The High Court of Zimbabwe has convicted Public Service, Labour and Social Welfare Minister July Moyo and Higher and Tertiary Education, Innovation, Science and Technology Development Minister Frederick Shava, for unlawfully borrowing over ZWG200 million from critical funds without prior approval from the Treasury.
The ministers were sued by Marvellous Kumalo, a former opposition legislator, who accused them of violating the Public Finance Management (Treasury Instructions), 2019, and the Constitution.
Kumalo argued that the ministers borrowed money from several government funds intended for the welfare of vulnerable populations, including children, the elderly, and skilled workers, without seeking the necessary Treasury approval.
The application was filed on September 24, 2024, at the Harare High Court, with Kumalo represented by Tonderai Bhatasara of Zimbabwe Lawyers for Human Rights. He claimed that the ministers’ actions violated principles of transparency and accountability.
The borrowings, which occurred between 2019 and 2023, were detailed in the 2023 Auditor-General’s Report, highlighting the ministers’ disregard for legal procedures.
On October 18, 2024, Justice Gladys Mhuri ordered both ministers to reimburse ZWG206,370,840 to the relevant funds within three months.
Moyo was ordered to repay ZWL$515,657,986 from the Sustainable Livelihoods Fund, ZWL$3,544,915 from the Child Welfare Fund, and ZWL$153,468 from the Older Persons Fund.
Shava was ordered to repay ZWL$5,250 from the Industrial Training and Trade Testing Fund and ZWL$2,123,558 from the Skilled Manpower Trade Testing and Certification Fund.
The court also mandated both ministers to seek Treasury authorisation for all previously borrowed amounts within 60 days of the ruling.

A former opposition member sued them for going against financial rules in 2019 and the Constitution. The ministers took money meant for helping vulnerable people without asking first. Zimbabwe’s Minister of Foreign Affairs and International Trade, Frederick Shava on 13 August 2024 assumed the Chairship of the Southern African Development Community (SADC) Council of Ministers.

Shava Assumes Chairpersonship Of SADC Council Of Ministers

President Emmerson Mnangagwa is expected to attend the Second Russia-Africa Economic and Humanitarian Forum, scheduled to take place in St. Petersburg, Russian Federation, from 27th to 28th July 2023.
According to a statement by Livit Mugejo, spokesperson for the Ministry of Foreign Affairs and International Trade, the President will be accompanied by the Minister of Foreign Affairs and International Trade, Dr. Frederick Shava, and senior government officials.
The forum provides a platform for exchanging bilateral and international issues of mutual interest and concern, and serves as a significant event in strengthening relations between Zimbabwe and Russia, according to Mugejo. The forum is built on the foundation of the inaugural Russia-Africa Summit that was held in Sochi, Russian Federation, in October 2019.
Zimbabwe and Russia are expected to sign several Memorandums of Understanding and agreements during the forum, which will further enhance cooperation between the two countries. Reads the statement:

President Mnangagwa To Attend Second Russia-Africa Forum In St. Petersburg

Zimbabwe’s Minister of Foreign Affairs and International Trade of Zimbabwe Frederick Shava is set to visit China from 27 May to 02 June.

Frederick Shava To Visit China From 27 May To 2 June

Zimbabwe has urged fellow SADC member States to monitor non-state actors to ensure they stick to their mandates.
Non-State actors are organisations and/or individuals that are not affiliated with, directed by, or funded by any government, for example, non-governmental organisations (NGOs).
Speaking during the ongoing SADC Council of Ministers Meeting currently underway in Kinshasa, the Democratic Republic of Congo, Minister of Foreign Affairs and International Trade, Frederick Shava, said Zimbabwe is awaiting the enactment of a law that regulates NGOs. He said:

It is imperative that Member States ensure the Mechanism for Engagement does not undermine regional cohesion and solidarity.
There is a need for a vigorous and continuous monitoring and review mechanism of accredited Non-State Actors.
This is to ensure that they stick to their mandates and demonstrate accountability, transparency and good governance in their affairs.
Further, cognisance of national legislations which govern the conduct of Non-State Actors should also be appreciated.
The Republic of Zimbabwe is currently awaiting the enactment of the Private Voluntary Organisations Bill, a legal instrument that allows the State to exercise its regulatory function while ensuring enhanced aid coordination and convergence of the work of development partners within the framework of the country’s national priorities.

SADC Executive Secretary, Elias Mpedi Magosi, urged member states to expedite the signing of the Intergovernmental Memorandum of Agreement (MOA) for the Establishment of a SADC Humanitarian and Emergency Operations Centre (SHOC). Said Magosi:

Zimbabwe Urges SADC Member States To Monitor NGOs

Turkiye’s Minister of Foreign Affairs, Mevlüt Çavusoglu, will be visiting Zimbabwe from 10 to 11 January 2023, the Ministry of Foreign Affairs and International Trade, has said.
In a statement, Ministry of Foreign Affairs and International Trade spokesperson Livit Mugejo said Çavusoglu is scheduled to hold talks with Acting President Constantino Chiwenga and his counterpart Frederick Shava. Said Mugejo:

Turkiye's Minister Of Foreign Affairs To Visit Zimbabwe

The Minister of Foreign Affairs and International Trade Frederick Shava will represent President Emmerson Mnangagwa at the funeral of Queen Elizabeth II in London on Monday next week.
Deputy Chief Secretary in the Office of the President and Cabinet George Charamba told <a href="https://newziana.co.zw/2022/09/15/shava-to-represent-president-mnangagwa-at-queens-funeral/">New Ziana</a> that Mnangagwa was invited to the funeral of the late British monarch but will not be able to attend due to other commitments. Charamba said:

The Foreign Minister (Shava) is attending for the President, who is scheduled to leave for the United Nations General Assembly on the day.

