Schools in Zimbabwe open for the 2024 second term on 07 May, amid reports that some schools, both private and public, are rejecting the local currency, Zimbabwe Gold (ZiG), and insisting that parents and guardians pay all fees and levies exclusively in US dollars.
The Government’s Chief Spokesperson, Ndavaningi “Nick” Mangwana, said Zimbabwe has a multi-currency regime, therefore parents should not be blackmailed to pay fees in only one currency. He wrote on X:

They should insist on paying fees in the currency of their choice. The law is on their side. They can call on the FIU or the Consumer Council of Zimbabwe to intervene.

In response to Mangwana, award-winning journalist and anti-corruption activist, Hopewell Chin’ono said the Government should lead by example by accepting ZiG for vehicle number plates, passports, customs duties, and fuel.
He said schools, like other service providers, have to buy fuel which is exclusively sold in forex which banks cannot provide. Below is Chin’ono’s detailed response to Mangwana:

Dear @nickmangwana, I hope this finds you well. Your statement is misplaced, and I will explain why.
If a school has a bus that uses fuel to move around, that school requires diesel, which can only be bought in US Dollars at fuel stations like ZUVA.
If the parents insist on paying with ZiG, how will the school buy diesel when banks don’t have the US Dollars to sell to schools or individuals?
You see, @nickmangwana, this is how dysfunctional the economy has become, you are forcing people to do what is impossible!
Declare that the ZiG is now and should be acceptable for any transaction, including services provided by your government like number plates, passports, customs duties, and of course, fuel. Once you do that, all these problems will go away, @nickmangwana.
As the Chief spokesman of Mnangagwa’s government, you must communicate things that are logical and practical.
How can it be logical and practical for a government to force schools to accept a currency that the same government is not accepting for goods and services it provides?
How can it be logical to force schools to accept a currency in which businesses in which the president and central bank governor have an interest are refusing to accept the local currency?
I hope you have read Animal Farm, @nickmangwana; that is where we are with your government. Do you want ordinary citizens to accept that they are lesser beings than the political elites who are rejecting the ZiG that they introduced?
I want to end by saying this to you,@nickmangwana: As long as the government and businesses owned by political elites reject their currency, the ZiG will fail, and it will do so spectacularly.
Please let the schools do what they have to do @nickmangwana, don’t force them to do economically stupid things.
They have kids to feed throughout the term, and forcing them to take a currency that has lost 36% of its value on the black market within 14 days is ridiculous!

It's Illogical To Force Schools Accept ZiG - Chin'ono

In an apparent response to Government spokesperson Nick Mangwana, who accused unnamed individuals of undermining Zimbabwe’s currency and sabotaging efforts to stabilize the economy, economist Professor Gift Mugano suggested that it is the government’s actions that undermine the Zim dollar.
Posting on X, Mangwana, who serves as the permanent secretary of the Ministry of Information, Publicity, and Broadcasting Services, stated that some citizens are on a “crusade” to undermine all government efforts aimed at stabilizing the economy. <a href="https://x.com/nickmangwana/status/1775499882066833542?s=20">He said</a>:

Why would anyone doggedly make it their mission to fight Zimbabwe’s currency? Why would they turn themselves into a crusader in an effort to sabotage all the endeavours to stabilize things in Zimbabwe? Rank Treachery.

In a separate post, Mugano asserted that excessive printing of money and the unresolved confidence crisis emanating from actions of monetary authorities are among the enemies of the Zimbabwe dollar and the yet-to-be-introduced structured currency. <a href="https://x.com/gift_mugano/status/1775597088241328624?s=20">He said</a>:

The enemies of our currency &amp; the so-called structured currency are:
1. Excessive printing of money &amp; excess liquidity caused by command agriculture; wrong financing model on roads &amp; key infrastructures;
2. A dominant informal sector which is governed by informal rules &amp; has no regard for govt policies – the informal sector has its own governor, mattress bank, minister of finance, etc
3. devastating drought &amp; subdued commodity prices which have a combined effect of reducing the availability of USD liquidity
4. unresolved confidence crisis caused by loss of capital/pensions/savings/insurance/investments as a result of incessant currency collapse &amp; currency crisis
5. lack of policy clarity – our economic problem is centred around structural rigidities which require structural policies (industrial, trade and agricultural policies). We haven’t seen much activities &amp; media coverage on these policies in the same way we have seen visibility &amp; pronouncements on monetary &amp; fiscal policies. In short, our structural policies are not up to scratch.
6. drought of production – the best way to defend our currency is to institute policy measures and conditions that promote a productive economy (e.g., sound structural policies, working markets, market-led economy, sound financial sector, stable political environment powered by rule of law, constitutionalism and strong institutions).
7. Broken politics – we have invested so much energy in disunity &amp; hate speech instead of fostering peace, unity, tolerance and love. We are allergic to national dialogue, social contracts, divergent views, etc. Ironically, we expect to see flawless implementation of public policies and attainment of the desired economic goals when we are divided.
Structured currency = bond note, gold coins/gold token/ZiG. Bond note &amp; ZiG were/are local currencies backed by USD &amp; gold, respectively but failed dismally because of the reasons I mentioned above.
This is why I am convinced that a local currency or structured currency will always fail as long as the factors raised above are not adequately addressed.
</blockquote>
Businessman Kuda Musasiwa characterised the structured currency as a “mubobobo” currency, referring to a traditional medicine acquired by men that allegedly enables them to rape women without any physical contact. He wrote:

I have never physically touched a $50 note in Zimbabwe. I’ve seen it on Twitter. I ain’t never seen a real gold coin from RBZ. I saw it on Twitter.
Not even when I jumped on a combi from Hatcliffe to Helensvale did I see anyone pay in a local note? I’m in tech and I have NEVER experienced a ZiG.
I tell you NOT one lie, PaDust in Hatcliffe, when we pick up our daily cash from the ladies who horder from the Fresh Farm every morning, not ONE has offered to pay in ZWLs in the whole of 2024 and we are now 4 months in.
I can admit that sometimes in the Trade centre some guys will offer to “swipe” for me when shopping … Offering a better “rate”. But my maths is bad and can’t be fucked most of the time to even bother.
Don’t even know how they work. 🤣These are fictional currencies. Like the one coming. How are our leaders so out of touch?

