The University of Zimbabwe (UZ) has finished refurbishing a factory shell and installing a production plant that will produce vehicle registration plates.
The US$1 million project is being jointly implemented by the Ministry of Transport and Infrastructural Development in conjunction with the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development.
Acting Information, Publicity and Broadcasting Services Minister Dr<a href="https://www.pindula.co.zw/Sekai_Nzenza"> Sekai Nzenza</a> made the announcement while addressing Tuesday’s post-Cabinet briefing. She said:
<blockquote>
The refurbishment of the factory shell to house the National Number Plate Programme at the University of Zimbabwe has reached 90 per cent completion, with the number plates production plant having been installed.
The plant has the capacity to produce seven million e-number plates annually.
</blockquote>
The development is expected to reduce the import bill as well as the cost of vehicle registration plates.
Zimbabwe reportedly spends more than US$800 000 annually in importing vehicle number plates.
In 2021, Higher and Tertiary Education, Innovation, Science and Technology Development Minister <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a> announced that the production of plates would be coordinated through a national project being implemented by a consortium of <a href="https://news.pindula.co.zw/2021/07/19/local-colleges-venture-into-vehicle-number-plates-production/">universities and colleges at their innovation hubs.</a>
Murwira told State media that universities and colleges will use local resources and skills to develop a system that will ease the shortage of vehicle number plates and create a new generation vehicle registration system that will improve driving standards and prevent fraud.

University Of Zimbabwe Set To Start Producing Vehicle Registration Plates

The Zimbabwe Revenue Authority (ZIMRA) has started <a href="https://zero.pindula.co.zw/full-text-importation-of-some-2nd-hand-vehicles-now-requires-import-licence/">implementing Statutory Instrument</a> (SI) 89 of 2021 which among other things notes that the importation of second-hand vehicles aged 10 years and above would require an Import Licence from the Ministry of Industry and Commerce.
A document circulating on social media suggest that one Onesmas Sithole’s Toyota Vitz was detained by the revenue collector who is demanding that he produces an Import Licence issued by the Ministry of Industry and Commerce.
The notice requires Mr Sithole to pay ZWL$800 000 fine and ZWL$800 rent per day within three months counting from the day of detention failure of which the vehicle will be sold in terms of section 39 of the Customs and Excise Act (Chapter 23:02).
The Minister of Industry and Commerce, <a href="https://www.pindula.co.zw/Sekai_Nzenza">Dr Sekai Nzenza</a>, however, Monday issued a circular stating that individuals whose motor vehicles were bought on or before 02 April 2021 will be required to apply for import licences at the Ministry of Industry and Commerce, attaching proof of payment. Reads the circular in part:
<blockquote>1.0 INTRODUCTION 1.1 
In line with the Control of Goods (Import and Export) (Commerce) (Amendment) Regulations, 2021 (No.9). and following the 2021 National Budget Statement, Government gazzeted Statutory Instrument 89 of 2021 on the 2nd of April 2021. The Statutory Instrument has removed Second-Hand Motor Vehicles aged 10 years and above from the date of manufacture at the time of importation, from the Open General Import License. It also removes Sugar and Cement from the Open General Import License.
2.0 ADMINISTRATION OF SI 89 OF 2021 2.1 
Importation of Second-Hand Motor Vehicles which are IS years and above from the date of manufacture will now require consideration for import licences. This measure is in line with the NDS1, which underscores value addition and encourages effective standards, regulations and use of road-worthy vehicles that meet environmental and safety standards. 2.2 Commercial vehicles (tractors, haulage trucks. earth moving equipment) and other specialised vehicles used in mining and construction sectors shall be exempted. 2.3 Importation of Sugar and Cement will also require consideration for import licences. Sweets are exempted from import licence requirement.
3.0 WAY FORWARD 
The Ministry is therefore advising that:
3.1 Clients whose motor vehicles were bought on or before 02 April 2021 will be required to apply for import licences at the Ministry of Industry and Commerce, attaching proof of payment:
3.2 Clients whose consignments on sugar and cement were bought on or before 02 April 2021 will be considered for import licences.
3.3 In line with decentralisation, clients who meet requirements in 3.1 and 3.2 above will have to make their applications at the Ministry of Industry and Commerce offices at Harare, Bulawayo, Gweru, Mutare and Masvingo.
3.4 Please be advised that there is an e-licensing platform (hups://zimeservices.pfms.gov.zw) that can be used by importers and exporters.

ZIMRA Starts Implementing SI 89 On Importation Of Second-Hand Vehicles

The minister of Industry and Commerce minister Sekai Nzenza has attributed a surge in prices of commodities in local shops to the continued loss value of the Zimbabwean dollar against other currencies.
During Wednesday’s question and answer session in Parliament, she warned that prices of goods and services are likely to keep on rising as long as the exchange rate issue remains unresolved. She said:
<blockquote>It is certainly true that we have witnessed prices continuously going up to the extent that we had a stakeholder meeting with retailers and in good faith, agreed to put on a moratorium of price rises.
I would like to admit Mr. Speaker Sir, that it was not as effective as we thought it was going to be.
The major problem, Mr. Speaker Sir, is that we are struggling with the exchange rate.  We need to stabilise the economy and that is also impacting on the prices.</blockquote>
The minister was responding to MDC Alliance MP, Tapiwa Mashakada who had asked what policy measures government had in place to stabilise prices of basic commodities and stimulate domestic production so as to contain inflation.
Nzenza also highlighted her ministry was looking at import substitution and working closely with the agriculture ministry to try and increase the production of raw materials in the country.

