President Emmerson Mnangagwa is today set to open the Second Session of the 10th Parliament, where he will outline the legislative agenda for the upcoming period from October 2024 to October 2025.
The President will also deliver the State of the Nation Address to a joint session of the National Assembly and Senate.
In an interview with <a href="https://www.herald.co.zw/president-addresses-nation-today-poised-to-outline-legislative-agenda/">The Herald</a> on Tuesday, Clerk of Parliament Kennedy Chokuda said that several bills, including the Mines and Minerals Amendment Bill, will be part of the legislative agenda. Said Chokuda:

The State of the Nation Address and the official opening of Parliament is a requirement in terms of the Constitution of Zimbabwe and as a requirement of the Constitution, the Speaker of Parliament and the President of the Senate have made the duly necessary arrangements for His Excellency, the President to address Parliament tomorrow (today).
Our expectation, as usual, is that His Excellency, the President will lay out the legislative agenda for the incoming session from October 2024 to October 2025.
And, basically, that will outline the issues that Parliament would be faced with during that session and that will include some Bills that are currently before Parliament that will need to be rolled over to the next session and any other new legislation that the President will outline.
There are some Bills that we believe will be rolled over into the next Session of Parliament.
I know for a fact that we have the Mines and Minerals Amendment Bill which has been referred back to Parliament.
It has now been brought back and has been submitted to Parliament so we are now ready to gazette it at any time, so definitely that one should be one of the Bills that will be coming to Parliament.
We also have several others that are still being attended to by the ministries so, yes there will be quite several Bills that will be rolled over.

Chokuda said the recently concluded session was the first for the 10th Parliament, where everyone was learning the ropes, adding that Parliament made efforts to equip its members for their roles and is committed to working diligently to pass legislation.

Mnangagwa To Open Second Session Of 10th Parliament Today

Mr. <a href="https://www.pindula.co.zw/Kennedy_Chokuda/">Kennedy Chokuda</a>, the clerk of Parliament, has announced that the Parliament of Zimbabwe has moved to the New Parliament Building in Mt Hampden. According to a statement seen by Pindula News, the relocation is estimated to take around two weeks, starting from Monday, 30th October 2023. Read the statement:

The Parliament of Zimbabwe wishes to inform all its valued stakeholders that it is relocating from the current building located in the Central Business District (CBD), to the new Parliament Building located in Mt Hampden.
This historic relocation follows the successful handover of the New Parliament Building by the People’s Republic of China to His Excellency, the President of the Republic of Zimbabwe, Dr. E. D. Mnangagwa, who subsequently handed it over to the Speaker of Parliament The New Parliament is a magnificent and imposing edifice that symbolizes the enduring cultural heritage, abiding values, hopes, aspirations and achievements of the Zimbabwean people.
The relocation process is expected to take approximately two weeks, beginning on Monday, 30th October 2023. In that regard, some services provided by the Parliament of Zimbabwe may be temporarily interrupted or delayed during this relocation process. However, we will strive to ensure that critical services continue to be provided through our personnel stationed either at the CBD or the New Parliament Building offices.

China has been involved in designing and constructing modern parliaments in several African countries as part of its diplomatic push on the continent. These new buildings incorporate local design elements but resemble China’s own architectural style.

The projects are often given as gifts, without any attached loans.
China has built or refurbished parliaments in around 15 African nations, along with other government buildings such as Burundi’s presidential palace and the African Union headquarters. According to experts, these parliament-building initiatives not only strengthen China’s ties with African governments but also allow Beijing to gauge the political climate in these countries. By engaging with ruling parties as well as opposition factions, China can hedge its bets and maintain influence in case of regime change.

Parliament Of Zimbabwe Relocates To The New Parliament Building

Zimbabwe’s newly elected Members of Parliament (MPs) and Senators are scheduled to be sworn in on Thursday, marking the beginning of the tenth parliament since the country gained independence.
The announcement was made by Kennedy Chokuda, the Clerk of Parliament, through an extraordinary gazette. According to the notice, 279 MPs and 90 Senators are expected to take their oath of office. Chokuda said:

It is hereby notified that, in terms of section 128 (1) of the Constitution, the day and time for Member of Parliament before the Clerk of Parliament in the form set out in the Third Schedule to the Constitution shall be – (a) ten o’clock in the morning on Thursday, the 7th of September, 2023, for Members of the National Assembly; and (b) half past two o’clock in the afternoon on Thursday, the 7th of September, 2023, for Members of the Senate; at the Parliament Building, Harare.

