Traditional leaders reportedly blocked efforts by a government official to use a “less problematic” name for the 1980s massacres in Matabeleland and Midlands Provinces commonly referred to as <a href="https://www.pindula.co.zw/Gukurahundi">Gukurahundi.</a>
The suggestion was made at the Bulawayo State House handover of a chiefs’ manual on handling the matter, according to Chief Khulumani Mathema of Gwanda.
Mathema made the claims while addressing delegates at the launch of the Centre for Innovation and Technology’s (CITE) “We Will Crush Them,” a documentary on the massacres that claimed some 20 000 mainly Ndebele-speaking people in the southern part of Zimbabwe.
Mathema said a name which he was not at liberty to reveal, was even suggested to replace Gukurahundi. He is quoted by <a href="https://www.newzimbabwe.com/chiefs-resist-renaming-of-gukurahundi-as-debate-on-mugabe-led-80s-genocide-escalates/">NewZimbabwe</a> as saying:
<blockquote>
There was a situation we had in the meeting, we were told to change the name Gukurahundi.
It was supposed to be given another name. As Matabeleland chiefs we rejected it.
Someone provided another name; this divided the house and the rest of us Chiefs rejected that. It is still Gukurahundi.

<h2>Some Context:</h2>
In the aftermath of Independence, the late former President Robert Mugabe deployed the North Korean-trained 5th brigade into Midlands and Matabeleland “to deal” with “ZAPU dissidents”.
Approximately 20 000 people were killed in the process.
President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a> was the Minister of State Security, his deputy <a href="https://www.pindula.co.zw/Constantino_Chiwenga">Constantino Chiwenga</a> was a commander at Bulawayo’s 1 Brigade while the late national hero <a href="https://www.pindula.co.zw/Perrance_Shiri">Perrance Shiri</a> was the commander of the 5th brigade during the period.
Mnangagwa’s new dispensation has considerably opened up space for discussion on the matter, but, the issue is still delicate.
Victims have been demanding compensation and State security agents sometimes harass those doing so while some pressure groups and academics have accused Mnangagwa of being insincere in his approach.

Traditional Leaders Block Efforts To Rename Gukurahundi

The Zimbabwe Anti-Corruption Commission (ZCC) has launched an investigation into the alleged illegal sale of part of the estate of late national hero and Lands and Agriculture minister Perrance Shiri.
It is alleged that some of the late former Air Force commander’s children were behind the illegal sale of his assets, a year after the decorated soldier died from COVID-19 complications.
Shiri’s daughters, Tatenda and Cynthia allegedly connived with Tawanda Zulu, who is reported to be “Shiri’s son”, and sold Shiri’s Rarai Lodges at Arcadia Dam in Bindura for US$1 million to one Kangara, son of the late gold miner, Kudzai Kangara.
All three are beneficiaries of the late Shiri’s multi-million-dollar estate. Shiri’s Rarai Lodges have since been rebranded to Kangara Resort.
Shiri’s other daughter Rufaro Stephanie, also a beneficiary of his estate, has reportedly made an application at the High Court seeking to reopen her father’s estate, citing irregularities in the execution process, which includes the appointment of the executor.
She argued that as the Shiri family trust executor, the resort could not have been sold because it was part of the assets under the family trust.
Rufaro also alleged that the farming area of the properties where Shiri’s Rarai Lodge is located now belonged to Zulu. She claims that Kangara, who has taken over the resort, is hosting musical gigs every Saturday.
Social media fliers also reveal that Kangara hosts gigs during weekends at Arcadia Dam charging US$20 for VIPs and US$10 for the general public.
Last weekend, musicians Tocky Vibes and Gemma Griffiths held a gig at the farm.
Rufaro said she was not consulted when her siblings and Kangara sealed the deal.
ZACC spokesperson John Makamure confirmed that the matter was under investigation. 
Rufaro also challenged the appointment of former Attorney-General Sobusa Gula-Ndebele as executor of the late national hero’s estate, accusing him of bias.
She also accused her siblings Cynthia and Tatenda of drafting a fake 1995 will that is purported to have been prepared by Shiri, which allocated them more inheritance than the “authentic will”.

