President Emmerson Mnangagwa, current Chairperson of the Southern African Development Community (SADC), and Botswana’s President Duma Gideon Boko will visit the SADC Secretariat Headquarters in Gaborone, Botswana, on December 13, 2024.
Mnangagwa became SADC Chairperson on August 17, 2024, during the 44th SADC Summit in Harare, Zimbabwe.
As part of his role, SADC Chairpersons typically visit the Secretariat Headquarters to acknowledge the Secretariat’s work in promoting regional integration and to offer guidance on its programs.
During the visit, Mnangagwa, Boko, and the SADC Secretariat will officially receive the new SADC Headquarters building from Bongwe Investments, representing the SADC Heads of State and Government. <a href="https://www.sadc.int/latest-news/his-excellency-dr-emmerson-dambudzo-mnangagwa-president-republic-zimbabwe-and">SADC said in a statement</a>:

The SADC Secretariat Headquarters Building has been governed through a Public-Private-Partnership (PPP) Agreement involving SADC, Bongwe Investments (Proprietary) Limited (Private Party) and the Government of the Republic of Botswana as a guarantor to the PPP arrangement.
The SADC Chairperson and the President of the Republic of Botswana will also perform a ground-breaking ceremony for the commencement of the construction of the SADC Standby Force Regional Logistics Depot (RLD) at Rasesa village, in the Kgatleng District, 40km from Gaborone.
The SADC Standby Force Regional Logistics Depot will serve as a storage for materials, equipment and end-user stocks for use by the SADC Standby Force when undertaking mandated peace support and humanitarian missions.
The SADC Chairperson oversees the highest level of the governance structure of SADC, and among others, has the overall mandate of providing policy direction, and controlling the functions of SADC.

Mnangagwa And Boko To Visit SADC Secretariat Headquarters

The Southern African Development Community (SADC) held an extraordinary summit in Harare on Wednesday, November 20, but overlooked the civil unrest in Mozambique following the recent disputed elections.
The declaration of the ruling Front for the Liberation of Mozambique (FRELIMO) presidential candidate, Daniel Chapo, as the winner sparked widespread protests that have resulted in at least 35 deaths and over 300 arrests.
According to Mozambique’s National Election Commission, Chapo secured 71 per cent of the vote, while the main opposition leader, Venancio Mondlane, an independent candidate, received 20 per cent.
Mondlane has rejected the official results, declaring himself the true winner and calling for a rerun of the elections held on October 9.
In response, SADC urged opposition leaders to pursue legal avenues to challenge the election results, which was a setback for Mondlane’s demands.
Further, the opposition party RENAMO, a former rebel movement, has called for the elections to be annulled and for a caretaker government to be established to reform the electoral system before new elections take place.
During the summit, SADC executive secretary Elias Magosi opened the proceedings by praising Mozambique, Botswana, and Mauritius for conducting what he characterised as “peaceful” elections, a statement that contrasts sharply with the turmoil currently unfolding in Mozambique. He said:

We did not expect that the election processes could deteriorate to the extent of serious conflict, disruption of economic activity, threat to human lives, and even loss of lives, as well as damage to property and infrastructure.
There are appropriate structures under the electoral laws and constitution of member states that deal with complaints and any misgivings about elections.
We plead with all those that are aggrieved with the election process to follow these lawful procedures and ensure safety of citizens and stability of the country.

Mozambique’s Constitutional Court is currently reviewing a petition from the opposition to refrain from validating Daniel Chapo’s victory, with a decision still pending.
At the SADC summit, Chairman President Emmerson Mnangagwa chose not to address the violent clashes in Mozambique during his speech.
This omission is particularly glaring given the controversy surrounding Mnangagwa, who had congratulated Chapo even before the official results were announced.
Mnangagwa is a close ally of both outgoing Mozambique President Filipe Nyusi and incoming President Chapo.
On Wednesday, the SADC leaders decided to refer the ongoing crisis to the organ on politics, defence, and security, which is chaired by Tanzanian President Samia Suluhu Hassan.
However, Hassan was not in attendance at the summit, raising questions about the immediate response to the unrest in Mozambique. A communique issued at the end of the meeting said:

Summit received an update from His Excellency President Filipe Nyusi of the Republic of Mozambique on the post-election political and security situation in the country and reaffirmed its unwavering commitment to work with the Republic of Mozambique in ensuring peace, security and stability through the relevant structures of the SADC organ on politics, defence and security cooperation.
Summit extended condolences to the government and people of the Republic of Mozambique for the lives lost during the post-election violence.

Only five heads of state of the 16-member bloc, including Mnangagwa, attended the Harare summit, with many leaders sending their foreign ministers.
President Duma Boko (Botswana), President Felix Tshisekedi (DRC), President Andry Rajoelina (Madagascar), and President Nyusi (Mozambique) attended the summit.
South Africa was represented by Deputy President Paul Mashatile, while Tanzania was represented by Deputy President Dr. Hussein Ali Mwinyi, also the President of Zanzibar.
Other attendees included Prime Minister Russell Mmiso Dlamini of Eswatini, Dr. Peya Mushelenga from Namibia, International Relations Minister Mulambo Haimbe from Zambia, Minister Limpho Tau from Lesotho, Minister João dos Santos Liberdade from Angola, Minister Harry Mkandawire from Malawi, and Minister Charles Errol Fonseka from Seychelles.

SADC Summit Ignores Mozambique's Post-Election Violence

On Wednesday, November 20, the Southern African Development Community (SADC) decided to extend the presence of regional troops in the eastern Democratic Republic of Congo (DRC) for another year, to combat rebel activities there. The leaders convened in Harare, Zimbabwe, for an extraordinary summit.
South Africa has contributed approximately 3,000 troops to the SADC mission, which began deployment in December. Additional troops from Tanzania and Malawi bring the total to over 5,000.
In a communiqué, the summit announced the one-year extension of the SADC Mission in the Democratic Republic of Congo (SAMIDRC). Reads the communiqué:

Summit received updates on the peace and security situation in the Democratic Republic of Congo (DRC), expressed concern at the continued deterioration of the security and humanitarian situation in the country, and reiterated SADC’s support to the Government of the DRC towards resolving the conflict and attainment of lasting peace, stability and security in the country.
Summit extended the mandate of the SADC Mission in the Democratic Republic of Congo (SAMIDRC) by one year, continuing the regional response to address the prevailing unstable security situation in eastern DRC.
Summit reiterated the regional commitment expressed in the SADC Mutual Defence Pact that, ‘an armed attack against one shall be deemed a threat to regional peace and security’, and commended member States for demonstrating the spirit of collective regional solidarity through continued contribution and support to the SAMIDRC.
Summit commended the SAMIDRC leadership, and all personnel deployed to the Mission for their sacrifices, dedication and commitment towards peace, stability and security in eastern DRC.
Summit welcomed the continued efforts of the African Union Peace and Security Council, and the United Nations Security Council in exploring various options to support the SAMIDRC.

