China on Thursday, 26 October handed over to the Government of Zimbabwe the new parliament building that was constructed and funded by China through a grant.
According to <a href="https://english.news.cn/20231027/b37252bca0f944c396ec374638e61656/c.html">Xinhua</a>, Tang Wenhong, vice chairman of China International Development Cooperation Agency (CIDCA) and head of a visiting Chinese delegation, officially handed over the building located in Mt Hampden to President Emmerson Mnangagwa.
The handover ceremony was attended by government officials, diplomats, and Chinese embassy officials, among others.
In his address during the ceremony, Mnangagwa said that the new parliament building is a pivot point around which a new administrative capital will be built. He said:

The new parliament building, which stands as one of the most magnificent and modern buildings in our country, signifies the excellent relations that exist between Zimbabwe and the People’s Republic of China.
The attention to detail and high standards of workmanship exhibited in this project are indeed commendable.

Tang, in his address at the ceremony, said the project clearly shows the cooperation between Zimbabwe and China.
According to reports, the building was constructed at a cost of US$200 million.

China Hands Over New Parliament Building To Zimbabwe

The Speaker of the National Assembly Jacob Mudenda has said the new Parliament Building in Mount Hampden is still in the hands of the Chinese government and has not yet been handed over to Zimbabwe.
This week, President Emmerson Mnangagwa delivered the State of the Nation Address (SONA) and officially opened the 5th Session of the 9th Parliament of Zimbabwe from the new building.
Finance and Economic Development Minister Mthuli Ncube also presented the 2023 National Budget from the same building on Thursday.
Independent MP, Temba Mliswa (Norton) recently criticised Parliament over its failure to take legislators on a tour of the new Parliament building before the presentation of SONA and the national budget.
However, Mudenda told legislators in the National Assembly, that they had to ask for special permission to use the building for SONA and budget presentation from the Chinese government.
He said Parliament could not secure space at Rainbow Towers Hotel’s Harare International Conference Centre (HICC) for SONA. Said Mudenda:

I also have to inform the House that the new Parliament building has not yet been officially handed over to the Government of the Republic of Zimbabwe.
A special request was made to hold the Official Opening of the Fifth Session of the 9th Parliament and State of the Nation Address (SONA) at the new Building, which was deemed a suitable venue for the occasion and the Chinese acceded to the request.
Honourable Members will be taken for a familiarisation tour once the handover has been done and Honourable Members will be informed accordingly.

"Zimbabwe's New Parliament Building Still Owned By China"

Zimbabwe Confederation of Public Sector Unions president Cecilia Alexander has said Finance and Economic Development Minister, Mthuli Ncube must pay civil servants a minimum of US$540 in 2023.
Alexander’s remarks come as Ncube is set to announce the 2023 national budget this Thursday at the new Parliament building in Mt Hampden, Harare. Alexander told <a href="https://www.newsday.co.zw/local-news/article/200004006/ncube-must-pay-civil-servants-usd-salaries">NewsDay</a>:

To stalk inflation, Ncube must ensure that servants earn a minimum salary of US$540 in 2023. We are looking at a budget that will give employees a living wage, one that is reflective of the cost of living, and we want a budget that will bring currency and exchange rate stability. The minimum wage and poverty datum line are there, but we should understand the need for civil servants to retain their status in the community.

Since 2019, public sector workers have embarked on periodic strikes demanding restoration of the pre-2018 salaries that were in the range of US$540.
Economist Prosper Chitambara said Zimbabwe has not been investing adequately in critical sectors such as public health, water and sanitation, social protection, and education. He added:
<blockquote>
As a result, donors have been coming on board to plug in the huge financing gaps in those sectors. In terms of taxation, we expect Ncube to do something to alleviate the huge tax burden. Zimbabwe is one of the most taxed economies in the world. You see this in the pricing of basic commodities like fuel, which is the highest in the region.

The budget is presented at when poverty is deepening, inequalities widening between the rich and the poor; public debt is soaring, and the climate change crisis intensifies, Zimbabwe Coalition on Debt and Development (Zimcodd) said in a weekly report issued on Tuesday.
ZIMCODD also noted the need to bring tax relief measures to the “overtaxed citizens including scrapping or reducing the regressive 2% intermediated money transfer tax.”
ZIMCODD also said the budget must address the ballooning debt burden currently estimated at US$17 billion.

2023 Budget: Finance Minister Told To Pay Civil Servants A Minimum Of US$540

Zimbabwean President Emmerson Mnangagwa on Wednesday delivered the State of the Nation Address (SONA) in the new parliament building that was constructed through a Chinese grant.
The newly built parliament building is still to be commissioned and officially handed over to the Zimbabwean government by China.
Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services Nick Mangwana said that the president’s speech does not signify the official opening of the iconic building. He said:

Please note, this is not the official opening of the building. That will happen on a day to be announced in the future.
</blockquote>
In his address, Mnangagwa paid tribute to China for providing the funds and building the parliament building in Mt Hampden, about 25 km northwest of the capital Harare. Mnangagwa said in his address to the joint sitting of both the National Assembly and Senate:

This state-of-the-art and majestic, new parliament building here in Mt. Hampden, where we are gathered, is a testimony of the strategic and comprehensive partnership and excellent fraternal relations between Zimbabwe and China.

