Matabeleland South Provincial Affairs and Devolution Minister, Evelyn Ndlovu, said that she was forced to vacate her house in Gwanda town because of marauding troops of baboons.
As reported by the <a href="https://newsday.co.zw/southerneye/local/article/200023279/briefs-minister-flees-baboons-menace">Southern Eye</a>, Ndlovu said baboons are giving residents of Gwanda sleepless nights as they are getting into people’s houses in search of food and water.
She implored the Zimbabwe Parks and Wildlife Management Authority (ZimParks) to address the challenge. Said Ndlovu:

Wild animals are destroying people’s crops, killing people and cattle which is not a good thing…
This needs to be addressed because we have had baboons coming into the homesteads in Gwanda.
l myself left my house in Gwanda because l cannot stay there due to the fact that there is no peace.
Winter crops have been destroyed and l think electric fences should be put up to keep the wild animals away.

In November 2023, a full-grown male baboon mauled an 18-month-old baby as it tried to drag him away into a bush in West Nicholson in Gwanda District.
The mother of the child, Petronella Moyo (22), ran after the baboon that had snatched her child from a room, forcing it to dump him and flee.
The animal sank its teeth into the baby twice and left him badly wounded after dragging him on the ground for about 50 metres.
The boy was taken to Gwanda Provincial Hospital where he received treatment and was vaccinated against rabies.

Marauding Baboons Force Minister To Vacate Home

The Government is not yet ready to fully implement the free basic education policy due to budgetary constraints.
This was said by Primary and Secondary Education Minister Evelyn Ndlovu while responding to questions from backbenchers in the National Assembly on Wednesday last week. Ndlovu said:
<blockquote>
We sat down before the end of the year with the Ministry of Finance and Economic Development to analyse the budget to check on the amounts that were allocated to the Ministry in terms of funding the education sector in this country.
After a deep analysis of the figures, it is quite clear that we can start the implementation of the programme.
However, it should be implemented in a staggered manner because we do not have enough resources to immediately implement that policy.
… We worked together with the Deputy Minister of Finance before the end of the year. We have the figures and we have got US$6.3 million and that US$6.3 million is not enough.
It is not enough but we have to start the implementation because the Constitution says so and the Education Act says so.

The Government promised to progressively provide free primary education starting this year but the programme is yet to take off, more than a month after schools opened for the 2023 first term on 09 January.

Govt Says Not Ready To Roll Out Free Basic Education

The Zimbabwean government has said it does not have enough resources to give free education which was expected to start in the first term of 2023.
In 2020, President Emmerson Mnangagwa signed into law the Education Amendment Act, which compels the State to provide free basic education in line with provisions of section 27 of the Constitution. 
The government initially announced the pledge to offer free education in 2018 but nothing has happened yet.
Primary and Secondary Education minister <a href="https://www.pindula.co.zw/Evelyn_Ndlovu">Evelyn Ndlovu</a> told Parliament yesterday that there was not enough money for the exercise.
Ndlovu was responding to legislators’s questions on the free education pledge during a Parliament question-and-answer session. She said:

We wish to do that, to give  free education, but it is unfortunate we have US$6.3 million (for the exercise) and that is not enough.
We agreed that we have to sit down with the Ministry ofFinance to analyse and check on the amounts that were allocated to the Ministry of (Primary and Secondary) Education in terms of funding and after a bAig analysis, it is quite clear that the funds are not enough.
At times I sit and wonder whether we can afford to pay fees. The truth of the matter is we want to pay fees for every child. We have a policy in this country, an Act of Parliament that demands that we pay fees and as a House of Assembly, we agreed to it.

Speaker of the National Assembly Jacob Mudenda said Parliament should have queried the minister during the budget. He added:

The Minister of Finance (Professor Mthuli Ncube) will come to this House to ask for more funds in the supplementary budget.

Fianance minister Ncube allocated $631.3 billion (US$976 million) towards providing quality infant, junior and secondary education. The bulk of the allocation will, however, go towards teachers’ salaries and other learning costs.

"We Don't Have Enough Resources To Give Free Education" - Govt

The government, through the Ministry of Primary and Secondary Education, says it will resume the schools feeding programme which is meant to meet the nutritional needs of learners and reduce absenteeism due to hunger.
Under the schools feeding programme, the government provides beans, and grain which is then processed into maize flour to prepare meals for learners.
However, the programme was abruptly suspended this year.
The matter was raised during the week-long Strategic Choices for Education Reform in Eastern and Southern Africa meeting in Victoria Falls.
The meeting was hosted by the World Bank and Global Partnership for Education and was attended by education directors and Permanent Secretaries from Eastern and Southern Africa, including education partners.
Speaking during the meeting, Phathugwalo Masuku, the headmaster of Chamabondo Primary School said there are some learners who needed to be fed as lack of food was affecting their performance. He said:

We cannot feed the children on a daily basis because of budgetary constraints. It is true that we have some learners who cannot come to school well-nourished and that is affecting their performance in class.
We wish the feeding programme can be resuscitated so that learners get at least a meal per day at school.