The swearing-in ceremony follows the harmonized elections that took place on August 23 of this year. The ruling party, ZANU PF, secured 136 electable seats, while the Citizens Coalition for Change (CCC) won 73 seats. However, the actual number of MPs being sworn in will be slightly higher, as there are legislators from both parties appointed to the parliament under the proportional representation system. ZANU PF will have 176 legislators taking their oath, and the CCC will have 103.
In the Senate, ZANU PF has 33 senators, and the CCC has 27. Additionally, 18 chiefs and two representatives of people with disabilities will join the 60 senators from the two political parties. The country’s tenth parliament will be without a lawmaker from the MDC party for the first time in over 23 years.

Zimbabwe's New MPs And Senators Will Be Sworn In On Thursday

The Clerk of Parliament, Kennedy Chokuda and the director of procurement, Stanley Bhebhe, appeared in court on Thursday charged with two counts of Criminal Abuse of Duty as a Public Officer as defined in section 174 of the Criminal Law [Codification and Reform] Act Chapter 9:23.
The two men appeared before Harare regional magistrate Vongai Guwuriro, who granted them $100 000 bail each, reported <a href="https://www.hmetro.co.zw/clerk-of-parliament-granted-bail-in-messy-computers-deal/">H-Metro</a>.
She ordered them not to interfere with State witnesses.
The court heard that on 17 June 2022, the Parliament of Zimbabwe flighted an advert inviting interested bidders for the supply and delivery of 173 laptops and 79 desktops.
Ninety-two (92) companies showed interest, and the number was reduced to 30 after some were disqualified for different reasons.
On 29 October 2022, Mid-End Computers was notified by Parliament that it had been awarded the contract to supply 79 desktops at US$3 076 each for a total of US$243 052 payable at the interbank rate.
Treasury, however, refused to release the payment citing the extortionate prices.
The court further heard that on 16 September, Bhebhe originated a letter, on the instructions of Chokuda, to the Procurement Regulatory Authority of Zimbabwe (PRAZ) asking for authority to negotiate a price reduction.
Bhebhe in turn instructed Rudo Doka, the director of external relations, to append her signature on Chokuda’s behalf, as he was away.
But PRAZ replied and advised Parliament that negotiating a price reduction was against Section 52 of the Procurement Act which prohibits negotiations between procuring entities and bidders.
Prosecutors said the two asked for authority from PRAZ although they had already negotiated for a price reduction with Noah Sakudye, the director of Mid-End Computers on 7 September.
An agreement was reached and the price was reduced from US$243 000 to US$180 000 for the supply and delivery of 79 desktops.
It was alleged that the meeting was chaired by Parliament’s chief director of finance, Bernard Zvamada.
They allegedly submitted an unsigned Standard Bidding Document which would ordinarily be signed by Chokuda as the accounting officer.
Prosecutors said Chokuda should have cancelled the tender and re-tendered.
On the second count, Chokuda and Bhebhe unlawfully negotiated a tender that was issued to Blinart Investments.
The duo allegedly negotiated with Elizabeth Muchenje, the director of Blinart Investments Pvt Ltd, on 9 September.
An agreement was reached on the same day to reduce the price of a single laptop from US$9 264 to US$7 985.

Clerk of Parliament, Kennedy Chokuda, Granted $100 000 Bail

The Zimbabwe Anti-Corruption Commission (ZACC) says it has arrested the Clerk of Parliament, <a href="https://www.pindula.co.zw/Kennedy_Chokuda">Kennedy Mugove Chokuda</a>, for approving a US$9K per laptop tender.
The tender was awarded to Blinart Investments but was eventually cancelled following public outrage. 
ZACC says Chokuda’s actions constituted Criminal Abuse of Duty as a Public Officer. 
The Ministry of Finance and Economic Development issued statements to the effect that it had <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">cancelled two tenders to supply laptops and desktops</a> arguing that the suppliers had overpriced the commodities.
Blinart Investments which had been awarded the tender to supply laptops was selling each laptop at USD9 264.49  and the government would have paid US$1 602 755.77 for 173 laptops.
The other company, Mid-End Computers and Hardware (P/L), demanded US$243 052.36 for 79 desktops as each was priced at USD3 076.61.
Members of the public criticised Parliament for awarding the tender saying this was grand corruption.
It also emerged that some companies, Lacheln for instance, submitted bids for the Laptop tender at Parliament for as low as $213 655 but Parliament opted for Blinart which had tendered for $1.6 million. 
Blinart’s managing director, Elizabeth Muchenje, has since appeared before Parliament to explain how the company levied US$9 264.49  per laptop to the Parliament of Zimbabwe.
Addressing the Parliamentary Public Accounts Committee (PAC) committee, Muchenje said the laptop prices reached a price of US$9 264.49 each because they were high-end laptops with seven other accessories per laptop.
Muchenje said there was the HP Spectra 32GB laptop, Laptop Stand, Laptop Backup, HDMI Adapter, USB Adapter, Wireless Mouse HP, Laptop pouch, and Microsoft Professional Office 2019.

