Almost 300 households and businesses with solar power have subscribed to the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) net metering programme and are collectively feeding over 20MW during the day into the national grid, an official has said.
Net metering is a system that allows solar energy system owners to send back excess electricity to the grid during the day and get credit for it. They then draw electricity from the grid during the night or on a cloudy day and only pay the net balance.
ZESA stakeholder relations, communications and welfare manager George Manyaya told reporters on Monday that so far, 21.3MW are being fed into the national grid under the net metering system. <a href="https://www.herald.co.zw/300-solar-users-feed-energy-back-into-grid/">Said Manyaya</a>:

The response has greatly increased after the net metering promotion announcement last quarter. Since the announcement in March, in excess of 5MW of applications have already been received.
The net metering threshold was at 100kW as regulated in the Electricity Net Metering SI 86 of 2018 and increased to 5MW in SI 38 of 2022. This resulted in increased registration in the programme.
We have 299 registered clients as of April 4, 2024…100 domestic and 199 commercial. So far, 21,3MW is registered to date, reducing demand from the ZETDC grid by 21,3MW.

ZESA had registered and commissioned seven schools that are now benefiting from the net metering programme.
Meanwhile, Manyaya said a large number of domestic clients eager to sign up for the project have off-grid solar systems which are not suitable for net metering as they require hybrid or grid-tied inverters to be able to export power into the grid.
Institutions such as universities and schools with solar installations are encouraged to apply for net metering so they can sell at weekends and during school holidays and cut their bills at other times.

Households Feeding 20MW Back Into National Grid From Solar Panels - ZESA

The Zimbabwe National Road Administration (ZINARA) says at least 400 000 vehicles being driven on Zimbabwean roads and are not properly licenced, prejudicing the country of millions of US dollars in potential revenue realised from the levy.
Addressing the media in Harare on Wednesday on the 2023 operational overview, ZINARA board chairman George Manyaya said there were 1.2 million registered vehicles in the country. Said Manyaya (<a href="https://www.zimlive.com/400k-vehicles-being-driven-on-zimbabwean-roads-with-no-licences-zinara/">via ZimLive</a>):

You may be interested to note that figures from the Central Vehicle Registry department (CVR) show that Zimbabwe has only 1.2 million registered vehicles and of these, only 800.00 are compliant in terms of licensing.
Monthly, ZINARA licenses an average of between 130 000 to 150 000 vehicles only which amounts to between US$2.6 million and US$3 million a month which is predominantly received in ZWL.
In essence, with a compliance rate hovering around 60 per cent, the revenues collected under licensing are far below those claimed to be collected.
Furthermore, in the year under review, licensing collection amounted to just over a third of the total revenue collected.
For instance, records show that vehicles that are registered in Harare are around 300 000.

ZINARA says it collected ZWL$868 billion against a revised budget of ZWL$768 billion in the year ending 31 December 2023.
Out of this amount, ZWL$536 billion was channelled towards road-related commitments. Said Manyaya:

We collect funds from various revenue streams that include tolling, vehicle licensing, fuel levy, and overload fees among other revenue streams.
I will focus mainly only on vehicle licensing where there has been some debate in some quarters that this revenue stream should be returned to local authorities.
The rationale behind collecting vehicle licensing fees on behalf of all road authorities was done to ensure that, by centralising this process, we achieve greater efficiency, accountability, transparency, and equitable distribution of funds.

While ZINARA said there were 1.2 million registered vehicles in Zimbabwe in 2023, the Zimbabwe National Statistics Agency (ZIMSTATS) reported that in the year ending December 2022, the number of vehicles registered in Zimbabwe hit 1.5 million, up from 1.3 million in 2021.

Only 800k Out Of 1.2 Million Vehicles In Zimbabwe Are Licensed - ZINARA

The <a href="https://www.pindula.co.zw/ZESA">Zimbabwe Electricity Supply Authority (ZESA)</a> has announced that the country’s power outages could ease from March 20 when Unit 7 at the coal-fired Hwange power station will be added to the national grid.
 ZESA spokesman, <a href="https://www.pindula.co.zw/George_Manyaya">George Manyaya</a>, said Hwange Unit 7 is set to begin a “synchronization process” on Monday during which it will feed power to the national grid. Testing could last up to six weeks.
Unit 8, which is also close to completion and is expected to deliver another 300 MW, is set to come on stream in April. <a href="https://www.zimlive.com/zesa-sees-power-crisis-easing-from-march-20-as-hwange-unit-7-fires-up/">ZimLive</a> cites George Manyaya as saying:

A lot of technical work has been done to ensure we deliver a robust system. Commissioning is a delicate procedure and has to be done diligently.
We’re pleased that we have conformed to the standards. We’re also satisfied that based on tests that have been taking place since December 2022, the Hwange 7 and 8 units have been well-designed and built to world standards. 
There have been challenges in the electricity supply owing to technical challenges at our power stations and Zimbabwe’s capacity to pay for imports. The Hwange expansion project will close the demand and supply gap.

On Friday, 17 March 2023, Zimbabwe was generating 315 MW at Hwange, 241 MW at Kariba and 11 MW at the coal-powered Harare Power Station for a total of 567 MW before imports and power from independent producers.
The new unit of the Hwange power plant will lift Zimbabwe’s installed capacity to 2 400 MW, although the country continues to generate far less.
The government says the country’s peak electricity demand is 1,700 MW.
Zimbabweans are currently enduring power cuts lasting up to 18 hours due to restricted generation at Kariba hydropower station, constant breakdowns of Hwange’s ageing generators and ZESA’s inability to pay for electricity imports.

Zimbabwe Power Outages To Ease From 20 March - ZESA

The Parliamentary Portfolio Committee on Transport and Infrastructure Development hailed the Zimbabwe National Roads Authority (ZINARA) board led by George Manyaya on Thursday over the ongoing road rehabilitation works across the country.
In 2021, the Government declared the country’s road network a state of disaster and launched the Emergency Road Rehabilitation Programme 2 (ERRP2) targeting highways as well as major roads in towns and cities.
However, concerns have been raised over the shoddy workmanship on some of the rehabilitated roads that have already developed potholes.
Parliamentary Portfolio Committee on Transport chairperson Oscar Gorerino praised Manyaya on Thursday after a two-day tour of various road projects and tollgates in the country. Gorerino said:
<blockquote>
ZINARA must continue with this new trajectory of rebranding, and ensure there is transparency in their handling of funds.
Millions were lost due to these activities and the previous boards and management were looting.
We are aware of the potential of the board chair (Manyaya) and we hope he will continue exhibiting the corporate governance principles and excellence he has done in other corporations he has been involved with.
</blockquote>
The Permanent Secretary in the Ministry of Transport and Infrastructural Development, Theodius Chinyanga, also showered ZINARA with praises. He said:

We acknowledge the sterling efforts that ZINARA made last year when they disbursed $9.5billion to road authorities.
I am glad that ZINARA has raised the bar higher and set a target of $17 billion for disbursement (for 2022).

The Government has said that contractors awarded tenders under the ongoing Emergency Road Repair Programme (Phase 2) who fail to perform as expected will not be given new contracts in future.

Parliament Praises ZINARA Board

The Zimbabwe National Road Administration (ZINARA) says it will soon disburse ZWL$17 billion to all authorities, for the rehabilitation of roads.
ZINARA board chairperson, George Manyaya, said the disbursements will commence towards the end of the rainy season in mid-March. Said Manyaya:

We have set a budget of $17 billion for disbursements to provinces and major cities, our projection is to start the disbursements possibly mid-March, when we anticipate that the rains would have subsided.
</blockquote>
Harare City Council is set to receive $1,1 billion, while Bulawayo City Council and Gweru Urban Council will get $338 232 414 and $196 249 227, respectively.
Mutare Urban Council will get $163 540 928, Masvingo City Council will receive $122 170 765, Mashonaland East will get $519 666 261, Mashonaland Central will get $451 591 400 while Mashonaland West will receive $741 425 947.
Manicaland Province will get $444 246 412, Midlands $661 434 426, Matabeleland South $495 155 562 and Matabeleland North $524 610 862.
Meanwhile, ZINARA Chief Executive Officer, Nkosinathi Ncube, said this year they had projected to collect ZWL$34 billion.
Ncube added that part of the funds will be used to repay the DBSA loan, which was used to repair the Plumtree-Mutare highway.

ZINARA To Disburse ZWL$17 Billion For Roads Rehabilitation

The central government has taken over the rehabilitation of roads in major urban areas in order to speed up the process.
Among the targeted roads is Maunganidze Road that links at least six suburbs in Kwekwe which had become an eyesore.
Residents applauded the move saying the refurbishment of roads in the Midlands city was critical, adding that more roads should be included in the government plan.
Another targeted road is the 20km stretch linking Zvishavane and Mabasa, while Bhinya Road in Nyanga that links it with Mutoko is also set for rehabilitation.
Speaking in Kwekwe during a tour of various road rehabilitation projects last Thursday, Mhona said: 
<blockquote>
We are here because we are following the footsteps of our leader President Emmerson Mnangagwa that we must approach the grassroots and hear their concerns so that we deal with them immediately and that is what we are doing.
This is not the day and age to have such substandard roads. We are going to blacklist all those contractors who are not doing their work in the manner desired by the second republic. There is no time for time wasters.
</blockquote>
Mhona was accompanied by officials from the Zimbabwe National Road Administration (ZINARA) during the tour.
ZINARA board chairperson George Manyaya said they were ready to disburse additional funds for road rehabilitation projects. Manyaya said:
<blockquote>
All the authorities must plan and implement road rehabilitation as funds for such were readily available. As early as the first week of the year, we had already sent all road authorities the figures we will allot them this year, and this is the time for them to plan, implement and prioritise their projects.

The government is also rehabilitating Seke Road under the Emergency Road Rehabilitation Programme.

Central Government Takes Over Rehabilitation Of Roads In Major Urban Areas

Newly appointed Zimbabwe National Roads Administration (ZINARA) board chairperson, George Manyaya said that the department will handle statutory funds with high levels of rectitude and propriety.
Manyaya was among three ZINARA officials recently appointed by President Emmerson Mnangagwa to serve in various capacities for the next three years.
In his acceptance speech, Manyaya said ZINARA will ensure that funds are disbursed on time to various road authorities. He said:
<blockquote>
… We must ensure the timeous disbursement of funds to the various road authorities. This role comes with a lot of responsibilities and expectations and when handling statutory funds like the road fund there is a need to manage such with high levels of propriety and probity.
… We applaud HE President ED Mnangagwa for spearheading the bold and transformative policies as infrastructural development is a key pillar in the national development strategy and as you have seen that the emergency road rehabilitation programme has taken shape.
We must ensure the timeous disbursement of funds to the various road authorities.

Lizwe Bunu was re-appointed for a second term as the deputy chairperson of the ZINARA board while Alderman Naason Mudzara was also reappointed as a board member for ZINARA, both for the next three years with effect from 13 January 2022.
The appointments were announced by Transport and Infrastructural Development Minister Felix Mhona on Thursday.
The Zimbabwe Anti-corruption Commission (ZACC) recently named ZINARA among the country’s most corrupt Government entities, the other two being the Zimbabwe Republic Police (ZRP) and the Vehicle Inspectorate Department (VID).

Furthermore, he is a qualified journalist who attained a Diploma in Mass Communication and Journalism Studies, Certificate in Diplomacy, Protocol and Etiquette, and a Certificate in Telecommunications Policy Regulation Management among other qualifications.
In line with the Cabinet directive on the re-bundling of ZESA entities and our strategic plan, he is expected to formulate robust internal and external stakeholder relations initiatives, including but not limited to, cultivating effective communications and media relations strategies, initiating rebranding, coordinating staff welfare issues and community welfare issues.

The Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz) has vowed to continue protecting subscribers from mobile network operators (MNOs). Potraz Vows To Continue Cautioning, Penalising Networks To Protect Subscribers

In a statement <a href="http://www.pindula.co.zw/NetOne_Zimbabwe">NetOne</a> acting chief executive officer Mr Brian Mutandiro announced Mr George Manyaya as the Public Relations and Special Projects Executive with effect from January 3, 2017.
Manyaya had emerged as the successful candidate in interviews conducted recently and had been appointed to complement NetOne’s efforts to turnaround the telecoms firm to become the network of choice. He is currently reading for a Doctorate in Business Administration with Binary University (Malaysia) in collaboration with Chinhoyi University of Technology.
He holds a Master of Commerce in Strategic Management and Corporate Governance degree from the Midlands State University and another Master’s Degree in International Relations from the University of Zimbabwe. Manyaya is also a holder of Bachelor of Commerce Honours degree in Business Management attained from the Midlands State University and a trained journalist with a Diploma in Mass Communication and Journalism Studies.
