Information, Broadcasting and Publicity Services Secretary, <a href="https://www.pindula.co.zw/Nick_Mangwana">Nick Mangwana</a> has listed options for students struggling to pay fees. 
This comes amid outrage over <a href="https://zero.pindula.co.zw/university-of-zimbabwe-raises-fees-for-the-august-december-2022-semester/">a fee increase</a> by the<a href="https://www.pindula.co.zw/University_of_Zimbabwe"> University of Zimbabwe (UZ)</a>. He said this Monday:
<blockquote>
There are students whose domestic situations are such that they may struggle to pay fees. Universities run different support schemes to assist these students meet their fees. Some unis like the UZ have these schemes; 
1- Work Study Programs 
2- Fees Payment Plans 
3- Student Loans
</blockquote>
Following a review of UZ fees, some have been calling for the reintroduction of students’ grants to assist struggling students.
<h2>Student Loans:</h2>
The government reintroduced loan schemes for students in State institutions in 2019. The facility had been discontinued in the 1990s due to non-payment.
The Minister of Higher and Tertiary Education, Science and Technology Development, Professor <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a>, announced in 2019 that the student loan scheme would be administered by the <a href="https://www.pindula.co.zw/CBZ_Holdings">Commercial Bank of Zimbabwe</a>. 
He said the loan must be paid back to enable the sustainability of the critical intervention. He added back then:
<blockquote>
We are now very strict. This is a commercial arrangement and students will have to pay (back). The government used to have this facility, but it collapsed during the 90s due to non-payment.
We cannot continue to be careless and we will follow up on beneficiaries. We want to support and empower the next generation
If assessed and approved, the beneficiaries will pay as they go. The payments will differ according to the beneficiaries’ capacity. 
</blockquote>
He also said the system would be tailor-made to the capability of the individual. 
<h2>Work Study Programs:</h2>
In other countries, Work-Study provides part-time jobs for undergraduate and graduate students with financial need, allowing them to earn money to help pay education expenses. The program encourages community service work and work related to the student’s course of study.

Mangwana Lists Options For Students Struggling To Pay Fees

Zimbabwe National Students’ Union (Zinasu) secretary-general Makomborero Haruzivishe criticised the newly launched Higher and Tertiary Education loan facility stating that it excludes students whose parents are not formally employed.
Said Haruzivishe:
<blockquote>What we the students want are loans that are accessible to all, not these loan sharks whose loans are only accessible to the formally employed. It is an irony given that we have an at least 90% unemployment rate in Zimbabwe. The loans that have been offered by the ministry neither address the problems of massive student dropouts and deferments due to failure to pay fees nor are they accessible to the majority of suffering students as they are oriented at profit-making.</blockquote>
He also said that Jonathan Moyo’s ministry could have copied the University of Zimbabwe which has successfully implemented payment plans.

Zinasu criticises new loans for excluding students whose parents are not formally employed

Minister of Higher and Tertiary Education, Science &amp; Technology Development, Professor Jonathan Moyo has announced that the Higher and Tertiary Education Loan Support Facility is now operational.  The intended beneficiaries of the facility are students at:
<ul>
<li>Universities</li>
<li>Polytechnics</li>
<li>Teachers Colleges</li>
<li>Industrial Training Centres</li>
</ul>

The <a href="http://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">Reserve Bank of Zimbabwe</a> has identified three banks that will work with Government to avail student grants at higher and tertiary institutions in the country.
In an interview with Sunday News on Friday, RBZ Governor Dr <a href="http://www.pindula.co.zw/John_Mangudya">John Mangudya</a> said discussions with the three banks were now advanced and what was left was how the loans will be structured. Most universities open for the start of their academic year in August where they are expected to absorb thousands of candidates whose A-level results were released last week. Said Mangudya:
<blockquote>It is still work in progress. We are in discussions with financial institutions to come up with a structure for the loan scheme. We have identified three financial institutions and we are happy with the way discussions have been going. It’s difficult in finance to give specific timeframes because there are a lot factors involved. We will announce details as soon as the discussions are concluded. The target is for the loans to be available as soon as possible.</blockquote>