Earlier on Thursday, the British embassy in Zimbabwe dismissed as fake a letter purportedly written by the British government rejecting Mnangagwa’s request to attend the funeral.
Posting on Twitter, the embassy said Mnangagwa is not under any travel restrictions to the United Kingdom. It said:

Shava To Represent Mnangagwa At Queen Elizabeth II’s Funeral

The chairperson of the Zimbabwe Community in South Africa (ZCSA) Ngqabutho Mabhena has criticised Foreign Affairs and International Trade Minister Frederick Shava for his failure to consult fellow citizens based in South Africa over their expiring Zimbabwe Exemption Permits (ZEP).
Shava was in South Africa on Wednesday last week where he discussed migration and the expiring permits, among other issues with Naledi Pandor, that country’s International Relations minister.
Mabhena told CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a> that Shava was also supposed to consult ZEP holders before engaging the South African government. Said Mabhena:

How do you even say you are ready to welcome 170 000 people when you cannot take care of the ones already in the country who continue to flock to South Africa?
We feel the minister was supposed to also have a briefing with us to hear the concerns of fellow citizens and their challenges in getting the new permits before engaging Pandor.

Shava said Zimbabwe is ready to take back its citizens who fail to meet the requirement stipulated by SA for them to get other permits. He said:

Our governments must work closely in the implementation of this decision. We are ready to receive our nationals back home.

Shava Criticised For Not Consulting ZEP Holders

Foreign Affairs and International Trade Minister Frederick Shava said that the government is working on logistics to receive citizens residing in South Africa whose special permits will be expiring end of this year.
This follows the South African government’s decision to discontinue the Zimbabwe Exemption Permits (ZEP) which benefited more than 170 000 Zimbabwean nationals.
Shava and South Africa’s International Relations Minister Naledi Pandor held a mid-term review Bi-national Commission meeting in Pretoria on Wednesday where the issue of migration was discussed.
The former diplomat to China and the United Nations said Zimbabwe is ready to take back its citizens who fail to meet the requirement stipulated by SA for them to get other permits. He said:

South Africa also remains Zimbabwe’s biggest trading partner, with total trade between the two neighbours increasing from R38 billion in 2020 to R45.7 billion in 2021.

Zimbabwe To Repatriate Thousands Of Its Nationals From SA

South Africa’s International Relations and Co-operation Minister Naledi Pandor was on Friday hosting her Zimbabwean counterpart, Frederick Shava, the Minister of Foreign Affairs and International Trade, in Cape Town.
A spokesperson for the Department of International Relations and Co-operation Clayson Monyela said Shava was on a working visit to South Africa.
Monyela said the two ministers representing Pretoria and Harare were expected to discuss a wide range of bilateral, continental and international issues of mutual concern.
ZANU PF spokesperson in South Africa, Kennedy Mandaza, told African News Agency (ANA) that Shava’s tour of South Africa was significant in the sense that it affirmed President Emmerson Mnangagwa’s drive to re-engage the international community. He said:
<blockquote>We believe that this meeting, if it is going to address issues that are critical to our constituency here in South Africa, it should look at addressing the policies that have to do with trade and investment so that we can strengthen the relations that already exist.
We should look at policies that seek to create an investment environment that is conducive, friendly and is of mutual benefit to both countries.
Another issue of interest that the ministers can address is immigration, particularly as it pertains to border issues – how best can we ensure that we have a one-stop border post and to lessen the travelling time of the people.
… The leaders should also look at how our people based here in South Africa are going to get the vaccination against COVID-19.
There are still grey areas on whether Zimbabwean people here are going to be vaccinated and when will this be done. The issue of COVID-19 should also be looked at.</blockquote>
Meanwhile, Shelton Chiyangwa, South Africa chairperson of the opposition MDC-T led by Douglas Mwonzora said the diplomatic meeting was a waste of time and resources. Said Chiyangwa:
<blockquote>We find these continued bilateral talks as a continued waste of resources if they don’t address real issues affecting our people.
Zimbabwe is seriously under siege and South Africa continues to show a blind eye to the crisis.
We call upon Minister Pandor to address human rights violations in the country.</blockquote>
Chiyangwa said Shava should start enquiring about Pretoria’s decision on the special dispensation permits, the Zimbabwean Exemption Permit (ZEP) given to more than 180 000 Zimbabwean nationals working and doing business across South Africa.
Trust Ndlovu, chairperson of the Nelson Chamisa-led MDC Alliance said South Africa and Harare engagements were much ado about nothing. He said:
<blockquote>Regarding this bilateral engagement, there is very little we can read from their engagement, given their historical background.
There has not been much they have done to improve the political, economic and human rights situation in Zimbabwe.
Possibly, they should discuss issues regarding the Zimbabwean Exemption Permits problem.
Right now there are thousands and thousands of Zimbabweans stranded in South Africa without knowing what will happen to them regarding the extension of those permits.</blockquote>
According to African News Agency, the four-year ZEPs were issued effectively from January 1, 2018, and are set to expire on December 31, 2021.
Part of the ZEP conditions is that they are not renewable and do not entitle holders to apply for permanent residence, irrespective of the period of stay in South Africa.

