ZANU PF’s bid to extend President Emmerson Mnangagwa’s presidency beyond 2028 is reportedly gaining traction, with several party structures rallying nationwide support for the plan.
Mnangagwa’s current term is constitutionally set to end in 2028, marking the completion of his second and final term as President. Despite this, there are growing calls within his party to extend his tenure.
The President has repeatedly said that he has no intention of staying in office beyond the end of his second term in 2028.
Despite Mnangagwa’s position, various ZANU PF affiliates and structures, which played key roles in his previous campaigns, have openly endorsed the idea of extending his presidency until 2030.
Last weekend, ZANU PF chairpersons from all 10 provinces gathered at the President’s Precabe farm in Kwekwe, where they reaffirmed their commitment to pushing for the extension of Mnangagwa’s term to 2030.
In an interview with the <a href="https://www.theindependent.co.zw/local-news/article/200035887/plot-to-keep-mnangagwa-in-power-beyond-2028-thickens">Independent</a>, ZANU PF spokesperson Chris Mutsvangwa said that the party plans to promote Mnangagwa’s achievements since taking office in 2017 as part of the campaign to extend his presidency. Said Mutsvangwa:

The party is preparing for the eventuality of implementing the 2030 resolution.
This entails mass awareness of the sterling record of President Emmerson Dambudzo Mnangagwa as a deliverer of rare calibre statesmanship.
At the end of the day, the party membership works for, prays and hopes for resonance with the all-important electorate.
The party organs and mass structures are now mobilising to parry aside any distractions as he discharges his second term. They are keen to see much more of the development dividend.
He will garner overwhelming membership support on merit and track record of performance and delivery. This is why his detractors are quaking.
They are hankering to turn him into a lame-duck leader through a foisted and premature anointment of an incompetent successor.

ZANU PF is set to hold an elective congress in 2027, ahead of the harmonised elections scheduled for 2028.
ZANU PF Harare provincial chairperson, Goodwills Masimirembwa, told The Independent that the party is awaiting a constitutional amendment that would allow President Mnangagwa to remain in office beyond 2028. Said Masimirembwa:

Implementation of National Conference resolutions is done by ZANU PF national leadership, not by provinces. Harare Province adopted the 2030 resolution together with other provinces. Nothing has changed.
We remain in full support and look forward to the amendment of the constitution or passing of other legal instruments to enable His Excellency Dr E D Mnangagwa to continue serving as State President beyond 2028.
ZANU PF provinces are not in the business of thinking about other candidates during the term of an incumbent. Our total and undivided loyalty is to His Excellency Dr Emmerson Dambudzo Mnangagwa.

Mnangagwa is currently limited by the constitution, which permits only two five-year terms in office.
Even if the constitution is amended, certain provisions would still prevent the incumbent from benefiting.
These provisions would require a referendum to be amended for Mnangagwa to remain in office beyond 2028.

The party is preparing to campaign for this extension. The constitution currently limits Presidents to two terms, but ZANU PF is looking to change that. The final decision will need a referendum. President Mnangagwa has said he doesn't plan to stay in power after 2028, but his party members want him to continue.

Mnangagwa's Presidency Extension Gaining Momentum

Three ZANU PF provinces—Harare, Masvingo, and Mashonaland East—have reiterated their calls for President Emmerson Mnangagwa to lead the country until 2030, in line with a resolution adopted at the party’s Annual National People’s Conference.
According to <a href="https://www.newsday.co.zw/local-news/article/200035453/zanu-pf-rolls-out-ed2030-campaign-drive">NewsDay</a>, the ruling party has launched a nationwide campaign, holding inter-district meetings across the country to advocate for the extension of Mnangagwa’s presidency and to identify party members who oppose the move.
Mnangagwa’s current second and final term is set to end in 2028, and any extension would require an amendment to the national constitution.
Mnangagwa has, however, said he will not seek a new term at the end of his current term in 2028 insisting that he is a constitutionalist.
Over the weekend, ZANU PF provincial chairpersons presented a unified message at the meetings, suggesting a coordinated push for Mnangagwa’s term extension.
Addressing ZANU PF inter-district meetings in Zone 3 Kuwadzana and Zone 4 at the Harare provincial offices on Sunday, Harare provincial chairman Godwills Masimirembwa announced that a key resolution was to extend Mnangagwa’s term from 2028 to 2030. He said:

The position is that the resolution was adopted at the conference. As Harare province, we will continue to humbly call on President Mnangagwa to accept the wishes of the people for him to serve beyond 2028.
We have heard what has been said by the party’s Secretary for Legal Affairs, Cde Patrick Chinamasa, but we as President Mnangagwa’s children are happy with his performance.
We are excited by his leadership, and we continue to knock on his door, humbly requesting that he accept our pleas to enable the process of amending the constitution to take place.
The good thing though is that Cde Chinamasa indicated that it is possible to amend the constitution and therefore it is possible to act lawfully, and constitutionally to extend the term of office of the President or to come up with a legal mechanism that will allow the President to serve up to 2030.

Addressing an inter-district meeting in Chikomba on Sunday, Mashonaland East provincial chairman Daniel Garwe said:

The thematic committee which presented on that was led by Cde Chinamasa and he presented the resolutions as they are.
After he presented that, we did not see anyone, or people or organisations who objected to the resolutions which then means everyone at the conference was satisfied by all the resolutions including the 2030 one.
Our appeal is that you give the feedback as it is, not a distorted one. All the resolutions were adopted and this should be conveyed to people during inter-district meetings.
The President said when his term is over, he will leave, he also said that he is a constitutionalist, yes, he is. This is according to the constitution. But let us not mix the constitution and vision.
President Mnangagwa has a vision and he needs support, loyalty and endurance. The vision has a destination.

Addressing a Provincial Coordinating Committee (PCC) meeting on Saturday, ZANU PF Masvingo provincial chair Robson Mavhenyengwa said:

We will be taking our conference resolutions to the grassroots in the district because we are coming from our conference (Annual National People’s Conference) and the top amongst the resolutions that we are taking to the grassroots is that President Mnangagwa should remain in office until 2030, that resolution was supported by all provinces (of the party) and that will be our number one resolution when we go to the people in the grassroots.
We are saying as Masvingo province we are solidly behind President Mnangagwa’s vision and we fully support that he remains in office until 2030.

Three ZANU PF Provinces In Coordinated Push For Mnangagwa's Term Extension

ZANU PF deputy president Constantino Chiwenga has urged the party to focus on improving Zimbabweans’ lives and boosting the economy.
Addressing party delegates at the ongoing 21st National People’s Conference in Bulawayo, Chiwenga did not support the “2030 Mnangagwa” campaign, which seeks to extend President Mnangagwa’s rule beyond the two-term limit.
While many delegates from Harare, Midlands, Mashonaland, and Matabeleland provinces have called for Mnangagwa to lead until 2030, Chiwenga chose to address economic and food security issues instead of endorsing a third term for Mnangagwa. He said:

It is therefore essential that we use this conference to develop resolutions that drive industrialisation and propel our economic trajectory towards modernisation.
This will fulfil the vision of our President for the realisation of Vision 2030. As the ruling party, we should value and never take for granted the trust that the people of Zimbabwe place in us through their votes.

Chiwenga emphasised the supremacy of the party over the government, urging the implementation of party conference resolutions to improve livelihoods and ensure economic growth.
He stressed the importance of disciplined leadership, innovation, and industry, advocating for an education system aligned with learners’ needs and supported by research and technology.
Chiwenga also underscored the need for a stable currency to boost trade and commerce and called for economic empowerment to take precedence over political consolidation, promoting industrialisation and modernisation in line with Vision 2030. He said:

As such, we gather here to review the implementation of resolutions from the 20th National People’s Conference held in the Midlands in 2023.
Our revolutionary party president continues to ensure that the development of our nation leaves no one and no place behind.
With the conclusion of the National Development Strategy (NDS1) nearing, this conference gives us the opportunity to create strategies to overcome challenges such as the El Niño drought, the COVID-19 pandemic, and food security issues…
Our growth must ensure equitable development, leaving no one and no place behind.