Enemies Of Zimbabwe Dollar, Structured Currency - Prof Mugano

The Government says United States-based Chimurenga superstar Thomas “Mukanya” Mapfumo is free to come and perform in Zimbabwe.
This comes after Mapfumo repeatedly stated that he would not stage one of his final performances in Zimbabwe saying he fears arrest if he sets his foot in the country.
However, the Zimbabwe government spokesperson Ndavaningi “Nick” Mangwana has assured Mapfumo that he has nothing to fear and that if he wants to hold his swansong in Zimbabwe, he is free to do so. Mangwana posted on X:

We have had conversations with Mr Thomas Mapfumo’s handlers, including Mukanya himself on the phone.
He wants to hold his swan song in Zimbabwe but he is scared that he will be arrested. For what?
Nobody is interested in him. At the culmination of the Second Republic, President ED did not declare a single Zimbabwean a persona non grata (PNG).
On the contrary, he asserted every Zimbabwean’s cardinal right to come home (including during COVID-19 lockdowns).
Mr Mapfumo and many other Zimbabweans did come home without any restrictions. Some continued their activities within and without the country afterwards.
We are a democratic State and we don’t arrest people for free speech that doesn’t break our laws. Mr Mapfumo is a soon-to-be octogenarian, and we wish him well in his remaining years. He has a lot of fans and detractors. That’s life. See you in Zimbabwe Mukanya.

Mapfumo, who has been an ardent critic of the ZANU PF government, left the country during former President Robert Mugabe’s years in office.
Mukanya has continued to criticise the incumbent, Emmerson Mnangagwa, for his poor human rights record and maladministration.
He last performed in Zimbabwe in April 2018 at a show called the ‘Homecoming Bira.’

Thomas Mapfumo Free To Come And Perform In Zimbabwe - Nick Mangwana

Bulawayo Mayor, David Coltart, has reiterated that local government authorities do not have sufficient financial resources to repair and maintain roads. He made the remarks in response to Information Secretary Nick Mangwana who had argued that the <a href="https://www.pindula.co.zw/2024/01/05/councils-are-responsible-for-maintenance-of-city-roads-mangwana/">maintenance of city roads falls under the purview of Local Authorities. </a>
Mangwana said since 2000, there has been evidence of serious failure by these Authorities in various service delivery areas, including refuse collection, water treatment and supply, road maintenance, and street lighting. He added:

To alleviate the suffering urban dwellers, Govt started making interventions such as buying chemicals for water treatment, deploying the ERRP2 program for roads and EMA taking charge of refuse collection and the Geopomona Project. There are always celebrations when Council Election Results are announced. Every ratepayer should ask themselves what they are really celebrating; these urban gullies in the picture?

Coltart agreed with Mangwana’s statement that local authorities are responsible for maintaining roads. However, he pointed out that the funds that local authorities used to collect for this purpose are now being collected by the Zimbabwe National Road Administration (ZINARA). Unfortunately, most of the funds collected by ZINARA do not reach the local government authorities, resulting in insufficient resources for them to effectively carry out their duties and responsibilities. He said:

The responsibility is but in the past local authorities were able to raise money through car licence fees but that money now goes to Zinara and we only get a pittance back. Local authorities need money to repair and maintain roads but cant do so if little money is paid over.

His remarks echoed <a href="https://twitter.com/daddyhope/status/1743188669983326239">Hopewell Chin’ono’s sentiments</a>. The journalist did not hold back urging Nick Mangwana not to “LIE to your followers and Zimbabweans in general.” He said:

You are getting away with these lies because the opposition has no dedicated shadow cabinet minister for Local Government, but we won’t let you lie on a public platform so we I will correct your lies!
LIE Number ONE 1. The Cities of Harare, Bulawayo and the rest of the country were responsible for road maintenance and collection of road levies and taxes, but in order to cripple them and steal public funds, the ZANUPF central Government changed the law using its majority in parliament and left cities without power to collect road taxes but responsibility to fix them. So all road levies, taxes, toll gate fees and the fuel levy which are supposed to fix the roads are collected by central government (read ZANUPF) not the cities.

Chin’ono raised concerns about the allocation of funds for road maintenance in Bulawayo and Harare. He stated that Bulawayo received only US$800,000 from the central government for roads, despite the central government collecting over US$24 million from Bulawayo motorists. Similarly, Harare collected around US$64 million from motorists, but the city council was given only US$2 million. ZINARA retained the rest, he argued.
Chin’ono highlighted that Bulawayo needs at least US$15 million to maintain its roads and fix issues like potholes. He expressed frustration that the central government is not providing adequate funding despite the funds being available. He said in addition to road motor taxes, other sources such as fuel levies, carbon tax, and toll gate fees are also not being properly accounted for. He added:

LIE Number TWO 2. The cities were responsible for buying their water chemicals, but you directed them to buy chemicals from only ONE company, Chemplex. That parastatal has old equipment which breaks down regularly. When the machines are not working, the cities are stuck. Secondly, Zimbabwean law says that it is the ZANUPF central government that is supposed to provide water sources, the money meant for these dams has been looted for decades.
</blockquote>
Chin’ono stated that Lake Chivero, which is Harare’s main water source, was built by the colonial government in the 1950s. After gaining independence in 1980, plans were inherited to construct the Kunzvi Dam from the previous regime. Unfortunately, successive governments under ZANU-PF allegedly misappropriated the funds meant for the dam. In 1996, there was another opportunity to build the dam, but the money was once again misused, leading the French company responsible for construction to withdraw.
Chin’ono then mentioned that in 2022, ZINWA (Zimbabwe National Water Authority) awarded a US$132 million contract to construct a dam in Nkayi to a prominent ZANU-PF figure, Kuda Tagwirei, but the project is not complete to date. 
Chin’ono added that although refuse collection is the responsibility of local government authorities, the procurement process is controlled by the central government. As an example, he mentioned that the City of Harare was forced to use trucks owned by a ZANU-PF Member of Parliament and Minister, the late Biggie Matiza. Chin’ono claimed that cities faced difficulties in obtaining foreign currency to purchase equipment, except during the Government of National Unity (GNU) period, while individuals like Matiza had access to foreign currency through the central bank.
Chin’ono further asserted that the Zimbabwean economy is controlled by ZANU-PF, not local authorities. He claimed that when cities applied for foreign currency, they were denied because it was allegedly being misappropriated by ZANU-PF political elites. He also alleged that ZANU-PF elites smuggle gold worth US$6 million daily to Dubai, leaving the money there.
Chin’ono criticized the ZANU-PF government for its alleged misinformation and mismanagement, particularly in relation to road maintenance and water supply operations. He accused Ignatius Chombo, a former Local Government Minister, of exacerbating corruption by making councils pay three times for a single shipment of chemicals during his tenure.

Local Authorities Need Money To Maintain Roads - Mayor Coltart Responds To Mangwana

Zimbabwe’s Information Secretary, Nick Mangwana, has stated that local councils are responsible for maintaining roads within their areas. This comes in response to complaints from road users about the poor state of some roads in cities and towns, despite the fees they pay that are meant for road repairs. Mangwana said:

Local government authorities in Zimbabwe have been complaining that the Zimbabwe National Roads Administration (ZINARA), which collects toll fees, does not provide them with sufficient funds for road rehabilitation. In January 2023, Harare Mayor Jacob Mafume even expressed the need to take legal action against ZINARA to regain control of vehicle licensing and allocate more resources for road repairs. He accused ZINARA of only providing inadequate funding, making it difficult for local authorities to maintain and repair roads in the city.
However, ZINARA has assigned blame to local government authorities. They criticised the quality of work done by some local authorities on road rehabilitation projects funded by ZINARA. ZINARA also highlighted that some local authorities were overcommitting or signing contracts that exceeded their allocated resources. They emphasised the importance of local authorities ensuring sustainable quality work within their allocated budgets and providing timely reports on the use of disbursed funds.
Many roads throughout the country are in terrible condition and have become dangerous for drivers and pedestrians. Both the central government and local government authorities recognise this problem. The roads are in such poor shape that they pose a serious risk to people’s safety.

Councils Are Responsible For Maintenance Of City Roads - Mangwana

An employee at <a href="https://www.pindula.co.zw/Mahommed_Mussa/">Mahommed Mussa</a> Wholesalers, a company in Zimbabwe, recently stole a substantial amount of money, totalling $195,000. He used some of the stolen funds to pay for lobola, a traditional marriage payment.
Information Secretary Nick Mangwana said the incident came to light on Christmas day when police officers swooped in and confiscated both the stolen money and the groceries that were purchased with it. He said:

MAMPARA MUKWASHA So this guy stole US$195k from Mahomed Mussa Wholesalers where he worked, and went to pay Lobola with some of it. Imagine during Christmas detectives pouncing at the in-laws’ homestead confiscating all grocery items brought in and lobola money. Crime doesn’t pay
</blockquote>
Some commentators said while theft is an unquestionably condemnable act, the focus should be on why the company was keeping large sums of cash on their premises instead of depositing it in a bank. They say the case highlights the lack of confidence that exists within the traditional banking sector in Zimbabwe. Award-winning journalist Hopewell Chin’ono aid:

Chin’ono said the root cause is what the government represented by Nick Mangwana should address, not just the symptoms. Police wouldn’t need to have their time and personnel deployed for these types of crimes if the banking system was working and citizens had confidence in it.

According to Chin’ono, the government should address the root cause of this issue rather than merely focusing on the symptoms. He said if the banking system was functioning effectively and citizens had faith in it, the police would not need to devote their time and resources to crimes of this nature.
Confidence in the banking sector has been diminishing in Zimbabwe since the hyperinflation crisis in 2008, which resulted in the erosion of depositors’ bank balances. Matters were further exacerbated when the Zimbabwe dollar was reintroduced in 2019. Initially, the government set the local currency at an equal value to the United States dollar, leading banks to convert USD balances into Zimbabwe dollars. However, the Zimbabwe dollar subsequently lost value, causing depositors to suffer losses.
As a consequence of these events, many individuals have resorted to “pillow banking,” whereby they choose to keep their money at home or in alternative locations instead of placing it in banks. This behaviour stems from a fear that changes in government policies could potentially erode their savings. Unfortunately, this trend has made businesses and individuals prime targets for armed robberies, as criminals are aware that substantial amounts of cash are being stored outside of banks.