SAMIDRC operates alongside various forces in the region, which has experienced armed violence for decades. These forces include the Congolese government military, foreign mercenaries, a United Nations peacekeeping force, and over 100 armed groups vying for power, land, and mineral resources.
Some groups are focused on community defence, while others have faced accusations of serious human rights violations.
Rwanda has denied allegations from the Congolese government and U.N. experts regarding its support for M23, a prominent rebel group in eastern Congo, which is currently experiencing one of the world’s largest humanitarian crises, with over 7 million people displaced.
Although U.N. peacekeepers were scheduled to leave Congo next month, rising violence attributed to Rwanda-backed rebels has led to a reassessment of this timeline, according to the country’s communication minister, Patrick Muyaya.
Concerning Mozambique, SADC leaders discussed the situation but did not provide specific details in their statements.
The summit was attended by several heads of state, including President Emmerson Mnangagwa (Zimbabwe), President Duma Boko (Botswana), President Felix Tshisekedi (DRC), President Andry Rajoelina (Madagascar), and President Nyusi (Mozambique).

SADC leaders decided to keep troops in Congo for another year to fight rebels. South Africa, Tanzania, and Malawi contributed troops. They want peace and stability in Congo. Rwanda denies supporting rebels. Congo has faced violence, displacing millions. U.N. peacekeepers were supposed to leave, but violence delayed it. SADC leaders also discussed Mozambique. SADC Leaders Resolve To Keep Troops In Eastern DR Congo For Another Year

Zimbabwe’s former Foreign Affairs Minister, Walter Mzembi, who has been in self-imposed exile since the November 2017 military coup, claimed that SADC Heads of State have snubbed the Extraordinary SADC Summit of Heads of State and Government currently underway in Harare.
Mzembi made these comments after only four out of fifteen SADC Heads of State confirmed their attendance at the meeting, which aims to review the security situation in the region, particularly in the Eastern part of the Democratic Republic of Congo.
The confirmed attendees include Democratic Republic of Congo President Felix Tshisekedi, outgoing Mozambican President Filipe Nyusi, incoming SADC chair Madagascar’s Andry Nirina Rajoelina, and Botswana’s new President Duma Gideon Boko.
Other leaders sent representatives, such as South African President Cyril Ramaphosa, who sent his Deputy Paul Mashatile, and King Mswati III, who sent Eswatini Prime Minister Russel Mmiso Dlamini.
Posting on X, Mzembi suggested that the decision of many leaders to stay away was a message to Mnangagwa. Wrote Mzembi:

There is a salient message being communicated to Zimbabwe’s Chairmanship of SADC by Heads of State in the Region constituting the 15 Member block, and clearly reflected in the attendance list to the Extraordinary Summit which has reduced it to a Council of Ministers Meeting, and it is that they are” sovereigns “, and that Zimbabwe is not a Prefect as Chairman.
They also seemingly are displeased with the downgrading of the agenda which is side stepping Mozambique Election crisis in which the Chairperson and Zimbabwe itself are clearly conflicted. Sort out your mess Mr Chairman is the succinct message.
Mozambique itself will be represented by an expired dependable go to President who has always saved face when there is a no-show, Nyusi, and we have many examples most recently GOH, Harare Agricultural Show which 
[President Cyril Ramaphosa] had been billed to open.
Cyril is again attending a seemingly more important G20 Brazil-hosted meeting with his sister [Tanzanian President Samia Suluhu Hassan] incidentally the Troika Chair whose delegate to a Council of Ministers Meeting incorrectly referred to Daniel Chapo as the President-Elect of Botswana! So Filipe Nyusi has no locus standi in the current scheme of things except to save someone’s face!
DRC is a perennial SADC agenda item, so President Felix will be there, nothing comes out of SADC’s attempts to resolve his issues. He is a permanent guest! 
[Botswana President Duma Boko], the new kid on the block had his capital appearance at a Children’s Party in VF exploited to the fullest in a show of childish diplomacy by State Propagandists chiding Opposition leadership in Zimbabwe that you thought you owned him “ndewedu uyu”.
He will soon learn a few things on calibration. The incoming Chairman of SADC will religiously attend in case there is an ad-hoc request for recusal from the floor, potentially possible under the circumstances. 
Sum total, the SADC Extraordinary Summit has been snubbed!

SADC leaders didn't go to a big meeting in Zimbabwe. Only 4 leaders went and the rest sent other people. This might be a message to Zimbabwe's leader, Mnangagwa, saying to fix problems. Some leaders stayed away because they are not happy with the meeting's agenda or Zimbabwe's chairmanship of SADC. It seems they want Zimbabwe to stop interfering with other countries' issues. SADC Leaders' "Snub" Of Extraordinary Summit Sends A Clear Message To Mnangagwa, Says Mzembi

Other notable attendees include South African Deputy President Paul Mashatile, Eswatini Prime Minister Russel Mmiso Dlamini, President of Zanzibar and Chairman of the Revolutionary Council of Zanzibar-Tanzania Dr Hussein Ali Mwinyi, Angolan Minister of Defence Joao Ernesto Santos, and Seychelles’ Minister of Internal Affairs Charles Errol Fonseka.
The SADC Council of Ministers convened on Monday, followed by the Ministerial Committee of the Organ Troika on Tuesday, leading up to the Extraordinary Summit.
In a statement, the SADC Secretariat said that the summit will review the security situation in the region, particularly focusing on the Eastern part of the Democratic Republic of Congo. It added:

Only Four Heads Of State To Attend SADC Extraordinary Summit In Harare

A petition for self-determination submitted by the Mthwakazi Republic Party (MRP) was officially received and stamped by the Southern African Development Community (SADC) secretariat in Botswana last week.
In an interview with the <a href="https://newsday.co.zw/southerneye/local/article/200031241/sadc-acknowledges-mrp-petition-receipt">Southern Eye</a>, MRP leader Mqondisi Moyo said that they had exhausted all internal remedies in their quest to restore what the party refers to as the Mthwakazi state.
He emphasized that they are also advocating for the resolution of the Gukurahundi issue and addressing the marginalisation and exclusion of the Matabeleland and Midlands regions. Said Moyo:

In a significant development Tobias Fuyana, representative of MRP and chairperson of Botswana South charter, submitted a letter to the SADC Secretariat Headquarters in Gaborone, Botswana on Friday.
The letter I wrote reiterates the party’s unwavering commitment to self-determination and lists specific legitimate demands, including a quest for dialogue and action regarding Mthwakazi self-determination.
Notably, the submission of this letter coincided with the upcoming SADC Heads of State and Government Summit, scheduled to commence in Harare, Zimbabwe, on August 17.
This timely submission ensured that the MRP’s demands and concerns were brought to the forefront of regional attention.

The Mthwakazi Republic Party advocates for the restoration of the envisioned Mthwakazi state, which the party asserts encompasses the Matabeleland provinces and parts of Midlands Province.

