. Hwende, who is also accused of working with Tshabangu, emphasises the importance of unity within the party, acknowledging that while Chamisa is the best candidate to challenge the ruling ZANU PF party, cohesion is crucial. He said:

Hwende is not the first senior official in the CCC to express concern over the divisions between Chamisa, Biti, and Ncube. Coltart believes that despite facing challenges, these individuals have consistently shown their commitment to a free and democratic Zimbabwe. He emphasised that the only ones benefiting from the current divisions are the ruling ZANU PF party and corrupt leaders. Coltart called for remembrance of their dedicated work and hoped it would restore their relationships, enabling them to work together towards their shared goals since the formation of the <a href="https://www.pindula.co.zw/MDC/">MDC in September 1999.</a>
Tensions arose before the August 23-24, 2023 elections in Zimbabwe. Hwende: Chamisa Needs A Conversation With Tendai Biti, Job Sikhala, Welshman Ncube

David Coltart, a former Minister of Education in Zimbabwe, has expressed his disappointment at the reported divisions among Nelson Chamisa, Tendai Biti, and Welshman Ncube. Coltart believes that these three individuals, whom he refers to as “trusted friends”, have consistently demonstrated their commitment to a free and democratic Zimbabwe throughout the years, despite facing numerous challenges. In a recent post seen by Pindula News, Coltart, who now serves as the Mayor of Bulawayo, Zimbabwe’s second-largest city, stated that he firmly believes that his colleagues still possess a burning desire to liberate Zimbabwe from tyranny. He said on X:

It is disheartening, to say the least, witnessing the debate swirling around my friends @nelsonchamisa @Tbiti_campaign @Welshman_Ncube. Each one of these fine men is a trusted friend who has shown over decades his individual commitment to a free and democratic #Zimbabwe. The only ones benefiting from the current rancour are ZANU PF and corrupt tyrants. Inevitably after many years of struggle against a brutal, cunning regime, which is not bound by truth or common decency, emotions become frayed. That is further exacerbated by agent provocateurs whose role is to sow division.

Coltart called upon everyone to remember the dedicated work that each of these men has contributed. He expressed his belief that none of them have changed their desire to rid Zimbabwe of tyranny. Coltart hopes that this remembrance will serve as the seed that restores relationships between Chamisa, Biti, and Ncube, enabling them to work together to accomplish the goals they set in <a href="https://www.pindula.co.zw/MDC/">September 1999 when MDC was formed.</a>
<h3>Some Context:</h3>
There have been reports circulating on social media that Biti and Ncube, who have openly expressed their disagreement with Chamisa’s methods, are behind the recalls of Citizens Coalition for Change (CCC) MPs and councillors. These recalls were initiated by Sengezo Tshabangu, who claims to be the party’s interim secretary general. Tshabangu argues that the recalled members no longer belong to the party and were imposed on the electorate by Chamisa.
Both Biti and Ncube have vehemently denied these allegations. Biti stated that although he disagrees with Chamisa, <a href="https://www.pindula.co.zw/2023/11/11/biti-speaks-on-strategic-ambiguity-recalls-and-failure-to-be-in-parliament/">he will not act in a way that advantages ZANU PF</a>. Some speculate that Tshabangu has formed an alliance with ZANU PF, and the recalls are a deliberate attempt to secure a two-thirds majority for the ruling party in Parliament. The disagreements in the opposition party became clear in the runup to the 23-24 August 2023 harmonised elections. Biti and others were against Chamisa’s “strategic ambiguity”, and party’s identity, structural, strategic and procedural polity.

"Biti, Chamisa, Ncube Have Shown Over Decades Their Commitment To A Democratic Zimbabwe" - Coltart

Welshman Ncube has suggested that Nelson Chamisa is trying to “push others out” of the Citizens Coalition for Change (CCC) party. Ncube, a former <a href="https://www.pindula.co.zw/Ministry_of_Industry_and_Commerce" title="Ministry of Industry and Commerce">Industry and Commerce</a>, made these comments on X when William Zambezi asked if Ncube was involved in “illegal recalls” started by Sengezo Tshabangu. Tshabangu has been recalling CCC Members of Parliament and Councillors, claiming that they no longer belong to the party and were forced onto the voters by Chamisa. Zambezi, a former police officer, said:

</blockquote>
However, Ncube did not give a direct or clear answer. Instead, he said:

Then ask me the question if I had any prior knowledge of the 2nd set of recalls whose letters appear 2 have been written during the week I was mourning &amp; burying my mother &amp; I will answer that I didn’t &amp; again the lie detector dial will not move a millimeter. Now give me a break! U don’t dictate 2 me how I answer any question I choose to answer. But I will answer your question even though I believe that you are a team member of the trolls set up by the Emperor to push others out of the party.

