Shamwari Yemwanasikana, a local non-governmental organisation that champions girls’ rights, has welcomed Parliament’s passage of the Criminal Law and Codification and Reform Amendment Bill, which raises the age of sexual consent from 16 to 18 years old.
The Bill also criminalises the deliberate infection of children with any sexually transmitted disease in addition to jailing offenders for engaging in sexual relations with minors.
The owners of lodges will also be prosecuted if they are complicit in renting rooms to someone for sexual activity with a girl under the age of 18 years.
In a statement released on Thursday, July 18, Shamwari Yemwanasikana said that if President Mnangagwa signs the proposed Bill into law, it would significantly contribute to combating the issue of child marriage, which has persisted within certain religious communities in the country. It said:

This is good news for Zimbabwe, we foresee this lawfully protecting children against abuse. Recently, we heard that over 680 girls have been impregnated between January and June 2024.
We hope to see this law addressing this issue once it’s signed into law. It will also ensure that child rights violations that happen in churches are combated.
Once this bill is signed into law, we call on all stakeholders to raise awareness of this law, empowering children and community members so that they are protected and their children are protected from sexual abuse.
</blockquote>
The Bill also includes a clause on how to handle cases where an accused person claims they thought a child under 18 was older, based on the child’s physical appearance.
If that situation comes up, the Prosecutor-General must provide proof showing the accused person knew the child was below the legal age of consent.
This is the current position in the courts with the lower age of consent.

Hotels can get in trouble for letting bad things happen to girls. The new law will also protect children from being hurt in church. If someone says they thought a child was older, they need to prove it in court. This is to keep children safe and make sure they are not hurt by grown-ups.

Shamwari Yemwanasikana Applauds Move to Raise Age Of Sexual Consent To 18 Years

Shamwari Yemwanasikana (SYS) held a drug and substance abuse campaign in Tagarika 3 Flats, Mbare, Harare, on Wednesday last week and engaged drug users, victims of drug abuse and concerned citizens.
Mbare is considered one of the country’s drug hotspots and has witnessed a rise in cases of rape, school dropouts, teen pregnancies, family disputes, delinquency and theft.
In a statement, Shamwari Yemwanasikana urged members of the public to join the fight against drug and substance abuse. It said:

Mbare has no stability and not every child has access to educational material or can afford to go to school.
As a result, they end up resorting to drugs and substances such as glue, broncleer, mangemba, cane sprit, marijuana, codeine and crystal meth.
The situation we encountered while conducting our campaign is very disheartening and it is sad that we are letting an entire generation go down the drain because of pressure from drug users and from things they encounter in their communities.

According to the Ministry of Health and Child Care, people who have problems with drug abuse can be assisted at the following public as well as private health centres:

Shamwari Yemwanasikana Tackles Drug Abuse In Mbare

Shamwari Yemwanasikana, a girls’ rights movement, has urged parents and guardians to protect children’s rights following an increase in the cases of child abuse that are circulating on social media.
In a statement this Friday, Shamwari Yemwanasikana expressed deep concern over the safety of children during this lockdown period. The statement read:
<blockquote>Following three recent child abuse cases that we have come across on social media, one of which being a four-year-old infant who was being assaulted by the mother because she was having problems with the father, another one being a man who allegedly bashed his son to death after accusing him of stealing US$10 and the third one being of a Matabeleland North man who allegedly assaulted a minor and infected her with an STI.
… As a collective body making strides towards putting to an end all forms of abuse against children, we are deeply concerned about the welfare of children which remains to be an issue especially owing to the extended lockdown period as well as poverty which is also a strong factor behind violation of children’s rights in many circumstances.</blockquote>
The organisation further reiterated its abhorrence of all forms of abuse against children in whatever form and for whatever reasons. It added:
<blockquote>We stand against child abuse inflicted on minors in any form, verbal, neglect, psychological, sexual as well as physical abuse.
We stand against lashing out on minors and venting out negative energy on them as they happen to be a weaker and less harmful stimulus by reasons of age We stand against using brutal measures in the form of punishing children for misbehaving and bad conduct.
We always encourage the use of negative reinforcement so as to discourage bad behaviour in children.
Child Abuse of any form has dire effects on child development and will consequently affect one’s adulthood as well.</blockquote>

Shamwari Yemwanasikana Concerned Over Safety Of Children During Lockdown

<blockquote>The Girls Rights Movement (GRM) commends the government efforts of initiating Radio Education programs, an act which shows concern over learners’ welfare during these harsh times of combating COVID-19 in Zimbabwe.
Education is a basic need for every child in Zimbabwe hence as a nation we should have response mechanisms which address these situations during disasters such as the one we are currently facing.
Children’s rights are human rights hence we appreciate and welcome the government’s initiative which is currently in progress.
In as much as we applaud the government with their planning, our Girls Rights Movement members believe the effort is not inclusive to all children in Zimbabwe.
We have children living with disabilities who for instance cannot hear (deaf), how will they be able to understand those educational radio programs?
We also have a bigger population of children living in dire poverty and they cannot afford to have radios at their homes.
We note that there will be donations of radios by UNICEF (2 500) which is a good initiative but we feel the number is insignificant to the rural populace not even to talk about the urban.
From a rural setup, we have children who will be working in people’s fields or doing other piece jobs as a way to fend/supplement for their families during this lockdown which will make them not participate in the program.
Are there any mechanisms that have been put in place to monitor children’s progress as well as their participation in the program?
If there are, they should be given for people to know so that as a nation we come up with solid solutions for our future benefit as children.
Apart from that, which criterion was used to choose the target beneficiaries that is grades 4 to 6? What will become of the rest of the learners?
We need information which gives a plan for all the learners in Zimbabwe, not bits and pieces. 
This will enable us to come up with solutions which suit our context as a nation that is taking into cognizant the people and socio-economic challenges we face.
Is there a plan in place for the rest that is exam class learners, secondary and tertiary learners because time flies and quality of education is being compromised every day?
We believe our voice is our power hence silence is not a solution for us.
Education is key for us as the leaders of today and tomorrow hence for its success the government has to play a critical role in our lives.
There is a need for proper investment in education during disasters so that we may not lose a generation in the process.
Help us become the better version of ourselves by giving us an education plan which is thought critically and executed thoroughly.</blockquote>