MDC South Africa Wings Scoff At Frederick Shava Visit

Newly sworn-in <a href="https://www.pindula.co.zw/Ministry_of_Foreign_Affairs_And_International_Trade">Minister of Foreign Affairs and International Trade</a>, Ambassador Frederick Shava reportedly refused to assume office demanding that the government cleared his ambassadorial salary arrears amounting to US$100 000.
Reports suggest that <a href="https://news.pindula.co.zw/2021/03/02/pictures-shava-sworn-in-as-foreign-affairs-minister/">Shava who was sworn in as minister on March 2</a> only assumed duty on Tuesday last week after the government gave in to his demands.
<a href="https://news.pindula.co.zw/2021/02/09/shava-appointment-revive-willowgate-scandal-gukurahundi-discussion/">Shava was appointed</a> as the Foreign Affairs Minister following the demise of the late retired <a href="https://www.pindula.co.zw/Sibusiso_Moyo">Lieutenant-General Sibusiso Busi Moyo</a> who succumbed to Covid-19.
Prior to his appointment, Shava was Zimbabwe’s ambassador to the United Nations (UN) in New York from 2016, where he was also chairperson of the UN Economic and Social Council. An official source told Zimbabwe Independent:
<blockquote>He (Shava) said he would not assume work at the ministry unless his salary arrears were cleared. He was owed about US$100 000. He, like other ambassadors across the world, had not received his salary and benefits for over a year.
The money has since been paid in full and this is why he assumed work on Tuesday last week.</blockquote>
The ministry’s spokesperson Constance Chemwayi confirmed that Shava only resumed work last week, but claimed it had nothing to do with any salary demands. In written responses to the Independent’s inquiries, Chemwayi said:
<blockquote>As you are aware, the appointment of the <a href="https://www.pindula.co.zw/Frederick_Shava">Honourable Frederick MM Shava</a> as the Minister of Foreign Affairs and International Trade needed to follow the due processes to fulfill the provisions of the constitution which resulted in the gazetting of his appointment as Senator of Midlands Province on March 16, 2021.
Thereafter, he immediately left for New York to wind up his official and private affairs as the then permanent representative to the United Nations. Upon his return, he immediately assumed his official position as the Foreign Affairs minister. Never at any point since the announcement of his appointment did the issue of salary arrears arise as a matter of concern that could hinder his assumption of duty.</blockquote>
The source, however, refuted the Ministry’s report saying from the time Shava was supposed to start duty immediately after being sworn in or after the SI was gazetted, not wait another month.
The source added that Shava had long concluded his ambassadorial mission by March 16 and only assumed office on April 20 because he wanted his arrears cleared.

FA Minister Shava Wouldn't Work Until Govt Paid US$100k

United Kingdom-based Zimbabwean preacher, Mr. Uebert Angel has been appointed Zimbabwe’s Honorary ambassador to an undisclosed nation or organisation.
Reports about the appointment started spreading when exiled former cabinet minister, Professor Jonathan Moyo tweeted an alleged “draft programme for the special diplomatic training course for Ambassador Uebert Angel and his team” on his duties as a diplomat and diplomacy in general.

<a href="https://news.pindula.co.zw/">Pindula News</a> contacted a senior official in the Ministry of Foreign Affairs and International Trade who emphasised anonymity and the official said they were also not aware of the development. The source said:
<blockquote>We are not aware of the appointment, we’re also seeing the report on social media. We know nothing about it.</blockquote>
The response is typical of responses that have in the past been given by government officials who do not want to pre-empt, deny or verify some rumours.
Pindula News also spoke to a Zimbabwean ambassador (name provided but withheld) who said it was possible but it only means that Mr Angel was representing Zimbabwe’s not as a political diplomat. The diplomat said:
<blockquote>But you know that there are what we call public relations ambassadors like sports ambassadors, health ambassadors, religious ambassadors. All these are just mere brand personalities so honored to play a role in promoting the country’s image.</blockquote>
One such ambassador is Tino Kadewere, a Zimbabwean international footballer who plays for French Ligue 1 giants Olympique Lyonnais popularly know as Lyon.
This response was in sync with a tweet by the Secretary of Information, Nick Mangwana who suggested Mr Angel was appointed Zimbabwe’s goodwill ambassador. He said:
