Vice President Kembo Mohadi has dispelled rumours about his deteriorating health and said he is in good health but old age is now taking its toll on him.
The 74-year-old made the comments at Manama High School, his former school in Gwanda South where he was donating laptops and sports accessories recently.
As reported by <a href="https://masvingomirror.com/i-am-not-sick-but-old-mohadi/">The Mirror</a>, Mohadi had a sudden and severe bout of cough that forced him to take a break from his speech and ask for water.
He reportedly looked pale and tired throughout the event. The Vice President said:

l am not sick, but I am getting old that’s why l drink water a lot… Manama High School stands shoulder high to all other institutions in this country because it contributed immensely to the liberation struggle.

Mohadi’s health came under the spotlight in October 2023 after he allegedly collapsed during the Gutu West parliamentary by-election campaign launch leading State security agents to force journalists to delete the videos.
Mohadi was reportedly airlifted to an unknown destination for medical attention.
Reports at the time indicated that just before he collapsed, Mohadi said “l need water, I need water”.
He was campaigning for the ZANU PF candidate John Paradza. National Assembly elections were not held in Gutu West on 23 August 2023 because one of the candidates, Christopher Mutonho Rwodzi, died after the sitting of the Nomination Court.
About two weeks ago, Mohadi appeared to collapse while delivering a lecture at the University of Zimbabwe (UZ).
He was reportedly in the middle of his address when he suddenly appeared to become disoriented and asked for water.
Journalists covering the event were ordered to stop filming and taking pictures by Mohadi’s aides from the Central Intelligence Organisation (CIO).
However, ZANU PF director of information, Farai Marapira said they are confident of their party leaders’ health. He said:

We are confident of all our leaders’ health. We are not worried about rumours circulating and we are focused on the economy and our mandate to the people of Zimbabwe.
We will not be moved by public opinion. This is being done by those who were elected but are not focused on their roles and want to tarnish our leaders. As ZANU PF we remain focused on the economy.

A political commentator who spoke to The Mirror on condition of anonymity for fear of reprisal said despite being “ill”, Mohadi will not resign to stay relevant. Said the analyst:

He will obviously not step down because that will be the end of his power and influence. He wants to hold on to his post in every way possible.
He keeps a busy schedule when he should give his body ample time to recuperate and rest.
What worries me the most is that youth are blindly following these ailing men and will rule when they are also old.

Vice President Kembo Mohadi’s health came under the spotlight again on Thursday after he appeared to collapse while delivering a lecture at the University of Zimbabwe (UZ).
Mohadi (74) was reportedly in the middle of his address when he suddenly appeared to become disoriented and asked for water.
A witness told <a href="https://www.zimlive.com/health-fears-for-mohadi-after-he-appears-to-collapse-at-uz/">ZimLive</a> that Mohadi’s knees buckled shortly after and his aides rushed to help him back to his feet. Said the witness:

He couldn’t stand so they helped him to a chair. He spoke briefly after and after animated backstage discussions his presentation was cut short.
</blockquote>
Journalists covering the event were ordered to stop filming and taking pictures by Mohadi’s aides from the Central Intelligence Organisation (CIO).
Mohadi was delivering a lecture on the title “Liberation Movements and African Unity: Why Resilience Matters for Sustained Transformative Possibilities.”
He was absent later when President Emmerson Mnangagwa and Vice President Constantino Chiwenga attended the launch of 17 schools in Chikomba constructed with assistance from the OPEC Fund for International Development.
The spokesperson for the presidency, George Charamba, said he was away throughout the day and asked for more time to gather the facts.
A ZANU PF official who was at the event told ZimLive that Mohadi didn’t necessarily collapse. Said the official:

He was reading his speech and then he asked for water. He had to be helped to sit down. He then continued his speech while seated. He did not necessarily collapse. In essence, he broke the collapse.

VP Mohadi Abandons UZ Lecture After Knees Give In

Vice President Kembo Mohadi has inadvertently conceded that Zimbabwe’s road network is crumbling thereby presenting logistical nightmares for travellers.
Every year, the Zimbabwe National Roads Administration (ZINARA) the parastatal responsible for the management, maintenance and development of the country’s national road network, collects millions of dollars from road users but there is little to show for it amid claims that most of the funds are misappropriated.
Officially opening the Connect Africa Symposium at the 64th Zimbabwe International Trade Fair (ZITF) in Bulawayo this week, Mohadi also said some unscrupulous business people take advantage of the country’s poor road network to unfairly increase the cost of transport and prices of goods. Said Mohadi (<a href="https://www.newsday.co.zw/local-news/article/200026098/our-roads-a-nightmare-mohadi">via NewsDay</a>):

More often than not, poor infrastructure has presented logistical nightmares for our people.
For instance, some unscrupulous business people have taken advantage of the poor road network to overcharge and stifle the movement of goods and services.
Relatedly, complex regulations and bureaucratic red tape have also created hurdles for business, thus discouraging investment.

The Emergency Road Rehabilitation Programme (ERRP) was launched in 2021 after President Emmerson Mnangagwa declared the country’s roads a national disaster1. It focuses on urgent repairs and rehabilitation of roads across the country.
Funded through ZINARA, the programme involves re-gravelling, grading, and repairing roads, and patching potholes, among other activities.
Notably, progress has been made on the Harare-Masvingo-Beitbridge highway, which connects South Africa and several countries in the region.

Zimbabwe's Roads A Nightmare For Travellers - VP Mohadi

President Emmerson Mnangagwa will this week be taking his annual month-long official leave and plans to stay in the country for the duration of the leave. In a statement seen by Pindula News, George Charamba, the Deputy Chief Secretary in the Office of the President and Cabinet, said the two Vice Presidents will alternate in acting as the President while he is on leave. President Mnangagwa Takes Annual Month-long Leave

Media watchdogs and journalists in Zimbabwe have criticised State security agents who allegedly ordered journalists to delete photos and video of Vice President Kembo Mohadi collapsing at a campaign rally in Gutu, Masvingo on Saturday.
According to a <a href="https://www.voanews.com/a/zimbabwe-journalists-ordered-to-delete-photos-of-vice-president-collapsing-at-rally/7328065.html">VOA News</a> report, the security detail rounded up journalists and ordered them to erase recordings of the event.
Mohadi was reportedly airlifted to an unknown destination for medical attention.
One journalist who spoke to VOA News on condition of anonymity said that soon after Mohadi collapsed at the podium, security agents and some ZANU PF officials rushed to where journalists were gathered. Said the journalist:

We were asked to delete our footage. Some phones of some journalists were taken for further checks, especially from those from the private media. The phones were taken for 10 to 15 minutes.
Soon after that, the security was always on journalists … checking the stories that they were going to write. Some of the officials said, “There’s no story about the collapse of V.P.”
… We have the right to our phones for privacy and also we have the right to inform the nation.

The head of the Media Institute of Southern Africa, Tabani Moyo said:

A story of that nature is of national interest. For them to round up journalists and request them to delete footage of a situation of a public figure who has collapsed in front of a rally, I think it is unfortunate.

Information Minister Jenfan Muswere reportedly refused to comment when he was contacted by VOA.
Perfect Hlongwane, secretary general of the Zimbabwe Union of Journalists, said:

It is not just a violation of journalistic rights, but it is also a violation of the Constitution itself.
We want to call on government officials to say that they must actually be at the forefront to ensure that the Constitution itself is upheld.

Journalists Ordered to Delete Photos, Video Of VP Mohadi Collapsing At Rally

Political commentators have said the reappointment of Kembo Mohadi as Vice President of Zimbabwe is a clear indication that President Emmerson Mnangagwa is not serious about progressive change.
Mohadi and Constantino Chiwenga were sworn in as Vice Presidents by Chief Justice Luke Malaba at the State House in Harare, on Friday.
While the reappointment of Chiwenga was largely expected, Mohadi’s return came as a surprise to some Zimbabweans given that he resigned from the vice presidency in disgrace in March 2021.
Mohadi stepped down after the media reported on his alleged illicit relationships with women, some married, including a former subordinate.
He, however, did not admit to the allegations but said his phone call recordings to different women were fake and designed to wreck his political career.
Speaking to <a href="https://cite.org.zw/zimbabweans-dismayed-as-mohadi-reappointed-vp/">CITE</a>, Bernard Magugu, a political analyst, said ZANU PF is failing to renew itself. He said:
<blockquote>
This is a shame! It means ZANU is just recycling deadwood who won’t bring any depth, innovation, creativity and flair we need in this era!
ZANU can’t even emulate the likes of Chama Chamapinduzi who have been recycling leadership or the ANC who gained independence later than others but have changed five presidents since 1994 and now Cyril Ramaphosa, is the sixth.
How will the former liberation combatants win us that independence? You cannot be a hero of two struggles and deliver the needs of the nation objectively.
At least if ZANU had appointed two young people to be VPs, people who have a new vision and will to liberate the people in economic independence. Maybe it was going to be better, not this fossil stuff!
</blockquote>
Iphithule Maphosa said both Mohadi and Chiwenga should not have been retained, and one of the two Vice Presidents should be a woman. Said Maphosa:

It shows the type of leader that President Mnangagwa is, who defies public expectation and does the opposite without accountability.
How can someone who committed a horrible scandal preying on girls be re-appointed into the presidency?
I guess this is what we can expect from someone who has benefitted from a disputed election, which has once again set the country backwards.
We read what was happening in his household and we were left to speculate as to what was going on.
But the crux of the matter is Zimbabweans cannot expect new from this administration, starting from the president to his deputies.
We would have expected a female leader in the presidium in line with the dictates of our constitution and to promote gender equity and equality but as usual that has been ignored.
</blockquote>
Patrick Ndlovu said it did not come as a surprise that Mohadi was reappointed as Vice President given that he had remained a ZANU PF VIP despite his resignation.

Mohadi Reappointment An Indication ED Is Not Serious About Reform - Analysts

Zimbabwe’s President Emmerson Mnangagwa has reappointed Kembo Mohadi as vice president, alongside Constantino Chiwenga. Mohadi’s return to the position comes two years after his resignation in disgrace due to a sex scandal. Despite his resignation, he allegedly continued to receive the privileges and benefits of a vice president, such as a full salary and security.
<h3>Who is Kembo Mohadi?</h3>
Kembo Mohadi, also known as Kembo Dugish Campell Mohadi, is a Zimbabwean politician who was born on November 15, 1949, in Beitbridge.
Mohadi attended his Sub A up to Standard One in Beitbridge Mtetengwe Primary School. Then Gwanda Primary School for Standard 2. 
He then went to Manama Secondary School in Matabeleland South where he did not finish his education after being expelled.
<h4>Questionable Liberation War Credentials:</h4>
It is alleged that Mohadi joined the liberation struggle at the age of 27 in 1972, although this conflicts with his given Date of Birth. He left for Zambia and then reportedly moved to Moscow, Russia, where he received military training. After returning to Zimbabwe, he joined the ZAPU department known as Zimbabwe Intelligence Services. However, Mohadi was subsequently detained at Khami Prison from 1976 until 1980, when the country gained independence.
<h4>Posts Held:</h4>
He represented the Beitbridge constituency in Matabeleland South Province as a member of parliament (MP) from 1985 to 2013. Kembo Mohadi held various positions, including Minister of Home Affairs from 2002 to 2015 and Minister of State for National Security in the President’s Office from 2015 to 2017. He is a member of the ZANU PF Central Committee and Politburo. 
Following the death of Vice President John Nkomo, Kembo Mohadi, along with other former ZAPU members like Simon Khaya Moyo, Ambrose Mutinhiri, and Obert Mpofu, openly competed for the vacant Vice President position. Mohadi expressed his suitability for the role, but his bid was unsuccessful. Instead, in December 2014, Robert Mugabe appointed Emmerson Mnangagwa as the first vice president and Phelekezela Mphoko as the second vice president. 
In November 2016, a video emerged of Kembo Mohadi attending a church service led by Malawian ‘prophet’ Shepherd Bushiri. Bushiri promised Mohadi “the crown” and financial relief.
On December 28, 2017, Mohadi was appointed Vice President of Zimbabwe by President Emmerson Mnangagwa, alongside Constantino Chiwenga.
On June 23, 2018, Kembo Mohadi was among several individuals injured in an explosion at White City Stadium. The incident occurred during a Zanu-PF rally where President Emmerson Mnangagwa was speaking. Mohadi was promptly taken to the hospital for medical attention.
<h4>Sex Scandal:</h4>
On March 1, 2021, Mohadi resigned from his Vice President position amid allegations of immoral conduct that had surfaced in late February 2021. Mohadi maintained his innocence and claimed to be a victim of misinformation, voice manipulation, and political sabotage. Citing these reasons, he tendered his resignation in accordance with Section 96(2) of the Zimbabwean constitution. Following his resignation, it was announced on June 2, 2021, that he had been redeployed to work full-time at the ZANU PF party headquarters, overseeing party affairs.

Who Is Vice President Kembo Mohadi

President Emmerson Mnangagwa has reappointed Constantino Chiwenga and Kembo Mohadi as the two Vice Presidents of Zimbabwe.
The swearing-in ceremony took place at State House in Harare on Friday morning before Chief Justice Luke Malaba.
Mohadi resigned from his post on 1 March 2021 in the wake of damning immoral allegations which dogged him towards the end of February 2021.
In tendering his resignation, Mohadi maintained his innocence saying he is a victim of “information distortion, voice cloning, and sponsored spooking and political sabotage.” He said at the time:
<blockquote>
Following the recurring dis-information and virilisation of my alleged immoral unions, dispensed through awkward slacktivism, I am stepping down as the Vice President of the Republic of Zimbabwe in terms of Section 96(2) of the constitution of Zimbabwe (No.20) Act, 2013 with immediate effect.”

Following the resignation, it was announced on 2 June 2021 that Mohadi will be redeployed at ZANU PF party headquarters to be in charge of party affairs full-time.
In October 2022, soon after his endorsement as ZANU PF’s first secretary, Mnangagwa re-appointed Chiwenga and Mohadi as his deputies.
Mohadi’s reappointment resulted in speculation that he will bounce back since the ZANU PF second secretaries have traditionally been appointed State Vice Presidents.

Chiwenga, Mohadi Reappointed Vice Presidents

Former Vice President Kembo Mohadi has announced that the return of properties belonging to ZAU and the Zimbabwe People’s Revolutionary Army (ZIPRA) is imminent. These properties were seized by the government in the early 1980s, alleging the presence of arms caches, which tragically led to the Gukurahundi mass killings.
ZAPU and ZIPRA have persistently demanded the release of their properties, including farms and buildings. Mohadi who is the second secretary of ZANU PF, announced during a campaign rally in Luveve, Bulawayo that the government is currently in the final stages of gathering the necessary information and documentation required for the return of these properties. He said: 
<blockquote>
Government is in the process of finalising some of the information and documentation needed before handing the properties.
</blockquote>
Previously, the government had refused to comply, citing the Unity Accord of November 22, 1987, when PF ZAPU joined ZANU PF. However, in 2008, ZAPU withdrew from the Unity Accord, accusing ZANU PF of insincerity.
Although former Vice-President Phelekezela Mphoko had promised to facilitate the return of the seized properties, he left office before fulfilling that commitment. Among the properties listed by ZAPU are farms, hotels, and entertainment facilities.
Mohadi expressed confidence in ZANU PF’s prospects of winning the upcoming August 23 elections, suggesting that Zimbabweans abroad would be enticed to return home once the country has undergone reconstruction.
Exiled former ZANU PF Political Commissar, Saviour Kasukuwere, has asserted that Kembo Mohadi, has been lying to the general populace. Kasukuwere expressed his disapproval, stating:

Mohadi don’t lie to the people, for how long have you been saying the same promise. because we’re approaching elections now you have started your nonsense.
</blockquote>
Zenzele Ndebele, a journalist based in Bulawayo, reports that in 2000 following the passing of former Vice President Joshua Nkomo, Joseph Musika facilitated the “handover” of ZPRA properties back to ZPRA. However, it was revealed two days later that these properties had been subsequently sold to various individuals.
Given the circumstances described, the specific number of properties that still exist remains uncertain. However, Ndebele suggests that there may be some properties that are still in existence, such as Nijo Farm and a few houses located in Harare.

Former VP Mohadi Says Return Of ZAPU And ZIPRA Properties Is Imminent

Former Vice President Kembo Mohadi is still carrying out crucial duties at national level and enjoys all the privileges that are associated with his former office such as cars, security or salary and allowances, reported <a href="https://thenewshawks.com/mohadi-continues-with-vp-duties-despite-resignation/">The NewsHawks</a>.
There are indications that Mohadi will be reinstated in his former office if President Emmerson Mnangagwa manages to win general elections later this year.
Mohadi, who is the ZANU PF’s second secretary and vice president, has been using the motorcade he had during his tenure as Vice President.
He has also been enjoying protection from the Presidential Guard, a military unit that protects members of the executive.
An unnamed senior government official told The NewsHawks that Mohadi has been engaging traditional leaders across the country on behalf of Mnangagwa. Said the official:

Since his resignation, Mohadi has done a lot of groundwork to boost Mnangagwa’s re-election bid.
He has travelled throughout the country meeting party structures and key stakeholders to focus them on the elections.
Among those that Mohadi has been engaging on behalf of Mnangagwa are traditional leaders.
He has met village heads, headmen and chiefs countrywide and facilitated that they get US dollar allowances and salaries.
He has also directed the party’s grassroots structures to work closely with traditional leaders in all their activities.
Traditional leaders have a lot of power in rural areas and what he is doing will certainly help Mnangagwa.
So come 2023, you will see him back as vice president if the President wins the elections. He is the President’s man.
In any case, he lost the title of the country’s vice-president but has maintained all other privileges, be it cars, security, or salary and allowances.

Mohadi resigned in 2021 in shame following allegations he was using his office for sexual encounters with his aides, including married women.
However, on 18 April this year, he was the guest of honour and officiated at the Independence Cup trophy presentation where Highlanders edged rivals Dynamos 5-3 on penalties.

Former Vice President Kembo Mohadi on Thursday revealed that traditional leaders agreed to gather their subjects to polling stations on voting day and ensure that they vote for ZANU PF.
Speaking at the official opening of the refurbished Mhondoro Hospital in Mubaira, Mashonaland West province, Mohadi said:
<blockquote>
In the meetings we have had with chiefs and headmen, they have assured us (ZANU PF) of a victory.
In fact, on voting day, the headman will marshal his subjects and ensure they have all voted before he votes last.
This we will do so that we take stock and make sure that what we taught each other is followed.
</blockquote>
During a meeting in Gokwe South District in August last year, Mohadi, who is ZANU PF’s second secretary, told chiefs, headmen, and village heads to actively support ZANU PF. Mohadi said at the time:
<blockquote>
Please we are asking you our chiefs, headmen and village heads to develop your organisation (ZANU PF). ZANU PF is your party, did you know that?
Know from today that ZANU PF is your party. We want to fight this war against the West-fronted opposition.
ZANU PF liberated this country. Did you know that this party is yours? We want you to increase the number of people to vote for ZANU PF.
Did you hear we want five million votes next year? We want them to vote for ZANU PF and through you, we know we will achieve that.
We want every village head to give us people we will check according to your register … If we are organised, we will rule until the donkeys have horns.
</blockquote>
Since Zimbabwe’s independence from colonial rule in 1980, ZANU PF has used traditional leaders as part of its campaign machinery in rural areas.
However, the Zimbabwe Constitution says traditional leaders should be apolitical. Chapter 15:2 of the Constitution states that:
<blockquote>
traditional leaders must not be members of any political party or in any way participate in partisan politics, act in a partisan manner, further the interests of any political party or cause or violate the fundamental rights and freedoms of any person.

Villagers To Be Gathered At Polling Stations And Vote ZANU PF, Says Mohadi

ZANU PF Second Secretary, Kembo Mohadi has reminded chiefs to use their influence to persuade their subjects to vote for the ruling party in the upcoming elections.
Mohadi openly campaigned for ZANU PF at Chief Maduna’s installation ceremony over the weekend in Filabusi.
Chief Maduna’s installation ceremony was attended by several chiefs, headmen and traditional leaders from other areas.
The former Vice President told the incoming chief that he has to work with the current government, which he even abbreviated as G.O.D.
He said tasked Chief Maduna with ensuring that his subjects vote for ZANU PF in upcoming elections so that the ruling party wins “resoundingly”. CITE quoted Mohadi as saying:

Since you gave us the power to liberate the country, there is one thing we ask that you help us with. Please may you work with us.
Work with the government and work with the ruling party because this celebration of traditional leadership is done by the ruling party. If it was not for the ruling party, this would not have happened.
We ask you to advise your many followers to work with the government of the day. I usually abbreviate it to G.O.D -Government Of the Day.
The government of the day is ZANU PF and will always remain ZANU PF. We ask that you support us.
There should be peace, go out and vote well. But my request is when voting, go and vote for the political party that liberated this country and that party is ZANU PF.
ZANU PF is the one that is enabling all the development you are seeing, so please tell your followers that they must vote for ZANU PF. We want to win resoundingly.
When I came here I asked who the headmen are, as they are the ones who lead people. They are the ones who will make people go and vote for ZANU PF.
You traditional leaders are the ones who will make people go and vote for ZANU PF.

The Constitution of Zimbabwe forbids traditional leaders from being members of any political party as this greatly compromises the discharge of their duties such as resolving disputes amongst people in their communities.
The Constitution clearly stipulates in Chapter 15 section 281 (2) that:

Traditional leaders must not–(a) be members of any political party or in any way participate in partisan politics; (b) act in a partisan manner; (c) further the interests of any political party or cause; or (d) violate the fundamental rights and freedoms of any person.

Kembo Mohadi Orders Chiefs To Ensure Their Subjects Vote For ZANU PF

President Emmerson Mnangagwa Saturday reappointed Vice President <a href="https://www.pindula.co.zw/Constantino_Chiwenga">Constantino Chiwenga</a> and former VP <a href="https://www.pindula.co.zw/Kembo_Mohadi">Kembo Mohadi</a> as the Second Secretaries of the ruling ZANU PF party.
<a href="https://www.pindula.co.zw/Oppah_Muchinguri">Oppah Muchinguri-Kashiri</a> was also <a href="https://zero.pindula.co.zw/president-mnangagwa-appoints-new-central-committee-and-politburo-members/">reappointed</a> as National Chairperson, completing the party’s four-member Presidium.

Former Vice President Kembo Mohadi has sent his condolences to President Emmerson Mnangagwa and his family following the <a href="https://zero.pindula.co.zw/president-mnangagwas-grandson-dies/">death of his grandson, Yasha Mafidi Mnangagwa.</a>
Yasha (5) died yesterday following respiratory complications.
In a statement on Monday morning, Mohadi who is a Vice President in the ruling ZANU PF said:

Former VP Mohadi Sends Condolences To President Mnangagwa

A document suggesting that former Vice President <a href="https://www.pindula.co.zw/Kembo_Mohadi">Kembo Mohadi</a> received 1 960 litres of fuel from the government to conduct ZANU PF business has caused a commotion on social media.
Award-winning journalist Hopewell Chin’ono that the allowance is “evidence” about the “conflation of the State and ZANU PF.”

Former VP Mohadi's Fuel Allowances For ZANU PF Business Cause Commotion

ZANU PF second secretary Kembo Mohadi has queried why there are more than 3 000 non-governmental organisations (NGOs) now operating in the country when there were none during the liberation struggle.
Addressing traditional chiefs and headmen during a Kwekwe District Coordinating Committees (DCC) meeting last week, Mohadi claimed that NGOs were planning to unseat President Emmerson Mnangagwa’s government.
He further alleged that NGOs were bribing some traditional leaders to entice them to support their alleged regime change agenda. Said Mohadi:

I have been reliably informed that there are some traditional leaders here who are receiving US$100 and airtime from the NGOs.

Mohadi Accuses Some Chiefs And NGOs Of Pushing Regime Change Agenda

ZANU PF second secretary Kembo Mohadi has urged traditional leaders to be wary of non-governmental organisations (NGOs) which are allegedly pushing for regime change under the guise of providing assistance to vulnerable communities.
Addressing traditional leaders and members of the ZANU PF Kwekwe District Co-ordinating Committee (DCC) in Kwekwe early this week, Mohadi, who resigned from the government amid an embarrassing sex scandal, <a href="https://www.chronicle.co.zw/be-wary-of-unscrupulous-ngos-cde-mohadi/">said:</a>

We have to be very careful when dealing with some of these NGOs who come in the name of helping yet they want your land.
We have more than 3 000 NGOs and they are commiserating on behalf of the Western countries.
They come as if they want to help and then the next thing, they are preaching the gospel of change to you.

Kwekwe DCC Secretary for Administration, Assam Musa, claimed that some NGOs have abandoned their mandate and are dabbling in politics to effect regime change. Musa said:

We have a problem with some NGOs that have stopped their mandate and are now pushing an agenda, especially in the rural wards.
They have programmes that they use to infiltrate the rural folk and try to persuade them.

Millions of Zimbabweans especially in the rural areas receive aid from NGOs following years of government failure to meet their basic needs due to mismanagement of national resources and corruption.
The late former president Robert Mugabe is on record saying US$15 billion in revenue from the Chiadzwa diamonds “vanished”.

"Be Wary Of Unscrupulous NGOs", Mohadi Tells Traditional Leaders

Some Zimbabweans have taken to Twitter to demand that President Emmerson Mnangagwa either resigns from office or bring back his former deputy Kembo Mohadi, who resigned last year after his affairs with married women and subordinates were exposed.
The calls come after Australia-based Zimbabwean health worker and socialite Susan Mutami alleged that Mnangagwa raped her when she was 15.
Mutami narrated the alleged abuse at Mnangagwa’s hands while at his Sherwood farm in a four-hour-long Twitter space that attracted over 12 000 listeners.
She also claimed that one of the President’s young brothers, Patrick and former state security minister Owen Ncube also forced themselves on her when she was still a minor.

“Mnangagwa Must Resign, Or Bring Back Mohadi!”, Social Media Reacts To Mutami's ED Allegations

ZANU PF is engaging traditional leaders in its drive to secure 5 million votes in the 2023 elections to be assured of defeating the opposition.
Section 281 (2) of the national constitution forbids traditional leaders from furthering the interests of any political party, but ZANU PF is showing scant regard for the supreme law of the land.
ZANU PF co-vice president Kembo Mohadi is in Masvingo Province and is set to visit all seven districts by 14 June.
The former State vice president is on a ZANU PF party mission to mobilise traditional leaders to work with District Coordinating Committees (DCCs) to garner rural votes in the forthcoming 2023 general elections.
On Wednesday, 8 June, Mohadi addressed local Chiefs and several village heads from across the Mwenezi district who were bussed to Rutenga growth point for a ZANU PF meeting. Addressing the meeting, Mohadi said:

Each village head should at least come up with three cell structures and that way we are assured to attain our 5 million votes target come next elections.

The village heads were promised bicycles and an additional US$50 monthly salary starting this coming July. Currently, they are earning ZWL$350 per month.

Mohadi Directs Village Heads To Mobilise Votes For ZANU PF

A Bulawayo resident Sibukekile Moyo has filed a police complaint against former Vice-President Kembo Mohadi’s son, Kgosidintsi, over a 2019 accident.
The accident reportedly happened on August 24, 2019, in Bulawayo and Mohadi, of Glen Lorne in Harare, paid a fine for driving without due care and attention.
Moyo told NewsDay that after the accident, Mohadi undertook to pay for the repairs to her car, as well as three other cars that were damaged as a result of his conduct. She said:

He had promised to fix my car, but he later kept quiet until I fixed my car using my own money. When I called him and told him I had fixed my car, he said I should keep the receipts and he would reimburse me. But until today, there is nothing and he has now blocked my numbers.

Moyo said Kgosidintsi owed her US$800 for the repairs, and that the former Vice-President had asked her to give him the quotations, but nothing materialised from him too.
She alleged that Kgosidintsi later claimed that he was a student, while his father was a civil servant and so they could not afford to pay that kind of amount.
Moyo added that Kgosidintsi blocked her number when she kept calling him.

Resident Reports Former VP Mohadi's Son To Police Over Accident

Former Vice President Kembo Mohadi who is ZANU PF Second Secretary has now been redeployed at party headquarters and will be in charge of party affairs full time.
ZANU PF secretary for Finance Patrick Chinamasa has been appointed Acting Political Commissar.
Chinamasa takes over from Victor Matemadanda who is set for reappointment as Zimbabwe’s ambassador to Mozambique.
Matemadanda has accepted his appointment by President Emmerson Mnangagwa saying he does not care if people say he has been demoted.
Matemadanda, who is also the Deputy Defence Minister and Gokwe Central MP, will replace Douglas Nyikayaramba who succumbed to COVID-19 early this year.
Chinamasa’s appointment was announced this Wednesday by ZANU PF spokesperson Simon Khaya Moyo.
Chinamasa served most of the year 2020 as the ruling acting party’s spokesperson as the incumbent Simon Khaya Moyo battled with ill-health.
Chinamasa becomes the third person to take charge of the ZANU PF commissariat department since the November 2017 military coup.
After the removal of Saviour Kasukuwere as party commissar, President Emmerson Mnangagwa appointed Elbert Rugeje, but removed him in May 2019 and he was replaced by Matemadanda.
Meanwhile, Mnangagwa has appointed Mashonaland West chairman and Justice Minister Ziyambi Ziyambi to the Politburo.

MOHADI RESIGNATION: Advocate Mpofu Responds To Prof Madhuku

LEGAL OPINION
DOES SECTION 96(2) OF THE CONSTITUTION OF ZIMBABWE, 2013 APPLY TO RESIGNATIONS OF CURRENT VICE-PRESIDENTS?

BACKGROUND
<ol type="1">
<li>The above question has arisen in the following situation:
<ol>
<li>After the resignation of Vice-President Mohadi, a Government spokesperson indicated, as a fact, that the Vice-President had given his written notice of resignation to the President about a week earlier than the day that the Vice-President publicly announced his resignation.</li>
</ol>
<ol>
<li>The President, despite receiving the written notice, did not give public notice of the resignation. The first time that the public got to know about the resignation of the Vice-President was when the Vice-President himself made the announcement.</li>
</ol>
<ol>
<li>Some concerned citizens, on learning that the Vice-President had given written notice to the President a week earlier than his public announcement, expressed the view that the President had breached the Constitution by not giving public notice of the resignation within twenty-four hours as required by section 96(2) of the Constitution.</li>
</ol>
<ol>
<li>In response to questions from two journalists, on separate and unrelated occasions, I expressed the following opinion- that section 96(2) of the Constitution does not apply to the current Vice-Presidents and that the section will only apply to  Vice-Presidents after the coming into force of the running mate clause.</li>
</ol>
<ol>
<li>My aforesaid opinion was widely reported and attracted various responses. One prominent response was that the opinion was a wrong reading of our law and that I had deliberately promoted that wrong view as an “enabler” to support and/or protect the President. Professor Jonathan Moyo appeared to have led this response in his tweets.</li>
</ol>
<ol>
<li>A response of a qualitatively different type came from Dr Alex T. Magaisa. His response was not a mere tweet. In his “Saturday Big Read”, he wrote an article under the title “ Mohadi Resignation: Did President Mnangagwa breach the Constitution?” In direct response to my opinion, Dr Magaisa concluded as follows:  “The argument that it does not apply to the current Vice Presidents, therefore, promptly falls away”.</li>
</ol>
<ol>
<li>The conclusion in the Dr Magaisa article is the direct opposite of the opinion I expressed. Judging from the vigorous Twitter debate that followed the Dr Magaisa article, there are now two prominent and mutually exclusive opinions on section 96(2): does it apply to current Vice-Presidents?</li>
</ol>
<ol>
<li>On 6 March 2021, I responded to a tweet by Professor Jonathan Moyo in which he was accepting the opinion of Dr Magaisa and saying “ @ProfMadhuku should be professional and admit he was wrong”. My response, was as follows: “The opinion I gave to the media: that section 96(2) of the Constitution only applies to a VP who is a running mate (and thus not applicable to current VPs) is the better view of the law. With respect, I find the article by @Wamagaisa shallow and simplistic, unless meant for Twitter”.</li>
</ol>
<ol>
<li>I promised to post a detailed argument showing the scholarly basis of the opinion I hold. What follows below is the detailed argument. For the sake of completeness, I must say that the argument is extracted from a specialized article and is written for reading by both `legally trained` and `not legally trained` persons.</li>
</ol>
</li>
</ol>
                                 THE ARGUMENT
<ul>
<li>Every Constitution has two types of provisions, namely:
<ul>
<li>Express provisions.</li>
</ul>
<ul>
<li>Implied provisions.</li>
</ul>
</li>
</ul>
<ul>
<li>Express provisions are those that are actually written. We all can read them.</li>
</ul>
<ul>
<li>Implied provisions are not written. They cannot be seen by the ordinary eye yet they exist. To discover implied provisions, one requires an inner legal eye.</li>
</ul>
<ul>
<li>What makes constitutional interpretation a specialist area of the law is the complex interaction between express and implied provisions. In every situation calling for constitutional interpretation, two questions arise. These are:</li>
</ul>
<ul>
<li>What does the Constitution say?
<ul>
<li>What does the Constitution mean by what it says?</li>
</ul>
</li>
</ul>
<ul>
<li>The above two questions arise because a Constitution does not always mean what it says. Because of implied provisions that require an “inner legal eye”, the meaning of a constitutional provision may go beyond what it says. Put differently, we cannot resolve a constitutional issue merely by starting and ending with what a Constitution says: this much is, or ought to be, basic.</li>
</ul>
<ul>
<li>Clearly, therefore, while every person who can read the language in which a Constitution is expressed may gain useful knowledge of the Constitution, not every such person may be an expert in constitutional law. Expertise in constitutional law requires the use of an “inner legal eye” that easily detects the many situations in which implied provisions take centre stage.</li>
</ul>
<ul>
<li>How does an “inner legal eye” detect implied provisions? The answer to this question is simple. Implied provisions come from one or more of the following:</li>
</ul>
<ul>
<li>The intentions of the framers of the Constitution.
<ul>
<li> The legislative history of the constitutional provisions.</li>
</ul>
<ul>
<li> The purpose of the constitutional provisions.</li>
</ul>
<ul>
<li>The context in which the constitutional provisions are found in the Constitution.</li>
</ul>
<ul>
<li>The relationship between the provision and other provisions.</li>
</ul>
<ul>
<li>The internal logic of the Constitution as a whole.</li>
</ul>
<ul>
<li>The jurisprudence developed by the Courts.</li>
</ul>
</li>
</ul>
<ul>
<li>Different constitutional experts may come to different conclusions about implied provisions. However, what is unacceptable is to treat the Constitution as a simple legal document that starts and ends with its express provisions: proper constitutional meaning comes from the interplay between express and implied provisions.</li>
</ul>
<ol type="1">
<li>The general principle of law is that a provision is implied IF AND ONLY IF, BY NECESSARY IMPLICATION, IT IS TO BE SO IMPLIED. This is at the core of the law. We will return to it at the point of concluding this argument.</li>
</ol>
<ol type="1">
<li>Given the complexity of implied provisions and their centrality to constitutional jurisprudence, there is no short cut to gaining expertise in constitutional law.</li>
</ol>
<ol type="1">
<li>Having outlined the foregoing, we can easily understand section 96(2) of the Constitution.</li>
</ol>
<ol type="1">
<li>Section 96 itself appears in Part 2 of Chapter 5. The heading of Part 2 reads: “THE PRESIDENT AND VICE-PRESIDENTS”. Part 3 of Chapter 5 has the following heading: “MINISTERS, DEPUTY MINISTERS AND CABINET”.</li>
</ol>

<li>We see from the structure of Chapter 5 that the Constitution puts the President and Vice-Presidents together and separates them from Ministers and Deputy Ministers. Why is this so? The answer is that the Vice-President in Part 2 of Chapter 5 is a running mate Vice-President who is treated as such throughout that Part.</li>
</ol>

<li>Part 2 runs from sections 89 to 103. The reference to Vice-President in each of the sections in Part 2 is to the Vice-President who is a running mate. It is common cause that before we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, the Vice-President in Part 2 is a running mate Vice-President.</li>
</ol>
<ol type="1">
<li>Thus, for the framers, before we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, section 96(2), like every other provision in Part 2, refers to a running mate Vice-President.</li>
</ol>
<ol type="1">
<li>It is also common cause that when we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, not every provision in Part 2 applies to current Vice-Presidents. Thus, some provisions in Part 2, although framed for running mate Vice-Presidents also apply to current Vice-Presidents while others will not apply to current Vice-Presidents.</li>
</ol>
<ol type="1">
<li>For the avoidance of doubt, when we bring in the transitional provisions in paragraph 14 of the Sixth Schedule, the provisions on Vice-Presidents in Part 2 of Chapter 5, as they currently stand, are in two categories, namely:
<ol>
<li>Those that only apply to running mate Vice-Presidents.</li>
</ol>
<ol>
<li>Those that also apply to current Vice-Presidents.</li>
</ol>
</li>
</ol>
<ol type="1">
<li>The SOLE question therefore is: Do the transitional provisions in paragraph 14 of the Sixth Schedule make section 96(2) on running mate Vice-Presidents also apply to current Vice-Presidents? Put differently, in which category is section 96(2)? Is section 96(2) in the category of (i) those that only apply to running mate Vice-Presidents or (ii) those that also apply to current Vice-Presidents?</li>
</ol>
<ul>
<li>I believe I have clearly set out the question to be answered.</li>
</ul>
<ul>
<li>In answering that question, we turn to our express and implied provisions.</li>
</ul>
<ul>
<li>Let us start with express provisions. The express provisions of paragraph 14 of the Sixth Schedule tell us that sections 92 and 101 are in the category of those that only apply to running mate Vice-Presidents.</li>
</ul>
<ul>
<li>As I have indicated above, express provisions cannot be the end of the matter. While sections 92 and 101 are expressly excluded, there are several other provisions in Part 2 that are impliedly excluded. These other provisions are impliedly excluded by applying the test I outlined above: a provision is implied IF AND ONLY IF, BY NECESSARY IMPLICATION, IT IS TO BE SO IMPLIED. Section 96(2) is one such provision that BY NECESSARY IMPLICATION is excluded.</li>
</ul>
<ul>
<li>We turn first to provisions other than section 96(2) that are also, BY NECESSARY IMPLICATION, excluded from applying to current Vice-Presidents. Here I will pick those that clearly do not apply to current Vice-Presidents. These are:
<ul>
<li>Section 91: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents (QUALIFICATIONS FOR ELECTION)</li>
</ul>
<ul>
<li>Section 93: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents( CHALLENGING ELECTION OF VICE-PRESIDENT)</li>
</ul>
</li>
</ul>
<ul>
<li>Section 94: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents(ASSUMPTION OF OFFICE OF VICE-PRESIDENTS)</li>
</ul>
<ul>
<li>Section 95: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents(TERM OF OFFICE OF VICE-PRESIDENTS)</li>
</ul>
<ul>
<li>Section 97: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents( IMPEACHMENT OF VICE-PRESIDENTS)</li>
</ul>
<ul>
<li>Section 100: The reference to Vice-President here is to a running mate: although not expressly excluded, by necessary implication, it does not apply to current Vice-Presidents (ACTING PRESIDENT)</li>
</ul>
<ul>
<li>The point I am making in paragraph 24 is this: apart from sections 92 and 101 that are expressly excluded by the provisions of paragraph 14 of the Sixth Schedule, there are other provisions in Part 2 that, BY NECESSARY IMPLICATION, do not apply to the current Vice-Presidents.</li>
</ul>
<ul>
<li>It is clear to me that section 96(2), BY NECESSARY IMPLICATION, does not apply to current Vice-Presidents. I respectfully so submit below.</li>
</ul>
<ul>
<li>At this point, I will deal with what it is that leads me to the firm conclusion that, BY NECESSARY IMPLICATION, section 96(2) does not apply to current Vice-Presidents.</li>
</ul>
<ul>
<li>As a reminder, please refer to paragraph 8 above for the factors that are normally considered in saying whether or not there is a NECESSARY IMPLICATION. For me, all the six factors from 8.1 to 8.6 lead to the irresistible conclusion that section 96(2) does not apply to current Vice-Presidents.</li>
</ul>
<ul>
<li>Let us reproduce the whole of section 96:</li>
</ul>
“ (1). The President may resign his or her office by written notice to the Speaker who must give public notice of the resignation as soon as it is possible to do so and in any event within twenty-four hours.
   (2). A Vice-President may resign his or her office by written notice to the President who must give public notice of the resignation as soon as it is possible to do so and in any event within twenty-four hours.”
<ul>
<li>I will rely on just a few factors from paragraph 8 above.</li>
</ul>
<ul>
<li>The factor of “intentions of the framers of the Constitution”[ para 8.1] quickly springs to the surface. The framers must have had in mind only the running mate Vice-President who was part of an elaborate succession plan they had provided for in section 101. By expressly excluding section 101 from the current Vice-Presidents, section 96 automatically became excluded as well.</li>
</ul>
<ul>
<li>Take the factor of “ the purpose of the constitutional provision”[para 8.3]. The purpose of the public notice within 24 hours of the resignation arises from the fact that these are elected officials: it is a notice to the electorate. It is significant that in the entire Constitution, it is only in respect of the Presidency that public notice of the resignation must be given within 24 hours. This is because the Presidency is the only public office that involves the entire public in respect of elections. Section 96 is therefore premised on a direct election of the Presidency. It records a constitutional principle: the body that elected or appointed an officeholder must be informed promptly of a resignation.</li>
</ul>
<ul>
<li> Where a Vice-President is not elected but appointed by the President and holding office at the President`s “pleasure”, the purpose of section 96 does not arise. This point becomes clearer when regard is had to other resignations of public officials: there is no requirement for public notice of resignation in respect of Ministers and Deputy Ministers [section 108]; Speaker [ section 126), President of Senate [section 122], Member of Parliament [section 129] and Chief Justice and other judges [section 186]. The only reason why a Vice-President in section 96(2) is treated differently from all these other public officials is his/her election as a running mate.</li>
</ul>
<ul>
<li>With the factor of “the internal logic of the Constitution as a whole”[para 8.6], it is clear from section 96 that the only difference between the President and a Vice-President is on the public officer to whom the written notice of resignation is sent: Speaker (in the case of the President) and President (in the case of the Vice-President). From this structure, section 96 falls typically into the category of provisions such as sections 91, 92, 93, 94, 95 and 97 that place the Vice-President in the same category with the President because the Vice-President is a running mate. Where a Vice-President is not elected but appointed by the President and holding office at the President`s “pleasure”, the internal logic inherent in section 96 does not arise.</li>
</ul>
<ul>
<li>In my view, it is inescapable that on a proper reading of the Constitution,  section 96(2) of the Constitution does not apply to the current Vice-Presidents. The section will only apply to  Vice-Presidents after the coming into force of the running mate clause.</li>

Vice President Kembo Mohadi may have been forced to resign by President Emmerson Mnangagwa following revelations that he had turned his office into a love nest with married aides.
A columnist for a weekly publication, The Standard, Dr Amai Stop It, suggested that Mohadi was forced to resign after stepping on First Lady Auxillia Mnangagwa’s toes, saying a person of his stature would not resign “over a small, small problem” like having affairs and bedding married women.
The columnist queried why the late Robert Mugabe, who had a child with Grace while his wife Sally was still alive did not resign.
Vice President Constantino Chiwenga has not resigned even though he hounded his former wife Jocelyn from their matrimonial home and has also blocked his estranged wife Marry from seeing their minor children for 17 months.
Dr Amai Stop It alleged that there are rumours that Mohadi’s relative was involved in a mining dispute with President Mnangagwa’s twin sons, Shaun and Collins and this may have led to his sacking. He wrote:
<blockquote>The fall of Kembo reminds me of the days when I pushed out Joice and Ngwena. Kkk!
I have a sneaky feeling that Kembo may have stepped on the toes of my successor and she pulled the trigger.
That’s the only thing that makes sense.
There are murmurs that a relative of his was involved in a mining dispute with the famous twins.
Obviously thinking that as vice-president, he had the power to protect his relative.
My successor is fiercely protective of her brood and she may have struck the blow.
She learnt well from me, I must say, and at some point soon, the student will outshine the master.
That’s how prolific that one is.</blockquote>
Mohadi announced his resignation from Government on 1 March 2021 after local online media service ZimLive had for two weeks carried reports that he had improper sexual liaisons with married women, including one of his subordinates.
Mohadi, 70, denied the accusations saying this was part of a political plot against him.

'VP Mohadi Stepped On Wrong Toes'

Former Vice President Kembo Mohadi, who resigned recently over allegations of improper romantic relationships with married subordinates, will retain his portfolio as Zanu PF’s second secretary, the party has said.
Addressing journalists after the 349th ordinary session of the Politburo at the party’s headquarters in Harare on Wednesday, Zanu Pf national spokesperson Simon Khaya Moyo said the party had received and accepted Mohadi’s resignation but this will not affect his position in the ruling party. He said:
<blockquote>The resignation of the former vice president from the government will not affect Cde Mohadi’s position in the party. He will remain the second secretary and vice president of the party.</blockquote>
In his address to the politburo, President Emmerson Mnangagwa who is also the Zanu PF First Secretary thanked Mohadi for the service he rendered while in Government. He said:
<blockquote>We convene today following the resignation of Col (Rtd) Cde KCD Mohadi from the post of Vice President of the Republic of Zimbabwe. His resignation from the governance architecture of the Republic was unexpected.

I commend him for the role he played under the Second Republic in advancing our Government’s national development agenda as enunciated in Vision 2030 and National Development Strategy 1 (NDS 1).</blockquote>

Mohadi resigned a few days after local publication ZimLive unearthed his relationships with his aide and other women some of them married. Zimbabweans on social media called for him to resign. Mohadi reportedly resigned last week but the government only announced his resignation on Monday.

Despite the noisy in digital media ecologies, I wish to clearly state that I am innocent and a victim of political machinations being peddled through hacking and voice cloning.
Fellow Zimbabweans, despite the density of the allegations being levelled against me, I salute the support from fellow citizens, colleagues and comrades who fully grasped the rigid complexities of concocted enemy attacks.
It is against this backdrop that I am categorically distancing myself from the imagined immoral unions.
The camaraderie and support given to me during this trying hour are greatly appreciated.

VP Mohadi Denies Sexual Misconduct Allegations {Full Statement}

Vice President Kembo Mohadi (71) is reportedly considering resignation after his illicit affairs with married aides were exposed through leaked phone calls, ZimLive reports.
Mohadi missed a cabinet meeting on Tuesday after he was conspicuous by his absence at last Saturday’s burial of ZIPRA independence war hero Moses Griffiths Mpofu at the National Heroes Acre.
ZimLive reported senior government sources saying Mohadi told his colleagues that he is considering resigning. A ZANU PF source is quoted as saying:

Only he knows the true degree of the breach of his personal privacy, and he wants to stop the bleeding.</blockquote>
Mohadi met President Emmerson Mnangagwa and co-Vice President Constantino Chiwenga before Tuesday’s cabinet meeting as the trio discussed his political future.
Mnangagwa reportedly offered Mohadi some support and has told him that he should decide on his future – to avoid the ignominy of being fired.