Chinese contractor Shanghai Construction Group Company completed the project in May this year after 44 months of work instead of the original 30-month time frame due to COVID-19 disruptions.
Mnangagwa also outlined a number of bills that will be under consideration including those relating to the forthcoming elections, disaster risk management, insurance and government procurement regulation and a host of amendments to various agricultural laws to enhance food and nutrition security. 
He urged legislators to finalise the Criminal Law (Codification and Reform) (Amendment) Bill, which has been criticised as undemocratic and an attempt to stifle dissent ahead of the 2023 polls.
Other bills mentioned are:

i). the Public Interest Disclosure (Protection of Whistle-blowers) Bill, 2022; 
ii). the Electoral (Amendment) Bill, 2022 which spells out new provisions for holding the 2023 harmonised elections.
iii). the Witness Protection Bill; 
iv). the Zimbabwe Human Rights (Amendment) Bill; 
v). the Legal Aid (Amendment) Bill must all be tabled during this session. The Electoral (Amendment) Bill.

President Mnangagwa Delivers SONA In China-built Parliament Building

Norton MP, Temba Mliswa (Independent) is not happy over Parliament’s failure to take legislators on a tour of the new Parliament building in Mt Hampden before the presentation of SONA and the national budget.
Last week the Clerk of Parliament Kennedy Chokuda announced that the State of the Nation Address (SONA) and 2023 Budget, to be delivered by President Emmerson Mnangagwa and Finance and Economic Development Minister Mthuli Ncube, respectively, will take place from the Mount Hampden site.
However, Mliswa believes MPs should have been taken there first before they sit for SONA and the national budget presentation. Said Mliswa:

Unfortunately, the new Parliament building in Mt Hampden is set to start being used when the Fifth session of the Ninth Parliament begins without the MPs having visited it. It’s a very queer arrangement to me.
The President visited, some Ministers and so did the Speaker of Parliament also. However, we, the legislators who shall be utilising the facility were never taken there to see and proffer our thoughts. The level of disrespect for the office of the MP is gross.
Now we are like cattle being herded into the dip, ignorant and blind about its state. Chero imba yawavakirwa you don’t just start using it before assessing it.
I suspected that this would happen and even thought of raising a point of order about it.
We cannot even respect our own institutions and national offices. This country is strange at times.

The New Parliament Building was built by Shanghai Construction Group (SCG) and fully funded by the Chinese government as “a gift to the people of Zimbabwe”.
The US$140 million 650-seat structure comprises a six-storey office complex and a four-storey building housing the National Assembly and Senate.

Mliswa Says MPs Were Never Invited To Tour New Parliament Building

The New Parliament Building in Mt Hampden will on Wednesday host President Emmerson Mnangagwa’s State of the Nation Address (SONA) and the official opening of the Fifth Session of the Ninth Parliament.
The development was confirmed by the clerk of Parliament Kennedy Chokuda in a statement on Friday.
He added that Finance and Economic Development Minister Mthuli Ncube will also present his 2023 national budget at the New Parliament building next Thursday. He said:

Parliament of Zimbabwe would like to advise the nation, all clients and stakeholders of the State of the Nation Address and the Official Opening of the 5th Session of the Ninth Parliament by His Excellency, the President, Dr. E. D. Mnangagwa on 23rd November at the New Parliament Building in Mt Hampden, Harare.
This is a historic and momentous occasion where the last session of Parliament will be officially opened, before the next general elections.
The Minister of Finance and Economic Development, The Hon. Prof. Mthuli Ncube will present the 2023 National Budget to the National Assembly on 24th November 2022 at the New Parliament Building. Presentation of the Budget will commence at 14.30hrs

Chokuda said that the two events will be broadcast LIVE on mainstream media, as well as on the Parliament of Zimbabwe’s social media platforms.
He said the public will also be able to follow proceedings on giant screens that will be mounted in the Africa Unity Square.

New Parliament Building To Host Mnangagwa's SONA

President Mnangagwa will next week commission the construction of the $140 million New Parliament Building in Mt Hampden.
The new building is expected to house more than 600 people at any given time. China is funding the construction of the new building and has released $46 million for the project. Briefing the media after yesterday’s Cabinet meeting, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said works on the project will commence soon. Said Mutsvangwa:
<blockquote>Cabinet received a brief indicating that His Excellency, the President Cde E.D Mnangagwa will preside over the ground-breaking ceremony for the construction of the New Parliament Building in Mount Hampden on 30th November, 2018. This will trigger the commencement of construction work on this long-awaited and important project.</blockquote>
