<h2>Statement by the Ministry of Home Affairs and Cultural Heritage in response to a report on “the destruction of graves” in the Mt. Hampden area to pave the way for the Cyber City Development Project:</h2>

The Ministry of Home Affairs and Cultural Heritage has noted with concern a social media article attributed to one Mr Eugene Majuru alleging that graves are being destroyed in the Mt. Hampden area to pave the way for the Cyber City Development Project. In the same article, Mr Majuru alleges that no consultations were done with traditional leaders, particularly of the Mbari Clan.
The Ministry of Home Affairs and Cultural Heritage wishes to advise the public and all the concerned stakeholders that wide consultations have been conducted with all parties concerned and some are still ongoing.
In doing so, the Ministry is strictly guided by the relevant legislation and traditional customs deserving of such a process.
For the record, all ancient graves are protected by both National Museums and Monument of Zimbabwe Act Chapter 25:11 and recent graves by the Cemeteries Act Chapter 5:04.
The two acts complement each other legally in the protection of such ancestral places of value. The Cemeteries Act Chapter 5:04 Section 26 stamps the protection of tombs or monuments as indicated below:
“Any person who wantonly or willfully destroys or does or cause to be done any damage, defacement or disfigurement to any monument, vault, tombstone or grave whether within or without a cemetery, or to any building, erection, railing, fence, tree, shrub, plant, thing or natural object, adjoining, connected with or relating to any such monument, vault, tombstone, or grave, shall be guilty of an offence and liable to a fine not exceeding level five or imprisonment for a period not exceeding six months or to both such fine and imprisonment.”
The cemetery in question is mostly composed of remains of former farm workers. The majority of graves are known and their relatives have come forward to identify them.
The Ministry through NMMZ continues to widely consult with other stakeholders. The Mount Hampden area falls under Chief Zvimba whom the Ministry through NMMZ has again fully consulted.
Whereas the Ministry acknowledges the historical existence of claims of other clans who inhabited the Greater Harare area such as Mbari, Gutsa, Hwata and others, their legal and traditional status rests with other government departments and cannot be the subject of the current project.
As this project is being undertaken, developers have been made aware that should any grave be discovered during construction, the developer should stop and engage an archaeologist or curator of cemeteries who is qualified to categorize the graves and advise on the appropriate action such as exhumation to pave way for works to continue.
While the Ministry of Home Affairs recognizes that it is a constitutional right of every stakeholder to raise issues of concern about development, these should be factual and not based on hearsay.
The Ministry remains available for clarification regarding the exhumations and reburials of those buried in Mount Hampden.

Government Speaks On Mt Hampden Graves | Full Statement

The Speaker of the National Assembly Jacob Mudenda has said the new Parliament Building in Mount Hampden is still in the hands of the Chinese government and has not yet been handed over to Zimbabwe.
This week, President Emmerson Mnangagwa delivered the State of the Nation Address (SONA) and officially opened the 5th Session of the 9th Parliament of Zimbabwe from the new building.
Finance and Economic Development Minister Mthuli Ncube also presented the 2023 National Budget from the same building on Thursday.
Independent MP, Temba Mliswa (Norton) recently criticised Parliament over its failure to take legislators on a tour of the new Parliament building before the presentation of SONA and the national budget.
However, Mudenda told legislators in the National Assembly, that they had to ask for special permission to use the building for SONA and budget presentation from the Chinese government.
He said Parliament could not secure space at Rainbow Towers Hotel’s Harare International Conference Centre (HICC) for SONA. Said Mudenda:

I also have to inform the House that the new Parliament building has not yet been officially handed over to the Government of the Republic of Zimbabwe.
A special request was made to hold the Official Opening of the Fifth Session of the 9th Parliament and State of the Nation Address (SONA) at the new Building, which was deemed a suitable venue for the occasion and the Chinese acceded to the request.
Honourable Members will be taken for a familiarisation tour once the handover has been done and Honourable Members will be informed accordingly.

