The Minister of Energy and Power Development, Edgar Moyo, has authorised the Zimbabwe Energy Regulatory Authority (ZERA) to impose a new US$0.005 petroleum levy per litre on both petrol and diesel fuel.
This levy is outlined in Statutory Instrument 168 of 2024, which was published in a supplement to the Zimbabwean Government Gazette on Friday, October 11th.
Taxes already account for a significant 35% of the overall fuel price in Zimbabwe. In fact, fuel taxes made up approximately 70% of the country’s excise duty revenue last year.
According to the statutory instrument, the collected funds from this new levy will be utilised by ZERA to strengthen compliance with regulations and standards within the petroleum sub-sector, as well as to procure necessary tools and equipment.
The full text of Statutory Instrument 168 of 2024 is provided below:

Petroleum (Levy) Regulations, 2024
IT is hereby notified that the Minister of Energy and Power Development after consultation with the Authority has, in terms of section 57 of the Petroleum Act [Chapter 13:22], made the following regulations:
1. These regulations may be cited as the Petroleum (Levy) Regulations, 2024.
2. The Authority with the approval of the Minister has imposed a levy of United States dollars (USD) 0.005 per litre to be part of the pricing of diesel and petrol, collectable upon importation of the products.
3. The National Oil Infrastructure Company of Zimbabwe (NOIC) and the Zimbabwe Revenue Authority of Zimbabwe (ZIMRA) (and its designated agents), shall be authorised to collect the petroleum levy, subject to the terms and conditions agreed upon with Zimbabwe Energy Regulatory Authority (ZERA).
4. The collected funds shall be used by Zimbabwe Energy Regulatory Authority (ZERA) for-
(a) strengthening the compliance of the petroleum sub-sector to regulations and standards;
(b) training and development;
(c) procuring tools;
(d) researching and development; and
(e) such other related activities as may be necessary.
5. The excess funds shall be used for enhancing access to energy in rural areas, procurement and construction of properties and the funding of activities meant to promote renewable energy uptake.

The government of Zimbabwe has added a new levy of US$0.005 on petrol and diesel fuel. This means people will have to pay a little bit more for fuel. The money collected from this levy will be used by the Zimbabwe Energy Regulatory Authority to make sure fuel meets standards and to buy tools. The goal is to make sure the fuel industry works well. The levy will be collected when fuel is imported. If there is extra money, it will be used to help rural areas get energy and promote renewable energy.

Zimbabwe Introduces US$0.005 Levy On Petrol And Diesel Fuel

Finance, Economic Development and Investment Promotion Minister Mthuli Ncube has proposed a temporary import duty on fuel in transit to other countries, in a move aimed at curbing rampant cases of transit fraud, reported <a href="https://www.zimlive.com/ncube-proposes-temporary-duty-on-fuel-in-transit-to-curb-rampant-fraud/">ZimLive</a>.
In his Mid-Term Budget Review Statement presented to parliament on Thursday, Minister Ncube acknowledged that the electronic cargo tracking system (ECTS) being used by the Zimbabwe Revenue Authority (ZIMRA) has failed to effectively stop transit fraud.
The government introduced the ECTS in 2017, which uses electronic seals and transmitters to monitor cargo, particularly fuel imports. This was a response to increasing incidents of transit fraud, where goods imported under the Removal in Transit (RIT) scheme were being offloaded on the local market without paying the required duty.
However, despite the implementation of the ECTS, Minister Ncube said that rampant cases of transit fraud continue unabated. He said:

I, therefore, propose to secure duty and levies on fuel imported under Removal in Transit Facility, by imposing payment of duty at the Port of Entry.
Such duty and levies shall be recovered on acquittal at the Port of Exit.
This measure, which takes effect from 1st August 2024, will not apply to fuel uplifted from National Oil Infrastructure Company, Msasa Depot.
The Zimbabwe Revenue Authority is directed to manage the duty refund process efficiently through dedicated bank accounts.

