More than one million Zimbabweans who had left the country returned to settle home permanently during the first half of 2023, the Zimbabwe National Statistics Agency (ZimStat) has said.
According to the ZimStat’s Quarterly International Migration Statistics report seen by <a href="https://www.sundaymail.co.zw/one-million-zimbos-return-home">The Sunday Mail</a>, 1.03 million Zimbabweans “who had declared themselves as emigrants when they left the country” had returned home between January and June.
The report states that about 378 000 locals relocated back to Zimbabwe during the first three months of the year, while 655 377 citizens returned home between April and June.
ZimStat classifies returning expatriates as “returning former residents who had declared themselves as emigrants when leaving the country but, nevertheless, remained away for more than one year”.
However, the immigration figures do not account for Zimbabwean expatriates who did not move to foreign countries on a permanent basis.
The report also noted a significant rise in the number of visitors from abroad who came to Zimbabwe. It says:

There were 331 982 visitors from abroad who came to Zimbabwe during the second quarter of 2023, compared to 231 107 in the second quarter of 2022, representing an increase of 43.6 percent.
There were 655 377 residents returning from abroad, compared to 250 147 in the second quarter of 2022. This indicates an increase of almost 162 percent.
</blockquote>
The proportion of visitors who came for holiday was 51.4 percent, while 26.2 percent came for business purposes. Reads the report:

Visitors who came to Zimbabwe for educational purposes in the second quarter of 2023 decreased by 172,2 percent from the second quarter of 2022.
There were 6 382 education visitors in the quarter ending June 2023, compared to 2 345 in the quarter ending June 2022.
The number of holiday visitors in the second quarter of 2023 increased from a figure of 133 427 in the second quarter of 2022 to 170 474 in the quarter ending June 2023, showing an increase of 27.8 percent.

Department of Immigration spokesperson Memory Mugwagwa told The Sunday Mail that the rise in the number of visitors coming into the country is attributed to “the policies of ZimBho and other tourism promotion activities”.

One Million Zimbabweans Return Home - ZimStat

The government has assured Zimbabweans that will be repatriated from South Africa in the coming months that they are free to return home and will be welcomed with open arms.
Tens of thousands of Zimbabweans are set to return home or be deported by South Africa after 30 June 2023 when their Zimbabwean Exemption Permits (ZEP) visas expire.
In 2021, the South African government announced that it will be renewing critical skills visas and permits only, and not ZEPs.
In an interview with the Sunday News, Zimbabwe’s Home Affairs and Cultural Heritage Deputy Minister, Ruth Maboyi-Ncube, said:
<blockquote>
They (Zimbabweans) must not be scared as they are returning home. We are ready to welcome them. We have already started making preparations to ensure their smooth return.
We will ensure that [those of school going age] will get into our schools as long as they can produce proof of schooling in South Africa. We will then blend them with other learners in our schools.
We are yet to meet with the relevant Ministry and discuss the finer details regarding schooling but we see no challenges.
</blockquote>
Maboyi-Ncube said the government will ensure that returnees will get identity documentation on their return. She said:
<blockquote>
Our processes have not changed. When they come, they must go straight to the registry department and get national Identity Documents and passports.
For those who do not have birth certificates, we encourage them to seek birth records from South Africa where they will have been born so that we ensure they get documents here.
</blockquote>
Regional Immigration Officer responsible for the Southern Region Joshua Chibundu said:
<blockquote>
We have documented Zimbabweans who have valid passports, then there are others who have no passports or other supporting documents.
So, what we have been doing for those who voluntarily return or self-repatriate is to establish if they are Zimbabwean or not and we do that via interviews.
If we are satisfied that indeed they are Zimbabwean we allow them back into Zimbabwe. This is what is going to happen for the returnees we are expecting too.
We have no business denying them entry if they do not have any documentation as we will now be rendering them stateless if we refuse them entry back into the country.

Govt "Ready To Welcome" South Africa Returnees

Below is the information for returning residents who wish to return back home and are able to pay to stay at a Minister of Health &amp; Child Care approved lodge or hotel.
<blockquote>You will be subject to the Zimbabwean Government’s mandatory quarantine of 8 days at a pre- arranged accommodation and a further 14 days self-isolation for the safety of your fellow Zimbabwean.
Before booking a flight back to Zimbabwe 
 
<ul>
<li>Please contact ZINCAT – returnhome@zincat.org</li>
<li>You will receive a pre-admission form to fill in. This will be sent to ZINCAT medical team and stored confidentially for reference by the clinical team only.</li>
</ul>
What to expect upon arrival to Zimbabwe?
 
