Zimbabwean banks are struggling to meet exporters’ foreign currency demands for importing raw materials due to severe liquidity constraints.
In an interview with <a href="https://newsday.co.zw/theindependent/business-digest/article/200031626/banks-struggle-to-fund-imports">The Independent</a>, Fanwell Mutogo, CEO of the Bankers Association of Zimbabwe, said that the ongoing foreign currency shortages have hindered banks’ ability to support both exporters and importers effectively. He said:
<blockquote>
The insufficient foreign exchange has had an impact on the importers and exporters, hence hindering the banks to meet the needs and demands of both exporters and importers.
</blockquote>
Mutogo said the situation might improve if the recently introduced Zimbabwe Gold (ZiG) currency gains value. He said:

As the market accepts ZiG and uses it more for domestic transactions, banks are most likely to receive more voluntary foreign currency sales.
</blockquote>
Economist Prosper Chitambara said that building Zimbabwe’s foreign currency reserves is essential. He said:
<blockquote>
We look at several countries. South Africa has about US$62 billion in terms of reserves, Zambia has about US$4 billion, and Botswana, has about US$5 billion. So, Zimbabwe with about US$400 million, is probably not adequate.
So, I think we need to build our reserves, and we can always use those reserves again to liquidate in the interbank market.
</blockquote>
On Friday, Reserve Bank of Zimbabwe Governor John Mushayavanhu announced that reserves backing the structured currency, primarily gold, had risen significantly to US$375 million in June, up from US$285 million.
In his 2024 Mid-Term Monetary Policy Statement, Mushayavanhu said the central bank is implementing a strategy to build foreign reserves until they meet international standards. He said:

Given the importance of foreign currency reserves in sustaining the ZiG, the Reserve Bank has a reserves accumulation strategy to ensure adequate foreign reserves are available.
The Reserve Bank will, therefore, remain resolute on its accumulation strategy until the country’s foreign reserves reach internationally acceptable levels.

To fix this, a new currency called ZiG might help by gaining value. An economist says Zimbabwe needs to build more foreign reserves to be stable. The Reserve Bank of Zimbabwe is working on a plan to increase foreign reserves until they are at the right level. This will help the country's economy.

The government has reportedly gazetted a new Statutory Instrument that states that they can now penalise defaulters who either charge or pay in forex for a local transaction. This comes a few short months after Mthuli announced that the multi-currency system has been abolished and the ZW$ would be the sole legal tender on 24 June.
The government has since moved to legalise penalties for defaulter who still charge forex for their local goods and services which they called domestic transactions.

New Statutory Instrument, SI 213 Of 2019, RBZ Can Now Penalize You For Charging Or Paying Forex For A Local Transaction.

Speaking a Parliamentary Committee on Energy and Power Development on Thursday, John Mangudya dismissed reports Zimbabwe is experiencing fuel shortages due to non-payment of suppliers.
Mangudya said the country is experiencing shortages due to the time taken between the establishment of Letters of Credit (LCs) and their ultimate actualization at foreign banks. He said Zimbabwe is using letters of credit due to foreign currency constraints. Letters of credit are instruments used by banks to procure a commodity as a stock of value to be paid in foreign currency once they mature at a later date. Mangudya said the process involves multiple banks.
He further highlighted that most fuel companies in the country Zimbabwe have weak bank balances and facilities to back LCs for speeding up of fuel supply. Mangudya  however said the situation is expected to normalize during the course of the month as the RBZ is currently engaging external banks and other financiers to access strong facilities to back LCs.

Western Union agents have close shop due to foreign currency shortages as they are failing to access hard cash from local banks for onward transfer to receivers.
According to an official in the money transfer business who spoke to The Herald on condition of anonymity, money transfer agencies are failing to fulfil their obligations due to failure to access foreign currency from local banks. He said while Western Union (International), for example, deposits money in the nostro account of a local bank, the bank might not necessarily have the physical notes to give the local Western Union agency.
He said some Western Union agencies in Zimbabwe have since closed shop. Some Western Union agencies have been putting up notices advising beneficiaries of remittances that they no longer offer such services. One notice seen by The Herald reads:
<blockquote>We no longer offer Western Union services here. Please try Ecobank Nelson Mandela Branch or Easy Link Corner First and Samora Machel next to Reserve Bank.</blockquote>