Ncube also proposed measures to deal with under-declared fuel imports. He said:

Cognisant of the opportunity by operators to under-declare fuel imports, as well as abuse of the Removal in Transit Facility, I propose to introduce mandatory Fiscalisation of domestic fuel sales, with effect from 1st November 2024.

Finance Minister Mthuli Ncube wants to stop fraud with fuel being sent to other countries. He says the current tracking system is not working well. A new plan is to charge duty on fuel when it enters Zimbabwe, and get a refund when it leaves. This will start in 2024 and won't apply to local fuel. There will also be new rules to make sure fuel is declared correctly. The goal is to stop people from cheating the system and selling fuel without paying the right taxes.

Mthuli Proposes Temporary Duty On Fuel In Transit

The Zimbabwe Energy Regulatory Authority (ZERA) has announced fuel prices effective 04 June to 04 July 2024.
In a notice, ZERA said diesel now costs US$1.61 per litre, down from US$1.66 per litre that was set on 05 May 2024.
However, the price of petrol has been raised slightly, from US$1.58 set on 05 May to US$1.59 effective 04 June 2024. ZERA said:

The public and operators advised that the blending ratio remains E20. Operators may sell petroleum products below the prescribed prices depending on their trading advantages and should display prices in a prominent place as provided for by the fuel pricing regulations.
</blockquote>
ZERA has done a breakdown of the fuel price build-up for June 2024 indicating that the FOB price and total landed cost for diesel were US$0.8069 and US$0.8958, respectively. For petrol, they were US$0.8497 and US$0.9386 respectively.
Total taxes and levies for diesel were US$0.5170 and US$0.5370 for petrol, while the total administrative costs were US$0.0210 for both diesel and petrol.
According to ZERA, the total product cost (Msasa) was US$1.434 for diesel and US$1.497 for petrol. The ethanol blending cost was US$1.10.
The total distribution costs for both fuel and diesel were US$0.035. The total costs for diesel were US$1.4688 and for petrol, US$1.4523.
The final pump price for diesel is US$1.6088, and US$1.5923 for petrol, to give rounded-off prices of US$1.61 and US$1.59, respectively.

ZERA Announces Diesel And Petrol Prices For June 2024

Finance, Economic Development and lnvestment Promotion Minister, Mthuli Ncube, said he doesn’t understand why fuel dealers refuse to accept ZiG as payment for their products.
Appearing before joint parliamentary portfolio committees on budget and finance as well as industry and commerce on Tuesday, Ncube said some businesses were still in the transition from ZWL to ZiG but will soon accept the new currency without difficulty. He said (<a href="https://www.zimlive.com/article/finance-minister-says-vexed-by-snubbing-of-zig-by-fuel-dealers/">via ZimLive</a>):

I don’t know why they don’t accept ZiG. We are in a multi-currency regime; they ought to accept if a buyer of fuel wishes to pay in ZIG.
This issue of transition from a volatile Zimbabwean dollar to a stable ZiG will take time for people to get their heads around it but with time, they will accept ZiG without difficulty. They should accept ZiG.

Ncube said the Treasury and the Central Bank will continue to encourage the acceptance of the ZiG by the local market.
He said authorities “will search low and high” for measures to ensure that businesses and traders accept the new currency.
The ZiG is the country’s sixth attempt to deliver a functioning local currency since 2008.

Mthuli "Doesn't Know" Why Fuel Dealers Don't Accept ZiG

The Reserve Bank of Zimbabwe (RBZ) has said the newly-introduced “structured currency” known as Zimbabwe Gold (ZiG), still cannot be used to buy fuel from service stations.
Some notable economic commentators have already predicted that the value of ZiG, which had an initial rate of 13.56 to US$1 when it was launched on Monday, will fall soon.
In a document released on Tuesday addressing some of the questions about ZiG, the RBZ said motorists won’t be immediately able to buy diesel and petrol using the new currency. It said:

The current pricing mechanism in the fuel sector will remain in place until otherwise reviewed.
As the Reserve Bank and government work towards wider use of ZiG, the fuel sector will be encouraged to accept ZiG for fuel purchases.
</blockquote>
Fuel is imported, and local fuel retailers sell it exclusively in foreign currency. In the past, fuel has run out in the country when dealers were forced to sell it in the local currency.
When the government changed its policy stance by allowing fuel trading in foreign currency, the product became readily available at service stations.
The Central Bank also said ZiG is not yet recognised internationally and cannot be used to make international payments as it has not yet achieved convertibility. It said:

ZiG is a local currency that has just been launched and has not yet achieved convertibility. The Bank will work to strengthen the currency to attain full convertibility, consistent with the regional agenda for macroeconomic convergence under the SADC Protocol on Finance and Investment.