Chiwenga, despite his hesitance to support Mnangagwa’s bid for a third term, acknowledged Mnangagwa’s significant contributions to ZANU PF and praised his leadership in agriculture, mining, and tourism.
He said Mnangagwa has been a key figure in Zimbabwe’s political landscape since the 1960s, describing him as a loyal and dedicated member of the party.
Chiwenga commended Mnangagwa for his role in resisting white minority rule and highlighted his resilience against neo-colonial challenges like illegal sanctions, reflecting the spirit of “hunhu” and “ubuntu.”
The Vice President concluded his speech by urging ZANU PF members to remain united and disciplined in their mission to build a peaceful and prosperous Zimbabwe. He said:

I urge you all to be disciplined cadres, work together, and uphold our core values of peace, unity, and development as we strive to improve the lives of our people.
Let us learn from the president, in whom we have total confidence, as a peacebuilder, unifier, and champion of development.

Chiwenga Sidesteps "2030 Mnangagwa" Campaign In ZANU PF Conference Speech

The latest Afrobarometer survey in Zimbabwe shows that 8 out of 10 Zimbabweans (79%) support constitutional provisions limiting the president to a maximum of two five-year terms.
The survey found strong support for the current constitutional arrangement that limits the president to two terms.
Support for presidential term limits is higher among men (81%) than women (76%), and higher in urban areas (85%) compared to rural areas (74%).
The level of education also correlates with support for term limits, rising from 69% among those with primary schooling or less to 87% among those with tertiary education.
The survey also found that about two-thirds (68%) of Zimbabweans favour having multiple political parties to ensure voters can select their leaders.
Again, support for multiparty competition is higher among the more educated (80%) and urban residents (71%) compared to those with secondary schooling or less (60-66%) and rural residents (65%).
Just 20 per cent of respondents supported scrapping these term limits, while only 1 per cent said they “don’t know” or declined to offer an opinion.
Geographically, Mashonaland West province exhibits the highest support for multiparty competition at 85%, in contrast to only 59% in Harare.
The Afrobarometer team in Zimbabwe, led by the Mass Public Opinion Institute (MPOI), conducted face-to-face interviews with 1,200 adult citizens between June 1 and June 15, 2024.
Overall, the Afrobarometer findings suggest strong public opposition to any moves to extend President Emmerson Mnangagwa’s rule beyond the constitutionally mandated two terms, with the more educated and urban Zimbabweans being the most vocal in their rejection of such attempts.

A survey in Zimbabwe showed that 79% of people support having a limit of two terms for the president. Men and city people were more supportive. Most people also want more than one political party to choose from. Only 20% wanted to get rid of the term limits. The survey was done by talking to 1,200 adults in June 2024. People don't want the president to have more than two terms, especially those who are educated and live in cities.

Opposition politician Elisabeth Valerio, who was the only female presidential candidate in the 2023 general elections, says many politicians in the ZANU PF-led government have betrayed the people of Zimbabwe by focusing on their re-election in 2028 instead of focusing on fulfilling the promises they made to the electorate in the run-up to the previous general elections.
Despite President Emmerson Mnangagwa twice categorically saying he will leave at the end of his constitutionally-mandated two terms in 2028, Valerio believes Zimbabweans are being taken for a ride.
Posting on X, the United Zimbabwe Alliance (UZA) president said Zimbabweans are not calling for a third term; they are demanding effective governance, protection and quality public service delivery. Wrote Valerio:

It has just been one year since the 2023 presidential elections. We expect the government of Zimbabwe to be entirely focused on fulfilling promises made to the people.
BUT, instead – many politicians in our government are already fixated on securing their positions for the next term. This blatant disregard for the needs of the electorate is a betrayal of the trust that was placed in them.
President Emmerson Mnangagwa himself seems to have employed a strategy of reverse psychology, suggesting an intention to step down, only to be “persuaded” to stay on.
This charade is nothing more than a ploy to cling to power at all costs. We have also witnessed senior members of ZANU PF endorsing a third term for President #Mnangagwa.
This manoeuvre is not only unconstitutional – it represents a dangerous precedent. The Constitution of Zimbabwe (the supreme law of the land) unequivocally outlines the presidential term limits.
It is therefore highly troubling and unacceptable that some are seeking to undermine this Constitution, solely to serve the ambitions of a single individual.
Zimbabwe should not be held hostage by the whims of a ruling party that lacks a coherent and democratic succession plan.
The politics of power without accountability and without delivering on its mandate to the people is a grave injustice to our nation.
The citizens of Zimbabwe are NOT calling for a third term; they are demanding effective governance, protection and quality public service delivery.
The voice of the people is clear – no one is above the law, and we must never again make the mistake of allowing a dictatorship to take root in our beloved country.
As a nation, we must stand firm and united in defence of our democracy. We must ensure that political leaders are held accountable by the same laws and standards that apply to every citizen.
Zimbabwe deserves leadership that respects the rule of law, honours the will of the people, and is committed to the betterment of every Zimbabwean citizen.

Zimbabweans Want Jobs, Clean Water, Electricity; Not A Mnangagwa Third Term, Says Valerio

A traditional leader in Mashonaland East Province, Chief Seke, has been taken to court for allegedly chanting a slogan in support of amending the Constitution to allow President Emmerson Mnangagwa to extend his term beyond 2028, reported <a href="https://www.newsday.co.zw/local-news/article/200031777/traditional-leader-in-trouble-over-ed-2030-campaign">NewsDay</a>.
Stanley Chimanikire, the designated Chief Seke, faces legal action from pro-democracy campaigner Esther Vongai Zimudzi, who claims he publicly endorsed the “Mnangagwa 2030” slogan.
This incident reportedly occurred during a recent address at a meeting in the Seke communal lands. He allegedly said:

2030 VaMnangagwa vanenge vachitonga, Pamberi neZANU PF. Pasi nemhandu, which loosely translates to “Mnangagwa will still be ruling in 2030, forward with ZANU PF, down with the enemy”.

In an application filed by Zimudzi’s lawyer, Obey Shava of the Zimbabwe Lawyers for Human Rights (ZLHR), pro-democracy campaigner Zimudzi alleges that Chief Seke violated several provisions of the Constitution.
She cites Section 281 of the Constitution and Section 45 of the Traditional Leaders Act, arguing that Chief Seke’s endorsement of President Mnangagwa and his pledge of allegiance to ZANU PF is unconstitutional.
Zimudzi contends that her political rights and the expectation of impartial and apolitical conduct by traditional leaders have been infringed upon.
Zimudzi claims that Chief Seke’s statements violate Sections 67(1) and (2) of the Constitution, which guarantee political rights, as well as Section 281, which mandates that traditional leaders remain impartial and non-partisan.
In her application, Zimudzi has named the National Council of Chiefs, Local Government Minister Daniel Garwe, and Attorney-General Virginia Mabhiza as respondents.
The matter is yet to be scheduled for a hearing at the High Court. Zimudzi seeks an order compelling Chief Seke to retract his partisan statements published in national newspapers and requests that the National Council of Chiefs initiate disciplinary proceedings against him.
While President Mnangagwa’s second and final term is set to expire in 2028, some of his loyalists within ZANU PF are pushing for an amendment to the Constitution that would allow him to remain in power until 2030.
However, Mnangagwa has repeatedly affirmed his commitment to stepping down at the end of his constitutionally mandated two terms in 2028.