MRP leader Mqondisi Moyo wants to restore the Mthwakazi state and resolve past issues. The petition was submitted before the SADC summit in Zimbabwe. MRP wants independence peacefully. SADC promised to engage with MRP on the issue. MRP is committed to achieving independence for Mthwakazi through peaceful means. They want a brighter future for their nation.

SADC Acknowledges Receipt Of Mthwakazi Republic Party’s Petition

City of Harare Councillors have criticised the local authority’s procurement department for allegedly hindering preparations for the upcoming Southern African Development Community (SADC) Heads of State and Government Summit scheduled for August 17.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200030598/councillors-fume-over-harare-preps-for-sadc">NewsDay</a>, during a special full council meeting on Tuesday, councillors reportedly took turns lambasting the procurement department for failing to approve the acquisition of equipment needed to uplift the city ahead of the summit.
Chairperson of the subcommittee on Town House renovations and beautification councillor Jane Bingari said:
<blockquote>
So far, the team at the procurement department does not want any progress. They want things which they only benefit from. They don’t want to work at all.
</blockquote>
Councillor Denford Ngadziore said accused the procurement department of only prioritising issues they are benefiting from. Said Ngadziore:
<blockquote>
The procurement department is indeed only serious on issues they are benefiting from. I do not want to raise alarm, but they are not serious and we need to be serious in this department.
</blockquote>
Human resources chairperson George Mujajati said:
<blockquote>
This is a national sabotage and we have observed sabotage and incompetence and we need to sit down and decide on the way forward.

However, speaking to NewsDay after the meeting, Mayor Jacob Mafume said preparations for the SADC summit were progressing well. He said:
<blockquote>
We are going on with preparations in line with Sadc beautification programme and beyond. We are almost ready to host the summit, but we need now to work day and night.
</blockquote>
Mafume said the city has undertaken several measures to improve preparations for the upcoming SADC Summit including improving road markings, installing new streetlights, repairing traffic lights, and enhancing security at recreational facilities and parks.

City of Harare councillors are upset with the procurement department because they say it is slowing down preparations for an important summit. The councillors think the procurement department is being selfish and not allowing progress for the city. They say it is a national sabotage and they need to fix the problem. However, the mayor says that preparations are going well and they are almost ready for the summit. They have been working hard to make the city look nice for the event by fixing roads, lights, and other things.

Harare Councillors Accuse Procurement Department Of Sabotage

President Emmerson Mnangagwa says there is a foreign-funded scheme to spread misinformation and falsehoods about Zimbabwe.
In a speech during the burial of former ZIPRA commander and national hero Makhethi Ndebele on Monday, August 05, Mnangagwa claimed this concerted effort to tarnish the country’s image is part of an “imperialistic agenda” aimed at reversing the gains of Zimbabwe’s liberation struggle. He said:

Presently, there are concerted efforts to reverse the gains of our protracted liberation struggle. These attacks take many forms, including peddling falsehoods about our country.
It is a shame that there is a deliberate and foreign-funded campaign which is devoid of the evidence against unprecedented success milestones we are witnessing across every facet of society and the economy.
We shall never be deterred or discouraged. We are marching forward ever, backwards never.
</blockquote>
Mnangagwa’s comments come amid criticism of his government’s crackdown on pro-democracy activists ahead of the upcoming Southern African Development Community (SADC) summit on August 17.
Over 100 activists are currently imprisoned, with some alleging severe torture, on charges such as participating in unlawful gatherings and disorderly conduct.
Mnangagwa also accused unnamed foreign powers of trying to sow discord and division across the African continent and the SADC region. He said:
<blockquote>
The strategies by some powers designed to sow discord and division between fraternal States in our region and on our continent will never succeed.
We defeated imperialistic agendas to achieve our liberation and independence. We shall defeat them in the present, again and again.
Their interests are never designed for Africa and its people, but to control our strategic resource endowments, including our God-given minerals, which we have in abundance.
Wherever their nefarious machinations show their ugly face, these shall be resisted, both in honour of our heroes and for the economic prosperity, peace and stability for present as well as future generations.
On our part as Zimbabwe, we remain deeply-rooted in our diplomatic mantra that “Zimbabwe is a friend to all and an enemy to none”.

President Mnangagwa says other countries are spreading lies about Zimbabwe to make it look bad. He thinks it's part of a plan to hurt the country. Mnangagwa Accuses Foreign Powers Of Funding Disinformation Campaign Against Zimbabwe

The Zimbabwean government has accused Western-aligned organisations of secretly funnelling thousands of dollars to opposition elements to stage demonstrations during the SADC Summit scheduled to be held in Harare on August 17, 2024.
In an interview with <a href="https://www.herald.co.zw/violence-mongers-to-be-dealt-with-decisively-govt/">The Herald</a>, Deputy Chief Secretary to the President and Cabinet (Presidential Communications), George Charamba, alleged that the Oppenheimer-funded Brenthurst Foundation and the United States Agency for International Development (USAID) were financing opposition activists to undermine peace and stability during the regional summit.
Charamba warned that those who seek to collaborate with foreign organisations to disrupt the event will be dealt with harshly. He said:

For some time, the Government has been aware of the collusion between the Oppeinheimers’ Brenthurst Foundation and USAID in seeking to subvert our hard-won peace.
What is even more worrisome is that these organisations seem to find willing partners within our country, who previously had a brush with the law.
It would appear they haven’t learnt their lessons. They should know that the Government is not just willing but is capable of delivering to them a lesson that is handsomely appropriate.
It is treachery for a Zimbabwean to collude with a foreign organisation in the hope of undermining the country’s peace, it is worse when the Government considers the organisation hostile.

Charamba said all non-governmental organisations and political actors in the country have been advised to notify the Ministry of Foreign Affairs and International Trade or the Ministry of Public Service, Labour and Social Welfare if they are approached by “hostile foreign elements”.

Govt Threatens Harsh Crackdown On Protests During SADC Summit

The Southern African Development Community (SADC) will hold the 44th Ordinary Summit of Heads of State and Government in Harare, Zimbabwe on 17 August 2024.
The 44th SADC Summit will be held under the theme “Promoting Innovation to Unlock Opportunities for Sustained Economic Growth and Development towards an Industrialised SADC.” 
The theme calls for the region to collectively harness science, technology and innovation to support the modernisation and industrialisation of the SADC region.
During the 44th SADC Summit, President Emmerson Mnangagwa will take over the chairpersonship of SADC from Angolan President João Manuel Gonçalves Lourenço.
Among some of the key issues, the 44th SADC Summit will receive the report of the Chairperson of the Organ on Politics, Defense and Security Cooperation; review progress on the implementation of the priorities of the SADC Regional Indicative Strategic Development Plan (RISDP) 2020-2030; receive update of the Food Security and the Impact of the El Nino-Induced Drought and floods in SADC Region; and progress on the implementation of the 43rd SADC Summit Theme which is “Human and Financial Capital: The Key Drivers for Sustainable Industrialisation in the SADC Region”.
The SADC Summit is responsible for the overall policy direction and control of functions of the Community, ultimately making it the policy-making institution of SADC. 
The Ordinary SADC Summit is held annually and attended by Heads of State and Government from the SADC Member States.
The Opening and Closing ceremonies of the 44th SADC Summit will be broadcast live on 17 August 2024 by the Zimbabwe Broadcasting Corporation (ZBC) which can be accessed on Digital Satellite Television (DSTV) Channel 280.

