Wilfred Runyararo Munetsi, the Deputy Director of Communication, Advocacy and Mining Community Suitability in the Ministry of Mines and Mining Development, has said the government is at an advanced stage in setting up an electronic system to administer, track mining rights, and process mining licences.
Munetsi stated that this new computerized system is envisaged to help address the long-standing issue of disputes over multiple allocations of mining claims.
In the past, the absence of a high-tech tracking system has resulted in such disputes spilling over into the courts of law, leading to delays in investments and production processes in the key mining sector.
Speaking in an interview with <a href="https://www.manicapost.co.zw/mining-tracking-system-on-the-cards/">The Manica Post</a>, Munetsi revealed that the ministry has already rolled out a pilot project to test the newly introduced electronic system. Said Munetsi:

The mining cadastre portal is now a work in progress as we are currently at pilot test, and hope to launch the system in full soon.
The goal of establishing the mining cadastre portal is to provide an electronic platform for all stakeholders in the mining sector in Zimbabwe to engage directly with the Ministry of Mines and Mining Development.
</blockquote>
Munetsi said that the country has more than 60 extractable mineral deposits, but less than 10 are presently being commercially exploited for various reasons. He explained:
<blockquote>
Mining in this country has, for various reasons, been dominated by small-scale miners, who would then attract big capital for expansion.
Small-scale miners favour gold for various reasons, including that it is easy to find, and is ubiquitously distributed across the country, including in Manicaland.
It is also easy to mine and process using rudimentary tools, has a ready market, has no minimum or maximum size, and thus can be mined at any scale.
So, there has been bias towards gold mining at the expense of other economic minerals that are not that attractive to small-scale miners.
</blockquote>
Munetsi said price fluctuations, challenges with the marketing of minerals and the huge cost of extracting some minerals are some of the factors hindering mining in the country. He said:
<blockquote>
What I know is that of all the minerals that have been mined, the mines were abandoned, not because of exhaustion of ore, but other reasons such as declining prices. So mining is always intermittent as prices fluctuate.
For instance, mica miming which used to be very important in the 1930s ceased due to a drastic fall in prices. Now the mining of the mineral has resumed in Karoi.
Marketing is also an issue. There are many minerals that could be mined, but small-scale miners cannot meet the marketing requirements of quality, quantity and timeliness of supply. Also, the miners do not know how to search for markets.
For instance, silica has become one of the most sought-after minerals, but is not attractive enough, and being an industrial mineral, requires certain minimum and maximum qualities, which the miners do not want to be bothered about.
This applies to industrial minerals such as limestone and feldspar, among others.
Some minerals are not being mined because they require huge processing plants that require huge capital injection.
For instance, iron ore and other base metals. There is a lack of promotion and awareness by authorities on the various minerals and how they can be mined.
For instance, there are many different types of gemstones which are mined in neighbouring countries, which are not mined here.
Maybe those countries do not have gold that steals all the thunder like what is happening here.

Earlier this week, the Government announced the immediate banning of riverbed mining following revelations that mining activities were causing water pollution, siltation and degradation of river channels.

The government is planning to set up a new electronic system to keep track of mining rights and licenses. This system will help solve disputes over mining claims that have ended up in court, delaying investments. A pilot project is already being tested. Zimbabwe has many mineral deposits, but only a few are being mined commercially, mostly gold. Price changes, marketing challenges, and high extraction costs are hindering mining in the country. Riverbed mining has been banned due to pollution concerns. The goal is to promote the mining of different minerals besides gold.

Electronic Mining Tracking System On The Cards, Says Deputy Director

Some prominent government officials connected to ZANU PF bigwigs have reportedly established a cartel that is grabbing gold mining claims across the country.
<a href="https://businesstimes.co.zw/cartels-hit-mining-sector/">Business Times</a> reported sources in the mining industry as saying there is fierce fighting over the control of mining claims across the country.
An official of a mining association, who preferred anonymity told Business Times this week that the recent dip in gold output is attributable to clashes over mining claims. Said the official:
<blockquote>
Sadly, there are so many well-knit corruption syndicates involving high-ranking officials in the government, including the Ministry of Mines and Mining Development taking over the claims that are already occupied by some miners.
What we are now seeing is that some powerful figures are now coming with back-dated documentation on the mines which we have mined for close to a decade now.
Our members haven’t mined properly since January due to this fight and the situation has intensified across the country hence the reduction in gold output despite not having heavy rains.
</blockquote>
Wellington Takavarasha, CEO of the Zimbabwe Miners Federation (ZMF), said that there are several mining disputes. Said Takavarasha:
<blockquote>
There are a number of disputes. The miners can approach our offices and the provincial directors to resolve such disputes to bring sanity into the sector.
It has happened and it is happening but not on such a high magnitude as purported by some people.
We have seen orphans and widows encountering such problems but we are helping out to ensure they get back their claims back. The Mines and Mineral Act is clear that whoever started pegging will win.