ZACC Investigates Illegal Sale Of Part Of The Late Perrance Shiri's Estate

The family of the late former Air Force of Zimbabwe commander Perrance Shiri has questioned the authenticity of documents used by the Master of the High Court Eldard Mutasa to handle his estate.
Shiri became Agriculture minister soon after President Emmerson Mnangagwa took over in a November 2017 military coup and served in that capacity until he succumbed to COVID-19 on 29 July last year.
Some of his children have, through their lawyers, written to Mutasa on several occasions, arguing that the estate administration documents were not authentic.
Shiri’s estate beneficiaries also challenged Mutasa’s appointment of former Attorney-General Sobusa Gula-Ndebele as executor when the late Agriculture minister had a family trust with its own executor.
They claimed that Gula-Ndebele had shown bias in executing the estate as he had unprocedurally given authority to undeserving relatives to use Shiri’s property.
Shiri’s nephew, Bornwell Chitanda, is now staying at the deceased’s property in Borrowdale after moving out of his Hatcliffe home to occupy the house which had key documents and family safes. But speaking to NewsDay on Thursday, Chitanda said:

I was asked to stay at the late minister’s house because there was no relative staying with him at the time of his death.
I am just looking after the property. I know nothing about the late minister’s documents to do with his estate.
I wouldn’t concern myself with his estate because I am not a beneficiary anyway.
</blockquote>
The matter is now being investigated by police under reference ER5/2021 with the hope that the estate does not fall into wrong hands.
Shiri’s children argued that Mutasa had used a 1995 will, which the late minister had disregarded after registering a family trust with one of his children Rufaro Stephanie Shiri as executor.
Now some family members are reportedly striving to deprive Stephanie of her inheritance.
Rufaro Stephanie reportedly with the support from sisters Tatenda and Cynthia, accused the Master’s office of using fraudulent documents to deprive them of their inheritance. In one of the documents seen by NewsDay, Stephanie queried:

The estate issue has ceased to be a family issue as portrayed to the public and government. People are using government letterheads and offices to execute their fraudulent activities. Mr Gula-Ndebele was appointed executor both dative and testamentary, was the Master’s Office confused on what role to give to him since the family trust has its own executor?
His (Mutasa) letter appointing him as administrator was stamped on August 20, 2020, but signed on August 21. Was the stamp stolen on the 20th and someone who was not supposed to sign signed his letters of administration?

Perrance Shiri Family Members Fight Over Estate

The memorial service of the late former Minister of Agriculture Lands, Water, Fisheries and military commander Air Marshal Perrance Shiri has been scheduled for this Saturday at his rural home in Mutekedza Village in Chikomba.
Mashonaland East Minister of State and Devolution Apolonia Munzverengi confirmed the dates in a telephone interview with The Mirror. She said:
<blockquote>_We are going to hold a memorial service for the late Shiri at his rural in Chikomba this Saturday._</blockquote>
Shiri died on July 29, 2020, due to Covid19 and was buried at the National Heroes Acre in the capital.
His death sparked fear among many who were yet to believe that the coronavirus was deadly while some suspected foul play considering the symptoms he exhibited before death.
Shiri’s family said doctors suspected that he could have eaten poisoned food, not COVID-19, as was widely reported.
A postmortem, however, indicated that the former Air Force commander had succumbed to COVID-19.