ZiG replaced the Real Time Gross Settlement Dollar (RTGS) and subsequently the Zimbabwe dollar, which lost about 80% of its value this year alone and had been trading at 28,720 to US$1 before the change.

RBZ Cannot Guarantee Fuel Service Stations Will Accept Payment In ZiG

The Zimbabwe Revenue Authority (ZIMRA) last week called for wider involvement of security forces in the fight against fuel smuggling syndicates.
This comes as the Zimbabwe Energy Regulatory Authority (ZERA) has expressed concern about the safety of vehicles in the country as smuggled fuel is not being subjected to Consignment Based Conformity Assessment checks, which are conducted to eliminate contaminated products.
Responding to questions from the <a href="https://newsday.co.zw/theindependent/local-news/article/200023787/zimra-wants-military-solution-to-smuggling">Zimbabwe Independent</a>, Francis Chimanda, head of corporate affairs at ZIMRA said they investigating reports of increased fuel smuggling. He said:

Information is still being collated and will be processed to determine the legality of fuel importations by the companies.
ZIMRA has a total volume of fuel imported for domestic use and transit. Fuel abuse will be determined only after the data-matching exercise is complete.
Any revenue due to the State will be recovered and where prosecutions are required, these will also be pursued.
The country has porous borders that require collaborative effort from all border stakeholders including the security forces and other law enforcement agencies.
</blockquote>
Some fuel smugglers are allegedly declaring petroleum as shipments in transit to avoid paying requisite duties but the fuel has ended up being sold in the Zimbabwean market.
Zimbabwe has recorded a sharp rise in the number of fuel service stations in the last few years.
In the past four years, ZERA has licensed over 3 300 retailers, according to official data.
Of these, 910 operators entered the market last year alone, a marked increase from 733 in 2020, 848 in 2021 and 881 in 2022.

ZIMRA Wants Wider Security Forces' Involvement To Curb Fuel Smuggling

The Zimbabwe Energy Regulatory Authority (ZERA) has increased diesel and petrol prices in USD and decreased in Zimbabwean dollars with effect from 7 September 2023. In a statement published by Pindula News, ZERA said the new prices are as follows:

<li>Diesel 50: ZWL8 160.44/litre</li>
<li>Diesel 50: US$1.76/litre</li>
<li>Blend – E20: ZWL$7 648.14/litre</li>
<li>Blend – E20: US$1.65/litre</li>
</ul>
For comparison purposes, we present August and July prices. <a href="https://www.pindula.co.zw/2023/08/09/zera-raise-fuel-in-usd-reduce-in-zimbabwean-dollars-8-august-2023/">August prices</a> were as follows:

<li>Diesel 50: ZWL7,492.63</li>

In July, ZERA had released the prices per litre as follows:

The prices for September 2023 are based on M-1 which refers to refer to the cost of importing fuel into Zimbabwe. The M-1 price is determined by various factors, including international crude oil prices, transportation costs, port charges, insurance costs, and taxes. The M-1 price is used as a basis for setting the local pump prices of petrol and diesel in Zimbabwe. The M-1 price is subject to change depending on the fluctuations in the global oil market and other factors that affect the cost of importing fuel.
ZERA said the price will remain effective until 4 October 2023. ZERA has advised the public and operators that the blending ratio is at E20. Operators are allowed to sell petroleum products below the prescribed prices depending on their trading advantages and should display prices in a prominent place as stipulated by the fuel pricing regulations.