SADC To Hold 44th Summit Of Heads Of State And Government In Harare On 17 August

The Zimbabwe Republic Police (ZRP) and the Ministry of Local Government and Public Works have requested the Judicial Service Commission (JSC) to authorise stricter penalties for traffic violations ahead of the 44th SADC Heads of State and Government Summit, which is scheduled to be held in Harare.
The ZRP and the Harare City Council have launched a joint operation targeting unregistered public transport operators and passengers using unauthorised pickup and drop-off points in the capital.
In an interview with <a href="https://www.sundaymail.co.zw/authorities-tighten-traffic-enforcement-ahead-of-summit?">The Sunday Mail</a>, Shingirayi Mushamba, the Chief Director of Spatial Planning and Development in the Ministry of Local Government and Public Works, revealed that less than half of the kombis (minibus taxis) operating in Harare are currently registered. Said Mushamba:

Between 2019 and 2021, Greater Harare had 9 000 kombis, with only 4 000 of them being registered. The City of Harare is currently conducting a traffic census to understand the number of operators on the roads so that we get rid of the unregistered ones.
This will ensure that the kombis left on the roads are manageable and can be accommodated at the termini.
We are also encouraging kombi operators to register with associations so that they can self-regulate.
For all these problems, we have the rules in place, but our issue has always been a lack of enforcement due to manpower challenges…
Some of these measures will continue being implemented even after the summit, as part of the urban renewal programme.
Offenders are now being taken to court and we have requested that they be handed custodial sentences.
Normally, when someone is taken to court, the Judiciary has a choice of either making them pay a fine or give a custodial sentence.
So, the police and the Ministry of Local Government have requested the Judiciary to give custodial sentences for road rules violations during and after the summit to deter bad driving.
Private vehicle operators who disregard traffic laws will also be charged the same as kombi drivers. We are also working on barricading illegal or undesignated bus stops across the city.

In a separate interview, ZRP spokesperson Commissioner Paul Nyathi confirmed the joint crackdown operation and said they were working closely with the JSC. He said:

Police are arresting motorists who are driving against oncoming traffic, those creating third lanes on the roads and those who fail to stop at red traffic lights.
The Judicial Service Commission has assured us that the right sentences will be given to such individuals.

The 44th SADC Summit is set to take place from August 17-18, 2023 in Harare. The summit, which is the highest decision-making body of SADC, is held annually.

The police and government want to make traffic rules stricter for a big meeting happening in Zimbabwe. They are targeting unregistered taxis and passengers who break rules in the capital. Less than half of the taxis in Harare are registered. They want to make sure only registered taxis are on the road. Offenders will face harsher punishments, like going to jail. Tougher Penalties For Traffic Offences Ahead Of SADC Summit

Zambia’s Foreign Minister, Mulambo Haimbe, has called on the Southern African Development Community (SADC) and the African Union (AU) to address Zimbabwean President Emmerson Mnangagwa’s recent comments made during a visit to Russia.
During a meeting with Russian leader Vladimir Putin at Konstantino Palace ahead of the 27th St Petersburg International Economic Forum recently, Mnangagwa claimed Zambia and Malawi have accepted the West’s alleged machinations to isolate Zimbabwe.
He also accused Zambia of allowing the United States of America to consolidate its military presence in the country.
Speaking in the Zambian Parliament yesterday, Haimbe said Mnangagwa’s comments were an “unwarranted attack on Zambia’s sovereignty.” He said:

The statements made by President Mnangagwa are not only baseless but also damaging to the spirit of unity and mutual respect that underpins our regional cooperation.
We call upon SADC and the AU to address this matter decisively and conclusively to preserve the integrity of our regional partnerships.

Some Zimbabwean government officials say the presence of a United States Africa Command (AFRICOM) office in Lusaka threatens regional peace and stability.
However, Haimbe, in his address in Parliament, said the AFRICOM office in Lusaka is part of a broader initiative to enhance regional security cooperation and capacity-building. He said:

The AFRICOM office is aimed at strengthening our security infrastructure and fostering greater cooperation in combating transnational threats.
It should not be viewed as a security risk but rather as a testament to our commitment to regional peace and stability.

According to a transcript of the meeting between the Zimbabwean and Russian leaders posted on the Kremlin’s official website, Mnangagwa told Putin that the West has abandoned Zimbabwe “making us feel lonely”. He said:

But in spite of that, Zimbabwe’s economic growth is the fastest growing economy in the region, in spite of us being isolated by the Americans.

Zambia Appeals For SADC, AU Intervention To Resolve Diplomatic Dispute With Zimbabwe

Citizens Coalition for Change (CCC) legislator Chalton Hwende says Zimbabweans should forget about the Southern African Development Community (SADC) intervening in the disputed 2023 harmonised elections.
Hwende’s remarks contradict CCC’s former leader Nelson Chamisa who recently claimed he was in contact with SADC leaders to intervene and “resolve the governance crisis” in Zimbabwe.
Speaking in an X space, Hwende, a former close ally of Chamisa, said that no intervention would come from SADC, adding that the matter is a closed chapter. Said Hwende (via <a href="https://www.newzimbabwe.com/sadc-will-not-intervene-in-zimbabwes-electoral-dispute-says-hwende-vows-to-resign-if-regional-body-ever-helps-opposition/">NewZimbabwe.com</a>):

We met the executive secretary of SADC. We went to meet the executive secretary in Botswana and during the same meeting, I then raised the issue of Zimbabwe to say we are waiting for you in Zimbabwe because we think according to your report the elections were a sham, it was rigged and you need to come and help the country to resolve that issue and they all laughed including the executive secretary.
A whole country can not wait for a SADC that is not coming. They said that the case is closed and we are not coming to Zimbabwe.
At that time they were claiming they had not received a letter and I knew advocate Chamisa had written them a letter but this is the contempt these bodies have for opposition politics.
There is no SADC that is going to come. I am willing to put my head on the chopping block. If you ever see SADC can force an election in Zimbabwe I will resign as a politician.