Perrance Shiri Memorial Service Dates Announced

Some relatives of the <a href="https://news.pindula.co.zw/2020/07/29/lands-minister-perrance-shiri-has-died/">late cabinet minister</a> Perrance Shiri have demanded DNA tests from some people who came forward as Perrance Shiri’s children despite some of them having birth certificates bearing his name, The Herald reports.
This was revealed by one of the children, Rufaro Stephanie Shiri, who is claiming that some relatives are trying to deprive legitimate children of their father’s estate.
Rufaro wrote to the executor of the estate through her lawyers Mr. Caleb Mucheche of Caleb Mucheche &amp; Partners Law Chambers, Rufaro asking why they have to go through a DNA test when the late Perrance Shiri accepted her as his daughter and had his name signed on the birth certificate :
<blockquote>For the avoidance of doubt, our client unequivocally and categorically rejects some wild, baseless, misguided and legally misplaced insinuations and suggestions by some third parties or persons that she must undergo any DNA tests post the death of her late father who freely and voluntarily recorded his name as her father and maintained that legal status without any qualm or query up to the time of his death.
We hereby advise that we represent Rufaro S. Shiri in this estate, who is one of the potential beneficiaries to the estate, who has a birth certificate bearing the name of the deceased as the father and a national identity card bearing the deceased’s surname.
It is against this background that our client instructs us to request your esteemed good offices to notify us about any stages and meetings involved in the administration of this  estate.</blockquote>
Sources told the publication that they only managed to find a 1995 will that stated that Perrance Shiri had a house in Borrowdale and 2 children and they are in the middle of registering the assets he accumulated over the years.

Perrance Shiri 's Family Demands DNA Tests From His Children

The ruling ZANU PF’s politburo on Wednesday conferred a national hero status on the late minister of Lands and Agriculture, Perrance Shiri.
The development was announced by ZANU PF’s acting secretary of information Patrick Chinamasa after the politburo meeting.
Speaking after the politburo session in the capital, Chinamasa also said that burial arrangements for minister Shiri who was a retired four-star general in the Air Force of Zimbabwe will be announced in due course.
Shiri who was born Bigboy Samson Chikerema was a veteran of the country’s independence war.
He died aged 65 this Wednesday morning after a short illness. Some suspect that he died of the coronavirus after it was confirmed that his driver died of the deadly virus recently.

Birthday: – 11 January 1955 – Born Bigboy Samson Chikerema
Liberation struggle: Joined ZANLA in 1973 and rose through the ranks to become member of the High Command in 1977.
After Independence: Joined Zimbabwe National Army in 1980, attained Brigadier rank in 1982.
Gukurahundi: Shiri was the first commander of the <a href="https://www.pindula.co.zw/5th_Brigade" title="5th Brigade">5th Brigade</a>, a special unit in the army of Zimbabwe known to have caused deaths mostly in <a class="mw-redirect" href="https://www.pindula.co.zw/Matabeleland" title="Matabeleland">Matabeleland</a> and <a href="https://www.pindula.co.zw/Midlands_Province" title="Midlands Province">Midlands Province</a> that have come to be known as <a href="https://www.pindula.co.zw/Gukurahundi" title="Gukurahundi">Gukurahundi</a>. From 1983 to 1984, the Zimbabwean Fifth Brigade, under Shiri’s command, was reported to be responsible as thousands of civilians were killed and or tortured.
Airforce: Transferred to Air Force of Zimbabwe as Air Commodore in 1984
Studies in London: 1986, Shiri took up a place at the Royal College of Defence Studies in London, described as one of the prestigious defence academic institutions in Britain. BMATT commander General Sir Edward Jones, who commanded the British Military Advisory and Training team from 1983 to 1985 spoke highly of Perence Shiri: “Undoubtedly he was the man who was going to be important in Zimbabwe and I think it was important that we should influence him positively in so far as we could.”
Commander Post: In 1992, Shiri was appointed Commander of the Air Force of Zimbabwe, taking over from Air Chief Marshal Josiah Tungamirai

