Businesses in Zimbabwe are grappling with supply chain management challenges posed by the country’s dual currency system, where transactions can be conducted using both the United States dollar and the locally-introduced ZiG currency.
Zimbabwe adopted a multi-currency framework in 2009, with the majority of transactions since then being carried out in foreign currencies.
However, in April 2024, the government introduced a new gold-backed currency, called the Zimbabwe Gold (ZiG), to replace the RTGS dollar, which had lost 80% of its value since the beginning of the year.
The challenges posed by this dual currency regime have come to the forefront after Simbisa Brands, a major Zimbabwean company, wrote to its suppliers seeking a modification to their payment terms. The letter states:

Given the trading environment where we are receiving less than 50% of our sales in United States dollars, we find ourselves unable to settle our suppliers exclusively in US dollars on the current terms. We are therefore writing this letter to request a change in payment terms effective immediately.
The new terms will be as follows: Simbisa to settle 50% of the before VAT (value added tax) invoice amount in USD and the balance to be converted and settled in ZiG. VAT thereon will be settled 100% in USD in line with Zimra requirements. Other terms remain the same as agreed, supplier to continue invoicing in USD 100%.

Speaking to The Independent, economist Chenaimoyo Mutambasere said suppliers are now increasingly demanding payments in United States dollars due to the volatility of the ZiG. She said:

Businesses in Zimbabwe, including Simbisa Brands, are navigating complex challenges due to the dual currency system.
The partial payment of sales in US dollars creates significant complications in managing supply chains.
Many suppliers now demand payment in USD due to the volatility of the ZiG, especially considering the fact that international suppliers and certain key inputs can only be sourced with foreign currency.
This has put immense pressure on businesses to maintain adequate United States dollar reserves…
Many businesses, including Simbisa, are increasingly forced to negotiate payment terms in USD to avoid the risks associated with the local currency.
</blockquote>
Another economist Prosper Chitambara said it makes sense for people to change their U.S. dollars on the black market into the local ZiG currency and then use the ZiG to pay for services or goods. Said Chitambara:

Given the destruction that we were witnessing on the foreign exchange markets, it actually makes sense for people to pay for services or even for goods using ZiG.
But of course that then affects a lot of businesses that are not able to have their foreign exchange requirements fully satisfied on the interbank market.
So, because of the distortions, it actually makes sense for a person to change his USD on the black market into ZiG then go into a formal retail outlet and buy commodities.
I think this letter by Simbisa shows they are also feeling the impact. They are not able to fully mobilise foreign exchange through the interbank market. They are just trying to make sure that at least 50% of their payment will be in USD.

Many companies like Simbisa Brands are struggling to pay their suppliers in US dollars because they are getting less income in that currency. Suppliers want US dollars because the ZiG is unreliable. Some experts say it might be better to use ZiG for payments, but many companies still need US dollars. This is causing a lot of problems for businesses in Zimbabwe.

Currency Chaos: Businesses Struggle With Multi-Currency System

Economist and banker Nigel Chanakira argues that the government should consider extending the United States usage policy beyond 2030 to encourage significant infrastructure investments.
In 2023, President Emmerson Mnangagwa introduced Statutory Instrument 218 of 2023, which extended the multiple currency system until December 2030.
Speaking with <a href="https://www.newzimbabwe.com/top-economist-calls-on-mnangagwa-to-extend-us-usage-beyond-2030/">NewZimbabwe.com</a> on Wednesday during the ZIMREAL Property Investment Forum, Chanakira said that Zimbabweans have yet to fully embrace the new currency, ZiG. He said:

Zimbabwe has been a beneficiary of the US$ currency. To begin with, we shouldn’t be where we are. Normally we want a strong domestic currency. But whatever happened, happened. We can’t run away from reality.
Now that such has happened, we have ended up with the hard currency as the main currency we are using and the one which a lot of people have confidence in. ZiG has been introduced and it’s still gaining momentum but the confidence isn’t out rightly there.
As long as we still have doubting Thomases and you will always have them, guess what? We need to extend the US$ usage tenure. Why? Because we have a deficit of infrastructure funding including housing, water and electricity.
In economics, we talk about medium to long-term funding. In banking terms normally that is a preserve of Building Societies, Insurance Companies particularly life companies and pension funds to fund that infrastructure.
As long as they are funding with US$, then there is a limited life of the foreign currency. Investors will always consider their liabilities.