Since the SADC Elections Observer Mission (SEOM) delivered its final report on Zimbabwe’s election, there has been a deafening silence from the regional body as far as resolving the dispute is concerned.
SADC is set to hold its 44th Head of State summit which will be hosted by Zimbabwe with President Mnangagwa assuming the chairmanship of the regional bloc.
Hwende said SADC did its part and the onus is now on Zimbabweans to implement the recommendations that were made by SEOM. He said:

SADC spoke very well. Their report is very clear that the elections did not meet the expected standards that are expected.
That to me is as far as what SADC can do. It is now up to Zimbabweans to organise ourselves and enforce that resolution from SADC.
SADC has no history of ever ordering fresh elections anywhere else it will have to start in Zimbabwe but the preparations that they are doing to install Mr Mnangagwa to be a chairperson of SADC clearly shows you that there is no appetite in SADC to go beyond their report.
To them, their work is done. The biggest challenge we have is we are afraid of organising ourselves and demanding our own rights that are enshrined in the constitution that is why everyone is hiding behind SADC.
There is no SADC that is going to come. I am willing to put my head on the chopping block. If you ever see SADC can force an election in Zimbabwe I will resign as a politician.

SADC Will Not Intervene In Zimbabwe's Electoral Dispute - Hwende

The Southern African Development Community (SADC) condemned an attempted coup in the Democratic Republic of Congo (DRC) on Sunday morning.
Government forces in the DRC announced that it had successfully thwarted an attempted coup involving foreigners and Congolese.
In a statement issued this Monday, 20 May, the SADC Secretariat condemned the attempted putsch and commended the DRC military for putting it down. Reads the statement:

The Southern African Development Community (SADC) condemns in its strongest terms the attempted coup d`état that happened on 19 May 2024 in Kinshasa, Democratic Republic of Congo (DRC), after gunmen tried to attack the homes of senior officials of the DRC government including that of President Félix Tshisekedi.
While condemning this act of violence, SADC wishes to extend its appreciation to the DRC army for having arrested the perpetrators and ceased any escalation that could have occurred from this unfortunate incident.
</blockquote>
DRC army spokesperson Brigadier General Sylvain Ekenge told <a href="https://www.reuters.com/world/africa/democratic-republic-congo-army-says-it-stopped-attempted-coup-2024-05-19/">Reuters</a>, that the leader of the attempted coup was killed and some 50 people including three American citizens arrested. He said:

An attempted coup d’etat has been put down by the defence and security forces. The attempt involved foreigners and Congolese. These foreigners and Congolese have been put out of action, including their leader…
The armed forces of the DRC ask the population to go about their business freely and peacefully. The defence and security forces are in complete control of the situation.

Gunfire rang out around 4 AM in the capital Kinshasa, a Reuters reporter said. Ekenge was also reported as saying armed men attacked the presidency in the city centre.
Another attack took place at the nearby home of Vital Kamerhe, a member of parliament who is tipped to become speaker, Michel Moto Muhima, his spokesperson said on the X.
Muhima said two police officers and one of the attackers were killed in the shootout that started around 4:30 AM at the house on Tshatshi Boulevard.
Ekenge named Christian Malanga, a US-based Congolese politician, as the leader of the attempted coup.

SADC Condemns Attempted Coup In DRC

The SADC Secretariat has announced that three Tanzanian soldiers, deployed under a SADC Mission in the Democratic Republic of Congo, lost their lives, while three others sustained injuries following an attack by rebels.
In a press release issued by SADC on Monday, April 8, it was reported that a South African soldier passed away while undergoing treatment for health complications at a hospital in Goma, DRC. It reads:

The Southern African Development Community (SADC) Mission in the Democratic Republic of Congo (SAMIDRC) sincerely regrets to inform the public of the passing on of three of its soldiers and three who got injured in the United Republic of Tanzania.
This unfortunate incident happened after a hostile mortar round had fallen near the camp they were staying. SAMIDRC hereby also informs the public of the passing on of a South African soldier who died while receiving treatment due to health challenges in a Hospital in Goma, DRC.
The soldiers were/are deployed under the auspices of SADC as part of a regional response to address the unstable and deteriorating security situation prevailing in the Eastern DRC.
The SADC family expresses its heartfelt condolences to the beloved families and the Governments of the Republic of South Africa and the United Republic of Tanzania on the irreplaceable loss of the deceased soldiers and, at the same time, wishes the three injured soldiers speedy recovery.
The SAMIDRC remains focused on carrying out its mandate as per the principle of collective self-defence and collective action outlined in the SADC Mutual Defence Pact (2003).

The primary objective of the SADC Mission in the Democratic Republic of Congo (SAMIDRC) deployed on December 15, 2023, is to support the Government of the DRC in restoring peace and security in the eastern DRC.
This region has experienced heightened conflicts and instability due to the resurgence of armed groups.
As part of the SAMIDRC, a regional SADC force comprising soldiers from Malawi, South Africa, and Tanzania collaborates with the Congolese Army (FARDC) to combat these armed groups operating in the eastern DRC.
The deployment of the SAMIDRC aligns with the principle of collective self-defence and collective action outlined in the SADC Mutual Defence Pact (2003).
According to this pact, any armed attack against one of the States Parties is considered a threat to regional peace and security and warrants immediate collective action.

Three Tanzanian Soldiers On A SADC Mission Killed By Rebels In DRC

South Africa has contributed 2 900 troops to the SADC mission to support the government of the Democratic Republic of Congo (DRC) fight against illegal armed groups operating on its territory.
In a statement, the South African Presidency said the deployment will cover the period from 15 December 2023 to 15 December 2024 and will cost “just over R2 billion”. Reads the statement:

In fulfilling South Africa’s international obligation towards the Southern African Development Community (SADC) mission to support the Democratic Republic of Congo (DRC), President Cyril Ramaphosa ordered the employment of 2 900 members of the South African National Defence Force to assist in the fight against illegal armed groups in the Eastern DRC.
The employment will cover the period from 15 December 2023 to 15 December 2024 and it was authorized in accordance with the provisions of section 201(2) (c) of the Constitution of the Republic of South Africa.
The budgeted expenditure to be incurred for the employment amounts to just over R2 billion. This expenditure will not impact provisions for the defence force’s regular maintenance and emergency repairs.
The obligation to contribute troops to the SADC mission in the DRC is borne by all SADC member states.

South Africa Deploys Troops To Eastern DRC

The Southern African Development Community (SADC) appears to have closed the door on calls for fresh elections in Zimbabwe after the regional bloc’s secretariat, as well as the African Union (AU) endorsed a project being spearheaded by President Emmerson Mnangagwa’s government.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200022831/sadc-shuts-door-on-zims-fresh-poll-calls">NewsDay</a>, the Zimbabwean government is supporting the multi-million-dollar Museum of African Liberation in Harare which is being implemented by the Institute of African Knowledge (INSTAK).
Last week, both SADC and the AU signalled that they will work with Mnangagwa’s government on the project.
On 25 January, Mnangagwa’s special envoy, Simbarashe Mumbengegwi, who is a former foreign affairs minister, was in Addis Ababa, Ethiopia to meet the chairperson of the African Union Commission, Moussa Faki Mahamat.
Mahamat said the AU Commission was eager to collaborate on the project.
Four days after meeting Mahamat, Mumbengegwi was at the SADC headquarters in Gaborone, Botswana, to discuss a similar memorandum of understanding (MoU) with the bloc’s executive secretary, Elias Magosi.
An official report published on the SADC website after the meeting said:

Magosi highlighted that the project resonates with the region’s objectives, among others, the operationalisation of the mechanism to recognise and honour the founders of SADC for their contribution to the establishment of the organisation and the pursuit of regional integration.
In this regard, further engagements regarding the project and MoU, as well as follow-ups, will be conducted between SADC and INSTAK in collaboration with the Zimbabwean embassy in Botswana.