ZERA Raises Fuel Prices In USD, Reduces In Zimbabwean Dollars: 7 September 2023

A petrol storage tank caught fire and exploded at a fuel storage depot in the Kelvin West industrial area in Bulawayo on Saturday.
The raging fire burnt several vehicles to shells and sent passersby both motorists and pedestrians along Khami Road fleeing in sheer terror.
<a href="https://www.sundaynews.co.zw/bulawayo-fuel-storage-depot-explodes/">The Sunday News</a> reported that besides the storage tank, a fuel tanker belonging to a company identified as Multi-movers was reduced to a shell.
One of the owners of the truck only identified as Admire said the tank was about to load fuel at the depot when it caught fire.
The fuel storage depot is located along Khami Road next to the District Development Fund now RIDA depot at Kelvin West.
The depot is operated by a company identified as Cleaver Investment.
It took the fire brigade about 30 minutes to extinguish the fire after having waited 30 minutes to move in saying it was too risky to get close to the fire.
When the inferno had been put out, people started taking away property from offices as well as cars within the premises.

Fuel Storage Depot Catches Fire In Bulawayo

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority/">Zimbabwe Energy Regulatory Authority (ZERA)</a> has penalised almost 140 illegal fuel dealers for operating without licenses this year, while three other retailers had their operating permits revoked for selling products sourced from unlicensed wholesalers.
ZERA imposed fines ranging from US$50 to US$600 on individual offenders. ZERA’s CEO, Edington Mazambani, stated that the industry regulator would continue to weed out illegal fuel dealers and enforce licensing regulations to maintain long-term order in the sector. Mazambani said eight retailers were prosecuted last month for pegging fuel prices above prescribed levels. He told <a href="https://www.sundaymail.co.zw/zera-rounds-up-140-illegal-fuel-dealers">The Sunday Mail</a>:

In 2023, 137 petroleum companies have been prosecuted for operating without the requisite retail licences.
Fines ranging from US$50 to US$600 have been imposed on the different companies.
So far, three retail operators have had their licences suspended for purchasing fuel from unlicensed wholesalers.
The operation is not about recovering fuel but enforcing licensing regulations and long-term order in the sector.
Most unlicensed retailers sell petroleum products well below gazetted prices because they would have procured their products illegally.

He also said investigations are underway, but it is suspected that unlicensed retailers get their fuel through fraudulent activities, including smuggling, misdeclaration, and adulteration. Mazambani warned the public not to be lured by very low fuel prices as such products would have been tampered with.

ZERA Penalised 140 Fuel Dealers For Operating Without Licenses And Selling Illegally

The Zimbabwe Energy Regulatory Authority (ZERA) has warned illegal fuel dealers that they risk prosecution.
This comes as some unlicensed fuel dealers are advertising fuel on social media platforms promising to provide the product at low prices.
In a statement, ZERA said it is a serious offence for any unlicensed company to buy or sell fuel without the requisite license. Reads the statement:
<blockquote>
It has come to the attention of the Zimbabwe Energy Regulatory Authority (ZERA) that there are some illegal fuel dealers offering fuel for sale to retailers and the public via social media.
Trade in petroleum products is a regulated activity that must be conducted in terms of relevant licenses and license conditions.
In terms of the Petroleum Act Cap 13:22, no person other than a licensed petroleum company shall procure or sell or produce petroleum products in the country.
Therefore, be advised that it is a serious offence for any unlicensed company to carry out an activity in the petroleum industry without the requisite license.
It is a breach of license conditions for a licensed petroleum retail company to buy petroleum products from a company that is not licensed to procure/import or wholesale petroleum products.
ZERA takes the issue of illegal fuel trading seriously as it endangers quality of product and safety of the public whilst creating an uneven playing field in the industry.
ZERA is working with relevant government agencies to curtail this malpractice.
The Authority would like to strongly warn that any unlicensed person found trading fuel will be prosecuted.
In addition, any licensed petroleum company found buying fuel from an unlicensed wholesaler will have their license cancelled.
Petroleum retail companies are advised to conduct due diligence by engaging ZERA to verify the authenticity of any company that may be offering fuel for sale in a suspicious manner.
The list of all licensed petroleum companies is available on the ZERA website www.zera.co.zw.
ZERA would like to urge the petroleum companies and the public to report anyone they suspect to be illegally doing business in the petroleum industry as soon as they get such information.

