The Auditor-General’s report for the Financial Year ended December 31, 2023, which was recently tabled before the Parliament, has revealed significant issues regarding the government’s procurement processes, reported <a href="https://newzwire.live/looting-vehicles-new-auditor-general-report-shows-how-car-deals-are-bleeding-govt/">newZWire</a>.
The report highlights how the government has paid large sums of money for a variety of items, including cars, laptops, and furniture, but has often failed to receive the expected deliveries.
Furthermore, the report indicates that little has been done to recover the misappropriated funds or the undelivered goods.
According to the report, unscrupulous individuals have been exploiting the government’s procurement system to their advantage.
These individuals have been awarded lucrative tenders, collected the associated payments, and then neglected to fulfil their contractual obligations to supply the goods.
These actions have often gone unpunished, with no apparent consequences for the perpetrators.
One such example highlighted in the report involves the Ministry of Finance and Economic Development. In December 2022, the ministry placed an order with Tsapo, a car dealership, for seven Toyota Hilux GD6 vehicles.
However, the report indicates that the ministry never received the ordered vehicles, despite the substantial payments made to the dealership. According to the Office of the Auditor-General (OAG):

The seven vehicles had not been delivered at the time of concluding the audit in September 2023.

According to the report, the Ministry of Finance visited the supplier several times to enquire about the delivery. The officials told the auditor:

An email was sent on March 20, 2023, after three physical visits were made to enquire about the delivery. Thereafter, a formal letter of follow-up was sent on March 23, 2023, as the supplier indicated that they were experiencing supply challenges on the production line. A final demand letter was then sent on April 13, 2023, and the supplier responded that delivery would be done in two weeks’ time.”

However, by May 2024, the cars were still to come according to the Auditor-General.
In another case, in September 2023, the Ministry of Mines and Mining Development ordered a Toyota Land Cruiser Prado VXL and Toyota Land Cruiser 79 for US$193,000 from Burnett Motors.
The Toyota Land Cruiser Prado VXL was delivered in April 2024 but without the papers needed for a change of ownership. The Toyota Land Cruiser 79 was still to come by May this year.
In 2022, the Ministry of Home Affairs and Cultural Heritage ordered 35 cars from Faramatsi Motors for ZWL$182,621,960, according to the Auditor-General’s report.
The government was to pay half of the money before delivery in four weeks. The Ministry paid ZWL$ 175,000,000 before supply. Faramatsi delivered 11 cars, leaving 24 outstanding in May 2024.
The Ministry blames currency depreciation, saying when the order was made, the cost was equivalent to US$1.8 million.
The payments that the government made in 2022 were worth US$888,874, enough for just 17 cars. The Ministry says Faramatsi Motors has now delivered 15 cars and two are left.
The Auditor-General’s report also shows that the Ministry of Sport bought 17 Nissan Navara cars in December 2022 for ZWL$393 171 724 from AMTEC.
Only seven were delivered in 2023, and the rest had still not arrived by May 2024. Reads the report:

The government has been buying lots of stuff like cars, laptops, and furniture but not getting what they paid for. Bad people are taking advantage of the system to get money and not give the things they promised. In one case, the Ministry of Finance paid for seven cars but never got them. Other ministries also paid for items they didn't receive. The Auditor-General found out about all this and reported it to the Parliament. The government needs to do something about this problem.

