A faction of the Citizens’ Coalition for Change (CCC) has distanced itself from reports claiming the opposition party is pushing for the postponement of general elections that are scheduled for 2028.
According to a statement posted on CCC’s social media pages, which are reportedly run by Promise Mkwananzi, who was appointed spokesperson by former party leader Nelson Chamisa in 2023, the opposition party is against the postponement of elections.
It accused the other faction led by Welshman Ncube and Sengezo Tshabangu of working with ZANU PF to subvert the will of the people. Read the statement in part:

The CCC would like to distance itself from the remarks attributed to the Ncube-Tshabangu group who obviously have been working with ZANU PF to give them a 2/3 majority to facilitate a third term by amending the constitution to force the postponement of elections in Zimbabwe. The CCC position is that the August 2023 elections were flawed and as such the outcome illegitimate.
This is the issue that needs to be resolved for the country to move forward. Zimbabwe needs to exorcise the ghost of disputed elections and end the cycle of disputed electoral outcomes, and that can only be achieved by dealing with the environmental issues through Electoral and political reforms leading to a fresh election. With political will, Electoral and political reforms can be concluded within 6 months from today.

The Jameson Timba-led faction also rejected plans by the Government to amend the constitution which will result in the transfer of voter registration responsibilities from the Zimbabwe Electoral Commission (ZEC) to the Civil Registry Department. It said:

The CCC position is that ZEC must continue to manage the voters’ roll including registration of voters. What the party has advocated for is the automatic registration of voters when they turn 18 by electronically and seamlessly linking the voters roll to the Civil registry database and not the transfer of the registration function to the Registrar General.

Last month, Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi told  <a href="https://www.sundaymail.co.zw/constitutional-changes-on-cards">The Sunday Mail</a> that the government is considering constitutional changes that would also result in an independent commission taking over delimitation duties from ZEC.

CCC Faction Accuses Welshman, Tshabangu Of Supporting Calls To Postpone Elections

President Emmerson Mnangagwa on Wednesday proclaimed 23 August 2023 as the date for the harmonised general election [presidential, parliamentary and local authority].
Below are some important things to know about the upcoming elections:
Who is eligible to vote?
Registered voters who were on the Voters’ Roll when the election date proclamation was done and those who register as voters not later than two days after the proclamation are eligible to vote in this year’s election.
When will ballot papers be printed?
The Zimbabwe Election Commission (ZEC) will print ballot papers after the sitting of the nomination Court on 21 June.
How much must candidates pay as Nomination Fees?
According to Statutory Instrument 144 of 2022, the presidential candidate nomination fee is US$20 000, up from US$1 000 in this year’s election.
A Member of Parliament and local authority candidate will pay US$1 000 up from US$50.
A proportional representation member will pay US$200, up from US$100 to participate in this year’s election.
The date for the run-off/re-run
President Mnangagwa set 02 October 2023 as the date for a run-off for the election of the office of the President if such a poll becomes necessary in terms of Section 38(1)(a)(iii) of the Electoral Act.
A presidential election run-off is held if no candidate gets 50 percent of the valid votes cast and above.
The top two candidates in the elections automatically qualify for the run-off and the winner is required to garner 50 percent plus one vote.
Zimbabwe held its first-ever presidential run-off also known as a re-run in 2008.
However, Movement for Democratic Change leader Morgan Tsvangirai withdrew from the race citing violence against its supporters and ZANU PF’s Robert Mugabe was declared the winner after the election.
What now for Electoral Amendment Bill before Parliament?
ZEC chief elections officer Utloile Silaigwana was recently quoted as saying that said once the President proclaims the election date, the commission will run an election with existing law.
When will parliament be dissolved?
Parliament will be dissolved at midnight on the day before the first polling day in the next general election called in terms of section 144 of the constitution.
Who qualifies to be an election candidate?
A presidential candidate should be a Zimbabwean citizen by birth or descent, should be at least 40 years of age, ordinarily resident in Zimbabwe and a registered voter.
A person who has already held office as President under this Constitution for two terms, whether continuous or not, is disqualified for election as President or Vice-President.
A person is qualified for election as a Member of the National Assembly if he or she is registered as a voter and is at least twenty-one years of age. A Senate candidate should be at least forty years of age.

2023 Elections: Here Is What Happens After Election Date Proclamation

President Emmerson Mnangagwa has said he will announce the date for the General Elections on Sunday, reported the <a href="https://www.chronicle.co.zw/president-to-announce-election-date-this-sunday/">Chronicle</a>.
Speaking in Binga today at the official commissioning of classroom blocks at Mabobolo Secondary School under Chief Pashu, Mnangagwa said:

Tomorrow (Sunday) I will be announcing election day.
When elections are conducted every person in Binga should safeguard our heritage by voting.
If we do not vote properly people without Zimbabwe at heart will take over. We must protect it and preserve our heritage.
</blockquote>
Last month Mnangagwa revealed that he will announce the election date towards the end of May.
Section 38 of the Electoral Act empowers the President to proclaim the date for harmonised elections after consultation with the Zimbabwe Electoral Commission (ZEC).

Mnangagwa Says He Will Announce Election Date On Sunday

Norton legislator Temba Mliswa (Independent) has suggested that the country should go for a referendum for the electorate to decide whether to go ahead with the 2023 general elections or postpone them.
Zimbabwe is scheduled to hold general elections this year between 26 July and 26 August.
The Constitution of Zimbabwe makes it clear that elections should be conducted every five years, and the term of office of elected government officers is strictly five years.
Mliswa claimed that Zimbabweans are tired of elections as they have failed to bring about substantial socio-economic change. He said:

The prevailing issue which has resulted in Mwonzora going to court is the culpability of all those who failed to play their role and only came to life after ZEC delivered the final report.
However, going forward, as I have already said in an interview with Guthrie Munyuki, a referendum could be a good idea at this moment.
The country needs a referendum to hear what the people say about the whole election debate and implement that.
People are tired of elections &amp; they have failed to bring about any substantial socio-economic change.
Instead of acknowledging this reality, there has been a lot of posturing by politicians across the board. There is always the mirage that the next election is it!
The opposition can’t campaign openly; the voter’s roll isn’t available and it’s clear from the outset that whatever results will come out will be contentious and won’t advance the country one step.
The reforms which the opposition has been clamouring for have not been realized!
The ingredients for another contentious electoral season are there and yet we are plowing full-steam ahead as if things have changed. They haven’t.
It’s just that in the frenetic excitement of polls, many lose their marbles and only awake after.

In 2019, the Zimbabwe Heads Of Christian Denominations called for the suspension of elections for seven years.
Some opposition parties have also called for the postponement of the polls but the country’s main opposition political party, CCC, wants polls to go ahead, despite having its many rallies banned or disrupted.

Zimbabweans Are Tired Of Elections, Says Temba Mliswa

Citizens’ Coalition for Change (CCC) leader Nelson Chamisa says President Emmerson Mnangagwa is scared of general elections scheduled for later this and will seek to postpone them.
Chamisa said Mnangagwa “will try all means” to postpone the elections, adding he cannot indefinitely postpone the inevitable. <a href="https://twitter.com/nelsonchamisa/status/1613159484179841027">Chamisa tweeted:</a>

I’m reliably informed that Mukoma (big brother) is now so scared of the election. And he will try all means, foul &amp; ugly, to avoid the 2023 election.
But then, one can’t postpone Christmas simply because they are on the dinner menu. A turkey can’t be trusted for advice on the timing of Christmas!

According to <a href="https://www.zimlive.com/raids-target-proxies-chidawa-and-mupungu-as-zanu-pf-rift-grows/">a report by ZimLive</a> Justice Legal and Parliamentary Affairs minister Ziyambi Ziyambi, has reportedly told Mnangagwa that the draft delimitation report will be used to weaken his grip on power and eventually lead to his impeachment by Parliament.
Ziyambi reportedly informed Mnangagwa that the delimitation report was a “mathematical exercise” designed to deny him a sweeping parliamentary majority while boosting CCC’s electoral chances.
According to ZimLive, Ziyambi and justice ministry secretary Virginia Mabhiza allegedly told Mnangagwa that Vice-President Constantino Chiwenga was believed to be behind a plot to remove him from power after the elections by working with his loyalists in Parliament and those from the CCC.

Mnangagwa Seeking To Avoid 2023 Elections - Chamisa

Captains of industry have warned that the upcoming 2023 general elections and the summer cropping season may rekindle runaway inflation if the government abandons its tight policy stance.
In its submission to the 2023 National Budget, the Confederation of Zimbabwe Industries (CZI) warned that funding the agricultural season and elections has the potential to create excess liquidity which can feed the growth of money supply which will upset markets. CZI said:

The current agriculture season, for example, will require the government to support farmers through the various schemes in existence.
There is potential for the creation of excess liquidity which can feed the growth of money supply if payments are not carefully calibrated.
The ability to crowd in the private sector as well as the general ability to fund agriculture in a non-inflationary manner will determine the inflation trajectory in the coming months.
The upcoming 2023 harmonised elections also have the potential to be a source of money supply growth unless elections are funded from the budget and payments are also carefully calibrated so as not to upset the market.
</blockquote>
Economist Gift Mugano said the government may be tempted to indulge in unrestrained printing of money in order to retain power. He said:

We are getting into an election period, naturally, the government tends to become weaker as far as these principles of value for money are concerned.
For how long should they keep the liquidity tight as the people who have the tenders for everything in the country are the main sponsors of the campaigns hence they will be given time to make money to support the ruling party’s events.

Zimbabwe’s annual consumer price inflation eased for the second straight month to 268.8% in October of 2022, from 280.4% in September.