Mines and Mining Development Minister, Winston Chitando, promised to investigate the claims. He said:
<blockquote>
I will do my investigations into these matters but for now, you can send your questions in writing so that I can give you a comprehensive answer.
</blockquote>
Zimbabwe produced 30 tonnes of gold in 2023, 15% less than the previous year as electricity cuts and currency volatility impacted output.

Cartels Hit Mining Sector, Blamed For Declining Gold Output

The Mberengwa-Zvishavane Miners Association has urged the Government to introduce mining as a subject in primary and secondary schools.
Speaking during the 2023 Great Dyke Career Fair held at Gresham Primary School in Zvishavane recently, the miners’ association chairperson Themba Sibanda, said:
<blockquote>
l have been challenged by the school which has introduced hunting as a subject, why can’t mining be introduced as a subject so that those in trenches get the necessary knowledge at an early stage?
</blockquote>
Sibanda argued that many youths are venturing into gold mining and there is a need for learners to be exposed to the mining industry as a career option.
He also said that teaching mining as a subject in schools will help in curbing mine deaths and encourage environment-friendly mining methods.
The Minister of Higher and Tertiary Education, Science and Technology Development Professor Amon Murwira was the guest of honour at the event.
Errymaple group of schools recently introduced hunting as a subject, reported The Mirror.
Zimbabwe is endowed with vast mineral resources that include platinum group metals (PGM), chrome, gold, coal, diamonds, and lithium.

Miners Urge Govt To Introduce Mining As A Subject In Schools

Zimbabwe Republic Police has confirmed that a miner was last week crushed to death by a hammer mill at Phirip Mine in Mazowe.
Mashonaland Central provincial police spokesperson Inspector Milton Mundembe said that Luke Mugiya (19) was operating a hammer mill when he was approached by Steven Tubuso and his brother with their gold ore.
Steven reportedly entered the mill to separate the ore from the dump and allegedly instructed Mugiya to press a separating button.
Mugiya, unfortunately, pressed the wrong button and crushed him in the process.
Police warned miners to employ qualified operators to avoid such accidents.

Miner Crushed By Hammer Mill

The Mining Business Confidence Index had plunged to 2.2% in 2019, down from 8% in 2018 and 21.9% in 2017. This has been mainly due to power cuts, forex shortages and policy uncertainties Sunday Mail reports.
However, according to UZ’s Prof Makochekamwa, who presented the findings of the survey, the survey forecasted that mining executives were confident about 2020. Said the Professor:
<blockquote>Survey findings show that mining executives are slightly more confident about investment plans for 2020, with 60 percent of the respondents indicating that they are planning to inject fresh capital into their businesses in 2020.</blockquote>
Zimbabwe is currently going through an economic crisis that has seen<a href="https://news.pindula.co.zw/2019/09/28/zimbabwes-annual-inflation-rate-soar-to-almost-300-in-august-imf/"> inflation soaring to 300% by the end of August</a>. The mining sector in a normal functional system contributes 65% of all export receipts.

Mining Industry Confidence Plunges To A 2 Year Low As The Economic Meltdown Bites

Mines and Mining Development Minister Winston Chitando said there are some owned claims which have not been exploited since the the early seventies, and that such claims are a primary target.
Said Chitando:
<blockquote>Government is coming up with regulations to enforce the “use it or lose it” principle. The background to this is that we do have entities which held vast pieces of mining concessions, which are not being utilised.
In one particular province we have an entity, which has been holding a rich mining concession since the 1970s and all they do is, every year, pay renewal fees for that concession and with the economic development thrust we have for Vision 2030, surely this can’t continue. . . .
it is only fair for the country that such concessions be made available to those who have use for them.
We have advised the Chamber of Mines of Government’s intention, we have asked them to come up with their own views on how the issue should be tackled and as Government, we will also be fine-tuning our course of action</blockquote>

Zimbabwe Government To Repossess Idle Mining Claims

Minister of Mines and Mining Development Winston Chitando has said that the country is on course to earn at US$3.5 billion from mining in 2018. This will be an increase of almost US$1 billion from the US$2.6 billion earned in 2017. Speaking to the Sunday Mail, Chitando said,
<blockquote>For 2018, we are expecting to earn around US$3,5 billion, which is an increase in earnings by about $1 billion from last year. Everything so far indicates that we will reach this year’s target.
Gold has been impressive. We have reviewed upwards our target for gold output this year to 35 tonnes from the 30 tonnes that we had initially set. The idea is to hit 100 tonnes per annum by 2023 from 26 tonnes recorded last year. This will be underpinned by growth from both small-scale mining production and medium-to-large-scale mining production.</blockquote>

Zim To Earn US$3.5 Billion From Mining This Year:  Minister Chitando

The Reserve Bank of Zimbabwe (RBZ) has been able to clear payments to foreign suppliers since farmers started selling their tobacco. This has eased the situation for the mining industry, which imports a lot of its supplies.  Since February, the tobacco auction floors have generated over $200 million dollars.
An executive who spoke to the Financial Gazette said:
<blockquote>There has been a marked improvement since the tobacco selling season started. This tobacco marketing season is usually good for the country,</blockquote>
However, problems are expected to return at the end of the tobacco marketing season.