Millions Looted From Government In Car Deals

A former employee of <a href="https://www.pindula.co.zw/ZESA/">ZESA Holdings</a>, Joseph Wagusiwa (39), appeared before Harare magistrate Dennis Mangosi charged with defrauding the power utility of US$20,456. He was granted bail of US$200, and the case was adjourned until December 1. The complainant in the case is ZESA Holdings, represented by Bodwell Masakadza, a forensic and loss control officer.
According to the prosecution, Wagusiwa and his alleged accomplice, Darlington Chiputura, manipulated ZESA Holdings’ credit systems between January 2018 and March 2021. They created fraudulent credits for electricity tokens to be given to ZESA Holdings clients. Wagusiwa advertised on social media that he was selling electricity tokens, leading 242 clients to purchase them. He provided Chiputura with the clients’ electricity meter numbers, and Chiputura bought electricity tokens for them using his <a href="https://www.pindula.co.zw/EcoCash/">EcoCash</a> number.
Wagusiwa would then supply ZESA Holdings with amounts less than the value of the tokens. The fraudulent activity was discovered during an audit conducted by Grant Thornton Forensic Auditors on behalf of ZESA Holdings.
This comes shortly after the Auditor-General’s Office reported that <a href="https://www.pindula.co.zw/2023/11/05/zimbabwes-state-owned-enterprises-paid-millions-for-goods-and-services-that-were-never-delivered/">several state-owned enterprises in Zimbabwe paid millions of dollars for goods and services that were never delivered.</a>
In her latest report for the financial year ending December 31, 2022, the Acting AG Mrs Rheah Kujinga, revealed that public entities also suffered significant financial losses. For instance, the <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority/">Zimbabwe Revenue Authority (ZIMRA)</a> experienced a loss of $209 million after purchasing vehicles that were not fully delivered. Despite making the payment in February 2022, only 15 out of 35 Toyota Hilux vehicles were received, and none of the 50 Toyota Corolla vehicles were delivered by December 2022.

Former ZESA Employee In Court For Allegedly Defrauding The Company Of Over US$20,000

More than $4 billion worth of drugs and other medical accessories could not be accounted for at <a href="https://www.pindula.co.zw/Mpilo_Central_Hospital">Mpilo Central Hospital</a>, according to Auditor-General Mrs <a href="https://www.pindula.co.zw/Mildred_Chiri">Mildred Chiri.</a>
Her report stated that Mpilo management failed to show an inventory of what was received versus what was disbursed for use at the region’s referral hospital. 
The 2021 report on State Owned Enterprises and Parastatals recommended that management should take action to strengthen controls around the inventory, according to <a href="https://www.sundaynews.co.zw/mpilo-fails-to-account-for-over-4bn-drugs-ag/">Sunday News</a>.
The AG said Mpilo Central Hospital failed to present itself in an acceptable manner in regards to International Financial Reporting Standards (IFRSs) and the requirements of the Health Service Act.
The AG noted that the major variation was in drugs and medical supplies that were expected to be in the hospital’s inventory but the institution could not account for when the audit was carried out. She noted:

There were discrepancies between the physical quantity of inventory (stocks) counted and the records of inventory. Quantities that were confirmed were less than what was in the records leaving a variance of inventory worth $3.4 billion which management had not investigated to determine the reasons for the discrepancies.
</blockquote>
<h2>How did it happen:</h2>
<blockquote>
a). The AG noted that this was mainly because of Mpilo’s failure to use vouchers to distribute stocks as and when they were requested by the departments.
b). The hospital’s stores department also did not make use of issue vouchers during the year when consumables were being requested by user departments. As a result, the stores’ department and accounts departments were not reconciling issues and receipts between these two departments. Chiri could not verify the completeness of consumables expenses amounting to $7 765 351.

<h2>Drugs Unaccounted for:</h2>
Mpilo was found in possession of a stock of 100 units of medium-sized latex gloves instead of 27 917 boxes which mean 27 817 units worth $633 678 826 worth of latex gloves couldn’t be unaccounted for.
There were 1529 units of the 25mg drug in stock instead of 4677 which means 3148 units worth $47 795 911 were missing. 
The report also noted that over $1 billion worth of nifedipine (a common drug used to treat (Hypertension) high blood pressure and heart-related chest pain) is unaccounted for. 
The hospital had a stock count of 250 of fentanyl (a chronic pain relief drug) instead of 3 400 which means 3 150 worth over $550 million were missing. 
Mpilo had stock 3 492 of Indomethacin when the report was compiled instead of 24 040 leaving a variance of 20 548 units worth over $582 million. 
<h2>Why is it important: </h2>
Zimbabwe’s public health institutions have a huge deficit in drugs and medical accessories forcing some patients to seek medical assistance in neighbouring South Africa.
 There are reports that some health officials are stealing drugs and medical accessories for resale on streets or in their private pharmacies leaving the common man vulnerable.