"Zimbabwe's New Parliament Building Still Owned By China"

The New Parliament Building in Mt Hampden will on Wednesday host President Emmerson Mnangagwa’s State of the Nation Address (SONA) and the official opening of the Fifth Session of the Ninth Parliament.
The development was confirmed by the clerk of Parliament Kennedy Chokuda in a statement on Friday.
He added that Finance and Economic Development Minister Mthuli Ncube will also present his 2023 national budget at the New Parliament building next Thursday. He said:

Parliament of Zimbabwe would like to advise the nation, all clients and stakeholders of the State of the Nation Address and the Official Opening of the 5th Session of the Ninth Parliament by His Excellency, the President, Dr. E. D. Mnangagwa on 23rd November at the New Parliament Building in Mt Hampden, Harare.
This is a historic and momentous occasion where the last session of Parliament will be officially opened, before the next general elections.
The Minister of Finance and Economic Development, The Hon. Prof. Mthuli Ncube will present the 2023 National Budget to the National Assembly on 24th November 2022 at the New Parliament Building. Presentation of the Budget will commence at 14.30hrs

Chokuda said that the two events will be broadcast LIVE on mainstream media, as well as on the Parliament of Zimbabwe’s social media platforms.
He said the public will also be able to follow proceedings on giant screens that will be mounted in the Africa Unity Square.
The New Parliament Building was built by Shanghai Construction Group (SCG) and fully funded by the Chinese government as “a gift to the people of Zimbabwe”.
The US$140 million 650-seat structure comprises a six-storey office complex and a four-storey building housing the National Assembly and Senate.

New Parliament Building To Host Mnangagwa's SONA

President Emmerson Mnangagwa said that he asked Chinese leader, President Xi Jinping to fund the construction of the Parliament building during a visit to China in April 2018.
Briefing journalists on Wednesday, Mnangagwa said the six-storey circular Parliament building located in Mt Hampden just outside Harare was built free of charge by China. He said:

When the Second Republic came in November 2017, I was then invited by His Excellency Xi Jinping, to visit the People’s Republic of China in April 2018, so when I met him, after the formal discussions we had a private discussion with His Excellency and he asked what I would want China to do for the Second Republic. I requested for this Parliament and he agreed and gave (it to us) as a grant.
This is the most magnificent Parliament I know personally that I have visited, it’s a heritage for our country and the design shows the history of our country, you will realise there is the Zimbabwe bird, conical tower replicated here. We feel very proud as Zimbabweans.

Mnangagwa and Xi also discussed two other projects during their private meeting, that is, the Hwange Unit 7 and 8 and Robert Gabriel Mugabe International Airport which were both granted on a concessionary loan.
Local Government and Public Works Minister July Moyo said his ministry has started the process of requesting China through the Foreign Affairs and International Trade Ministry and the Chinese Embassy to agree on a date for the official opening of the new Parliament.

New Parly Building: We Feel Proud As Zimbabweans - ED

Mt Hampden residents have expressed concern over the development of a new city in the area, with a new parliament building almost complete.
The new city, expected to stretch a reported 150 square km in three provinces, that is, Harare, Mashonaland West and Mashonaland Central, could affect thousands of locals who rely on agriculture, brick-moulding, mining and other economic activities in the area.
A Mt Hampden resident who spoke to the Zimbabwe Independent expressed anxiety over the development. The resident said:

What will happen to people from Mazowe Road going beyond the Lomagundi Highway (Harare-Chirundu)? I understand the city would go past that road.

Meanwhile, in an interview, the Local Government and Public Works ministry Director of Spatial Planning and Development Honesty Magaya said there is some work that needs to be done before the project commences. Said Magaya:

There is a draft masterplan which is being presented at all levels of government and all presentations are running until early July.
The boundaries may be adjusted but the presentations on the masterplan are handling that issue.
The drafts have their boundaries but we cannot discuss these dimensions as we would be pre-emptying decisions for those discussing the masterplan.
A real position on what is being done and on what form would be indicated through presentations being done and only one or two have already been done. There was also workshop input received from stakeholders.
At the moment it is various government entities that will receive presentations and the input made will shape what would be said about the new city.

The new city is expected to decongest the capital Harare, whose population has grown from an estimated 616 000 in 1980 to approximately 2.2 million at present.

Boundary For New City In Mt Hampden Yet To Be Determined

President Emmerson Mnangagwa said he has noted “tremendous” progress made at the new Parliament building in Mt Hampden, Zvimba North, Mashonaland West Province.
He said this on Monday morning after touring the building to assess the progress that has been made by Chinese contractors. He said:
<blockquote>There has been tremendous progress and achievements in terms of construction and finishing.
I am sure the constraints came around as a result of Covid-19. I am sure there would have been far advanced compared to where we are now.
Arrangements have been made for technicians who had been out of the country to come back and I believe that from next year, construction would be in full pace.</blockquote>
The construction of the building was expected to be completed by March next year but it was disrupted by the outbreak of the COVID-19 pandemic. The government has said the project is now due for completion in September.
President Mnangagwa was accompanied on the tour by Local Government and Public Works Minister July Moyo and his deputy, Marian Chombo.