The title “Emperor” is used for Chamisa, who is sometimes called Nero. This name comes from the Roman Emperor Nero Claudius Caesar Augustus Germanicus, who ruled from 54 to 68 AD. Nero was known for being luxurious and cruel. 
Ncube makes these comments at a time when some people are saying that certain important people in the CCC are involved in the recalls by Tshabangu. Ncube, Tendai Biti, and Chalton Hwende are some of the well-known people who are often accused of being part of this plan. They have said that these accusations are not true, but they do openly disagree with how Chamisa does things.

Welshman Ncube Suggests Chamisa Is Pushing "Others Out Of The Party"

Former MDC Alliance vice president Welshman Ncube on Wednesday claimed that he has been sidelined by Citizens Coalition for Change (CCC) leader Nelson Chamisa and as a result, he has no platform to condemn the recall of the party’s representatives in Parliament and councils by Sengezo Tshabangu.
Tshabangu is a former MDC-T provincial chairman, PDP activist, and now the self-proclaimed CCC interim secretary general.
Since October 2023, Tshabangu has recalled over two dozen MPs and senators and over 60 councillors, claiming they ceased being members of the party.
CCC activists loyal to Chamisa have been demanding that Ncube and Tendai Biti, who were both vice presidents in the MDC Alliance before the party was abandoned to form the CCC in January 2022, should speak out and condemn Tshabangu.
Ncube and Biti have been absent from the party’s major political gatherings in the run-up to the elections and after the elections.
When CCC supporter Chris Chidarikire confronted Ncube on X over why he hadn’t attended the party’s structure called the Citizens National Assembly (CNA), Ncube said: “Am I a member of CNA? If so, how did I become a member?”
When Chidarikire rephrased his question to ask if Ncube was “in the leadership” of the CCC, he appeared to suggest that he should be, but he was not because the party had unconstitutionally abandoned its structure. Ncube said:

As of January 22, 2022, I was vice president of MDC Alliance which on that date by resolution of its National Council resolved to reconstitute itself as CCC and participate in the March 2022 by-elections under that name. At that meeting, the National Council didn’t resolve to dissolve itself.

When challenged to condemn Tshabangu, Ncube said he doesn’t have the mandate to do so as he is no longer in leadership structures. He said:

Critics argue Chamisa collapsed the structures he had in the MDC Alliance to concentrate power on himself resulting in a fallout with some of the founders of the party among them Ncube and Biti.
Chamisa insists CCC has no links whatsoever with the MDC Alliance, saying it’s a new political party altogether.

Welshman Ncube Contradicts Chamisa, Says CCC Is MDC Alliance Rebranded

A CCC senior official, Welshman Ncube, has called for the urgent implementation of electoral reforms on voter registration, transparency of the voter’s roll, and the right of political parties to freely campaign.
Zimbabwe is only a few months away from holding general elections which are scheduled for 2023 but opposition political parties claim the political field is tilted in ZANU PF’s favour.
Ncube made the comments following the launch of CCC’s Pre-Election Pact on Electoral Reforms (PREPARE), which calls for electoral reforms before the next elections. Said Ncube:

As provided in the constitution, voter registration must be continuously accessible to people.
This thing of saying that outside the outreach programme, you can only register at the Zimbabwe Electoral Commission (ZEC) offices like in Bulawayo is wholly unacceptable.
It means people have no effective access to voter registration.