The Parliament of Zimbabwe was put on the spotlight recently when a computer tender was awarded to a company that was supplying the gadets at USD9 264.48 each, a price <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">viewed by Treasury as very high</a>. 
While <a href="https://news.pindula.co.zw/2022/09/26/chokuda-cancels-us9k-laptop-tender-says-its-not-morally-justifiable-to-buy-at-tendered-price/">the tenders were cancelled, suppliers blacklisted</a>, talk on the deal has not yet subsided.

List Of Companies That Submitted Bids For Laptops Tender Awarded To Blinart At US$9K Each

The Clerk of Parliament of Zimbabwe, Mr <a href="https://www.pindula.co.zw/Kennedy_Chokuda">Kennedy Chokuda</a>, has said he cancelled the controversial laptop tender in August.
He said this was regardless of compliance with all procurement requirements in choosing the two companies that eventually won <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">tender to supply laptops and desktops.</a> 
<a href="https://zero.pindula.co.zw/parliament-says-the-blacklisted-companies-had-better-prices-compared-to-competitors/">In a statement</a> seen by Pindula News, Chokuda said the two companies, Blinart Investments P/L ANCE and Mid-End Computers and Hardware (P/L) had the lowest prices compared to their competitors. Reads his statement issued on 17 September 2022:

However, while all the procurement processes had been adhered to and cognizant of the need to exercise prudence and probity in all procurement processes, our due diligence processes indicated that the prices quoted were highly inflated. It is at this particular point that on Friday 9th August 2022. I, as the Accounting Officer, directed the Parliament’s Director Procurement Unit, in the presence of the Director Audit, to initiate cancellation of the tender and to proceed with retendering as the quoted prices were not justified. It is in this regard, that no contract has been signed with any of the two suppliers, and no payment processes have been activated in respect of the two suppliers.
</blockquote>
Confusion: 
In a different letter dated 29 August 2022, Chokuda notified other companies that had applied for tender that Blinart Investments and Mid-End Computers and Hardware had won the tenders. Reads the letter seen by Pindula News:

The award for the Supply and Delivery of 173 Laptops and 79 All in One Desktops was awarded to the following bidders whose bid was more responsive to the proposal requirements.

He then stated that Blinart Investments had won the tenders to supply laptops at USD9 264.48 each while Mid-End Computers and Hardware had won the tender to supply desktops at USD3 076.61 each.
His statement issued on Saturday 17 September came after the Ministry of Finance and Economic Development had directed the cancellation of the tender and blacklisting of the concerned suppliers from any future Government procurement process. 
Treasury cited exorbitantly inflated prices. Finance Secretary <a href="https://www.pindula.co.zw/George_Guvamatanga">George Guvamatanga</a> said:

Chokuda Says He Cancelled The Laptop Tenders In August

The Parliament of Zimbabwe has said all procurement requirements were met in choosing the two companies that eventually won <a href="https://zero.pindula.co.zw/treasury-cancels-tender-authorised-by-parliament-directs-that-suppliers-be-blacklisted/">tender to supply laptops and desktops.</a> In a statement seen by Pindula News, the clerk of Parliament, Kennedy Chokuda said the two companies, Blinart Investments P/L ANCE and Mid-End Computers and Hardware (P/L) had the lowest prices compared to their competitors. Reads the statement that was issued after Treasury cancelled the tenders and blacklisted the two companies citing exorbitantly inflated prices:

<h2>PRESS STATEMENT ON PROCUREMENT OF ICT EQUIPMENT FOR PARLIAMENT OF ZIMBABWE</h2>
1. The Parliament of Zimbabwe notes with concern the circulation of official documents on social media regarding the procurement of ICT equipment for the institution. This statement is, therefore, issued in the public interest to set the record straight on the matter.
2. It is a fact that Parliament did go to tender with the view to purchasing various ICT equipment that forms part of the tools of the trade for Parliament. In total compliance with the Public Procurement and Disposal of Public Assets Act and our Procurement Plan, the tender was duly advertised in the local media on 19th and 23rd June 2022 and in the Government Gazette on 15th June 2022 requesting potential suppliers to submit their bids for the supply of the ICT equipment.
3. In compliance with the national procurement procedures, the submissions were duly considered by the Evaluation Committee and forwarded for further scrutiny by the Special Oversight Procurement Committee (SPOC). It is during these processes that two companies were cleared as meeting the set criteria, including the lowest price submissions payable in local currency. 
4. According to procurement regulations, it is a mandatory requirement that all bidders are made aware of the results of the tender process as reflected in the said signed letter being circulated on social media.
5. However, while all the procurement processes had been adhered to and cognizant of the need to exercise prudence and probity in all procurement processes, our due diligence processes indicated that the prices quoted were highly inflated. It is at this particular point that on Friday 9th August 2022. I, as the Accounting Officer, directed the Parliament’s Director Procurement Unit, in the presence of the Director Audit, to initiate cancellation of the tender and to proceed with retendering as the quoted prices were not justified. It is in this regard, that no contract has been signed with any of the two suppliers, and no payment processes have been activated in respect of the two suppliers.
6. As an institution of Parliament, we continually review our procurement processes and procedures and this incident provides an opportunity for us to reflect on our processes to make them more tight and robustly transparent.
7. Parliament wishes to inform the public that we are conscious of our responsibility to the nation and it will always be guided by the need to get value for money in all its procurement processes.

Notwithstanding the high prices, this tender award is in complete disregard of the Treasury minute dated 3 August 2022, directing line Ministries to ensure value for money for Government and hence, to rationalise all procurement processes with a view to operating within the confines of the willing buyer willing seller foreign exchange rate.
In this regard and to ensure value for money for Government, in line with the Public Finance Management Act [Chapter 22:19] which empowers Treasury to manage and control public resources, Treasury directs that this tender be cancelled and the concerned suppliers be blacklisted from any future Government procurement process.

Treasury Cancels Tender Authorised By Parliament, Directs That Suppliers Be Blacklisted

Newly-elected CCC Members of Parliament who received vehicles from Parliament as MDC Alliance MPs before they were recalled by MDC-T will not be issued with new vehicles.
This was revealed by Clerk of Parliament Kennedy Chokuda in an interview with The Sunday Mail.
Chokuda said the winners of the by-elections held on March 26 will be sworn in this week after the Zimbabwe Electoral Commission (ZEC) gives Parliament the full list of successful candidates. He said:

The swearing-in of members will be done at the earliest possible date, most probably the first week of April, once ZEC has officially written to Parliament giving us the full list of all the successful candidates.
We note that on 31st March 2022 ZEC gazetted the list of successful candidates and hence we expect that communication any time from now.

Chokuda said all new Members of Parliament (MPs) will receive the Constituency Development Fund (CDF) for this year and next year. Said Chokuda:

In respect of vehicles, this will be treated on a case by case basis depending on the status of the member. The new members will get a vehicle as expected.
Those returning to Parliament and who had received a vehicle during the life of this Parliament have already been covered and hence will not get a new vehicle.
The law says a Member is only eligible for one vehicle every five years.
However, if a Member was recalled before they received a vehicle they will still be eligible to receive a vehicle.

There are 28 new MPs, 19 from CCC, the majority are returning to Parliament, and 9 from ZANU PF.

