Two schools in Matabeleland North Province have been put under full lockdown following an outbreak of COVID-19 at the learning institutions, the <a href="https://www.sundaynews.co.zw/two-boarding-schools-under-full-covid-19-lockdown/">Sunday News</a> reported.
Minister of Information, Publicity and Broadcasting Services, <a href="https://www.pindula.co.zw/Monica_Mutsvangwa">Monica Mutsvangwa</a> said Fatima and George Silundika High schools have been temporarily turned into isolation centres. She said:

Out of the 252 new cases, 130 were from Fatima and 33 from George Silundika Secondary schools, in Matabeleland North Province. Health teams are on the ground and the situation is under control. The slight increase is an indication that the country needs to remain vigilant.
</blockquote>
The spokesperson of the Ministry of Primary and Secondary Education, Mr <a href="https://www.pindula.co.zw/Taungana_Ndoro">Taungana Ndoro</a> said no visitors are allowed to Fatima and George Silundika because of the cases. 
Minister Mutsvangwa said most of the COVIDd-19 funding for 2021 came from the Government of Zimbabwe which contributed US$305 million (84 percent) of the total funding of US$362 million. 
Some of the vaccines were donated by China, India and Russia..

Two Schools Put under Full Lockdown Following COVID-19 Outbrek

The number of confirmed new coronavirus infections at Fatima High School in Lupane District has risen from 6 to 131 amid reports some teachers have refused to be tested for the virus.
Lupane District Medical Officer, Dr George Mutizira said the outbreak was institutional, not coming from outside and they have since quarantined the school.
Mutizira said no one will be allowed to come in or go out until the situation is back to normal. He said:
<blockquote>
We conducted a screening exercise at the institution which was over three days due to other school activities which prevented us from conducting the exercise in one day.
Everyone was screened except some teachers who refused to be tested.
Our observations were that this is an institutional outbreak and as such, we decided to quarantine the institution from interacting with the outside world.
We hope within the next two weeks the situation would have normalised and we also hope that the school authorities will make sure the measures we gave them as part of containing this outbreak will be religiously followed.

Mutizira said the figures were cumulative, starting at 6 cases initial to 12 then 18, 46 and 49, making it 131 positive cases.
Matabeleland North Provincial Education Director (PED), Jabulani Mpofu confirmed the outbreak to the <a href="https://www.newzimbabwe.com/aston-villas-nakamba-nightmare-struggling-midfielders-value-sinks-to-3m/">Chronicle</a> but said he was unaware that some teachers had refused to be screened. He said:

It is true yes that there have been positive cases at the school but I have not heard that some teachers refused to get tested, for what purpose really?
Get hold of the Lupane District Schools Inspector (DSI) who is on the ground and may give you the correct position.

Lupane DSI, Lovemore Ncube, confirmed that some teachers had indeed refused to be screened and said the school head, a Mr Moyo, who attended a Matabeleland North boarding schools meeting held at Milton High School in Bulawayo on Monday, was not coming directly from Fatima High School. Said Ncube.

What we know is that one student teacher and 82 learners have tested positive for COVID-19.
Everyone in the school has been screened and we have not been informed that some teachers refused to be tested.
As for the school head, yes, he attended the meeting in Bulawayo but was not coming from the school.
He was from another meeting outside the province.

Fatima High School COVID-19 Cases Rise To 131

Zimbabwe Lawyers for Human Rights (ZLHR) has asked authorities at Fatima High School in Lupane in Matabeleland North province to release examination results for two students, which they are withholding as a way to induce payment of outstanding school fees.
School authorities had been withholding Ordinary and Advanced Level examination results for Wellington Nyoni, who wrote his examinations in 2015 and 2017 respectively and Ordinary Level examination results for Sithembinkosi Ndlovu, who sat for her examination in 2016 claiming that the students’ parent Fransisca Ncube and guardian Lochi Stephen Ndlovu, who are liberation war veterans had not paid up school fees and yet all along the children’s school fees was being paid by the government.
Upon being engaged by Prisca Dube of ZLHR, Fatima High School Headmaster only identified as B Moyo advised the human rights lawyer that he was not aware of the matters and requested that both Nyoni and Ndlovu should report at the school and see him personally to have the issues resolved.
Over the years, ZLHR has resorted to using litigation in order to compel several school authorities to release examination results which they would have withheld in order to induce parents and guardians to pay outstanding schools and thereby impede the progress of students to pursue their educations desires.
In 2018, the then High Court Judge Justice Nicholas Mathonsi declared as unconstitutional the practice by some school authorities of withholding examination results for students as a way to induce payment of outstanding school fees.
Justice Mathonsi ruled that the refusal by authorities at Ihlathi High School in Bulawayo to release Ordinary Level examination results of a student over non-payment of school fees is unlawful and unconstitutional as infringes on the student’s constitutional rights enshrined in section 75 and section 81 of the Constitution.
