President Emmerson Mnangagwa has appointed Rudo Mabel Chitiga as the Head of Secretariat on Harmonisation and Standardization of Salaries and Conditions of Service within the Public Sector in the Office of the President and Cabinet (Permanent Secretary Grade).
Chitiga takes over from Major General (Rtd) Dr Gerald Gwinji, who is now the Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage. A statement released on Monday 20 March by the Chief Secretary to the President and Cabinet, Misheck Sibanda, reads in part:

His Excellency the President, Cde E.D. Mnangagwa, in terms of Section 205 of the Constitution of Zimbabwe as read with Section 340 subsection 1(b), (e) and (f), and after consultation with the Public Service Commission, has appointed Ambassador Rudo Mabel Chitiga as the Head of Secretariat on Harmonisation and Standardization of Salaries and Conditions of Service within the Public Sector in the Office of the President and Cabinet (Permanent Secretary Grade).

Ambassador Chitiga holds a Master’s Degree in Policy Studies and a Bachelor of Science Degree in Sociology.

Her appointment as Head of Secretariat on Harmonisation and Standardization of the Public Sector in the Office of the President and Cabinet is with immediate effect.

Mnangagwa Makes Key Appointment In His Office

President Emmerson Mnangagwa has approved the appointment of Allen Choruma as Head Corporate Governance Unit in the Office of the President and Cabinet.
The appointment was confirmed on Monday by the Chief Secretary in the Office of President and Cabinet, Misheck Sibanda. Reads the statement issued by Sibanda:

The post of the Head Corporate Governance Unit in the Office of the President and Cabinet became vacant following the promotion of Mr. Willard Lowenstein Manungo as the Deputy Chief Secretary for Policy Analysis, Coordination and Development Planning in the Office of the President and Cabinet.
His Excellency the President, in consultation with the Public Service Commission, has since approved the appointment of Mr Allen Choruma as Head, Corporate Governance Unit in the Office of the President and Cabinet.
Mr. Allen Choruma holds a Bachelor of Laws degree and post-graduate certifications in insurance and pension management.
Mr. Choruma has 32 years of experience in business management, and public, legal, insurance, media, banking, financial and mining services gained working in Zimbabwe, USA, UK and South Africa.
Mr. Choruma has worked in government; the insurance sector; the Reserve Bank of Zimbabwe and the mining sector in Zimbabwe and South Africa where he provided legal, compliance and corporate governance services. 
He also played a central role in developing the public entities’ corporate governance legislation in Zimbabwe.
He has thus accumulated a wealth of experience in managing Boards of Directors, training and developing Directors, undertaking Board evaluations, performance contracting, strategy development, and in ethics and risk management.
Mr. Choruma is a prolific writer, researcher and publisher, who for two decades was a business correspondent for different daily and weekly newspapers in Zimbabwe and for African monthly magazines.
Before his elevation to Head the reconstituted Corporate Governance Unit, Mr Choruma was the Chief Director responsible for Corporate Governance in the Office of the President and Cabinet.
The appointment of Mr Allen Choruma was with effect from 20 October 2022.

Zimbabwe’s ambassadors will sign performance-based contracts starting in 2023 so that their performances will be measured.
This was said by the Chief Secretary to the President and Cabinet Misheck Sibanda who was speaking at the ongoing retreat for diplomats and senior management in the Ministry of Foreign Affairs and International Trade in Bulawayo. He said:

In order to strengthen the work of diplomats in our foreign missions, Government is extending performance contracts to ambassadors so that their performance while abroad is measured starting in 2023.
</blockquote>
Sibanda added that the diplomats will be evaluated on a number of criteria that include the investment inflows into the country they generate and exports.
He said diplomats must vigorously market the country as a safe investment and tourist destination and explore markets for the country’s products.