No New Vehicles For Returning CCC Members Of Parliament

Eleven candidates have been shortlisted to attend public interviews to fill two vacancies that have arisen in the Zimbabwe Human Rights Commission (ZHRC).
The ZHRC is one of the independent constitutional bodies set up in terms of the Constitution and receives funding directly from the Treasury.
Among the shortlisted candidates are the Employers Association for the Tourism and Safari Operators (EATSO) national president Clement Mukwasi.
Lupane State University (LSU) lecturer Canaan Mpala, University of Zimbabwe law lecturer, Sharon Hofisi, co-founder of His Presence Ministries International, Petunia Chiriseri, Blessing Dirani and Jesmine Howera are some of the names on the shortlist.
In a statement, Clerk of Parliament, Kennedy Chokuda said the nominations were opened on 21 September and ran until 1 October 2021.
He said the interviews would be carried out in terms of the Constitution.
Candidates who are unvaccinated are required to bring a negative COVID-19 certificate issued within 48 hours before the interviews. Said Chokuda:

11 Candidates Shortlisted For Human Rights Commission Posts

The Parliament Of Zimbabwe will today resume sitting after an 8 weeks break which came after 5 legislators tested positive for COVID-19, Newsday reports. 2 legislators have so far succumbed to the virus.
This came after Parliament announced that they will start testing all legislators as they prepare to resume parliamentary sittings.
Kennedy Chokuda announced that:
<blockquote>There will be compulsory testing of MPs and staff before resumption of sittings, adding that Parliament was also working towards going virtual in order to minimise COVID-19 infection</blockquote>
Last week, only a handful of legislators from the capital attended the National Assembly 20 minutes sitting.

Parliament Of Zimbabwe To Resume Sitting Today

Parliament has written to all the 22 expelled legislators requesting them to return the vehicles they got under its car loan scheme.
Clerk of Parliament, Kennedy Chokuda said that legislators who wish to keep the vehicles will have to pay off the difference. Said Chokuda:
<blockquote>Members who have been recalled from Parliament have an option to fully pay for their vehicles or surrender them to Parliament.
If they surrender them they will have to pay any differences between the valuation of the vehicle.
As required by the law we have already written to affected MPs to make a decision on the matter. We are simply guided by the law on this.</blockquote>
The MDC-T led by Thokozani Khupe has expelled a total of 21 Members of Parliament from both Houses who contested the 2018 general elections under Nelson Chamisa’s MDC Alliance.
Khupe used a controversial Supreme Court ruling issued in March to expel legislators who refused to switch their allegiance from the MDC Alliance.
The ruling ZANU PF recalled Chivi South MP Killer Zivhu following his expulsion from the party.

MDC Alliance senators have been summoned to appear before a Privileges Committee to face disciplinary action for heckling President Emmerson Mnangagwa during the official opening of the first and second session of the Ninth Parliament and state of the nation addresses.
One of the letters written by Clerk of Parliament Kennedy Chokuda to an MDC Alliance senator read:
<blockquote>You are hereby invited to appear personally before the Privileges Committee that is investigating allegations of misconduct levelled against you in committee room number four, fifth floor, Parliament building on Tuesday, June 16, 2020, at 10 am in the morning.
You were advised of the charges levelled against you and others in our earlier communication dated Wednesday, February 12, 2020. Be advised that you are permitted to be represented by legal counsel who should be robed in terms of Select Committee rule number 13.</blockquote>
In a related development, Senate on Tuesday passed new amendments to Parliament Standing Rules and Orders that will protect the President from being heckled and mocked by MPs whenever he comes to Parliament to present a speech.
MDC Alliance senators were not happy with the development, with Midlands senator Morgen Komichi arguing that singing is just expressing feelings and the President should instead look into the issues why people are singing and raising issues.

The Parliament of Zimbabwe has noted with grave concern, the flagrant and irresponsible abuse of social media by one person supposedly writing under the moniker, Monica Mashinda, in a brazen attempt to impugn the integrity of individual Members of Parliament and the institution of Parliament collectively.
The shameless author of the ‘fake news’ article circulating on Whatsapp, makes patently untrue and malicious allegations against named Hon. Members of Parliament under the headline “Legislators Caught Pants Down in Parly Toilet.”
The said allegations attempt to sully the image of Parliament and the characters of Parliamentarians by giving the impression of an institution devoid of morality and the decorum associated with what is rightly termed an august institution.
The Parliament of Zimbabwe would like to categorically dismiss this fake news article with the contempt that it deserves and to reassure the public that nothing of the sort has ever happened, nor, indeed, will it ever happen in Parliament.
The nature of the security and traffic of persons within Parliament Building is such that the alleged trysts would not happen.
Despite any misgivings that the public may have, Members of Parliament are guided by strict rules of decorum in their conduct which they earnestly endeavour to follow in and outside Parliament.
It is unfortunate and regrettable though that any right-thinking person, regardless of the fertility of their imagination, would unashamedly circulate news they know to be fake without any pangs of conscience particularly as it casts aspersions on the characters and standing of Honourable Members of Parliament or any other person for that matter.
It is our hope that the public can see through this malicious vendetta of vilification and character assassination for what it is.

Parliament Issues Statement On Allegations Of S_x Scandals In The August House {Full Text}

Chairperson of Parliament’s Public Accounts Committee, Tendai Biti, said he was disappointed by Sakunda Holdings owner, <a href="https://www.pindula.co.zw/Kudakwashe_Tagwirei" rel="noopener noreferrer" target="_blank">Kudakwashe Tagwirei’s</a> failure to appear before the Committee on Monday.
Biti revealed <a href="https://www.pindula.co.zw/Sakunda_Holdings" rel="noopener noreferrer" target="_blank">Sakunda Holdings</a> officials had been informed that they were supposed to come to Parliament only for the Committee to be told that Tagwirei had travelled out of the country. Said Biti:

A few minutes ago, we received a letter dated 7th of November, 2019 addressed to Clerk of Parliament Kennedy Chokuda signed by Sakunda’s Chief Operating Officer (COO) Mberikwazvo C. Chitambo advising us that their CEO K.R. Tagwirei was out of the country and asked for a rescheduling of the meeting.</blockquote>
Tagwirei wrote a letter to Clerk of Parliament, <a href="https://www.pindula.co.zw/Kennedy_Chokuda" rel="noopener noreferrer" target="_blank">Kennedy Chokuda</a> informing him that he would appear before the Committee later this week when he returns home. Tagwirei asked for the Committee to send questions in writing so that the rescheduled meeting will be “shorter, less time consuming and more productive.”

Sakunda Boss Fails To Appear Before Parliament, Asks For Questions In Writing

As the govt intensifies it is Electronic Government (e-government) drive, the parliament clerk has said MPs will receive tablets before this month ends, the Chronicle reports. Addressing a pre-budget seminar in Vic Falls early this week the parly clerk said:

Parly To Buy MPs Tablets Before The Year Folds

Parliament shall on Monday conclude the shortlisting of candidates that will participate in public interviews for appointment to the Zimbabwe Anti-Corruption Commission (ZACC). Out of 133 applicants, only 10 will be appointed.

Speaking to The Sunday Mail, Clerk of Parliament Mr. Kennedy Chokuda said that the vetting process for those eligible for public interviews was almost complete.

As you may be aware, we closed the window for members of the public to raise objections against the candidates on March 26. So since then, we have been doing a thorough screening. The vetting is now almost complete.
We are almost done, and from as early as next week (this week), we will be good to go, I do not want to be specific on the date, just in case there may be any delays. Some candidates have since dropped out, while others have failed to meet the grade.
Out of the 133, there are some who failed to make the grade, but I am not at liberty to release their names.</blockquote>

Parliament Set To Finalise Shortlisted ZACC Candidates

According to a notice published in an Extraordinary Government Gazette yesterday,  Clerk of Parliament Kennedy Chokuda announced that newly elected National Assembly members and senators will take oaths of office on Wednesday next week.
Chokuda said MPs will be sworn in at ten o’clock the morning and senators at half past two o’clock in the afternoon. After taking the oaths, the National Assembly members will elect the Speaker of the National Assembly and his or her deputy and senators will also elect their president and his or her deputy.

MPs, Senators To Be Sworn In On Wednesday

Members of Parliament are set to pocket about $30 000 each as Government pays their outstanding allowances.
In an interview with The Herald yesterday, Clerk of Parliament, Kennedy Chokuda confirmed the development saying they had gone a long way in clearing their indebtedness to MPs. Said Chokuda:
<blockquote>We have already paid MPs up to March. Right now MPs are getting their outstanding allowances. In fact we have paid the bulk of what we owe them. What now remains is payment of the last five months that is from March to July. We expect the money to be released in the next few days because we have submitted bids. As we speak MPs are getting their allowances in respect of the previous period. The balance for March up to July we will pay them before the month comes to an end.</blockquote>
He could not however say how much in total they received or how much each MP got in the last batch and what an individual legislator would get for the remaining months. An MP who spoke on condition of anonymity said on average they were getting between $20 000 to $30 000. Said the MP:
<blockquote>I got about $7 000 because I came through a by-election recently and you can imagine what other colleagues who have been there for the past five years are getting. It is in the region of between $20 000 to $30 000.</blockquote>