ZERA Warns Unlicensed Fuel Dealers

South Africa’s Department of Mineral Resources and Energy has raised the price of 93 and 95 unleaded petrol by 37 cents per litre, while diesel decreased by 74 cents per litre and illuminating paraffin by 33 cents per litre.
The price adjustments are due to the cost of crude oil, international petroleum product prices, and the rand or dollar exchange rate. 
Brent crude oil prices increased from $79.24 to over $80 during the period under review, and the rand appreciated slightly against the dollar.
In the recent budget speech, Minister of Finance, Enoch Godongwana announced a 1 cent per litre increase to the general fuel levy for both petrol and diesel to recoup the levy payment for April 2023, which will be removed on June 7, 2023.
To the North of Limpopo, Zimbabwe’s Energy Regulatory Authority (ZERA) announced that the price of <a href="https://www.pindula.co.zw/2023/05/05/zera-announces-fuel-prices-effective-5-may-2023/">Diesel 50 will decrease</a> from US$1.64 to US$1.61 per litre while the price of Petrol Blend will remain the same at US$1.61 per litre.
The new prices in Zimbabwean dollars are Diesel 50 at ZWL$1,756.24 per litre and Petrol Blend at ZWL$1,752.81 per litre.
The new prices in Zimbabwe are with effect from the 5th of May 2023.

South Africa: Petrol Prices Go Up, Diesel, Paraffin Decrease

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective 02 February 2023.
The price of petrol is now US$1.61 per litre, up from US$1.59, while the price of diesel is now US$1.71, up from US$1.68 per litre. ZERA said in a statement:

Govt Increases Diesel And Petrol Prices

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective 11 January 2023.
The price of petrol is now US$1.53 per litre, up from US$1.50, while the price of diesel is now US$1.63, down from US$1.65 per litre. ZERA said in a statement:

The public and operators are advised that the blending ratio for unleaded petrol is at E5. Operators may sell the petroleum products below the prescribed prices depending on their trading advantages and should display prices in a prominent place as provided for by the fuel pricing regulations.

The new fuel prices in Zimbabwe dollars are as follows:

<li>Diesel is now ZWL$1.147.01, up from ZWL$1.119.82 per litre</li>

ZERA Announces New Fuel Prices Effective 11 January

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has raised fuel prices by two cents for petrol and three cents for diesel with effect from the 29th of December 2022.
In a statement seen by Pindula News, the regulator said petrol would now be sold at US$1.50 per litre up from the previous US$1.48.
In the local currency, the petrol price was raised to ZW$1 016.49 from ZW$1 007.45.
ZERA raised the US dollar price for diesel to US$1.65 from US$1.62 per litre while the diesel price in the local currency was hiked to ZW$1119.82, from ZW$1 094.04 per litre. Read the statement in part:

The average price of gasoline around the world is 1.28 U.S. Dollars per litre while the average price of diesel around the world is 1.32 U.S. Dollars per litre. 
GlobalPetrolPrices.com says the differences in prices across countries are due to the various taxes and subsidies for diesel. All countries have access to the same petroleum prices of international markets but then decide to impose different taxes. As a result, the retail price of diesel is different.
President Emmerson Mnangagwa early this year said he had <a href="https://zero.pindula.co.zw/i-directed-reduction-of-duty-on-fuels-no-duty-for-diesel-president-mnangagwa/">directed that duty on fuels be reduced by US 13 cents</a> among other measures to ensure the supply in the market remains stable and affordable.
Fuel prices went up in February with the government attributing the increase to the <a href="https://zero.pindula.co.zw/ukraines-foreign-minister-putin-launched-full-scale-invasion-well-defend-and-win/">war between Russia and Ukraine</a> which they said disrupted global trade as the two countries are the main producers of oil.
Analysts, however, observed that while the war had an effect on economies worldwide, fuel in Zimbabwe was more expensive when compared to its regional counterparts and this was due to higher taxes. That is when President Mnangagwa directed that the taxes be reduced.