Chanakira urged authorities to consider extending the tenure of any medium to long-term funding to attract the right infrastructure. He said:

So there is a need to take advantage of this. Don’t condemn it, in business we say give the customer what they want.
You don’t try and fight the market. Right now the tenure of the US$ usage is set to end in six years. So what are we saying?
We are therefore limiting the amount of investment from going into what is badly needed and that is infrastructure. I hope the argument is simple, elegant and progressive.

Meanwhile, on July 4, Mnangagwa said that the new gold-backed currency, ZiG, would become the sole legal tender before the previously announced 2030 deadline to phase out the current multicurrency system. He said:

In two years, in fact two years is too far off, but there will come a time when our ZiG currency has fully penetrated the market, then I will give a directive that the country will be using the ZiG only.
If you go to the shops to buy with the US dollar, they will refuse it. Even those who were performing and entertaining us today, who were being given US dollar tokens, in two months’ time you (they) will be given the ZiG and no US dollars because that is our currency and we should propel it.

An economist, Nigel Chanakira, thinks the government should keep using US dollars past 2030 to help build infrastructure. He says Zimbabweans like US dollars more than their new currency, ZiG. US dollars are needed to fund things like houses, water, and electricity. Chanakira thinks it's important to attract investors by extending the use of US dollars for long-term projects. President Mnangagwa plans to make ZiG the only currency by 2030. Chanakira believes it's better to keep using US dollars to help the country grow.

Top Economist Calls On Government To Extend Multi-currency System Beyond 2030

Finance, Economic Development and Investment Promotion Minister Mthuli Ncube said that the refusal by banks to lend money both in Zimbabwe dollars and in United States dollars prompted the Government to enact Statutory Instrument 218 of 2023 which extended the use of the multiple currency system to December 2030.
Ncube said this during his presentation at this year’s pre-budget seminar, held under the theme “Consolidating Economic Transformation”, at the new parliament building. <a href="https://www.newzimbabwe.com/we-are-headed-for-mono-currency-lets-be-clear-about-that-says-mthuli-ncube-gives-reasons-behind-multi-currency-system-tenure-to-2030/">NewZimbabwe.com</a> quoted Ncube as saying:

You saw the SI that we issued a few days ago, where we said because of that, we wanted an orderly situation in the market rather than disorder.
Disorder was beginning to emerge. What we saw in the banking sector. Banks were now refusing to lend money at all, some of them in USD, so that had become chaotic.
So we thought that let’s release some pressure from the market to restore order.

Minister Ncube also stated that despite extending the multi-currency regime by another 7 years, the Government has not abandoned plans for a mono-currency. He said:

We are headed for mono currency, let’s be clear about that, but we want order. So the extension to 2030 was to create order and calm in the market.

Economists estimate that 80% of the local economy is dollarised, with the gap between the official and exchange rates continuing to widen.

Mthuli Ncube Reveals Reason For Extending Multi-currency Regime To 2030

Economic commentator Tinashe Murapata believes that the extension of the multi-currency system in Zimbabwe was influenced by a combination of factors, including the interaction with the International Monetary Fund (IMF). The IMF staff team led by Wojciech Maliszewski conducted a staff visit in Harare from October 18–25, 2023 conducted a visit to Zimbabwe to discuss economic developments and the outlook. They noted that there is still a significant difference in exchange rates and high inflation.
On 27 October 2023, the Zimbabwean government <a href="https://www.pindula.co.zw/2023/10/27/zimbabwe-has-allowed-the-use-of-foreign-currency-until-2030/">allowed for the settlement of transactions and payment for goods and services in foreign currency until 31 December 2030.</a> President Emmerson Mnangagwa said Statutory Instrument 218 of 2023 overrides another regulation called Statutory Instrument 142 of 2019 which declared the Zimbabwe Dollar as the sole legal tender in any transaction in Zimbabwe.
Economic commentator, Tinashe Murapata, believes that the decision to extend the multi-currency system was influenced by a combination of factors, including the interaction with the IMF. He said the IMF warned Zimbabwe about the risks of having a mono-currency system without reserves and confidence in the financial system. He said:

The IMF was here, on a staff visit straight after the IMF Annual meeting in Marrakech. The IMF team had some strong words for Zimbabwe. The public statement betrays sterner engagement behind closed doors. The message would have been the same; it would be suicide to venture into mono currency when the country has zero reserves and low confidence in its financial system. 
The second event that might have swayed the authorities is the fast-depleting levels of USD cash in the formal system. Contrary to popular belief that the banks stopping their lending activities moved the needle, it’s the shortage of cash that roused panic. As of July USD cash was US$350m from the highs of US$550m at the beginning of the year. After the elections, this number has continued dwindling as depositors became worried about the rhetoric coming from a very powerful President. Notwithstanding, the international commodity price slump that has our miners worried and buckling. The major depositors in our financial system are foreign companies.

He added that geopolitical tensions and concerns about capital safety have likely played a significant role in Zimbabwe’s economic situation. Murapata said international creditors are worried about the safety of their money and repayments, and credit committees have increased monitoring and oversight in high-risk countries. South African investors, who control a significant amount of capital in Zimbabwe, have concerns about doing business in the country and the stability of the currency. The Zimbabwean government is not easily swayed by domestic actors and often disregards local business advice. Despite this, Zimbabweans themselves hold a significant amount of money and make investments and contributions to the economy.
Murapata also said the extension of the multi-currency system in Zimbabwe has brought relief to the public, but there are still concerns about the lack of a proper operating model. He said the credibility of the Reserve Bank of Zimbabwe (RBZ) is questioned, and there is a lack of trust and confidence in the system. The Nostro payments system is seen as the key to the success of the multi-currency regime, but it needs to be protected and managed properly in order to gain market confidence. He said the political situation in Zimbabwe is also a factor, with divisions and succession issues taking focus over economic concerns.

Economist Says A Number Of Factors Forced Zimbabwe To Extend Multi-currency System

Captains of industry and commerce as well as economists have welcomed the extension of the tenure of the multi-currency regime beyond the initially planned cut-off period of 2025 to 2030.
In a government gazette on Friday, 27 October, President Emmerson Mnangagwa repealed the 2019 order which had given 2025 as the deadline.
Mnangagwa invoked Section 2 of the Presidential Powers (Temporary Measures) Act to extend the duration of the multicurrency regime to 2030.
A notice published in the Government Gazette reads:

His Excellency, the President, in terms of Section 2 of the Presidential Powers (Temporary Measures) Act (Chapter 10:20) hereby makes the following regulations:-
These regulations may be cited as Presidential Powers (Temporary Measures) (Amendment of Exchange Control Act) Regulations, 2023.
The Exchange Control Act (Chapter 20:05) is amended in Section 11 (Civil Penalties Orders) by the repeal of Subsection (2a) and substitution of-
(2a) The provisions of the Schedule, in so far as they expressly or impliedly permit the settlement of any transaction or the payment for goods and services in foreign currency, shall, notwithstanding Statutory Instrument 142 of 2019, be valid until 31st December 2030.

Statutory Instrument 142 of 2019 provided for the Zimbabwe dollar as the sole legal tender for local transactions.
In June 2022, the Government promulgated Statutory Instrument (SI) 118A of 2022, which provided for the multi-currency system for the entire period of National Development Strategy 1 (NDS1), a five-year economic blueprint adopted by the Government in 2020 and runs through to December 2025.
Speaking to <a href="https://www.herald.co.zw/multi-currency-regime-to-stay/">The Herald</a> following the extension of the multi-currency system to 2030, Confederation of Zimbabwe Industries (CZI) president Kurai Matsheza said:

We are happy that what we have been asking for has been answered, and we hope it will bring some stability and certainty.
However a successive plan needs to be tabled because 2030 is not very far away, so we have to work on what comes next after 2030.