Responding to the concerns, Primary and Secondary Education Minister Evelyn Ndlovu said the scheme was temporarily suspended because of corruption in the procurement processes. She said:

As for the schools feeding programme, we had a challenge with procurement, that’s why we haven’t started giving maize.
People were charging too much and the Ministry of Finance said we can’t charge using black market rates.
Now that we are coming back to normal schools will resume feeding programmes.

Govt Says It Will Resume Schools Feeding Programme

The Minister of Primary and Secondary Education Evelyn Ndlovu said that her ministry will soon engage stakeholders to review the Continuous Assessment Learning Activity (CALA) curriculum.
Ndlovu revealed this while speaking during the National Association of Primary Heads (NAPH) conference in Victoria Falls on Tuesday. She said:

As you are all aware, our curriculum has run its course — that is from 2015 to 2022 — and it is now up for review.
Shortly the ministry will involve all stakeholders in the country for their input.

Parents and guardians have over the years been calling for the scrapping of CALA saying most of them cannot afford materials needed by children to successfully carry out projects.
Speaking at the same NAPH conference, NAPH president Cynthia Khumalo who is the head of Chinotimba Primary School in Victoria Falls proposed that <a href="https://www.pindula.co.zw/Continuous_Assessment_Learning_Activity_(CALA)">Continuous Assessment Learning Activity (CALA)</a> projects for Grade Six learners be scrapped as they are burdening pupils with too much work. Khumalo said:

Continuous Assessment Learning Activity is an excellent way of assessing the learners but its administration needs fine-tuning. The scenario where a 13-year-old produces 30 projects is on the higher side.
At university, only one project is produced and so we suggest that one component per subject is enough starting at Grade Seven level.

Education Minister Says CALA Now Up For Review

The Minister of Primary and Secondary Education, Evelyn Ndlovu, has denied claims that there is an abundance of Ndebele and other minority language teachers who are unemployed.
This comes after some members of parliament asked why a number of teachers who were deployed in the Matabeleland region lacked the necessary Ndebele language competence.
Ndlovu said that in some cases, teachers lied about their ability to instruct in a specific language, but when they were deployed to schools, they were unable to do so.
She also said that government policy was, “when a child is still young at ECD level up to Grade 3, the child must be taught in his or her mother tongue but we have a challenge of teachers from that region.”
Ndlovu refuted claims that teachers from other regions of the country were being deployed to teach at primary schools in Matabeleland while Ndebele teachers were being overlooked. She said:
<blockquote>
I do not think there are facts there. It is a talk that is very prevalent in our society. The truth must be told that we have got a screen in the office.
Because of the ICT computers and software that we have, all the teachers who graduate register with the Ministry.
After registration with the Ministry – we have transferred that register to the Public Service Commission which has got a register of all the teachers that have graduated.
I am yet to be informed that there are Ndebele teachers that are available but have not been deployed.
But on our screens, we are told that we do not have Ndebele teachers, we do not have Venda teachers, we do not have Kalanga, Sotho, Ndau, and Tonga teachers. They are in short supply.

Ndlovu urged MPs from communities that speak minority languages to encourage people to enroll in teacher training colleges to deal with the shortage of competent teachers to teach minority languages.

Ndebele, Tonga Teachers In Short Supply - Minister Ndlovu

The Minister of Primary and Secondary Education, Evelyn Ndlovu, has said the shortage of Ndebele teachers especially for ECD level up to Grade 3 is due to the reluctance of people from Ndebele-speaking regions to become teachers.
Ndlovu said the majority of learners from Ndebele-speaking regions do not finish secondary school education and instead choose to migrate to South Africa and Botswana.
She was responding to a question from Senator Bekithemba Mpofu on what the government policy was regarding teachers teaching primary school children without the knowledge of their language.
Mpofu then gave an example of a teacher with limited knowledge of Ndebele teaching primary school children in a school that is predominantly of the Ndebele community. Ndlovu responded:

The policy is that when a child is still young at ECD level up to grade 3, the child must be taught in his/her mother tongue but we have a challenge of teachers from that region.
We have been advocating for more teachers to be trained from that particular region without success.
Most of the children in that region opt for other qualifications. The majority of them do not finish school.
They leave for South Africa or Botswana and they do not finish their primary and secondary education. That is the biggest challenge that we have.
We have been in touch with the training colleges to investigate the shortage that is there and I am very disappointed that we have failed to get children into those colleges.
I am very disappointed. We have failed to get volunteers even in my own constituency which is Bulilima.