DRC War: 1998 – 2002 DRC Campaign – Shiri was in command of the Zimbabwean troops at the start of the DRC War to offer massive military support to DRC President Laurent Kabila who was fighting rebels supported by Rwanda and Uganda. It was Shiri who decided that the Zimbabwean contingent would defend N’Djili and its airport.
Sanctions: 2002 – The European Union barred then Air Marshal Shiri from entering the EU and on 6 March 2003, George W. Bush ordered the blocking of any of Shiri’s property in the United States following his solid contribution to the land acquisition programme.
Efforts To Address Food Shortages: In 2002, was dispatched by then-president <a href="https://www.pindula.co.zw/Robert_Mugabe" title="Robert Mugabe">Robert Mugabe</a> to South Africa to purchase maize. This undertaking was reportedly backed by a credit note for the equivalent of Pound sterling £ 17 million from the late former Libyan leader, Muammar al-Gaddafi Colonel Gaddafi.
Assassination attempt: Shiri was shot in the arm on 13 December 2008 and was admitted at an undisclosed hospital in <a href="https://www.pindula.co.zw/Harare" title="Harare">Harare</a>. He was reportedly ambushed on the way to his farm, which was seized from a white farmer in 2000. The Late Lands Minister Perrance Shiri's Timeline

Lands and Agriculture minister Perrance Shiri has been admitted at a private hospital in Harare after he reportedly fell ill just days after his driver succumbed to Covid-19.
The spokesman for the presidency and cabinet, George Charamba, however, told ZimLive that the former Air Force commander was in self-isolation. He said:
<blockquote>The minister’s driver died from the virus and it is only normal that the minister goes into self-isolation, and in the process miss cabinet, as a contact of his former driver.</blockquote>
Charamba insisted that he was not aware that the 65-year-old who missed cabinet on Tuesday had been hospitalised.
The development comes as Parliament was shut down on Monday after two MPs tested positive for the novel virus which has infected over 16.8 million people globally.
Meanwhile, another legislator, Masango Matambanadzo of opposition National Patriotic Front has died on an undisclosed ailment.

Perrance Shiri Hospitalised After His Driver Dies Of Coronavirus

Editors Note: An earlier version of this article referred to Mr. Ryan Mpofu as a member of Bulawayo Zanu-PF province. This was in error and it has since been corrected below. The Zanu PF Youth league vice-chairman of Mqamulazwe district in Matabeleland, Ryan Mpofu has insinuated that the $17 million COVID-19 relief fund the government disbursed to cushion youths affected by the coronavirus lockdown has been converted into loans.
Mpofu who is the youth league vice-chairman for Bulawayo’s Mqamulazwe district complained over the terms and conditions set for one to access the funds. Speaking to NewsDay, he said:
<blockquote>Being Zanu PF does not mean I have to agree with something that is wrong. One should have a conscience and do the right thing.
The relief fund is for youths and is non-partisan. But what is happening is that there are stringent conditions that have been put for one to access the funds.
This has happened before when people were promised projects and money but the question is how many people got the projects. Now they are wasting the little resources we have in travelling and printing and at the end of the day, we receive nothing.
Who keeps a sales record while operating an informal business? There is absolutely no reason to have these records when operating an informal business, why are they asking for it? Even an EcoCash statement? Mostly, when we sell, we want cash, so why an EcoCash statement?
A lot of businesses are closed and the youth usually do informal trading and their businesses are small and not recognised, but that is how they earn a living.
It is becoming very difficult for the youths, hence the relief fund so that they have something to put on the table. It’s a fund, not a loan. There is no need for so-called business documents.
It doesn’t make sense. This defeats the purpose of the fund</blockquote>