Ambassadors To Sign Performance-based Contracts

President Emmerson Mnangagwa has appointed Rosemary Rubvumo Mukogo as a commissioner of the Public Service Commission (PSC) with effect from 1 May 2022.
Mugoko’s appointment was announced by Chief Secretary to the President and Cabinet Misheck Sibanda in a statement on Friday.
He said Mukogo has over 30 years of experience operating at strategic levels both in the public and private sectors.
Mukogo served Government in the then Ministry of Trade and Commerce and rose to the post of under-secretary in the Ministry of Environment and Tourism.
She was subsequently appointed the chief executive of the Zimbabwe Tourism Authority (ZTA).
In the private sector, Mugoko was an executive director of Air Harbour Technologies.
Since 2001, Mukogo served on boards in both public and private sector institutions including Zimbabwe Newspapers Group, and the Zimbabwe Council for Tourism.
She has also served on the boards of the Zimbabwe Parks and Wildlife Authority, Forestry Commission of Zimbabwe, Minerals Marketing Corporation of Zimbabwe, Zimref Gold (Pvt) Ltd and Mosioa Tunya (Pvt) Ltd.
Mukogo is a holder of a Bachelor of Science degree in Economics from the University of Zimbabwe.
She also holds post-graduate qualifications in Environmental Economics and Policy Analysis from Harvard University.

Rosemary Rubvumo Mukogo Appointed PSC Commissioner

President Emmerson Mnangagwa has, with immediate effect, appointed Nomathemba Ndiweni-Masuku as a commissioner and deputy chairperson of the Public Service Commission (PSC).
Ndiweni-Masuku will deputise PSC chairman Vincent Hungwe.
Chief Secretary to the President and Cabinet Misheck Sibanda said the appointment was made in terms of section 202 (1)(a) of the Constitution read together with section 320(4) of the Constitution.
Ndiweni-Masuku holds several professional qualifications and has served on various boards including the Health Professions Authority of Zimbabwe, the Medical Research Council of Zimbabwe and the Zimbabwe Investment Authority. Sibanda said:
<blockquote>Dr Ndiweni-Masuku’s experience in the public and academic sector will assist the PSC, particularly at a time when government is setting up the Public Service Academy.
She brings much-needed expertise as a public administrator and a renowned member of the academic society and a member of the National Defence University Council.</blockquote>

ED Appoints Public Service Commission Deputy Chair

The government’s penchant for making a host of bureaucratic appointments continues unabated with the latest appointment of 10 provincial development co-ordinators (PDCs) for each of the country’s 10 provinces.
The appointments were approved by President Emmerson Mnangagwa, with the PDCs expected to assist Ministers of State for Provincial Affairs with “technical and administrative support”.
The appointments of the PDCs are effective from September 1.
Justifying the appointments in a statement issued on Saturday, Chief Secretary to the President and Cabinet Misheck Sibanda said:
<blockquote>The PDCs are, therefore, critical technical actors in the formulation of provincial growth and transformation strategies that are aligned to National Development Plans and will enable Zimbabwe to realise its vision to become an upper-middle-income economy and society in 2030.</blockquote>

ED Approves Appointment Of Provincial Development Coordinators

The government has refused to give in to former vice president Phelekezela Mphoko’s request to have his pension paid in United States dollars.
Mphoko approached the court declaring government’s decision to withhold his US$320 000 pension illegal and unconstitutional.
However, the Chief Secretary in the Office of the President and Cabinet, Misheck Sibanda, said Mphoko did not explain how he arrived at US$320 000. Instead, the former Vice President will be paid ZWL$765 706,58 as pension and benefits. Said Sibanda:
<blockquote>The applicant cannot simply convert what he used to earn at the going bank rate without taking into consideration the changes brought in by the departure of the multicurrency regime.
In this regard, therefore, there is a dispute as to what the respondent may be entitled to.
I have in the circumstances asked for computation to be done by the pensions office as regards the amount due and payable to Mphoko and I am reliably informed that the amount is $765 706.58.</blockquote>
Mphoko was appointed vice president in December 2014, until he was removed from office in November 2017 following a military coup that toppled the late former president Robert Mugabe.
He joined the civil service in 1981 and according to the law, he is entitled to a pension and benefits.