Minister Ndlovu Explains Why There Is A Shortage Of Qualified Ndebele Primary School Teachers

The Minister of Primary and Secondary Education, Evelyn Ndlovu, says parents whose children have been turned away from school for failing to pay school fees in foreign currency should report the schools to the Zimbabwe Anti-Corruption Commission (ZACC).
Responding to questions from senators in Parliament on Thursday, Ndlovu said government policy does not obligate payment of school fees in foreign currency.
Senator Tichinani Mavetera (ZANU PF), asked Ndlovu to clarify the government’s policy on the payment of school fees. In response, Ndlovu said:
<blockquote>
The policy is very clear; our local currency can be used to pay fees.
We have a challenge as seen on social media which have decided to come up with their own policies. We, as the ministry, call upon school heads to accept local currency fees.
Our population continues to break the law.
We have instructed our law enforcement agent ZACC to check all those schools demanding fees in local currency.
I call upon all parents to resist the school heads’ outrageous demands and report them to ZACC.

However, Mavetera asked Ndlovu whether it is the duty of ZACC or the Minister of Education to bring order to the schools. Ndlovu responded:

… the police force resides in another portfolio (Home Affairs ministry). I am serving the nation as my mandate.

Parents Must Refuse To Pay Schools Fees In USD - Minister Ndlovu

Primary and Secondary Education minister Evelyn Ndlovu said the Government will build 35 new schools across the country this year alone.
Ndlovu said this while speaking at the Global Action Week for Education launch at Karoi Enterprise Secondary School on Wednesday. She said:

As we gather at this school that may seem marginalised within a farming community, let me retaliate the importance of education that must be everyone’s right.
Government has committed itself to build 35 schools this year and acting as a way of closing the gap in infrastructure development.

Ndlovu donated $300 000 on behalf of the Government towards the construction of a new block at the school.
Karoi Enterprise Secondary School was established in 1987. It has only two classroom blocks, but no staff accommodation.
Teachers travel from Karoi town to the school daily, according to the school head Helen Nyanzira.

Govt Says It Will Build 35 Schools In 2022

The Progressive Teachers Union Zimbabwe (PTUZ) says the Ministry of Primary and Secondary Education does not have the power to effect a blanket suspension of teachers who have been on strike since schools opened for the 2022 first term on Monday.
On Thursday Education minister Evelyn Ndlovu announced that the striking had teachers had been suspended for three months without pay.
PTUZ president Takavafira Zhou called on the Ministry of Primary and Secondary Education to assist teachers to lobby both the Public Service Commission (PSC) and Finance Minister to capacitate teachers by paying them US$540. Said Zhou:
<blockquote>
The Minister of Primary and Secondary Education has no power to suspend Teachers. In October 2002, the then Minister of Education T.K. Tsodzo suspended 629 PTUZ aligned teachers in Harare due to a Union led strike.
The courts ruled that the Minister had no locus standi to suspend teachers. All the 629 teachers were reinstated, but of course after some inconvenience of going for some months on half salary and food hampers that the Union could afford then.
So the current Minister is walking along the defective path that already has a precedent ruling.
</blockquote>
He added that even the Ministry of Public Service, Labour and Social Welfare cannot blanketly suspend teachers but has to do that by writing letters to individual teachers.
Zhou dismissed the notion that teachers are on strike, but are rather incapacitated, saying the only solution to the problem is to capacitate teachers. He added:
As PTUZ we are ready to take the legal route once any of our members receive a suspension letter.

It is sad that instead of adopting a more considerate approach permeable to reason and facts the Ministry officials and the Government have decided to use defective command and control tactics that have no traction.
That decision is tantamount to closing schools as more than 135 000 teachers out of 14 000 are incapacitated.
One wonders whether this is what she calls an open door policy when her door is closed.
Is it because she is surrounded by criminals, we wonder?

Zhou urged teachers to remain calm and to get in touch with the nearest PTUZ leaders once they receive suspension letters.
He also implored school heads not to be abused by the system which he said had incapacitated them but to bear in mind that the push for a living wage is for their benefit as well.

Ministry Cannot Effect A Blanket Suspension Of Teachers - PTUZ

National Constitutional Assembly leader, Professor Lovemore Madhuku, said that the decision by the Government to suspend striking teachers is illegal.
This comes after Primary and Secondary Education Minister Evelyn Ndlovu on Thursday announced the suspension of all teachers who failed to report for duty when schools opened on Monday.
Prof Madhuku said the Minister does not have the authority to suspend teachers because they are employees of the Public Service Commission (PSC). <a href="https://twitter.com/ProfMadhuku/status/1491826727743537154">Wrote Madhuku on Twitter:</a>
<blockquote>
Teachers cannot be suspended from work by a Govt Minister: they are employed by the PSC. 
Even the PSC itself has no power whatsoever to effect a blanket and mass suspension.
The purported suspensions are unacceptable. Govt must dialogue with teachers’ unions and address issues.
</blockquote>
Harare lawyer and Citizens Convergence for Change (CCC) spokesperson, Fadzayi Mahere, also condemned the suspension of teachers. She said:
<blockquote>
This is patently unlawful &amp; betrays the failure of the regime to negotiate with teachers in good faith. You know full well that teachers are incapacitated.
You made an offer to them just yesterday now you turn around to intimidate? Pay teachers a living wage. End of story.
You don’t suspend an employee through a press statement. You have to indicate the nature of the charge they are facing.
You cannot bully employees who are acting within the confines of the law. Is it a crime to be incapacitated? Do better.
In fact, those purported suspensions are a nullity. They are of no force or effect. Such cheap intimidatory tactics demonstrate the regime’s disdain for workers.
The Public Service is regulated by the Constitution. That @MoPSEZim memo is illegal.
</blockquote>
In a statement, Ndlovu said that all the striking teachers will be suspended for three months without pay. The statement read:
<blockquote>
The Ministry of Primary and Secondary Education would like to inform the Nation and its valued stakeholders that all officials within the Ministry who absented themselves from duty since the official opening of schools on 7 February 2022 have been suspended without pay forthwith, for a period of three months.
During this period of suspension, members are not to hinder or interfere with any investigation or evidence relating to the alleged misconduct.

Suspension Of Striking Teachers By Govt Is Illegal - Madhuku

Primary and Secondary Education Minister, Evelyn Ndlovu, said that while parents and guardians with foreign currency who can afford to pay fees in United States dollars are allowed to do so, no school is permitted to reject schools fees payments in Zimbabwe dollars.
This comes as schools in Manicaland Province have been pestering the Ministry of Primary and Secondary Education seeking approval to charge for levies in foreign currency.
Some schools are reportedly asking parents to pay school fees in local currency but pegged to the US Dollar using the parallel market rate.
But speaking in an interview with The Manica Post at Mavhudzi High School on Thursday during a tour of Makoni schools to check their preparedness to reopen in light of the COOVID-19 pandemic, Ndlovu said pushing parents to source forex from the black market is unacceptable. She said: 
<blockquote>
We will not accept a situation where schools will force parents to pay fees in foreign currency. It is unacceptable because we have a local currency.
In other words, they will be fighting and sabotaging the local currency. Every country has its own currency.
How are we going to protect our currency if we are continuously charging school fees in foreign currency?
Most parents have no source of foreign currency so you are pushing them to go to the black market. We do not accept that. Those who do not have forex also need to send their children to school.
Those with foreign currency who can afford to pay fees in USD are allowed to do so as we have a multi-currency system but then no school should prohibit parents from paying in local currency.

The 2022 first term is set to commence next Monday, with the Ministry of Primary and Secondary Education saying all systems go.
However, teachers’ unions such as the Zimbabwe Teachers’ Association (ZIMTA) and the Progressive Teachers Union Zimbabwe (PTUZ) both recently said teachers are financially incapacitated and cannot resume their normal duties.
The unions want the Government to pay teachers salaries in US dollars, with the lowest-paid teacher taking home at least US$600.

Parents Can Pay School Fees In USD If They Afford - Education Minister

The Zimbabwe Schools Examination Council (ZIMSEC) said that the 2021 Grade 7 results are available but a few processes need to be done before they are released.
On Thursday, the Minister of Primary and Secondary Education, Evelyn Ndlovu, said the results will be announced today (Friday).
However, also speaking yesterday to State media, ZIMSEC spokesperson Nicky Dhlamini said Grade 7 results will be out “soon”. She said:
<blockquote>
The results are there but there are just some final processes that need to be done before we release them. They will be out soon.
</blockquote>
Ministry of Primary and Secondary Education spokesperson Taungana Ndoro said Ndlovu would give an update on the way forward for this year’s Form One classes this Friday at 2 PM.
While the majority of school pupils commence lessons on Monday, Form One classes will only come to school after Grade 7 results are released.
The first term starts on Monday, 7 February, and ends on 7 April. The term has 45 school days.
The second term will begin on 3 May and runs for 69 days until 4 August, while the third term will have 71 school days from 5 September to 8 December.
