Information, Broadcasting and Publicity Services Secretary, <a href="https://www.pindula.co.zw/Nick_Mangwana">Nick Mangwana</a> has listed options for students struggling to pay fees. 
This comes amid outrage over <a href="https://zero.pindula.co.zw/university-of-zimbabwe-raises-fees-for-the-august-december-2022-semester/">a fee increase</a> by the<a href="https://www.pindula.co.zw/University_of_Zimbabwe"> University of Zimbabwe (UZ)</a>. He said this Monday:

There are students whose domestic situations are such that they may struggle to pay fees. Universities run different support schemes to assist these students meet their fees. Some unis like the UZ have these schemes; 
1- Work Study Programs 
2- Fees Payment Plans 
3- Student Loans
</blockquote>
Following a review of UZ fees, some have been calling for the reintroduction of students’ grants to assist struggling students.
<h2>Student Loans:</h2>
The government reintroduced loan schemes for students in State institutions in 2019. The facility had been discontinued in the 1990s due to non-payment.
The Minister of Higher and Tertiary Education, Science and Technology Development, Professor <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a>, announced in 2019 that the student loan scheme would be administered by the <a href="https://www.pindula.co.zw/CBZ_Holdings">Commercial Bank of Zimbabwe</a>. 
He said the loan must be paid back to enable the sustainability of the critical intervention. He added back then:
<blockquote>
We are now very strict. This is a commercial arrangement and students will have to pay (back). The government used to have this facility, but it collapsed during the 90s due to non-payment.
We cannot continue to be careless and we will follow up on beneficiaries. We want to support and empower the next generation
If assessed and approved, the beneficiaries will pay as they go. The payments will differ according to the beneficiaries’ capacity.

He also said the system would be tailor-made to the capability of the individual. 
<h2>Work Study Programs:</h2>
In other countries, Work-Study provides part-time jobs for undergraduate and graduate students with financial need, allowing them to earn money to help pay education expenses. The program encourages community service work and work related to the student’s course of study.

Mangwana Lists Options For Students Struggling To Pay Fees

<a href="https://www.pindula.co.zw/University_of_Zimbabwe">University of Zimbabwe (UZ)</a> employees downed tools on Monday citing incapacitation.
In a memorandum seen dated February 17, 2022, which was addressed to vice-chancellor <a href="https://www.pindula.co.zw/Paul_Mapfumo">Paul Mapfumo</a> by the Association of University Teachers (AUT-UZ), the University Technicians Association (UTA-UZ), the workers’ committee said the continuous deterioration of the economy had rendered their salaries worthless, thereby triggering incapacitation.
The workers’ representatives also revealed that the lowest paid worker at the university earned at least $21 000.
Furthermore, the UZ workers said they could no longer afford transport as well as lunch, making it difficult for them to provide their services. The memo read:

The lowest-paid employee at the university earns a net wage of $21 000. Meanwhile, according to ZimStat [Zimbabwe National Statistics Agency] data published in December 2021, the total consumption poverty line (TCPL) based on the cheapest food and non-food basket was $8 009 per person per month or $48 054 per month for a family of six. According to the Consumer Council of Zimbabwe (CCZ), a family of six needed $72 967 for basic expenses during the same period.
When schools opened early this month, school fees, the prices of stationery, school wear, fuel/transport fares, utilities and premiums for funeral policies, data bundles, council rates, accommodation and others increased. This further diminished the value of our wages. Consequently, our members are severely incapacitated. That is most UZ employees cannot meet their obligations from one payday to the next. As we speak, employees cannot afford transport (fuel or bus fares) to come to work daily. In addition, many skip lunch while at work.

The workers said despite their desire to contribute towards the realisation of Education 5.0, they were unable to report for work because of incapacitation.
Efforts to get a comment from Higher and Tertiary Education minister <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a> were fruitless.

UZ Workers Down Tools Due To "Incapacitation"

Students who are under the Registrar of Apprenticeship and Skilled Manpower (RASM), have written an open to the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development asking for assistance to get allowances that were gazetted by the government. 
The government stated that the apprentices should be getting ZW$38 000 but the apprentices claim that they are being paid ZW$6 000. In a Twitter post directed to the Higher and Tertiary Education minister, Professor <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a>, the apprentices said:

Minister we are Rasm Apprentices and we need an explanation kuti what is going on with our allowances. I have attached a copy of the proposed wages which we saw, but we are receiving a monthly wage of 5000 RTGS which is equivalent to 20 US, help us, Minister. 
We are grateful hedu with the opportunities dzema training avanotipa but, come on, why mistreat people like that our contracts and your signed papers as per your agreements kumusoro ikoko say we must be getting something like 38k yet we getting 6000rtgs where is the rest 32k.
It’s like there is contradiction kumusoro ikoko n we are suffering hedu and as apprentices we are expected to buy our own tools pay own rents buy our own medicine they made us take medical aids but haasi kushanda and all that we must do it ne 6000rtgs apa set yema spanner 3k help.

May you kindly help us in regards to the above issues. We have been trying to communicate with Zimdef but all was to no avail.

Professor Murwira could not be reached for comment.

RASM Apprentices Write To Higher And Tertiary Education Minister Over Allowances

The Ministry of Primary and Secondary education has issued a statement saying there will be no tuition fee increases in Public schools. He further clarified that boarding fees can be increased using the guidelines provided by the government.

The government is adamant that ZUPCO is profitable despite a 50 percent reduction in bus fares. Whilst all local urban routes now cost 50 cents from $1, the company charges, in that order, $0.75 and $1 for a distance of up to 30km and 40km.
Professor Amon Murwira, acting minister of Local Government, Public Works, and National Housing said transport is actually overpriced in the country. Professor Murwira said:
<blockquote>With this card there is no need for the customer to carry cash anymore. You will be having the card which has money in advance and then you can use it every time. It therefore means 0.50 cents, according to calculation, can make a big bus make profit. The transport in this country is overpriced. We are proving through technology that we can have proper prices. So, I think that is basically the issue of introducing efficiencies using technology at Zupco. This is why we say Zupco will make profit even at 0.30 cents.</blockquote>
He added that fuel prices had no direct bearing on the bus fares. Murwira also said that the vision is to transform into a situation whereby business does not over-profiteer or under profiteer based on the efficiency of their collection system.
Justice, Legal and Parliamentary Affairs Minister, Ziyambi Ziyambi added that the government was assuming its role of a public protector.