Traditional Leader Sued For Endorsing Term Extension For Mnangagwa

Tshinga Dube, a retired colonel in the Zimbabwe National Army (ZNA) and a member of the ZANU PF Politburo, has criticised party members who are urging President Emmerson Mnangagwa to extend his term beyond 2028, calling their motivations selfish.
Speaking at Lady Stanley Cemetery during the burial of liberation war hero Killion Dube, who passed away at the age of 89 on August 25 due to hypertension, Dube said it is premature to discuss ZANU PF succession.
The iconic war veteran expressed concern that such discussions could tarnish Mnangagwa’s legacy, particularly given his significant contributions to the liberation of the country and his ongoing role in its development. Said Dube (via <a href="https://www.newsday.co.zw/local-news/article/200031778/be-wary-of-mnangagwas-advisers-tshinga-dube">NewsDay</a>):

There are various opinions on the succession issue. Most of the members of the party have said he should hang on to power, but he has said that he will follow the Constitution.
We have not heard him saying he wants to cling on to power beyond his term of office but we should know that while men propose, God disposes.
We do not know what is going to happen in four years to come, even spirit mediums do not know, only God knows. Advisers are problematic, those advising him are only looking at things that benefit themselves.
We must be careful with the advice that we give to the President so that it does not benefit individuals only because we want his legacy to remain; these things can destroy his legacy after working so hard as a minister, surviving hangman’s noose and at the end of the day his legacy is destroyed like that.

Dube said the upcoming ZANU PF conference was administrative and not an elective one.
The ZANU PF 21st National People’s Conference will be held at the Zimbabwe International Trade Fair (ZITF) Grounds in Bulawayo from October 22 to 27, 2024.

Tshinga Dube, a member of ZANU PF, criticized party members who want President Mnangagwa to extend his term. He said it's too early to talk about who will lead after Mnangagwa. Dube thinks these discussions can harm Mnangagwa's good work and reputation. He also warned the President's advisors could be selfish and not think about the country's best interests. Tshinga Dube: Calls For Mnangagwa To Extend Term Are Selfish And Premature

Zimbabwe National Liberation War Veterans Association (ZNLWVA) Masvingo provincial chair Tendeukai Chinooneka said that they support ZANU PF’s stance in the province calling for an extension of President Mnangagwa’s term beyond 2028 when his second and final term is set to conclude.
ZANU PF structures are calling for Mnangagwa to remain in office past 2028 to ensure the realisation of his vision of transforming Zimbabwe into an upper-middle-income society by 2030.
Chinooneka’s remarks follow a dissenting opinion from some war veterans in Masvingo Province, who said that Mnangagwa should respect the Constitution and step aside when his current term ends. Said Chinooneka (via <a href="https://www.herald.co.zw/masvingo-war-veterans-fully-behind-ed-continued-leadership/">The Herald</a>):

We have more than 4000 war veterans in Masvingo province and what is being said in other press reports that war veterans do not support President Mnangagwa’s continued stay in office beyond 2028 is not a true reflection of the situation on the ground.
There are just one or two individuals who are expressing their individual opinions. The correct position is that we stand with what the party (ZANU PF) says and here in Masvingo the ruling party has said they want President Mnangagwa to remain in power beyond 2028 and we are also guided by that.

Some ex-combatants in Masvingo Province described efforts to keep Mnangagwa in power beyond 2028 as “crazy”.
Speaking to <a href="https://tellzim.com/masvingo-war-vets-resist-mnangagwa-third-term-bid/">TellZim News</a>, a war veteran named Western Ezrah from Masvingo condemned the individuals who were “misleading the President” by asking him to violate the constitution. He said:

In 2013, the people of Zimbabwe, whom we liberated through the war of liberation, wrote a constitution.
The same people whom we freed are the ones calling for the breaking of the same constitution they wrote. 
Calling for a third term is madness, the constitution is clear and the president should abide by it.
So those who are pushing him to continue are really mad.
</blockquote>
Ezrah added that ZANU PF had clear guidelines in place and that those individuals pushing for a third term for President Mnangagwa had no real understanding of the party’s origins or its long-term vision. He said:
<blockquote>
People do not know where ZANU PF is coming from and if you look closely you will see that those calling for the extension of the term limit have no background of the liberation and the party itself.
The party has a hierarchy and that hierarchy was used since the war of liberation and if you look at the presidium you will see who is supposed to take over.
Even culturally, the elders eat first and because we are a cultured people, the elders lead first in their order.

