President Emmerson Mnangagwa has appointed Edson Badarai as the new substantive Grain Marketing Board (GMB) chief executive officer, effective 15 May 2023.
Badarai takes over from Rockie Mutenha, who retired recently after his appointment to the position in May 2017.
Mutenha was on a five-year contract, which was extended by another year, ending on 31 March this year.
Following Mutenha’s retirement, Clemence Guta was ppointed acting CEO and his tenure began on 01 April 2023. In a notice, GMB said:

The Board of Directors of Grain Marketing Board, with the approval of His Excellency The President, Dr Emmerson Dambudzo Mnangagwa, has appointed Dr Edson Badarai as GMB Chief Executive Officer effective 15 May 2023.
This was done in terms of the Public Entities Corporate Governance Act [Chapter 10:31]

According to GMB, holds a Ph.D. in Business Administration from Free State University (South Africa), a Master of Science Degree in Strategic Management (Chinhoyi University of Technology) and a Bachelor of Commerce (Honours) Degree in Accounting (NUST).

Edson Badarai Appointed GMB Substantive CEO

Ten (10) Grain Marketing Board (GMB) employees were seriously injured following an explosion at the company’s Chegutu depot on Tuesday, 31 January.
The injured workers were rushed to Chegutu General Hospital where their condition was said to be stable. In a statement, GMB CEO Rockie Mutenha said:

Preliminary investigations have pointed to a grain bucket elevator explosion which emitted some heat injuring the personnel on duty.
</blockquote>
Provincial Civil Protection Unit (CPU) chairman, Josephat Jaji, who is also Mashonaland West Provincial Affairs and Devolution permanent secretary, had put the number of the injured at nine (9):
<blockquote>
I can confirm that nine people were injured when an explosion occurred at one of the silos that they were working in.
There were no fatalities and the injured were rushed to Chegutu General Hospital.
We are, however, waiting for experts to give the cause of the blast as investigations are now underway.

A similar tragedy occurred in 2018 when at least four people were killed while three others were seriously injured after an explosion at the GMB’s Lion’s Den Depot, near Chinhoyi.

10 GMB Workers Suffer Burns After Explosion At Chegutu Depot

The Grain Marketing Board (GMB) has pledged to pay all wheat farmers that delivered their crop their outstanding payments in foreign currency starting this week.
To date, the government has reportedly paid up to ZWL$37 billion and US$4 million to wheat farmers, with outstanding payments now around US$26 million.
Speaking during a Green field day held in Mazowe on Friday, GMB operations director, Forward Takaendesa said:
<blockquote>
We managed to pay 67 percent in the Zim dollar component. Those with errors on their accounts and those who delivered their crop late were also affected, but we are sure that all those are going to be paid.
Efforts are being made to aggregate such amounts. We are trying our best. By next week, we are sure that we are going to pay our farmers in US dollars.
</blockquote>
Zimbabwe Indigenous Women Farmers Association Trust president Depinah Nkomo urged GMB to expeditiously pay farmers early to enable them to plan.
GMB is paying ZWL$268 048 plus US$220 for a tonne of premium grade, while standard grade receives $243 680 plus US$200 per tonne.

GMB Pledges To Pay US$26 Million Owed To Wheat Farmers Soon

Grain Marketing Board (GMB) workers have given the parastatal’s management a 14-day ultimatum to review their salaries which they say are no longer enough to cater to their basic needs.
According to a notice addressed to the parastatal’s management dated 16 November 2022 and signed by GMB and Silo Food Industries Worker’s Union secretary-general David Chigogo, the lowest-paid worker is earning less than ZWL$30 000 per month. Reads the notice:
<blockquote>
The employers have disregarded the prevailing economic environment in which most goods and services are pegged in US dollars.
This has severely eroded the buying power of employees’ salaries as evidenced by the lowest-paid employee earning a basic salary of $29 111.
To make matters worse, there is no USD component to compensate for the meagre salary.
This salary has been stagnant since April 2022. How do employers expect employees to survive?
</blockquote>
The workers also claimed that they are being made to work during weekends to distribute farming inputs under Pfumvudza and the Presidential Input Scheme. They said:
<blockquote>
Employees even come to work on Sundays in order to fulfil inputs distribution targets but their plea for salary review (or) payment of overtime in full and USD component has not been heard.
The management has kept on procrastinating salary reviews hiding behind their principal citing no funding but employees are saying enough is enough.
If the employers are failing to value the services of employees, we are saying it is time to put tools down.
Other parastatals have been awarded salary increments by the same principal.

