The Government of Zimbabwe has suggested that unemployed teachers should consider establishing their own schools or companies. Deputy Minister of Higher and Tertiary Education, Raymond Machingura, made this statement during a graduation ceremony at Belvedere Teachers’ College in an interview with a local radio station. Machingura said:
<blockquote>
Unemployed teachers should start their own companies which produce stationery and other consumables used in schools or even start their own schools.
If you look at it, private schools are charging exorbitant fees. So if we have our own teachers with their own private schools, they will not be charging high fees but will be providing quality education.
</blockquote>
Machingura’s remarks come as Zimbabwe, with a student population of six million, is facing a shortage of 3,000 schools. In an effort to address illegal operations, the government closed down hundreds of schools and colleges last year. However, earlier this year, private schools were re-registered to accommodate South Africa-based pupils returning home after the expiration of Zimbabwe Exemption Permits.
Critics, such as Walter Muzamani, President of the National Council of Student Teachers, argue that encouraging teachers to establish their own schools is an acknowledgement of the education system’s failure. Muzamani said:

That teachers should start their own schools is an admission that it has failed to manage the education system. The government has failed to fund the education system which has resulted in the private education sector thriving. 
It is a fact that private schools are offering quality education compared to public schools.
</blockquote>
Goodwill Taderera, Secretary-General of the Zimbabwe Teachers Association, warns that the proliferation of private schools will further weaken the public education system. Taderera said:
<blockquote>
If teachers become entrepreneurs, then the education system will be commercialised. It’s privatising the education system which is exclusive to low-income earners. Accessibility to education will be compromised. Government undertook to provide quality education and has to stick to that mandate and not abdicate its responsibility to job-seeking teachers.
</blockquote>
However, the Zimbabwean government contends that it lacks the necessary resources to recruit more teachers in order to balance the teacher-student ratio. This has resulted in a longstanding dispute between teachers and the government over inadequate salaries. Teachers are demanding the reinstatement of pre-October 2018 salaries, which were approximately US$450. Last year, Zimbabwe sent 154 teachers to Rwanda to provide training and share knowledge with Rwandan teachers and learners.

Zimbabwe Government Tells Jobless Teachers To Start Their Own Companies Or Schools

An upper six student from a local school in Harare has allegedly committed suicide this Friday by jumping from the fourth floor of the Harare Parkade at the corner of Nelson Mandela and Rezende street. The deceased who was in the sciences class wrote an examination this Friday morning. It is still unknown why and the student fell to his death by jumping off the Parkade. Meanwhile, police have launched an investigation to establish what could have transpired. Watch the video below.

WATCH: Form 6 Student Jumps To His Death In Harare

The permanent secretary in the Ministry of Higher and Tertiary Education, Science and Technology Development, Desire Mutize Sibanda, has announced that his Ministry has reviewed tuition fees for students on industrial attachment after considering issues raised by stakeholders.

REVIEW OF TUITION FEES FOR STUDENTS ON ATTACHMENT PRESS STATEMENT
The Ministry of Higher and Tertiary Education, Science and Technology Development is pleased to advise all Parents/Guardians/Sponsors, that all Higher and Tertiary Education students on industrial attachment/ teaching practice will now be required to pay 60% of tuition fees with immediate effect. This new policy abolishes Circular No 6 of 1997 which required students on attachment to pay full tuition fees.
The decision has been taken after careful consideration of the economic environment and the solo economic status of the majority of the students. Students on attachment meet the cost of accommodation, food and transport to and from work. The Ministry has considered the variable and fixed costs attendant to students’ supervision and utilisation of teaching and teaming facilities.
In reducing the cost to 60% of tuition, the Ministry considered that institutions require funds to meet supervisory costs for each student on attachment albeit the majority of students continue to access library and other learning facilities whilst on attachment. Higher and tertiary education institutions play an important role In the economic and social development of the country.

Full Text: Ministry Slashes Fees For Tertiary Students On Industrial Attachment By 40 Percent

A college in Bulawayo called Dominican Convent High School is among the 251 private colleges that were closed by the Ministry of Higher and Tertiary Education, Science and Technology Development for operating illegally.
Nine colleges were deregistered and 32 are said to be operating illegally in Bulawayo. Of the 251 that were closed, 119 were from Harare province. The institutions fell foul of the Manpower Planning and Development Act Chapter 28:02, Statutory Instruments 333 of 1996 and 26 of 2001.
Colleges that were closed in Bulawayo are Dominican Convent High School and Petra High School which were offering certificates and diplomas without registering with the Ministry of Higher and Tertiary Education, Science and Technology Development. Colleges that were closed in Harare are; Watershed College, Chisipite Senior School and St George’s High School. Girls College, Foundation College (Annexe), City College of Computers are cited as operating illegally.

Speaking to Sunday News, Higher and Tertiary Education Deputy Minister Dr Godfrey Gandawa said that Government is coming up with a law that will compel institutions to teach more science and technical subjects than social sciences and humanities.
Said Gandawa:
<blockquote>We are coming up with the law and policy which is at an advanced stage. The reality is, no university graduate is ready for employment as they leave university. None of them. They all need further training. (Further training does) not (mean) adding years at college. They (graduates) are employed but must learn the trade and industry further.</blockquote>

Govt coming up with law to compel institutions to teach 80% STEM courses, 20% social sciences & humanities

The Ministry of Higher and Tertiary Education has instructed learning institutions not to turn away students over unpaid fees.
In a statement Higher and Tertiary Education ministry secretary Machivenyika Mapuranga that his ministry is directing all institutions to allow students to write their examinations, but withhold results until all outstanding fees are paid. He also clarified that students in State polytechnics and teacher’s colleges should pay fees before opening of each term or within seven days after opening school as governed by Statutory Instrument 81 of 1999. He also said that the owing student, parent or guardian and the institution can enter into mutually agreed payment plans.
The announcement comes at a time when several learning institutions are barring students from attending class over unpaid fees. Students from the Department of Teacher Education at Joshua Mqabuko Nkomo College were turned away while students at Madziva Teacher’s College were last week barred from accessing halls of residence, lectures and entering the dining room over outstanding tuition.
