President Emmerson Mnangagwa has reportedly fired several high-ranking members of the Zimbabwe Defence Forces (ZDF) for allegedly failing to control their subordinates who walked out on him during the handover of military equipment by the Chinese government last week.
According to NewsDay, several low-ranking army officers who were seated in the open abandoned the event and sought shelter on buses following heavy rainfall while Mnangagwa was speaking.
The President, who is the Commander-in-Chief of the ZDF, was speaking during the handover ceremony at Inkomo Mechanised Brigade, a few kilometres outside Harare.
NewsDay reported sources as saying regimental sergeant majors from the Parachute Regiment, Special Air Services and Mechanised Brigade were fired.
The officer commanding Inkomo Barracks Mechanised Brigade was reportedly demoted, while several Majors were transferred and pending court-martial for failing to control their troops. Said a source:

During President Mnangagwa’s speech, a heavy downpour caused troops seated in the open to scramble for cover on a bus.
This was interpreted as disrespect towards the Commander-in-Chief and frankly, quite embarrassing.
Last week, a flash message notified regimental sergeant majors of their dismissal due to their inability to command their troops.
Confusion has arisen as some dismissed individuals have reported for duty.
The abruptness and severity of these dismissals have unsettled many within the ZDF.
The lack of clarity surrounding the specific charges has fuelled frustration and confusion.

Contacted for comment by NewsDay yesterday, ZDF spokesperson Colonel Alphios Makotore said he would respond via email. He was quoted as saying:

I will email you our response. I saw your message and we are processing it.
</blockquote>
However, Makotore had not responded to the questions by the time the story was published.
The dismissals have reportedly caused discontent and low morale within the military.

Mnangagwa Dismisses Top Soldiers | Report

The Zimbabwe Defence Forces (ZDF) is underfunded and this has negatively affected the ability of the army to carry out its mandate.
This was said by the Minister of Defence and War Veterans Affairs Oppah Muchinguri-Kashiri while making a presentation at the 2023 Parliament pre-budget seminar in Harare on Monday, 24 October.
Muchinguri-Kashiri revealed that the army is not able to keep all personnel in the barracks or provide them with basics such as food and uniforms. She said:
<blockquote>
Let’s invest in our defence forces. My ministry is facing a lot of challenges, and we have inadequate accommodation to keep our forces in the barracks.
If we are adequately provided for, I can assure the nation that we will keep ourselves in the barracks.
What we see in the current situation is that our forces are renting accommodation in the townships, and they are often given names because of inadequate and indecent accommodation — let alone transport, which they also hire.
They are insulted on a daily basis. They sometimes go without food and even uniforms, and these are constitutional requirements.
Their food items have been reduced. Sometimes they have only sadza and beans. This is a serious situation we are faced with.
My fear is that these are young people who sacrifice to create this conducive environment for us to enjoy peace. We appeal for funding from you.

However, since independence in 1980, the government has prioritised the Defence ministry in budget allocations.

Zimbabwe Defence Forces Underfunded, Says Muchinguri-Kashiri

A video recording of a man dressed in military fatigue reciting a poem in Shona which expresses the frustration of soldiers is circulating wide on Zimbabwe’s social media.
In the poem the main claims to be in Nigeria. It is therefore not clear if he’s a member of the Zimbabwe military.

Morale within the armed forces is reportedly at a very low ebb due to the negative economic situation that has worsened since a disputed poll in 2018.
The Independent reports that there is a high level of restlessness in the rank and file of the armed forces. The publication quotes a senior army official as saying:
<blockquote>To tell you the truth, the bosses are edgy. There are fears that if the grievances raised by the restive soldiers are not urgently addressed, the situation could have grave consequences.
In fact, in one of the meetings recently held, one of the senior officers stated that the economic mismanagement by the government was equivalent to <a href="https://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front" rel="noopener noreferrer" target="_blank">Zanu PF</a> people digging their political graves using a tablespoon. 
Someone then joked that, in fact, they were now digging with a proper shovel. It’s a very delicate situation.</blockquote>
The publication reported in February this year that the army’s Directorate of Signals has been receiving alarming situation reports since January when things reportedly started to go bad.
Meanwhile, Civil servants are also giving government officials sleepless nights with a protest in Harare on Wednesday blocked by the police and 211 doctors fired on Friday for going on strike.

'ZANU PF People Digging Their Graves Using A Tablespoon'

In this video, Gono, who was shot in the leg by soldiers and men in civilian clothing said he was sleeping at night when they came and sprayed bullets into his house, hitting walls and also his foot. He now walks with a crutch to support himself.
Isaac Nzvenga, another victim, says he was suddenly hit with an iron bar by soldier in a mask when he went to investigate outside his house after hearing some noise. His hand was fractured across.