Statutory Instrument 145 Of 2019,  Control On  Sale Of Maize [Excerpts]

The Minister of Lands, Agriculture, Water, Climate and Rural Resettlement, Perrance Shiri said the country has sufficient grain to cover the next seven months. In a statement read on his behalf by, his secretary Mr Ringson Chitsiko yesterday, Shiri said  stocks of maize and small grains at GMB stood at 832 156 tonnes. His speech was read at a Grain Millers’ Association of Zimbabwe (GMAZ) meeting on drought assessment. He said:
<blockquote>At the current monthly drawdown rate of 120 000 tonnes, the available grain is sufficient to last about seven months,” said Minister Shiri.
The Second Round Crop and Livestock Assessment Report will soon be presented to Cabinet and the nation will thereafter be officially informed of the results of the assessment. With the projected below average production, grain imports are inevitable and the magnitude will be determined after the assessment.</blockquote>

Shiri indicated that Government has proposed drought alleviation measures. Meanwhile, over 2 million people in the rural areas are projected to be in dire need of food this year. He specified that the severity of famine varies from region to region and has intensified this year.

<blockquote>This effort bears testimony to the fact that the grain industry has put interests of the nation at heart. As Government we support these private sector interventions, as they complement the national policy of ensuring food security at household and national levels.</blockquote>

Enough Maize Grain In Stock, Says Shiri

The government has reassured the nation that there is no threat of hunger as the current has sufficient grain reserves of 500 000 tonnes of maize. However, Lands and Agriculture minister Vangelis Peter Haritatos admitted that there is a shortage of wheat and soyabeans. Speaking in Parliament, Haritatos said,
<blockquote>Zimbabwe is safe and there is no hunger scare as we have a strategic grain reserve of 500 000 metric tonnes…The problem we have with shortages of soyabeans is the same as wheat, whereby the country does not have enough irrigation to grow more wheat and soyabeans.</blockquote>

Govt Says Strategic Grain Reserve Is Sufficient To Prevent Threats Of Hunger

The Grain Marketing Board (GMB) has urged farmers to deliver their grains saying that it has reduced the payment processing period from 7 days down to 3 days. The GMB is working on filling up the national silos as soon as possible. <a href="https://news.pindula.co.zw/2018/08/28/full-text-widespread-crisis-from-acute-food-shortage-to-hit-zimbabwe-us-agency-warns/" rel="noopener" target="_blank">US government NGO, Famine Early Warning Systems Network, has warned of an acute food insecurity crisis to hit Zimbabwe from about October this year to January next year.</a>
Speaking at the Presidential Inputs Scheme launch at Mupinyuri School in Guruve South, GMB General Manager Rockie Mutenha said,
<blockquote>There is no reason not to deliver to GMB. We are paying in 3 days and one-week latest. This GMB is now different from the old GMB.</blockquote>

GMB Reduces Processing Period For Payments To 3 Days

Speaking on the sidelines of an open day held at Bazeley Bridge Depot in Manicaland last week, Grain Marketing Board (GMB) board vice chairman, Mr Basilio Sandamu, said they will be buying maize at $390 per tonne.
Sandamu said said they were expecting to make all payments for delivered grain within two weeks of delivery although farmers delivering groundnuts to GMB are to be given their money on the day of delivery. Said Sandamu:
<blockquote>As far as of now, there are no changes in prices. The Government has not yet informed us about any changes and we are still paying the same prices that we were paying last year. As GMB, this year we are very much prepared for new deliveries and the Government has been very supportive in terms of providing the funds for farmers’ payment. We would like to thank the Government for that because it has given the GMB ability to pay the farmers within two weeks upon delivery of whatever the farmer would have brought to GMB.</blockquote>