Western Union Agents Close Due To Forex Shortages

In a statement, Schweppes Zimbabwe Limited (SZL) said the shortages of its products is a result of shortages in raw materials and finished goods.
SZL said they are now exporting cordials and juice drinks into regional markets to get foreign currency to buy raw materials.The beverage maker however said the foreign currency generated from exports is re still inadequate to meet monthly imported raw materials’ total requirements.  Said SZL:
<blockquote>We anticipate continued gaps in production, supply and availability of our products in the market. The recent panic buying in October 2018 depleted raw materials and finished goods inventories, resulting in supplies to both our domestic market and export market falling short of demand significantly.</blockquote>

ATTENTION: THE GOVERNOR, JOHN MANGUDYA ESQ.,
Dear Sir
Subject: Request for support to restart operations at RioGold 
As per our previous communications, we regret to confirm that Cam and Motor Mine, Dalny Mine and Renco Mine involuntarily stopped operations after running out of consumables and spare parts recently.
As you are aware, the stocks of critical imported consumables and spares ran out due to an acute forex shortage including cyanide, activated carbon, caustic soda, explosives, forged steel balls, spares for the repair of crucial equipment and numerous other items.
As you know, over the last 30 months, RioZim has only received 14% of its money in forex against a Reserve Bank Directive of 50% directly to our nostro account and 50% through application to the RBZ. ln the 9 weeks preceding the closure of production at the mines we have received almost no foreign exchange.
Having run out of the above critical consumables and spares, Dalny Mine stopped operating on 19 October followed by Cam and Motor Mine and Renco mine on the 22 October. As you will agree, this disruption is very harmful to us all that is our employees, our creditors, the Government of Zimbabwe along with all other stakeholders. However, we very much hope that this stopping of production is temporary and that we will resolve the issues currently facing us as we continue to engage yourselves and hope that at the end of it we shall come out stronger to the benefit of all stakeholders.
Governor, we humbly request for your urgent intervention in the following matters which will allow us to restart all our operations and sustain operations thereafter. The assistance we seek is for the following:
1. Once-off exception to allow RioZim to retain 100% forex for the first delivery of Gold after we restart. This will help us to catch up on the deficit created over the last 9 weeks when we received near zero forex allocation and allow us to restock critical supplies to sustain operations.
And
2. RioZim being allowed to retain 60% of its revenue in Forex at every weekly delivery thereafter: 
a. 50% for operations; (As you will recall from your attached letter Governor, dated 11 September 2018 you had already agreed to provide as with 50% Forex retention prior to your recent Monetary Policy statement plus facilitate payments for our capex projects) and 
b. 10% for critical sustaining capex as we haven’t been able to spend anything on repair and maintenance since over a year due to forex shortages. Our plant and equipment needs urgent attention for them to continue working efficiently.
And
3. RioZim being facilitated to access extra forex over the next year for our mission critical growth projects through Letter of Credit facility. To date we have invested more than $30m at Cam and Motor. In order sustain and indeed further increase production, we now need to invest an additional $15m for Biox – without which Cam and Motor has no life going forward and production there will collapse to zero as you are already aware. We need to invest a further $5m to expand production at Renco.
Governor, if RioZim can access all three above, then we want to assure you that the company can get back to producing 165 kgs a month (Cam- 60kgs, Renco- 60kgs, Dalny- 45kgs) from the current production of Zero for a year after we restart. Thereafter, RioZim will be able to grow its production to 300kgs a month (Cam-180kgs, Renco- 75kgs and Dalny- 45 kgs) from year 2 onwards after Biox and Renco expansion are completed.
We remain committed to being a big contributor the economic development of our country by sustaining circa 2,600 current jobs, creating new jobs, supporting our large communities, generating huge forex reserves and contributing in a big way to the fiscus.
We seek your kind and urgent intervention to help RioZim get back to optimal production at the earliest possible. We will endeavour to restart our operations within 2 or 3 days after receiving your support on the above three points and get back to steady state operations.