"We're Struggling With The Exchange Rate," - Govt Official

Forty-eight per cent of hand sanitizer and face masks produced locally have failed to meet the mandatory health standards, recent laboratory tests have shown.
The tests were conducted by the Standards Association of Zimbabwe (SAZ) and Bureau de Veritas after the gazetting of Statutory Instrument (SI) 92 of 2020.
SI 92 of 2020 sets the standards required for the manufacture, sale and disposal of apparel, materials and equipment intended to be worn or used as protection against any formidable infectious disease by different categories of persons in their interaction with the public.
The Herald has established that 24 out of 52 companies whose sanitiser samples were tested failed to meet the set standard.
Industry and Commerce Minister Sekai Nzenza confirmed that a number of companies failed the test and Government was now working with them to improve on quality. She said:
<blockquote>A number of companies have not met the standards and quality. We are working with the companies that have failed tests and already we have recorded positive improvements from them.
SAZ is currently working with the companies whose products were non-compliant, which are at various stages of conducting corrective action to ensure that their products meet the prescribed standards after their PPE failed the initial laboratory tests.</blockquote>
Nzenza further revealed that a taskforce, comprising of representatives from the Ministry of Industry and Commerce, Ministry of Health and Child Care, Attorney General’s office, Police Anti-counterfeit &amp; Anti-smuggling unit and SAZ, has been set up to monitor and ensure compliance with the set standards.

Half Of Locally-made Hand Sanitizer Fail Standards Tests

Public Service, Labour and Social Welfare Minister <a href="https://www.pindula.co.zw/Sekai_Nzenza" rel="noopener noreferrer" target="_blank">Sekai Nzenza</a> said that parties to the Tripartite Negotiating Forum (TNF), that is, the Government, business and labour, will meet on November 8.
This will be the second meeting under the body, which was officially launched on June 5 when President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> signed the TNF Bill into an Act. Said Nzenza:
<blockquote>The TNF technical committee is expected to formally assign clusters work to be executed leading into the main TNF meeting scheduled for November 8 2019.
It is hoped that the main TNF will consider recommendations of the TNF technical committee on critical issues facing the economy.</blockquote>
Minister Nzenza revealed that the appointment of nominees to the various bodies of the TNF have been completed except the technical committee cluster nominations from labour, which have not been submitted.
The three technical clusters are economic, social and labour.

Tripartite Negotiating Forum To Convene On November 8

Labor Minister, Sekai Nzenza has released the much-awaited National Social Security Authority (NSSA) forensic report after pressure from various quarters of society.
The minister has been withholding the document arguing that it required to be sanitised by legal experts whilst some thought that it contained incriminating information.
The report was tabled in Parliament on Thursday, the 1st of August 2019.
Nzenza told reporters after submitting the report to the Parliament that although she had done so, she was not legally obliged to submit the document. She said that the law provided that she would submit the document when she was ready. Nzenza said:
<blockquote>Today is the turning point for NSSA, I have just submitted the audit report to Parliament and it is now in the hands of Parliament which means the report is now public.</blockquote>
Some analysts believe that the report contains information that will further implicate the jailed Tourism Minister, Priscah Mupfumira.

Labor Minister Nzenza Finally Releases The Much-Awaited NSSA Forensic Audit Report

Public Service, Labour and Social Welfare Minister, Dr Sekai Nzenza, whom social media said was on the run has said that she is in the country.
Reports had suggested that she was on the run following the arrest of Tourism Minister, Priscah Mupfumira, over seven counts of corruption and criminal abuse of office. Since the arrest of Mupfumira, Nzenza has not appeared in the public.
Nzenza told the Herald that she was is in the country, and spent the weekend at her rural home in Chikomba East constituency. Speaking to the Herald, the minister said:
<blockquote>Good morning Africa (Moyo). Am in my rural village. Will send you photos soon.</blockquote>
She is said to have later sent the photo above which presents her in a vegetable garden.
These reports are in resonance by the report that was given by Secretary for Information, Publicity and Broadcasting Services, Nick Mangwana, and Justice Minister Ziyambi Ziyambi on Sunday. Mangwana said:
<blockquote>Having a lot of media enquiries around the whereabouts of Hon Minister Nzenza.
I have spoken to her and she assures the nation that she is in her constituency in Chikomba East and not on the run from anything or anyone and used strong terms to dismiss the circulating rumours.</blockquote>
Ziyambi Ziyambi also reported that Nzenza was in the country. He said:
<blockquote>I spoke to her last night (Saturday night). She is around; unless she had run away when I spoke with her. But I spoke with her, we were discussing about our work in Parliament next week (this week).
So, surely, that should be the social media for you.</blockquote>

Nzenza Claims She's In Her Constituency & Was Never On The Run

The Minister of Labour, Sekai Nzenza, “snubbed” May Day commemorations as she failed to attend the Zimbabwe Congress of Trade Unions (ZCTU)’s Workers’ Day main celebrations in Harare on Wednesday even though she was invited.
The Minister was represented by the Ministry’s principal director Langton Ngorima who was reportedly booed off stage as he delivered Minister Nzenza’s speech.
Nzenza earlier in the day told journalists that she could not attend the Workers’ Day celebrations as she was set to accompany President Emmerson Mnangagwa to Chipinge for a meeting with chiefs. Said Nzenza:
<blockquote>Today I would have attended but I am on my way to Chipinge, we are preparing to meet chiefs tomorrow.</blockquote>
The ZCTU had also invited ZANU PF party officials as well as the Thokozani Khupe-led MDC-T but they all failed to attend.
The Nelson Chamisa-led MDC sent its deputy Elias Mudzuri, party deputy national chair Tendai Biti, Harare Mayor Herbert Gomba and spokesperson Jacob Mafume.
This year’s commemorations were held at Dzivaresekwa Stadium in Dzivaresekwa suburb, Harare.