Youths Need Relief Funding, Not Loans - Zanu-PF Youth Official

A wrangle over the ownership of Concopia Farm which was owned by exiled former cabinet Minister Saviour Kasukuwere has put the future of the farm in jeopardy.
This comes as Ephanos Mudzimunyi, a Zimbabwe National Liberation War Veterans Association senior leader, who took over Kasukuwere’s after he was given the nod by Agriculture minister Perrance Shiri early is reportedly mismanaging the farm.
Speaking to The Standard, one of Kasukuwere’s workers said:
<blockquote>Those who invaded the farm do not have tractors or any farming equipment, but instead, are harvesting the citrus fruits, neglecting the other important aspects, which include watering, fumigation and pruning the trees.
This will mean the survival of these trees for the next season is in doubt.</blockquote>
The ongoing fights have reportedly resulted in the vandalism of properties at the farm and police said investigations are already underway.
The Ministry of Lands last year withdrew the land from Kasukuwere and gave it to Mudzvimunyu but Kasukuwere has since challenged the withdrawal at the court.
Mudzvimunyu was ordered by the High Court to stop harvesting Kasukuwere’s fruits but has continued to defy the ruling.

"Survival Of Orange Trees For The Next Season Is In Doubt," As Fight Over Kasukuwere's Farm Continues

Lands, Agriculture, Water, Climate and Rural Resettlement Minister <a href="https://www.pindula.co.zw/Perrance_Shiri" rel="noopener noreferrer" target="_blank">Perrance Shiri </a>has admitted that his ministry has failed to deliver on its mandate to provide food security to the nation as well as produce 40 per cent of the country’s exports.
Shiri made the remarks while speaking at the official opening of the ongoing strategic planning workshop on Wednesday. He said:

Shiri challenged the 11 parastatals under his ministry to up their game as some of them are only able to pay their staff while contributing nothing to the fiscus.
Finance Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> is pushing for the privatisation and commercialisation of most of the parastatals as they have become liabilities rather than assets, with most of them now a breeding ground for corruption, nepotism, waste and gross incompetence.

Shiri: Agri Ministry Has Failed To Deliver On Its Mandate

The Minister of Lands, Agriculture, Water, Climate and Rural Settlement, Perrance Shiri has been urged to issue a ministerial statement to Parliament over the water crises facing both urban and rural communities.
The call was made by MP for Warren Park, Shakespear Hamauswa (MDC Alliance). He said:
<blockquote>We raised an issue which is very important, the issue of water. We requested the minister responsible to give us a ministerial statement regarding what the government is doing to avert the crisis, not only in urban areas but also in rural areas.
We raised this request two times and this is the third time. Considering that Parliament will be on recess, we do not know what is going to happen regarding the crisis of water.
As I speak today, there is no water being pumped in Harare. The problem in Harare is a reflection of what is happening in most cities and rural areas, it is my humble request that the responsible minister may come to this House and give us a ministerial statement.</blockquote>
Hamauswa urged the responsible minister to declare the water situation a national disaster. He added:
<blockquote>As we speak, people in most constituencies in Harare are using contaminated water for their laundry and it is not good because we had outbreaks of cholera in previous years.
It is something that as parliamentarians and as government, we also need to take the water crisis as a national disaster.</blockquote>

Lands, Agriculture, Water, Climate and Rural Settlement minister, Perrance Shiri, on Thursday apologised for referring to MDC legislators as “baboons and monkeys”.
The former airforce boss made the remarks while dismissing allegations that <a href="https://news.pindula.co.zw/2019/07/21/parliament-angered-by-3-billion-swallowed-by-command-agriculture-between-2017-and-2018/">US$3 billion Command Agriculture fund disappeared</a> between 2017 and 2018. He said that no money was missing but the ministry had only failed to bring paperwork which the MDC Members of Parliament were demanding.
On Thursday during a Parliamentary session, Shiri retracted his words. He said:
Speaker, I would like to unreservedly apologies for the remarks I made yesterday,” he said.
<blockquote>I realise they must have caused some injury to the dignity of the members. To that extent, Speaker, I would like to withdraw my statement.</blockquote>
Shiri’s <a href="https://news.pindula.co.zw/2019/07/31/minister-calls-mdc-mps-baboons-and-monkeys-report/">statements caused havoc in Parliament</a> as members started singing and dancing thereby causing the session to end prematurely.
Zimbabweans on social media also castigated Shiri saying he was offside.