Collaboration of the project between SADC and Mnangagwa’s administration indicates the bloc has put the Zimbabwe election issue to bed despite the SADC Election Observer Mission (SEOM) saying the elections fell short of meeting regional standards.
Posting on X, journalist and Mnangagwa critic Hopewell Chin’ono said SADC has moved on from Zimbabwe’s “shambolic” elections. He wrote:

Well, SADC is engaged on Zanu PF regime things fellow compatriots. The executive secretary of SADC met with Mnangagwa’s envoy, Simbarashe Mumbengegwi to talk about, wait for it, the Liberation Museum being built in Harare.

According to results announced by the Zimbabwe Electoral Commission (ZEC), Mnangagwa secured 52.6% of the vote while his main challenger, Citizens Coalition for Change (CCC) leader Nelson Chamisa received 44.03% of the vote.
Chamisa rejected the election results and launched a diplomatic offensive in SADC countries while pushing for fresh polls.
However, Chamisa has since abandoned CCC after losing control of the party to former MDC youth activist Sengezo Tshabangu who has been enjoying the support of State institutions.

Prospects Of SADC Pushing For Fresh Zimbabwe Polls Receding

The Southern African Development Community (SADC) is holding a virtual extraordinary summit of Heads of State and Government this Friday, 02 February, to discuss the cholera outbreak in the region.
In a statement, the SADC Secretariat said the extraordinary summit will receive and consider the report regarding the cholera outbreak in several member states, their state of preparedness and responses to the outbreaks.
The summit is being chaired by SADC Chairperson President João Manuel Gonçalves Lourenço of Angola. Reads the statement:

The fight against cholera aligns with the African regional framework for the implementation of the global strategy for cholera prevention and control, 2018-2030.
This framework supports the new global strategy for cholera control at the country level, providing a definitive pathway towards a world where cholera no longer poses a threat to public health.

The extraordinary SADC summit was preceded by the extraordinary meeting of the Committee of Sadc Ministers of Health with technical support from the World Health Organisation, the United Nations International Children’s Fund (UNICEF) office for Eastern and Southern Africa and the Africa Centre for Disease Control and Prevention (Africa CDC) and another extraordinary meeting of the Sadc Council of Ministers.
According to OXFAM, Malawi, Mozambique, Zambia and Zimbabwe are facing an unprecedented surge of cholera cases.

SADC Leaders Hold Virtual Extraordinary Summit On Cholera

The opposition Citizens Coalition for Change (CCC) has appealed for SADC’s intervention in Zimbabwe’s “political crisis” after the party’s Youth Quota MP in the National Assembly, <a href="https://pindula.co.zw/Takudzwa_Ngadziore">Takudzwa Ngadziore</a> was allegedly abducted and tortured by suspected State agents on Wednesday, 01 November.
Ngadziore recorded his abduction live on Facebook before he was reportedly taken to Mazowe where he was tortured before being stripped naked and dumped.
The kidnapping comes less than a month after former Mabvuku-Tafara MP James Chidhakwa (MDC) was abducted, tortured and later dumped along Arcturus Road.
Addressing reporters on Wednesday, CCC Chief Whip Amos Chibaya, said Ngadziore was kidnapped while on his way to the Parliament. He said:

Honourable Ngadziore was abducted while on his way to the parliament.
He was abducted at a gunpoint. this adds to surging politically motivated violence and targeted abductions.

Several opposition activists who have been kidnapped over the years have alleged that their captors injected them with unknown substances. Said Chibaya:

CCC Appeals For SADC's Intervention After Abduction Of MP In Broad Daylight

The Extraordinary Summit of the SADC Heads of State and Government scheduled for 04 November is expected to discuss Zimbabwe’s disputed general elections held on 23 and 24 August 2023.
The Extraordinary Summit was held virtually on Tuesday, 31 October but was adjourned to Saturday due to connectivity issues, according to Zimbabwe’s Foreign Affairs and International Trade Minister Frederick Shava.
Speaking to <a href="https://www.herald.co.zw/zim-polls-major-victory-for-democracy-sadc/">The Herald</a> soon after the meeting, Shava revealed that Zimbabwe was on the agenda of the meeting of SADC Heads of State and Government yesterday but the meeting adjourned before the matter was discussed.
SADC Chairperson and Angolan leader, President Joao Lourenco, commended Zimbabwe and the Kingdom of Eswatini for recently holding elections “in a democratic manner”. Said Shava:

He (President Lourenco) was very positive and congratulated Zimbabwe once again. If you remember he did congratulate His Excellency, President Mnangagwa, for his re-election when we were in New York during UNGA.
Today at the opening ceremony, he repeated that same message and also congratulated the Kingdom of Eswatini.
Nothing more about Zimbabwe came out, although we identified an agenda item that wanted to discuss Zimbabwe but we adjourned before we got to it. Of course, it was included by the people who prepared it, the Secretariat…
The meeting ended because we were having connectivity glitches in the various places from which we were following proceedings, so the meeting became inconsistent because of audibility issues.
The chairman suggested that we should defer it so we could meet in person.

The opposition Citizens Coalition for Change (CCC) has been urging SADC leaders to address the issues raised by the SADC Electoral Observer Mission (SEOM) to Zimbabwe for the 23 and 24 August 2023 elections.

SADC Extraordinary Summit Set To Discuss Zimbabwe's Disputed Elections

The SADC virtual Extra-Ordinary Summit held on Tuesday, 31 October adjourned after preliminary discussions on the political and security situation in the Democratic Republic of Congo.
The SADC leaders decided to resume the discussions in Luanda, Angola on Saturday, 04 November 2023.
A statement issued by the SADC Secretariat in Gaborone, Botswana reads:

The virtual Extra-Ordinary Summit of the Southern African Development Community (SADC) Heads of State and Government which started today the 31st October 2023, will reconvene in person in Luanda, Republic of Angola on 04th November 2023.

The SADC Summit is responsible for the overall policy direction and control of function of the Community.
SADC endorsed Zimbabwe’s general elections held on 23 and 24 August this year.