Economist, Persistence Gwanyanya, who is also a member of the Reserve Bank of Zimbabwe’s Monetary Policy Committee said:

The policy maker has answered the market’s call about multiple currency, curbing the uncertainty on the multicurrency system, the expiry date was approaching.
This nurtures confidence, de-dollarisation is going to be market-driven, it is not going to be dictated (to the market by the Government), and monetary authorities should now seek an optimal currency mix.

Posting on X (formerly Twitter), Busisa Moyo, chief executive of United Refineries, who is also the chairman of the Zimbabwe International Trade Fair Company (ZITF) said:
<blockquote>
This is a positive development for corporates &amp; economic actors. Prior to this USD could only have a tenure of up to 30 June 2025 or earlier.
The work of a dignified, fungible &amp; stable local currency ZWL or ZWX still remains to be mapped out carefully &amp; effectively.
</blockquote>
Former banker and businessman, Nigel Chanakira, wrote on the X platform:

Perhaps now the banks can commence business and give six-year loans &amp; mortgages in US dollars. Government may also be able to issue six-year debt instruments and allow the market to create a 1-6 year yield curve.

Zimbabwe’s multi-currency system is dominated by the United States dollar and economists say nearly 80 percent of local transactions are in US dollars.
Zimbabwe abandoned its own currency (Zimbabwe Dollar) in 2009, opting instead to use foreign currencies, mostly the United States dollar and South African Rand.
The government reintroduced the local currency in 2019, but it rapidly lost value again, necessitating the reintroduction of a multi-currency system.

Captains Of Industry Welcome Extension Of Multi-currency System To 2030

Economist Eddie Cross, who is also President Emmerson Mnangagwa’s biographer, said the “gold-backed tokens” issued by the Reserve Bank of Zimbabwe (RBZ), is “a currency without any real support”.
The central bank recently availed the gold-backed digital currency, also known as Zimbabwean Gold (ZiG), for domestic transactions and also to be used as a store of value.
But writing on his <a href="https://www.eddiecross.africanherd.com/231015.html">website</a>, Cross, a former member of the RBZ’s Monetary Policy Committee, said Zimbabwe does not have any significant gold reserves to back the currency.
Cross said he has gathered that the first sale of the tokens was taken up entirely in local RTGS dollars.
He said he agreed with President Emmerson Mnangagwa that no country had been able to develop its own economy without using its own currency.
Mnangagwa recently said Zimbabwe will ditch the multi-currency regime and revert to the use of a local currency but for Cross, “The question is how to affect the transition from what we have now and what has to prevail once the deed is done….” He wrote:
<blockquote>
First, we have to have an alternative… In my view, we will have a new currency printed and this must be equal to about 15 percent of all such transactions in the market.
We should still encourage the use of electronic means to settle, but as a developing country with a large informal economy, we need cash.
Secondly, we need to protect the Nostro account system and allow people to bank real dollars into these accounts which should then be accepted as ‘free funds’ and to be available for individuals and companies to settle external liabilities.
This will allow people with US in cash to bank this and not lose access to USD or Rand for specific purposes. These balances should not be touchable.
Thirdly, we need to abandon exchange control on all current account transactions. This was done in 2009 when we dollarised but we need to recognise that exchange control is not appropriate in a free market economy.
Fourthly, we have to have a completely free market for all hard currency needs. Any Zimbabwean who needs currency should be able to buy what they want at their banks and Bureau du Changes, at the market price of the day.
All hard currency inflows, except personal transactions such as remittances, must be converted by the Banks into the new local currency at a real market price, based on supply and demand.
Fifthly, we need to demonetise all foreign currencies for local transactions. That means that foreign currencies will no longer be acceptable in local markets, taxi fares, hotels, service payments, taxes and all other local payments people have to make must be conducted in local currency.
That means that retailers and all others are going to have to have confidence in our currency and that means discipline in the monetary system. It also means that our local currency must be convertible into hard currency on demand.
That’s a tough list of basic decisions that need to be made to support the basic decision to re-introduce our own currency.

