Mt Pleasant Member of Parliament <a href="https://pindula.co.zw/Fadzayi_Mahere">Fadzayi Mahere</a> (CCC), has said Higher Education, Science and Technology Development Minister Amon Murwira is “out of touch with the depth of the unemployment crisis” in Zimbabwe.
Murwira recently told parliamentarians that unemployed graduates should not seek jobs but rather create their own businesses. He said:
<blockquote>
We nolonger talk of brain drain but brain circulation. We will not construct people who work for other people. The issue of graduating and seeking employement should be a thing of the past.
We want to change the mentality now. You need to go to school and put to use what you learnt not sleep at home and wait for employment. Those were colonial industries, let us start our own.
</blockquote>
In response, Mahere, who is also the Chairperson of the Parliamentary Portfolio Committee on Higher Education, Science and Technology Development, said:
<blockquote>
Regrettably, the Minister of Higher Education once again shows how out of touch he is with the depth of the unemployment crisis, the realities of Zimbabwe’s job market, the state of our economy and the needs of higher education graduates.
In most professions, the regulatory bodies don’t permit graduates to assume self-employment upon graduation.
He appears ignorant of the professional rules that govern the graduates he is churning out which is disturbing.
Doctors, lawyers, accountants &amp; engineers, for example, can’t just start up on their own. They have to first be employed for a set number of years before they can practice for their own account.
How does he expect such graduates not to seek employment? It’s ludicrous.
Zimbabwe has the highest unemployment rate in the region. The latest figures show that we are faced with over 85% unemployment.
This is clear evidence of a comatose economy, a shrinking formal sector and the disintegration of industry.
Graduates have been reduced to vending tomatoes because the economy does not work. He fails to make the connection or see the relatedness between the broken economy and the unemployment crisis.
There is an urgent need to stop the rhetoric, analyze the data, listen to key stakeholders and review Education 5.0.
Except for in The Herald and in his own head, the higher education system in Zimbabwe is not working.
The Minister ignores analytics at his peril. Lip service is paid to the notions of technology and innovation yet the reality on the ground shows that most universities and tertiary colleges lack efficient internet access, stable electricity and adequate water – not to mention the adverse impact of student poverty.
Propaganda can never fix the crisis – that’s the mentality that has to change!

Mahere said Murwira has been employed “his whole life” and has no authority to tell graduates to start their own business ventures. She said:

How does someone who is employed by the taxpayer predominantly to create an ecosystem that ensures students are fit for employment stand up in the august house to say that seeking employment should be a thing of the past?
Has he not been employed his whole life? Why didn’t he start his own thing instead of seeking employment?

Mahere Ridicules Minister Murwira's Call For Unemployed Graduates To Establish Industries

Higher and Tertiary Education Minister <a href="https://pindula.co.zw/Amon_Murwira">Amon Murwira</a> said that unemployed graduates must create their own opportunities, rather than seek jobs.
Speaking during a Question and Answer session in Parliament recently, Murwira said that Zimbabwe was changing the philosophy of why people enroll at institutions of learning.
He said Zimbabwe is not suffering a brain drain but experiencing brain circulation, adding that graduates should ditch the colonial mindset whereby people were educated to be employed.
Responding to a question about the Government’s position with regards to brain drain due to a lack of job opportunities, Murwira said, as quoted by <a href="https://www.newzimbabwe.com/brain-circulation-not-drain-argues-minister-murwira-tells-unemployed-graduates-to-create-opportunities-for-themselves/">NewZimbabwe.com</a>:
<blockquote>
Zimbabwe will continue training people and we are also changing the philosophy of why we go to school.
We go to school in order to be able to use our knowledge and skills and attitudes to start new enterprises.
We should no longer talk about brain drain. We talk about brain circulation.
We will be able to train our people so that they are useful to us either locally or elsewhere and they will be able to do things and be able to be useful to the country.
This is a deep philosophy that diverts from the philosophy of going to school to be employed by the colonial master, kuzvishandira, kwete kushandiswa.
Brain drain assumes that the pot that is cooking people has stopped cooking. We will continue cooking our people in our higher and tertiary education institutions.
Hativapedzi, ticharamba tichi trainer vanhu to the extent that these days what they call brain drain is actually brain circulation because we can still use our people wherever they are.
</blockquote>
He said the Government will create an environment that allows graduates to start their own industries and also provide them with venture capital. Said Murwira:
<blockquote>
When the education trains them how to be able to make things; how to be able to form industries and how to be able to work for themselves, our duty will be to provide them with the correct policy environment so that they are able to do so.
Also, how to provide them with the venture fund so that they have the finances. We shall not construct people who work for other people.
</blockquote>
He also said the Government has engaged neighbouring countries to export skilled graduates in an organised manner.

Minister Murwira Challenges Unemployed Graduates To Create Jobs For Themselves

Three Zimbabweans who studied law and obtained law degrees in South Africa are challenging a rule that prevents them from professionally practising law in that country.
Bruce Chakanyuka, Nyasha James Nyamugure and Dennis Tatenda Chadya launched a constitutional challenge of the Legal Practice Act (LPA), the law that says only permanent residents and citizens may be admitted to the legal profession.
The three Zimbabwean-born law graduates are being assisted by the Asylum Seeker Refugee and Migrant Coalition in the constitutional challenge.
South Africa’s Legal Practice Council (LPC) and the Minister of Justice are opposing the court bid by the three Zimbabweans.
According to GroundUp, the Legal Practice Act provides only for the enrolment and admission of attorneys and advocates who are either citizens or have permanent residence permits.
The three Zimbabweans all have permits that allow them to live, study and work in South Africa and have also completed their degrees, written board exams and done articles and pupilage.
The South African Government argues the legal profession is not a rare or critical skill and that many South Africans struggle to get work
The trio has also received support from three other organisations, namely the Scalabrini Centre of Cape Town, the Pan African Bar Association and the International Commission of Jurists. They have asked to be admitted as amicus curiae (friends of the court).
Scalabrini, which promotes and protects the rights of asylum seekers and refugees, said that the Legal Practice Council’s stance is “premised on the most vulgar of stereotypes and are simply xenophobic”.
In opposing documents, LPC chairperson Kathleen Matolo-Dlepu stated that it does not believe the relevant section of the Act is unconstitutional. She said:

Opening the floodgates of persons who wish to practise as attorneys or advocates may lead to abuse, particularly by those who will suddenly be entitled to practise in South Africa by simply obtaining a work permit … this will prejudice legal practitioners who have been admitted to practice.

Meanwhile, Nasreen Rajab-Budlender, the national chairperson of the Pan African Bar Association, has likened the exclusion of non-South African citizens from the legal profession to apartheid policies.
The matter is pending before the Pretoria High Court.

Zimbabwean-born Law Graduates Challenge Law Barring Them From Practising In South Africa

Speaking at a recent graduation ceremony at Kaguvi Vocational Training Centre, Youth and Indigenisation minister <a href="http://www.pindula.co.zw/Patrick_Zhuwao">Patrick Zhuwao</a> said graduates who played soccer on the streets in protest of President Robert Mugabe’s failure to create jobs are possessed by demons that need to be exorcised.
Zhuwao said,
<blockquote>We have seen on social media, graduates selling food and playing soccer in (Harare’s) First Street while wearing their academic regalia. If you are that type (selling firewood and playing soccer in streets) then traditional beer should be brewed for you to be exorcised because you would be possessed by demons. You also need to be exorcised by prophet.</blockquote>
He also said that the graduates lacked entrepreneurial skills that they can use for job creation. The minister also encouraged youths to apply the knowledge and skills acquired at school for job creation and self-employment.

Zhuwao says unemployed graduates who played soccer in protest need exorcism

In its 2016 survey report, the Zimbabwe National Statistics Agency (Zimstat) said that the country’s’ unemployment rate was now 11.3%, far below the 85-90% range widely used commentators and the opposition.
In the report the Government agency said,
<blockquote>The explanation for the substantial gap between the two estimates of unemployment is the size of the informal sector. Of this potential workforce, some 750,000 people – most of them students – are defined as economically inactive, while 800,000 are officially defined as unemployed. This gives an overall unemployment rate of 11.3%, far below the 85-90% figures widely used in the media.</blockquote>
However, according to the Zimstat report, 94.5% of the 6.3 million Zimbabweans defined as employed are working in the informal economy,
<blockquote>The largest number (4.16m) is made up of smallholder farmers in communal agriculture, followed by 615,000 in trade and commerce. Some 210,000 are said to have informal jobs in manufacturing 70,000 in mining, 118,000 in education and 92,000 in transport.”</blockquote>
The report went on to say that, as formal-sector employment has fallen, wages have increased.
<blockquote>The average wage has increased by almost one‑third but the vast majority of workers are still earning less than the officially estimated total consumption poverty line for a family.</blockquote>