SADC Extraordinary Summit Adjourns To 04 November

The SADC Chairman and President of Angola João Manuel Gonçalves Lourenço on Tuesday, 31 October, commended Zimbabwe and Eswatini for conducting general elections in an “orderly manner”, saying it is a major victory for democracy.
The SADC Election Observer Mission to Zimbabwe said the elections fell short of meeting the requirements of SADC Principles and Guidelines Governing Democratic Elections, while in Eswatini, political parties are banned.
But in his remarks during the virtual Extraordinary Summit of SADC Heads of State and Government held today, President Lourenço said Zimbabwe and Eswatini were “exemplary” in the manner they conducted their elections. He said:

Your Excellencies, allow me to congratulate President Emmerson Mnangagwa of Zimbabwe and His Majesty King Mswati III, the King of Eswatini, for the exemplary elections that were recently conducted in your countries.
The tranquility and orderly manner in which they took place constituted a major victory for democracy and a significant contribution to peace, stability, and harmony among all living forces of the Republic of Zimbabwe and the Kingdom of Eswatini.
</blockquote>
Journalist Hopewell Chin’ono said that President Lourenço’s remarks are not surprising as “SADC leaders have perfected protecting each other’s sham elections.”
Chin’ono said probably with the exception of South Africa and Botswana, “SADC elections are disputed and have different levels of rigging, that is why we should expect nothing from SADC.” He added:

So essentially SADC endorsed the shambolic Zimbabwean election even calling it exemplary.
I repeat again, let us not rely on populist propaganda that we know not to be true, let us normalise wanting to hear what we should hear not what we want to hear.
I repeat again, the cure for Zimbabwe’s shambolic election lies within Zimbabwe, SADC and even ECOWAS only come when there is a crisis.
A rigged election is not considered a crisis because they all rig elections with the exception of South Africa and Botswana.
In our case it is even worse, South Africa openly supports ZANUPF, and nothing serious happens at SADC without South Africa’s endorsement.
Our political actors should focus on viable solutions that are real and practical and not fairy tales.

SADC Says Zimbabwe's 2023 Harmonised Elections A Victory For Democracy

The Southern African Development Community (SADC) has called for the lifting of all sanctions imposed on Zimbabwe, citing concerns over their impact on the country and the SADC region. SADC emphasizes that the targeted sanctions have adversely affected Zimbabwe’s development and image for over two decades.
They urge the international community to consider the report by the Special Rapporteur on the negative impact of unilateral coercive measures on human rights and propose lifting the sanctions in line with international law.
SADC believes that lifting the sanctions unconditionally will enable Zimbabwe and the region to focus on growth, good governance, human rights, and social cohesion. In a statement seen by Pindula News, João Manuel Gonçalves Lourenço, President of the Republic of Angola and the Chairperson of SADC appealed for support and tangible actions from relevant actors to achieve this goal. João Manuel Gonçalves Lourenço said:

1. The Southern African Development Community (SADC) reaffirms its unwavering solidarity with the Government and People of the Republic of Zimbabwe in calling for lifting all Sanctions that remain imposed on the Republic of Zimbabwe.
2. This appeal by SADC for the immediate lifting of sanctions on the Republic of Zimbabwe rests on the backdrop of growing concern over the impact these sanctions continue to pose on the country and the SADC region.
3. As a Regional Family, SADC firmly echoes that the targeted sanctions geared at a few individuals in Zimbabwe adversely impact the country It Is now over twenty years since the imposition of these targeted sanctions – two decades marred by the inability of the people of Zimbabwe to fully achieve their potentials across various sectors as a nation.
4. 6. Our call for lifting sanctions on Zimbabwe is made as a firm request to the International Community 101 a new rhetoric story, and direction for the country. An unconditional lift of sanctions shall create the conditions for Zimbabwe and the SADC region to consolidate its collective efforts to spearhead national and regional growth and substantively develop in critical areas of good governance human rights and social cohesion. It is, therefore, incumbent on all parties concerned to do our parts in re-writing the discourse for the Government and people of the Republic of Zimbabwe.
7. In a time where global insecurities pose Food Security and other pertinent challenges to the African Continent and SADC Region. the sanctions imposed on the Republic of Zimbabwe create an alarming double-imposed threat to its peoples’ livelihood and survival

SADC Has Once Again Called For The Lifting Of Sanctions Imposed On Zimbabwe

The Southern African Development Community (SADC) on Wednesday condemned coercive, unilateral sanctions regimes that affect, among other countries, Zimbabwe.
According to a note to which <a href="https://www.angop.ao/en/noticias/politica/sadc-manifesta-preocupacoes-pela-ambiguidade-das-sancoes-ao-zimbabwe/">ANGOP</a> had access, this position was expressed in the presentation of the declaration by the group of SADC countries accredited to the United Nations, by the Permanent Representative of Angola, Francisco José da Cruz.
The presentation was made during the interactive dialogue with the Special Rapporteur on the Negative Impact of Unilateral Coercive Measures on the Enjoyment of Human Rights, Alena Douhan.
José da Cruz noted that in addition to the ongoing global challenges such as climate change and health threats, sanctions continue to restrict the ability of targeted countries to adequately respond to these challenges.
He said that sanctions affect the rights of an entire population and that their impact is most felt among vulnerable people, including women, children, people with disabilities, the elderly, refugees, internally displaced people, and migrants, among others. He said:

As noted by the Special Rapporteur, these measures, often used as a means of imposing unilateral sanctions, have serious consequences, including prohibiting foreign companies from doing business.
Likewise, individuals from targeted countries may suffer travel restrictions and asset freezes.

José da Cruz said SADC fully supports the mandate of the Special Rapporteur on the Negative Impact of Unilateral Coercive Measures on the Enjoyment of Human Rights, and her conclusions that sanctions, including secondary sanctions, have detrimental implications on human rights, the achievement of Sustainable Development and the right to development, in Zimbabwe and the region.

SADC Countries Accredited To The United Nations Condemn Sanctions Imposed On Zimbabwe

The Government of Zimbabwe has said it received the SADC Electoral Observation Mission (SEOM) final report last Thursday and will give a response in due course.
In a statement on Friday, Acting Minister of Foreign Affairs and International Trade Amon Murwira said the Government is currently studying the report and will either accept or reject its recommendations. He said:

We received the SADC report yesterday (Thursday) and we will give our response. We are reading it.
As a report of election observations, it will come with its recommendations, which we will either accept or reject, but it is important to have comments on a report.
All that needs to be known is that it is not a legal instrument. It is peer-reviewed, so we can accept or rebut it.
</blockquote>
In its final report on the Zimbabwe 2023 Harmonised Elections, SEOM urged aggrieved parties to approach courts to resolve disputes emanating from the polls. It said:
<blockquote>
The SEOM calls for all concerned parties to ensure that any grievances with respect to the election results are channelled through the appropriate legal processes to ensure the exhaustion of domestic legal remedies.
The SEOM noted that … some aspects of the Harmonised Elections fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Elections (2021).
The SEOM commends political leaders for spreading the messages of peace and non-violence throughout the electoral cycle.

The opposition CCC led by Nelson Chamisa has been calling for a fresh election after SEOM said some aspects of the polls fell short of the requirements of Zimbabwe’s laws and SADC Principles and Guidelines Governing Democratic Elections.
These included the Zimbabwe Electoral Commission (ZEC)’s failure to avail voting materials to some polling stations on voting day, violence and intimidation of voters, banning of opposition rallies, and a controversial delimitation of electoral boundaries, among others.