Masvingo War Veterans Chairman Backs ZANU PF's Call For Mnangagwa's Term Extension

ZANU PF is pushing for constitutional amendments that would allow President Emmerson Mnangagwa to extend his term beyond 2028 when his second and final term is set to expire.
The party is currently preparing for its 21st Annual People’s Conference, which will be held at the Zimbabwe International Trade Fair Grounds in Bulawayo from October 22 to 27.
It is at this conference that the proposed amendments may be adopted and then presented to Parliament, where ZANU PF holds a significant majority and enjoys the compliance of the opposition CCC faction led by Sengezo Tshabangu.
In the lead-up to the conference, ZANU PF’s Harare Province held its provincial inter-district conference on Sunday.
The purpose of this meeting was to formulate draft resolutions that will be presented to the party leadership at the annual conference in Bulawayo.
According to ZANU PF Harare provincial chairman Godwills Masimirembwa, the most critical resolution that emerged from the provincial inter-district conference was the recommendation that President Mnangagwa should continue to lead the country beyond 2028. Said Masimirembwa:

The most critical issue which comes is that the Constitution of Zimbabwe must be amended to enable him to continue to lead beyond 2028.
We are aware that there are constitutional limitations; first of all, it says the President serves for a maximum of two terms of five years each.
There is that window of extending the number of years for each term, or tentatively we can remove the term limit from two terms to three terms or scrap the term limit altogether.

According to Masimirembwa, the ZANU PF Harare inter-district conference also recommended amending another constitutional limitation – the clause that prohibits any constitutional changes from benefiting the incumbent president.
However, lawyer Thabani Mpofu argued that a constitutional amendment would not provide any legitimate benefits to Mnangagwa. He wrote on X:

The constitutional provision that restricts a president to a maximum of two terms is a term limit provision.
As such, any successful amendment to this provision cannot be applied retroactively to benefit the incumbent.
In simple terms, Mnangagwa is constitutionally ineligible to benefit from an extension of the presidential term limit.
Therefore, any attempt to do so would not only be futile but also a blatant violation of constitutionalism.

Marian Chombo, the Minister of State for Mashonaland West Provincial Affairs and Devolution spoke about the various developmental projects that she claimed have taken shape under President Mnangagwa’s leadership.
Tapiwa Masenda, the provincial youth chairperson, stated that young people also believe Mnangagwa should remain in power at State House to complete the developmental projects that benefit Zimbabwean youth.
The sentiments expressed by Mliswa and Chikoka were echoed by Constance Shamu, the Women’s League chairperson, and Happison Muchechetere, the War Veterans League chairman. Said Shamu:

This call from Kasukuwere comes in the wake of a coordinated campaign being driven by ZANU PF provincial structures, as well as women and youth groups within the ruling party, for the 81-year-old Mnangagwa to continue ruling the country until 2030.
Mnangagwa, who has been in government since 1980, had previously announced that he would retire at the end of his current and final five-year term, which is set to expire in 2028.
However, the recent push by ZANU PF elements for him to stay in power beyond this timeline has raised concerns about a potential constitutional breach.
Posting on X on Sunday night, Kasukuwere called on Zimbabweans to resist any efforts by Mnangagwa to extend his rule or seek a third term, saying such a move is “careless and dangerous”. He wrote:

The ill-fated 2030 mobilisation by factional interests within ZANU PF must be resisted. The current government is yet to complete a year in its second term of office. ED was sworn in for the second and last term on the 4th of September 2023.

Garwe requested that Munyaradzi Machacha, the ZANU PF national Political Commissar who officiated the meeting, convey this message from Mashonaland East to President Mnangagwa.
The provincial party’s call for Mnangagwa to stay in office beyond his announced retirement date contradicts the president’s earlier statement and raises questions about the potential for an extension of his term or a third run for the presidency. In response to the request from Garwe, the party’s national Political Commissar, Munyaradzi Machacha, promised to convey their message to Mnangagwa. He said:

You know it is hard to lead but when the people you lead plead for you to continue leading them, it brings joy.

According to political analyst Brighton Mutebuka, there is a looming “final showdown” brewing between Mnangagwa and Vice President Constantino Chiwenga over the control of the ruling ZANU PF party and the Zimbabwean government.
The speculation around a potential power struggle between Mnangagwa and Chiwenga has been a subject of much debate within Zimbabwe’s political landscape.