Misheck Sibanda, Chief permanent secretary in the Office of the President and Cabinet revealed government intentions to relax procurement procedures. This is argued would accelerate rehabilitation and rebuilding of Cyclone Idai destroyed infrastructure.
Speaking to officials over the weekend, Sibanda said:
<blockquote>We want to now take certain initiatives arising from cabinet; for instance one issue that has been constraining the reconstruction programme is the tight procurement procedures.
I will consult with the chairman of Cabinet, the president be authorised to write to PRAZ (Procurement Regulatory Authority of Zimbabwe ) after consulting my colleague the secretary for Finance so that we relax the procedures so that we take into account the exigencies of disaster such as the cyclone which we have just witnessed.</blockquote>

President Emmerson Mnangagwa has made massive changes to senior bureaucrats in the Civil Service changing a number of permanent secretaries and principal directors. Full Text: Mnangagwa Restructures Civil Service, Perm Secs, Principal Directors Changed

High Court judge Justice Priscilla Chigumba has been appointed as the new chairperson of the Zimbabwe Electoral Commission (ZEC) by President Emmerson Mnangagwa. Justice Chigumba replaces former chairperson,<a href="https://news.pindula.co.zw/2017/12/09/people-reacted-rita-makaraus-resignation-zec/" rel="noopener" target="_blank"> Justice Rita Makarau who quit her post as the boss of the electoral body in December last year</a>, soon after the fall of former president Robert Mugabe in the military intervention launched by the Zimbabwe Defence Forces (ZDF).  Justice Makarau did not state the reasons for her abrupt departure, although critics opined that she had been pushed into resigning because of her close relationship to former president Robert Mugabe and the G40 Faction which was vanquished during Operation Restore Legacy.
President Emmerson Mnangagwa had publicly stated that he was specifically looking for a female judge to replace Makarau because the deputy chairperson is a man, in order to maintain balance. The letter of appointment which was written by the Chief Secretary to the Office of the President and the Cabinet, Dr Misheck Sibanda.

Breaking: Justice Priscilla Chigumba Appointed New Zec Chairperson

Yesterday President Robert Mugabe left the country for Singapore. He is travelling on official business and he is expected to be back on the 13th of May. In a statement, Chief Secretary to the President and Cabinet Dr Misheck Sibanda said that Vice- President Phelekezela Mphoko is the Acting President.
The President just returned from South Africa where he attended the World Economic Forum.

President Mugabe off to Singapore, Mphoko now acting President

Chief Secretary to the President and Cabinet Dr Misheck Sibanda said that the government will create 2 million <a href="https://vacancymail.co.za/categories/legal-jobs-in-south-africa/">jobs</a> through the creation of Special Economic Zone (SEZ). The three SEZs Sunway City in Harare, Bulawayo and Victoria Falls, are expected to have started operating by the first quarter of 2018. The SEZs are Sunway City in Harare, Bulawayo and Victoria Falls.
Speaking after a tour of the Harvest Fresh Africa horticultural processing plant in Chegutu yesterday, Sibanda said:

We are already in the process of implementation. We send a team for training (in China), 20 from various ministries and there will be another training which will be done now in Zimbabwe, I think before the end of the year.</blockquote>

Chief Secretary to the President says govt is going to create 2 million jobs it promised with creation of SEZs

Speaking after touring several companies in Harare’s Workington industrial area, Chief Secretary to the President and Cabinet Dr<a href="http://www.pindula.co.zw/Misheck_Sibanda"> Misheck Sibanda</a> revealed that Government is pursuing numerous avenues to fund the country’s economic blueprint <a href="http://www.pindula.co.zw/ZimAsset">Zim-Asset</a>, which requires at least $27 billion for full implementation. Government is pursuing joint ventures and equity funding among its options, including loans.
Said Sibanda:
<blockquote>We are going round it (funding) even through equity funding, through loans. Only yesterday (Thursday) the Minister of Transport and Infrastructural Development (Dr <a href="http://www.pindula.co.zw/Joram_Gumbo">Joram Gumbo</a>) launched the project on the Beitbridge-Harare-Chirundu road which is funded through equity as well as a loan. So we are in a joint venture and that is why the President mentioned the idea of joint venture projects. This is what is happening even here. There are other ways. It is not just direct funding. Apart from the fund that we are trying to come up with — the Sovereign Wealth Fund — we are still in the process of mobilising resources. They are not yet there but that cannot stop us moving forward.</blockquote>