Mahomed Mussa Wholesalers Employee Steals US$195,000, Pays Lobola With Some Of It

Fadzayi Mahere, a Member of Parliament for the Mt Pleasant constituency, expressed concern that people who have been abducted and tortured are scared to report their ordeal to the police. She said they fear the government will treat them like they did with Joana Mamombe, Cecilia Chimbiri, and Netsai Marova. These three individuals claimed to have been abducted and tortured by suspected state security agents, but the State accused them of faking their abduction and were arrested for spreading lies. The case against them is still ongoing.
Recently, another MP from the opposition party, Takudzwa Ngadziore, along with former MP James Chidhakwa, claimed they were <a href="https://www.pindula.co.zw/2023/11/02/police-say-ngadziore-yet-to-report-alleged-abduction-and-torture/">abducted, tortured, and injected with an unknown substance.</a> Ngadziore’s abduction was recorded live on Facebook before he was taken to Mazowe, where he was tortured and left naked.
The public expressed outrage over the incidents on social media. The Zimbabwe Republic Police (ZRP) stated that they are trying to contact Ngadziore to gather more information about the alleged abduction. In a short statement on X, the ZRP said:

The ZRP has been keenly following an allegation of abduction and torture on Social Media. The Police inform the public that no such case has been reported. We are trying to make contact with the alleged victim so as to elicit the facts beyond what is on social media.

Information Secretary, Nick Mangwana, said investigations on all matters including those around the unverified pictures and video clips are also underway. He said:
<blockquote>
 We have been keenly following an allegation of abduction and torture trending on Social Media. We have also been handling a number of Media Inquiries on the same matter. We are liaising with the @PoliceZimbabwe who advise us that no such case has been reported to them so far. They also informed us that they are trying to make contact with the alleged victim so as to get more facts about this case, as currently they only have Social Media chatter to go by. They will issue a more operational statement in due course. Thank you.
</blockquote>
Dr Walter Mzembi, a former Tourism Minister who is currently living in exile, stated that it didn’t make sense for the police to wait for a report from Ngadziore when there is clear footage showing the alleged perpetrator carrying an AK47 rifle. He said:

Is @PoliceZimbabwe so complacent let alone our security forces that they will wait for a Police Report when there is footage of people marauding with AK47 Assault Rifles in suburbs substituting them in their role unless the only explanation being that they know the people in the footage and it was an authorised operation?

Former PetroTrade board chair, Tinomudaishe Chinyoka suggested that the said footage was no admissible evidence in a court of law. He responded to Mzembi:

Ahh, Minister! Footage doesn’t mean it’s a crime, it could be a film being shot. Are you saying the police should investigate things based on tweets? Will we be safe?
</blockquote>
In response to Nick Mangwana’s statement saying police had not received any report, Mahere said the victims were afraid of what happened to Mamombe and colleagues. She said:

Last time, Joana, Cecilia and Netsai reported their abduction and torture. You guys turned on them. They were arrested and prosecuted for “communicating falsehoods.” The perpetrators went free. This is why we describe you as a violent, corrupt dictatorship that offends the Constitution at every turn. Your call for a police report to be made is not bona fide at all.
</blockquote>
In the past, authorities have made claims suggesting that people who reported being abducted were possibly staging the abductions themselves in order to damage the government’s reputation. They have also suggested that there could be a “third force” that was responsible for carrying out these abductions in an attempt to tarnish the government’s image.

Government spokesperson Ndavaningi “Nick” Mangwana says they have noted “social media chatter” about the alleged abduction and torture of CCC Youth Quota MP, Takudzwa Ngadziore, on Wednesday.
Posting on his X page, Mangwana said the Zimbabwe Republic Police (ZRP) was yet to contact Ngadziore to get more information about the incident. He said:

We have been keenly following an allegation of abduction and torture trending on Social Media. We have also been handling a number of Media Inquiries on the same matter.
We are liaising with the [Zimbabwe Republic Police] who advised us that no such case has been reported to them so far.
They also informed us that they are trying to make contact with the alleged victim so as to get more facts about this case, as currently they only have Social Media chatter to go by.
They will issue a more operational statement in due course. Thank you.

CCC Chief Whip Amos Chibaya, on Wednesday, said Ngadziore was abducted while on his way to the Parliament.
Earlier, CCC had said Ngadziore was dumped by his abductors after they were informed by their colleagues that they had been exposed and were trending on social media.
CCC said after the gunmen were alerted that they had been exposed, they tortured Ngadziore, injected him with an unknown substance, and stripped him naked before dumping him in Mazowe.

CCC MP Abduction: Nick Mangwana Says Government Aware Of "Social Media Chatter"

Former SABC broadcaster Chris Maroleng has urged Zimbabweans to “rise against tyranny” after being deported from the country where he intended to conduct field research on election conditions.
Maroleng, who is now the SADC Executive Director of Good Governance Africa, had flown to Zimbabwe to conduct field research on election conditions but was denied accreditation and subsequently deported. He took to social media to criticise the government’s actions, describing them as a reflection of bad governance and urging the people of Zimbabwe to demand the change they deserve.
Maroleng expressed his belief that the government employed bullying tactics to stifle dissent and silence opposing voices. He called on citizens to challenge oppressive systems and defend their democratic rights. He said:

Today, I am compelled to write with an anger that burns deep within my soul.
The recent events that unfolded in Zimbabwe, leading to my abrupt deportation, are not just a reflection of bad governance, but a stark indication of the lengths to which the government will go.

Our purpose in Zimbabwe was noble and clear – to conduct vital field research on election conditions and challenges. We followed all the necessary protocols.

We cannot afford to be silent in the face of such tyranny.
This incident is a wake-up call for all Zimbabweans to rise up against the oppressive forces that seek to undermine their democratic rights and aspirations.

In response, government spokesperson Nick Mangwana stated that foreign journalists who misrepresent their purpose of visit would be deported, emphasizing the need for transparency and accuracy in reporting. He said:

We note a lot of interest in visiting our country and stay between the 18th-25th of August 2023.
If you are an Election Observer, say so, we accredit such. If you are a journalist, say so, we accredit such.
If you make misrepresentations to the immigration officer, you may find yourself on the next plane home.