ZANU PF Mash East Calls On Mnangagwa To Remain In Office

The ZANU PF War Veterans League has joined other party provinces and wings in calling on President Emmerson Mnangagwa to reconsider his decision not to seek re-election when his current term expires in 2028.
The Constitution of Zimbabwe allows for a maximum of two presidential terms, meaning Mnangagwa cannot legally seek a third term in office.
On 04 July 2024, Mnangagwa had pledged not to seek a third term, reaffirming his respect for the constitutional term limits.
However, in an with ZBC News on Wednesday night, ZANU PF Secretary for War Veterans, Ex-Political Prisoners, Detainees and Restrictees Douglas Mahiya, said the war veterans’ league will try to persuade Mnangagwa to continue in office beyond 2028.
Mahiya argued that this would enable Mnangagwa to fully implement his Vision 2030 agenda of transforming Zimbabwe into an upper-middle-income society. Said Mahiya:

The question (is not) whether he wants to rest or not, we can beg him to stay so that we benefit from his capabilities.
We don’t go about complying with individual thinking, expressions or understanding, we stick to the original principles of the revolution.

The ZANU PF Masvingo Province was the first to publicly call for Mnangagwa to stay in power beyond his current term, followed by the ZANU PF Midlands Youth League.

However, speaking during an X Space debate titled: “Mnangagwa Succession: Is the ED2030 Campaign Dead in the Water?” organised by NewsDay on Thursday evening, several commentators said Mnangagwa was not being honest.
MDC-T leader Douglas Mwonzora said President Mnangagwa did not commit to step down as the President of the country, but rather only as the leader of his political party. Said Mwonzora:

The opinion is that President Mnangagwa said ‘I am not going to run for a third term as Zimbabwean President’. That is not what President Mnangagwa said.
He said he would not stand again as a ZANU PF president. He did not talk of the national presidency and this is where people are being taken for a ride.
If the President believed that he was ruling out running for national presidency, he would have said that.
You don’t need to be a president of a political party to be elected president of a country.

Former Foreign Affairs minister Walter Mzembi, who was forced into exile at the height of the November 2017 military coup that deposed the late former President Robert Mugabe, said:

Mnangagwa has cleverly punctured the ball, so we are playing a deflated ball all of us because he has taken the steam out of the debate by announcing that he will abide by the Constitution and depart the stage by 2028.
However, the politics is speaking to a different ball game. Two fundamental questions arise whenever an extension is sought, whether legal or illegal and in this case, unconstitutional.
You either have been playing the game very well to the enjoyment and satisfaction of your audience which then demands an encore that they want more of you or secondly, you are, as in the game of football, in a deadlock and then extra time determines the result.

Political analyst Effie Ncube urged Mnangagwa to respect the Constitution and hand over power peacefully when his term ends. Said Ncube:

First, for ZANU PF, it has never passed on power from one leader to another peacefully, through a congress, while the other leader is still in office. That has never happened since 1980. They must do so.
As a country also, we have never done that. We must do so. This is the legacy that will live longer.
We must learn a new way of doing things, passing power from one to the other peacefully as outlined in the Constitution of Zimbabwe.

Meanwhile, ZANU PF information director Farai Marapira dismissed suggestions that President Mnangagwa intends to cling to power, despite the president’s own assertions to the contrary. He said:

He is not interested in a third term. What then happens is that our internal democracy, maybe Mr Mzembi has not seen that ZANU PF has taken a big turn to democracy, people are allowed to speak their minds and we do not punish or chase out people for speaking out their minds even if the President has been saying something different.
We are a party in which the President listens and allows people to speak their minds. This must be a new phenomenon to him [Mzembi] because when he had his time, there was no tolerance for people to speak their minds.

MDC president Douglas Mwonzora has accused the Citizen Coalition for Change (CCC) and its Members of Parliament of assenting to President Emmerson Mnangagwa’s alleged plans to run for a third presidential term or seek an extension of his current one.
Addressing reporters in Bulawayo, Mwonzora dismissed Mnangagwa’s recent assertion that he will not seek a third term and will retire at the end of his second and final term in 2028.
Mwonzora alleged that the CCC lawmakers have tacitly approved Mnangagwa’s purported plans to remain in power beyond the constitutionally mandated two-term limit. Said Mwonzora (via <a href="https://cite.org.zw/mwonzora-alleges-ccc-mps-complicit-in-mnangagwa-third-term-agenda/">CITE</a>):

The president’s party ZANU PF is talking about his presidential term ending in 2030. We know they want to extend the term of office by another term but their ZANU PF lawyers are aware that extending a term may be difficult so they want to extend the presidential term to say it is not five years but now seven years.
Most of their leaders are in agreement. This is selling out Zimbabwe’s constitution, and the people and is selfish because these MPs want to stay in Parliament for as long as possible.
Others have left their political parties to form another party, abandon it, form another one and the people who are running this project are former officers from the Border Gezi masquerading as the opposition. They are busy taking the opposition for the ride.

Mwonzora substantiated his claims that CCC is heavily compromised by citing circumstantial evidence.He said:

There is a legal phrase res ipsa loquitur meaning facts speak for themselves. Don’t you see they are compromised? Don’t you see they have a given Emmerson Mnangagwa two-thirds majority?
Don’t you see the leader of the CCC was quiet when the recalls were done? Right now CCC in Parliament have not spoken against the third term, I dare them to speak against the third term.

Mwonzora acknowledged that during his tenure as the leader of the opposition in Parliament, he would occasionally meet with Mnangagwa and “never made a secret of it”, in contrast to the CCC leaders who have reportedly been hosted at lavish banquets at State House. He said:

I would go to meet him as leader of the opposition but never, never did President Mnangagwa or his wife throw a party for me.
President Mnangagwa’s wife threw a party for the CCC MPs in the State House. What more evidence do we require?
Our brothers and sisters have been compromised and are supporting the third term, supporting the extension of the term of President Mnangagwa.
They have not spoken against a third term, they have actually agreed that Mnangagwa must extend his term. Let them come out and deny it. They have not denounced it.

However, Mwonzora’s allegations against the CCC appear to be a case of the pot calling the kettle black, as he himself previously supported a constitutional amendment while he was the leader of the opposition in Parliament.
In 2021, Mwonzora defended MDC lawmakers for joining ZANU PF MPs in supporting a constitutional amendment that removed the requirement for a presidential running mate, extended the women’s quota, and removed the 70-year retirement age cap for judges.

However, the comments have drawn scepticism from political observers.
Walter Mzembi, a former Foreign Affairs Minister who is currently in self-imposed exile, has described Mnangagwa’s statement as a mere “public relations stunt” ahead of the upcoming SADC Summit to be hosted in Zimbabwe next month. Mzembi wrote on X:

Ahead of the SADC Summit announcing that he will abide by the Constitution, serve his two terms and retire by 2028 is a very good PR Stunt by ED…
His script was flowing smoothly until he punctuated it by referring to himself as Munhumutapa! Munhumutapas are Kings they die in office.

The Munhumutapa was the title held by the ruler of the Munhumutapa Empire, also known as the Mutapa Empire – a powerful kingdom that dominated the region encompassing present-day Zimbabwe, Mozambique, and parts of Zambia during the 15th and 16th centuries.
Brighton Mutebuka, a UK-based Zimbabwean academic, cautioned Mnangagwa’s political rivals within ZANU PF against taking the president’s recent statements about not seeking a third term at face value.
In a post on X, Mutebuka argued that ZANU PF does not have a history of facilitating peaceful transfers of power, and therefore Mnangagwa’s rivals should be aware that he is unlikely to voluntarily relinquish the presidency at the end of his current term. Said Mutebuka:

President Emmerson Mnangagwa has said he is currently serving his second and final term as the President of Zimbabwe.
Mnangagwa made these remarks on Thursday, July 4, while commissioning a Juice and Water production plant at the Mutare Teachers College.