<ul>
<li>You will be required to fill out a guest acknowledgement form confirming you understand you have to complete the mandatory quarantine period of 8 days and a further 14 days self-isolation at home.</li>
<li>You will collect your luggage and go through the normal border clearance processes (customs, immigration and Covid19 quarantine security ).</li>
<li>You will be met by MINISTER OF HEALTH representative and be cleared. They will make this waiting period as comfortable as possible. Your cooperation and patience are appreciated</li>
<li>MOH will organize the transfer from the airport to your pre-booked accommodation – accompanied by ZINCAT staff.</li>
</ul>
 
Arrangements for your 8 day’s quarantine period
 
<ul>
<li>Your accommodation has been approved by Minister of Health &amp; Child Care.</li>
<li>All questions will be answered by the ZINCAT medical team on arrival at your lodge.</li>
<li>The accommodation will have the amenities and services you’ll need during your stay. Please be aware this will not necessarily be of normal lodge standards but it will be safe and hygienic; food, /water, tea/coffee and basic 3 meals a day will be provided.</li>
<li>All meals will be provided and served to your room. Should you require any special diet please advise prior to arrival.</li>
<li>Daily visit by ZINCAT medical team for monitoring.</li>
<li>Should you need a doctor for any other health concerns a Doctors call out fee of $20 may be needed.</li>
<li>Should you have health needs, for example prescriptions for regular medications, arrangements will be made to facilitate these requirements.</li>
<li>All rooms have DSTV and Wi-Fi.</li>
<li>Under the quarantine security you’ll have to remain in the allocated accommodation until you’re medically cleared to return home. Depending on the facility you are in there will be time for you to be in the garden.</li>
<li>A COVID19 test will be taken on the 8th day by the ZINCAT medical team and a negative test will allow to leave for self-isolation at home for a further 7 days. Your home address will be required by ZINCAT.</li>
<li>You have the option to get the PCR test from LANCET labs. This will be an out of pocket expense of $65 with a $5 fee for the doctor to administer and return it for results. This should allow you to get your result in 24hours and return home on the 9th</li>
<li>However, City of Harare COVID19 Rapid Response team can administer your test for no cost. We cannot guarantee that this will be turned around less than 48 hours due to the backlog of tests they have. Which would require you to remain in quarantine for the extra nights at your expense.</li>
</ul>
 
What can you expect if your test is positive:

<li>ZINCAT Medical Team will walk you through the procedures</li>
<li>You will be moved to an ZINCAT Isolation Accommodation for Monitoring</li>
<li>ZINCAT will provide Psycho-Social Support during this time should you require it.</li>
<li>Should symptom’s increase from mild to moderate you will be admitted into Hospital.</li>
</ul>
 
Please be advised the ZINCAT quarantine lodges are running predominantly at a not for profit rate – your stay is helping them to keep their staff employed and their operating costs covered. It is also supporting clinical team of ZINCAT an NFP organisation supporting front line workers in the fight against COVID 19. FULL TEXT: Information For Returnees Who Wish To Stay At The Ministry Of Health Approved Quarantine Hotels & Lodges

<blockquote>This notice is a follow up to our communication, dated 30 April 2020 and three earlier notices of 2 May 2020, informing of the engagement of Intercity Express/ Eagle Liner, Northworld DNC Luxury Coaches and Mzansi Express for the provision of transport services to Zimbabweans who have expressed interest in self-funded repatriation from South Africa to Zimbabwe during the lockdown period.
Please be informed that Shimbeni Enterprises and Projects trading as Delta Coaches has also been engaged as one of the transport service providers tasked with the responsibility to transport Zimbabweans from South Africa to quarantine centres in Beitbridge, Zimbabwe.
The agreement with Delta Coaches entails the following:
i. SERVICE OFFERED
Delta Coaches will offer transportation service from Gauteng (Johannesburg), North West, Mpumalanga, KwaZulu-Natal and Free State to quarantine centres in Beitbridge, Zimbabwe.
The service will be demand-driven and offered weekly on Mondays, Wednesdays and Fridays. The actual departure dates will be dependent on the granting of necessary authorizations from the Department of International Relations and Cooperation of South Africa (DIRCO). However, 6 May 2020 is the envisioned date of departure for the first trip.
The pickup point in Johannesburg will be Delta Depot 5 Prop Street, Selby Johannesburg. The pick-up point in North West will be outside Waterfall Mall 1, Augrabies Avenue, Rustenburg.
The pick-up point in Mpumalanga Province will be outside the Ridge Casino Cnr N4 and Mandela Street. The pick-up point in KwaZulu-Natal Province will be Durban Station/Sun 1 Hotel Masabala Yengwa Drive. Whilst in Free State Province, the pick-up point will be Bloemfontein N1 North Engen Garage. (It is important to adhere to the lockdown restrictions on gatherings as set by the South African Government).
Time slots offered for departure from all the pick-up points for the service will be 1100 hours.
ii. COST AND PAYMENT OPTIONS 
The bus fare from Gauteng (Johannesburg) will be R550 (excluding luggage). The bus fare from North West will be R700 (excluding luggage). The bus fare from Mpumalanga will be R700 (excluding luggage). The bus fare from KwaZulu-Natal will be R900 (excluding luggage).
Whilst the bus fare from Free State will be R900 (excluding luggage). Luggage will be charged separately and payable at the pickup point on the day of departure.
Payments will be done electronically via Computicket, https://www.computickettravel.com. Payments can also be done at Shoprite and Checkers outlets. The sale of tickets will commence on 4 May 2020.
iii. LOGISTICAL ARRANGEMENTS
Delta Coaches will provide the Embassy and Consulate with the passenger manifest and bus details prior to each trip for clearance with both the South African and Zimbabwean authorities.
The buses’ carrying capacity will be limited to 70% in order to comply with the South African lockdown loading regulations for public transport.
iv. TRAVEL DOCUMENTS 
All prospective passengers should have the requisite travel documents before paying for the trip. (Those without travel documents should urgently contact Consulate to apply for a temporary travel document before booking.)