Former SABC Broadcaster Chris Maroleng Urges Zimbabweans To “Rise Against Tyranny”

Information, Publicity and Broadcasting Services Ministry permanent secretary Ndavaningi “Nick” Mangwana says a call by the opposition for supporters to “defend the vote” is a threat to peace.
Supporters of Zimbabwe’s main opposition party, CCC, have reportedly been urging citizens not to go home after casting their ballots but to remain at polling stations until ballots are counted and results posted to guard against possible rigging.
Mangwana has, however, condemned the call to defend the votes saying it is a threat to peace. Posting on social media site X, <a href="https://twitter.com/nickmangwana/status/1691470893560578048?s=20">Mangwana said</a>:

There is nothing called, “DEFENDING A VOTE”. That’s a threat to peace. After voting people should just go home and wait for the announcement of the results.
Imagine a polling station with 2000 voters from different parties all milling around after voting now waiting to “defend their vote”! That’s a potentially explosive scenario.
For the sake of peace, after voting just go home, to work to your business or whatever else that gives you a livelihood.

Responding to Mangwana, a CCC supporter, one Skilled Rebhara said there is no law against waiting for the results. He said:

… why should they go home. There is no law against waiting for the results. You have done star rallies with over 200 000 supporters with no violence 2000 is too little a number.

Renowned novelist Tsitsi Dangarembga wrote: “… So you don’t want the vote defended? Why? What do you want to do?”

"Defending A Vote" Is A Threat To Peace - Mangwana

Ndavaningi Mangwana, the permanent secretary for the Ministry of Information, Publicity and Broadcasting Services, has responded to a statement issued by CCC on Tuesday, 25 July alleging State media bias in covering political events.
Mahere said that “it is a matter of public record that ZBC refuses to give any independent or fair coverage to the CCC” leader Nelson Chamisa.
She was responding to claims by the Deputy Information Minister, Kindness Paradza, that the opposition is “refusing to take up airtime on ZBC.”
Posting on Twitter, Mangwana said the Government has directed ZBC formally respond to the CCC public statement so that issue is resolved amicably. Said Mangwana:

The Public Broadcaster is independent of Govt and has its own board, management and editorial team as well as policy.
We support them with policy directions, resource advocacy, and parliamentary accountability. We have since asked them to formally respond to the CCC public statement so as to correct any misunderstandings which may have arisen between the parties.
The ZBC have assured us that they will issue a statement in the spirit of public institution accountability. 
The position of Govt is that;
-the Public Broadcaster is there to serve all. This includes all political parties, all natural or juristic persons.
From our preliminary inquiry, we have been made to understand that, there are challenges with bringing CCC people on air as they either don’t want to come to programs or they have internal contradictions which give them a challenge in deciding who should moderate or appear on a program and how the program should be structured.
This sometimes leads to indecisions on who should attend a program on their behalf and the embargoing of others from attending.
The Public Broadcaster tries to avoid getting involved in these internal contradictions which sometimes lead to the party not being represented at all in spite of ZBC’s efforts at having equitable representation of all players.
When it comes to the airing of CCC adverts, the ZBC reports that CCC leadership has an “unrealistic” expectation that ZBC should do the commercial productions for them.
This is a misunderstanding of the public broadcaster’s role. The CCC party needs to have its own creatives to do its productions just like Zanu PF.
The ZBC is a broadcaster and not an advertising agency and would appreciate completed productions and of course commensurate payment for the purchased airtime.
May we take this opportunity to point out that Zanu PF pays for all the rallies that are aired live on television.
Govt itself pays for the National Heroes Galas that also benefit from live broadcasts.
We call upon everyone to support our National institutions in their commercial efforts to avoid turning into fiscal burdens to the taxpayer.

Govt Orders ZBC To Respond To CCC Allegations Of Bias

The Permanent Secretary of Information, <a href="https://www.pindula.co.zw/Nick_Mangwana/">Nick Mangwana</a>, has claimed that some banks lied that NOSTRO accounts did not have United States dollars (USD) and that triggered mass withdrawals by depositors.
BancABC and FBC Banks were accused of limiting <a class="MarkdownLink_linkifiedLink__KxC9G">cash withdrawals</a> and prohibiting certain transactions, but they later dismissed the reports as fake. <a class="MarkdownLink_linkifiedLink__KxC9G">Mangwana</a>‘s comments are believed to refer to the earlier statements by the banks in which the restrictions were announced. In a Twitter post seen by Pindula News, Mangwana said:

A “Bank Run” is when a large number of depositors simultaneously try to withdraw their funds from banks immediately. This is what was caused by the recklessness of a couple of banks which for reasons best known to themselves lied that what was in the Nostro accounts was not USD. Stop It!

She said:

Tinashe Murapata, an economic blogger, disagreed with Mangwana’s comments, stating that banks were attempting to prevent mass withdrawals contrary to his claims that they triggered them. He said:

You’re not helping the situation perm sec (Nick Mangwana). Banks are actually trying to avoid a run but for reasons known to you, you are inflaming the situation. The problem with propaganda here is that depositors have a right to their money. They’re not being irrational considering what has happened this last few weeks. The message from GOZ is to calm the waters and NOT play politics. Perhaps start by actually sharing the data of what is in the system. What we have is end of March. We are now June. Nobody cares to communicate the real time truth. I implore you, on these sensitive matters to communicate with empathy or to keep quiet. Remember most people keep their money under mattresses because they don’t trust GOZ. Therefore, what are you communicating with this tweet? Other than withdraw your money from banks quickly….

Chin’ono said the film producers have shown the films to a select group of corruption experts and journalists to give their comments before the documentary is broadcasted.
A snippet of the documentary featuring ZANU PF affiliate and President Emmerson Mnangagwa’s appointed ambassador at large, Uebert Angel has gone viral on social media.