Ncube also claimed that the delimitation of constituencies has not been done openly whilst time is running out.
He warned that going into an election without implementing electoral reforms will result in disputed results. Said Ncube:

If ever you are a government where the majority of people don’t believe it is there by virtue of their sovereign right or that they put that government there, that government will never have the moral and political authority to lead effectively.
Hence you continue to have the characteristics of a failed state, a failed economy, politics and a failed everything.
No one will be convinced about the outcome and resultantly the government is never going to be able to change the fortune of the country.
So it is important for all parties to recognise that it might be late but there is an urgent need for genuine sincere dialogue over some of these issues.

Time Running Out For Electoral Reforms - Welshman Ncube

MDC Alliance Vice President, Welshman Ncube has reportedly been advised by former MDC Chief Communications Strategist Gifford Mehluli Sibanda to quit politics and focus on building a legacy in law and agriculture.
Sibanda reportedly wrote on Saturday urging Ncube and other MDC officials including former Minister of Education, David Coltart to pursue law and or farming. He said:

Morning cdes, I hope one day we may have a conversation and agree to send one or two of our comrades to convince Prof Welshman Ncube to quit politics n pursue setting up a law school at either NUST or Lupane together with the likes of Josphat Tshuma, David Coltart, Promise Ncube and Majwabus.
Ncube must also be advised to excellently set up his farm infrastructure to suit the needs for both crop and animal husbandry research for the benefit of the region. It is my humble opinion that through this, it will give him a better legacy, than this MDC project. </blockquote>
Sibanda reportedly added that his desire was to save Ncube and help him leave a lasting legacy than pursuing a failed political career.
Before joining the MDC Alliance in 2018, Ncube’s political career seemed to have reached the endgame after parting ways with the mainstream MDC in 2005.

Welshman Ncube Advised To Quit Politics -  REPORT

MDC Alliance Vice PresidentWelshman Ncube has said that the party was preparing a strong response to the recalling of party legislators from Parliament.
He claimed that everything which is being done by reinstated MDC leader, Thokozani Khupe and her associates was a game planned together with or by the ruling ZANU PF. He said:
<blockquote>We won’t take it lying down. In the next few days, you will know what we will do and it will be a strong response. The organs of the party will make the decisions. People have seen what has happened.</blockquote>
Meanwhile, reinstated MDC Secretary General, Douglas Mwonzora has written a letter to the Zimbabwe Republic Police seeking assistance in removing members of the MDC Alliance who are refusing to vacate Harvest House.
This Wednesday, the MDC Alliance leadership held a meeting which resolved that party legislators will be boycotting Parliamentary sessions in response to the recalling of their colleagues.

Welshman Ncube, MDC Vice President was forced to completely give up presenting his manifesto to the party voting structures in Bulawayo on Monday, ZimEye reports.
It is alleged that Ncube opted out of the dialogue after rumors reached him that some elements had planned to humiliate him.
When Ncube arrived late at the event after other nominated candidates had made their presentations, he was received by little jeer as he walked into the room.
Ncube was snubbed by the Matebeleland province during the nomination process.

Welshman Ncube Forced To Abandon Speech In Bulawayo

The leader of the smaller MDC party, Professor Welshman Ncube has been accused of firing the party’s deputy national spokesperson Mbuso Siso because he ran against his son. Siso will be representing the MDC Alliance in Bulawayo’s Ward 2 in the July 30 elections. Writing on his Facebook page, Siso said,
<blockquote>I’ve been dismissed by Professor Welshman Ncube as the party deputy) national information and publicity secretary all because he attempted to bless his son Nkanyiso Brezhnev Mathonsi with Ward 2 Bulawayo central seat that was negotiated on my behalf to be the candidate…Thank God, I succeeded to block him as the candidate and his father for his dictatorship behaviour. Professor Welshman Ncube should be stopped immediately for his unbecoming behaviour he is no difference with the Mugabe regime which attempted to create a dynasty by imposing his wife.</blockquote>
However, MDC national spokesperson Mr Kurauone Chihwai dismissed the claims saying Siso had actually been fired for bringing the party’s name into disrepute.

MDC Spokesperson Allegedly Fired For Standing Against President's Son

Welshman Ncube the spokesperson for the Nelson Chamisa led MDC Alliance coalition has said that this year’s Zanu-PF Election Manifesto speaks to the issues of the people. Ncube said that it was a refreshing change from the previous manifestos. Speaking to NewsDay, Ncube said
