The Registrar-General Henry Machiri has said plans are underway to establish passport enrolment centres in Johannesburg and Cape Town before the end of this year.
This will enable Zimbabweans living in South Africa to apply for and collect passports and national identity cards in the neighbouring country.
In an interview with <a href="https://www.sundaymail.co.zw/passport-offices-to-be-opened-in-sa">The Sunday Mail</a>, Machiri said they are planning to establish e-passport enrolment centres in several countries. He said:
<blockquote>
E-passport enrolment centres are being established across borders and citizens will benefit by applying whilst in countries that will have these facilities.
The Ministry of Home Affairs and Cultural Heritage is implementing the e-passport system in South Africa.
Renovations to consulate offices in Johannesburg and Cape Town will be completed soon. We are targeting to open the two centres before the end of the year.

Consul-General at Zimbabwe’s Embassy in Johannesburg Eria Phiri said:
<blockquote>
Renovation and repurposing of the building is now complete and work is going on well.
For the consulate office, everything is now ready and we are waiting for the deployment of the information and communication technology infrastructure at the end of this month.
The offices will greatly improve the ability of Zimbabweans in South Africa to access their civic documents.
</blockquote>
Meanwhile, Machiri said Zimbabweans will soon be able to apply for civic documents (birth certificates, marriage and divorce certificates, etc) online once the deployment of the enhanced Zimbabwe Population Registry System (ZPRS) by the Government is complete.
Currently, applicants have to come in person to apply for the documents at the Civil Registry Department offices.
The ZPRS will link Government offices in real-time, cutting bureaucracy and revolutionising the department’s work. Said Machiri:

The digital migration is likely to start end of October 2023. The servers have been installed and configured. Software development for system applications is in progress.
The online passport application process is not yet functional. The system is being implemented in phases. We expect to complete the implementation of all phases in 12 months.
</blockquote>
He also said more than 100 000 e-passports have been issued since the introduction of e-passports in January 2022.

The Chief Accountant in the office of Registrar-General Clement Masango faces a disciplinary hearing for allegedly forcing a subordinate to resign at gunpoint.
The Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage Aaron Nhepera on Monday confirmed that Peter Bwanya – who is a key witness against Masango, who is facing two counts of criminal abuse of office – faces a hearing.
Nhepera said he had received a report of the alleged forced resignation following investigations but denied that Bwanya was also facing allegations of misappropriation of funds. Said Nhepera:
<blockquote>It is true that these are part of some of the allegations that are being levelled against Mr Bwanya. I called for an investigation into the allegations and there is a report, which was recently submitted to me.
I am yet to go through it to get to the findings, but basically it is true that he will be going through a board disciplinary hearing over the allegations.</blockquote>
The woman who was allegedly forced to resign at gunpoint was stationed at Makombe Building and her Zorodzai Dumbura said that efforts to engage the Ministry of Public Service, Labour and Social Welfare for her reinstatement after the incident were fruitless.

Some Zimbabweans are relocating to rural areas as city life gets tougher due to the deteriorating state of affairs.
Since twenty-four months ago, Zimbabwe started plunging into the deepest economic and humanitarian crisis of the decade.
The economy is hyperinflationary due to a number of issues including the shortage of foreign currency, fuel and power which all increase the cost of production.
The soaring inflation resulted in <a href="https://news.pindula.co.zw/2020/01/22/bhadella-wholesalers-closing-operations-this-friday-as-the-economy-continues-to-bite/">some companies closing</a> while some retrenched workers as the cost of doing business now outweighed the business proceeds.
The inflation also eroded workers’ salaries so even those who retained their jobs can no longer afford basic commodities hence the decision to go to rural areas where “life is more affordable.”
Others have crossed the country’s borders while others who contemplated doing so are being blocked by lack of passports.
The office of the registrar-general has a <a href="https://news.pindula.co.zw/2020/01/29/minister-kazembe-kazembe-suggests-solutions-to-clear-the-passport-backlog-this-year/">huge passport backlog which dates back to 2018</a>, therefore, applicants have been stuck in the country.

Zimbabweans Relocate To Rural Areas As "Life In The City Gets Tougher"

Zaka Rural District Council has handed over a council beerhall at Veza Business Centre to be used as offices by the Registrar-General’s Department.
The development was confirmed by <a href="https://www.pindula.co.zw/Zaka" rel="noopener noreferrer" target="_blank">Zaka</a> RDC chief executive David Majaura. He said:
<blockquote>We received reports from villagers in areas such as Baramanza who were travelling up to 60km to access identity documents.
We, thus, have decided to surrender the Veza Beerhall, which was just lying idle, into that centre.</blockquote>
Reports indicate that some villagers had to travel very long distances to reach the nearest offices to collect National ID’s and birth certificates, forcing some to live without the documents.
When completed, the office will serve more than 10 000 households from Zaka West.

Zimbabwe has reportedly run out of passports forcing citizens to wait for long periods to get them. The shortage has been attributed to the scarcity of foreign currency which is needed for the importation of material to print the passports.
This comes at a time when the <a href="https://news.pindula.co.zw/2019/07/04/central-vehicle-registration-officials-demand-bribes-as-number-plates-become-scarce/">Central Vehicle Registration (CVR) has also reportedly run out of registration number plates.</a>
Reuters reports that hundreds of people gathered at the passport office in Harare on Wednesday to queue to apply for passports but <a href="https://af.reuters.com/article/topNews/idAFKCN1TY1EY-OZATP">were told to check their documents in 2022.</a>
One passport seeker, Bothwell Mhashu who applied for his passport in June 2018 fumed over the delay in getting his passport. He said that he wanted to escape the economic woes and join his brother in Namibia. As he left the passport offices, Mhashu said:
<blockquote>They just told me that my passport is not ready, I have to check again in August. This is not fair.</blockquote>
The situation at the offices has reportedly deteriorated, bringing memories of 2008 where Zimbabweans would sleep at the passport office to be first in line to apply.
An ordinary passport costs ZW$53 Zimbabwe dollars which translates to about US$6.32). An emergency 24-hour document costs while ZW$318. No emergency passports are being issued except for a few senior officials.
<a href="https://af.reuters.com/article/topNews/idAFKCN1TY1EY-OZATP">Reuters</a> reports that officials at the registrar general’s office revealed plans to print passports locally at central bank-owned Fidelity Printers and Refiners when and if they can import the equipment needed. There is reportedly a pile-up of about 50 000 passports that need to be processed.

"Check Your Passports In 2022," Registrar General Tells Passport Seekers

ZimEye reports that the Registrar General, Clemence Masango is not sure as to when his office will resume printing passports.
In an interview with ZimEye, Masango said:
<blockquote>I released a notice statement on ZTV in the evening revealing that we have encountered a system malfunction, that is affecting us.
Engineers are working on it so I don’t have any time-frame, it is very difficult to say and I am not an engineer.</blockquote>