Zimbabwean Govt Admits To Corruption, Smuggling And Money Laundering

The Permanent secretary in the Ministry of Information, Publicity and Broadcasting Service, Nick Mangwana, said the Zimbabwe Electoral Commission (ZEC) has not yet submitted its final Delimitation Report to President Emmerson Mnangagwa.
This comes after reports claimed on Friday that ZEC chairperson Priscilla Chigumba had submitted the Final Delimitation Report to the President at State House.

<a href="https://www.herald.co.zw/zec-hands-over-revised-report-to-president/">The Herald</a> reports that Chigumba was at State House on Friday morning to deliver to Mnangagwa the draft of the final report on the delimitation of constituency and ward boundaries which takes note of concerns that he and Parliament raised.
Chigumba said the draft report, which the President will now go through, could be gazetted in the next 14 days.
She was cited as saying she is confident that the President will approve the revised delimitation report as it captured the concerns that were raised by stakeholders including Parliament.

Mangwana Says ZEC's Draft Of The Final Delimitation Report Is Not Final

The permanent secretary of the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana, has warned the media against inadvertently making suspected murderer Jaison Muvevi a cult hero.
Mangwana was commenting on a tweet by a local tabloid showing pictures of Muvevi “in happier times”.
Mangwana said the media should be sensitive to the families of the people who were allegedly shot dead by Muvevi. <a href="https://twitter.com/nickmangwana/status/1616042911426281472">He said</a>:

I think the Media has to be careful about the way they are covering this story.
There is a risk of creating a celebrity or folk hero out of a possible cold-blooded, sociopathic killer.
There are families whose lives have been irreversibly damaged by his actions. Be sensitive to them.

Muvevi was arrested on Monday, 16 January for allegedly killing three people in Hwedza on 13 January.
His alleged victims were Chrispen Kanerusine (48) of Hwedza, Hwedza officer-in-charge Inspector Maxwell Hove (43) and 27-year-old Munashe Majani, who was a bartender at Ruzema Bottle Store, Mukamba Business Centre, Hwedza.
He has also been charged with the murder of Nyarai Round (33) of Domboshava.
Police are now investigating leads linking the ex-detective to six other murder cases that took place in and around Harare and Chitungwiza over the past three years.

President Emmerson Mnangagwa has reassigned the former Deputy Director General in the President’s Office, Aaron Nhepera.
Ministry of Information permanent secretary Ndavaningi Mangwana said Nhepera has been moved from the Home Affairs Ministry and appointed the new secretary for Defence. Tweeted Mangwana:

President Mnangagwa Reassigns Former CIO Boss

The secretary for Information, <a href="https://www.pindula.co.zw/Nick_Mangwana">Nick Mangwana</a>, is being accused of displacing villagers at two farms in <a href="https://www.pindula.co.zw/Chegutu">Chegutu</a> under controversial circumstances.
Mangwana allegedly teamed up with ZANU PF Mhondoro-Mubaira legislator Freddy Kapuya to displace the villagers in Thorndyke and Hopewell farms in Chegutu East.
Freddy Kapuya, who is also a former <a href="https://www.pindula.co.zw/Redcliff">Redcliff</a> mayor, was allegedly given 350 hectares of land while Mangwana got 100 hectares, affected villagers told <a href="https://thestandard.newsday.co.zw/local-news/article/200005188/chaos-as-zanu-pf-heavyweights-displace-settlers">The Standard</a>.
It is alleged that hundreds of villagers occupying part of Thorndyke and Hopewell farms have been served with eviction orders and directed to stop developments pending eviction.
Sources said that a Chinese mining company, Global Platinum Resources, is also set to occupy part of the farms for platinum mining and recently visited the area for some assessments.
The Zimbabwe Land and Agrarian Network (ZLAN), a membership-based local network of farmers and researchers, has since written a letter to the government seeking clarification.
ZLAN also wrote a letter to the Chegutu Rural District Council requesting an official position on reports that Global Platinum Resources has interests in the area.
Some of the villagers are said to have occupied the land at the height of land invasions in the early 2000s.
One of the victims, a 66-year-old woman, is said to have suffered a stroke and is bedridden after she was given only 48 hours to leave.

Nick Mangwana, ZANU PF MP, Business Mogul Evict Villagers From Chegutu Farms - Report

Zimbabwe’s permanent secretary of Information, Publicity and Broadcasting Services, Nick Mangwana has said the government is working to resolve the power crisis which he said is “causing distress to the citizenry and business.”
The <a href="https://www.pindula.co.zw/ZESA">Zimbabwe Electricity Supply Authority (ZESA)</a> rolled out a crippling load-shedding schedule last week after being directed by the Zambezi River Authority <a href="https://zero.pindula.co.zw/severe-load-shedding-looms-as-zra-tells-zesa-to-shut-down-kariba-power-station/">to reduce power generation</a> at <a href="https://www.pindula.co.zw/Kariba_South_Power_Station">Kariba South Hydropower Station</a> to allow the water body to refill.
In some parts of the country, load-shedding goes for 22 hours while it is effective, uninterrupted, from 5 am to 11 pm in some parts of Harare, the capital. In a Twitter post seen by Pindula News, Mangwana thanked the citizenry for its patience. He said:

Nelson Chamisa who leads the opposition Citizens Coalition for Change (CCC) has sent a condolence message to the Mnangagwa family following the <a href="https://zero.pindula.co.zw/president-mnangagwas-grandson-dies/">death of Yasha Mafidi Mnangagwa,</a> a 5-year-old grandson of President Emmerson Mnangagwa.
Yasha who was Sean Mnangagwa’s son succumbed to respiratory complications, according to the Permanent Secretary of Information, Publicity and Broadcasting Services, Nick Mangwana. 
In a statement seen by Pindula News, Chamisa, a former Minister of ICT, Postal and Courier Services during the <a href="https://www.pindula.co.zw/Government_of_National_Unity">Government of National Unity (GNU)</a> said:

Chamisa Sends Condolence Message Following Death Of President Mnangagwa's Grandson

The permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana has said self-exiled Chimurenga musician Thomas Mukanya Mapfumo is free to come to Zimbabwe.
Mapfumo had said he won’t come to Zimbabwe to attend the funeral of his brother and band percussionist, <a href="https://zero.pindula.co.zw/thomas-mapfumos-percussionist-and-brother-lancelot-mapfumo-dies/">Lancelot Mapfumo who died</a> last month saying he is <a href="https://zero.pindula.co.zw/i-fear-for-my-life-and-safety-if-i-come-to-zimbabwe-thomas-mukanya-mapfumo/">afraid that the government would harm him</a>.
Mangwana however, said assured Mapfumo that his security is guaranteed. Said Mangwana in a Twitter post seen by Pindula News:

We wish to express our sincere condolences to Mr Thomas Mapfumo over the sad loss of his younger brother, Lancelot (MHSRIP). We wish to advise Mr Mapfumo that he has nothing to fear in Zimbabwe. The security of his person is as assured as the rest of us.

Mapfumo, a staunch government critic, left the country in 2001 following persecution by the Robert Mugabe-led regime.
He was critical of the country’s governance system, a theme inherent in his songs. Before independence, Mukanya was jailed by the Smith regime for his strong stance against human rights abuses.
In 2008, Mapfumo failed to attend his mother’s funeral, burial or memorial service also citing the possibility that authorities would harass him, or worse.
Mapfumo, who openly supports opposition Citizens Coalition for Change leader Nelson Chamisa and his party, was last home in April 2018 where he staged some homecoming gigs. He was not harassed.
He also took the time to visit the tombs of his late mother and those of relatives who died during his long absence.

Mangwana: "We Wish To Advise Mapfumo That He's Nothing To Fear In Zimbabwe"

Opposition <a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change">Citizens Coalition for Change (CCC)</a> national spokesperson, <a href="https://www.pindula.co.zw/Fadzayi_Mahere">Fadzayi Mahere</a> has accused the ZANU PF government of weaponising the law to attack political opponents.
She speaks as dozens of CCC activists including Members of Parliament <a href="https://www.pindula.co.zw/Job_Sikhala">Job Sikhala</a> (Zengeza West) and <a href="https://www.pindula.co.zw/Godfrey_Sithole">Godfrey Sithole</a> (Chitungwiza North) are in jail for “political reasons” according to their party.
They were arrested in June over the 14 June Nyatsime violence that erupted during the funeral wake of slain CCC activist <a href="https://www.pindula.co.zw/Moreblessing_Ali">Moreblessing Ali</a>.
In a Twitter post seen by Pindula News, advocate Mahere said the detentions were a sign that the ZANU PF government was “dying.” She said:

Say their names. Detention without trial has no place in a democratic society. Silencing opponents by throwing them in jail is the biggest sign of a dying regime. Stop weaponizing the law to attack political opponents.

Critics say the arrests are meant to silence the opposition.
Meanwhile, the ruling party has always denied the allegations saying the judiciary is independent.
A few weeks ago, constitutional expert and leader of the opposition<a href="https://www.pindula.co.zw/National_Constitutional_Assembly"> National Constitutional Assembly (NCA)</a>, Professor <a href="https://www.pindula.co.zw/Lovemore_Madhuku">Lovemore Madhuku</a>, claimed that Sikhala and colleagues were <a href="https://news.pindula.co.zw/2022/09/06/madhuku-says-sikhala-sithole-nyatsime-activists-are-victims-of-their-parties-refusal-to-dialogue-with-ed/">victims of their party’s refusal to dialogue with president Emmerson Mnangagwa.</a>
His remarks were viewed, by the CCC, as proof that Sikhala was a political prisoner.

Mahere Says Govt Should "Stop Weaponizing The Law To Attack Political Opponents"

Information, Broadcasting and Publicity Services Secretary, <a href="https://www.pindula.co.zw/Nick_Mangwana">Nick Mangwana</a> has listed options for students struggling to pay fees. 
This comes amid outrage over <a href="https://zero.pindula.co.zw/university-of-zimbabwe-raises-fees-for-the-august-december-2022-semester/">a fee increase</a> by the<a href="https://www.pindula.co.zw/University_of_Zimbabwe"> University of Zimbabwe (UZ)</a>. He said this Monday:

There are students whose domestic situations are such that they may struggle to pay fees. Universities run different support schemes to assist these students meet their fees. Some unis like the UZ have these schemes; 
1- Work Study Programs 
2- Fees Payment Plans 
3- Student Loans
</blockquote>
Following a review of UZ fees, some have been calling for the reintroduction of students’ grants to assist struggling students.
<h2>Student Loans:</h2>
The government reintroduced loan schemes for students in State institutions in 2019. The facility had been discontinued in the 1990s due to non-payment.
The Minister of Higher and Tertiary Education, Science and Technology Development, Professor <a href="https://www.pindula.co.zw/Amon_Murwira">Amon Murwira</a>, announced in 2019 that the student loan scheme would be administered by the <a href="https://www.pindula.co.zw/CBZ_Holdings">Commercial Bank of Zimbabwe</a>. 
He said the loan must be paid back to enable the sustainability of the critical intervention. He added back then:

We are now very strict. This is a commercial arrangement and students will have to pay (back). The government used to have this facility, but it collapsed during the 90s due to non-payment.
We cannot continue to be careless and we will follow up on beneficiaries. We want to support and empower the next generation
If assessed and approved, the beneficiaries will pay as they go. The payments will differ according to the beneficiaries’ capacity.

He also said the system would be tailor-made to the capability of the individual. 
<h2>Work Study Programs:</h2>
In other countries, Work-Study provides part-time jobs for undergraduate and graduate students with financial need, allowing them to earn money to help pay education expenses. The program encourages community service work and work related to the student’s course of study.

Mangwana Lists Options For Students Struggling To Pay Fees

The Permanent Secretary in the Ministry of Information, Broadcasting and Publicity Services, <a href="https://www.pindula.co.zw/Nick_Mangwana">Nick Mangwana</a> has said the president cannot go into conflict with the courts.
He said the president, <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a>, respects the principle of Separation of Powers. Reads Nick’s Twitter post seen by Pindula News this Monday:

The President cannot go into conflict with the courts. He respects the principle of Separation of Powers. The courts themselves are not citing political reasons for their decisions but purely legal ones.

<h2>Context:</h2>
His remarks come amid allegations that the executive arm of the government was interfering with other arms of government, particularly the judiciary.
Critics and the opposition argue that the executive was influencing the judiciary to prolong the detention of opposition Members of Parliament, <a href="https://www.pindula.co.zw/Job_Sikhala">Job Sikhala</a> (Zengeza West) and <a href="https://www.pindula.co.zw/Godfrey_Sithole">Godfrey Sithole</a> (Chitungwiza North).
The duo was arrested together with 14 Nyatsime residents over the 14 June violence that erupted during the funeral wake of slain Citizens Coalition for Change (CCC) activist, <a href="https://www.pindula.co.zw/Moreblessing_Ali">Moreblessing Ali</a>.
They have been in prison since 14 June with courts denying them bail on several occasions.
Recent remarks by a Law professor, <a href="https://www.pindula.co.zw/Lovemore_Madhuku">Lovemore Madhuku</a>, that the detained politicians were <a href="https://news.pindula.co.zw/2022/09/06/madhuku-says-sikhala-sithole-nyatsime-activists-are-victims-of-their-parties-refusal-to-dialogue-with-ed/">victims of their party’s refusal to dialogue</a> with President Mnangagwa resulted in some arguing that the president was ordering the courts to prolong the detentions.
<h2>Meaning of Nick’s Twitter Post:</h2>
In essence, the doctrine of Separation of power mentioned in Nick Mangwana’s Twitter post stipulates that for a free and democratic society to exist, there must be a clear separation between the three branches of government, namely: 
i). The Executive, which is the branch that executes the business of government. It comprises the President, Vice-Presidents and Ministers, the Public Service, the Defence Forces, the Police Force and other law-enforcement organisations. All the administrative, law-enforcement and coercive organs of the State fall within the Executive Branch, making it potentially the most powerful of the three branches of government unless its powers are subject to limitations. 
ii). The Legislature, which is the law-making branch. In Zimbabwe, it consists of the Senate and the House of Assembly.
iii). The Judicial Branch, which interprets the law. It comprises judicial officers and the courts over which they preside. In Zimbabwe, the courts are divided into superior courts, namely the Supreme Court and the High Court, and the lower courts, which are principally magistrates courts and customary-law courts. There are also specialised courts such as the Administrative Court, the Labour Court and the Fiscal Appeal Court.
Mangwana is saying the judiciary, the legislature and the executive work independently without interference from the other.
However, government critics cite the dismissal of some judges over “dubious reasons,” and the alleged “usurpation” of the Parliamentary role by some members of the executive, as proof that there is no separation of powers in Zimbabwe.
 In 2018, President Mnangagwa claimed to have ordered the release of Tendai Biti, a former Minister of Finance During the Government of National Unity (GNU).

Information Secretary Mangwana Says The President Can't Go Into Conflict With Courts

The permanent Secretary in the Ministry of Information, Publicity, and Broadcasting Services, Nick Mangwana, has said prices of commodities are “coming down.”
Mangwana attached a picture of cooking oil and Mazoe peach to the message he posted on Twitter. He said:

Prices of commodities have been going up since the beginning of the year with authorities citing the war in Ukraine which affected trade in the geoeconomics arena.
Inflation was also being fuelled by the collapse of the Zimbabwe dollar that has since its reintroduction in June 2019 been losing value against other currencies, particularly the United States dollar.
The exchange rate on the informal market seems to have stabilised in recent weeks. Authorities attribute the relative stability to the introduction of the Mosi-oa-Tunya gold coins. 
The Reserve Bank of Zimbabwe (RBZ) introduced the coins on the 25th of July 2022 in a bid to stabilise the economy by easing demand for US dollars and storing the value of money after the Zimbabwe dollar lost more than two-thirds of its value against the USD this year.

Information Secretary, Nick Mangwana has been criticised after giving an update on the construction of a bridge over Govogwe River in Masvingo with observers saying the development was not worth reporting on as it is insignificant.

"Not Even True" - Mangwana Speaks On "ZANU PF's Valentine's Dinner"

The Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, <a href="https://www.pindula.co.zw/Nick_Mangwana">Nick Mangwana</a> has said the government understands the inconvenience that is caused by its decision to cancel valid passport by the end of 2023.
The government announced this week that it will be cancelling traditional passports as it seeks to adopt electronic passports that are recognised worldwide. 
The move has been heavily criticised by people from all walks of life with the main point raised being that attaining a passport in Zimbabwe is a difficult task as some have had to wait for three years, from the day of application, to receive the travel document.
But Mangwana says the government was aware of the adverse impact the decision has on members of the public. He said:

We do understand the inconvenience that getting a new passport two years after getting your previous one may cause. We wish to assure the Nation that Govt recognizes the unavoidable distress this may cause. The major cost of our new passport is the production cost.