Full Text: Military Bans Soldiers From Wearing Army Uniforms Outside Barracks

MDC Alliance principal and former minister of finance Tendai Biti has said that he believes that President Emmerson Mnangagwa was not responsible for the deployment of the army which resulted in the deaths of 6 civilians. The soldiers used lived bullets to quell demonstrations by opposition supporters which had turned violent. Biti said the deployment of soldiers was likely the work of the military which wanted to show that it was in charges. Speaking at a press conference, Biti said,
What the military were reminding everyone including the international community yesterday was that they are fully and totally in charge, not Emmerson Mnangagwa. I don’t think he had anything to do with what happened yesterday, but the military.

MDC-T leader and presidential candidate for the MDC Alliance, Nelson Chamisa is reported to be demanding a meeting with President Emmerson Mnangagwa. Chamisa wants the Zimbabwe Defence Forces to publicly announce that they will accept the results of the upcoming 2018 harmonised elections regardless of the winner.
Luke Tamborinyoka, Chamisa’s presidential spokesperson said:
<blockquote>President Chamisa has written to Mnangagwa and indicated that top of the agenda at the envisaged meeting by the two would be the issue of the military’s involvement in national politics. He (Chamisa) wants the army to undeclare its previous pronouncements that they will not accept an election outcome that does not favour Zanu PF.</blockquote>
This follows similar pronouncements from the European Union (EU). Philippe Van Damme the EU ambassador to Zimbabwe also said that the <a href="https://news.pindula.co.zw/2018/03/28/military-traditional-leaders-should-respect-constitution-be-neutral-regarding-2018-elections-european-union/" rel="noopener" target="_blank">military should follow the constitution and be neutral when it comes to elections.</a>
Tamborinyoka also said that the MDC-T wants a meeting where all the parties are on equal footing and not one where Zanu-PF and Mnangagwa would be leading. Said Tamborinyoka,
<blockquote>The meeting we are asking for is one at which people are equals, not in which Mnangagwa plays Big Brother or lord to other political leaders. He is a presidential candidate like everyone else.</blockquote>

Chamisa Pushing For Meeting With ED To Discuss Military's Position On 2018 Elections

The Opposition MDC-T has said that Zimbabwe is now a military state and that the Zimbabwe Defence Forces were not going to leave the streets anytime soon as they wanted to ensure that their pet project succeeded. In an interview with the Daily News, MDC-T’s national organising secretary Abednico Bhebhe said:
<blockquote> 
The army process and the Zanu PF processes were both illegal. Now we have a coalition government of the army and unscrupulous Zanu PF individuals.
To prove that this whole thing is now a military state, what is the army doing on the roads where an awkward situation has arisen with police officers stopping vehicles and handing over to the army.
The pattern that is emerging is disturbing. What kind of an operation is that? What threat is government facing that warrants the army to go out there and search vehicles?
There has to be a national threat for the army to do that. Now my question to Mnangagwa is, what kind of threat is it that Zimbabweans don’t know?
Whatever insecurity there is, it should be known to the people.
 
…So when the military says it is targeting criminals around the president, we thought they would also target criminals around the wards and districts if they are genuine.
We thought the army would say, look, we are not Zanu PF, we are a people’s army so we are going to now stand aside as referees but we are not seeing that.
What we are seeing is a situation where the supposed referee is also taking penalties in the game, which explains why we now see even those that read the ‘coup’ statement being appointed to government.
The message is clear that we are in a military State and those who say we have gone back to normalcy are living in a fools’ paradise.
There is a partnership between Zanu PF and the army. The army did not come out to save us but to save Zanu PF.
The army won’t go away anytime soon because it’s their project and they want to see it through.</blockquote>

MDC-T President Morgan Tsvangirai has said that he has reached out to leaders across the country, particularly the leaders of the army. Tsvangirai is trying to ensure a smooth transition in the event that the MDC-T wins next year’s harmonised elections. Said Tsvangirai

Tsvangirai reaches out to military leaders

The military has allegedly taken over the <a href="http://www.pindula.co.zw/National_Prosecuting_Authority" target="_blank">National Prosecuting Authority</a>.  According to the Independent,  160 military officers now make up almost 75% of the staff in the Prosecutor-General’s Office.   The officers are coming from the <a href="http://www.pindula.co.zw/Zimbabwe_National_Army" target="_blank">army</a>, air force, police and prison services.