Fuel Price Update: ZERA Hikes Petrol, Diesel Prices - 29 Dec 2022

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective 08 December 2022.
The price of diesel has been reduced to US$1.66 from US$1.70 per litre. The price of petrol has, however, gone up to US$1.55 from US$1.54 which ZERA announced on 30 November 2022.
Notwithstanding the fact that fuel is hardly sold in Zimbabwe dollars, ZERA has announced new prices in the local currency.

Fuel Prices Effective 30 November: Diesel Reduced, Petrol Hiked (ZW$)

Fuel prices are expected to go up next month in South Africa due to higher oil prices.
 The prices of oil have been going up globally due to the war between Russia and Ukraine. 
According to the Automobile Association of South Africa, often abbreviated AA, an automobile association that has been operating in South Africa since 1930, increases will start next month.
The AA says data from the Central Energy Fund forecast increases of between 97 cents and R1.09 a litre, <a href="https://www.enca.com/search/news?search=fuel">eNCA News</a> reported.
Illuminating paraffin is also expected to increase by around 30 cents a litre.
Meanwhile, the price of diesel will decrease by up to 34 cents a litre.
The development will likely have an impact on fuel prices in Zimbabwe since it imports from its neighbour.
Zimbabwe imports fuels primarily from Singapore, South Africa, Mozambique, Mauritius, and United Arab Emirates.

South Africa: Fuel Prices Expected To Go Up In December

The government says it will not force fuel service stations to sell fuel to sell in US dollars except for those that get fuel direct from the government amid fears that forcing players could cause shortages.
Every time the Zimbabwe Energy Regulatory Authority (ZERA) sets new fuel prices, it announces the price of petroleum products in both USD and ZWL but fuel is hardly available in the local currency.
In February, ZERA announced it was expecting to have more outlets selling in local currency but has hitherto made little if any progress in that regard.
ZERA chief executive Eddington Mazambani told <a href="https://businesstimes.co.zw/govt-dumps-zwl-priced-fuel-plan/">Business Times</a> that the plan was no longer sustainable. He said:

We no longer have plans to convince fuel dealers to sell in ZWL$ but they can do so if they want.
The move comes after the realisation that this could destabilise the stable fuel sector.
There are some service stations that get fuel direct from the government, they are urged to sell in ZWL$ as they are getting it at a subsidised price.

Mazambani revealed that Petrotrade, CMED, Zuva, and Genesis are some of the service stations currently selling fuel in local currency.
Fuel is being sold at US$1.51 and US$1.74 per litre for petrol and diesel respectively.
The fuel was around US$1.30 per litre in January before Russia invaded Ukraine which triggered a global fuel price hike.

Govt Abandons Zim Dollar Priced Fuel Plan

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective 26 October 2022.
The price of diesel has remained at US$1.73 per litre while the price of petrol has gone down to US$1.54 from US$1.56 which was announced on 19 October 2022.
Notwithstanding the fact that fuel is hardly sold in Zimbabwe dollars, ZERA has announced new prices in the local currency.

Price Of Petrol Goes Down

The Zimbabwe Energy Regulatory Authority (ZERA) has reviewed the prices of diesel and petrol (Blend-E20) with effect from 19 September 2022. 
ZERA issued another update on the <a href="https://zero.pindula.co.zw/fuel-prices-slightly-go-down-18-september-2022/">18th of September. </a>
In a most recent update seen by Pindula News, the authority said the price of diesel remains at US$1.74 per litre while the price of petrol also remains at US$1.52. Only prices in Zimbabwean dollars were raised. Reads the statement:

ZERA Announces New Prices Effective 19 September 2022

Energy and Power Development Minister Soda Zhemu says the government expects the business sector to start reducing prices as fuel prices continue to fall.
Speaking in an interview with <a href="https://newziana.co.zw/2022/09/14/govt-calls-on-business-to-reduce-prices/">New Ziana</a>, Soda said business should slash prices in tandem with the drop in fuel prices, and stabilised exchange rates, among other factors. Said Soda:

What we have seen in the past is that when the price of fuel increased even by a single cent, business would increase prices of basic commodities.
… Now that the price of fuel is going down, we do not seem to see that reflected in the prices of goods and services, and it is actually a concern.
They should pass the benefits accruing to the consumers just as they were doing when things were difficult. Why not now?