SHIRI Withdraws "Baboons & Monkeys" Remarks Made On MDC MPs

The government is prioritising ex-liberation warfighters in land allocation across the country’s eight non-Metropolitan provinces.
In a letter to provincial ministers dated June 17 2019, Lands Minister Perrance Shiri ordered the former to prioritise war veterans in land allocation. The letter reads in part:
<blockquote>In line with the noble objective of empowering veterans of the liberation struggle enunciated above, the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement is mandated to prioritise the allocation of lands to the gallant sons and daughters of Zimbabwe who participated in the protracted struggle for the liberation of the country.
Hon Ministers, the above allocations of land should ideally be at one place, but if the situation on the ground does not permit, the allocation should at least be in the same geographical area for ease of administration by the war veterans in that province.
… May you further kindly take note that in the event of land disputes, under no circumstances should war veterans have his or her offer cancelled.</blockquote>
Mashonaland East, West and Central as well as Manicaland provinces were all ordered to reserve 1 000 hectares of land for war veterans.
Midlands province was ordered to reserve 2 000 hectares for the ex-combatants while Masvingo, Matabeleland South and Matabeleland North are required to reserve 3 000 hectares each for the former guerillas.

Govt Prioritising War Veterans In Land Allocation

Former Mashonaland East Resident Minister and current ZANU PF MP for Uzumba, Simbaneuta Mudarikwa is set to lose his farm in Wenimbi after the Minister of Lands notified him of his intention to withdraw his offer letter.
Mudarikwa is accused of multiple farm ownership. He got the farms under the Land Reform Programme at the turn of the millennium.
Part of the letter written to Mudarikwa by Agriculture Minister Perrance Shiri reads as follows:
<blockquote>Notice is hereby given that the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement intends to withdraw the offer of land made to you in respect of subdivision 3 measuring 67.50HA of Wenimbi Farm in the district of Mashonaland East province.</blockquote>
ZANU PF bigwigs are accused of being multiple farms owners following the chaotic land reform program. Mudarikwa’s case could just be a tip of the iceberg.

ZANU PF Official To Lose Farm

Former Commander of the Airforce of Zimbabwe and current Agriculture Minister Perrance Shiri said that his party, ZANU PF has no regrets over the military crackdown on protestors.
While addressing people who had gathered at the commissioning of Guruve Community Information Centre on Friday, Shiri said that the security forces could not fold their arms and watch whilst malcontents were burning the country. Said Shiri:
<blockquote>There are several ways to express our grievances. You can do so through Parliament, Government and peaceful protests.
However, we will not tolerate acts of violence, looting and burning of property. This is not how Zimbabweans behave. We do not regret the intervention by the soldiers.
If the police are incapacitated we will call the military to put out the fire. Did people want Harare to burn while soldiers watched? We appeal to youths to be disciplined and to appreciate the importance of peace, unity and love.</blockquote>

Perrance Shiri Says ZANU PF 'Does Not Regret' Military Crackdown On Protestors

Lands, Agriculture, Water, Climate and Rural Resettlement Minister Perrance Shiri said Zimbabwe should invest in manufacturing vaccines and drugs needed in the agricultural sector.
Shiri said this while officiating at a strategic planning workshop held in Mutare last week. He said Zimbabwe should manufacture its own drugs locally to reduce pressure on scarce foreign currency. Said Shiri:
<blockquote>Zimbabwe is a livestock country and we cannot afford to be a perennial importer of animal vaccines and drugs. It is critical that as a nation, we take bold decisions and invest in local manufacturing of some of the drugs such as foot and mouth vaccines to reduce pressure on scarce foreign currency.</blockquote>

Lands, Agriculture and Rural Resettlement Minister Perrance Shiri said farmers should not use sanctions as an excuse for low productivity stating that “sanctions have nothing to do with our farming and productivity”.
Shiri said farmers have other resources such as water and land which have nothing to do with sanctions. Said Shiri:
<blockquote>Sanctions have nothing to do with our farming and productivity so we should free ourselves in that sector. We can perform better even when we have sanctions. We have land, water and other resources that would enable us to enhance productivity.</blockquote>
Shiri also said there are a lot of opportunities in farming that farmers need to take up to generate foreign currency from exports.