New Parliament Completion Delayed But ED 'Satisfied' With Progress

The government of Zimbabwe’s decision to build the new capital in Mount Hampden will go down in history as the only decision that deserved poetic justice in memory of an episode whereby African nationalism and British imperialism converged, The Standard’s columnist Jonathan Maphenduka has said.
The Pioneer Column had reportedly chosen Mount Hampden as the location of Southern Rhodesia’s capital in the late 19th century before a large settlement grew around Fort Salisbury (now Harare).
The <a href="https://www.pindula.co.zw/Pioneer_Column" rel="noopener noreferrer" target="_blank">Pioneer Column</a> was a group of settlers who migrated from South Africa to the then Southern Rhodesia in 1890 for reasons of colonisation and occupation.
In his book, The Chartered Millions, (1920), John H Harris says Frank Johnson, commander of the famous Mashonaland Pioneers, knew the country well and had chosen Mount Hampden as the future capital of Southern Rhodesia.
According to historians, Mt Hampden was ideal as the capital in the sense that pollution of the area’s (including Harare) major sources of water (Manyame Dam, Lake Chivero, Darwendale Dam) would be avoided.
Darwendale Dam, which is the closest water body to Mt Hampden, is now heavily polluted to be a source of water for the new capital and in either case, it is too small.
According to Maphenduka, Mt Hampden City will likely get its water from Lake Kariba through a pipeline and the proposed Kudu Dam to be built in Kadoma.

'New Capital, Mt Hampden Fulfills Rhodesians' Dream'

A report claims that the Chinese government is printing a new Zimbabwe currency which is expected to be launched in early 2020.
The new Zimbabwe dollar is set to replace a surrogate currency, the bond notes and will be backed by the country’s diamond and gold reserves, according to a Spotlight report. The Chinese will also build a new capital for Zimbabwe in Mt Hampden. The report further claims that;
<blockquote>It is all about oil and diamonds. China has demanded oil rights and exclusive access to your country’s diamonds in Marange, without having to cede ownership of those assets to locals under the indigenisation threshold. It will soon not be applying to their firms coming back to mine diamonds, following a fallout with Robert Mugabe’s government.
Actually, it could be the reason why Mugabe is no longer in power because he wanted Chinese companies to be under Zimbabwean miners thus posing a threat to Beijing’s diamond interests and long-term future reserves. Marange had become their biggest foreign source of diamonds to supplement, about 50% of their proven diamond reserves concentrated in the Liaoning Province.
That is why they’re generously constructing the new city, and working on the new Zimbabwe dollar set to be launched in early 2020. It is being printed as we speak, but the date of introduction remains a secret.
… Major players in the deal includes senior military and intelligence officers, Mnangagwa’s Zanu PF party, China Sonangol International Limited , China National Petroleum Corporation and the China Development Bank. Not everything makes it into the newspapers, but Zimbabwe will soon have a new currency and capital city because this deal has been sealed, and your president is coming up with a favorable new diamond policy to appease China, which should be signed into law soon.</blockquote>

Chinese Printing New Zim Dollar, To Build New Capital In Mt Hampden, Currency To Be Backed By Gold, Diamond Reserves - Spotlight Report Claims

Zimbabwe is set to build a new parliament building in Mt Hampden. The construction will be wholly funded by the Chinese to the tune of $165 million. A Chinese firm, Shanghai Construction group has been contracted for the task. Some critics have queried why Minister of Finance, Mthuli Ncube allocated US$3,8 million for the construction of the parliament building when it is wholly funded by a Chinese grant. Deputy Minister for Information and Broadcasting Services, Energy Mutodi clarified on the issue of double allocation. He said
<blockquote>The $3,8 million injected by the Finance minister is meant for auxiliary costs such as land surveys, development of basic infrastructure, amongst others which are not covered by the Chinese. Just because the Chinese are funding the project, it does not mean we are not making any effort.
The project, worth $165 million, is fully-funded by the Chinese. It is part of the mega-deals which President Emmerson Mnangagwa clinched when he visited China.</blockquote>