Zimbabwe currently uses a multi-currency monetary policy regime, which allows the use of foreign currencies namely the US dollar and South African Rand in domestic transactions alongside the Zimbabwe dollar.
According to Statutory Instrument (SI) 118A of 2022, the local currency and a basket of foreign currencies shall be in use until December 2025.
The SI which introduced the multi-currency regime is titled Presidential Powers (Temporary Measures) (Amendment of Exchange Control Act) Regulations 2022.

Reintroduction Of A Local Currency: Tough Decisions Have To Be Made, Says Eddie Cross

President Emmerson Mnangagwa, during his inauguration and swearing-in for his final term as Zimbabwe’s President, highlighted the significance of a national currency for development. While not explicitly mentioned, his remarks hinted at a preference for the Zimbabwean dollar as the sole currency. Additionally, he indicated a focus on utilizing internal resources to foster economic growth. The future of the United States dollar in the country’s currency system remains unclear. He said:
<blockquote>
Comrades and Friends; 
The past five years have delivered valuable lessons on our intricate economy, especially the fact that a national currency that is supported by a vibrant productive sector is indispensable to sustainable development. No country has ever developed without its own currency. Further, we can only develop and grow the economy based on our own internal resources.
I urge us all to believe in ourselves and our abilities, as Zimbabweans and Africans. Development and national prosperity based on what we have is more sustainable and durable. We must take pride in who we are and what we can do for ourselves. 
The numerous mineral resources in our country must be sustainably exploited to leap-frog our industrialisation and development. The lives of our citizens and the fortunes of our country as a whole must be improved. We expect nothing less.
Our economy must realise maximum benefits from increased beneficiation and value addition. As such, my new Administration, through the Responsible Mining Initiative, will ensure greater stewardship over our finite natural resources. These must benefit both present and future generations.

During his speech, President Mnangagwa did not discuss the involvement of the African Development Bank (AfDB) in debt arrears or restructuring. Zimbabwe’s consolidated debt as of June 2023 amounted to $17.5 billion, with $14.04 billion owed to international creditors and $3.4 billion in domestic debt. The country is in arrears with multilateral development banks, including the AfDB. Finance Minister Mthuli Ncube said Zimbabwe aims to clear foreign debt by December 2025 to access new lines of credit for economic revitalization. The majority of the multilateral debt comprises arrears and penalties for non-payment.
<h3>Some context on Currencies:</h3>
Zimbabwe adopted a multi-currency system in 2009 as its national currency, the Zimbabwean dollar, faced hyperinflation and devaluation. The system allowed the use of foreign currencies such as the US dollar, South African rand, and Botswana pula as legal tender. While it provided some stability, challenges like limited access to smaller denominations and reliance on external economies emerged. In 2019, the Reserve Bank of Zimbabwe reintroduced the Zimbabwean dollar as the sole legal tender, discontinuing the use of foreign currencies for most transactions. However, the reintroduction has brought its own challenges, including inflation and currency instability. This forced the authorities to allow the use of the United States dollar together with the local currency albeit making it clear they would prefer having the Zimbabwe dollar as the sole legal tender.
Government critics including former Finance Minister Tendai Biti, argue that Zimbabwe should abandon the local currency due to its premature reintroduction without meeting the necessary prerequisites for sustainability. They propose using the US dollar as the sole legal tender until the prerequisites for reintroducing the Zimbabwean dollar are fulfilled. These critics believe that the public lost faith in the governance of the ZANU PF government, leading to a lack of confidence in the local currency, which they predict will continue to depreciate until governance issues are addressed.