Speaking during a rally to drum up support for the ruling party at Maneta Primary School in Buhera Central constituency on Monday, Minister of Lands, Agriculture and Rural Resettlement Perrance Shiri said the explosion that rocked White City Stadium in Bulawayo on Saturday was an act of Satanism.
He said Zanu-PF is not blaming anyone but is letting the police conduct investigations. Said Shiri:
<blockquote>What happened in Bulawayo on Saturday was regrettable. That was an act of Satanism. Let us not accuse anyone as masterminds of Saturday’s incident. In fact, as a party, we are not pointing fingers at anyone. We will let the police do their job. We can only urge members of the public to help law enforcement agents in bringing the culprits to book. We know they will misfire when partaking in discussions, be it in churches or beerhalls. That is where we expect you as members of the public to report any suspicious utterances or acts. Let us be vigilant.</blockquote>

President Emmerson Mnangagwa is in Victoria Falls where he is attending the Southern African Confederation of Agricultural Unions conference which starts today. Mnangagwa is in the company of Minister of Agriculture, Mechanisation and Irrigation Development Retired Air Marshal Perrance Shiri.
A total of 13 countries are expected at the regional farmers’ conference whose theme will be bordering on trade enhancement with respect to agriculture. The Zimbabwe Farmers’ Union (ZFU) and Commercial Farmers Union are hosting the rotational conference on behalf of Zimbabwe.

Mnangagwa In Victoria Falls For SACAU conference

According to a report from the United Nations Security Council, the two military generals who were named in President Emmerson Mnangagwa’s new cabinet looted diamonds from the Democratic Republic of Congo (DRC).  Major General Sibusiso Busi Moyo who was named as the minister of foreign affairs and Air Marshall Perence Shiri, the new Minister of Lands, Agriculture and Rural Resettlement are named in the report together with Mnangagwa.
Part of the report reads:
<blockquote>27. The key strategist for the Zimbabwean branch of the elite network is the Speaker of the Parliament and former National Security Minister, Emmerson Dambudzo Mnangagwa. Mr Mnangagwa has won strong support from senior military and intelligence officers for an aggressive policy in the Democratic Republic of the Congo. His key ally is a Commander of ZDF and Executive Chairman of COSLEG, General Vitalis Musunga Gava Zvinavashe. The General and his family have been involved in diamond trading and supply contracts in the Democratic Republic of the Congo. A long-time ally of President Mugabe, Air Marshal Perence Shiri, has been involved in military procurement and organizing air support for the pro-Kinshasa armed groups fighting in the eastern Democratic Republic of the Congo. He is also part of the inner circle of ZDF diamond traders who have turned Harare into a significant illicit diamond-trading centre.

Air Commodore Mike Tichafa Karakadzai is Deputy Secretary of COSLEG, directing policy and procurement. He played a key role in arranging the Tremalt cobalt and copper deal. Colonel Simpson Sikhulile Nyathi is Director of defence policy for COSLEG. The Minister of Defence and former Security Minister, Sidney Sekeramayi, coordinates with the military leadership and is a shareholder in COSLEG. The Panel has a copy of a letter from Mr Sekeramayi thanking the Chief Executive of Oryx Natural Resources, Thamer Bin Said Ahmed Al-Shanfari, for his material and moral support during the parliamentary elections of 2000. Such contributions violate Zimbabwean law.</blockquote>