He noted that the business sector is always quick to increase prices whenever the price of a key input, such as fuel, was increased, yet was reluctant to reduce prices when fuel prices have been going down.
Last week, the Zimbabwe Energy Regulatory Authority reduced the price of petrol from $1.58 to $1.53 per litre.

The Zimbabwe Energy Regulatory Authority (ZERA) has reviewed the prices of diesel and petrol (Blend-E20) with effect from 08 September 2022.
The price of diesel has remained at US$1.74 per litre while the price of petrol has been reduced to US$1.53 from US$1.58.
Fuel prices in Zimbabwe dollars have, however, been raised, with the price of diesel now ZWL$1.014.01, up from ZWL$946.63 per litre while the price of petrol is now ZWL$892.35, up from ZWL$857.71.

The Zimbabwe Energy Regulatory Authority (ZERA) has reviewed the prices of diesel and petrol with effect from 16 August 2022.
The price of diesel has remained at US$1.74 per litre while the price of petrol has been reduced to US$1.57 from US$1.60.
Fuel prices in Zimbabwe dollars have, however, been raised, with the price of diesel now ZWL$851.14, up from ZWL$774.15 per litre while the price of petrol is now ZWL$769.35, up from ZWL$710.60.

New Fuel Prices Effective 16 August 2022

The Zimbabwe Energy Regulatory Authority (ZERA) has reviewed the prices of diesel and petrol with effect from 02 August 2022.
The new price of diesel is US$1.74 and ZWL$774.15 per litre while the price of petrol is now US$1.60 and ZWL$710.60.
ZERA said the blending ratio remains at E20. It added that operators may sell the petroleum products below the prescribed prices depending on their trading advantages and should display prices in a prominent place as provided for by the fuel pricing regulations.
Previously, the price of diesel was US$1.76 and ZWL$727.69 per litre while the price of petrol was US$1.61 and ZWL$667.43.

ZERA Announces New Fuel Prices Effective 02 August

The Zimbabwe Energy Regulatory Authority (ZERA) has reviewed the prices of diesel and blend for the month of July 2022. In a notice seen by Pindula News, ZERA said it had increased diesel and blend prices in Zimbabwe dollars. 
ZERA said diesel now costs ZWL$699.62 <a href="https://news.pindula.co.zw/2022/06/25/zera-increases-fuel-prices-effective-24-june-2022/">up from 661.73</a>per litre. Petrol (Blend – E15) now costs ZWL$659.80 <a href="https://news.pindula.co.zw/2022/06/25/zera-increases-fuel-prices-effective-24-june-2022/">up from 623.16</a> per litre. Reads the notice:

ZERA Has Increased Fuel Prices: 5 July 2022

Botswana police have arrested a Motswana along the country’s border with Zimbabwe after trying to smuggle 1 450 litres of petrol into Zimbabwe.
Police in Tshesebe recovered the fuel from the suspect along the Botswana-Zimbabwe border.
Tshesebe Police Station commander, Amos Kekgathetse told local media that the suspect was caught with 58 containers of 25 litres filled with petrol at Moroka village, a few kilometres from the border. Kekgathetse said:

The suspect, who was travelling alone at the time, is still in police custody.
Some of the charges he is facing include failure to package hazardous goods in a prescribed container, driving hazardous goods without a hazardous [product] licence.
</blockquote>
Kekgathetse said the seized petrol will be confiscated as prescribed by the Botswana Energy Regulatory Authority Act.
Kekgathetse said criminals use illegal routes to transport fuel to avoid paying tax at the Ramokgwebana border post. 
Fuel is expensive in Zimbabwe compared to its regional counterparts. 
Zimbabwe, Botswana and South Africa’s borders, reported to be very porous, are being used by criminals and tax evaders for smuggling goods and even human beings.

A Motswana Arrested For Trying To Smuggle Fuel To Zimbabwe

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective 24 June 2022.
Diesel now costs US$1.88, up from US$1.76 while the price of petrol (Blend – E15) has been increased to US$1.77, up from US$1.73 per litre.
In Zimbabwe dollar terms, diesel now costs ZWL$661.73, up from ZWL$550.59 per litre. Petrol (Blend – E15) now costs ZWL$623.16 up from ZWL$539.56 per litre.
ZERA said that were it not for the Government’s intervention, the price of diesel would have been US$2.01 while that of blend would have been US$1.84. ZERA added:

ZERA Increases Fuel Prices Effective 24 June 2022

Economist Gift Mugano said that the Government has failed to introduce policies that would protect local industry from the worst effects of rising fuel prices on global markets.
Early this week, the Zimbabwe Energy Regulatory Authority (ZERA) increased the price of petrol to US$1.73 per litre from US$1.68 while the retail price of diesel also went up to US$1.76 from US$1.74 a litre.
Speaking to Business Times, Mugano said it is imperative for the Government to consider scrapping some levies to avert total economic collapse. Said Mugano:

We are going in a one way direction and there is no turning back as it seems like policymakers are passing on the net effects of external shocks without them watering down by means of policy recourse.
It is high time that the government should relook at their pricing model of fuel as they should relook at some tax heads, for example, they should remove the Zimbabwe National Road Administration road levy since we are getting that from the tollgate.
Also, take out the strategic reserve levy for the purposes of reducing the burden on the economy but that is not happening.
</blockquote>
He said when fuel prices go up, inflation will inevitably rise, pushing the economy towards a total meltdown. Said Mugano:
<blockquote>
The development will only worsen the inflationary pressures which are already giving us a headache.
The economy is going to a point of no return in terms of the total economic meltdown as we are keeping giving poison to a sick person that is in the intensive care unit.
Total economic collapse is imminent with this direction and collapse normally happens on the currency side and would push us into default dollarisation which we said is going to happen in June and now we are heading towards that.
</blockquote>
Apex Council secretary David Dzatsunga said another round of price increases will push the poor worker deeper into poverty.

Total Economic Collapse Imminent - Mugano

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective 20 May 2022.
Diesel now costs US$1.74, up from US$1.71 while the price of petrol (Blend – E15) has been increased to US$1.68, up from US$1.64 per litre.
In Zimbabwe dollar terms, diesel now costs ZWL$499.56, up from ZWL$283.87 per litre. Petrol (Blend – E15) now costs ZWL$481.02 up from ZWL$271.85 per litre. ZERA said:

ZERA Increases Fuel Prices Effective 20 May 2022

Energy and Power Development Deputy minister Magna Mudyiwa said that fifty-seven service stations have been selected across the country to sell fuel in Zimbabwe dollars.
Speaking in the Senate on Thursday, 5 May, Mudyiwa said the service stations must meet certain conditions which ensure that the fuel is monitored. She said:
Not all service stations are selling fuel in RTGS but there are some service stations which are selling in RTGS through the fuel for RTGS is very limited.
<blockquote>
To date, we are not able to get fuel to deliver to all these 57 service stations. 
That is why you assume that there are no such service stations. There is little fuel found and sold in local currency.
These service stations which sell fuel in local currency must be monitored by the National Fuel Management System which is a computerised system that monitors how many litres of fuel have been received and the levels must be monitored from a remote-controlled office.

The Zimbabwe Energy Regulatory Authority (ZERA) yesterday announced new fuel prices effective 6 May 2022.
The price of diesel did not change in US dollars (US$1.71) but ZERA increased the price in Zimbabwe dollars from ZWL$264.77 to ZWL$283.87 per litre.
The price of petrol was increased to US$1.64 and ZWL$271.85 per litre from US$1.63 and ZWL$252.40 per litre, respectively.
What perplexes motorists is the fact that ZERA always announces fuel prices in the local currency yet the fuel is not available.