Govt Buying Maize At $390 Per Tonne

Responding to questions in Senate last week, Agriculture Minister Joseph Made said that Government has ordered millers to get their maize from the Grain Marketing Board and pay directly to Treasury as a means to curb corruption in the buying of maize.
Said Made:
<blockquote>In the past millers used to buy from farmers, but this season we said they cannot do that and they must get their maize from GMB, but they have to pay directly to Treasury. However, we know that some GMB workers are turning back maize saying it has failed the 12,5% moisture content test, but if a farmer suspects that it is connected to corruption they must immediately report the issue to the police.</blockquote>

Govt orders millers to get maize directly from GMB

Farmers who spoke to The Herald said that employees at the Grain Marketing Board (GMB) are rejecting grain on purpose on the grounds of high moisture content to force them to sell at low prices to their accomplices outside of depots.
The Herald states an incident at GMB Chinhoyi depot where a soyabeans farmer Mr Stephen Musasa had his crop rejected, but was certified by a private buyer Steel Base whom he had been referred to, as having the correct moisture content required by the GMB. At a Zanu-PF meeting in Chinhoyi, provincial youth chairman Tawanda Rupiya called on Government to intervene to curb the practice. Efforts by The Herald to get a comment from GMB were fruitless.

GMB employees rejecting grain on purpose to force farmers to sell at low prices to their accomplices outside depots

Due to the ongoing cash crisis, rural farmers are at the mercy of cash cash-rich middlemen who are buying maize at well below the market value. These middlemen are buying up the maize for as little as $140 per tonne which is well below the Government recommended price of $390 per tonne. The middlemen then sell the maize to the Grain Marketing Board for more than 100 percent profit.
The government is urging farmers to sell their maize only to the Grain Marketing Board, but farmers shun the GMB due to problems in getting paid and beauracracy involved.

The government has barred millers from buying maize directly from the farmers saying that they should go through the Grain Marketing Board (GMB). Agriculture, Mechanisation and Irrigation Development Minister Dr Joseph Made said:
<blockquote>Cabinet has approved the proposed new payment and marketing structure in terms of maize that millers will be purchasing this season,
Millers have agreed that they will not buy maize directly from farmers, but from GMB. The price at which they will be buying will be determined as each miller comes forward to GMB to buy the grain. This is a fundamental decision and a strategic decision.</blockquote>

Appearing before the Parliamentary Portfolio Committee on Lands, Agriculture and Mechanisation, Ministry of Agriculture Permanent Secretary Mr Ringson Chitsiko said that the Grain Marketing Board (GMB) is not changing the maize producer price.
Said Chitsiko:
<blockquote>We expect farmers to deliver five tonnes of maize per hectare. GMB has not changed the maize producer price, but will continue paying $360 per tonne.</blockquote>
Some legislators questioned the price when maize prices were set to decline with Zambia selling the grain for $140 per tonne. He also revealed that Government will not allow importation of grain when there are sufficient amounts in the country.

Ministry of Agriculture reveals maize price for 2017, says Govt won't allow importation of grain when there are sufficient amounts in the country

Appearing before the Parliamentary Portfolio Committee on Lands, Agriculture and Mechanisation, Minister of Agriculture Permanent Secretary Mr Ringson Chitsiko revealed that the Grain Marketing Board (GMB) only has 3 functional silo deposits out of 12 storage facilities.
He also said that that GMB has already gone to tender to find companies that will refurbish the silos before farmers harvest. Chitsiko revealed that 36 000 farmers are contracted under the Command Agriculture Scheme who had planted 240 000 hectares of maize. He told the committee that they were expecting 5 000 per hectare.