Zimbabwe Confirms Receipt Of SADC Election Observers' Final Report

The Cabinet on Wednesday, 04 October, considered and approved Zimbabwe’s Accession to the SADC Protocol on Extradition.
“Accession” is the act whereby a state accepts the offer or the opportunity to become a party to a treaty already negotiated and signed by other states and has the same legal effect as ratification.
Speaking during a post-Cabinet media briefing in Harare today, the Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, said:

Cabinet considered and approved Zimbabwe’s Accession to the SADC Protocol on Extradition.
The objective of the SADC Protocol on Extradition is to reduce crime levels through the extradition of persons wanted for prosecution or the imposition or enforcement of a sentence in the requesting Member States.
Through the protocol, SADC member states agreed to ensure speedy response and cooperation in assisting the prevention of crime and eliminating threats to the security of members through mutual assistance on matters of extradition.
</blockquote>
The protocol provides a framework for the extradition of individuals who are accused or convicted of criminal offenses between SADC member states.
Under the protocol, SADC member states are required to cooperate with each other in the extradition of individuals who are wanted for prosecution or who have been convicted of a criminal offense in another member state.
The protocol sets out the procedures and requirements for extradition, including the documentation and evidence that must be provided, the grounds for refusal of extradition, and the rights of the individual who is subject to extradition.
Article 2 of the SADC Protocol on Extradition says:
<blockquote>
Each State Party agrees to extradite to the other, in accordance with the provisions of this Protocol and their respective domestic law, any person within its jurisdiction who is wanted for prosecution or the imposition or enforcement of a sentence in the Requesting State for an extraditable offence.
</blockquote>
Article 3 (1) which deals with extractible offences says:
<blockquote>
For the purpose of this Protocol, extraditable offence are offences that are punishable under the laws of both State Parties by imprisonment or other deprivation of liberty for a period of at least one year, or by a more severe penalty.
Where the request for extradition relates to a person wanted for the enforcement of a sentence of imprisonment or other deprivation of liberty imposed for such an offence, extradition may be refused if a period of less than six months of such sentence remains to be served.

Zimbabwe Set To Ratify SADC Protocol On Extradition

The greater part of the Southern African Development Community (SADC) region is likely to receive normal to below-normal rainfall for most of the period October to December (OND) 2023.
However, the north-western part of Angola, much of the Democratic Republic of Congo, the southern half of Tanzania, north-eastern Zambia, northern Malawi, northern Mozambique, Comoros, eastern Madagascar, and Mauritius are expected to receive normal to above-normal rains.
The northern half of Tanzania and Seychelles are likely to receive above-normal rainfall during this period of the 2023/24 season.
This came out of the 27th Southern Africa Regional Climate Outlook Forum (SARCOF-27) held at Ocean Creek, Mauritius from the 26th to 27th of September 2023.
SARCOF-27 also said the period December, January and February (DJF) 2023/24) is expected to have normal to above normal rainfall for most of the region.
However, the south-western fringes of Namibia, south-western South Africa, the southern part of Zimbabwe, the eastern half of Botswana, northern South Africa, Eswatini and southern Mozambique are expected to receive normal to below-normal rains.
Southernmost Madagascar is projected to receive below-normal rainfall during this period of the 2023/24 season.
Meanwhile, Seychelles is likely to receive above-normal rainfall during this period of the 2023/24 season, according to the report.

President Emmerson Mnangagwa engaged several Heads of State from the Southern Africa Development Community (SADC) on the sidelines of the 78th session of the United National General Assembly (UNGA78).
The event ran from 18 to 22 September in New York, United States of America.
Mnangagwa briefed the leaders of Angola, Namibia, Mozambique and South Africa on the country’s Harmonised Elections held on 23 August.
In his post-Cabinet media briefing on Tuesday, 26 September, Information, Publicity and Broadcasting Services Minister Jenfan Muswere said Mnangagwa discussed cooperation in the energy sector with his Mozambican counterpart. He said:

Cabinet wishes to inform the nation that His Excellency the President engaged his SADC counterparts, notably H.E. President Lourenzo of Angola; H.E. President Nyusi of Mozambique; H.E. President Geingob of Namibia; and H.E. Cyril Ramaphosa of South Africa.
The engagements were on the recent peaceful, free and fair harmonised elections in Zimbabwe, as well as cooperation in the energy sector with Mozambique.

Muswere said Mnangagwa also met the UK Minister for International Development and Africa, Andrew Mitchell; the president of the African Development Bank (AfDB), Dr Akinwumi Adesina and the president of the Afrexim Bank, Professor Benedict Oramah.

President Mnangagwa’s claim that Zimbabwe has had the fastest-growing economy in Southern Africa for the past three years has been criticised by some Zimbabweans. Journalist Hopewell Chin’ono compared official statistics and pointed out that Zimbabwe’s economic growth rate is lower than that of Botswana. He said:

President Mnangagwa’s speech writers are making him read lies at the United Nations General Assembly in New York. It is not true that Zimbabwe’s economy has been the fastest growing in Southern Africa in the last 3 years as he said yesterday in his speech . I will juxtapose Botswana to Zimbabwe and look at their annual economic growth from 2020 to 2022. Zimbabwe’s economy only grew by 3% in 2022. Zimbabwe’s neighbour Botswana’s economy grew by 4.2%. Zimbabwe’s economy grew by 8.5% in 2021, Botswana’s economy grew by 11.87%. In 2020 Zimbabwe’s economy grew by -7.92%, so it actually didn’t grow, it shrunk due to Covid. In 2020 Botswana’s economy grew by -8.73, meaning that it shrunk due to Covid. So it is NOT true that Zimbabwe’s economy was the fastest growing in the last 3 years. I could have used many countries in the region but it wasn’t necessary. Zimbabwe has the world’s highest inflation rate at 822% and it has 95% unemployment rate. The speech writers shouldn’t embarrass the president like this, and the president should also read data and not just read speeches with false information that can easily be verified.

According to World Bank data, Zimbabwe’s average growth rate for the years 2020-2022 was 1.350%, while Botswana’s average growth rate was 2.97%.

President Mnangagwa: Zimbabwe’s Economy Has Been The Fastest Growing In Southern Africa

The Southern African Development Community (SADC) Secretariat has clarified that it does not conduct elections in member states. In a statement seen by Pindula News, the regional bloc said that its role is to observe elections, report and make recommendations.
This clarification comes amid calls by Zimbabwe’s main opposition party, the Citizens Coalition for Change (CCC), led by <a href="https://www.pindula.co.zw/Nelson_Chamisa/">Nelson Chamisa</a> for SADC to intervene to resolve the political deadlock which followed the 23 August 2023 harmonised elections. However, the SADC Secretariat reiterated that its role is strictly limited to election observation rather than conducting elections in member states. Read the statement:
