The Harare Residents’ Trust (HRT) has bemoaned the destruction of wetlands in Harare with the fragile ecosystems being converted into residential areas by authorities and land barons.
In a statement, HRT said wetlands are being destroyed by corrupt councillors, council district officials, town planners and political party leaders working in cahoots with land barons. It said:
<blockquote>
The heavy rains that have fallen in Harare have exposed the corrupt for selling people residential stands on the natural paths of water.
The people who have settled on these wetlands and the sellers involved are equally culpable.
There is no way that water will change its natural course without bothering the illegally settled.
A sustainable solution is urgently needed for Zimbabwe to address housing shortages and the preservation of wetlands…
Some of the people are given the land during the election campaign period in return for votes.
Every rainy season the residents who illegally settled on these wetlands experience flooding, and they lose thousands of United States dollars worth of their possessions like furniture, clothes and food.
</blockquote>
HRT said that during their tour in Budiriro, they established that victims and land barons all protect each other.
It said the victims refuse to disclose who sold the stands to them, insisting that they had council-issued documents giving them the legal rights to be in those places. Added HRT:

The land barons, council technocrats and councillors all insist that there is no more land to relocate these people.
There is an unholy alliance between the victims and the officials involved in the illegal land sales.
</blockquote>
Wetlands are areas where water covers the soil or is present either at or near the surface of the soil all year or for varying periods during the year.
They help to filter pollutants and excess nutrients from the water, improve water quality, reduce the risk of flooding downstream, store large amounts of carbon, help to mitigate climate change and recharge streams and dams, thereby providing water to people and animals.

"Harare Wetlands Fast Disappearing"

The Zimbabwe Lawyers for Human Rights (ZLHR) says it has assisted Harare residents to sue Felix Mhona, the Minister of Transport and Infrastructural Development, over some defective flyovers, which are posing a serious safety risk to residents of Harare.
According to ZLHR, the residents, through Harare Residents Trust (HRT), recently filed an application at the Harare High Court seeking an order to compel Mhona to rectify the defects on three of the capital city’s flyovers located along Simon Mazorodze Road, Lytton Road and Fidel Castro road within 90 days of the granting of the court order to ensure that the flyovers are safe for use by road users.
HRT also wants the High Court to declare that Mhona’s conduct in failing to rectify the defects on the three flyovers was a contravention of residents’ right to an environment that is not harmful to their health or well-being as enshrined in section 73(1) of the Constitution. 
Through the application, which was filed on 8 December by ZLHR’s Tonderai Bhatasara together with Loreen Mupesa, a resident of Harare, who said she frequently uses roads located on the flyovers, argued that as the official responsible for maintenance and rehabilitation of roads in Zimbabwe, Mhona must safeguard people’s lives by ensuring that roads are safe in the country.
HRT and Mupesa protested that Mhona had not attended to fixing the defects, which were noted on the flyovers several years ago and this had exposed the flyovers to the risk of collapse and thereby endangering the lives of members of the public.
HRT and Mupesa said with each day passing, the flyovers had increasingly become dangerous and unsafe to use. 
According to HRT and Mupesa, the defects on the three flyovers were identified by officials from the Ministry of Transport and Infrastructural Development and the City of Harare, who conducted a joint inspection and these are contained in a report, which the officials produced on 27 July 2012.
Some of the defects, which were noted and are listed in the joint report include spalling of concrete on bottom flanges of beams on edges, severe corrosion to reinforcement steel, visible cracks along the centreline deck, severely damaged expansion joints, excessive vibration of the superstructure, poor drainage of the superstructure, water leaking on expansion joints and longitudinal cracks.
HRT and Mupesa argued that while Mhona’s ministry had in 2021 acknowledged the existence of the defects on the flyovers and had undertaken to rectify them, he had since 2021 not fixed them hence the residents now want the Minister to be compelled by the High Court to repair them and help eliminate the danger, which they pose to motorists and other road users.

Harare Residents Sue Transport Minister Over Defective Flyovers

Harare residents have accused politicians from across the political divide of taking them for granted as water and electricity challenges that had eased in the run-up to the 23 August Harmonised Elections have now intensified.
During the electoral campaigns, senior ZANU PF politicians boldly proclaimed that load shedding was a thing of the past after the completion of two power generation units at Hwange Power Station.
The opposition CCC, which controls the Harare City Council, promised the electorate consistent water supplies.
Now residents are saying political parties’ campaign messaging was based on lies and deception as the water crisis and power cuts have become the order of the day, less than a month after the disputed elections.
President Emmerson Mnangagwa was declared the winner, with 52.6% of the vote while his party, ZANU PF, won a Parliamentary majority
Speaking to <a href="https://businesstimes.co.zw/power-water-crisis-haunt-post-election-zim/">Business Times</a> this week, Harare Residents Trust (HRT) director Precious Shumba said residents were taken for a ride by politicians. He said:

Most suburbs have gone for a very long time without water in particular following the 23 August elections.
During the period in the run-up to the elections, most residents had access to municipal water, but soon after the elections the water supply almost dwindled or deteriorated to the extent that residents daily queue at community boreholes.
It is very sad that people are spending three to four hours queueing for water. Fights break out and the most affected are women and young girls.
It’s very sad that in some cases we do not have communities receiving bowsers from the local authorities. So, the situation is really desperate, it’s very bad.

Shumba said the City of Harare should consider drawing water from Darwendale Dam, which is downstream of the heavily polluted main supply dam, Chivero. He said:
<blockquote>
Going forward we believe that the best solution would be for the City of Harare to get some of its water from Darwendale dam and they can also improve the situation by focusing on the replacement of underground water pipes that are obsolete and aged because currently when the city pumps its water nearly 40% is going to waste through leakages and bursts along the water distribution network.
So, if they address this it means that the little water pumped will reach the intended households.

Harare residents are at risk of contracting water-borne diseases as they are now being forced to use water from shallow wells.
There were fears of a diarrhoea outbreak at the University of Zimbabwe that had gone for days without water.
Load shedding is not affecting Harare residents only, but Zimbabweans across the country.
The situation will likely get worse as the water level at Lake Kariba, the site of the country’s only reliable power plant, continues to fall.

Electricity, Water Cuts Haunt Post-election Zimbabwe

The Harare Residents’ Trust (HRT) said that the Zimbabwe Republic Police (ZRP) is showing insensitivity by imposing fines on commuters who board illegal kombis and mushikashika.
Police recently announced that commuters who board non-ZUPCO vehicles risk fines of $2 000 each, as they step up operations against errant buses, commuter omnibus and private car operators.
In a statement this Friday, HRT said the problem is with the government that maintains a monopoly by an inefficient and ineffective ZUPCO transport system. It said:

All the people being fined are innocent. The Minister of Local Government and Public Works and all those behind the ZUPCO monopoly are the ones who should be held to account for the pain that commuters have to go through daily in order to come to work and return to their homes in the evening.
The Government must not pretend to be trying to enforce the law and order when they are the source of the public transport disorder in Harare and in other towns.
The Government must respect its people and stop pretending to be clueless.

HRT stated that the short-term solution to the public transport crisis in Zimbabwe is to remove the ZUPCO monopoly and allow roadworthy kombis to operate.
The organisation warned that resentment towards the government is increasing by the day and the government will have no one to blame when the people turn their back on them. HRT added:

They are provoking the people daily by making them go through painful experiences as they struggle to leave town and reach their homes. In the mornings, the situation is the same.

"Insensitive" Govt Urged To Bring Back Kombis

The City Of Harare is reportedly seeking permission from the government to charge some businesses rates in foreign currency, The Herald reports. The move is aimed at increasing the city father’s revenues which might also improve service delivery according to the publication.
In explaining the motive behind the need to charge USD rates, Harare town clerk Hosiah Chisango said:
<blockquote>There are certain areas that without US dollar, cannot be run efficiently including water treatment chemicals and fuel purchases.</blockquote>
The council has already passed a resolution to quote rentals and land purchases in hard currency. Minutes seen by the publication on the issue reads in part:
<blockquote>Council authorises the town clerk and the acting finance director to quote lease rentals as well as land purchase prices in a stable currency with the actual payments being made in prevailing equivalent official interbank rate at the date of the actual payment</blockquote>
Harare Residents Trust director Mr Precious Shumba while speaking to the publication supposed the move by the city to levy rates in USD as he said it might improve service delivery:
<blockquote>The central Government, through the Ministry of Finance and Economic Development and its different agencies, like the Reserve Bank of Zimbabwe, have to authorise local authorities to charge their rates in foreign currency.
The citizens would be served better with enhanced service provision than suffer the consequences of deteriorating social services while paying in our local currency</blockquote>

Harare Seeking Permission To Charge Some Rates In Forex

Harare Residents’ Trust has reported that commuters are disgruntled by conductors of the Zimbabwe United Passenger Company (ZUPCO) who are reportedly rejecting their tap cards.
Commuters claim that some ZUPCO conductors only accept cash as the payment method citing network intermittence, power points and lack of swipe machines in some instances.
When ZUPCO buses were reintroduced, conductors gave first preference to commuters with tap cards, as a strategy to promote the new initiative that was premised at curbing corruption.
The latest development is inconveniencing commuters who would have credited their tap card balances. The residents’ association said:
<blockquote>They were encouraged to pay for a service which the service provider is now refusing to offer. In the end, commuters are forking out more money on top of the credit loaded in the tap cards.</blockquote>
This comes when ZUPCO buses and commuter omnibuses are the only public transport allowed to ferry commuters during the lockdown, a situation that has seen commuters queueing for buses for several hours.
There are also indications to suggest that private owned commuter omnibuses will never be allowed to return on the road even yonder the lockdown.
The Minister of Local Government, July Moyo urged commuter omnibus operators to engage ZUPCO and be registered under the parastatal.

ZUPCO Rejecting Tap Cards - Commuters

With health caregivers in Zimbabwe’s public health institutions on industrial action since the 3rd of September this year, the ordinary person has faced challenges in getting medical attention.
Expecting mothers have also found themselves knocking at the doors of traditional midwives as clinics and hospitals have suspended the services.
At the same time, private medical practitioners whose prices for services are out of rich for the common person have indicated that they are overwhelmed by the crisis in the country. Harare Residents Trust conducted a snap survey which disclosed the following charges which are being levied on expecting mothers by the “cheapest private Hospitals”.

FULL TEXT: Cheapest Charges Being Levied On Expecting Mothers By Private Hospitals

Harare Residents’ Trust has claimed that an investigation committee has disclosed that Harare City Council does not have by-laws on wetlands. This comes when there was public outcry when Longcheng Plaza was constructed in a wetland in Belvedere. The report also comes when residential stands are still being allocated in wetlands. <blockquote>A special investigation committee has discovered that the City of Harare had no by law which protect wetlands for the past three years. This is purely a failure by the Council as wetlands are being invaded. 
There have been a serious invasion of wetlands in most suburbs in Harare in the name of stands and urban farming. Most of the land have been made commercial and residential stands. 
Council is not doing anything not even conducting awareness campaigns to educate residents on the importance and how to protect wetlands. This then poses questions to the environment committee because they are responsible for the protection of wetlands. 
One would wonder and question the existence of the environment committee if it’s failing to advocate for the drafting of a by-law which can protect this precious land.</blockquote>

FULL TEXT: "Harare City Has No By-Laws On Wetlands" - Harare Residents Trust

The government has been urged to develop legislation to govern the implementation of devolution. The Centre for Development in Zimbabwe (CCDZ) and the Harare Residents Trust (HRT) presented a joint paper to the Ministry of Public Works and National Housing. The paper reads
<blockquote>Since the adoption of the new Constitution in 2013, the government has not yet crafted legislation to devolve power to provincial and metropolitan councils. Rather there have been reversals and an attempt to completely do away with Provincial and Metropolitan Councils to scuttle devolution.
… It is our expectation that the Portfolio Committee will convene public hearings at provincial and district level to allow members of the public to comment and give input into the Provincial and Metropolitan Councils bill.
The crafting of the Provincial and Metropolitan Councils bill and its adoption by parliament and presidential assent must be done expeditiously no later than 31st of January 2019, to allow elected provincial and Metro Councillors to take the oath of office by 1st March 2019.
…. The establishment of Provincial and Metropolitan Councils (PMCs) as spelt out in Chapter 14 of the Constitution is long overdue. It is against this background that CCDZ and HRT continue to engage government and parliament on the need for comprehensive local government reforms including crafting legislation to allow devolution of power to Provincial and Metropolitan Councils as opposed to the piecemeal approach of the old dispensation.</blockquote>
